We thank Allah (SWT) for giving us the ability to fast the Month of Ramadan, the ability to worship him, and the ability to fulfil our religious and worldly obligations. Islamic Insurance (Takaful):
A Highly Demanded Financial Service in Australia Islamic insurance or Takaful is a large industry operating in various parts of the world, including Middle East, Asia and Europe. Globally, despite Covid-19 impacts, the industry was valued at US$27.6 billion in 2021 and is expected to grow to US$49.8 billion by 2027. Australia is a fertile land for Islamic insurance business. Muslim Australians alone are capable of generating high demand for various types of Islamic insurance products such as vehicle, property, health and family/life.
Dr. AbulKhair Jalaluddin Director Islamic Financial Services Council of Australia (IFSCA) Takaful is an Islamic insurance system through which participating members (policyholders) mutually contribute a sum of money (premium) in order to support each other (for settling insurance claims) in case of a loss, damage or theft. In other words, Takaful is a system whereby participants contribute regularly to a common fund with an intention to jointly guarantee each other in an spirit of humanity, solidarity and mutual assistance. The conventional insurance operates with a contract which is constructed between two parties, namely the insured and insurance company as insurer. The insured pays a regular premium to the insurer in return for the guarantee to receive a settlement amount as compensation.
The Islamic insurance or Takaful contract is different wherein the Takaful operator (or Islamic insurance company) is not the insurer insuring the participants (or insured/policyholders). In fact, the participants (or insured) mutually insure one another. The Takaful operator manages the business, settles claims and invest funds for agreed upon management fees or other remuneration schemes. Islamic insurance or Takaful is a risk management strategy. Mitigating risk in life is not repugnant to Islam. Human beings are exposed to all sorts of hazards. Typical perils in human life include accident, sickness, theft, fire and natural disasters like flood. Islamic insurance alleviates the risks related to these perils and resulting financial losses. In 1965, the Congress of Islamic Research in Cairo, Egypt and the First International Conference on Islamic Economics held at Makkah, Saudi Arabia in 1976, both deliberated the issue of Islamic insurance for Muslim markets in the world. The first co-operative Takaful was established at Khartoum, Sudan in 1979. Islamic insurance services

were then developed in the Middle East and Malaysia in 1984. The year 1996 witnessed the commencement of Takaful business in South Africa. The Takaful Act 1984 was the first legislation in the world enacted by the Malaysian parliament. In the global Takaful industry, there are four operating models for Islamic insurance which apply to several forms of contracts governing the relationship between the participants and Takaful operators: (1) Mudarabah Model (Takaful operator will receive premiums from participants to carry out the enterprise and the profits are distributed between them on an agreed upon percentage), (2) Wakalah Model (participants are owners of the premiums and Takaful operator acts as an agent who manages the business for a defined fee), (3) Hybrid of Wakalah and Mudarabah Models (it combines various features of these two models) and (4) Hybrid of Wakalah and Waqf Models (apart from Wakalah principles, this model establishes a Waqf fund initiated/ donated by the shareholders of the Takaful operator and the returns are be used for the benefit of the
participants). Islamic insurance offers two broad types of products: general insurance and family insurance which is comparable to life insurance. The general insurance products are offered to retail and corporate clients to underwrite risks in various portfolios such as vehicle, health, worker’s compensation, professional indemnity, public liability, home & contents, travel and so on. Typical products under family insurance would include children’s education, income protection, total & permanent disability and trauma. There is a large and growing market for Islamic financial services including Islamic insurance in Australia. Although Takaful products would be open to all Australians, only the vehicles and properties owned by Muslim community would form a commercially viable base for a highly profitable Islamic insurance business in this country. All we need is an Islamic insurance provider and some products in this greatly stable and competitive Australian economy with a good regulatory framework which protects the rights of businesses and consumers.

Impact of COVID-19 on the NSW Muslim Community
The Islamic Council of New South Wales (ICNSW) has published a report on the impact Covid-19 has had on Muslim communities in Western Sydney during the 106-day lockdown of Greater Sydney in 2021. The ICNSW Covid-19 Community Impact and Recovery Forum Report highlighted both the problems of the last emergency response, strategies for improvement and thriving in the postpandemic recovery phase. Many of us will recall the massive police operations and use of force captured on video, police helicopters flying at low altitudes after midnight, massive job losses, online learning and meetings and stimulus packages quickly bring back memories. At the same time Muslim organisations and businesses were some of the fastest to respond. New organisations were established to provide community support, online seminars were delivered by community doctors and hospital specialists; warehouses and houses filled with donations of food and vaccine hubs were set up by mosques. Many of these services, especially a “Covid-19 patients and survivors support group” were utilised by Muslims and non-Muslims alike. The response of the community garnered praise by both local councils and the State Government. In the second half of 2021, ICNSW conducted structured interviews with over 100 muslim families, community organisations, health sector workers (including nurses, doctors and pharmacists) and schools (including students, parents and administrators). Overwhelmingly the report respondents highlighted poor government communications, racism and mental health concerns (especially for youth) as the key areas in need of reform. The study showed problems within the education and health sectors. Emergency responses to a pandemic must be tailored to suit local needs; governments cannot address impending health emergencies alone but

