“Development cannot be sustainable unless disaster mitigation is built into the development process. The Yokohama Strategy (1994) emphasized that disaster prevention, mitigation and preparedness are better than disaster response in achieving the goals and objectives of vulnerability reduction. Vision 2020 is to build a safer and secure India through sustained collective effort, synergy of national capacities and people’s participation. Disaster response alone is not sufficient as it yields only temporary results at a very high cost. Prevention and mitigation contribute to lasting improvement in safety and are essential to integrated disaster management.

Emergency Service Personnel
Sudden onset, dangerous and potentially life threatening. Need for better integration of emergency services. Low awareness of emergency helplines. Need for Policy changes and inculcating basic etiquettes in people (such as making basic first aid training mandatory, and putting in place a proper certification for paramedics etc.)
WHAT CAN WE DO AS DESIGNERS?
No delivery mechanisms for existing information. Need for a scalable solution. Understand the psychology of people facing the emergency. Create a better connect between the helplines and people . Develop reflexes so that they are mentally prepared to handle emergencies.
Mobile app for crtical emergencies.
When you find yourself in an emergegency (such as a house fire), go to the ICE app on your smartphone.

From your pre-set scenarios select the emergency situation you are facing.
The app lets you send an SOS message to your pre-set emergency contacts if you want.

You can also dial the helpline using the app itself.
The relevant emergency services will be on their way to help resolve the situation.
