Global Survey Shows Growth and Diversification of Executive Assignments The Global Relocation Trends Survey by Brookfield Global Relocation Services is considered one of the most reliable and respected sources of global mobility data and trends information. The 2012 survey was the 17th published by Brookfield. The longevity of the survey allows industry professionals to compare and draw references over historical changes. Scott Suvillian, Executive Vice President of Brookfield, shares his insights over the 2012 results and outlook for coming years
biz.hk: What’s the outlook for global assignment of business executives in 2013? Sullivan: Companies are reporting growth in international assignee populations, suggesting that, regardless of regional economic woes, multinational corporations are mobilizing workers to fill skills gaps and develop talent, especially in emerging and developing markets. International assignment / cross border volume into China and the US continues to be strong, however our Global Relocation Trends Survey (GRTS) reported a drop in overall volume slightly under their historical averages suggesting organizations broadening into new markets. We anticipate further diversification in destination locations in 2013 and 2014. Certainly the continued strong growth in the oil and gas industry fuels a portion of this diversity, and the push to locate alternative manufacturing locations to China is also a contributor as well. biz.hk: Which countries or regions will

report strong growth of international assignment in the coming years? Sullivan: While we expect the BRIC countries to continue to be among the top locations in next year’s report, emerging expatriate destinations are no longer concentrated in predictable locations. Companies are reporting many additional countries as top destinations for their international assignments. For example, Malaysia, Spain, Indonesia, Argentina, Kazakhstan, and Colombia were all new destination countries this year and not identified in the past several years of the survey. In addition, we anticipate Australia’s relative insulation from the types of economic troubles experienced in the United States and in Europe, coupled with its mining resources, may contribute to increased expatriate activity to that region in the coming years. biz.hk: Can you comment on the future trends in Europe and the US? Sullivan: In last year’s survey, we were encouraged by the optimism
companies showed in predicting return to positive international assignment growth; but with the prolonged weakness in the US economy and the escalating sovereign debt crisis in some European countries, we were doubtful of that forecast coming true, but it has. The growth data mirrors the economic patterns being reported across the continents. The significant

“Did we miss anything?” increase in actual assignments in 2011 and the optimism for continued growth for 2012 suggest that corporations have adjusted to these unstable environmental conditions and are focused again on the future and growing their businesses internationally.
biz.hk: What are the common steps taken by companies to address the issue of considerable high costs of crossborder relocation? Sullivan: Overall, our data reflects a cyclical approach where companies shift their cost containment strategies, focusing on varying areas in different years, depending on the needs of their business. The most common cost reduction strategies include: • Reduction in policy offerings • Use of short-term and localization policies • Better candidate selection • Negotiation of vendor fees The trend toward a truly flexible assignment type, based on a core of required benefits with flexible optional benefits, appears to have stalled and we believe that this is related to the difficulty of administering this type of policy. Also, companies appear to be shifting their focus and viewing outsourced suppliers less as vehicles of cost savings and more as partners able to offer highly specialized and compliance based expertise. Effective steps to cost management include:
• Assignment objectives requiring formal approval process • Cost estimate • Cost tracking during assignment • Budget variance analysis Companies continue to struggle with appropriately capturing Return on Investment (ROI) noting there was no consensus on what to measure, how to calculate, how to define output, no reliable measures, technology, etc. Given the continued stated importance of ROI, paired with the consistent message that the primary reason for not measuring is that most companies are not sure how to achieve it, there are clearly opportunities to develop better education, concrete guidelines and consultative tools for mobility managers to bring more rigor into this important arena. biz.hk: How are demographic changes affecting the assignment of executives? Sullivan: Companies are revisiting policies and programs to make sure that changing demographics, assignment types, business needs and new locations are effectively supported by mobility. Families that choose not to relocate for temporary international assignments – split families – are increasing in number and require alternative policy options from mobility. There are many reasons why this occurs – the spouse’s / partner's career, the lack of infrastructure to support families in an emerging host location, children or aging parent needs, the short-term nature of the role, etc. Split family support can include: • Property management reimbursements for minor repairs, snow removal, pool cleaning, etc., as the employee is not home to help • Reverse home leave for the family to see where the employee is working and to better understand the employee’s time away and international experience • Increased home visits for the employee • Including the spouse / partner in pre-departure cross-cultural training to provide insights into the
employee's assignment situation and location When looking at the ages of international assignees, this year’s GRTS report notes some shifts from last year. While the age group most represented continues to consist of those who are in the 40-49 year-old group (34 percent), it was down 3 percent from the previous year and comes in at under the historical average of 35 percent. In addition, the 30-39 year-old group also declined 1 percent, from 32 to 31 percent, and came in 2 percent under the historical average of 33 percent. Correspondingly, there was a marked jump in assignees aged 20-29 years-old, from 9 to 13 percent. In the previous reports, we posited ties between difficult economic times and the employment of older international assignees and, while the percentages of those in the oldest age groups, those over 50, stayed the same as last year at 22 percent, this year’s important increase in the youngest age group provides an additional sign of improving economic conditions and optimism as companies send out younger international assignees. Although they are still in the majority, there are far fewer married international assignees than in the past. Given