rather should partner with communities and civil society organisations in delivering faster and better solutions. The ICNSW report was well received by NSW Health and fed into their November 2021strategy review. The experiences of patients and their families, hospital chaplains and front-line workers are documented in the report. One chaplain heroically deescalated a situation in a quarantine hotel when an isolating visitor threatened to commit suicide. The report provides practical advice on preparing patients for admission for Covid-19. Examples include bringing in a phone or ipad charger and nominating a family member to speak with the hospital. This was a solution raised because several respondents said they could only speak with a loved one when they were about to die from Covid-19. ICNSW is concerned by credible reports that visitor requests had been denied seemingly because of their Arabic last names. Also of concern is the fact the hospitals that serve a predominantly Muslim clientelle refuse to employ Islamic chaplains. Some hospitals stopped referring patients to chaplaincy altogether because it was clear the demand was too great. ICNSW will work with NSW Health to address these concerns. The Report highlighted both the successes and challenges faced by private Islamic and public schools transitioning to home-based learning. Most teachers reported their schools learnt from the 2020 lockdowns and were prepared for online teaching. But some schools still fared better than others. The report highlights how inequality across Sydney led to unequal outcomes in education. Lack of supervision and lack of access to computers and reliable internet was a concern. Many schools reported high numbers of students who did not attend class or shows signs of mental distress. Students grew tired very quickly and were not getting the exercise they normally
would during school breaks. Schools and teachers quickly adapted, offering informal teaching sessions, weekly wellbeing sessions and telephone calls to parents. Some teachers felt overwhelmed by having to prepare lessons online and ensuring the mental wellbeing of their students. Schools with an Islamic religious chaplain were able to draw on that resource to inspire resilience. The loss of education in young children can lead to long term disadvantage. Further investment is needed in our youth to ensure they recover. ICNSW is responding to these concerns by organising its own arts led recovery project. The long-term impacts of this pandemic will depend on how we respond as a society. As NSW emerges from lockdown, governments, civil society organisations, businesses and communities must pay attention to what recovery looks like as well as what must be done better. These efforts will be complicated by future lockdowns, natural disasters and political events. It is important that our recovery is informed by past experiences as well an understanding of how entrenched inequities contributed to a disproportionate impact of COVID-19 on Muslim communities. By taking what we have learned and working in partnership with the community, we hope to not only recover but thrive. The report is available on the ICNSW Website: www.icnsw.org.au. Elias Attia was appointed the CEO of ICNSW in Mid-2021. Since his appointment he has focused on rebranding the council, engaging member organisations and rolling out large statewide projects such as Islamic Awareness Month. CRAIG KELLY MP 6th April 2022 My fellow Australians Liberal and Labor have given Australia one Trillion Dollars of debt ($1,000,000,000,000) (a million million) At the Government’s proposed rate of repayment, it will take Australians 250 years to repay the debt. A Trillion Dollars of debt will increase home loan rates to 4% in 2 years and to over 6% in 3 years. At 4%, over 60% of Australians will default on their mortgages and will lose their homes, and at 6% or more over 80% of Australians will lose their homes. The real estate market will then collapse and foreign buyers will flood our real estate market as they will have the money to buy up our properties. We have to stop Australians from losing their homes! A maximum of 3% interest on Home Loans The United Australia Party will introduce a maximum interest rate for all home loans of 3% per annum for the next 5 years to save Australian homeownership. My treasurer, Clive Palmer, has a wealth of business experience and the ability to save Australia. The Liberal and Labor finance teams just don’t know what to do and they are keeping you in the dark. Repayment of National Debt Both Liberal and Labor fail to address the Trillion Dollars of National Debt, but not the United Australia Party. We plan to address it head-on and save your family from its impact. Australia supplies over 80% of all Iron Ore to the Asian manufacturing market, where tens of trillions of dollars are invested in manufacturing in China, Japan, Korea and the rest of Asia. Asia achieves its position in world trade by using Australian Iron Ore. Asian economies and industry have no alternative. In the 1960s, Australia had an export license on the export of Iron Ore. The United Australia Party will introduce a 15% export license on the export of all Australian Iron Ore. The export license receipts will be isolated for the sole purpose of repaying our National Debt which will relieve every Australian from that burden and set up our future. So Australia can be all it can be without the financial destruction the Labor and Liberal parties have imposed on our country. Bring Australian Super Home Australia has over One Trillion Dollars of Super invested overseas. Just like when John Curtin in World War 2 brought the troops back to save Australia, the United Australia Party will bring back a Trillion Dollars of Australian Super back to Australia, to save Australia. To save your home and Australia, I need you to vote 1, for your United Australia Party candidate for your electorate, in the House of Representatives and for the United Australia Party Senate team. Muslim Voices in the Public Sphere in the lead up to Elections If there is one reality in the Australian political and public sphere is that community groups and marginalised voices are consistently under-represented in the processes of democracy. Australia needs a wider range of voices in our public and policy debates, especially with a growing and diverse population in a rapidly changing world with ever more complex social phenomena’s. Australia’s Muslim community is one such group that needs a voice and a presence in the democratic processes that govern the nation, the laws and legislations that are enacted, the policies and programs that are designed, and the services that are undertaken. It’ll be fair to say that the Muslim community’s roles and contributions to the civic space has been rather limited and to a large extent absent.
By Nail Aykan In an election year - federal elections in May and Victorian state elections in November - perhaps it’s an opportune time to ask about Muslim voices, the issues that matter and the potentially unique contributions Muslim Australians can make to the public sphere. The Muslim population in Australia has been steadily growing over the past couple of decades, and is projected to reach one million by the mid-2020’s. The 2021 ABS Census data (to be released in August this year) is expected to show a population of around 800,000 Muslim Australians – an increase of around 7% per annum (200,000 increase in 5 years) and representing around 3% of the total Australian population. Although this figure may be small and modest, it nonetheless represents a sizeable population. One that ought to take a greater interest and role in Australian social affairs, including the political space. Our abilities to speak, and of the wider Australian people to hear us has long been a barrier in the understandings and relationships between Muslim and non-Muslim Australians. When people think of Muslims, it shouldn’t be just based
around Halal food, hijabs, mosque planning permits and carparking issues, Islamophobia and Ramadan celebrations. We need to also move beyond just being ‘multicultural’ and from any perceived notions of victimhood. Furthermore, we must move on from having issues being ‘brought to the table’ but rather have a ‘seat at the table’, as decisions are made by those in the room. We need to have platforms to make it possible for our community to have a say and feel they are making a worthy contribution, and in so doing having a presence which is recognised and makes a difference. In the lead-up to any election, the opportunities of pre-election commitments by all major political parties to the Muslim community should be followed up. Along with invitations to be part of any government or NGO commissions, taskforces, and/or any local area community initiatives in attending to a raft of societal challenges. The Muslim voice would not be singular nor belong to any one individual or member organisation. Rather, the voice is comprised of the many, as Muslim views and backgrounds invariably are. And naturally the voice
would vary over time based on the issues and priorities of the set of circumstances. In the absence of any effective and legitimate voice, a consequence will be the opening of the space for voices of the less-informed and less-representative, the freelancers, and the all-too-common egodriven, attention-seeking personalities whose interests are not primarily aligned with the overall wellbeing of the community at large. Furthermore, a disengaged, isolationist mindset and a sense of apathy from the political process can create unnecessary disadvantages for the Muslim communities. The former premier of Victoria Joan Kirner once famously said “There is no such thing as being nonpolitical. Just by making a decision to stay out of politics you are making the decision to allow others to shape politics and exert power over you. And if you are alienated from the current political system, then just by staying out of it you do nothing to change it, you simply entrench it.” Muslim leaders and its diverse communities may be unsure or disagree about the ‘how’ to be involved, although that wouldn’t mean we shouldn’t play a role. A unique role hopefully, introducing Muslim perspectives to complex
contemporary problems and seemingly cliff-edge ones in a predominantly liberal, secular and consumermaterialist society in a hightech and digital-age world. It is commonly accepted that we are experiencing a crisis of modernity, whether its identity, mental health, new attitudes towards the family and sexuality and definitions of gender, cancel culture, urban development and the existential threats of an environmental catastrophe, aka climate change, to name a few. In matters concerning humanity, people and societies, Muslims are guided by the commandment “Amr bil Maroof wa Nahi anil Munkar” (Holy Quran) translating to “enjoin what is right and forbid what is wrong”. This is an important virtue for Muslims, complimented by the often-quoted Hadith “Whoever amongst you sees an evil, he must change it with his hand; if he is unable to do so, then with his tongue; and if he is unable to do so, then with his heart; and that is the weakest form of Faith” (Muslim: 49). We shouldn’t become passive by-standers in the world, but rather as active moral agents. If there is an issue, we act, we support, we be part of the solution
otherwise we risk being part of the problem. However, experiences to date have shown we tend to lack a Muslim perspective on contemporary issues and social challenges which concern all people and our collective future, locally and globally. A new way of engaging is by helping society attempting to solve any number of its struggles, rather than hoping to be helped. Our active presence and reach-out in how we can help in a society which is grappling with many modern-day challenges will not only earn us respect but also the opportunities to lead on some matters. We should be able to enter the public debates with confidence by using the riches of our traditions, without fear or favour, and offer some unique Islamic approaches and perspectives. Elections and the forming of a new government provides groups and communities with an opportunity to create a new narrative of who we are becoming, both individually and collectively, and importantly play a positive role in the ever increasing complex issues we are currently facing as a society. As the Hadith states “the best of you (in the sight of God) is one who is most beneficial to others”.

Recently the Annual Primary Athletics Carnival took place over two action-packed days at Wootten Road Reserve. During day 1, all of Junior Primary enjoyed an introduction to athletics with many special activities tailored to younger students while our Senior Primary students were able to compete and rally on their

housemates while taking part in all of the traditional athletics events during the second day. This activity was definitely one of the major highlights of Term 1 for the Primary students. All participants were incredibly competitive while remaining sportspersonlike throughout the many engaging events,
cheering each other on while lifting each other up when things got challenging. Congratulations to the Primary Red House Hikmah (Wisdom) who came in first place, earning the most house points for the day, with house points not only being awarded for completing athletics events, but for honourable behaviour and cleaning up rubbish.

