The International Yoga Day was celebrated in Vijayawada with Chief Minister N Chandrababu Naidu, a Yoga enthusiast himself, performing asanas along with other Ministers. Yoga for a healthy life, the Chief Minister asked each and everyone to practise Yoga for a disciplined life, and maintain good diet. “Yoga will not only give mental peace and relieve us from stress, but also help to achieve the goals. I practise different ‘asanas’ every day,” the Chief Minister said. He felicitated Jyothsnavi, who performed on the occasion. The Chief Minister released books titled Samanya Yoga Sadhana and Yoga Vignanam on the occasion.

Politics of DePravity

P

olitics has become a destructive vocation for some in Andhra Pradesh. They are willing to go any extent to score brownie points against those at the helm in the Government. In this unholy pursuit, nothing is sacrosanct for them – not even the future of five crore denizens of the state that is just emerging out of the dark shadows of bifurcation.

Even then, it came as a shock to all sensible people when news broke out that some unnamed people claiming themselves to be farmers of Amaravati dashed off a sinister letter to World Bank against sanction of a loan sought by the Andhra Pradesh Government for the upcoming capital. It is shameful that some vested interests should have made backdoor attempts at putting spokes in the construction of Amaravati, mandated to be the cultural as well as economic bedrock of Navya Andhra Pradesh. The State Government has sought Rs 4,600 crore from World Bank to “build sustainable urban services and capacity of urban institutions for the development of Amaravati Capital City.” The self-styled farmers reportedly alleged that they were likely to be harmed by the Land Pooling Scheme. It is such a travesty of truth because land pooling was not a secret exercise, but was carried out transparently and in full public glare with farmers voluntarily joining the scheme. But, this is not the first time that such sly attempts were made to somehow stall the capital construction. From inciting local farmers, filing petitions in the National Green Tribunal, sending mails to even foreign governments to carrying out negative propaganda on every available platform, no attempt was spared in this obsessive agenda of stopping Amaravati in its tracks.

The World Bank has made it clear that the registration of complaint implies no judgement concerning the merits of the Request for Inspection. The CRDA of course will help clarify every single query of the lending agencies.

But what is extremely distressing is the unsettling fact that the naysayers lack any scruples. They are ready to throw the baby because of their prejudice for the the bathwater. The people should beware!

AMARAVATI set to turn SMART Development Authority (AP-CRDA) to MoUD with the estimated overall project cost pegged at about Rs. 1,875 crore, including a combined (Central and State) grant of Rs. 1,000 crore, on March 31, 2017. Minister for Municipal Administration P Narayana said that the stage has been set for the transformation of Amaravati into one of the world’s top five Smart Cities. In addition to the funding by the Central and the State governments, another Rs. 500 crore to Rs. 1,000 crore is proposed to be raised through public-private partnerships.

The other cities which already made it to the smart city list are Visakhapatnam, Kakinada and Tirupati in the list announced by the Union ministry of Urban Development.

The Amaravati Smart City proposal was moved as a special case as the city is yet to take full shape. But the Central Government was of the view that building a smart city from scratch was easier compared to retrofitting the existing ones.

The green building, smart electricity grid and various other initiatives taken in the State have apparently tilted the scales in Amaravati’s favour. According to official sources, Amaravati was included in the list of cities eligible for participation in the Smart City Mission scheme at the time of the 2nd round of submission of proposals itself but it missed the opportunity narrowly due to the greenfield nature of the project. A revised proposal was presented by the AP Capital Region

Amaravati will now be developed into a Smart City starting with a 650-acre extent titled the ‘People’s precinct’ adjacent to the Government Complex in a mixed-use model in line with the best practices being adopted from Foster + Partners (F+P) . The government planned to replicate the concept across the Capital region once the proof of physical and financial sustainability of the development of ‘People’s precinct’ is demonstrated. Minister Narayana said the Centre is giving Rs.100 crore grant to the smart cities and the State is granting the equal matching fund. He said that the Government lined up several projects to develop Visakhapatnam with Rs 200 crore and Tirupati with Rs 100 crore.

