Answer to the learning question • How can a municipality prepare for the upscaling phase? • Choose a city-wide scope from the start, so develop an approach that you can later repeat per neighborhood • Use a bottom-up approach, so that you can create customized solutions for the specific context of the neighborhood, via the residents • Involve not only external stakeholders from the start, but also the (later on) relevant departments of municipalities(!)

• Applicable in other large cities (existing neighbourhoods) • Not for new neighbourhoods (utilise higher potential for change) • Not for smaller municipalities

Re-contextualisation of lessons learned

• The Hague: experiment in existing neighborhood • Not an externally funded project, but a redevelopment project • Also opts for a bottom-up approach • But has (still) a clear city-wide scope (of the experiment) • Learning agenda created (learned!) • Other departments are included from the start (learned!) • Have party that 'measures' (traffic) impact

Rotterdam Developing and Designing “the Machinist” by FSD. Mainly medium-priced rental properties Residents, visitors and local residents can use the Leav service app for mobility.

Residents can also exchange other products/services, such as a drill, a babysitter, a home workplace.