LABOR COMMITS $90,000 TO REBUILD COBURG ISLAMIC CENTRE VIC An Albanese Labor Government will commit $90,000 towards rebuilding the Coburg Islamic Centre. Established by Turkish immigrants to Melbourne in the 1970s, the Coburg Islamic Centre is one of Australia’s first Islamic Faith Centres, which has provided a space for worship, education, counselling, and outreach to Melbourne’s Muslim communities for close to 50 years. The funding will support the rebuild of the centre and the development of a new Information Centre to help
foster understanding and friendship. It will also feature a venue for visiting school groups. This funding will enable the local Muslim communities to continue to deliver religious ceremonies, provide support to local communities and host events that bring communities together “Australia is a successful migrant country because of our multicultural model. The contribution of Muslim migrants to our country is a significant part of our multicultural story. “The Coburg Islamic Centre
exemplifies multicultural Australia. The new Information Centre will be a place of learning for our whole local community.” Peter Khalil, MP for Wills said. “One of my first engagements in politics was an ecumenical meeting between the Muslim and Christian communities, coming together as one Australian community to better understand one another and to build stronger community cohesion. That was quite formative for me as a person of faith. I’ve appreciated that different faith communities come together, they have far more in common than what divides. From

VICTORIA UNIVERSITY LAUNCHES SAP ACADEMY Victoria University (VU) has been selected by SAP Australia and New Zealand to host Australia’s first SAP Academy, to help Australians obtain the right skills for the jobs of the future. The new academy will offer classes in established and emerging technologies, like SAP S/4HANA® and SAP Analytics Cloud, with successful participants receiving SAP’s globally recognised software certifications.
VU’s current SAP Next Gen-Lab, launched in 2018, will move into the VU City Tower and complement the new SAP Academy. The SAP Next Gen-Lab will continue to develop the skills of Masters students, not only technically, but the soft skills required by industry. VU also manages the Asia-Pacific-Japan region’s only Academic Competence Centre, which exclusively provides SAP® software to universities, under the SAP University Alliances program.

High Vax Rate Means Most Restrictions Can Safely Ease As the peak of the Omicron wave begins to subside – and with almost 70 per cent of adults now armed with their third dose – Victoria will move into winter safely with most restrictions removed from 11:59pm, Friday 22 April. As part of the Minister for Health’s changes to pandemic orders: • Patrons won’t be required to have two doses or show their vaccination status before entering any venue • The requirement for staff and patrons of venues to check-in using the Service Victoria app will end, with operators not required to keep any attendance records or maintain a check-in marshal • Masks will no longer be required in primary schools, early childhood, hospitality and retail settings, or at events of any size • Close contacts will no longer have to quarantine – provided they wear a mask indoors and avoid sensitive
settings. They will also need to undertake at least five negative rapid tests over the seven days that would previously have been the selfquarantine period • All visitor restrictions in hospitals will be removed except for mask requirements, with health services able to tailor their own settings based on their own circumstances • Events with more than 30,000 people will no longer require public health pre-approval • International travellers who are symptom-free will be recommended but not required to get a PCR or rapid test on arrival, and unvaccinated travellers will no longer complete 7 days’ quarantine. Pre-departure tests for unvaccinated air crew will also be lifted • People are exempt from testing or quarantine for 12 weeks if they’ve had COVID-19 – up from 8 weeks • Individuals will be required to notify their workplace contacts, in addition to informing their social contacts. Workplaces won’t have to individually identify and notify each
potentially exposed worker A number of critical and commonsense settings will be retained, including the essential requirement to isolate for seven days following a COVID-19 diagnosis and existing two-dose and three-dose vaccination mandates for workers. Visitor restrictions in care facilities will be retained to protect the vulnerable. Residents can currently have up to five visitors per day if each show a negative rapid antigen test result – or two visitors if no test results are provided. Face coverings will still be required on public transport and at airports – excluding airport workers who aren’t public facing – and in sensitive health, aged care and justice settings. All workplaces will still require a COVIDSafe Plan. Many rules which are no longer required will be recommended, including working from home if you’re a close contact exempt from quarantine. Masks are strongly recommended when you can’t physically distance.
Victoria continues to monitor epidemiological conditions and work with other jurisdictions and to ensure COVID settings are aligned. How do Muslims celebrate Eid? Muslims across the world begin Eid celebrations by partaking in communal post-dawn prayers, followed by a short sermon. The prayers take place in mosques or large halls but in many countries, it is also held in the open to
accomodate the large numbers. People congratulate one another after Eid prayers. They spend the day visiting relatives and neighbours and accepting sweets as they move around from house to house. Children, dressed in new clothes, are offered gifts and money to
celebrate the joyous occasion. This is preceded by the giving of alms to the poor. It is common for Muslim-majority nations to decorate their streets with festive lights and hold carnivals to commemorate the end of the holy month.

What is
EID AL-FITR? Eid al-Fitr means “festival of breaking the fast” and marks the end of Ramadan. Traditionally, Eid is celebrated for three days in all Muslim-majority countries.
As we celebrate Eid Al Fitr may our hopes and prayers realise good health and happiness for our friends and families and a lasting peace in our homelands.
How is the start of
EID DETERMINED? Like Ramadan, Eid al-Fitr begins with the sighting of the crescent moon (a day after the new moon), so Muslims have to wait until the evening before Eid to verify its
date. If the crescent moon is not visible, Ramadan continues for another day. Because it is a lunar event, the date of Eid changes annually on the Gregorian calendar and varies from country to country depending on geographical location. To declare the start of Eid, Muslim-majority countries depend on the testimonies of local moon sighters. The local religious authorities then announce when Eid will be taking place.

