While our diversity is our greatest strength – it does not come without its challenges. I hear and read stories of people being discriminated against because of their race, religion or the colour of their skin. The Victorian Government believes that discrimination is never acceptable and we will always lead the fight against discrimination. The opponents of diversity may be in the minority, but their words and actions are not meaningless. Premier Daniel Andrews will continue to stand up and protect the minorities of this state. Because, no matter who you are, where you come from or the faith you follow you should be free to be yourself. We all have a responsibility to step outside our immediate circle and talk to new people. Help people we might not usually engage with and see that there is absolutely more that unites than divides us. We cannot afford to undo all the good work we have done together to protect our multicultural communities. It is important we continue and build on the important work we have started, to ensure that no matter where you or your parents were born, the language you speak or the religion you may follow, here in Victoria, you can belong.

Why “Growing Old” Should Be Your Family’s Next Dinner Conversation By Jamilah Samian

Growing old does not reside in the good books of many. The thought of seeing wrinkles especially on our face, hands and feet, sagging body parts, failing vision and faltering steps are mental pictures many of us would rather not imagine. But here’s the thing: We start growing old the moment we are born. The exponential brain and physical maturing during critical stages of your thriving years, yes, count that as growing old, too.

Truly, growing old is a positive thing. The older you get, the more you know yourself, your strengths, your limitations. You become less conscious of yourself, a great blessing, in comparison to adolescence when the slightest sidelong glance from the student at the next table throws you off track, wondering what you did wrong. You begin to be grateful for your personal pains, mistakes and oversights. I distinctly recall a friend saying, “I’m scared of hitting thirty. I’m scared of growing old.” I should have asked her what she meant, but as a mother of little kids then, frequent lack of sleep often left me with nary a moment to ponder over such things. I have come to realise that growing old is a topic that deserves mention, worthy as a dinner conversation even, with our own kids who may, for one reason or another, feel that they will never grow ancient. Have you heard a child of yours saying: “I’m fourteen. I will never hit forty!” Or “I’m sixteen. I will never hit sixty.” Truth is, they might never have said it, but for some youths, me included once upon a time, being young is about feeling invincible. Our children must know that growing old is a blessing, not a source of disgrace or a topic that must be shunned. I do not think children are naturally programmed to not like growing old. Social media, billboards and advertisements flood our minds with faces of youth that seem to depict vitality, as though growing old is a bad thing. Children watch how older women including their own mothers, aunts and grandmothers try to conceal their wrinkles with chemicals and colours, as though those laugh lines around the corners of their mouth and brows are

Ageing certainly has benefits. You become smarter, wiser, more patient, more content. You realise there are things you cannot change, you choose to focus your time and energy on the things you can change, you earn contentment along with acceptance. something to be ashamed of. Nobody needs artificial colours to look pretty, really. All you need is to carry yourself with grace and dignity. Truly, growing old is a positive thing. The older you get, the more you know yourself, your strengths, your limitations. developed enduring relationships. What better way is there to test a relationship than the test of time? I lost my eldest sister when she was just a few weeks old. Our children must realise that growing old is a privilege. What about happiness? Perhaps you have read that older people tend to suffer from loneliness and therefore, are less happy. On the contrary, research at Stanford University proved that the older we get, the happier, more content we become, the more positive we view the world. Ageing certainly has benefits. You become smarter, wiser, more patient, more content. You realise there are things you cannot change, you choose to focus your time and energy on the things you can change, you earn contentment along with acceptance. You read that right. I’m talking about contentment, not resignation, that “I-give-up” kind of attitude. It’s about coming to terms with the facts of life. Happiness, sadness, you decide which experience you want. You are delighted to see the young problematic neighbour’s son making a U-turn, doing much better in behaviour and in school. You are sad when someone dear passes. But deep inside, you know that living and passing on are inevitable landmarks in life. It’s what transpires, the milestones you leave behind, that really matters.

ANIC Warning to the Community Regarding Fraudulent Ruqya Services The Australian National Imams Council (ANIC) is issuing this precautionary warning to members of the Australian Muslim community regarding fraudulent individuals currently operating ‘Ruqya’ or spiritual healing services in an abusive, unislamic and illegal manner. The practice of ‘Ruqya’ is a confirmed tradition of the Sunnah of the Prophet Muhammad PEACE BE UPON HIM, used to ward off the black magic, evil eye (Hasad) and as a general therapy. It can also be performed by the person seeking treatment on themselves or by close family members such as spouses, parents or an upright people. In the unlikely event that the services of a spiritual healer or Ruqyah are required, it is important to be cautious of the following prohibitions:

- Physical abuse such as hitting, choking and use of excessive force is not permitted during healing. - Excessive financial charges for treatment, and sales of remedies at inflated prices should not be accepted. - No Muslim woman should be in seclusion with a male spiritual healer without the presence of her Mahram (A close male relative such as husband, or brother). - Any individual that claims to be qualified in Ruqya or spiritual healing must be an upright person with good reputation and reference from the Imams and prominent community leaders.

Welcome to my new selfcare column, Finding You... stepping into your own miracle. Reflect on what made you angry recently. More importantly, why did it make you angry? Was it a family member? A friend? Colleague? Was it at work? At school or college? At the mosque? In public transport? On the news channel? In traffic? What happened and what triggered that anger? There are two types of anger Momentary Anger and Destructive Anger. Momentary Anger occurs in the moment and subsides after a few minutes. Destructive Anger, however, is dangerous to you and those around you. It is destructive to your health and wellbeing. Destructive Anger displays itself through you in the following ways: • It is repetitive - your words and actions hurt you and others repetitively as though in a habitual pattern. • It is when you lash out at the same person or people again and again like a toxic ritual. • It is when you bring up past grudges to use in your present state of anger. • It is when you want to be right and prove that the other person is wrong. • It is when you act out of spite, making

Finding You... stepping into your own miracle someone else feel bad on purpose. • It is when your anger feeds on itself, getting worse and worse every passing moment. How do you overcome anger at the exact moment that you feel it? Use the S-T-O-P method as follows: • S - Stop everything you are doing. • T - Take long, deep breaths, bringing your awareness only to the deep breathing. • O - Observe your body and relax it. If you are walking, stand. If you are standing, sit. If you are sitting, lie down. Relaxing your body will normalise the heart rate. • P - Pray. Start making dhikr and duaa. When you practise the S-T-O-P method regularly, you will start to become aware of triggers. Reacting to triggers makes you lose control. Responding to triggers empowers you. Choose to respond, not react.

Deepening Divisions in Australia Divisions in Australia in support for the war effort had been deliberately created by Billy Hughes, the Labour PM from October 1915 until his expulsion from the party in November 1916. Calling two very divisive plebiscites on conscription for overseas service, both defeated, Hughes was seen as the enemy of the working people and their political party. One of the claims against Hughes was that he intended to bring in cheap foreign labour to undermine working conditions and to replace the men who have volunteered for the army. One claim was that 4000 Maltese workers were being brought in to the Northern Territory and Hughes explained that it was true 200 Maltese workers were on their way but that they would be denied entry, “…. owing to my having given an undertaking that during the war no coloured labour would be admitted into Australia.” Muslims were even less acceptable than Maltese Christians. That was revealed in 1919 by an outcry when Senator Ferricks told a meeting in Brisbane that 379 Turks had arrived in the Territory. The Minister for Home and Territories quickly explained that during the past three years about 300 Greeks had entered the Territory but on passports issued by the French, who had been in charge of some of the islands captured from Turkey. They were not Turks at all.

Attitudes to Muslims Attitudes towards Muslims were affected by the war. The Kaiser of Germany posed as the Protector of Muslims and war propaganda in the press against the Sultan of Turkey, upset many Muslims but physical assaults against Muslims do not appear in the record. Even when two “Turks” who were in fact Afghans, shot up a picnic train in Broken Hill on 1 January 1915, there was no actual anti-Muslim or anti-Afghan pogrom, although it came close.

By the following day Broken Hill mines had rid themselves of all employees deemed under the 1914 Commonwealth War Precautions Act to be ‘enemy aliens’. Further south, two days after the Broken Hill massacre, there was a demonstration outside the Adelaide Mosque in Little Gilbert Street. Fortunately the police came and protected the mosque, so it was not invaded. The incident at Broken Hill was to have even further repercussions. At the instigation of the Attorney General, Billy Hughes, all ‘enemy aliens’ in Australia were interned for the duration of the war.”

