In Japan, teaching children to scrub floors goes hand in hand with coaching them how to read and write. Every child must bring a rag cloth to school every day to wipe their own spills and clean up their mess. Schools in Japan do not employ cleaners; the Japanese believe the act of cleaning is an act of purifying oneself. This habit is so important to them, they deem it best to train their children early on. Since cleaning and tidying up is so ingrained at a young age, it is not a problem to serve food and drinks in class. In fact, this is exactly what happens in school. Children take turns to bring in food from the school kitchen and serve everyone. If a child feels that the portion served is too much for him, he will pour the extra into a special container before he starts eating so it does not go to waste. Toilets in school are as clean and dry as could be. To enter a toilet, you need to leave your footwear at the door, put on the toilet slippers, and on your way out, return the toilet slippers neatly back in place. Here is a lesson for us parents who are perpetually waging a battle against disarray in homes, schools, and cars, including yours truly. Start your kids to do housework as soon as possible so it becomes second nature to them. Cleaning is big not just in school, but within the community, too. One school I went to reported that about two hundred parents came during their recent annual initiative to clean up the school. You rarely see things piled up, even in front of homes. I get the impression rubbish is cleared almost as quickly as they come. Clean drains and rivers are very much part of Japan, too. I have seen how in some countries, people are super sensitive to keep

The drains and rivers I passed by in Japan contain little else but flowing water, testimony to the fact that the Japanese treasure cleanliness and do not like to throw rubbish indiscriminately. My visits to Japan thus far have been short and sweet. I love Japan, the gentle and respectful people who speak with a soft lilt that sounds like music to the ears. No doubt we can learn a lot from how the Japanese raise their young. Yet, the high suicide cases reported each year in Japan, especially among youth below the age of 18 is troubling. Suicide is cited to be the leading cause of death among children in Japan. Some experts think it has something to do with the hara-kiri tradition, that suicide is an honourable way to take responsibility over how one’s life has turned out. For a person who is depressed, solid family support can make all the difference. Might it mean that the children and youth who resorted to ending their lives did not feel it safe enough to talk about their

problems? If parents know how to engage and connect with their children, and to convince their children of the sanctity of life, and equally important, present options, things could be different. If teachers are trained to acknowledge and guide troubled children and youths, perhaps those who are contemplating suicide might see light at the end of the tunnel. Some problems do not disappear just because you refuse to talk about them; they grow bigger. In fact, talking about problems could be the first step for a person to see the hidden value of problems: Problems can build your resilience, grow your empathy, discover innate strengths you never knew you had. Low Cost Housing (LCH) Group Low Cost Housing (LCH) Group hosted an event at the Metro West Community Space in Footscray on Saturday the 17th of February 2018. The Key agenda for this event was to provide LCH Customers a project update and the Good news of the upcoming Development Application (DA) Lodgement for their Project at 1247-1255 Mount Cottrell Road, Rockbank. Imminent Islamic Scholar Br Almir Colan graced the Event and began by shedding light on the advantages of living a simple life along with key

points relating to Islamic Finance and Economy. Leading the Presentation was Alicia Mora representing LCH’s Town Planning from Bosco Johnson. Key areas of the Development Application were covered along with technical reports and clarifications on the actual subdivision plan to be submitted to the Council. LCH Founders Mr Ahmad Quesada, Waseem Ghulam and Sayed Azam played their part in addressing doubts customer’s had regarding the Project and the Group performance in General. The event concluded with the guests treated to a sumptuous dinner including special desserts from the Indian Sub-Continent.

It’s without a doubt, that one of the biggest crises facing Muslim youth in Western nations is a lack of identity. Many of us feel as if we don’t fit into the mould of our current societies, but at the same time we also don’t gel in our socalled ‘home’ countries. There is a disconnect that can leave one reaching, but unable to find salvation. The pursuit to find your meaningful place in society ensues, and for many this can be an arduous and cumbersome process. Here, I’m going to tell you from personal experience, make Islam your identity. Going through university, I gradually realised the pressures that push you to conform with the established norms set in place. Being Muslim, no matter how popular you are as a person or how well you get along with others, many of those norms will contradict part of your Islamic practice. As you can see, there’s a dilemma here because we are at the end of the day social beings, but at the same time submitting to the will of God reigns above all else. So what to do? Well, in this case the solution is rather simple for most, make Muslim friends, make sure to include some practicing ones as well. I know that sounds weird, but as the Arabic proverb says, “Tell me who your friends are, I will tell who you are.” The thing is, uni is already stressful enough as it is without having to worry about identity and existential crises as well. And boy have I seen some of those in action. Let me tell you, they are entertaining for observers, but definitely not fun for parties involved. For the rare few of you who don’t have this option, myself included for a certain period of time, it’s important to build a strong network outside of uni. I’m not by any chance saying you can’t get involved with your peers, but I would

caution against diving so deep as to lose part of yourself in the process. Ok, where were we again? Uhuh! Identity. Islam as your identity. On a personal level, I tried to identify as Australian and do in a very strong way, but noticed that it will always be a work-in progress due to the stereotyped definition of an Australian. As for my background, I often tell people I’m Lebanese, but deep down there is so much of me that doesn’t minutely resemble the culture and so I find myself stuck in no-man’s land again. That is why I call you to choose Islam as your identity. The identity of Islam is not susceptible to the same issues as normal national or cultural identities. The ideals of these identities can change with time and place as well as social norms and circumstances. Now if you ask me, that’s leaving too much to chance. Islam as we are told in the Quran, is complete. It’s principles are established and do not change, despite being adaptable to different cultural and social contexts. Islam also has Allah at its essence, other identities have people at their centre so they are liable to continuous change and inconsistencies that will leave you on an identity roller-coaster. You are also armed with the mental fortitude required to tread the unbeaten path, as you begin to see Allah not only as your Lord, but also as your Friend that you continuously turn to for support. In our tough times, it is no wonder the issue of identity has come to the forefront for many Muslim youth. We are being bombarded from all sides by people who want a piece of our youthful pie, in order to use our youthful attributes in the pursuit of their goals. Therefore, submit yourself unto Him and let the journey take you towards those that seek to please Him. You will not only be fulfilled, but you will be liberated as you release yourself from the shackles of the creation, into the open arms of the Creator.

The Violation of our Constitution

by the 1975 Dismissal

dunk1689@gmail.com The history of the English Enlightenment illustrates very clearly the positive impact Islamic norms had upon the evolution of the constitutional system we have enjoyed since the Glorious Revolution of 1688 and the Bill of Rights of 1689. The Protestant Mahometans, as they were called, were strong advocates of a limited Protestant monarchy, which

would be subject to parliament and the law, modelled upon Muslim rulers who were bound by law, not individual power. They also openly advocated freedom of religion, based on the Islamic model. The Tories, supporters of the divine right monarch James II , claimed constitutional monarchy was an “Islamic innovation.” Garcia in his “Islam and the English Enlightenment, 16701840” writes that the themes of Tory propaganda “…offer a crucial site for investigating how Islamic republicanism lent narrative coherence to a series of national crises that … erupted into the Glorious Revolution.” The Glorious Revolution and the 1689 Bill of Rights, made the monarch subject to the law, and thus, Parliament. The monarch could no longer suspend laws at will. Taxes could only be levied by Parliament, election of MPs was to be free and the judiciary was made independent of Royal interference. The Australian Constitution , adopted at the time of Federation in 1901, is based upon this historical foundation. It was profoundly

shaken in 1975. Jenny Hocking in “The Dismissal Dossier. Everything you were never meant to know about November 1975” addresses five areas of concern to those who seek the continuation of democratic governance. She highlights Governor General Kerr’s communications with the Palace, his private and very secretive contact with Fraser, then Leader of the Opposition, his secret and unapproved communication with High Court Justice Sir Anthony Mason, Whitlam’s half-Senate election, which would have dealt with the political impasse, and the post-dismissal sitting of the House of Representatives on 11 November, which called for the re-instatement of Whitlam. The role of the Palace is one key shocker. In 2002 Whitlam still believed that Kerr has ‘misled the palace’ about his intentions to sack the government but Hocking found evidence in Kerr’s papers, now in the National Archives, that in August 1975 he had discussed dismissing Whitlam with

Prince Charles and had written regularly to the Queen. One week before the dismissal, “Charteris, (her private secretary), “informed Kerr of the Queen’s intentions should Whitlam move to recall him as Governor-General before Kerr had the opportunity to dismiss Whitlam.” This secret arrangement between the Palace and the Governor-General, behind the back of the Prime Minister, the representative of the people, was in reality, a return to the state of things before the Glorious Revolution, when the Crown made policy. The Palace letters are held in the National Archives but access is denied at the request of the Queen. The Governor-General’s failure to obey the recommendation of the House of Representatives in the afternoon of 11 November is perhaps even more stunning in its implications. This session of the House and what followed have been overlooked in the popular narrative of the events of that day. The no confidence motion in Kerr’s appointed Prime Minister and the demand to re-instate Whitlam, passed

by a majority of the House, was ignored by Fraser, who should have resigned on the spot. The seriousness of this cannot be overestimated. “The repudiation of this foundational role of the House of Representatives in the formation of government was nothing less than a repudiation of parliamentary democracy itself.” Mason, a Justice of the High Court, told Kerr that the motion was “irrelevant.” Kerr then refused to see the Speaker of the House of Representatives or to receive the motion of no confidence. He closed down the parliament. Islam’s Clear Position on Homosexuality Media release The Australian National Imams Council (ANIC)