UPDATE ON COVID SETTINGS NSW The NSW Government announced close contacts of a confirmed COVID-19 case will not be required to isolate, provided they comply with NSW Health guidelines. There are no changes for positive cases: the seven-day isolation requirement remains in place for anyone who has recorded a positive RAT or PCR result. From 6pm on Friday 22 April, close contacts (defined as a household contact or an individual deemed by NSW Health to be a close contact) will not have to isolate, as long as they have no symptoms and comply with the following guidelines: • Do not visit aged care, hospitals, disability, and correctional facilities unless a special exemption applies; • Wear a face mask in indoor settings outside the home; • Undertake daily RAT tests before coming into close contact with people outside their household, where practicable; • Avoid contact with elderly and immunocompromised persons where possible; • Work from home where practical; • Notify their employer/educational
facility that they are a close contact, and that they are not required to isolate as long as they comply with the above. Close contacts will need to comply with the above guidelines for 7 days from the time a person in their household tested positive for COVID-19. Public health orders requiring key workforces to be vaccinated will be lifted, with vaccine requirements to be based on risk assessments under occupational work health and safety, in line with other jurisdictions. Orders requiring aged care and disability workers to be vaccinated will remain in force. Consultation will take place with relevant stakeholders with details to be finalised in coming weeks. These changes will mean the critical worker exemptions from isolation rules will no longer be required. However, close contacts will still need to comply with any COVID- 19 safety measures that have been put in place in their workplace by employers. From 30 April 2022, unvaccinated international returning travellers will not be required to undertake hotel quarantine. The current requirements for fully vaccinated travellers, including taking a Rapid Antigen Test within 24 hours of arrival and complying with the NSW Health guidelines, will be extended to
unvaccinated travellers. Public transport capacity caps will also be lifted with the requirement to wear masks on public transport, planes, and indoors at airports and cruise terminals to remain in place. NSW Premier Dominic Perrottet said the lifting of isolation rules for close contacts were common sense changes that would allow us to continue to move forward out of the pandemic. “These isolation rules have been necessary but thanks to our strong vaccination rates, we can make the changes announced today,” Mr Perrottet said. “This will provide immediate relief for so many workforces and businesses who have been hit hard by labour shortages as people are forced to isolate because they are a household contact. “As the pandemic has evolved so has our response and this is another example where we have been able to make necessary changes safely and in a measured way.” Health Minister Brad Hazzard said individuals still needed to exercise caution to protect vulnerable members of the community. “We are still in a pandemic and the basic rules of hand hygiene, wearing a mask when you cannot socially distance and staying at home if you have symptoms still apply,” Mr Hazzard said.
“Most importantly if you still have symptoms you should not visit an aged care facility, hospital or an elderly relative.” In line with these changes the NSW Government is also working with health officials to finalise school settings before Term 2 begins, and further information in this regard will be released in the coming days. In preparation for winter, the NSW Government will also continue to ensure Rapid Antigen Tests (RATs) are available to help protect vulnerable cohorts, including people with a disability, children, and young people in out-of-home care, vulnerable CALD communities and Aboriginal communities. These RATs will be distributed to individuals and relevant service providers through the Department of Communities and Justice’s Stronger Communities agencies. People aged 16 years and older can receive their booster dose at three months after receiving their second dose of any of the COVID-19 vaccines. Ramadan Mubarak As the Mayor of Blacktown City, I would like to wish a Ramadan Mubarak to the Muslim community. Blacktown City is one of the most multicultural cities in Australia and I am proud that the Muslim community is a big part of it. We have over 27,000 Muslim residents in our City, representing a significant part of our rich diverse community. Blacktown City prides itself on its diversity and our 405,000 residents come from 188 different birth places and speak 184 languages. We are an inclusive city, with a range of services available to our residents whose first language is not English. Blacktown City Libraries have a wide range of resources, including books, magazines and DVDs available in more than 30 different languages. The library also has access for library members to online multicultural resources: • PressReader, an online newspaper and magazine platform giving access to material in over 60 languages. • Languages Other Than English (LOTE) Online for Kids, which gives children the opportunity to read more than 600+ books in 30 languages. The Libraries also run Around the World Storytime, sharing stories from all different cultures and countries to younger members our community, English Conversation Classes, Tech Savvy Seniors in multiple languages and host their annual month of Multicultural March, celebrating the diversity of Blacktown City, in honour of United Nation’s International Mother Language Day. Our website can be translated into our most spoken languages (including Arabic) to enable our residents to stay up to date with all Council’s latest news and events. LABOR CARES FOR THE ELDERLY MARONITE COMMUNITY An Albanese Labor Government will provide $12 million to help deliver better aged care services for the Maronite community by investing in Our Lady of Lebanon and supporting the Lebanese Maronite Order of Australia. الكذب آفة عظمى وسواء كانت الكذبة بيضاء أو صفراء أو حتى بنفسجية فالنتيجة واحدة
وقــد تكون مؤذية أو كارثية في بعض األحيان لذلك فطن المجتمع الغربي بأن لهذه الكلمة تبعات خطيرة وأثار جانبية سيئة على المجتمع حتى وأن كان يمارس الفرد فيهم العديد من المنكرات أو الممنوعات في حياته اليومية لذلك تم غرس أو زرع مبدأ االخــاق والقيم ومنذ الصغر وبغض النظر عن الديانات /األديــان والتي هي أيضا تنهى عــن هــذه العادة السيئة. “الكذب” ويكون إما بتزييف الحقائق جزئيا ،أو كليا ،أو خلق روايــات وأحــداث جديدة بنية وقصد الخداع لتحقيق هدف/ اهداف معينة وقد تكون مادية/ مالية! ولقد حرمت أو أنكرت جميع المذاهب لها الصنيع القبيح لكونه ال يتناسب مع شخصية صاحبه أو صاحبتها فاذا ما تعامل المرء في استراليا مــثــا مــع مصلحة الضمان والرعاية االجتماعية (سنتر لنك) فال بد من إيجاد مبرر كاذب
لتضليل أو تزيف الحقيقة (وجع الظهر والقدمين والمفاصل) أما المخالفات المرورية وتعديات البلدية أو المجلس البلدي وشؤون العائلة وكل ما يختص بمعونات األسرة فالبد من اللف والدوران وعدم إظهار الحقائق وتفضيل المصلحة الشخصية أوال ومن ثم اتباع القوانين واألنظمة (قهرا ال حبا) .ونفس الشي يقال في معامالت البيع والشراء بين أفــراد الجالية وغالبا ما يتم (استخدام الحلفان – الكاذب!) لترويج البضاعة فاذا ما حلف الشخص بدينه ومذهبه على الكتاب المقدس (ايــن كان مسماه أو نوعه) فوجب التصديق والقبول الفوري ويمكن لك أن تختبر ذلك في مهرجانات الكمبا وليفربول الرمضانية السنوية في والية نيو ساوث ويلز. ولقد حزنت وانــا أعلم ادعاء البعض لتضرره (الزائف) من جـــراء االمــطــار الــتــي هطلت مؤخرا على الــواليــة وتسببت للبعض بالخسائر كما شاهدناه
في بيوت البعض والتي غرقت بالكامل ولن تكفيها ال 1000 دوالر أو حتى أكثر من ذلك (المقدمة من الحكومة كمساعده للمتضررين) لتصليح األبــواب والنوافذ فقط فما بالك بمن فقد بيته كامال أو ومزرعته وربما ممتلكات أخــرى جراء السيول الجارفة في فتره هطول االمطار الغزيرة على الوالية في الشهر الماضي .الغريب في هذا الموضوع اتصال البعض بالبعض االخــر للتشجيع على مواصلة الكذب واالحتيال على الدولة أو الحكومة واالدعــاء الكاذب بحصول الضرر ولو طلب منهم الحلفان على الكتاب المقدس لفعلوا وبكل أريحية. مسلسل الكذب هذا (وبجميع ألــوانــه القزحية) عند بعض الشرقيون ،أصبح عــاديــا أو عادة ،في حياتهم اليومية وقد يعتبرها البعض شطارة أو فهلوة من نوع أخر فقد يكذب الرجل على زوجته أو على أوالده لكسب