that the re-emergence of optimism in some segments of the economy is widely divergent and cautious at best, the desire of many families to preserve their two-income status is likely a strong factor in this result. As economic realities continue to remain in flux for many employees with families, it is possible that companies’ current international assignment

programs are not adequately meeting the needs of employees with spouses, causing them to decline international assignment opportunities. In any case, the identification of this as a longer term trend affords companies the opportunity to ensure their policies and benefits are aligned to meet the changing profiles of their assignees. The percentage of single status assignments remains steady. Although there was a slight decrease (from 20 to 19 percent) this year in the number of married or partnered assignees going on assignment not accompanied by their spouse/partner, this percentage remains the same as the overall historical average. The increasing importance of a spouse/partner’s income and the unwillingness to let that go in the present economic environment is critical. Second, as we will see shortly, international assignments are entering into an expanding number of emerging markets and, given that many of these locations may require more than their share of adjustment and pose significant infrastructure and security challenges, employees may be electing to go on assignment alone, leaving their spouse/partner behind in order to avoid these real or perceived challenges. In addition to fewer married assignees, the percentage of assignees accompanied by children is also dropping. In this year’s report, the percentage of assignments with accompanying children is at 43 percent, which is the lowest reported in the history of the survey. The percentage has consistently and slowly declined over time, and sits significantly below the historical average (56 percent). This year’s decrease can, in part, be correlated with the increase in the number of assignees who fall in the 20-29 year-old age group, as noted above, since respondents indicated that a high percentage of assignees in the 30-39 and 40-49 yearold groups were accompanied by children. biz.hk: As economies move up the value chain, is there a growing demand of managerial talents from developing

markets, or in technical fields? What are the implications on the assignees’ packages? Sullivan: Yes. Corporate culture transfer and developing a pipeline of future leaders in emerging and developing markets is a priority for most organizations, but the high level assignees sent to those key markets are often too busy or ill-prepared to successfully meet this objective. Today there is a trend to expand on the “developing local talent” strategy by hiring and training high potential employees from emerging and developing markets and giving them rotational assignments in key locations before returning to their home location to become part of the global leadership pipeline. In some cases, they are targeted to fill senior leadership positions in the home country or region, but also to fill mid-level or earlier career management positions. For some companies this means recruiting the best and brightest young talent straight out of Western graduate programs. For others, it means developing relationships with leading educational institutions in key locations as part of a strategy to build an employer of choice brand via relationships and good corporate citizenship. Different from supporting the traditional international assignee, within these types of developmental assignments, the business unit often requires a more cost effective approach with reduced benefit options: • On-line tools to capture serial assignees’ experiences such as previous assignment locations, language skills, multicultural team competencies, end date of current assignment, etc. • An Efficient Purchaser Index or International Index for cost of living
biz.hk: Based on the surveys in the past few years, what are most common challenges to cross-border relocation? Sullivan: The lack of the right kind of spouse support and the increasing dependence of families on a dual income have recently become more visible barriers to families going on international assignments. The current economy is part of the driver for families deciding to stay behind and retain a spouse’s / partner's income, but also the fact that dual career families are most often the norm today. It is no longer a given that the spouse’s / partner’s career will be put on hold for 2 - 3 years. Companies will need to consider: • Split family support • Rotational or commuter assignments • Finding local roles in the host location for the qualified spouse / partner of critical assignees • Motivating employees and their families with both financial and non-financial incentives The spouse / partners of employees being asked to go on international assignments increasingly have a career and are providing income that is significant to the family’s financial stability. For those spouse / partners who go on assignments, their expectations regarding their roles and responsibilities in the move, and the way the company treats them have become more refined. Companies need to assess their policies and communication strategies to make sure that the dual career status in some families and the support provided to the accompanying spouse / partner do not become mobility inhibitors. A one-size-fits-all spouse / partner support is not enough in many organizations. Spouse / partner support and dual careers have been topics of discussion in mobility for more than two decades.

