In the age of globalization, executives are often asked to relocate to a different city – often in another country – for an assignment. The business of relocation itself is also becoming more sophisticated. Robert Chipman, CEO of Asian Tigers Mobility, talks in a conversation about the changing landscape of international relocation, trends of global mobility and Hong Kong as a destination for expatriates

biz.hk: What is the history of Asian Tigers Mobility? Chipman: The origins of the Asian Tigers Group date back more than 40 years. The mobility business as we know today was at the time limited to straightforward moving of household goods and personal effects. The market then was mostly a collection of small individual companies operating within their own local geographical boundary. The market began to evolve in the late 1980s to early 1990s, and it was no longer enough to be in only one or two markets, no matter how large you became. The business model underwent a transformation for greater scope and scale of operations. It marked the

beginning of an era when regional and even global relocation companies began to emerge on the scene. In the face of a changing market, a group comprising some of the most elite companies in the major Southeast Asian markets decided to work together by forming the Asian Tigers Group. We branched out functionally and began to offer the full range of relocation services, including real estate, school, visa, orientation and other related services. Today, we are in a unique position as a major regional specialist, focusing on the high growth, dynamic economies of Southeast Asia, with a full menu of mobility solutions to the corporate and private markets.

biz.hk: How has the relocation business evolved in the region over the past decade? Chipman: Like many businesses, it has changed enormously and in many different ways. For example, demands and expectations of clients have expanded and become far more sophisticated and rigorous. A generation ago, our performance was judged on how well we moved a household from point A to point B. Today, it is all that but much, much more. There is policy consulting, home search, orientation, and many other aspects that make the business more challenging. Many corporate clients use supply chain logistics or procurement professionals to buy services, and it requires us to raise our game even further. Requirements have also become broader to include environmental initiatives, governance rules, formal quality systems, health and safety as well as data protection laws. Most of them were not around when I started in the business. biz.hk: So, it is way more than just moving boxes of belongings? Chipman: Indeed. Clients are now looking for a far wider scope of services

biz.hk: What do you find most interesting your industry, particularly as an expat yourself? Chipman: I started in the business in 1992, right at the time when all these changes were taking hold. Because of my previous roles in other relocation companies here in Hong Kong, it is a market I know particularly well. The relocation business has changed in so many ways – it certainly keeps you on your toes. The individuals in this industry are among some of the more interesting and colorful characters you’ll find anywhere. They tend to be highly entrepreneurial risk takers, typically bold and understandably proud of what they have achieved. I truly enjoy my industry colleagues even when many are my competitors. As an expat myself, I can easily identify and sympathize with the challenges that many of my clients face. I’ve relocated eight times in my adult life so I know the angst, worry and concern but also appreciate the joy and elation of a successful international posting. biz.hk: What are some of the growing trends in the relocation industry? Chipman: There has been a pronounced move toward more consistent and uniform application of corporate policies. Mobility companies including ours can play a key role in supporting and implementing corporate policies, and we are expected to do just that. There has also been an increase of mergers, acquisitions and consolidations in our industry. Like many businesses, you have to bring a substantial scope and

scale to compete in today’s market. So, small companies in our industry are being pressured to link up with the bigger players. biz.hk: What are the challenges facing Hong Kong as a place for expats? Chipman: The current environment in Hong Kong is quite challenging due to a number of factors. First, China has opened up, so many people who a generation ago would have set up in Hong Kong are now going directly into China. Second, Hong Kong has become one of the most expensive places in which to do business that it is often difficult to justify being in Hong Kong. Third, Hong Kong has reached the critical point where executives often