المقاصد والنيات هي محل نظر الله جل وعــا ،وهي من األعمال بمثابة الــروح من الجسد ،فكيف يكون حال الجسد إذا نزعت منه الروح ،وكيف يكون حال شجرة اجتثت من فوق األرض ما لها من قرار ،وكل عبادة لم تقم على نية صالحة ومقصد شرعي صحيح ،فإنها في ميزان الله هباء تذروه الرياح ،وسراب إذا طلبه صاحبه لم يجده شيئا ،من أجل ذلك عني الشرع عناية عظيمة بإصالح مقاصد العباد ونياتهم ،وورد في ذلك الكثير من النصوص في الكتاب والسنة. ومن األحاديث العظيمة التي وضحت هذا المعنى الحديث الذي في الصحيحين عن عمر رضي الله عنه قال :سمعت رسول الله صلى الله عليه وسلم يقول ( :إنما األعمال بالنيات ،وإنما لكل امرئ ما نوى ،فمن كانت هجرته إلى الله ورسوله ،فهجرته إلى الله ورسوله ،ومن كانت هجرته لدنيا يصيبها أو امرأة ينكحها ،فهجرته إلى ما هاجر إليه ). فهذا الحديث أحد األحاديث التي يدور عليها الدين ،ولذلك صدر به أهل العلم
كتبهم ،وابتدؤوا به مصنفاتهم ,قال اإلمام الشافعي رحمه الله( :هذا الحديث ثلث العلم,،ويدخل في سبعين بابا من أبواب الفقه ،وما ترك لمبطل وال مضار وال محتال حجة إلى لقاء الله تعالى). والنية هي القصد الباعث على العمل، ومقاصد العباد تختلف اختالفا عظيما بحسب ما يقوم في القلب. فقوله صلى الله عليه وسلم( :إنما األعمال بالنيات ) يعني أحد أمرين األول: أن وقوعها واعتبارها شرعا ال يكون إال بالنية ،فكل عمل اختياري يفعله العبد ال بد له من نية باعثة على هذا العمل ،والثاني أن صحة هذه األعمال وفسادها ،وقبو َلها ور َّدها ،والثواب عليها وعدمه ال يكون إال بالنية. فالعبادات واألعمال الصالحة بأنواعها، من طهارة وصــاة وزكــاة وصــوم وحج وغيرها ال تصح وال تعتبر شرعا إال بقصدها ونيتها،بمعنى أن ينوي تلك العبادة المعينة دون غيرها ،فال بد من النية لتمييز صالة الظهر عن صالة العصر مثال ،وال بد منها لتمييز صيام الفريضة
عن صيام النافلة ،وهكذا. وكما أن النية مطلوبة لتمييز العبادات بعضها عن بعض ،فهي مطلوبة أيضا لتمييز العادة عن العبادة ،فالغسل مث ًال يقع للنظافة والتبريد،ويقع عن الحدث األكبر،وعن الجمعة،والنية هي التي تحدد ذلك ،وهذا المعنى للنية هو الذي يذكره الفقهاء في كالمهم. وأما المعنى الثاني ،فهو تمييز المقصود بهذا العمل ،هل هو الله وحده ال شريك له ،أم غيره ،ففيه دعوة للعبد إلى إخالص العمل لله في كل ما يأتي وما يذر ،وفي كل ما يقول ويفعل ،فيحرص كل الحرص على تحقيق اإلخالص وتكميله،ودفع كل ما يضاده من رياء أوسمعة،أوقصد الحمد والثناء من الخلق،وهذا المعنى هو الذي يرد ذكره كثيرا في كالم النبي صلى الله عليه وسلم وسلف األمة ،ولذلك قال صلى الله عليه وسلم بعد ذلك (:وإنما لكل امرئ ما نوى ) ،أي أنه ليس لإلنسان من عمله إال ما نواه من خير أو شر ،فمن نوى نية حسنة تقربه إلى الله ،فله من الثواب والجزاء على قدر نيته ،ومن نقصت نيته
وقصده نقص ثوابه ،ومن اتجهت نيته إلى غير ذلك من المقاصد الدنيئة فاته األجر والثواب ،وحصل على ما نواه. ثم ضرب النبي صلى الله عليه وسلم مثاال لألعمال التي صورتها واحــدة ،واختلف صالحها وفسادها بسبب اختالف نيات أصحابها ،وهو مثال الهجرة من دار الكفر إلى دار اإلسالم ،كما هاجر النبي صلى الله عليه وسلم وأصحابه الكرام ،فأخبر أن هذه الهجرة تختلف باختالف النيات والمقاصد منها ،فمن هاجر إلى دار اإلسالم حبا لله ورسوله ورغبة في تعلم دين اإلسالم ،وإظهار شعائره التي يعجز عنها في دار الشرك ،فهذا هو المهاجر حقا ،وهو الذي يحصل أجر الهجرة إلى الله ورسوله ،ومن هاجر ألمر من أمور الدنيا ،أو المرأة في دار اإلسالم يرغب في نكاحها ،فهذا ليس بمهاجر إلى الله ورسوله على الحقيقة ،وليس له من هجرته إال ما نواه. اسالم ويب

Supporting Small Businesses
TO TAP INTO TECH VIC The Andrews Labor Government is backing small and family businesses to upgrade their digital systems to attract more customers and improve efficiency. Acting Minister for Small Business Martin Pakula today confirmed $5 million in rebates is available in the latest round of the successful Small Business Digital Adaptation Program. The program has so far supported more than 10,000 Victorian businesses to build their digital presence, streamline services and reach new customers. Small businesses can apply for $1,200 rebates to access a range of digital tools to make improvements to websites, online marketing,
project management and stocktake systems and cash flow services. Great Coffee Moments café in Port Fairy has gone from strength to strength since embarking on its digital transition in 2021, with support from the program. Having operated for seven years without an online presence, Great Coffee Moments now has a website, integrated booking system, online store and active social media accounts. This online adaptation means customers can now buy coffee beans online throughout the year and positive reviews have also driven strong growth and an expansion of their catering business. Popular software applications available as part of the program include Mr Yum, Square, Shopify,
Squarespace, MYOB and XERO. Once business owners have implemented the new technology, further assistance is also available through the program to support a successful digital transition in addition to free digital workshops through Business Victoria. The new round of the Small Business Digital Adaptation Program closes on 18 July 2022. تحسن جــديــدة ّ
يتعرض أي شخص لإلساءة الخطيرة ال ينبغي أن ّ عبر اإلنترنت. بدأ العمل بالقوانين الجديدة للسالمة على شبكة اإلنترنت في 23كانون الثاني/يناير .2022 التعرض وهي قوانين تحمي األشخاص من ّ لإلساءة الخطيرة عبر اإلنترنت من خالل إزالة المواد المسيئة ومحاسبة الفاعلين والمنصات التي تحصل عليها اإلساءات.
مم تحمي هذه القوانين؟ ّ
اإلساءة الخطيرة عبر اإلنترنت. وهذا يعني اإلساءة التي تحدث عبر اإلنترنت والتي تهدف إلى إلحاق أذى جسيم بشخص ما. يمكن أن يشمل األذى الجسيم األذى الجسدي أو النفسي. فيما يلي بعض التعريفات ألنواع اإلساءة التي تشملها القوانين الجديدة: اإلساءة للبالغين عبر اإلنترنت هي أي شيء يتم نشره على شبكة اإلنترنت يستهدف عاما بقصد التسبب شخصا يزيد عمره عن ً 18 ً في أذى جسدي أو نفسي خطير ،مثل نشر رقم هاتفك أو عنوانك على شبكة اإلنترنت دون إذنك عمدا. لجعلك تشعر بعدم األمان ً اإلساءة التي تعتمد على استخدام الصور
هي عندما ينشر شخص ما صورة حميمة أو مقطع فيديو لك دون إذنك. التنمر اإللكتروني على األطفال هو عندما يستخدم شخص ما اإلنترنت إلذالل أو مضايقة أو عاما. تخويف أو تهديد شخص يقل عمره عن ً 18 نشر محتوى مسيء هو أي شيء يمكن أن يسبب أذى جسي ًما للشخص الذين يجده ،بما في تشجع االعتداء الجنسي ذلك المواد التي تُظهر أو ّ على األطفال ،واإلرهاب وأعمال العنف المفرط األخرى.
كيف تعمل القوانين؟
تمنح القوانين الجديدة للسالمة على شبكة اإلنترنت صالحيات لتوجيه أوامر إلى المنصات اإللكترونية ومقدمي الخدمات بإزالة المحتويات اإللكترونية المسيئة من شبكة اإلنترنت. يشمل مقدمو الخدمات والمنصات وسائل التواصل االجتماعي ،األلعاب ،تطبيقات الدردشة، رسائل البريد اإللكتروني ،والرسائل (بما في ذلك الرسائل النصية القصيرة) والمواقع اإللكترونية. عندما تبلّغ عن محتوى مسيء للغاية ،تُحقق eSafetyفي األمر وتقدم لك الدعم. كما تتعاون مع الخدمة المعنية إلزالة المحتوى. في حالة عدم إزالته ،يمكن لـ eSafetyاتخاذ إجراءات أخرى ،مثل إصدار الغرامات. يمكن ألي شخص يعيش في أستراليا اإلبالغ مجانًا ،بما في ذلك األشخاص الذين يحملون