Setting Standard MiniCo Self-Storage was originally based in Arizona, US before expanding into Hong Kong 10 years ago. Already an industry leader in the US, MiniCo literally sets the standard of self-storage business in Hong Kong. Marilyn Leslie, President of MiniCo, talks to biz.hk about how the industry has changed in the past decade, and offers her suggestions on choosing your storage space

biz.hk: How would you compare the self-storage business in the US with that in Hong Kong? Leslie: The market in the US is obviously much bigger. There are around 35,000 storage facilities in the US. When we first came to Hong Kong, there might be five or six storage facilities. Now, there are probably over 100. Some people say the market in the US is mature but I would go further to say it’s saturated. In Hong Kong, there is enough demand to support more. I don’t think we are close to saturation in Hong Kong but the problem is that the price of the real estate is too high. The customers here are different. Customers here will visit several times before they rent a space because they are going to come and use the facilities. In the US, you store your furniture for three weeks or a month, so you just want a place to put it. There is also a big gap between different storage facilities in Hong Kong. In the US, storage is storage and the facilities are quite generic. In Hong Kong, there is a wide range of the types of storage, the services they provide,

and the quality. biz.hk: How about the customer’s profiles? Leslie: Customers in Hong Kong definitely stay longer. In the US, a college student goes home for the summer so he puts his stuff in storage. In Hong Kong, it’s almost a way of life. Everybody needs a storage unit. Each year, we do a calculation of how many days [of people using our facilities]. We have customers who’ve been with us for over 500 days. We’ve also found that once they’ve enjoyed the benefits of storage, they wanted more. We’ve got people who have seven, eight units. They got one for their books, and one for their clothes, etc. biz.hk: Has the storage market in the US been affected by the economic downturn? Leslie: It has affected the storage business in the US. Occupancy level was definitely down. Business was better in the past eight to 10 months but there was definitely a decrease in new development. Financing was so
difficult [to get] so there just wasn’t any new development. As for the existing ones, they tightened up their belt and kind of ploughed through it. [The market] is healthier now. When I go to trade shows, there are more people around and they are happier. It’s good business in a bad time. biz.hk: Tell us about your expansion into Hong Kong?

Leslie: When we came to Hong Kong, we decided that we are here for the storage business. Even we could buy real estate as an investment and make money on it. But we are here to run a storage business and that’s been our focus. We haven’t really deviated on that. biz.hk: How should the average consumers choose self-storage facilities in Hong Kong? Leslie: In Hong Kong, because real estate is so expensive, I would suggest to look for facilities where you don’t have to worry about them going out of business because they lose the lease. There is enough competition in the storage industry [in Hong Kong] that you can’t just raise your rates to match the price of the real estate. When we first came to Hong Kong, we leased space in Kwun Tong. We did lose the lease and it was a nightmare. Today, we own our buildings so that customers would not have to worry that we may lose the lease and they will be forced to move – and that does happen a lot in Hong Kong. The only reason it’s been so successful for us is that we’ve bought our buildings a few years ago. Security is obviously important. Go to a service provider who can offer you 24-hour security, which is not the same as 24-hour service. For example, we have 24-hour close-circuit TV that monitors the whole building. We also have access keys which keep track of access to our facilities. We have never had a theft in the 10 years that we have been here. We check every floor and every unit every day. We are open from 7am till midnight. We are not open 24 hours just because there is nothing good between midnight and 7am. We are just not comfortable with that. We felt that the risk outweighs the benefits of opening 24 hours. In Hong Kong, self-storage facilities have to be near public transport. All our facilities are near the MTR because not everyone in Hong Kong drives. Talking about convenience, we also have wi-fi service and meeting room facilities available in case our