Recently, a man claiming to be an Imam appeared on Australian TV and news programmes, providing his commentary on some significant, core topics in Islam. The Australian National Imams Council (ANIC) strongly believes in the freedom of speech and the right of people to freely act in this country without compulsion or violence. In addition, ANIC also believes in a constructive dialogue and the right to express religious views. Therefore, it is ANIC’s moral and religious obligation to address sensitive topics for the purpose of fulfilling their scholarly duty, trust with Allah (God) and preserving the Islamic identity that was revealed to us through the Quran and Sunnah. ANIC affirms that the Quran has been very clear on important and core matters in Islam, and from amongst these topics is the practice of homosexuality. It has been recently claimed that there is nothing in the Quran that

clearly states the Islamic position on the practice of homosexuality. This claim is utterly untrue and falsified. Islam’s position on homosexuality has always been clear and perspicuous from the time of the revelation of the Quran to our Prophet Mohammad (peace be upon him), 1,400 years ago, to this very day. The Islamic perspective is also consistent with Judaic and Biblical perspectives as stipulated in the holy scriptures. From the Islamic standpoint, homosexuality is a forbidden action; a major sin and anyone who partakes in it is considered a disobedient servant to Allah that will acquire His displeasure and disapproval. This is clearly stated in the three main sources of the Shariah: The Quran, the Sunnah, and the consensus of all scholars, which extends from the time of the Prophet till today. There has never been any debate or discussion regarding this viewpoint amongst the scholars, past or present, simply because the matter

was always comprehensive and immutable. ANIC, representing over 200 Imams from across Australia, strongly rejects any claim that the ruling of the practice of homosexuality is not clear in the Quran. This stems from absolute ignorance of Islam and its principles.

It is clearly stated in the Holy Quran: “And (remember) Lut (Lot), when he said to his people: ‘Do you commit the worst sin such as none preceding you has committed in the ‘Aalameen (mankind and jinn)? Verily, you practise your lusts on men instead of women. Nay, but you are a people transgressing beyond bounds (by committing great sins)’” [al-A’raaf 7:80-81] It is very clearly mentioned in this verse that the people of Lut were engaging in homosexuality and it was a manifest sin. Many other verses imply the same meaning and verdict

without any disagreement or discrepancy on the matter.

From the Sunnah (The Prophetic Tradition) we find: It was narrated that Ibn ‘Abbaas said: “The Prophet (peace and blessings upon him) said “cursed is the one who does the action of the people of Lut.” (Narrated by Ahmad, 1878.). Once again, the Hadith is very explicit and comprehensible in its meaning and many more similar Hadiths can be found to support this ruling.

The consensus of the scholars: From the time of the Prophet until now, all scholars of every time and era, have agreed that the practice of homosexuality is a forbidden act and a sin in Islam. In conclusion, there is no doubt in Islam that homosexuality is a major sin which Allah does not permit

nor will He be pleased by those who practice it. For anyone who claims otherwise, this will be considered an explicit distortion of the accurate and true teachings of Islam. The Australian National Imams Council would also like to emphasize that this man who claims to be an Imam and recently appeared on Australian television, is not recognized as an Imam by the Australian National Imams Council nor the mainstream Muslim community.

Islam invites any Muslims who are engaging in any sin to sincerely repent to Allah and ask for His forgiveness with the great hope that Allah is oft-merciful, ever-forgiving. ANIC counsels anyone who is practicing this sin to seek religious and spiritual advice from their local Imam. ANIC also warns the Muslim community from seeking any religious advice from nonqualified and non-mainstream Imams or Muslim individuals.

FOURTH ANNUAL LEADERS UMRA Distributing winter relief aid to Syrian refugees in Jordan

Getting ready to perform Umrah at the Kaba in Mecca Human Appeal Australia (HAA) in conjunction with Deen Academy (DA) hosted a group of young Muslim Australians for its fourth annual Aspiring Leaders Umrah Tour of four countries – Saudi Arabia, Jordan, Turkey and UAE. The tour, comprising fifteen participants from Sydney, Melbourne, Adelaide, Brisbane and for the first time Perth, took place from 5 to 24 February 2018. The group

of young university students and graduates were led and mentored by Bashar Al-Jamal, director of HAA and Dr Zac Matthews from DA. The journey started with the minor pilgrimage (umrah) in Mecca, Saudi Arabia. The spiritual enrichment gained from worshippers dressed in ceremonial clothing visiting Islam’s holiest mosque, the Kaba, performing rituals as taught by Prophet Abraham

and the final Messenger of God, Muhammad (peace be upon them both), is indescribable. Tour members spent invaluable time connecting with the Almighty and strengthening their inner spirituality. The City of Light – Medina – the Prophet’s city, where his mosque and grave are located was the second stop of the tour. Standing at the very place where the profound

message flourished left a lasting impression on all tour members. Several museums and exhibitions were visited in both historical cities including the Holy Mosques, NinetyNine Names of God, etc. For the first time, the kiswa factory, which produces the special cloth which covers the Kaba was visited. The group had an opportunity to meet with Dr Osamah Barasheed; who studied in Sydney for several years before

returning to work in public health in Mecca, providing useful insights into his tiem conducting research in Sydney. The group also visited in the two cities the historical sites of Arafat, Mina, Quba, and Qiblatain. The most physically demanding event of the stay in Mecca was climbing the 600 steps of the Mount of Light to reach the Cave of Hira where the Prophet first received Divine revelation from the Archangel Gabriel. Eleven out of fifteen students successfully completed strenuous the climb. A surprise visit with YouTube sensation, Kamal Saleh from Sydney, was organised in Medina – he was visiting the city as part of his honeymoon. After renewing spiritual connections at Islam’s holiest of cities, the tour then moved on to Jordan. As soon as the group landed, they visited a distribution centre and personally assisted with HAA’s Winter Aid Relief handing

out gas cookers, blankets, mattresses and food packs to more than one hundred Syrian refugee families who were living in makeshift tents. The provisions were estimated to last about three weeks in the cold winter. Witnessing first-hand the dire plight of refugees was gut-wrenching and conveyed the invaluable lesson about the need to care for others. The group also attended an inspiring awards ceremony at an Orphan Centre in Amman, speeding time with the twenty-or-so orphans afterwards playing table tennis, pool and foosball. They met with the Conservation of the Holy Quran Society as well as the Australian Ambassador, the honourable Miles Armitage. The tour group visited historical ruins at Um Qais and Ajloun after spending the night camping in the desert at Wadi Rum. The group also attended a lecture on the message of Islam by Dr Amjad Korsha, a lecturer at Jordan University..

Meeting with the Grand Mufti of Istanbul, Prof. Hasan Yilmaz the HAI Emirates offices in Ajman where presentations about the orphan program and various other humanitarian projects were outlined. The group participated in a workshop on leadership conducted by former Sydneysider Ahmed Elshrif and did some site-seeing in Dubai before finally returning to Australia.

Visit to Topkapi Palace in Istanbul From Jordan, the group travelled to Istanbul in Turkey, equally rich in history bridging the East and West. The group’s first stop was to pray at the famous Fatih mosque, followed by Sultan Ahmet, Abu Ayyub Al-Ansari and other significant places. The tour group was extremely privileged to meet

with the Grand-Mufti of Istanbul, Prof. Hasan Yilmaz. Another highlight was a visit to the media organisation, TRT World, hosted by former Sydney resident and digital marketer, Hisham Krayem. Other visits included a breathtaking ferry ride on the Bosphorus Strait, Topkapi

Palace, shopping at the Grand and Masri Bazaars and eating delicious broad beans outside the Suleimeniyeh mosque. The group also attended a meeting with Dr Abdulkhaliq Al-Sharif from the Sharif Academy.

The overwhelming feedback from participants was that the “once-in-a-lifetime tour” would never be forgotten on their journey of personal development to serve the needs of humanity. Special acknowledgment goes to A&H Travel for supporting the 2018 tour.

Bank of Sydney celebrates the opening of Chatswood Branch Knowing your rights when speaking to

police

Police in Moreland have gone to extra lengths to inform Arabic speaking women about their rights when it comes to reporting crime or seeking help from police. Late last year, police in Moreland held a community forum which provided an opportunity for the local community to raise issues and ask questions. One of the key issues raised was that many Arabic speaking women were reluctant to report crime, with many feeling intimidated or embarrassed when speaking to male police members. Police have since developed posters which are displayed in police stations in Fawkner and Brunswick. These posters contain a message in English and Arabic stating that you can request to speak to a female police officer if preferred.