Meanwhile, AP stood number one in the country in urban reforms thanks to the various measures introduced by the State Government in urban administration. He said that the State has introduced e-governance, double-entry accounting system, urban planning, building bylaws prompting AP to secure 96.96 points. Reforms were initiated in all the 13 wings as proposed by the Centre. "We got 100 per cent marks in 10 wings and little less in three wings resulting in securing a total of 96.96. Otherwise, we would have got 100 out of 100 in all the wings," said Minister Narayana. He said that Orissa stood in second slot with 92 points. Others who received the incentive fund in order of merit were; Odisha (95.38%), Jharkhand (91.98%), Chhattisgarh (91.37%), Madhya Pradesh (90.20%), Telangana (86.92%), Rajasthan (84.62%), Punjab (77.02%), Kerala (75.73%), Goa (75.38*), Mizoram (75.00%), Gujarat (73.80%), Chandigarh (72.73%), Uttar Pradesh (70.67%) and Maharashtra (70.52). Meanwhile, a delegation from Andhra Pradesh made a visit to State capital Gandhinagar in June last week to study aspects like architecture and administration to be replicated in their capital city Amaravati. The team led by AP Urban Development Minister P Narayana flew down to Gandhinagar and visited Gujarat Assembly, Swarnim Sankul-1 and 2, Mahatma Mandir and Gandhi Memorial.

COMING UP IN AMARAVATI

A

maravati is gearing up to become a world-class city, as the State Government woos many institutions to set shop in the upcoming capital. The State has alloted 996 acres of land to a dozen institutions to set up educational, health and other bodies at a projected cost of Rs 17,808 crore. "Work is in full swing to create a world-class infrastructure for Andhra Pradesh's new capital Amaravati. A dozen institutions have been allotted 995.5 acres of land in Amaravati for projects worth Rs 17,808 crore," an official of the State Government told the Economic Times.

The official said these projects will create 32,726 jobs and the 12 institutions to come up will involve government as well as private bodies and include Rs 7,100 crore projects from Vellore Institute of Technology

(VIT) University and SRM University. Besides, Amrita University and IndoUK Institute of Health have been allotted land at a cost of Rs 3,200 crore. In addition, BR Modi City Health Care & Research is building its campus at an estimated cost of Rs 5,450 crore, the official said. Land has also been allotted to Reserve Bank of India, Central Public Works Department, Central Institute of Design Tools, National Institute of Designs and AP Human Resources Development Institute, among other government institutes.

An official statement said a Singapore consortium will form a project SPV - Amaravati Development Partner (ADP) with Amaravati Development Corporation (ADC).

In May, the Andhra Pradesh Government inked a pact with Singapore for developing an area of 6.84 km at capital Amaravati as startup area in phases.

The Singapore consortium will have an equity participation of Rs 306 crore (58 per cent) while ADC will have Rs 222 crore participation (42 per cent).

each about 5 years," an official statement said adding that estimated benefits include 2,50,000 jobs while contribution to GSDP will be Rs 1,15,000 crore.

‘Mana amaravati’ app

‘Mana Amaravati’, an app that allows the owners of allotted plots (in the Amaravati capital region) to reach out to investors in any part of the world and get a better deal for the sale, lease or joint development of land parcels, was launched by Chief Minister Chandrababu Naidu. As of now, there are 20 services integrated into the ‘Mana Amaravati’ application. This ‘buy and sell’ module in the app is a way to give back to all the farmers who gave their lands for the capital Amaravati’s development. Through the app, all the plot owners who have been allocated lands can log into app and publish their plots for sale, joint development or lease. Another feature in the app is the ‘know your plot code’, with which a user can enter his/her Aadhaar number and know the allocated plot details.

British interest in investment

The British High Commissioner Sir Dominic Asquith met Naidu to discuss the interests of British companies for investment in Amaravati. The meeting was attended by representatives from British firm TransStadia, one of the largest water treatment companies from Britain. Officials from TransStadia spoke to Naidu with regard to setting up a convention centre in Amaravati, similar to StadiArena, which was recently completed in Ahmedabad. The proposal included facilities for around 60 sporting activities, and an indoor arena that can seat 4,000 people. Naidu asked the officials to coordinate with the AP Government to finalise the land allocation at the earliest so that work can be commenced, a press statement said.