Turkish Subjects were the Target Turkish subjects were the main object of interest for the authorities rather than Muslims as such, for hundreds of thousands of Indian Muslims were fighting for the Empire. The Commonwealth Military Forces Third Military District Headquarters Melbourne on 6 November 1914 requested police for any information as to the whereabouts of any agents of the Turkish Government. It also asked for the “issue of secret instructions for all Turkish subjects to be kept under surveillance by the police throughout the State.” It was reported in November that instructions had been issued for Turkish subjects to be treated the same as Germans and Austrians and all nonnaturalised Turkish subjects had to report weekly to the police. It was also reported that the Turkish Consul, an Australian military officer, had informed police that “he does not know of a single Turk in Melbourne.”

between Istanbul and India. Indian troops were a vital important component of the Imperial Forces. General Niazin Bey, who was responsible for an empire-wide security scare in 1915, was suspected of being involved in seeking to raise the Indian Muslims against the British forces. It was suspected that he might appear in an Australian port, on his way back to Europe. A British Admiralty Secret Circular was sent out to all ports in Australia, warning that this Turkish General had “recently returned from a Mission to spread sedition among the peoples of India.” It was understood that he was seeking to return to “Constantinople via Dutch Borneo and Holland” so all Boarding Officers were instructed to look for him. His detailed description was given. There was evidence of suspicion of Muslims in wartime regulations. The Director of Military Operations for the Chief of General Staff on 22 January 1915 issued instructions that “Any Turkish subject who is by race a Greek, Armenian or Syrian or member of any other community well known to be opposed to the Turkish regime and a Christian and who gives no cause of complaint may be excepted from paragraph 4 Aliens Instructions. Any such person now interned may be released.”

Any Signs of Dissidence Investigated The authorities were vigilant in defence of patriotism and took swift action where disloyalty was suspected. The flying of a Turkish flag in Northcote, Melbourne, caused some consternation. Mr Sharp of Fairfield Park reported to Victoria Police Intelligence Section that the offending flag was flying from a 30 foot flagpole in Separation Street Northcote next to the Little Sisters of the Poor. Sergeant Arthur of the Northcote Police was sent to investigate and he reported back to Victoria Barracks on 6 August 1915 that he had interviewed the man

responsible, Dervish Ali. The Sergeant gave him sound credentials as “..a loyal subject married to an English woman and his house inside is bedecked with the portraits of our King and Union Jacks”. “Dervish Ali informed me that it is the Mohammedan flag and that he being an Indian he is simply keeping up the religious custom of the fast of Ramadan which is now being kept in the Mohammedan world.” The flag was taken down.

Jerusalem Conquered The capture of Jerusalem in December 1917 was greeted by the Allies with great glee and was even welcomed by many Christians in the German-AustroHungarian Alliance. A Papal Encyclical decreed that Roman Catholics all over the world, even those in enemy countries, should give thanks for its delivery from the hands of the Turks. General Allenby, on entering the city, assured adherents of the three major religions which regarded Jerusalem as holy, that the occupying power would not inflict further harm on Jerusalem, its inhabitants, or its holy places. “Since your city is regarded with affection by the adherents of three of the great religions of mankind and its soil has been consecrated by the prayers and pilgrimages of multitudes of devout people, I make it known to you that every sacred building, monument, holy spot, shrine, traditional site, endowment, pious bequest, or customary place of prayer will be maintained and protected according to the existing customs and beliefs of those to whose faith they are sacred.” That is not quite what happened.

STEM week 2018

STEM Week was celebrated with huge success this year. The primary students had the opportunity to be in the Science laboratory, wear the safety goggles and perform a range of exciting experiments. Such as growing crystals, making lava lamps, heating metals, making electric

circuits, making flowers change colour and separating colours in m & m’s. The secondary students were busy engineering their STEM models. This included building bridges from sticks, designing a catapult and creating the most beautiful crystal designs. As for the major competition, which was making a model of a building

structure using only recyclable materials, 8 models competed for the first three positions. Ibrahim Ahmed and Maher Ajaj came; first, Eliza Shah from 7C came second, and Fatima Alhassanawi from 7D took the third position.

Year 11 Chemistry excursion The year 11 Chemistry class joined VSSEC’s expert team for an analytical investigation task. They determined the concentration of caffeine in coffee using High-Performance Liquid Chromatograph. They also conducted an experiment to calculate the concentration of Calcium and Magnesium in a range of water samples by Atomic Absorption Spectrometer.

Annual Quran Competition Omar Hallak Principal The Annual Quran Competition was held on 24 and 25 October, Alhamdullillah. I am proud of the enthusiastic students who competed in the categories of memorisation, h z, adhan and khutbah. There was the Choir, Poems, Qira’at of the Quran and an Islamic Quiz for parents which highlighted the program. I am happy to note that the competition progresses year to year. My congratulations to both the Islamic Departments and a special thanks to all who contributed tirelessly towards this event. MashaAllah, I am intrigued with the Khutbah’s participants and could see them emerging as future Imams or Khatibs. May Allah (swt) reward the coaches for their passion and patience in guiding the categories of the competition. As I said in my

Inga Peulish The Andrews Government has lost control of growth and multicultural affairs, so they’ve neglected community facilities and multicultural communities in growth areas like Casey. That is why an elected Liberal Government will provide $200,000 towards the development of community facilities adjacent to the mosque in Hallam. The commitment includes a requirement to consult carefully with neighbours so their amenity is not impacted.

Matthew Guy, Shadow Minister for Multicultural Affairs Inga Peulich, Liberal candidate for Narre Warren North Vikki Fitzgerald and Liberal candidate for Narre Warren South Susan Serey visited the mosque for a second time last Friday. They met with worshippers and discussed the needs of the community. The future development of community facilities adjacent to the mosque has been a major need for the area. The team well understands issues for multicultural communities. Mr Guy has Ukranian heritage, Ms Peulich from Bosnia-Herzegovina, Ms Fitzgerald has a Hungarian background and Ms Serey has Chilean heritage.

Electoral Commission (VEC). The Governor issues one writ for the Legislative Assembly election and a second writ for the Legislative Council election. The writs name

the key dates for the election: • the close of roll (seven days after the issue of the writs) • the close of nominations for candidates who want to stand for Parliament (ten days after the issue of writs) • election day (15 days after the close of nominations) • the return of the writs

(up to 21 days after election day). After the issue of the writs, people have seven days to make sure that their names are on the roll. Australian citizens aged 18 years and over who have recently changed address without updating their enrolment, or who have never enrolled, need to act quickly.

On Saturday, 24th November, 2018, Victoria Muslims are going to have to decide if they want to take a stand in their home country and make themselves heard. It’s now more than ever before that Australian Muslims need to raise their voices and be heard. One vote could be the deciding vote between a leader who understands the plight of refugees and asylum seekers or a power-hungry bigot who fails to acknowledge even the Indigenous people of this country. The informed voter has immense power. Victoria Muslims need to firstly understand what is being promised and whom to elect as leaders who potentially have the power to affect daily lives of all Victorians. The key is to understand what each candidate is proposing, their vision for Victoria, for the region, for the district. Every single candidate needs to be understood, and their agenda analysed. Being complacent and assuming that your neighbour’s vote will be enough to represent you is not going to cut it anymore. The State of Victoria needs better leaders who deliver what they promise. By understanding what these candidates are promising and how they are strategically hoping to deliver these plethora of promises - tax cuts, new paramedics, better ambulance response times, extra 500,000 specialist medical appointments in regional communities, Melbourne’s liveability to alleviate urban congestion, the solar power program, affordable houses, more green spaces, and more. For Muslims in Victoria, it is vital to acknowledge that electing a government representative of your choice is your right. Exercise it. Make your vote count and make it count well. Electoral districts and regions • There are 88 Districts in Victoria with an average of 46,808 electors per District. • There are eight Regions in Victoria. Five Members of Parliament represent each Region in the Victorian Parliament’s Legislative Council (Upper House). Where and how are votes counted? The counting of the votes begins following the close of voting at 6.00 pm on election day. The doors of each voting centre are locked and any electors inside the voting centre allowed to vote. Only election officials and scrutineers are permitted to be present during the count. Election officials are the only people allowed to handle the ballot papers. Election officials start by counting the first preference votes for the Legislative

Assembly. This is followed by a ‘two candidate preferred count’ in which preferences are distributed to the two candidates for each electorate who are considered most likely to be in the lead. The purpose of the two candidate preferred count is to get an early picture of the likely result – this is for information purposes only. The primary votes for the Legislative Council are then counted. There will be preliminary processing on

election day of own District early votes at early voting centres, and District only postal votes at the postal vote counting centre, starting at 8.00 am for postal votes and 4.00 pm for early votes. This involves extraction and sorting only – counting of votes cannot take place until after the close of voting at 6.00 pm. It is the intention to count most, if not all, own District early votes and all postal votes on election night.

Legislative Assembly – preferential counting The preferential counting system is used for the Legislative Assembly, as only one person is to be elected for each District. To win an election that is being counted using the preferential system, the candidate must have more than half of the total formal votes. This is known as an absolute majority.

At the close of voting, election officials count all of the number ‘1’ votes (first preferences) for each candidate. If a candidate gets more than half the total first preference votes, that candidate is elected, subject to a full recheck. If none of the candidates has an absolute majority, a preference distribution is conducted, where the candidate with the smallest

Legislative Council – proportional counting The proportional counting system is used when more than one person is to be elected. Five people are elected to each Victorian region. The proportional counting system ensures that the required number of candidates is elected in proportion to their support in the electorate. Candidates must win a specific proportion (or quota) of votes to be elected. The quota is calculated by dividing the total number of formal ballot papers by one more than the number of vacancies to be filled, and adding 1 to the result. Number of formal votes ------------------------------ + 1 = quota Number of vacancies + 1 A candidate who achieves the required quota is elected. For example, if there were 15,000 formal votes to fill the five vacancies, a candidate would need 2,501 votes to be elected. When a candidate receives more votes than the quota, the candidate’s surplus votes are transferred to the remaining

What is the difference between a recount and a recheck?