Acting Inspector Troy Papworth said it was part of being a culturally aware and inclusive organisation. “If you come into a police station and need to speak to a female police officer, then please ask and that can be arranged,” A/Inspector Papworth said. “When we spoke to community last year, many were surprised to hear about the number of women who work for Victoria Police, and that such arrangements were possible if they preferred. “We want to ensure that everyone in our community feels confident to come to police if they need help or want to report a crime. “This applies to people of any faith or religion. Similarly, we can also arrange for interpretation services to be used. “We want the community to know that we are here to help.”

PCYC spreads $100 gift around state Media release PCYC NSW has this week become one of NSW’s largest providers within the state government’s Active Kids program. Eligible children will receive a $100 voucher that can be redeemed towards the payment of PCYC sport and recreation membership, uniforms and participation fees. The program is open to more than 60,000 children who attend one of the 66 PCYC clubs and centres in NSW and also to new members and their families. As well as being one of the biggest providers under the scheme, PCYC is one of a small group of providers who offer eligible activities allyear-round. The vouchers are available to children in NSW between four-and-a-half and 18 years of age enrolled in school from kindergarten to year 12, including registered home-schooled children. More than 100 different activities are available in PCYC clubs throughout NSW and the rebate can be used for activities of at least eight weeks’ duration and be applied to registration, participation and membership fees and equipment or uniforms that are included as part of those fees. Activities available at PCYC clubs may include gymnastics, boxing, fitness classes, court sports such as badminton, basketball and

futsal and formal indoor sports competitions. ‫نائب أسترالي‬ ‫يسخر من اقتراح‬ ‫حكومي للتجسس‬ ‫على المهاجرين‬ ‫قبل وصولهم‬ ‫الى‬ ‫أستراليا‬ ‫‪SBS‬‬

‫في حديث مع و�سائل االعالم‪� ،‬سخر النائب الم�ستقل في والية‬ ‫تازمانيا والخبير في مجال اال�ستخبارات ‪ Andrew Wilkie‬من الخطة‬ ‫التي تم الك�شف عنها والتي بموجبها‪� ،‬سيتم التج�س�س على المهاجرين قبل‬ ‫و�صولهم الى �أ�ستراليا‪.‬‬ ‫وو�صف النائب والمحلل اال�ستخباراتي ال�سابق ‪ Wilkie‬ه��ذا االقتراح‬ ‫الحكومي بال�سخيف‪ .‬وقال �إن هذا االقتراح يعني �أن �أ�ستراليا �ستقوم بعمليات‬ ‫تج�س�س مكلفة خارج �أ�ستراليا على �أ�شخا�ص لم ُيتهموا ب�أي مخالفة �أو جرم‪،‬‬ ‫بل فقط لأنهم ع ّبروا عن نيتهم بالقدوم الى �أ�ستراليا‪.‬‬ ‫وبالفعل‪ ،‬بموجب هذه الخطة ال�سرية التي تم الك�شف عنها يوم �أم�س في‬ ‫�صحيفة الدايلي تلغراف‪� ،‬ستقوم الحكومة الفدرالية بو�ضع قوانين جديدة‬ ‫ت�سمح لوزارة الأمن الداخلي بجمع معلومات ا�ستخباراتية عن المهاجرين الى‬ ‫�أ�ستراليا‪.‬‬ ‫�أما الهدف‪ ،‬ح�سب الم�س�ؤول عن وزارة الأمن الداخلي ‪،Michael Pezzullo‬‬ ‫فهو الت�أكد من نوايا المهاجرين و�سلوكهم ورغبتهم في ان ي�صبحوا مواطنين‬ ‫�أ�ستراليين واذا كانوا فع ًال �سيلتزمون بالقوانين والقيم الأ�سترالية‪.‬‬ ‫�شن النائب الم�ستقل �أندرو ويلكي هجوم ًا على‬ ‫من جهة �أخرى‪ّ ،‬‬ ‫‪ Pezzullo‬وقال �إنه قام بت�صرف غير الئق عندما �أعلن عن هذه الخطة التي‬ ‫كان من المفرو�ض �أن تكون �سرية‪.‬‬

‫إحذروا زراعة‬ ‫الخضار والفاكهة‬ ‫في حديقة المنزل‬ ‫‪SBS‬‬

‫يقوم ‪ %50‬م��ن الأ�ستراليين ب��زراع��ة الخ�ضار والفاكهة �إم��ا‬ ‫للإ�ستمتاع بهواية الزراعة في الحديقة من ناحية و�إما للإ�ستمتاع ب�أكل خ�ضار‬ ‫طازجة وع�ضو ّية خالية من الكيميائيات من ناحية �أخرى‪.‬‬ ‫لكن هناك اليوم درا�سة تظهر �أن ‪ %20‬من الحدائق المنزلية في مدينة‬ ‫ملبورن تحديد ًا تحتوي �أر�ضها على ن�سبة عالية من معدن “الر�صا�ص” �أو الـ‬ ‫‪ Lead‬ما يجعلها �ضا ّرة بال�صحة‪.‬‬ ‫و�أظهرت الدرا�سة �أن واحدة من �أ�صل كل خم�س حدائق منزلية فيها هذه‬ ‫الن�سبة المرتفعة من معدن الر�صا�ص‪ .‬وتن�صح الدرا�سة من يملكون بيوت ًا‬ ‫قديمة يعود تاريخ بنائها �إلى ما قبل ال�سبعينات و�إذا كانت هذه البيوت مدهونة‬ ‫�أو �إذا كانت بيوتهم مبنية على بقايا بيوت قديمة ومدهونة‪ ،‬فعليهم فح�ص‬ ‫كمية معدن الر�صا�ص في �أر�ض الحديقة قبل الزراعة فيها‪.‬‬ ‫البروف�سورة ‪ Suzie Reichman‬من جامعة م��اك��واري التي قامت بهذه‬ ‫الدرا�سة‪ ،‬حذرت من مخاطر �أن ي�أكل الأوالد خ�ضار ًا من حديقة فيها ن�سبة‬ ‫عالية من معدن الر�صا�ص �أو غيره من المل ّوثات الم�ضرة بال�صحة‪ ،‬م�ؤكدة �أن‬ ‫هذا االمر قد ي�شكل خطر ًا على نموهم العقلي‪.‬‬ ‫وتقوم هيئة ‪ Vegesafe‬وهي تقدم خدمة مجانية تتمثل بفح�ص عينة من‬ ‫تراب الحدائق للت�أكد من �سالمتها‪ ،‬بحمالت توعية على خطر هذا الأمر‬ ‫خ�صو�ص ًا في المناطق ذي الخلفيات الإثنية والثقافية المختلفة والتي تكثر‬ ‫فيها عادة الزراعة في الحدائق الخلفية للمنازل‪.‬‬

‫أستراليا في المرتبة ‪ 13‬بين الدول األقل فساد ًا!‬ ‫‪SBS‬‬ ‫ك�شف تقرير م�ؤ�شر مدركات الف�ساد لعام‬ ‫‪ 2017‬ال�صادر عن “منظمة ال�شفافية‬ ‫الدولية” ع��ن ال ��دول الأق ��ل ف��س��اد ًا للعام الما�ضي‬ ‫فاحت ّلت �أ�ستراليا المرتبة ‪ 13‬للعام الثاني على التوالي‬ ‫بينما ت�ص ّدرت جارتها نيوزيلندا الالئحة‪.‬‬ ‫و�أ�شار التقرير ال�سنوي �أن معظم الدول لم تقم ب� ّأي‬ ‫تق ّدم ملحوظ على �صعيد محاربة الف�ساد‪ ،‬بالوقت‬ ‫الذي تب ّين �أن الدول الأكثر ف�ساد ًا هي تلك التي ال يتمتّع‬ ‫فيها ال�صحافيون والمنظمات غير الحكومية بحماية‬ ‫كافية‪.‬‬ ‫وت�صدرت نيوزيلندا قائمة دول العالم الأق��ل ف�سادا‬ ‫متفوقة على الدنمارك التي احتلت المركز الأول لأخر‬ ‫خم�س �سنوات‪.‬‬ ‫فيما ت�ساوت فنلندا والنرويج و�سوي�سرا في النقاط‬ ‫ف�أتت جميعها في المركز الثالث‪ .‬بينما تح�سن ترتيب‬

