National authorities should adapt national parking legislation, so that it is no longer counterproductive in terms of SUMP integration, this can include: a. Enforcement can be carried out legally by third parties. b. Higher fines for illegal or improper parking can be decided locally. c. Municipalities can fix maximum car parking allowances for off street parking in their parking standards, or parking standards have the legal option to lower requirements if transportation alternatives are available. d. Minimum standards for high quality bicycle parking facilities

2. SUMP (national) guidelines should require push and pull parking measures (a condition sine qua non ) for cities a. Stand still principle : the adaptation of SUMP goes along with at least NO LONGER expansion of on-street parking in the city. Even better are targets for a gradually removal of on-street capacity. b. Pricing: off-street parking should be cheaper than on-street parking. c. Minimum (car)parking standards should be replaced by maximum standards. d. Parking should be considered in a ‘sustainable’ way in every built environment project. e. ParkPAD as a participatory audit tool to discuss and manage a better parking policy and it’s integration into SUMP*. f. Earmark revenues from parking into sustainable mobility. g. Make parking smart(er) by gathering/using inter-operational data. h. Parking should be considered a more ‘integral’ policy: not only being focused at the car, also bicycle, AV in the future, UBERs, micro-mobility, spatial planning, UVAR…