A recount is a full re-examination and count of all formal and informal ballot papers. They are typically only ordered when the result is extremely close. Recounts can only occur before the declaration of the result. At State elections, both the Election Manager and the Electoral Commissioner can order a recount. Candidates can request a recount, but the decision to accept that request is at the discretion of the Election Manager. During the recount, any disputed ballot papers can be set aside for a final decision by the Electoral Commissioner. A recheck is a normal procedure undertaken as part of the VEC’s procedures. A recheck must be conducted before a preference distribution. All ballot papers are re-examined and counted again. candidates according to the preferences on the ballot papers. Because it is not possible to tell which votes elected the candidate and which are surplus, all the candidate’s votes are transferred, but at a value less than 1. The value of the transferred votes is determined by dividing the surplus by the total number of ballot papers for the candidate. Each ballot paper transferred to another candidate has this value. Any candidate who has gained the quota once the surplus votes have been transferred is elected. If there are still vacancies to fill once the surplus votes have been distributed, the candidate with the lowest number of votes is excluded. The excluded candidate’s ballot papers are then transferred to the remaining candidates (at the value they were received) according to the preferences on them. This process of transferring surpluses from elected candidates and distributing preferences from excluded candidates continues until all positions have been filled.

VOTING

The compulsory voting enforcement process involves three stages: 1. Apparent failure to vote notice — requesting non-voters to provide an excuse

for their apparent failure to vote. No infringement is attached to this notice. 2. Infringement notice — issued to nonvoters who failed to provide a satisfactory excuse for failing to vote following the first notice (including nil responses). A penalty of half a penalty unit is attached to this notice — $81. 3. Penalty reminder notice — for outstanding infringements. It is important to note that the number of fines that will be issued for any one election is not represented by the turnout figure.

How many voting centres will there be? There will be 1,795 voting centres around the State. There will also be 103 early voting centres open around Victoria in the two weeks before election day.

Telephone Assisted Voting

Voting by post

Electors who are unable to vote without assistance due to blindness, low vision or a motor impairment, can vote by telephone. The Telephone Assisted Voting line will be open from 9.00 am Monday 12 November to 6.00 pm Friday 23 November. The Telephone Assisted Voting number is 1300 498 791.

Voters can apply online for a postal vote from Wednesday 31 October to have voting material sent to them once available after the close of nominations. Postal vote applications close at 6.00 pm on Wednesday 21 November.

Early voting Voters may vote early at an early voting centre if they wish. Early voting centres within Victoria are open from Monday 12 November to Friday 23 November during the following hours:

Melbourne Airport Voters flying out of Victoria and not returning before election day, can vote at Melbourne Airport from Monday 12 November to Saturday 24 November. Melbourne Airport voting hours of operation are: • Monday 12 November, 9.00 am to 10.00 pm • Tuesday 13 to Thursday 22 November, 5.00 am to 10.00 pm (including Saturday 17 and Sunday 18 November) • Friday 23 November, 5.00 am to 6.00 pm. • Saturday 24 November (Election day), 8.00 am to 6.00 pm. The voting centre will be located in the Virgin Lounge, Terminal 3, near the mezzanine.

What is the fine for not voting?

The fine for not voting is currently $81.00 (half a penalty unit). This figure is indexed at the beginning of every financial year. If a non-voter receives an infringement notice and does not pay the fine by the due date, a ‘Penalty Reminder Notice’ will be sent out that includes the original penalty plus a penalty reminder fee.

ELECTION RESULTS On election night, progressive figures for all electorates will be displayed on the VEC website. Usually the first trickle of results is posted by 6.30 pm, with results published approximately every two minutes throughout the night. After the close of voting at 6.00 pm, ordinary votes issued in election day voting centres will be counted in voting centres. Three counts will be conducted in strict order, as follows: 1. First preference count – District 2. Two candidate-preferred count – District 3. First preference count – Region All District ordinary votes cast at voting centres throughout the State are generally counted to first preferences and displayed on the website by approximately 10.30 pm. A two candidate preferred count also occurs on election night for these votes. Based on trends from the last few State elections which have seen increases in early voting, ordinary votes will account for approximately 50% of the total vote

in 2018. As such, own District early votes (votes cast at early voting centres within their own District) will be counted on election night, as will District postal votes, at the central postal vote counting centre. These results will represent the votes of an estimated 75% of the enrolled electors. The result will be clear on election night for most electorates. However, in close contests, it may take up to two weeks for the result to become known. By law, postal votes can be received into the count up to 6.00 pm on the Friday after election day (Friday 30 November for this election).

Counting schedule breakdown: • election night (24 November): All ordinary votes cast on election day, completed postal votes received up to 6.00 pm on the Friday before election day, and

own District early votes cast in early voting centres, are counted to first preferences and a two candidate preferred result is determined. The final voting centre count on election night will be the first preference count for the Region. Voting centre staff will record total first preference votes for the Region by group (abovethe-line and below the line) or by ungrouped candidate (below-theline only). • from Sunday 25 November, counting of Region postal votes will take place at the postal vote counting centre. • from Monday 26 November: The count from election night is rechecked and the remaining early and declaration votes are counted along with any further postal votes that have arrived. This count will start with first preferences then proceed to a preference distribution if required. Region own District early votes will also be counted from this date.

When are the final election results known? District declarations are expected to commence from the Friday after election day (30 November). Final region results are expected to be declared on Tuesday 11 December.

District declarations are expected to commence from the Friday after election day (30 November). Final region results are expected to be declared on Tuesday 11 December As migrants we have so much to be proud of. We helped build our state and make it what it is today – from the Chinese immigrants who founded Victorian towns and businesses in the 1800s, to the diverse men and women joining our great Australian family today. People from all over the world have chosen to make their home here. We have a great quality of life, a health system we can rely on, and an education system that helps our kids thrive. However, migrants still face a whole set of challenges. Newly-arrived migrants have a lot of barriers in the workplace and in schools. They tend to work longer hours, in jobs that are more dangerous and more exploitative than others. We’re seeing so many more of our parents and grandparents moving into retirement and aged care now – a huge wave of the migrant population. That will be a big change to many families, too. And finally, there are still some people in our society who aren’t comfortable with us being here. We have to accept that, too – as difficult as it is – and make sure we are always standing up for diversity and celebrating our differences. I’m a migrant, too. I’ve lived in the northern suburbs of Melbourne for nearly 50 years. I know these issues because I’ve lived them. I’ve experienced discrimination. I worry that my kids will not be able to get a good job because they have ‘foreign’-sounding names. I believe everyone deserves a fair go. I believe your postcode or your passport should never determine your health or your wealth. That’s why I joined the Labor Party, and that’s why I’m running as a Labor candidate for the Northern Metropolitan Region – in Melbourne’s northern suburbs – on November 24.