‫الواليات المتحدة من المركز الـ ‪ 18‬في ‪� 2016‬إلى‬ ‫المركز الـ‪ 17‬في العام الما�ضي‪.‬‬ ‫ويتدرج م�ؤ�شر ر�صد الف�ساد العالمي ال��ذي ير�صد‬ ‫تحركه في ‪ 180‬دولة بين �صفر �إلى ‪ 100‬نقطة‪ ،‬وكلما‬ ‫ارتفع عدد النقاط واقترب من ال�ـ‪ 100‬دل ذلك على‬ ‫�ضعف الف�ساد وندرة الر�شوة والمح�سوبيات والعك�س‬ ‫�صحيح‪.‬‬ ‫من جانبها‪� ،‬أتت �أ�ستراليا في المرتبة ‪ 13‬لل�سنة الثانية‬ ‫على التوالي مع الإ�شارة �إلى �أن �أ�ستراليا تراجعت نحو‬ ‫ثمان نقاط خالل ال�سنوات ال�ست الأخيرة‪ .‬حتى �أن‬ ‫التقرير �أورد �إ�سم �أ�ستراليا بين الدول العديدة التي‬ ‫تراجع ت�صنيفها منذ ع��ام ‪� 2012‬إل��ى جانب �سوريا‬ ‫واليمن‪.‬‬ ‫وعلى م�ستوى المناطق‪ ،‬جاءت منطقة �أوروبا الغربية‬ ‫الأف�ضل �أدا ًء في م�ؤ�شر عام ‪.2017‬‬ ‫ح ّلت دولة الإمارات في المرتبة الثانية والع�شرين بين‬ ‫الدول الأقل ف�ساد ًا في العالم‪ ،‬فيما ت�صدرت الدولة‬

‫تلك القائمة عربي ًا‪.‬‬ ‫ووفق ًا للم�ؤ�شر؛ ف�إن الإم��ارات جاءت في المركز الـ‬ ‫‪ ،21‬بعد �أن تقدمت خم�سة مراكز �إذ ح�صلت على ‪71‬‬ ‫نقطة‪ .‬وحلت قطر ثاني ًا بعد �أن احتلت المركز الـ‪29‬‬ ‫عالمي ًا‪.‬‬ ‫وجاءت ال�سعودية‪ ،‬وعمان‪ ،‬والكويت‪ ،‬والبحرين على‬ ‫الترتيب في المراكز ‪ 103 ،68 ،85 ،57‬عالمي ًا‪.‬‬ ‫وح� ّل لبنان في المركز ‪ 143‬عالمي ًا بعدما ك��ان في‬ ‫المرتبة ‪ 136‬في م�ؤ�شر الف�ساد للعام ‪.2016‬‬ ‫اما م�صر فتقدمت من المرتبة ‪ 34‬عام ‪� 2016‬إلى‬ ‫المرتبة ‪ 32‬عام ‪.2017‬‬ ‫وجاءت بع�ض الدول العربية متقدمة في م�ؤ�شر الأكثر‬ ‫ف�ساد ًا‪ ،‬مع �أعمال العنف التي تجري في بلدان‪ ،‬مثل‬ ‫�سوريا التي حلت في المركز ‪ ،178‬وال�سودان واليمن‬ ‫في المركز ‪ ،175‬وليبيا في المركز ‪ ،171‬والعراق في‬ ‫المركز ‪ .169‬واحت ّلت ال�صومال المرتبة الأول��ى من‬ ‫حيث الدول الأكثر ف�ساد ًا ف�أتت في المركز ‪180‬‬

‫والمعالم الطبيعية ال�ساحرة بل‬ ‫هي �أي�ض ًا مركز لأهم المعالم‬ ‫الهند�سية والعمرانية في العالم‬ ‫ودار الأوبرا هاو�س �إلى جانب ج�سر‬ ‫الهاربور �أكبر مثال على ذلك‪.‬‬ ‫الدرا�سة التي تقوم بها الحكومة‬ ‫�سنوي ًا ب ّينت �أن عدد ال�سياح‬ ‫الأجانب الذين زاروا �أ�ستراليا‬ ‫خالل عام ‪ 2017‬تخطى ثمانية‬ ‫مليون �سائح‪ ،‬وي�شكل هذا الرقم‬ ‫ارتفاع ًا بن�سبة ‪ % 6‬عن عام ‪.2016‬‬ ‫هذه الزيادة في عدد ال�سياح‬ ‫الأجانب ترافقت مع زيادة بن�سبة‬ ‫‪� %6‬أي�ض ًا بقيمة الأموال التي‬ ‫ي�صرفها ه�ؤالء في �أ�ستراليا والتي‬ ‫و�صلت �إلى ‪ 41.3‬مليار دوالر‪.‬‬ ‫وفي هذا الإطار ي�ؤكد ‪John‬‬ ‫‪ Hart‬من غرفة ال�سياحة‬ ‫الأ�سترالية �أن الزوار الأجانب‬ ‫ي�ساهمون ب�شكل رئي�سي في تعزيز‬ ‫الإقت�صاد الأ�سترالي‪.‬‬ ‫�أما بالن�سبة لتوزع الن�شاط‬ ‫ال�سياحي الأجنبي‪ ،‬فيبدو �أن جميع‬ ‫الواليات والمقاطعات الأ�سترالية‬ ‫�شهدت نموا ملحوظ ًا خالل العام‬ ‫الما�ضي با�ستثناء والية غرب‬ ‫�أ�ستراليا‪ .‬غير �أن والية ‪NSW‬‬ ‫تبقى الأكثر �شعبية بين الزوار‬ ‫الأجانب مع ارتفاع عدد القدمين‬ ‫�إليها عام ‪ 2017‬بن�سبة ‪.%7‬‬ ‫فكتوريا و�أداليد �شهدتا ارتفاع ًا في‬ ‫عدد ال�سياح الأجانب بن�سبة ‪%8‬‬ ‫خالل العام نف�سه‪ .‬غير �أن الوالية‬ ‫التي �شهدت الإرتفاع الأكبر كانت‬ ‫تزمانيا فقد ازداد فيها عدد الزوار‬ ‫الأجانب بن�سبة ‪ %18‬وقد ترافقت‬ ‫هذه الزيادة مع ارتفاع بقيمة‬ ‫الأموال التي تدرها ال�سياحة في‬ ‫الوالية بن�سبة ‪ %31‬بعد �أن قاربت‬ ‫الـ‪ 500‬مليون دوالر‪.‬‬ ‫وتبقى ال�صين الم�صدر الأول‬ ‫للقادمين �إلى �أ�ستراليا بهدف‬ ‫ال�سياحة‪ ،‬تليها نيوزيلندا ومن‬ ‫ثم الواليات المتحدة الأميركية‪.‬‬ ‫غير �أن الإرتفاع الكبير كان‬ ‫بن�سبة ال�سياح القادمين من الهند‬ ‫الذين زاد عددهم بن�سبة ‪%16‬‬ ‫كما ارتفعت قيمة الأموال التي‬ ‫ي�صرفونها في البالد �إلى نحو‬ ‫مليار و ‪ 400‬مليون دوالر العام‬ ‫الما�ضي‪.‬‬ ‫وتقوم المنظمات والم�ؤ�س�سات‬ ‫ال�سياحية بجهود كبيرة ال�ستيعاب‬ ‫الأعداد المتزايدة من الزوار‬ ‫الأجانب فعلى �سبيل المثال يقدم‬ ‫دار الأوبرا هاو�س في �سيدني‬ ‫جوالت ب�سبع لغات مختلفة‪ .‬كما‬ ‫ت�ساعد المهرجانات الثقافية‬ ‫المتنوعة والجوالت ال�سياحية‬ ‫بلغات مختلفة بدور كبير في‬ ‫م�ساعدة الزوار الأجانب على‬ ‫ال�شعور بعدم الغربة في �أ�ستراليا‪.‬‬

‫تغريم مسافر على خطوط كوانتاس‬ ‫بـ ‪ 26‬ألف دوالر لتعطيل الرحلة‬ ‫�أجبر هذا الراكب طائرة كوانتا�س‬ ‫التي كانت متجهة �إل��ى بريزبن‬ ‫على العودة �إلى بيرث بعد �أن مزج‬ ‫زاناك�س بالكحول‪.‬‬ ‫وذك � � ��رت ت� �ق ��اري ��ر �إخ � �ب� ��اري� ��ة ان ‪Luke‬‬ ‫‪ ،Macdonald Taylor‬البالغ من العمر ‪39‬‬ ‫عام ًا‪ ،‬كان عدواني ًا و�شتم �أفراد طاقم كوانتا�س‬ ‫مرات عديدة خالل رحلة في ‪ 19‬يوليو ‪ /‬تموز‪،‬‬ ‫عندما طلب منه �أف��راد الطاقم ع��دم �شرب‬ ‫الكحول ما لم يتم تقديمها من قبل الموظفين‪.‬‬

‫وقال تايلور “�أفعل ما �أريد �أن �أفعله”‬ ‫وبح�سب جل�سة ا��س�ت�م��اع ف��ي محكمة غ��رب‬ ‫ا�ستراليا‪ ،‬دب ال�سيد تايلور �إ�صبعه في كتف‬ ‫مديرة خدمة الزبائن‪ ،‬ثم هدد بلكم �أحد �أفراد‬ ‫الطاقم الذي تدخل في حل النزاع‪.‬‬ ‫وف��ي نهاية الأم��ر‪� ،‬أُج�ب��ر تايلور على العودة‬ ‫�إلى مقعده‪ ،‬وقرر الطيار �إع��ادة الطائرة �إلى‬ ‫بيرث‪ ،‬مما �أدى �إلى �إزعاج ‪ 212‬راك ًبا على متن‬ ‫الطائرة‪.‬‬ ‫وك��ان ال�سيد تايلور عدائيا ج��دا‪ ،‬وح��اول �أن‬

