Lawmakers press for constitutional amendments

KUWAIT: Lawmakers have been recently pressing for constitutional amendments in order to ‘change’ the performance of the executive and legislative authorities over the coming period. MP Faisal Al-Yahya revealed that a range of constitutional amendments will be proposed to the lawmakers over the coming
period in order to build a consensus so that the amendment is officially tabled before the National Assembly. The MP was quick to affirm commitment to the Constitution, citing Article 4 which stipulates the role of the ruling family and its jurisdictions. Al-Yahya suggested a set of draft amendments which include, scrapping the parliamentary membership of unelected ministers and to increase Parliament seats to 75 members. Similarly, MP Jamaan Al-Harbash of the Reform and Development Bloc disclosed that the bloc has adopted a number of changes to the Constitution which will be included in the Majority Bloc’s agenda for its upcoming meeting. In the same vein, MP Dr. Faisal Al-Mislem revealed that the Development and Reform Bloc will announce the amendments, which include a parliamentary vote on the appointment of a prime minister and the condition that they gain the confidence
Egypt government ‘reshuffle planned’ ahead of poll

CAIRO: The head of Egypt’s ruling military has told parliament speaker Saad Al-Katatni he will reshuffle the government on Sunday ahead of next month’s presidential election, the Muslim Brotherhood website said. “Field Marshal Hussein Tantawi tells Katatni he will reshuffle the government in the coming hours,” the site said. The move came after the Islamist-dominated parliament decided to suspend sessions for a week in protest at the military refusing to sack the government and name the Brotherhood’s Freedom and Justice Party (FJP) to head a new one. A marathon parliamentary election which ended in January saw Egypt’s two main Islamist parties catapulted to the center stage of politics, clinching nearly three-quarters of the 498 seats in the legislature. The FJP, political arm of the powerful Muslim Brotherhood, has been pressuring the Supreme Council of the
Armed Forces ever since to sack the government and name it to lead a new cabinet. But the SCAF, which took over when president Hosni Mubarak was ousted on Feb. 11 last year after a popular uprising, has continued to back Prime Minister Kamal AlGanzuri’s government. “This crisis must be resolved,” Katatni said before the Muslim Brotherhood announcement of a pending reshuffle. “We have a lot of work ahead of us, including (reforming) the panel on the constitution. We have no wish to hamper parliament, but we need a solution, and that’s why I propose that parliamentary sessions be suspended for a week.” Several members of parliament also demanded that the current government be dismissed, before Katatni’s proposal for a suspension was approved by MPs, with parliament next set to meet on May 6. -AFP
TRIPOLI: Libya’s interim ruling council decided Sunday to keep its current Cabinet despite an internal row over dismissing it for alleged incompetence, with a crucial election less than two months away. The head of the National Transitional Council, Mustafa Abdul-Jalil, told reporters the Cabinet will stay in office to ensure the election is held on time. The June vote is meant to choose a 200-member assembly to form a government and prepare for writing Libya’s new constitution. “Time is short, and any changes or new measures could obstruct the election of the national council, which is a date that is most important for Libyans and internationally at this critical phase,” he said. Both the NTC and the Cabinet headed by Prime Minister Abdurrahim El-Keib have faced persistent criticism that they have been ineffective in tackling the multiple troubles facing the deeply divided nation. The NTC has struggled to impose its authority over the country since the overthrow of Muammar Gadhafi. Much of the nation is ruled by tribes and militia forces, and clashes among them have been frequent. Last week the NTC voted no confidence in the Cabinet but failed to agree on who would head a new one. -AP

Sudan declares state of emergency in border areas
JUBA: South Sudan has told the United Nations it will pull all police out of a disputed region bordering Sudan and is committed to halting all fighting with its northern neighbor, but Khartoum declared a state of emergency in some border areas. The conflicting developments on Sunday raised questions whether United Nations appeals for an end to more than three weeks of border clashes between Sudan and South Sudan would bear fruit and avert full-blown war in an oil-producing region. South Sudan, which gained independence from Sudan nine months ago under a 2005 settlement, informed the United Nations that it planned to withdraw all police from the Abyei region, according to a letter from Juba’s mission to the world body. The letter, dated April 28 and seen by Reuters on Sunday, also said South Sudan was committed to an “immediate cessation of all hostilities” - after the African Union ordered both parties to stop fighting.The decision to withdraw from Abyei was taken at a cabinet meeting chaired by President Salva Kiir on Saturday. “All of these acts of peace are being done to reaffirm and demonstrate with concrete measures my government’s true commitment to finding a peaceful solution to the outstanding matters with the ReMore on 4 public of Sudan,” said the letter.

NEW YORK: Microscopic folds increase the power output of flexible, cheap solar cells, a new study finds according to LiveScience. Scientists drew inspiration from leaves to design tiny folds on the surfaces of photovoltaic materials. The team, led by scientists from Princeton University, reported online April 22 in the journal Nature Photonics that the folds resulted in a 47 percent increase in electricity generation. Yueh-Lin (Lynn) Loo, the principal investigator, said the finely calibrated folds on the surface of the panels channel light waves and increase the photovoltaic material’s exposure to light. “On a flat surface, the light either is absorbed or it bounces back,” said Loo, a professor of chemical and biological engineering at Princeton. “By adding these curves, we create a kind of wave guide. China rejects Philippine request for mediation in sea row
BEIJING: China said Sunday it had rejected a proposal by the Philippines for international mediation to resolve their maritime dispute in the South China Sea. China “formally protested after a request for international mediation submitted by the Philippines over the sovereignty of the Scarborough Shoal,” said a statement published on the foreign affairs ministry’s website. The head of the department of boundary and ocean affairs Deng Zhonghua informed the Philippine embassy in China of the formal protest the ministry said. Deng said that given the “Scarborough Shoal is an integrative part of Chinese territory”, the submission “contravenes the fundamental principles of international relations, and also inflicts serious damage on the current international order.” “China demands that the Philippines respects the sovereignty of Chinese territory and does nothing more to aggravate or complicate the situation further,” the statement said. China claims all of the South China Sea as part of its territory, even waters close to the coasts of the Philippines and other Southeast Asian countries. The Scarborough Shoal is only about 230 kilometers from the Philippines’ main island of Luzon, while the nearest Chinese landmass is Hainan province 1,200 kilometers to the northwest, according to naval maps. -AFP