DIVISION AND CONFLICT PART OF THE FUTURE Treaty of Sykes-Picot

Division was extended to religious differences too. Christian minorities were encouraged to take positions of authority in government and: “This discrimination against Muslim Turks in their own country went so far that only Christian children could attend state schools.” (Vahide Sukran Islam in Modern Turkey NY Press 2005 p.136) In recent years there have been signs that the divide and rule policy is alive and well in the Middle East, particularly Syria and Libya Ramzy Baroud in a 2016 article “Plan B- Not an enigma: Why the West is keen on dividing the Arabs” discussed the evolving strategy of division which was expected to emerge from Russian-American cooperation around the Syrian ceasefire negotiations. Academics like Michael O’Hanlon of the Brookings Institute called for the US to find a ‘common purpose with Russia’, while keeping in mind the ‘Bosnia model.’ “In similar fashion, a future Syria could be a confederation of several sectors: one largely Alawite
When one country wants to control others, it seeks to divide and conquer. Since Julius Caesar this has been the imperial method of advancement. The most profound illustration of the divide and rule policy is seen in the Sykes-Picot division of the Middle East, designed to follow the Allied victory in World War I. France was allocated Syria and Lebanon. Britain took control of Palestine. It also took Iraq where it gained major oil concessions. Under the Treaty of Sevres, Turkey was divided up amongst the French, the Italians, the British, the Greeks and part of the northeast was allocated to Armenia. The issue of Kurdistan was not decided as there were disputes over whether Van should be Armenian or Kurdish.

Modern Imperial Powers Muhammad Hussein in 2020 claimed that the divisions in the Middle East will not be from the old imperialist powers. “The only difference this time is that the old European colonial powers – even the US itself – will not be as involved; the talks will be led at least in part by Russia and China. These two powers have been increasingly involved in the Middle East stage over the past few years, one for geopolitical purposes and the other primarily for economic purposes.” [1 January 2020 Middle East Monitor] But Russia would do well to look over its shoulder.

Janusz Bugajski at the Center for European Policy Analysis in Washington, pointed to regional dissatisfaction with the Kremlin policy of “Russification.” Regional dissatisfaction with Kremlin appointed governors and exploitation of local natural resources has led to disquiet. “ Indeed, regions such as Sakha and Magadan in the far east, with their substantial mineral wealth, could be successful states without Moscow’s exploitation.” The collapsing infrastructure, one of the fruits of corruption, means that the far east and Siberia are becoming more separated from western Russia, which will inevitably lead to separatist demands. “ Washington should promote regional and ethnic self-determination inside the Russian Federation.” The old Sykes-Picot style of division emerges: “Some regions could join countries such as Finland, Ukraine, China and Japan, from whom Moscow has forcefully appropriated territories in the past. Other republics
in the North Caucasus, Middle Volga, Siberia and the far east could become fully independent states and forge relations with China, Japan, the U.S. and Europe.” [9 Jan 2019 Managing Russia’s dissolution The Hill]
Why the interest in Russia? Siberia, in the north of Russia, is one of the coldest, harshest places on earth and it has not been open to full exploitation. Climate change is bringing warmer temperatures, the melting of the permafrost and the likelihood that mining will become much easier. Siberia has the largest coal mine in Russia and produces gold, diamonds and iron ore. “Russia is responsible for 7% of global aluminium production, and 95% of this takes place in Siberia. … Siberia and the Far East also hold 84% of Russia’s known gold reserves.” It offers great wealth from new minerals such as one discovered in Siberia in 2016, a mineral “similar to
lab-grown metal-organic frameworks.” Such minerals have been long hidden under ice and thick forests. [8 May 8, 2018 Mining Technology] China is close to the region, so the relationship between Beijing and the Kremlin may be tested in the near future. Divide and rule has been most effective in the Middle East. Even the creation of Israel did not serve to overcome the divisions created by Sykes-Picot. It is still being used effectively in Syria, Libya and Yemen and it may yet be utilised against Russia in the drive to exploit Siberia and the far east of Russia. It may have been behind the attempted coup in Turkey in 2016 While Russia and China might be seen as new imperialists on the block, both of them are aware of the dangers of creating division. A technique they are prepared to use, but which could easily be turned upon them. The author is a prominent Australian Muslim scholar and activist.

Zakat Today. Change Tomorrow
A reminder of our blessings at National Zakat Foundation As Eid-ul-Fitr returns this year, we are reminded how blessed we are to have made it through to experience this Ramadan while being able to help our brothers, sisters and children through challenges most of us are sheltered from.

As Ramadan passes each year, we see how many Muslims are empowered by the Zakat we receive and distribute to help those who are severely afflicted by what we wouldn’t imagine someone in Australia to experience. SubhanAllah – although we’ve all struggled and experienced hardships in different levels during the pandemic, there were many people right here in Australia who needed more active support from our community through Zakat. Since Ramadan last year, we’ve served nearly 3000 Muslims who were suffering in silence through a plethora of challenging situations including financial hardship, domestic violence, homelessness, and more. We saw a rise in the number of Muslim international students and workers who would find themselves unemployed, unable to sustain themselves and/or get back home while not having any government benefits or community support. Domestic violence was also another issue that plagued our community at a severe level as stressful family situations would turn into abuse during lockdown. However, we were blessed with a supportive community through our team, donors and partners who collectively helped us distribute Zakat of nearly two million dollars since last year to provide immediate and ongoing assistance to these clients. To provide further long-term solutions and support for our Australian Muslim community, we continued to expand our Community
Programs to include services for Endof-Life support, Support Networks for Muslims with severe illness, disability and more. As part of our Community Programs, we went a step further and established two new Zikkies Thrift Stores, in Campbelltown (NSW) and Coburg (VIC), alongside our first store in Liverpool (NSW) to assist our local communities by providing them quality goods at affordable prices. We’ve also successfully conducted several initiatives such as the Real Talk series and Zakat Tour Masterclasses which provided NZF the opportunity to reach out to the Australian Muslim Community and engage in honest conversations on the Pillar of Zakat and the local need for it. The Real Talk series has launched more than 30 episodes since last April in partnership with experts, local advocates, community leaders and people of knowledge on topics addressing real problems that our community face. Additionally, we’ve conducted nearly 20 Masterclasses at local community centres and mosques to provide everyone the opportunity to learn about Zakat in detail so they can fulfil this act of worship correctly. Alhamdulillah, overall, the journey to this Eid has been one filled with blessings, both seen and unseen, which we hope that you have been able to partake from and share with those around you. Law Council calls on parties to commit to election policies that benefit all Australians The Law Council has released its Call to Parties document outlining the key issues of concern to Australia’s legal profession and seeking the commitment of the major political parties and independents to reforms needed to improve law and policy for the betterment of the Australian community. “The Law Council represents the Australian legal profession domestically and internationally and promotes the administration of justice, access to justice, a strong legal profession and the improvement of the law. The Law Council’s Call to Parties sets out a range of initiatives and measures that the legal profession considers to be necessary components of an improved, more functional and sustainable justice system,” Law Council of Australia President, Mr Tass Liveris said. “The legal profession has a long history of providing a voice for people in need and advocating for effective social change. The work of the legal profession upholds the rule of law in Australia and the rights of Australians.
“Parties must not overlook the vital role the legal profession plays in underpinning our democracy, the proper functioning of the economy, and promoting an equitable and just society. Parties must recognise that legal services are as much an essential service as health or education. “When in need, every Australian should be able to access assistance to invoke and defend their legal rights. Access to justice should not be restricted by a person’s level of wealth or where they live. Therefore, a key recommendation in our Call to Parties is to address the under-resourcing of the legal assistance sector and invest in our courts and tribunals.” The key themes on which the Law
Council is seeking action following the 2022 Federal Election, include: • Access to justice; • Federal courts and tribunals; • Ensuring the safety of women, children and families; • Aboriginal and Torres Strait Islander peoples; • Ensuring equality before the law; • Integrity measures; • Climate change and environmental laws; • Criminal law and national security; • Human rights; and • Asylum seekers, detention and offshore processing policies. “In the lead up to the election,
the Law Council will watch closely the policies released by the parties and advocate for each of the recommendations posed in our Call to Parties to be addressed,” Mr Liveris said. “We believe these commitments will benefit our community, strengthen our society and help all Australians. COMMUNITY ADVOCACY ALLIANCE DECLARES WAR ON CORRUPTION Community Advocacy Alliance (CAA) is a not for profit charity organisation. It’s membership is comprised of former senior police officers and citizens from many other walks of life. It actively promotes best practice for police service delivery in our democratic and multicultural society. It also strives to be a voice for the community of Victoria and advocates their values. The CAA identifies corruption as one of the most serious threats to democracy, impacting on the well being of every citizen of Victoria. For that reason the CAA focused its attention on the issue of corruption. It examined the best way which would address corruption and restore the confidence of Victorians in the processes adopted. The result of the CAA’s in-depth research into corruption was the release of a comprehensive paper Victoria’s Anti-Corruption War. It has been estimated that in Victoria we lose $23,938 billion to corruption or $4000 for everybody in this State, including children. The biggest failure of our society is to identify and implement meaningful actions to address the problem. The CAA has recommended a new and innovative strategy of addressing corruption, namely the establishment of the Victorian Truth and Integrity Commission chaired by a Supreme Court Judge equivalent from another jurisdiction. This would ensure citizens’ confidence that their corruption Integrity Commissioner is truly independent of Government.
The Commission would report its findings on an annual basis to the Parliament or at some other time if the Commissioner determines that the Parliament should be advised on urgent matters. The primary function of the independently sourced Commission would be to effectively reduce corruption in Victoria. The CAA is mindful that the members from our Culturally and Linguistically Diverse Communities naturally wish to ensure that they themselves and their children live in the society guaranteeing safety and observation of human rights. In the democratic society respecting every individual. The society where corruption is not tolerated. Where it is actively identified and perpetrators are dealt with in accordance with the law. We believe that together we can fight this phenomenon in our society. Let us remember that: • Corruption undermines democracy; • Corruption facilitates autocratic leadership; • Corruption hijacks our political processes; • Corruption hurts the most vulnerable people; • Corruption causes that Government services are poorly delivered; • Corruption feeds commercial greed; The CAA encourages Victorians to read the far reaching Victoria’s Anti-Corruption War paper which is readily available at https://caainc.org.au/library