‫يع�ض �ضابط ًا فيدرالي ًا �أثناء �إلقاء القب�ض عليه‬ ‫وتقييد يديه‪.‬‬ ‫و�أ�شار القا�ضي برو�س جويتز �إلى ت�صريحات‬ ‫ال�ضحايا وت�أثير �أفعاله عليهم التي و�صفت‬ ‫ت��واج��د تايلور على الرحلة‪� ،‬أم��ر ت�سبب لهم‬ ‫بالقلق والخوف‪.‬‬ ‫وا�ستمعت المحكمة �إلى �أن �أحد �أفراد الطاقم‬ ‫كان بحاجة �إلى التوقف عن العمل لمدة �أ�سبوع‬ ‫بعد الحادث‪.‬‬ ‫ويذكر ان ال�سيد تايلور عبر عن ندمه لما فعله‬

‫برعاية وح�ضور وزير الخارجية والمغتربين اللبناني‬ ‫جبران با�سيل عقد م�ؤتمر الطاقة الإغترابية لقارة‬ ‫�أوقيانيا عن العام ‪ 2018‬في مدينة �سيدني ا�ستراليا‬ ‫بتاريخ التا�سع والعا�شر من �شهر �آذار‪ .‬تخللت فعاليات الم�ؤتمر �ست‬ ‫جل�سات حوار �صدرت عنها التو�صيات التالية‪:‬‬

‫جهود م�ؤ�س�سات االنت�شار اللبناني‬ ‫لتفعيلها ب�شكلٍ �أف�ضل يواكب التطور‬ ‫التكنولوجي واال�ستفادة من الفر�ص‬ ‫التي يوفرها لربط اللبنانيين‬ ‫بوطنهم االم‪.‬‬ ‫جل�سة الحوار الثانية بعنوان‬ ‫‪:Investment‬‬ ‫�أو ًال‪ ،‬دعوة المغتربين للإ�ستفادة‬ ‫من الفر�ص العديدة التي و�ضعتها‬ ‫الحكومة اللبنانية‪ ،‬الم�صرف‬ ‫المركزي والم�ؤ�س�سة العامة لت�شجيع‬ ‫الإ�ستثمارات في لبنان ‪،IDAL‬‬

‫لجذب اال�ستثمارات االقت�صادية الى‬ ‫لبنان‪ .‬ثاني ًا‪ ،‬تبني الحكومة اللبنانية‬ ‫�سيا�سة ا�صالحية على الم�ستوى‬ ‫االقت�صادي من خالل اال�ستفادة‬ ‫من عائدات القطاع النفطي في‬ ‫الم�ستقبل القريب ل�س ّد العجز في‬ ‫الدين العام والم�ساهمة في ازدهار‬ ‫لبنان عبر ا�ستكمال عملية بناء‬ ‫البنى التحتية وتطويرها وت�شجيع‬ ‫النمو لخلق فر�ص العمل وتن�شيط‬ ‫الدورة االقت�صادية ومواكبة‬ ‫التطور‪ .‬ثالث ًا‪ ،‬تنفيذ المبادرات‬ ‫الحكومية والخطط اال�ستراتيجية‬ ‫الطويلة االمد لدعم الجيل النا�شئ‬ ‫وتحفيزه على التم�سك بار�ضه‬ ‫والبقاء في لبنان‪ .‬رابع ًا‪ ،‬التعويل‬ ‫على الم�ؤتمرات الدولية لدعم لبنان‬ ‫وعلى ال�شراكة مع القطاع الخا�ص‬ ‫وخ�صو�ص ًا مع الطاقات االغترابية‬ ‫للم�شاركة في م�شاريع اقت�صادية‬ ‫ت�ساهم في نه�ضة لبنان‪.‬‬

‫ال��رج��ال‬ ‫المخادعون‬ ‫المتجوّ لون‬ ‫�إ�صالحها‪.‬‬ ‫ويعر�ض المخادعون المتج ّولون على النا�س القيام‬ ‫ب�أ�شغال مثل تبليط �أو ت�سوية �سطح مم ّر ال�سيارة في‬ ‫مدخل البيت‪� ،‬أو طالء المنزل‪� ،‬أو ت�صليح ال�سقف‬ ‫وتنظيف ال�سجاد ب�سعر رخي�ص‪ .‬وفي �أغلب الأحيان‪،‬‬ ‫ف�إنهم ي�ضغطون على النا�س ويقدمون عرو�ض ًا خا�صة‬ ‫قائلين ب�أن هذا العر�ض هو “اليوم فقط”‪.‬‬

‫ال��رج��ال ال�م�خ��ادع��ون ال�م�ت�ج� ّول��ون هم‬ ‫تجار محتالين يطرقون �أب��واب المنازل‬ ‫وال� �� ش ��رك ��ات وال� �م� �ح�ل�ات ال �ت �ج��اري��ة‬ ‫ال�صغيرة‪ ،‬ويعر�ضون القيام ب�أعمال ال�صيانة‪.‬‬ ‫ويظهرون �أكثر خالل الطق�س الحا ّر وبعد الكوارث‬ ‫الطبيعية كالفي�ضانات والحرائق والعوا�صف‪ ،‬عندما‬ ‫يكون النا�س ال�ضعفاء في طور تنظيف ممتلكاتهم �أو‬

‫لماذا يجب أن تتجنبوهم؟‬ ‫الرجال المخادعون المتج ّولون يطلبون‬ ‫المال نقد ًا قبل البدء في العمل‪ ،‬وكثيرا‬ ‫ما يختفون فور ًا عندما تدفعون لهم‪.‬‬ ‫و�إذا قاموا ب�أي عمل‪ ،‬فغالبا ما يكون غير مكتمل �أو‬

‫على م�ستوى �سيء‪.‬‬ ‫�إنهم يتنقلون ب�سرعة وعادة يعطون فقط �إ�سمهم الأول‬ ‫ورقم هاتف نقال حتى يكون الإت�صال بهم بعد ذلك‬ ‫�صعب ًا‪.‬‬

‫“لهذا اليوم فقط”‬ ‫• يطلبون المبلغ نقد ًا قبل البدء في العمل‬ ‫• يعر�ضون �أن ي��أخ��ذوك��م �إل��ى البنك بال�سيارة‬ ‫للح�صول على المال لكي تدفعوا لهم لقاء عملهم‬ ‫• ي�ضغطون عليكم لقبول عر�ضهم‬ ‫• يقولون ب�إنهم ي�ستطيعون القيام بهذه المهمة الآن‬ ‫لأن �شخ�ص ًا �آخ��ر في المنطقة قد �ألغى للت ّو موعده‬ ‫معهم‪.‬‬

‫عثرت �أ�سرة في‬ ‫�أ�ستراليا على �أقدم ر�سالة داخل‬ ‫زجاجة‪ ،‬وذلك بعد مرور نحو‬ ‫‪ 132‬عاما على �إلقائها في مياه‬ ‫البحر‪ ،‬بح�سب خبراء‪.‬‬ ‫وقال خبراء �أ�ستراليون �إن امر�أة‬ ‫تُدعى تونيا �إيلمان عثرت على‬ ‫الزجاجة �أثناء �سيرها قرب‬ ‫�شاطئ ناء في �أ�ستراليا الغربية‪.‬‬ ‫و�أو�ضح زوجها‪ ،‬كيم �إيلمان‪،‬‬ ‫لبي بي �سي �أنهما عثرا على‬ ‫ورقة داخل الزجاجة‪ ،‬لكنهما‬ ‫“لم يعرفا” ما هي حتى عادا‬ ‫بالزجاجة �إلى المنزل وجففاها‬ ‫في الموقد‪.‬‬ ‫و�أكد الخبراء �أن الر�سالة �أ�صلية‬ ‫و�ألقتها �سفينة �ألمانية‪.‬‬ ‫وتعود الر�سالة �إلى ‪ 12‬يونيو‪/‬‬ ‫حزيران عام ‪ ،1886‬حين �ألقيت‬ ‫من فوق ظهر ال�سفينة “باوال”‬ ‫الألمانية‪ ،‬كجزء من تجربة‬ ‫في المحيط والطرق المالحية‬ ‫من جانب المر�صد البحري‬ ‫الألماني‪.‬‬ ‫كان يبلغ عمر �أقدم ر�سالة داخل‬ ‫زجاجة �أدرجت على قائمة‬ ‫“غيني�س” للأرقام القيا�سية‬ ‫‪� 108‬أعوام‪.‬‬