customers need them. Keeping the storage clean and tidy is critical. Some storage facilities – I say this knowledgably and we’ve done research on this – say they are air-conditioned but they turn it on when it gets hot. That’s not real air-conditioning. We offer dehumidifier units and we keep the humidity below 50 percent at all time. We have air-conditioning which runs 24-hours but we do charge a premium for air-conditioning. Although it is self-storage, service is also what the average customers should look at. In particular, the range of services. Customers should check out providers who can meet their specific needs. For example, we offer mailboxes which are small lockers. You come off the MTR, stop by and get your mail everyday. We have staff that has been with us for four or five years. They are good people and we pay them more. What it means is that our place is cleaner (compared with others) and you will get service when you come. We are not going to lock the door over lunch or nobody is here when you come to make a payment. Our service is consistent. biz.hk: How about delivery and pickup service?

Leslie: All our facilities have parking. In addition, we have a van that we can offer pick up and delivery service. We also partner with several moving companies and they will refer us business. If we have somebody who has a whole household of furniture to store, we’ll put them in touch with the movers.

system will find it difficult. It takes a little bit of time for that child to get used to that. That’s the biggest difference. biz.hk: What does instruction mean in such context? Ann: For example if it is a shoe polishing activity, then there will be a tray with a pair of shoes, or the child’s own shoes, the polish, and the cloth. The teacher actually shows the child exactly how to do it. For every activity, the teacher is the demonstrator and the children pay attention and they get to do it. They’ll do it over and over, and they love to do it over and over.

Learning about Montessori The International Montessori School (IMS) is one of the most sought after schools for both local and expatriate parents. The school which follows the education philosophy by the Italian physician and educator Maria Montessori offers what is likely the most authentic Montessori curriculum available in Hong Kong and is the only one with a “through-train” kindergarten-to-primary program. With about 600 students now, IMS is growing and growing fast. It currently has three campuses in Tin Hau, mid-level and Ap Lei Chau. School founders Anne Sawyer and Karin Ann talk to biz.hk about the Montessori philosophy, their passion about education and the school’s future plan biz.hk: What set the Montessori education apart from other education methods? Sawyer: Montessori was developed by Maria Montessori at the beginning of last century. It was based on research of development of the child and it is a very cohesive and holistic approach to education. It has a very strong pre-primary element that enables the child to learn and develop very strong academic skills as well as social discipline and independence. So that by the time they are ready for primary school, they can go with all the skills. Ann: One of the best-known Montessori’s quotes is “help me do it by myself”. All Montessori teachers

are trained to help the children to do everything by themselves. You will see that in the classroom set-up and the choosing of teaching materials. The classroom actually structures many “practical life” exercises allowing the child to practice things like buttoning, zipping, polishing the shoes, pouring water, and using chop-sticks. All these daily-life activities of the very young age are part of the classroom activities and the children really enjoy doing them. These exercises increase their concentration and through these exercises they become independent. This begins at a very young age. The biggest difference between someone who comes from Montessori
and someone who is not is the ability to take direction of their learning. In Montessori, the environment is structured to help the child start taking ownership. From a very young age, the first thing a child is asked when he steps into a classroom is, ‘good morning, what would you like to do, Jason?’ And the classroom is set up so that Jason overtime will understand how to choose his work. For the older kids, they are given the curriculum that they are following through but within that there is no strict time window. They have the leeway to decide what they want to do and to what depth they want to do it. Many children who come from a different