ICV The annual Palm Sunday Rally and Walk for Refugees was held on Sunday April 10. Hundreds of people from all faiths and walks of life attended with their banners and signs calling for justice for the hundreds of refugees held in cruel mandatory detention facilities, often
for several years. Former refugees spoke to the crowd about their harrowing experiences, and faith leaders including ICV President Adel Salman, demanded action from the Federal Government to release the refugees and end this inhumane policy. With the upcoming Federal Election, it is imperative that voters make this a front-of-mind policy issue when choosing who to vote for.

NEW WATER SAFETY CAMPAIGN TO PREVENT DROWNING IN MULTICULTURAL COMMUNITIES A new water safety campaign featuring resources in 11 additional languages has been launched to help prevent drowning deaths in multicultural communities across Australia. Developed by Royal Life Saving Society – Australia, the “To Keep Our Community Safe When Swimming, Fishing and Boating” water safety resources are in written and audio form to ensure they are readily accessible to native Bengali, Burmese, Farsi, Hindi, Korean, Kurdish, Swahili, and Vietnamese speakers. They join the existing Arabic, Nepali, Simplified Chinese and plain English language resources. Royal Life Saving Chief Executive Officer, Justin Scarr said the resources were designed to help multicultural communities stay safe around the water when swimming, fishing and boating these April
holidays. “Tragically we see too many drownings of people from multicultural backgrounds. Every drowning is a heartbreaking loss to a family and the wider community,” Mr Scarr said. “With two consecutive public holiday long weekends coming up, we expect many people to travel to be with friends and family. “We know that more than onethird of people who drown are more than 50km away from home at the time. Last summer, almost a fifth of drownings occurred on public holidays, so we are deeply concerned about the drowning risk over the holiday period. “This campaign has been designed to make it easier for people to access water safety information. The safety messages focus on simple tips for families and communities to be safer when swimming, fishing and boating.”
In the past decade, 725 people drowned in Australia who were born in another country. Most commonly people lost their lives at rivers/ creeks, beaches or around rocks, when swimming, rock fishing or from an unintentional fall into water. Men from multicultural backgrounds may be at further risk of drowning due to limited experience and knowledge around Australian waterways, and lack of swimming and water safety skills. The Australian Water Safety Strategy has identified multicultural communities as a priority population, with 49% of the Australian population being born overseas or having at least one parent who was, and 21% speak a language other than English at home. “We know that communities are embracing the Australian culture of being in and around water, but some adults come to Australia without the essential knowledge and skills
to keep themselves and others safe around water,” Mr Scarr said. “Some people may never have been in the water before or visited a public swimming pool. Others have a fear of water and of drowning. “We worked very closely with community groups, water stakeholders and community leaders from all of the languages featured to make sure the safety messages address their needs and concerns.” Royal Life Saving is urging multicultural communities to make safe decisions around water these April holidays. Follow these five tips to enjoy the water safely: • • • • •

Football’s Ultimate Rivalry Returns To The MCG VIC One of the biggest rivalries in world football will play out at the MCG when Brazil takes on Argentina, after the match was secured with support from the Andrews Labor Government. Minister for Tourism, Sport and Major Events, Martin Pakula today announced the Superclásico 2022 will see the return of the two powerhouse South American teams to Melbourne on Saturday, 11 June. The previous time these two teams played in Melbourne in 2017, more than 95,000 fans packed the MCG. The event is expected to deliver a multimillion-dollar boost to the Victorian economy and attract thousands of interstate and international visitors to Melbourne. The important lead-up game to the FIFA World Cup will generate significant interest from fans, broadcasters and media around the world. The original format of the competition, the Superclásico de las
Americas, was established in 2011 and is the continuation of the rivalry between Brazil and Argentina that stems back more than a century. In 2019, an independent study found that the value of major events to the Victorian economy was $2.5 billion. The Prohibition of Carnivorous Animals and Birds of Prey Muslims around the world, including Muslims that live in Australia, usually consume the meat of cattle, sheep, goats, and poultry. Camel meat is also consumed in some countries in the Middle East and North Africa. Some Muslim hunters in Australia and elsewhere go hunting for nondomesticated animals such as kangaroos, deers, wild goats, gazelles, and buffalos. Hunting these animals and consuming their meat is perfectly fine as long as the hunting is not done as a game (killing animals and leaving them). All these animals mentioned above are allowed for Muslims to consume their
meat as Allah said: “All livestock animals are halal for you, except those that are recited to you now” (Quran:5:1) According to most scholars, Islam prohibits the consumption of animals that have canine teeth and fangs and that consume the meat of other creatures. Their opinion is based on the hadith of the Prophet(Peace be upon him): “Allah’s Messenger forbade the eating of the meat of beasts having fangs”. (Muslim). In another hadith, it is reported that “the Prophet(Peace be upon him) prohibited eating of the flesh of every beast of prey having canine teeth and every bird having attacking claws and the meat of domestic donkeys and the