Labor represents us. The workers. The migrants. The families who are just trying to get by. Unlike the Liberals, Labor celebrates multiculturalism and will never tolerate racism or bigotry. Unlike the Greens, Labor understands our cultural traditions and doesn’t look down on them. Labor also stands for a better health and education system – and more support for multicultural communities. We don’t cut services. We fund them. We don’t close schools. We build them. Over the last four years under Labor, over 300,000 new jobs have been created in Victoria. We’ve made TAFE free, we’ve invested over $211 million in our multicultural communities, and we’ve stood up and opposed racism in politics wherever we see it. And if the Andrews Labor Government is re-elected on Saturday 24 November 2018, we will make electricity bills cheaper by providing solar panels to households, we will ensure our parents have culturally-appropriate age care facilities. Because after all they’ve been through, and all they’ve done for us, they deserve a peaceful and dignified retirement. Daniel Andrews is a great Premier, who lives with his family in one of Melbourne’s most multicultural areas. And the Government he leads is a Government of action – building more infrastructure projects than our state has ever seen. It will be an honour to join Jenny Mikakos and Naizh Elasmar in representing the northern suburbs of Melbourne for Labor – and it will be an honour to be a member of Daniel Andrews’ team that is delivering for all Victorians. ‫بمعنى خوفا من الغرامة‪ ،‬وهذا فهم‬ ‫غير �صحيح بالمرة»‪.‬‬ ‫االحتياجات والمتطلبات للمواطن‬ ‫الأ��س�ت��رال��ي تتغير م��ن ع��ام لعام‪.‬‬ ‫الأح��زاب المتناف�سة ت�ح��اول رفع‬ ‫� �ش �ع��ارات �سيا�سية بحتة ال تمت‬ ‫ب�صلة �إلى الخدمات التي يحتاجها‬ ‫المواطن في حياته اليومية‪ ،‬مثل‬ ‫فزاعة (االره��اب �أو الهجرة)‪ ،‬مع‬ ‫الأ�سف هذه البالونات‪ ،‬ن�شاهدها‬ ‫حتى في حمالت انتخاب المحليات‬ ‫�أو الوالئية �أو الفدرالية‪ ،‬علما ب�أن‬ ‫م�س�ؤولية الأح��زاب ‪ -‬كلها ‪ -‬دون‬ ‫ا�ستثناء‪ ،‬من المفتر�ض �أن تن�صب‬ ‫ف��ي ال�ب��رام��ج التي �سينفذها على‬ ‫�أر� ��ض ال��واق��ع ولي�س العك�س‪� ،‬أي‬ ‫لمجرد ��ش�ع��ارات لك�سب �أ� �ص��وات‬ ‫الناخبين‪ .‬و�أح�سب �أن (ال�سنتور)‬ ‫(�أنين) عندما تحدث ذات يوم‪ ،‬عن‬ ‫ق�ضايا ال تعني �أولوية في اهتمامات‬ ‫المواطن الأ��س�ت��رال��ي‪ ،‬ك��ان يطرح‬ ‫مقدمات لمثل هذه الأي��ام؛ ليجني‬ ‫ثمارها في هذا التدافع االنتخابي‬ ‫الوالئي‪.‬‬ ‫بر�أيي �أن المجتمع الأ�سترالي اليوم‬ ‫ل��م يعد المجتمع الأ��س�ت��رال��ي قبل‬ ‫� �س �ن��وات‪� ،‬إذ ل��دي��ه ق��در ك��اف من‬ ‫المعلومة ال�صحيحة؛ تمكنه من‬ ‫التمييز بين الدعائية االنتخابية‪،‬‬ ‫والبرامج الواقعية التي تعنيه في‬ ‫المقام الأول‪� .‬شخ�صيا ال �أ�ستبعد‬ ‫ظهور �أح��زاب �صاعدة م�ستقبال‪،‬‬ ‫تتولى زمام الأمور في الوالية‪ ،‬وقد‬ ‫ح��ان وق��ت التغيير‪ ،‬لبروز �أح��زاب‬ ‫�أك �ث��ر �إع �ت��داال م��ن تلك الأح ��زاب‬ ‫الأكثر تطرفا”‪.‬‬ ‫ال �ن��اخ��ب‪ /‬ال��ش��ري��ف م�ح�م��د علي‬ ‫�شعب‪:‬‬ ‫«تغيير الحكومة في والية فكتوريا‬ ‫يعني خ�سارة كبرى»‬

‫ال �ن��اخ��ب‪ /‬ح��س�ي��ن ع �ب��د ال��وا� �س��ع‬ ‫محمد‪:‬‬ ‫«ال �أ�ستبعد ظهور �أح��زاب �صاعدة‬ ‫في الم�ستقبل المنظور»‬

‫رج��ل �أع�م��ال‪ ،‬لأكثر من ‪ 13‬عاما‪،‬‬ ‫يمار�س حقه االنتخابي بالوالية على‬ ‫كل الم�ستويات‪ .‬و�أ� �ض��اف‪« :‬نظرا‬ ‫الف�ت�ق��ادن��ا مثل ه��ذه الممار�سات‬ ‫الح�ضارية في بالدنا‪ ،‬التي تحكمها‬ ‫الأنظمة الدكتاتورية‪ ،‬ولكونها �أي‬ ‫العملية االنتخابية‪ ،‬حق من حقوق‬ ‫المواطنة ف��ي ه��ذه ال �ب�لاد‪ ،‬علينا‬ ‫دع�م�ه��ا ب�ك��ل ال��س�ب��ل‪ .‬ورغ ��م ذل��ك‬ ‫ال�ب�ع��ض ت�غ�ي��ب ع�ن��ه ه ��ذه ال�ق�ي��م‪،‬‬ ‫وي��دل��ي ب�صوته لمجرد الم�شاركة‬

‫قال‪« :‬خالل ال�سنوات الـ ‪ 27‬عاما‬ ‫ال �ت��ي ع��ش�ت�ه��ا ف ��ي ه��ذه ال �ب�ل�اد‪،‬‬ ‫ت�غ�ي��رت ع �ن��دي م�ف��اه�ي��م ع��دي��دة‪،‬‬ ‫منها الم�شاركة ف��ي االنتخابات‪،‬‬ ‫بو�صفها واحدة من محاور التفاعل‬ ‫مع الق�ضايا المطروحة في ال�ساحة‬ ‫الأ�سترالية وتحديدا والية فكتوريا‪.‬‬ ‫من تلك ال��درو��س والتجارب التي‬ ‫�أف��دت منها‪ ،‬ال�شخ�ص ال��ذي يمثل‬ ‫الحزب المتناف�س‪ ،‬وبعد �أن يقدم‬ ‫ب��رام �ج��ه ب�ك��ل و� �ض��وح و�شفافية‪،‬‬ ‫م�صحوبة بحمالت م�شروعة‪ .‬ف�إذا‬ ‫لم يتمكن من تنفيذ برامج ما �أعلن‬ ‫عنها‪ ،‬لن يجد تلك الأ�صوات التي‬ ‫�أو�صلته �إل��ى كر�سي البرلمان من‬ ‫قبل‪ ،‬يتقبل النتيجة بروح ريا�ضية؛‬

‫لأن ه��دف��ه ب��الأ��س��ا��س ك��ان خدمة‬ ‫الوطن والمواطن وف��ق االمكانات‬ ‫المتاحة‪.‬‬ ‫ب��ال �ت��ال��ي ي �ن �ب �غ��ي ال �ت �م �ي �ي��ز ب�ي��ن‬ ‫ال�شعارات التي ترفع في االنتخابات‬ ‫الوالئية والفدرالية‪ ،‬مثل ما تروج‬ ‫له النائبة (هان�سن)‪ ،‬هذه ال تخدم‬ ‫النائب في الح�صول على الأ�صوات‬ ‫�سواء في التناف�س الوالئي �أو غيره‪،‬‬ ‫لأن المواطن بحاجة �إلى من يقدم‬ ‫له خدمات اقت�صادية واجتماعية‬ ‫بالدرجة الأول��ى‪( .‬ح��زب العمال)‬ ‫يطرح برامجه الخا�صة بالخدمات‬ ‫ال��ص�ح�ي��ة واالج �ت �م��اع �ي��ة‪ ،‬كذلك‬ ‫م�سائل البنى التحتية‪ ،‬وتح�سين‬ ‫خ ��دم ��ات ال �م��وا� �ص�ل�ات ال �ع��ام��ة‪،‬‬ ‫ب��ال �ت��ال��ي ت �ح �ظ��ى ت �ل��ك ال �ب��رام��ج‬ ‫باهتمام قطاع كبير من المواطنين‪.‬‬ ‫م��س��أل��ة ال�ع�ط��ال��ة وال�ع�م��ل خا�صة‬ ‫لدى ال�شباب الإفريقي‪ ،‬لو وجدت‬ ‫اه�ت�م��ام��ا م��ن ق�ب��ل الأح�� زاب في‬ ‫الأن�شطة والبرامج االنتخابية كان‬ ‫مهما‪ ،‬حيث هناك فئة كبيرة من‬ ‫ال�شباب تواجه هذه الم�شكلة‪ ،‬حتى‬ ‫ف��ي �أو� �س��اط ال��ذي��ن ول��دوا هنا بما‬ ‫فيهم الخريجيين‪ .‬مع الت�أكيد ب�أن‬ ‫مفهوم العمل الطوعي لي�ست محل‬ ‫اهتمام ل��دى الجاليات ال��واف��دة‪.‬‬ ‫و�أتحدث هنا من تجربة �شخ�صية‬ ‫خ�ضتها في بداية و�صولي �إلى هذه‬ ‫البالد قبل الفترة المذكورة �أعاله‪،‬‬ ‫أنخرطت في العمل الطوعي مع‬ ‫فقد �‬ ‫ُ‬ ‫الـ ‪ ،Salvation Army‬لمدة (‪)6‬‬ ‫�أ�شهر‪ ،‬بعد ح�صولي على �شهادة‬ ‫العمل الطوعي‪� ،‬أنخرطت في العمل‬ ‫ولم �أتوقف طوال هذه المدة‪ ،‬حتى‬ ‫تمكنت من ت�أ�سي�س و�ضعي و�أفراد‬ ‫ُ‬ ‫�أ� �س��رت��ي ب�شكل �صحيح‪ ،‬بالتالي‬ ‫على الأح��زاب �إي�لاء ق�ضية العمل‬ ‫والعطالة �أولوية ق�صوى‪.‬‬ ‫�أت��وق��ع ف��وز (ح��زب ال�ع�م��ال)‪ ،‬فقد‬ ‫با�شر الحزب مهامه في م�شاريع‬ ‫ه��ام��ة ج� ��دا‪ ،‬وال ب ��د م ��ن تكملة‬ ‫الم�شوار؛ لأن تغيير �أي حكومة في‬ ‫والية فكتوريا حاليا‪ ،‬يعني خ�سارة‬ ‫ك�ب��رى‪� ،‬سيما و�أن تجربة (ح��زب‬ ‫الأح � ��رار) ف��ي ق �ي��ادة ال�ع�م��ل قبل‬ ‫ف �ت��رة خ�ي��ر دل �ي��ل ع�ل��ى ذل ��ك‪ .‬كما‬ ‫�أن �شعب الوالية ي��درك جيدا‪� ،‬أن‬