‫«�سيجارة»‬ ‫ح�ضرت �أ�سرة �إيلمان �إلى‬ ‫�شاطئ �شمالي جزيرة ويدج‬ ‫في ‪ 21‬يناير‪/‬كانون الثاني‬ ‫الما�ضي عندما تعطلت ال�سيارة‬ ‫في الرمال‪ ،‬وقررت �إيلمان‬ ‫و�صديقتها ال�سير على الأقدام‪.‬‬ ‫وقال �إيلمان لبي بي �سي‬ ‫“�شاهدت تونيا الكثير من‬ ‫القمامة على الأر�ض‪ ،‬واعتقدت‬ ‫في البداية �أنها التقطت بع�ض‬ ‫القمامة”‪.‬‬ ‫و�أ�ضاف �أنها عثرت على‬ ‫الزجاجة‪ ،‬واعتقدت �أنها لطيفة‬ ‫لو�ضعها في مكتبتها‪.‬‬ ‫وقال �إيلمان �إن زوجته �أعطت‬ ‫الزجاجة �إلى “�صديقة ابننا‬ ‫التي اعتقدت �أنها �سيجارة‬ ‫ملفوفة”‪.‬‬ ‫و�أ�ضاف “فككنا اللفافة‬ ‫و�شاهدنا كتابة بخط اليد‪.‬‬ ‫و�شاهدنا حبرا للكتابة”‪ .‬وقال‬ ‫�إن الر�سالة “تطلب من القارئ‬ ‫في حالة العثور عليها االت�صال‬ ‫بالقن�صلية الألمانية”‪.‬‬ ‫والحظا بعد ذلك كتابة باهتة‬ ‫بخط اليد ت�ؤرخ ‪ 12‬يونيو‪/‬‬ ‫حزيران عام ‪ 1886‬وا�سم‬ ‫ال�سفينة “باوال”‪.‬‬ ‫وقال �إيلمان �إنهما عندما �شاهدا‬ ‫التاريخ اعتقدا �أنه غير واقعي‬ ‫“�إلى حد كبير”‪ ،‬لكنهما بحثا‬ ‫عن معلومات ب�ش�أن الزجاجة‬ ‫على الإنترنت و�أخذوها �إلى‬ ‫خبير في متحف �أ�سترالي‪.‬‬ ‫و�أكد رو�س �أندر�سون‪ ،‬الأمين‬ ‫الم�ساعد بق�سم الآثار البحرية‬ ‫في المتحف‪� ،‬صحة الر�سالة‬ ‫بعد ا�ست�شارة زمالء من �ألمانيا‬ ‫وهولندا‪.‬‬

‫تبدو اال�ستراليات �أكثر �سعادة ومي ًال للتفاعل‬ ‫واالختالط في المجتمع من الرجال اال�ستراليين‪ ،‬فيما‬ ‫يجد ال�شبان دائم ًا ما يك ّدر حياتهم وي�شعرهم بالب�ؤ�س‬ ‫وال�شقاء �أكثر من الأ�شخا�ص الأكبر منهم عمر ًا‪.‬وذكرت‬ ‫درا�سة ن�شرتها جمعية ال�صحة النف�سية والعقلية على‬ ‫االنترنت و�شملت ‪� 309‬أ�شخا�ص �أن ال�سعادة لها عالقة‬ ‫بتم�ضية الوقت مع الأ�صدقاء �أو االنت�ساب �إلى ٍ‬ ‫ناد معين‪،‬‬ ‫م�شيرة �إلى �أن ال�شخ�ص الذي “يجل�س على ال�سور” �أو‬ ‫ال يعرف ما �إذا كان �سوف ي�ستمتع باالختالط ب�أفراد‬ ‫المجتمع ال��ذي يعي�ش فيه �أو ال ‪ ،‬ي�ك��ون �أك�ث��ر عر�ضة‬ ‫للإ�صابة بالأمرا�ض النف�سية من غيره‪.‬‬

‫وقالت معظم الن�ساء في الدرا�سة �إنهن �سعيدات �أكثر‬ ‫من الرجال وحياتهن مفعمة بالن�شاط ويقمن بدو ٍر �أكثر‬ ‫فعالية من الرجال في المجتمع‪.‬‬ ‫ُ‬ ‫وطلب من الم�شاركين في الدرا�سة الإجابة عن �أ�سئلة‬ ‫تتعلق بعقيدتهم الدينية والتزامهم بها وما �إذا كانوا‬ ‫ي�ستخدمون مواقع التوا�صل االجتماعي مثل “في�سبوك”‪،‬‬ ‫�أو يعانون من �أزم��ات نف�سية �أو اجتماعية‪.‬وقال بع�ض‬ ‫الذين �شاركوا في الدرا�سة �إنهم ي�شعرون بال�سعادة �أكثر‬ ‫�إذا التقوا �أفراد عائالتهم غير المبا�شرين من وقت �إلى‬ ‫�آخر ولي�س كل الوقت‪ ،‬فيما �أعرب الذين يواجهون م�شاكل‬ ‫مالية عن ال�شعور بالقلق والب�ؤ�س وج ّل ه�ؤالء من ال�شبان‬ ‫الذين تتراوح �أعمارهم ما بين ‪ 18‬و‪� 25‬سنة‪.‬‬

‫فلي�ست هناك �أزمة �سيا�سية �أو �إن�سانية‬ ‫ف��ي المنطقة ل��م يكن للكويت و�أهلها‬ ‫وحكومتها ف�ضل ال�سبق والم�ساهمة في‬ ‫حلها‪.‬‬ ‫• ف�م�ن��ذ ع �ق��ود وه��ذا ال �ب �ل��د يتمتع‬ ‫بحرية تمتاز وت�ن�ف��رد ب��أن�ه��ا معني ال‬ ‫ي�صلح في الحياة �إال محددا‪ ،‬وبالطبع‬ ‫فالحدود لي�ست قيودا‪ ،‬و�إنما هي �إطار‬ ‫يحمى من الفو�ضى وي�ضبط الإيقاع‪،‬‬

‫والم�ساحة لي�ست ف��راغ��ا‪ ،‬و�إن �م��ا هي‬ ‫ن�شاط وممار�سة تثبت �أن المجتمع حي‪،‬‬ ‫و�أن �أف��راده �أح��رار‪ ،‬و�أن �سلطاته واعية‬ ‫ومدركة لأ�شواق �شعبها‪ ،‬وهي �ضامنة‬ ‫لأم��ال��ه وح��ام�ي��ة لكرامته وم�صالحه‬ ‫وحا�ضنة لتطلعاته في العزة والتقدم‬ ‫والرفاهية‪.‬‬ ‫• ت��درك الكويت بقيادتها الر�شيدة‬ ‫�أن ال�ح��ري��ة ق��در ال�شعوب الحية فال‬ ‫تعاند �أو تكابر‪ ،‬و�أن تحدياتها تحتم‬ ‫اال�ستجابة‪ ،‬و�أن ثمرتها مجتمعا �أمنا‬ ‫ال يحرم فيه �أحد من حقوقه‪ ،‬وال يزيد‬ ‫فيه ن�صيب م�ؤيد على ن�صيب معار�ض‪،‬‬ ‫ل ��ذا ك��ان��ت ال�ت�ج��رب��ة ال�ك��وي�ت�ي��ة داخ��ل‬ ‫المنطقة العربية وفي الخليج بالذات‬ ‫�أ�سبق في الزمن و�أر��س��خ في التطبيق‬ ‫و�أكثر �أمانا في الممار�سة‪ ،‬الأمر الذي‬ ‫ي�ساعد على الحركة وي�ؤدي �إلى التفاعل‬ ‫الإيجابي‪ ،‬وي�سقي جذور الوالء للوطن‬ ‫�أر��ض��ا وب�شرا وق�ي��ادة ونظاما‪ ،‬ويولد‬ ‫�إح�سا�سا فيا�ضا بالحما�س والعمل لوطن‬ ‫يحميه هذا المواطن ويحتمي فيه‪.‬‬ ‫• ويبدو �أن التركيبة الب�شرية والفطرة‬ ‫النقية والمكون المعرفي لإن�سان هذا‬ ‫المكان جعله يمزج بين نعمة الحرية‬ ‫حين يتمتع بها وبين حقوق هذه النعمة‬ ‫والتزامات اال�ستدامة في التمتع بها‬ ‫• م ��ؤخ��را وم�ن��ذ م��ا ي�ق��رب م��ن عام‬ ‫�شهدت منطقة الخليج ح��راك��ا �سلبيا‬ ‫بين بع�ض دول��ه‪ ،‬ك��ان مليئا وم�شحونا‬ ‫ب��ال�ت��وت��رات والغ�ضب وح��اول��ت بع�ض‬ ‫القوى �أن تحوله من حراك �إلى حريق‬ ‫وقد �ساهمت بع�ض و�سائل الإعالم فيه‬