biz.hk: There are different Montessori schools. What’re the differences among them? Sawyer: Maria Montessori wanted people to use her method so there was never any copyright nor licensing about the Montessori method. But parents can tell a proper Montessori school by asking good questions. For example, is your school affiliated with the Association Montessori Internationale (AMI) – which is the original organization set up by Maria Montessori. Are your teachers AMI trained? Or are they AMS (American Montessori System) trained? We as a school follow Association Montessori Internationale, which is in the Netherlands and it has training centers all over the world. Our teachers are primarily AMI trained. biz.hk: What’s the role of the parents? Sawyer: The role of the parents is to provide the opportunity of your child to be independent at home. Give them a safe environment, and READ! The more you can read to your children and be consistent in your language – don’t speak Chinglish - the better. You either speak Chinese or English. If you have the ability to speak both, have one parent choose one language and the other one choose another language. That gift of bilingualism is a real gift to give to a child. biz.hk: Is Montessori elitist? Ann: The root to AMI is actually not

elitist at all. The first school was set up by Maria Montessori for poor children or children who had special needs. So the origin of the philosophy is the opposite of elitist. It’s about educating everybody. The fact of the matter is that Montessori schools are more expensive to establish because the materials involved are so extensive and very expensive. You can say in a city like Hong Kong where space and everything are expensive, that’s where the issue comes in. But the philosophy itself is extremely grassroots and common.

biz.hk: What’s your teacher-children ratio? Sawyer: We have 25 children in all of our classrooms and two teachers. At the primary school level, the teacher ratio goes up because we have specialist teachers and additional resources at that level. When you want to train your children to be independent, you will want to have as few adults in the classroom as possible. biz.hk: How do you conduct assessment interviews? Sawyer: We do assessment interviews for two-year-old, which is really an assessment of the parents and the child. It is about whether they are meeting normal [development] milestones. Will they be able to settle into the classroom and be independent? It’s because there is no parent in the classroom. You’ll have to be able to go in by yourself. Some children are able to do it by
18-month old, and some children have to wait until they are two-years-and-ahalf. So if we think that you are not quite ready for it, we will ask you to come back when your child is a year older in the following year when there is another intake at the year of age three. The children who come to our playgroup at age two will have priority for a place in age three and they are assessed in the classroom and they don’t have go for the interview. Children who come in after that at any other year will be interviewed. For children who want to go to the playgroup, the earlier they apply the better. The playgroups are where the biggest bottleneck is because if you get in there, then you pretty much have a “through-train” to primary. Our next information session for intake is in mid-October. biz.hk: What about your waitlist situation? Ann: Wait list is a big problem. We have three campuses. In two years, we have already doubled our enrolment from 300 to 600 in our whole network. This one in Tin Hau is our largest one. We have only been here for two years but we’ve filled it very fast because the demand is very strong. biz.hk: Is IMS applying for a permanent campus from the government? Sawyer: We are the only non-profit school in Hong Kong that does not have a permanent campus given to us by the government. This one in Tin Hau is a purpose-built primary school but we are renting it from the Hong Kong Construction Association and all of our three premises are rental premises. We have been participating in the allocation exercise by the government since they’ve started. We are hoping to expand further and have a permanent government-allocated premise. This will allow us to grow further. We’ve grown to 600 children now and we are looking to grow in the next five years to about 1,000. Our expression of interest went in on August 27. Everybody that bid is waiting to see what will be the next step. The result hasn’t been announced yet.

Finding a School Place in the Right School and Getting in With 17 years of experience in education in Hong Kong – first as a teacher of children, then a teacher trainer and now a placements consultant, Ruth Benny, Head Girl at Top Schools Hong Kong, certainly knows enough about finding school places and completing a successful application. As the 2013-2014 application seasons nears, she offers her best tips about international schools and the local system in an interview with biz.hk

uth Benny is not a top banker or analyst. But when it comes to finding school places and applying to international schools, she is an ace strategist. “I would approach this strategically,” she says. “Instead of a business plan, you are writing an education plan for your child.” Despite the perception that finding school places is a serious challenge, Benny says Hong Kong does offer a variety of excellent options. However, it would help if the parents can be more open-minded about what schools they want to send their kids to, what curriculum they prefer, and do their planning early considering the competitive local environment. The opening of the Harrow International School in Tuen Mun and Island Christian Academy in Sheung Wan this year is good news as both schools have indicated that they have reserved places for families who come from overseas. Although Harrow is in faraway New Territories, ICS is on Bridge Street of SoHo – just two blocks from the Central/MidLevels escalators.
School places One of the common problems parents face is the lack of school places – especially at the primary level – on Hong Kong Island. Benny says it is simply not feasible if everyone wants to go to school on the island. “To live in mid-level and go to school in mid-level or the south side is not going to be a walk in the park,” she says. “You only make it more challenging for yourself if you insist on these parameters.” The fact that more companies have moved to Kowloon should have made it easier for families to consider schools in