‫(ح ��زب ال �ع �م��ال)‪� ،‬أم� ��ام طاولته‬ ‫مجموعة م�شاريع ه��ي قيد العمل‬ ‫والتنفيذ‪ ،‬وكل الفر�ص مواتية �أمام‬ ‫ال�ح��زب لموا�صلة ب��رام��ج الخدمة‬ ‫واال�ستمرار في قيادة زمام الحكم‪.‬‬ ‫وت�شير م�صادر مطلعة خا�صة للـ‬ ‫(ال��و��س��ط)‪ ،‬ب ��أن �شكوكا م��ا‪ ،‬تخيم‬ ‫على الأف ��ق‪ ،‬فيما �إذا ك��ان (ح��زب‬ ‫الأح��رار) �سيفوز بوالية فيكتوريا‬ ‫ف ��ي اف �� ض��ل ح ��االت ��ه‪ ،‬وه ��و م�ق��دم‬ ‫ع�ل��ى خ��و��ض �إن �ت �خ��اب��ات ال��والي��ة‪.‬‬ ‫ف��ال �� ص��راع ال �م��ري��ر ب �ي��ن رئ�ي��س‬ ‫ال �ح��زب ال��س�ي��د‪ /‬م��اي�ك��ل ك��روق��ر‪،‬‬ ‫مع م�ؤ�س�سة (ماكورمك) الممول‬ ‫الرئي�سي للحملة االنتخابية قد‬ ‫و�ضع (الحزب) في خانة اليح�سد‬ ‫عليها‪� ،‬سيما بالتزامن مع ت�ضا�ؤل‬ ‫قدرة زعيم (الحزب) على الت�أثير‬ ‫في الآلية ال�سيا�سية!!‬ ‫م��ن ج��ان��ب �آخ��ر‪ ،‬ت��ؤك��د م�صادرنا‪،‬‬ ‫�أن ال � �ع �ل�اق� ��ة ب� �ي ��ن الأع � �� ض� ��اء‬ ‫المخ�ضرمين وال��ش�ب��اب للحزب‬ ‫ي�شوبها قدر من التوتر‪ .‬فال�شباب‬ ‫م�ستا�ؤون من تلك�ؤ (الحزب) عن‬ ‫�إزاحة بع�ض البرلمانيين‪ ،‬في وقت‬ ‫ت �ه��دد ف�ي��ه ف��ض�ي�ح��ة (ال�ق�م��ص��ان‬ ‫ال� �ح� �م ��راء) “‪“ Red Shirts‬‬ ‫�أن ال تنال من فر�ص ف��وز (حزب‬ ‫ال� �ع� �م ��ال)‪ ،‬وذل� ��ك ل �ع��دم ت�ج��اوب��ه‬ ‫م��ع ت �ح��ري��ات ال��ش��رط��ة‪ .‬ال�ج��دي��ر‬ ‫ب��ال��ذك��ر �أن م ��ا ي��س�م��ى ف�ضيحة‬ ‫(القم�صان الحمراء) حدثت في‬ ‫�إنتخابات ع��ام ‪ ،2014‬نتيجة �سوء‬ ‫ا� �س �ت �خ��دام (ال � �ح� ��زب) ل�ل��أم ��وال‬ ‫العامة‪ ،‬وتوظيفها ل�صالح حملته‬ ‫االنتخابية‪ .‬حيث ظهر فريق ممن‬ ‫جندهم (ال �ح��زب) وه��م ي��رت��دون‬ ‫“القم�صان الحمراء” للقيام‬ ‫ب�ح�م�ل��ة ف��ي ال ��دوائ ��ر االن�ت�خ��اب�ي��ة‬ ‫غير م�ضمونة الأ�صوات‪ .‬ورغم �أن‬ ‫كل الدالئل ت�شير �إلى فوز (حزب‬ ‫ال�ع�م��ال) ف��ي ال�ج��ول��ة االنتخابية‬ ‫‪ ،2018‬ل�ك��ن لي�س م��ن الم�ستبعد‬ ‫ف��وز (ح��زب الأح � ��رار) خا�صة �إذا‬ ‫ح�ق��ق م�ك��ا��س��ب ف��ي دوائ ��ر معينة‪،‬‬ ‫ما يعني خ�سارة خ�صمه في نف�س‬ ‫الدوائر‪.‬‬

‫م �ت��زوج و�أب لأرب �ع��ة �أط��ف��ال‪ ،‬مدير‬ ‫في �شركة الموا�صالت العامة بوالية‬ ‫فكتوريا‪� .‬إلتحق بالجي�ش الأ�سترالي‬ ‫ل �م��دة (‪� � )4‬س �ن��وات‪ .‬خ��ري��ج ال� �ـ ‪IT‬‬ ‫من جامعة ‪ . RMIT‬بعد بلوغ ال�سن‬ ‫القانوني‪ ،‬يمار�س حقه االنتخابي دون‬ ‫انقطاع‪ .‬قال‪(« :‬حزب العمال) يمثل‬ ‫�أك �ب��ر الأح� ��زاب حظا ب��ال�ف��وز لوالية‬ ‫ج��دي��دة‪ .‬وذل ��ك لنجاحه ف��ي �إن�ج��از‬ ‫برامج ع��دة خ�لال ال�سنوات ال�ـ (‪)4‬‬ ‫ال�م��ا��ض�ي��ة‪ ،‬ب�م��ا ف��ي ذل��ك ال �ح��د من‬ ‫�أعمال ال�سرقة �أو الجريمة ب�شكل عام‪.‬‬ ‫وقد رفع في حملته االنتخابية الحالية‪،‬‬ ‫م�شروع (�أنفاق القطارات) التي ت�صل‬ ‫�إلى ع�شرات الكيلومترات‪ ،‬بكلفة ت�صل‬ ‫�إل��ى (‪ )50‬بليون دوالر‪ ،‬تُنجز خالل‬ ‫ف �ت��رة م��ن (‪ )15 -10‬ع��ام��ا‪ .‬رغ��م‬

‫لم تعد االنتخابات عمال م�ستحدثاً في حياة الإن�سان المعا�صر‪ .‬فقد عرف الم�سلمون االنتخابات (ال�شورى)؛ الختيار الخليفة‪.‬‬ ‫حيث جاء في بيعة العقبة الثانية �أن النبي (�صلى اهلل عليه و�سلم) طلب من الأن�صار �أن يخرجوا منهم اثني ع�شر نقيباً‪ ،‬يكونون‬ ‫على قومهم‪ ،‬ف�أخرجوا منهم النقباء‪ 9 ،‬من (الخزرج)‪ ،‬و‪ 3‬من (الأو�س)‪ .‬كما الحظ العلماء �أن الر�سول (�صلى اهلل عليه و�سلم)‬ ‫لم يعين النقباء بنف�سه‪ ،‬و�إنما ترك طريق اختيارهم �إلى الذين بايعوا‪ ،‬ف�إنهم �سيكونون م�س�ؤولين عليهم وكفالء؛ بالتالي كان الأولى �أن‬ ‫يختار الإن�سان من يكفله ويقوم ب�أمره‪ ،‬وهذا �أمر (�شوري) يعني (انتخابي)‪.‬‬ ‫كما مور�ست االنتخابات فى روما القديمة منذ القرون الو�سطى‪ .‬حيث كان يتم من خاللها تحديد الإمبراطور (المقد�س) �أو بابا الكني�سة‬ ‫الكاثوليكية‪ .‬وفي والية (تاميل نادو) بالهند �أي�ضا‪ ،‬اُ�ستخدمت �أوراق النخيل لإتمام عملية االقتراع‪ ،‬حيث يكتب ا�سم المر�شح على ورق‬ ‫النخيل‪ ،‬ويتم و�ضعه داخل وعاء طيني‪.‬‬ ‫�أثناء ر�صد ا�ستطالع �آراء الأ�ستراليين‪ ،‬ب�ش�أن انتخابات والية فكتوريا ‪ ،2018‬ا�شر�أبت �أمامي ذكريات تجربتي (البرلمانية) في �إرتريا ‪،2003‬‬ ‫ومن ثم م�شاركتي كمالحظ �أو مراقب في االنتخابات التي جرت بالجزائر عام ‪� ،2012‬ضمن وفد الأمانة العامة لجامعة الدول العربية‪،‬‬ ‫فكانت ح�صيلة اال�ستطالع ما يلي‪:‬‬ ‫حاولتُ عمدا وحمدا‪ ،‬مواراة هذه وتلك‪،‬‬ ‫ْ‬ ‫تخوفي ال�شديد من تداعيات ما يرفعه‬ ‫من �شعار �إلبا�س ما يم�سى بالـ (‪)GPS‬‬ ‫لمن ي�صدر ب�ش�أنهم حكم ب��الإدان��ة‬ ‫ف��ي ح��ال��ة (االخ �ت �ط��اف) �أو (�سرقة‬ ‫ال�سيارات) تحت تهديد ال�سالح �أو‬ ‫(�سرقة المنازل) �أي�ضا تحت تهديد‬ ‫ال�سالح‪ .‬وق��د تبناها (ال�ح��زب) في‬ ‫حملته االنتخابية الحالية؛ نظرا لأنها‬ ‫من الق�ضايا المطروحة في الإع�لام‬ ‫المحلي‪.‬‬ ‫خالل الأع��وام الما�ضية‪� ،‬صوتي كان‬ ‫دوم��ا ل�صالح (ح��زب العمال)‪ ،‬لكن‬ ‫في انتخابات ‪ 2018‬المقبلة‪� ،‬سوف‬ ‫لن �أدعم م�شاريع �أراها غير ح�ضارية‪،‬‬ ‫ومنها ما �أ�شرت �إليه �أعاله‪� .‬أتمنى �أن‬ ‫ال يفوز (ح��زب العمال) هذه المرة؛‬ ‫لأن ف��وزه �سيجعل من تلك القرارات‬ ‫وغيرها �سارية المفعول‪ .‬علما ب��أن‬ ‫ا��س�ت�ط�لاع��ات ال� ��ر�أي وال�م�ن��اظ��رات‬ ‫ال�سيا�سية التي �شهدتها والية فكتوريا‬ ‫م�ؤخرا‪ ،‬ت�شير �إلى �أن (حزب العمال)‬ ‫هو الأكثر حظا للفوز بوالية جديدة‪،‬‬ ‫�سيما و�أن��ه الم�سيطر على الم�شهد‬ ‫البرلماني لأكثر من (‪ )20‬عاما‪.‬‬ ‫ورغم ذلك‪ ،‬ال يفوتني منا�شدة الإخوة‬ ‫ف��ي ال�ج��ال�ي��ات الإف��ري�ق�ي��ة والعربية‬ ‫بممار�سة حقهم االنتخابي؛ بو�صفهم‬ ‫�أع� �� ض ��اء ف��اع �ل �ي��ن‪ ،‬ول �ي ��س م �ج��رد‬ ‫م�شاركين؛ حيث �إن �صوت الناخب‪،‬‬ ‫هو �سالحه القانوني الفعال‪ ،‬مع العمل‬ ‫�أننا ك�أفارقة لم نمار�س هذا الحق في‬