‫ب�إ�شعال كل �أعواد الثقاب ‪ ،‬بينما حاولت‬ ‫قوى �أخرى في المنطقة وخارجها دفع‬ ‫الرياح لي�شتعل الحريق ‪ ،‬لكن اهلل �سلم‪،‬‬ ‫وتحركت الكويت بحكمتها ال لتطييب‬ ‫الخواطر وتهدئة النفو�س فقط ‪ ،‬و�إنما‬ ‫كان دورها وقدرها نزع الفتيل ب�سرعة‬ ‫تت�سم بالوعي وممزوجة بخبرة ال�سنين‬ ‫ومدعومة بج�سارة واقتدار الكبار حين‬ ‫ي�صرون علي حماية الن�سيج الأخ��وي‬ ‫من التمزق وعودة الو�شائج والأن�سجة‬ ‫�إل��ى مكانها ‪ ،‬وك��ان دور الكويت هنا‬ ‫مزودا ب�أعلى درجات الإدراك ال�سيا�سي‬ ‫وم�ستوعبا لطبيعة المرحلة وم��ا فيها‬ ‫من مخاطر وخ�ط��ورة يمكن �أن ت��ؤدي‬ ‫ال لتجميد مجل�س ال�ت�ع��اون وتجفيفه‬ ‫فقط‪ ،‬و�إنما النهياره وتحويله �إلى �أثر‬ ‫بعد عين‪ ،‬ال تتم الإحالة �إليه كمرجعية‬ ‫لحل الم�شكالت والأزمات بين الأخوة‪،‬‬ ‫و�إنما ي�شار �إليه ب�ضمير الغائب باعتباره‬ ‫ذك��رى كانت هنا‪ ،‬وكانت لنا‪ ،‬يا ليتها‬ ‫دامت لنا‪� ،‬أو دام يهتف فوقها الزياني‬ ‫• من تراكم خبرتها ال�سابقة �أدركت‬ ‫ال �ك��وي��ت ـ �أم� �ي ��را وح �ك��وم��ة و��ش�ع�ب��ا ـ‬ ‫مخاطر الإق ��دام على م�غ��ام��رات غير‬ ‫م�أمونة العواقب يقبل عليها البع�ض‬ ‫بح�سابات خ��اط�ئ��ة‪ ،‬ف �ت��دارك الكويت‬ ‫هذه المغامرات �صونا لعروبة المنطقة‬ ‫و�صيانة لمجل�س التعاون الخليجي الذي‬ ‫�أقامته و�سهرت عليه ق�ي��ادات واعية‪،‬‬ ‫فتحركت ال�ك��وي��ت و�أم �ي��ره��ا بحر�ص‬ ‫وبحركة واعية على ر�أب ال�صدع وجمع‬ ‫ال�شمل ول��م الأخ ��وة‪ .‬وقدمت ب�سرعة‬ ‫ل�ب�ن��ات ��س�لام تمهد ال�ط��ري��ق لتالقي‬

‫ال �ق �ل��وب‪ ،‬وت�لاف��ي ال�م�خ��اط��ر‪ ،‬وك��ان��ت‬ ‫م�ب��ادرة �أميرها �أ�سا�سا ومرجعا لحل‬ ‫الأزمة على الم�ستوى المحلى والدولي‪.‬‬ ‫• الكويت تمار�س ه��ذا ال ��دور لي�س‬ ‫فقط م��ن ب��اب ال�سيا�سة بقدر م��ا هو‬ ‫�إحياء للمروءات العربية بعدما غيبتها‬ ‫مظاهر المدنية الحديثة‪.‬‬ ‫• ف��ي عالم تلك ال �م��روءات الغائبة‬ ‫ي��ش�ك��ل ع �ق��ل ال �ك �ب �ي��ر وح �ك �م �ت��ه ط��وق‬ ‫ال �ن �ج��اة لأط � ��راف ي��دف�ع�ه��ا الحما�س‬ ‫�أو التهور لمواقف مهلكة تغيب فيها‬ ‫الحكمة وت��س��ود فيها ن��وازع النف�س‬ ‫بالرغبة ف��ي ده�س الآخ��ر واالنت�صار‬ ‫عليه مهما بلغت التكلفة المعنوية من‬ ‫تقطيع لأرحام وف�صل لو�شائج وتعطيل‬ ‫لأخ��وة و�إم��ات��ة لنخوة‪ .‬ذاك��رة الكويت‬ ‫حية وواعية بتلك المخاطر وتكاليفها‬ ‫ف�أرادت �أن تجنب المنطقة كلها ويالت‬ ‫تجربة م��ري��رة خ�سر فيها ال�ع��رب كل‬ ‫�شيء‪ ،‬بينما ا�ستفاد �آخرون بكل �شييء‪،‬‬ ‫وتاجروا حتى بدماء �أبنائنا‪.‬‬ ‫• ف ��ي ع ��ال ��م ال� �ع�ل�اق ��ات ال��دول �ي��ة‬ ‫المت�شابكة هناك قيمة �سيادية واحدة‬ ‫ووحيدة هي‪:‬‬ ‫“ ال �م �� ص �ل �ح��ة “ وم� ��ن ث ��م فحين‬ ‫ت�ت�ح��دث ع��ن ع�لاق��ات ب�ي��ن ال�شعوب‬ ‫ي�ك��ون الم�صطلح ال��ذي ل��ه ال�صدارة‬ ‫والأك�ث��ر �شيوعا والأع�ل��ى �صوتا في كل‬ ‫االج�ت�م��اع��ات وال�م�ب��اح�ث��ات وح�ت��ى في‬ ‫�إدارة ال�صراعات هو حجم اال�ستفادة‬ ‫وحجم المبيعات وحجم الغنائم‪� ،‬أي‬ ‫�أن الم�صطلح ال�سائد في ه��ذه البيئة‬ ‫ال�سيا�سية هو حجم التجارة البينية بين‬

‫ال��دول وال�شعوب‪ ،‬بينما حين يقودك‬ ‫البحث ف��ي ع��ال��م ال�ع�لاق��ات العربية‬ ‫ال �ع��رب �ي��ة ي �ك��ون ال �ح��دي��ث ع��ن حجم‬ ‫التوترات وربما حجم الحروب البينية‪.‬‬ ‫‪� ....‬شيء عجيب هذا الأم��ر!!! �ألي�س‬ ‫كذلك؟‬ ‫• معروف في عالم العالقات الإن�سانية‬ ‫�أن الإخوة بع�ضهم من بع�ض‪ ،‬ويجب �أن‬ ‫يكون القانون الفطري ال�سائد بينهم‬ ‫�أن “ بع�ضهم لبع�ض “ ومع ذلك يمكن‬ ‫�أن يحدث بينهم خ�لاف و�شقاق وقد‬ ‫يتطور �أحيانا ل�صدام �أو �صراع‪ ،‬ومن‬ ‫هنا كانت حروب العرب البينية بع�ضهم‬ ‫مع بع�ض‪ ،‬حرب الخليج الثانية‪ ،‬وحرب‬ ‫اليمن الحالية‪ ،‬لكن الغريب في �أزمات‬ ‫العرب وبين بع�ضهم �أن العين تقاتل‬ ‫دوما �ضد الأهداب‪.‬‬ ‫• مع كل �أزمة تتفجر‪ ،‬وفي كل مع�ضلة‬ ‫تن�ش�أ تثبت ال�ك��وي��ت ب��أن ق��وة ال��دول��ة‬ ‫لي�ست فيما تملك من ث��روة‪ ،‬و�إنما في‬ ‫عطائها ومروءة �أهلها‪ ،‬وقدرة قيادتها‬ ‫على ر�أب ال�صدع وجمع ال�شمل وحماية‬ ‫البنيان العربي من الت�صدع بالطول‬ ‫والعر�ض والعمق‪.‬‬ ‫• �أ�صالة الإن�سان في هذا البلد ظلت‬ ‫مكينة ف��ي الأع �م��اق ول��م تمحها كثرة‬ ‫المال �أو بريق المدنية الم�ستحدث‪ ،‬بل‬ ‫ظلت هذه الأ�صالة تطفو فوق ال�سطح‬ ‫ م��روءة وكرما ‪ -‬كلما دعت الحاجة‬‫عند الأخوة �أو ذوي القربي والجيران‪،‬‬ ‫كما كانت وما زالت مر�آة تعك�س حجم‬ ‫الخير في النفو�س الطيبة فال ت�ضن في‬ ‫موقف وال تتخلف في �ضرورة‪.‬‬

