Traffic & water management

(Verkeer- en watermanagement)

Ensuring safe and smooth flow of traffic 3/24

David van Baarle • Director road traffic management Rijkswaterstaat – 3000 km of highway – 750 bridges – 24 tunnels – 5 traffic control centers

4/24

Vision traffic management 2030 • Developed with Ministry of Infrastucture and Water Management (IenW) • Goal: A robust network through traffic management, enabling road users to travel well informed and trust travel time predictions.

5/24

Vision traffic management 2030 • Digitalization of traffic management if possible and necessary • Stimulate in-car information provision • A larger share of vehicles with ADAS & connectivity

6/24

Program

1. Safety in a challenging environment 2. Target specific traffic management 3. Data driven solutions for optimization

7/24

Statement Overhead matrix signs help road users in complex traffic situations to safely travel from one place to another, therefore matrix signs will be an important part of traffic management for a long time (>2030).

= AGREE 8/24

Statement Road users and/or future autonomous vehicles should be obligated to use a navigation system (mobile/built-in) during their trips to enable digital traffic management.

= AGREE 9/24

Statement Anonymous (probe) vehicle data should be free to use for public and private parties to optimize their processes, even non-safety related data.

= AGREE 10/24

Closed lane negation • Enforcement through CSO status of traffic officers – Camera assisted digital notepad

• Using loop detection data to improve safety with closed lane negation

Target specific traffic management 15/24

Replacement & Renovation of major bridges and tunnels • Infrastructure from the 60s. – Increase in car ownership: ▪ ▪

from 41 cars/1000 residents (1960) to 494 cars/1000 residents (2019)

• Result: Infrastructure end-of-life

Roadworks: targeting nuisance Smart planning Smart building Smart travel

(NL:Hinderaanpak)

Combining roadworks Short but heavy nuisance Providing alternative travel options + communication

18/24

Target specific traffic management: Corona – Previously: Mobile DRIPS (Dynamic Information Panels) were placed near the border to inform cross border travelers. – New: Targeted advertisements to inform vehicles close to the border likely to travel – Future: voice-messages?

19/24

Data driven solutions for optimization 20/24

22

Extreme weather conditions • Road sensors steer de-icing operation • (Probe) vehicle data assisting asset management – Using data models on weather prediction for road-specific warnings

21/24

Data turbo pipeline - Optimizing traffic officer positioning • Optimizing traffic officer positioning • Using historical incident data • Machine learning algorithm

• Application based communication with traffic officer 22/24

• Recap on vision traffic management 2030:

Conclusion

• A robust network through traffic management, enabling road users to travel well informed and trust travel time predictions.