‫بالدنا‪ ،‬بالتالي نفتقد �إلى تجربة في‬ ‫الممار�سة االنتخابية‪ ،‬ولكن التفاعل‬ ‫مع مجتمعاتنا التي نعي�ش معها‪� ،‬أمر‬ ‫في غاية االهمة»‪.‬‬ ‫الناخب‪ /‬دينق تورين دينق‪:‬‬ ‫«الت�صويت للأحزاب الكبرى يحقق‬ ‫م�صالحنا ك�أ�ستراليين �أفارقة»‬

‫تخرج ف��ي جامعة المن�صورة (كلية‬ ‫الآداب ل�غ��ة �إن�ج�ل�ي��زي��ة) جمهورية‬ ‫م�صر العربية عام ‪ .1994‬منذ العام‬ ‫‪ 2002‬ي�شارك في االنتخابات المحلية‬ ‫والوالئية والفدرالية ب�أ�ستراليا‪ .‬خارج‬ ‫موطنه الجديد‪� ،‬شارك في انتخابات‬ ‫ع ��ام ‪ 1985‬ب��والي��ة ال �خ��رط��وم‪ ،‬ثم‬ ‫في عملية الت�صويت الخا�صة ب�ش�أن‬ ‫ا�ستفتاء ا�ستقالل جنوب ال�سودان‪.‬‬ ‫ق� ��ال‪« :‬والي � ��ة ف �ك �ت��وري��ا والي� ��ة �شبه‬ ‫م�ح��ص��ورة انتخابيا ب�ي��ن الأح��زاب‬

‫الكبرى تناف�سيا‪ ،‬مثل (حزب العمال)‬ ‫و (حزب الأحرار) ومجموعة �أحزاب‬ ‫متحالفة‪ ،‬بالتالي ف��إن ال �ف��وز �شبه‬ ‫مح�سوم ل�صالح (ال �ع �م��ال)؛ نظرا‬ ‫لو�ضوح �سيا�سة الحزب فيما يخ�ص‬ ‫ببرامج التنمية‪ ،‬و�أي�ضا تمكنه من‬ ‫انجاز م�شاريع �ضخمة خالل ال�سنوات‬ ‫الما�ضية‪� .‬إلزامية الم�شاركة في عملية‬ ‫الت�صويت‪ ،‬يجعل من عملية الم�شاركة‬ ‫قوية وكبيرة في ا�ستراليا‪ ،‬من خالل‬ ‫فر�ض غرامات مالية على الممتنعين‬ ‫ع��ن الت�صويت‪ ،‬على عك�س النظام‬ ‫المعمول ب��ه ف��ي ال��والي��ات المتحدة‬ ‫الأمريكية»‪.‬‬ ‫و�أ� �ض��اف‪�« :‬شخ�صيا �س�أدعم برامج‬ ‫وم��ش��اري��ع (ح ��زب ال �ع �م��ال)‪ ،‬وذل��ك‬ ‫لقناعتي ب��أن (الحزب) يعمل ب�شكل‬ ‫جيد وم�س�ؤول‪ ،‬خا�صة برامج التنوع‬ ‫وال �ت �ع��دد ال�ث�ق��اف��ي والإث� �ن ��ي‪ ،‬ودع��م‬ ‫ميزانيات الجاليات �سواء على م�ستوى‬ ‫ال��والي��ة �أو على الم�ستوى الفدرالي‪.‬‬ ‫ورغ��م �أن ع��ددا هائال م��ن الأف��ارق��ة‬ ‫ي��دع�م��ون ب��رام��ج (ح��زب الخ�ضر)‪،‬‬ ‫لكني �أدع��و �إخ��وان��ي و�أخ��وات��ي بدعم‬ ‫الأح��زاب الكبيرة؛ لم�شاركة �إيجابية‬ ‫�أك��ب��ر‪ ،‬لي�سنا ك�ن��اخ�ب�ي��ن ف �ق��ط‪ ،‬بل‬ ‫كمر�شحين‪ ،‬خا�صة �إذا تجمعنا و�أقمنا‬ ‫في �ضاحية واحدة �أو متقاربة؛ نظرا‬ ‫لأعدادنا الهائلة من ناحية‪ ،‬وتقديم‬ ‫�صورة �إيجابية للمواطن اال�سترالي‬ ‫من �أ�صل �أفريقي من ناحية �أخ��رى‪.‬‬

Year 12 Graduation Ceremony The Year 12 Graduation Ceremony was held on last Friday. This was a wonderful occasion as the Year 12 parents and siblings attended the ceremony. We would like to acknowledge Ms Grace Terdich and Ms Sonya Hammoud and the Year 11 students for organising the event. During the ceremony, the Foundation Students presented the year 12s with their graduation medallions. Most of the teachers who taught our Year 12s in primary are still teaching at EPIC. For the teachers it is an emotional time as some teachers have raised the students like family since prep. It is time to say goodbye to the high achieving year 12’s, we hope that they have a great time in the real world, and show what EPIC has taught them. We hope that our students become successful in the future inshAllah.

As the end of the year approaches a lot of people will be completing their studies and planning to enter the workforce. This transition can be challenging and cause great amounts of angst. In December 2012, I had accepted my first job in Toowoomba, 1.5 hours away from my family. My primary concern moving out of home for the first time was the very real possibility that I could end up with food poisoning or become malnourished due to my lack of culinary competence. I quickly came to terms with this and each day became a very personal game of Russian roulette with reflux and indigestion. Anyway, food situation aside, the

following questions weighed heavily on my mind; Will my work performance be adequate? Will my religious practices be accepted or even tolerated by my colleagues? Will I fit into the workplace? Historically, the One Nation political party has had a considerable amount of support from the Toowoomba population. When I first moved to Toowoomba, I was the only Muslim dentist in the entire city of 130,000 people. These two statements weighed quite heavily on my mind when I first started. I was very fortunate to have an extremely supportive boss and great support staff who helped me settle in as smoothly as possible. A few of my work colleagues were initially quite wary of me, and it took months of dialogue to establish trust and understanding. Some of these work colleagues years later expressed their fears of Muslims prior to meeting me. There were a few patients who did not want to be seen by a non-white dentist as they wanted an “Australian dentist”. The occurrences were few and far between. The team consisted of 15 people and in almost all of their journeys I was the first Muslim that they had encountered in any meaningful capacity. The next 5 years were spent with me educating them on matters of deen, fielding curly questions (of which there were many) and awkwardly explaining to them why my foot was in the sink. When I left the practice in April 2018, they all knew about salah times, they knew not to touch my utensils, they would bake things that were “Zaheer friendly” and would actually defend Muslims when people in their social circles would start saying islamophobic things. note that getting to this point took a lot of patience and careful explanation. There were many times where I was internally annoyed at how a wellmeaning question was phrased or had to politely explain how a joke was actually incredibly offensive. I was truly humbled by how much change I was able to impart in the years I was there. I truly believe that one of the most important things we can do as working Muslims is to engage with our non-Muslim colleagues. This idea is hardly revolutionary, but the more we can humanise our religion and dispel fears of the unknown the easier we make it for ourselves, our fellow Muslims and the next generation. Times of change can be difficult. Transitioning from high school to university or university to the workforce can be uncomfortable at times. Making friends, establishing your boundaries and finding your place in a new structure takes time. Stick to your Islamic principles and value systems as closely as you can. Dedicate and apply yourself to your work as much as you can. Be kind to others and don’t get immediately defensive when someone phrases a curly religious question. Your friends and colleagues will eventually respect your religious commitment, even if they don’t agree with you all the time. It will be worth it in the long run. Dr. Zaheer Kadwa was born in South Africa and moved to Brisbane at a young age. He graduated with Bachelor of Dental Science from the University of Queensland in 2012 and has been working in private practice since.