cannot find international school places for their young children here. Fourth, the environmental quality simply discourages families from relocation to Hong Kong, especially those with small children who may be susceptible to breathing and respiratory problems. The cumulative result is that the number of families exiting Hong Kong has exceeded the number of inbounds for the third year in a row. We also see many more people leaving Hong Kong, not necessarily to return to their home country but to take up assignments in other countries in Asia such as Singapore and Mainland China. An interesting phenomenon is the emergence of a large segment of professional, highly educated Mainland Chinese who have been educated overseas but are now returning on US, Canadian, and Australian passports to pursue their career in Hong Kong and other cities in Southeast Asia. People of this new market segment are often single, upwardly mobile and highly successful. biz.hk: What are some of the most FAQs you get from people? Chipman: There are a few questions that come up quite often: What is the school situation like – can you help me get my kids in school? Where should I live, what neighborhood, and what are the rentals like? Can I bring my car? What about wine? Where can I play golf? All these are easily handled. The question I get that I most dread is: “Is the air quality always like this?”

biz.hk: Is there true value in hiring a relocation company when moving to another country? Chipman: Well, yes – but then, of course, I would say that. Actually, when you factor in the cost of relocating an executive and his family into a new city, possibly a new country, the stakes are just enormous. There are the direct, hard dollar costs, which are easy to measure, but there are also the soft costs, such as disruption to the family, to consider. If a total relocation solution will help the executive to become productive sooner and to help his family to settle in more quickly, then I can absolutely say that yes, it is worth every cent. biz.hk: What preparation work would you advise your clients ahead of moving? Chipman: Like many things in life, forward planning really does help smooth the way. When an individual is faced with relocation, there is a lot on the person’s mind. It is easy to procrastinate, put things off and wait until tomorrow, etc. Don’t succumb to that temptation and get started on that valued inventory list now. Throw out old things you won’t be using in your new residence, separate items that go in your air shipment from what will go in your sea shipment. Do it today. Lastly, don’t bring booze. Drink it up, have a party before you leave, or just give it as a nice present to your favorite neighbor – and don’t try and sneak it in your shipment. biz.hk: What are you most proud of in terms of what you do? Chipman: Asian Tigers is a relocation company that offers the full range of services, from dealing with visas, searching for a home, moving and most everything else in between. We are unique in that we focus on Asia as our home base and we bring an international perspective and outlook with that wonderful Asian flair. Lastly, as owner of the business, I come to the office every day, live and breathe the success of my company, and I take my responsibilities very seriously.

ENLIGHTENMENT AND KNOWLEDGE THROUGH INDIVIDUALIZED LEARNING In 2001, a group of parents in Hong Kong began searching for an education program that would provide for the highest quality academic program, combined with child-centered teaching. They ultimately chose the Montessori Method, an internationally recognized education method with a strong scientific basis and a 100-year history of providing a unique and enriching education. The International Montessori School now serves over 850 children up to age 12. School supervisor Anne Sawyer describes the approach to an early childhood education in a child-oriented, creative and bilingual learning environment

I

n a city inundated with school options, the International Montessori School (IMS) sets itself apart by being the only accredited Montessori primary school in Hong Kong based on a set of criteria applied to its sister schools around the world. Founded by a group of parents coming from around the world, IMS was birthed out of a desire to give children a different educational environment. The idea originated with Maria Montessori in 1929, a curriculum as defined by the Association Montessori Internationale (AMI) and is a challenging academic environment that places heavy emphasis on “independence, freedom within limits, and respect for a child’s natural psychological, physical, and social development.”

The origin Supervisor Anne Sawyer, a mother herself of children who have gone through the Montessori curriculum, co-founded the school alongside Karin Ann, who is the current Principal. Both came equipped with business backgrounds, the former working at a Fortune 500 corporation and the latter in banking and finance.

“Back in 2001, there was a group of parents who wanted something different for our kids. We started looking at all these different schools, and every school had something that was unique to them, but nobody really had the whole package,” Sawyer says. “We wanted individualized learning that was truly centered on the child, and bilingual. Those were pivotal for what we were seeking.” Sawyer, whose father was a doctor in the US Army, attended 13 different schools in three different continents in her lifetime. From ages 9 through 11, the school she happened to attend was an AMI school at the upper primary level, before returning to the US and onto the British system. While in England, her inquisitiveness in classes and ability to contextualize historical events made her obviously different from her peers. “My teacher in England said, ‘You think differently. When you get to university, you will actually learn to integrate everything.’ But I had already learned how to integrate my knowledge and have had that desire from my Montessori experience,” Sawyer says.