places like Shatin and the New Territories. “A lot of companies are now in ICC or Tsim Sha Tsui,” she argues. “There are no reasons why those families can’t live in Shatin or Tai Po.” Managing expectation is important. “When I work for clients, my role is managing their expectations,” she says. “It is because I don’t want them to be disappointed. If they are happy with a particular school now, they should be happy with that school four or six years later.” If parents plan ahead, they can consider the local system for their kids. “Personally, I would like to see maybe longer-term expats or people of mixedrace marriages think a little broad-minded and to be able to benefit from some of the different shapes and colors of the different schools have to offer,” she adds. But to succeed on that track, Benny reminds parents to make early planning such as sending their kids to local pre-schools. “If you are thinking about this from birth, then you will know if local school is something for your kids. Put your kids into a local pre-school and expose them to Cantonese early because you can always switch back,” she says. “If you choose a local pre-school, you can always change your mind and go back to an international school but you can’t do it the reverse. If your child is being brought up to the age of six in English, it’s very difficult then to choose a local school.”
Interviews Benny believes playgroups and kindergartens help prepare the child and are a good way for them to become socialized and be ready for going to school. However, it is not “compulsory” because some schools accept children from the age of
three or four. “When the children are attending interviews, they need to be social, make eye-contact and smile, and be able to follow instructions (whether those Ruth Benny instructions are in their first or second language),” she explains. “In interview, the assessors will want to find out about the child’s fine motor skills – can they hold a pencil, can they write their names, etc.” “The most important thing is that the kids have to be well-rounded, and the language skills are extremely important because they need to demonstrate that depending on which school they are applying to.” Moreover, schools take the reports from playgroups and kindergartens into consideration in vetting a child’s application. “They certainly look at the reports. If you don’t put your child into a pre-school, then you don’t have reports to submit to support your application and this is not an advantage,” she adds. In choosing individual school, parents should consider factors such as budget, location, curriculum, class sizes, education approach, and campus facilities. In terms of language, parents should think carefully if they want their child to be truly bilingual. “Language is absolutely critical and it’s too late to start considering that when the child is at the age of four or five. If you want your child to be truly bilingual, then you should think about more structured learning from 12 months in both languages,” Benny says.

Victoria Shanghai Academy (VSA) in Hong Kong is a private independent, non-denominational, coeducational day school established under the auspices of the Shanghai Victoria Education Foundation Limited, a registered charitable body. VSA has grown from the success of the two primary schools of the school sponsoring body, namely, Victoria English Primary School and Shanghai Alumni Primary School. In 1965, the Victoria Kindergarten was founded with the mission of providing high standard education in English and Chinese for Hong Kong children. For over forty years, the School has been well known in Hong Kong for its excellence in academics, character building, and individual nurturing of young people. The School is proud to have been the first IB World School in Hong Kong to provide PYP (Primary Years Programme), MYP (Middle Years Programme) and DP (Diploma - the Pre-University Programme). Facilities
VSA has a state-of-the-art campus on a site of 400,000 square feet in area, conveniently located at Shum Wan overlooking Aberdeen harbor. Facilities on the campus include purpose built, well-furnished classrooms, science laboratories, a humanities room and a language room. We boast a spacious multi-purpose school hall with a capacity of 2000, and outdoor amphitheaters. There are ample sports facilities, such as an indoor swimming pool, ball courts, a running track, a soccer pitch, and a newly built sports centre and gymnasium. An arts floor houses the auditorium, orchestra and choir practice rooms, art, dance and drama studios, a campus TV room, and a fully-equipped Design and Technology Room. The secondary and primary libraries are situated in an independent block on the campus and provide an ideal learning environment, with computers and a self-learning center, as well as a large collection of books.