‫من قال �إن ال�شم�س �ست�سقط من علوها ذات يوم؟ ومن قال �إنها �ستقبع في غياهب �سجن‬ ‫من �أراد لها ذلك؟ وهل هناك �سما ًء‪ ،‬غير �سمائنا التي تبدو وهي ت�ستع�صم عنا بعدا‪،‬‬ ‫�سموم �أو اقتراب؟ وها قد عرفنا �أن الأعمار التي نعي�شها متقلبين‪ ،‬بين �أيامها‬ ‫من لفح ٍ‬ ‫وال�شهور وال�سنيين‪ ،‬لي�ست مجرد �أرواق ُينتزع بقا�ؤهاعن وجوهنا انتزاعا‪ ،‬ثم نطويها نحن‪ ،‬مع �شروق‬ ‫كل �صباح ط ًيا‪ ،‬ت�أكيدا على وجود �أعمار �أخر‪ ،‬نح�س ببدايتها‪ ،‬وال نعرف منها النهايات‪ ،‬حتى التي في‬ ‫المنت�صف‪ .‬وقد حدثتنا المحكمة‪� ،‬أن الذي يبقى من عمرنا‪ ،‬هو الذي ذهب‪ ،‬بين هذا وذاك‪ ،‬را�ضين‬ ‫كنا �أو مكروهين‪.‬‬ ‫المبدعون ال يعي�شون حياة واح��دة‪ ،‬فدنياواتهم كثر‪ ،‬على ر�أي الأ�ستاذ محمود عبا�س العقاد‪ .‬فقد‬ ‫�أعلنها بر�ؤية فل�سفية‪� ،‬أن ي�أخذوا دنياواتهم التقليدية تلك‪ ،‬ويتركوا له دنياه التي عا�شها �شاعرا وكاتبا‬ ‫وفيل�سوفا وعالما بفنون الحياة‪� .‬إن الذي يعي�شون حياة واحدة‪ ،‬هم �أولئك الذين يتحركون‪ ،‬ويتمظهرون‬ ‫كالمبدعين‪ ،‬يتحدثون لغاة النا�س‪ ،‬يلب�سون وي�أكلون‪ ،‬ويم�شون في الأ�سواق‪ .‬حيا ُة ه�ؤالء‪� ،‬أ�شبه بحياة‬ ‫الدواب والأنعام‪ ،‬بل هم �أ�ضل �سبيال‪ .‬و�إذا ما رمتهم الأق��دار‪ ،‬في غفلة من زمان الوعي والتب�صر‪،‬‬ ‫و�سمات الأنعام‪ ،‬نطعا كان ذلك‬ ‫خ�صائ�ص‬ ‫حكم للرعية‪ ،‬تغلبت عليهم‬ ‫ُ‬ ‫ُ‬ ‫واعتلوا دف َة ت�سيير �سلط ٍة‪� ،‬أو ٍ‬ ‫�أو نباحا‪ .‬ال يتخيرون �سوى �سيا�سة القهر‪ ،‬والبط�ش وال�صلف‪ ،‬حيث �إنهم ال يرون غير حياتهم التي‬ ‫َيتل ُّب�سون َل ُب�سوها‪ ،‬وهم العراة من كل ح�سن‪.‬‬ ‫ثم �إنهم بعد كل ذلك‪ ،‬ي�ضربون في الأر�ض غيا‪ ،‬جراء ما يزين لهم قرنا�ؤهم‪� ،‬س ْو َء ما يفعلون حتى‬ ‫ب�أنف�سهم؛ ليح�سبهم ال�ساذَ ُج من زمرتهم‪� ،‬أنهم يح�سنون بالكل �صنعا‪ .‬وتثور ثورة الجنون فيهم‪ ،‬عندما‬ ‫ي�صلون قمة الكفر‪ ،‬ب�أن ال حياة غير التي يرونها‪ ،‬ومن كفر بر�ؤى فكرتهم الرعناء تلك والهوجاء هذه‪،‬‬ ‫فمالذه ال�سجن �أو الأبعاد‪� ،‬أو العزل‪� ،‬أو الإرهاق ال�سيا�سي‪� ،‬إلى غير ذلك‪ ،‬مما ي�صلون �إليه من جنون‬ ‫ال�سطوة والبغي‪.‬‬ ‫كر�سي‬ ‫متربعا‬ ‫ال�ضيزى‪،‬‬ ‫والق�سمة‬ ‫الغفلة‪،‬‬ ‫حياة‬ ‫في‬ ‫ه‬ ‫نف�س‬ ‫وجد‬ ‫جبار‪،‬‬ ‫متكبر‬ ‫كل‬ ‫بعينه‪،‬‬ ‫وهو الذي يفعله‬ ‫َ‬ ‫ِّ‬ ‫نف�سه ومن واال ُه‪ ،‬من زمرته بعد ذلك‪� ،‬أنه �أف�ضل‬ ‫الحكم‪� ،‬أو �سرير ال�سلطان‪ .‬فقد َّ‬ ‫توهم هو �أوال‪ ،‬ثم �أقنع َ‬ ‫النا�س وخيارهم‪ ،‬و�أنداهم و�أجدرهم‪ ،‬بب�سطة الحكم والقيادة‪ .‬في مثل هذه الأجواء القاتمة ال�سواد‪ ،‬ال‬ ‫الحاكم وال�سلطانُ المتجبر‪ ،‬غير نف�سه وظله الذي‪ ،‬يح�سبه �أنه القوي‪ ،‬ال ي�ؤمن بحق الر�أي والر�أي‬ ‫يرى‬ ‫ُ‬ ‫الآخر‪ ،‬وال يرى غير نف�سه التي تحدثه بكل �سوء‪ ،‬وال ي�سمع �إ َّال و�سو�سات �شياطين حا�شيته من حوله‪،‬‬ ‫النا�س‪� ،‬إال ما َيرى! �أما الذين يفكرون في �إدارة التحاور والتفاكر معه‪ ،‬ف�إنهم في ر�أيه‪ ،‬من‬ ‫�أن ال يرى ُ‬ ‫�صيا�صي القوم‪ ،‬الذين ت�سول لهم نف�سهم‪ ،‬للق�ضاء على نعيمه وكر�سيه ال ُمزَ لَزل‪ .‬وي�ستمرء الفرعونُ ‪،‬‬ ‫منهج �أن كل �صيح ٍة عليه‪ ،‬فيفعل ما لم يفعله فرعون في قومه‪.‬‬ ‫النا�س‬ ‫يتنا�سى ه�ؤالء الفراعن ُة‪� ،‬أن منهجية الحوار مع الآخ��ر‪ ،‬ر�سختها الفطرة الأول��ى‪ ،‬التي فُطر ُ‬ ‫عليها‪ .‬ف�إذا كان رب العزة والجبروت‪ ،‬ق َّدر عقلية �إبلي�س ‪ -‬الذي ُلعن – عندما تم�سك بتالبيب قناعته‪،‬‬ ‫ومبررات عدم �سجوده لآدم المخلوق من طين‪ ،‬وهو المخلوق من نار!!!!‪ .‬الحق عز وجل ‪ ،‬كان وال يزال‬ ‫إبلي�س دكا‪ ،‬ك�أن لم يكن بالأم�س مالكا من المالئكة الكرام‪� .‬إ َّال �أن الحق‪� ،‬أثبت له‬ ‫بمقدوره‪� ،‬أن يدكَّ � َ‬ ‫إبلي�س مطرودا‪ ،‬من رحمة القبول والر�ضا �إلى يوم يبعثون‪ .‬متم�سكا بم�آالت عدم‬ ‫�أحقية التحاور؛ ِلي ُلعن � ُ‬ ‫�سجوده‪ ،‬متحمال تبعات ووزر ع�صيانه ورف�ضه‪ ،‬لأمر رب الكون‪ .‬ثم �إنه‪� ،‬أي �إبلي�س الذي ُطرد‪ ،‬يعترف‬ ‫بعزة وقدرته‪ ،‬في طلبه م�ست�سمحا �إبقاءه �إلى يوم البعث‪ ،‬رغم توعده ب�إغواء الخلق‪ ،‬لتكون الإرادة‬ ‫الإلهية‪ ،‬في �إغواء �إبلي�س بع�ضا من الب�شر‪ ،‬غير الذين هم من العابدين التائبين‪.‬‬ ‫بمثل ذاك الحوار‪ ،‬الأول بين الخالق والمخلوق‪ ،‬تر�سخت في الحيا ِة‪ ،‬قيمة ال��ر�أي وال��ر�أي الآخر؛‬ ‫وذلك لعلم البارئ‪ ،‬وحكمته في الأزل‪� ،‬أن �سي�أتي من فراعنة الع�صر‪ ،‬الراكبين منهجية الفرعنة �أو‬ ‫(الأبل�سة) تلك‪ ،‬بل يتطرفون في منهجيتها‪ ،‬لهذا المنطق والر�ؤية الفكرية‪ ،‬ت�صبح الفرعنة‪ ،‬فكر ًة غير‬ ‫قويمة‪ ،‬ومنهاجا في الأر�ض غير مقبول من ناحية‪ ،‬ومن جهة �أخرى ت�صبح (الفرعنه) منهجا و�سلوكا‪،‬‬ ‫ولي�سيت حالة تاريخية‪ ،‬مح�صورا على قوم في �أر�ض معلومة‪ .‬وكما لكل �أمة ر�سولها‪ ،‬فلكل قوم �أي�ضا‬ ‫فرعونها‪ ،‬بن�سب فرعونية �إبلي�سية متفاوتة‪.‬‬ ‫�إن الأبال�سة الذين جاوءا من بعد‪ ،‬متمثلين حكاما و�سالطين‪ ،‬بمختلف م�سمياتهم‪ّ ،‬بزوا �شيخَ هم‬ ‫إبلي�س في موقفه من فل�سفة الحوار؛ �ضربوا عر�ض الأر��ض وال�سماء‪ ،‬ب�أحقية اختالف ال��ر�أي بين‬ ‫� َ‬ ‫أ�شياعهم‪ ،‬ب�أن عظمة الفكرة‬ ‫الخالق والمخلوق‪ ،‬ف�ضال بين المخلوق ونظريه المخلوق! �إذ لم يب�صرهم � ُ‬ ‫القويمة‪ ،‬والر�أي ال�سديد‪ ،‬ال ي�سريان في غياب قاعدة التحاور‪ ،‬وحق الإختالف والتب�صر‪ ،‬و�أن باب‬ ‫التوالي والوالء‪ ،‬في نهاية الأمر‪ ،‬مكفول ويمكن حدوثه‪ ،‬طالما هناك‪ ،‬بعدا عن فكرة البط�ش والتنكيل‪،‬‬ ‫والقهر والإذالل‪ .‬لكن ه�ؤالء الفراعنة‪ ،‬يع�صفون ب�أي َنف ٍَ�س ي�شهق‪ ،‬في غير ر�ؤاهم القا�صرة؛ ليحكموا‬ ‫على هذه الر�ؤية‪ ،‬وذاك االختالف‪� ،‬إما �سجنا �أو قتال‪ ،‬وي�ضعون مقدرات ما يحكمون في مهب الريح؛‬ ‫لأن الفرعنة لي�ست ق�ص�صا تاريخية تتلى‪ ،‬ولكنه �سلوك ومنهج في حياة الأبال�سة والظالمين‪.‬‬ ‫وحتى ت�أمالت قادمة‪ ،‬لكم فائق االعتبار‬