‫فساد األمن والقضاء والسياسة‪ ..‬ماذا بقي؟!‬ ‫أواب إبراهيم‬

‫ال �ث �غ��رات ال�ك�ث�ي��رة وال �ع �ث��رات‬ ‫والأخطاء التي رافقت ق�ضية توقيف الممثل‬ ‫زي ��اد عيتاني وان�ك��ش��اف فبركة ال�ضابط‬ ‫ف��ي ق��وى الأم� ��ن ال��داخ �ل��ي � �س��وزان ال�ح��اج‬ ‫لي�ست جديدة‪ ،‬الجديد هو �أن هذه الثغرات‬ ‫والأخطاء طفت على ال�سطح وانف�ضحت �أمام‬ ‫اللبنانيين‪ ،‬بخالف المرات ال�سابقة الكثيرة‬ ‫التي كانت تتم لفلفتها ومداراتها وطم�س‬ ‫معالمها‪.‬‬ ‫لم يكد ينتهي التحقيق الأولي مع زياد عيتاني‬ ‫عقب توقيفه‪ ،‬حتى �أ�صدر جهاز �أمن الدولة‬ ‫بيان ًا ك�شف فيه بالتفا�صيل االعترافات التي‬ ‫�أدلى بها عيتاني والتي تثبت تو ّرطه بالعمالة‬ ‫ل�صالح «�إ�سرائيل»‪ ،‬ول��وال «العيب والحياء»‬ ‫لأ�صدر بيان �أمن الدولة حكمه النهائي على‬ ‫عيتاني‪ ،‬ولما كانت هناك حاجة لإحالته على‬ ‫الق�ضاء المخت�ص‪.‬‬ ‫لي�ست هي المرة الأولى وال الثانية وال المئة‬ ‫وال الألف التي ترتكب فيها الأجهزة الأمنية‬ ‫مثل ه��ذه المخالفة‪ ،‬فمنذ �سنوات ع � ّودت‬ ‫الأج �ه��زة الأمنية اللبنانيين على ا�ستباق‬ ‫�أحكام الق�ضاء ب�إ�صدار بيانات تك�شف فيها‬ ‫�إنجازاتها الأمنية والموقوفين ال��ذي��ن ّتم‬ ‫�ضبطهم‪ ،‬والتهم الموجهة �إليهم‪ ،‬كل ذلك‬ ‫قبل �إحالة الموقوفين على الق�ضاء‪ .‬علم ًا �أن‬ ‫دور الأجهزة الأمنية ح�سب القانون يقت�صر‬ ‫على توقيف المطلوبين و�إجراء تحقيق �أولي‬ ‫معهم ريثما تتم �إحالتهم على الق�ضاء‪.‬‬

‫ال تكتفي الأج��ه��زة الأم �ن �ي��ة با�ستعرا�ض‬ ‫ع�ضالتها بالبيانات الر�سمية‪ ،‬فهي ت�ستكملها‬ ‫من خ�لال ت�سريب تفا�صيل تحقيقاتها مع‬ ‫الموقوفين �إل ��ى و��س��ائ��ل الإع �ل�ام‪ ،‬فيتابع‬ ‫اللبنانيون يوم ًا بيوم �آخر الم�ستجدات‪ ،‬مع‬ ‫�إ�ضافة التوابل الخا�صة بكل و�سيلة �إعالمية‪،‬‬ ‫علم ًا �أن القانون يفر�ض �سر ّية التحقيقات‬ ‫�أم��ام ال�ضابطة العدلية‪ ،‬لكن ال �أحد يلتزم‬ ‫بذلك‪ ،‬طالما �أن معظم الموقوفين الذين‬ ‫تتم بحقهم المخالفات والت�شهير بكراماتهم‬ ‫والإ��س��اءة لهم متهمون باالنتماء لجماعات‬ ‫�إرهابية �أو من الالجئين ال�سوريين الذين‬ ‫الي��س��أل عنهم �أح ��د‪ .‬ال�م�ف��ارق��ة �أن بع�ض‬ ‫ال�صحفيين والمحللين ال�سيا�سيين يفاخرون‬ ‫خ�لال �إط�لاالت�ه��م الإع�لام�ي��ة بالمعلومات‬ ‫الخا�صة التي و�صلوا �إليها‪ ،‬لكن �أح��د ًا في‬ ‫ال��دول��ة لم ي�س�أل ول��م يراجع ول��م ي�ستف�سر‬ ‫كيف ت��م الح�صول على ه��ذه المعلومات‪،‬‬ ‫ومن هو ال�ضابط الفا�سد �أو الجهاز الأمني‬ ‫الفا�سد الذي يقوم بت�سريب المعلومات حتى‬ ‫تتم محا�سبته وكي يتوقف الت�سريب‪.‬‬ ‫التعذيب في ال�سجون اللبنانية لي�س اتهام ًا‪،‬‬ ‫�إن �م��ا ه��و حقيقة ت��وث�ق�ه��ا � �ش �ه��ادات مئات‬ ‫الموقوفين ال��ذي��ن يتم �إط�ل�اق �سراحهم‪،‬‬ ‫وتدعمها تقارير منظمات حقوقية دولية‪.‬‬ ‫وم��ن المعلوم �أن معظم االع�ت��راف��ات التي‬ ‫ت�ستند �إليها الأحكام الق�ضائية انتزعت تحت‬ ‫التعذيب والترهيب‪ ،‬ولي�س ببعيد عنا وفاة‬ ‫�أربعة موقوفين �سوريين بظروف غام�ضة بعد‬ ‫يوم من توقيفهم في �أحد مخيمات الالجئين‬

‫بعر�سال‪ ،‬كما �أن الجهات المعنية لم تكن‬ ‫تعلم وم��ن ال��وا��ض��ح �أن �ه��ا الت��ري��د �أن تعلم‬ ‫بح�صول التعذيب‪ .‬فالحر�ص على معنويات‬ ‫الأجهزة الأمنية و�ضباطها وعنا�صرها الذين‬ ‫يرتكبون التعذيب �أهم من حياة الموقوفين‬ ‫وكراماتهم ومعاناتهم (!!)‪ .‬فقط في ق�ضية‬ ‫عيتاني‪-‬الحاج‪ ،‬تنبهت الدولة �إلى �إمكانية‬ ‫�أن تكون االعترافات التي �أدل��ى بها عيتاني‬ ‫انتزعت منه تحت التعذيب‪ ،‬وبالتالي يجب‬ ‫مراجعتها ومحا�سبة‬ ‫من قاموا بذلك‪.‬‬ ‫ا�ستباق التحقيقات‬ ‫و�إ�� ص ��دار الأح �ك��ام‬ ‫ل � �ي � �� س م� ��ر� � �ض � � ًا‬ ‫ي� �ق� �ت� �� ص��ر ع��ل��ى‬ ‫الأج��ه��زة الأم �ن �ي��ة‪،‬‬ ‫ب ��ل و� �ص �ل��ت ع��دواه‬ ‫�إل��ى ال�سيا�سيين‪.‬‬ ‫فبناء على معلومات‬ ‫و�صلت �أحد الوزراء‪،‬‬ ‫وع��ل��ى م �ق��رب��ة من‬ ‫االنتخابات النيابية‬ ‫والتجيي�ش ال�شعبي‬ ‫ال� �م� �ط� �ل ��وب‪ ،‬ق ��رر‬ ‫م � �ع� ��ال� ��ي ال� ��وزي� ��ر‬ ‫المر�شح في مدينة‬ ‫ب �ي��روت �أن ُي��ص��در‬ ‫ح�ك��م ال �ب��راءة على‬ ‫زي� ��اد ع �ي �ت��ان��ي اب��ن‬ ‫مدينة ب�ي��روت على‬

‫�صفحته على تويتر‪ ،‬متجاوز ًا ق��رار قا�ضي‬ ‫التحقيق‪ ،‬ومناق�ض ًا بيان جهاز �أمن الدولة‪،‬‬ ‫الأمر الذي ي�شكل �إهانة للق�ضاء وللأجهزة‬ ‫الأمنية‪ .‬المهزلة التي رافقت ق�ضية عيتاني‪-‬‬ ‫ال��ح��اج‪ ،‬و��ص�ل��ت ح� � ّد ال�ن�ي��ل م��ن الق�ضاء‬ ‫والق�ضاة‪ ،‬بعدما �أطل �أحد ال�سيا�سيين في‬ ‫موجه ًا االتهامات لقا�ضي‬ ‫مقابلة تلفزيونية ّ‬ ‫ً‬ ‫بزجه في‬ ‫ا‬ ‫مطالب‬ ‫أول‬ ‫ال‬ ‫التحقيق الع�سكري‬ ‫ّ‬ ‫ال�سجن‪ ،‬ليطل بعدها القا�ضي المتهم على‬

‫ال�شا�شة نف�سها ويرد التهم عن نف�سه‪ ،‬فيط ّل‬ ‫ال��وزي��ر م��رة �أخ��رى م�ه��دد ًا متوعد ًا بف�ضح‬ ‫الم�ستور الذي لم نجد �أحد ًا ي�س�أل عنه‪.‬‬ ‫كل ذلك يح�صل‪ ،‬ومن يعنيهم الأمر يحترفون‬ ‫وغ�ض النظر‪ ،‬الأنكى �أنهم‬ ‫�سيا�سة التجاهل ّ‬ ‫يعتبرون �أن الأم��ور بخير‪ ،‬و�أن الدولة على‬ ‫ال�سكة ال�صحيحة‪ ،‬في الوقت الذي ي�شكك‬ ‫�آخرون ب�أن الدولة التي يتحدث عنها البع�ض‬ ‫باتت �أقرب �إلى المزرعة‪.‬‬ ‫‪bound to industry‬‬ ‫‪bound to succeed‬‬