Child-focused While the parent group was examining all the different types of schools, Sawyer recalled her experience learning with the Montessori curriculum and her teacher’s comments popped into her head. Though she had only been 9 years old at the time, the experience left such an impression that she later shared it with the other parents, who mostly were not aware of the program. Originally, they examined the international baccalaureate primary years program (IBPYB), which at the time was the “new thing” that was individualized, allowed children to inquire, and was based on their own motivation to learn. The difference, though, was it didn’t have an outlined curriculum. “What I did was I showed how Montessori had all of these same

pedagogical bases that we wanted, yet I knew for a fact, because I had done it, that the curriculum worked and that it gave the adaptability to be able to go into whatever school system came next,” Sawyer says. With the knowledge that students could go onto secondary schools either in the competitive Hong Kong landscape or elsewhere in the world, parents wanted their students to be successful no matter where they landed. The Montessori method would give them the most structured and integrated curriculum (with over 100 years of research-based curriculum) that was in place and had a proven track record. “They’d have the skills to be able to think laterally, investigate questions such as ‘What am I going to do next,’ ‘How do I use the relationships that I have,’ ‘How do I access my teachers’ expertise,’” says Sawyer. “Those are the things, especially among secondary school teachers, that they really like. “The student wants to know something from me and isn’t just sitting there passively learning,” she adds. “You’re the child that I really want, and those are the factors that make children successful in secondary schools.”

Nowadays, the school has grown to include three campuses on the Hong Kong side and is the school of choice for more than 850 students, ages 2 to 12. The sprawling campus in Tin Hau is home to the Montessori Primary Years program, and two intimate campuses play home to the youngest children in South Horizons and the Mid-Levels. “When they’re thinking about Montessori, people often think about the kindergarten level, but what we’ve done is the primary level. Our focus has always been on the primary,” says Sawyer. Sawyer pointed out concrete evidence that Montessori students reaped ongoing benefits from their education. In a longitudinal study of a Montessori program in Milwaukee public schools during a four-year span, students were found to have significantly higher scores. “This is a scientific 20-year study that shows how children who went to

The Casa dei Bambini program was for children aged from three to six teaches children to work individually and together in small groups, with every classroom including a native English speaker and a native Mandarin speaker. The school started with only three classes, then SARS struck. All of the school’s cleaning procedures hark back to that, Sawyer says. However, it didn’t stop the school from growing exponentially, and they doubled the number of students by the following year.

Montessori from at least age 3 up to at least age 12, many up to age 15, how they did when they were actually doing high school level standardized testing in the United States,” she points out. “Basically what they found was in the math and sciences, there was a statistical difference – that Montessori kids have this benefit.” Additionally, students had comparatively higher overall grade point averages (GPAs) than their peers.

Bilingual education Also unique to IMS is the foundational bilingual education in both English and Mandarin Chinese, a crucial step during the early years of childhood to develop fluency in both tongues. According to Sawyer, the Chinese track is modeled after the typical native language experience, meaning it is firstly an oral education, for which

children are taught through rhymes, stories and songs. As they advance, they are introduced to reading, writing and, eventually, grammar. There are two streams of Chinese learning, which are Mandarin at a near-local level and then that of a second language. When asked about the number of places that the IMS has made available for incoming students, Sawyer emphasizes the commitment that the school has for admitting as many qualified students as possible, going so far as to interview students who are overseas via Skype and giving provisional offers. In April 2013, the government approved a campus in Stanley in Phase III of the Ma Hang Estate for IMS to expand. Currently, the campus is undergoing renovation, and they plan on letting parents know a clear solution to their Tin Hau campus within the next year. With the upcoming move to