‫�أحمد يون�س – ملبورن‬ ‫اقامت منظمة الخدمات االجتماعية‬ ‫العربية في فكتوريا ‪ VASS‬اجتماعها ال�سنوي‬ ‫الثاني والثالثين لعام ‪� .2018‬شارك في االجتماع‬ ‫كل من النائب عن منطقة “برودميدو�س” فرانك‬ ‫مغواير ورئي�س المنظمة علي م�صطفى ومديرتها‬ ‫ليلى علو�ش واالع��ض��اء ف��ي اللجنة التنفيذية‪.‬‬ ‫ا��ض��اف��ة ال��ى فعاليات و�شخ�صيات اجتماعية‬

‫وثقافية واقت�صادية وممثلي جمعيات وم�ؤ�س�سات‬ ‫خيرية وو�سائل االعالم‪ ،‬والعاملين في المنظمة‬ ‫والطالب في المعهد التعليمي والمهني وح�شد‬ ‫من �أبناء الجالية العربية والجاليات االثنية‪.‬‬ ‫بداية كانت كلمة لرئي�س المنظمة علي م�صطفى‬ ‫رح ��ب خ�لال�ه��ا ب��ال�ح��ض��ور و� �ش��رح دور وم�ه��ام‬ ‫المنظمة في التوعية االجتماعية واخت�صا�صها‬ ‫في قطاع المهن والتعليم وقدم موجز عن التقرير‬ ‫ال�سنوي والموازنة ال�سنوية المالية‪.‬‬

‫كما تم تقديم عر�ض تمثيلي عن مخاطر لعب‬ ‫القمار وتاثيره ال�سلبي على العائلة‪،‬ثم وزعت‬ ‫�شهادات التخرج على الطالب‪.‬كما تم تكريم‬ ‫ال�سيدة ليلى علو�ش تقديرا لجهودها ون�شاطها‬ ‫الدائم في ال�سنوات الما�ضية والتي �ساهمت‬ ‫في تطور وتقدم المنظمة‪ .‬بدورها �شكرت علو�ش‬ ‫الح�ضور لتلبية الدعوة واثنت على كل العاملين‬ ‫ف��ي المنظمة‪ ،‬ث��م ت��م ت��وزي��ع �شهادات التقدير‬ ‫وال �ه��داي��ا على الم�شاركين والمنظمين لهذا‬

‫الحفل‪.‬‬ ‫يذكر ان المنظمة تقّدم الخدمات والم�ساعدات‬ ‫للمهاجرين الجدد والم�سنين وذوي االحتياجات‬ ‫ال�خ��ا��ص��ة‪ ،‬كما ت�ق��دم اال��س�ت��ش��ارات القانونية‬ ‫واالجتماعية وتنظم ال��دورات في مجال التعليم‬ ‫ك��ال�ل�غ��ة‪ ،‬ورع��اي��ة الأط��ف��ال وف��ي ق �ط��اع المهن‬ ‫الحرة كالبناء وغيره للجالية العربية خ�صو�صا‬ ‫وللمجتمع اال�سترالي عموما‪.‬‬

Cr Carly Moore, who represents Aitken Ward, was elected Hume City Council Mayor by her fellow councillors at Council’s Statutory Meeting at the Broadmeadows Council Chambers at 1 November 2018. Meadow Valley Ward Cr Naim Kurt was elected Deputy Mayor.

‫سابقة قضائية‪..‬‬ ‫سجن رجل ساعد وشجع زوجته على االنتحار‬ ‫ق�ضت محكمة �أ��س�ت��رال�ي��ة بال�سجن ‪10‬‬ ‫�سنوات على رجل قام بم�ساعدة وت�شجيع‬ ‫زوجته على االنتحار‪ ،‬في ق�ضية قانونية‬ ‫يعتقد �أنها الأولى من نوعها في العالم‪.‬‬ ‫و�أ�شار الق�ضاء الأ�سترالي �إلى �أن‪ ،‬غراهام مورانت‪،‬‬ ‫عمد �إلى دفع زوجته‪ ،‬جينيفر مورانت‪ ،‬لالنتحار‪ ،‬طمعا‬ ‫بالفوائد المالية المترتبة على الت�أمين ال�صحي على‬ ‫حياتها‪.‬‬ ‫وفعال‪ ،‬نجح ال��زوج في �إقناع جينيفر بقتل نف�سها في‬ ‫نهاية المطاف‪ ،‬وذلك بحلول عام ‪ ،2014‬ليح�صل على‬ ‫مبلغ مالي قدره ‪ 1.4‬مليون دوالر‪.‬‬ ‫وعلى الرغم من معاناة الزوجة من االكتئاب والقلق‪،‬‬

‫�إال �أن �أطباءها �أك��دوا �أن حالتها كانت قابلة للتعافي‪،‬‬ ‫ما �أثار �شكوكا �إ�ضافية حول موتها المفاجئ‪ .‬وعثرت‬ ‫ال�شرطة الأ�سترالية على جثة جينيفر‪ ،‬ع��ام ‪،2014‬‬ ‫بالقرب من مولد كهربائي‪ ،‬في حين ت�أكد المحققون‬ ‫من �أن غراهام هو من ا�صطحب جينيفر ل�شراء المولد‬ ‫الكهربائي‪� ،‬إذ كان يدرك تماما �أن الزوجة �ست�ستخدمه‬ ‫في عملية االنتحار‪.‬‬ ‫وفي �سياق مت�صل‪� ،‬أكدت المحكمة العليا في مقاطعة‬ ‫كوينزالند الأ�سترالية‪� ،‬أنها المرة الأول��ى التي يحكم‬ ‫فيها على �شخ�ص �أ�شار على زوجته باالنتحار و�ساعدها‬ ‫في تحقيق ذلك‪.‬‬ ‫الم�صدر‪BBC News :‬‬