animals that die before slaughter” (Tirmidhi) All terrestrial predatory animals and beasts which include carnivorous animals with fangs (animals that hunt with their teeth) are considered to be prohibited in Islam such as lions, tigers, wolfs, dogs, cats, cheetahs, foxes, etc… The same principles apply to birds that prey on other birds and animals with their talons. Among the birds of the claw are eagles, falcons, ospreys, owls, kites, bats, etc… Birds who do not hunt with their claws and do not prey on other animals, rather they merely eat grains and crops, are all considered to be permissible (halal) for consumption such as chickens, ducks, pigeons,
doves, sparrows, and some species of crows. It is important to note that all schools of thought consider most of these fanged and carnivorous animals to be haram (prohibited). However, there is a difference of opinion about some of them which are scavengers and do not attack humans. The Shafi School of Thought considers that carnivorous and fanged animals that consume meat but do not attack humans do not fall under the category of Haram. The Maliki School of Thought considers all the fanged animals to be makruh (disliked), however permissible for consumption. His opinion is based on the following verse of the Quran: Say, “In what was revealed
to me, I find nothing forbidden to a consumer who eats it, except carrion, or spilled blood, or the flesh of swine— because it is impure—or a sinful offering dedicated to other than God. But if someone is compelled by necessity, without being deliberate or malicious— your Lord is Forgiving and Merciful. (Quran: 6:1). In his opinion, this verse overrides the hadiths mentioned above. The other three Schools of thought (Hanafi, Shafi’ and Hanbali) do not agree with the above-mentioned interpretation of Imam Malik in regard to this matter.

Melbourne residents encouraged to join the conversation on Melbourne Airport’s proposed third runway VIC Melbourne Airport’s plan to build a third runway is on formal public exhibition, and residents across the city are encouraged to learn more about the proposed project and provide feedback. Melbourne Airport Chief of Infrastructure Simon Gandy said the third runway is essential to support the forecast growth of the city and the state cope with future demand for growing passenger travel and freight, with annual passenger numbers set to grow to around 83 million by 2046. The new 3-kilometre runway will run parallel to the existing north-south runway and is planned for opening towards the end of the decade. If approved, the construction and operation of the third runway will create an estimated 37,000 jobs throughout Victoria and contribute an additional $4.6 billion per annum to gross state product by 2046. “Our existing two-runway configuration was nearing capacity before the onset of the pandemic, with airlines and their customers frequently experiencing delays in peak periods due
to the airport’s congested cross-runway system,” Mr Gandy said. “While residents may experience aircraft flying overhead today and pre-COVID, the new runway will require new flight paths, which will result in aircraft overflying parts of Melbourne that may not have experienced aircraft noise before. “That’s why we’re encouraging people to make use of our online information hub which includes an interactive flight path and noise tool to explore future aircraft tracks, different operating modes and time-of-day comparisons. “We also encourage people to provide feedback on the project, by making a submission.” The formal public exhibition period for the preliminary draft 2022 Master Plan and preliminary draft Major Development Plan runs until May 16. من التمر ،والدقيق ،والجوز، والتوابل مثل الهيل ،وجــوزة الطيب القرفة ،وعادة ما يتم تقديمها مع القهوة.
حـــلـــويـــات السعودية الدبيازة: هي حلوى تقليدية مشهورة في الحجاز (مكة المكرمة، المدينة المنورة ،جدة) تتك ّون بشكل أساسي من قمر الدين والمكسرات والسكر ،وهي من حيث العناصر الغذائية غنية جد ًا بالطاقة. العصيدة: هي عرب ّية قلبا وقالبا ،وإحدى الوجبات األساس ّية في اليمن وفي جنوب السعود ّية وشرقها وفي اإلمارات والسودان وصوال إلى بلدان المغرب العربي الكبير ح ّتى وإن اختلفت في مك ّوناتها بين هذه البلدان .وفي السعودية، فإنها تعتمد بشكل أساسي على الدقيق والماء ،باإلضافة إلى الفلفل األسود والزعفران والهيل.

جمعية التربية االسالمية أقامت حفال تكريميًا مهيبًا للمشاركين في مسابقة االيمان القرآنية الـ ٣٨ أقامت جمعية التربية اإلسالمية المشرفة على مدارس اإليمان اإلسالمية احتفاال حاشدا في قاعة المؤتمرات في معرض رشيد كرامي الدولي في طرابلس شمال لبنان ،تحت عنوان “دورة الحاج مصطفى قمر الدين رحمه الله تعالى” بحضور عائلته وراعي المسابقة نجله الدكتور عبد المهيمن قمر الدين. تقدم الحاضرين مفتي طرابلس والشمال الشيخ محمد إمام ،رئيس بلدية طرابلس د .رياض يمق .المفتي الشيخ زيد بكار زكريا ،األمين العام للجماعة اإلسالمية األستاذ عزام األيوبي ورئيس هيئة علماء المسلمين في لبنان الشيخ أحمد العمري ورئيس جمعية التربية الدكتور ناهد الغزال والمدير العام لمدارس اإليمان األستاذ زياد غمراوي ولفيف من العلماء والتربويين ومدراء المدارس وأهالي الطالب المشاركين. افتتح االحتفال بتالوة عطرة لفضيلة شيخ قراء طرابلس الشيخ بالل بارودي ثم تاله النشيد الوطني اللبناني . الكلمة األولى كانت للدكتور أحمد علوش رئيس اللجنة الثقافية في جمعية التربية اإلسالمية في الشمال
حيث أكــد أن الجمعية دأبــت منذ تأسيسها على حمل رايــة التربية والتعليم وحمل راية القرآن الكريم وشــجــعــت عــلــى حفظه وتــاوتــه ومــدارســتــه مــن خـــال األنــديــة المتخصصة والمسابقات السنوية والدورات الصيفية وإلن توقفت قسريا خالل العامين الماضيين اال أنها عادت هذا العام قوية أكثر من ذي قبل فقد شارك هذا العام أكثر من 1600طالب في وطالبة وفدوا من أكثر من 160 مدرسة وثانوية رسمية وخاصة من مناطق شمال لبنان كافة وفاز منهم 1000طالب وطالبة . راعي المسابقة الدكتور عبد المهيمن قمر الدين عبر عن بالغ سروره بهذا الحشد القرآني الكبير والرائع سائال الله أن يتقبل هذا العمل عن روح

والــده الحاج مصطفى قمر الدين ثم وجه رسائل لجميع المشاركين في المسابقة حيث أكد أنه ليس هناك خــاســرون مــع الــق ـرآن الكريم ألن الجوائز الحقيقية من الله سبحانه وتعالى وأنه عليهم أن يستشعروا أنهم أهل القرآن وخاصته وأنه عليهم فهم اآليات وتطبيقها وأنه على من تربوا على موائد القرآن التصدي للحرب الشرسة التي لم يشهدها التاريخ من هدم للقيم وتشويه للفطرة . بــــدوره تــحــدث مفتي طرابلس والشمال فضيلة الشيخ محمد إمام عن أهمية القرآن الكريم في حياة المسلم معتبر ًا أن هذه المسابقة المباركة سعي حميد ومسيرة مباركة تمتد إلى قرون خلت وهي تسليم للراية من السابقين لالحقين على مر األجيال مؤكدا أن
هذه المسابقة تجذر في أعماق األبناء والبنات صوابية االنتماء وأساس قاعدة حياتهم ﴿وما خلقت الجن واإلنس إال ليعبدون﴾. وفــي نهاية كلمته توجه بالشكر الجزيل لكل من جمعية التربية اإلسالمية الرائدة على تنظيمها لهذه المسابقة على مدار 38سنة ولراعي المسابقة لهذا العام المغترب الدكتور عبد المهيمن قمر الدين عن روح والــده الحاج مصطفى قمر الدين رحمه الله. تخلل الحفل تــاوات قرآنية لعدد من الطالب الفائزين وفقرات إنشادية وتوزيع دروع تكريمية لبعض من ارتبطت أسماؤهم بالمسابقة وأخذ صور تذكارية مع المكرمين.