NaiDu lauNches MsMe corPoratioN

hief Minister N Chandrababu Naidu said the Government has plans to construct a MSME Bhavan at Amaravati in 15 acres. The bhavan would be the centre for the development of MSMEs. A Research and Development (R&D) wing, training centre, advanced and latest technologies across the globe would be provided there, he said. Earlier, he launched the logo of the Andhra Pradesh MSME Development Corporation, in a bid to encourage the micro, small and medium enterprises (MSME) sector. The corporation, with a corpus of Rs100 crore, would help the MSME entrepreneurs in marketing, branding, skill development and quality improvement of products. The Government has allocated funds of Rs 100 cr and also 15 acres of land to MSME AP which would assist the small scale industries to flourish in the state. Showering many sops on the sector, Naidu assured the MSME entrepreneurs that there would not be any upward revision of power tariff for MSMEs. In fact, if required, the government would reduce the power tariffs, he said amidst a big round of applause at the MSME day celebrations. The Government introduced a single window clearance policy with a view to boosting industry in the State. It was necessary to fine- tune it further. The Government was toying with the idea of introducing random and combined inspections to simplify clearance procedures. Except statutory clearances such as pollution, all other clearances would be given in real time. To hasten and streamline the process, the government intended to set up District Investment Promotion Council in each district, he said. “The MSME sector will be accorded top priority while distributing the subsidies to the industrial sector. Also, the subsidy will be given in time,” he said. Outlining the growth of the sector in the State, Industries Minister N Amarnath Reddy said that the government had plans to develop MSME parks in every Assembly constituency. Necessary lands had been identified in 101 Assembly constituencies. A policy to revive the sick industries was also being prepared. A budget of about Rs160 crore would be earmarked to revive the sick MSMEs, he added. The Industries Department entered into Memorandum of Understanding with eight firms. The Chief Minister gave away awards to successful MSME entrepreneurs. The State signed MoUs with various agencies to mentor, support MSMEs & provide entrepreneurship and employment opportunities for all.

CM RELEASES GODAVARI WATER TO KRISHNA DELTA

armers of Krishna Delta are a happy lot with Pattiseema project making their life easier. The water from Pattiseema has now become the lifeline of the delta farmers, who otherwise suffered year after year as the water in Krishna river virtually got reduced to a trickle with too many projects upstream. This year too, Pattiseema water has come to the rescue of farmers in 13 lakh acres in four districts in the Krishna River Delta. Chief Minister N Chandrababu Naidu released water to Krishna delta from Krishna eastern canal head sluice near Prakasam barrage in Vijayawada on June 27. The Chief Minister released water after performing puja. Speaking on the occasion, Naidu said that by releasing water early, the crops in the delta can be saved from cyclones.

Andhra Pradesh would have suffered irreparable loss if the Telugu Desam Party buckled under criticism of rival political parties and failed to build

the Pattiseema Lift Irrigation Project (PLIP), said the Chief Minister. Naidu recalled how several political leaders had challenged him when he proposed the construction of the PLIP to provide timely water to 13 lakh acres spanning across four coastal districts. “They said it was impossible to build the scheme in one year and some of them offered to take political sanyas if the project was completed in the stipulated time,� Naidu said. Twelve pumps of the PLIP were switched on to lift water from the Godavari into the Polavaram Right Main Canal (PRMC) a few days earlier. About two tmcft is said to have reached the Prakasam Barrage since then. This was necessary because no water is being released from Nagarjunasagar as all reservoirs on the Krishna are almost empty. If water is released late, cyclones that usually ravage coastal Andhra during November, will cause losses to farmers. Because there was no water in the Krishna there was ingress of ANDHRAPRADESHMAGAZINE.ORG

The linking of the two rivers yielded such great results that farmers of Karamchedu in Prakasam district thanked him as they got double the yield in just one crop. Naidu said the progress of various irrigation projects was being closely monitored. Naidu said the head sluice from which he released water to the Krishna Eastern Delta was 112 years old. And this was the last time that water would be released from it because the newly constructed head regulator would be commissioned from the next season. Naidu said he felt tremendously honoured that he could release water on Eid, a day of celebration for Muslim brethren. Besides strengthening supply to Krishna delta, the river-linking lift irrigation project effectively tapped at least some of the water from the mighty Godavari river. The Government finished the PLIS and bridged gaps in the 177-km Polavaram Right Main Canal to facilitate its flow into Krishna delta. The Government completed the project in a record time despite the efforts by political rivals to prevent farmers to give up their land needed for the project.

A

ndhra Pradesh has emerged as the first state in the country to exhaust all the seats allocated to it under the India BPO promotion scheme (IBPS) for setting up business process outsourcing (BPO) units in rural areas. The state was allotted 2,200 seats under the scheme, but with the rising demand from companies to create more seats an additional 850 have been allocated, according to a report in Business Standard.

“The initial seats allotted to Andhra Pradesh have already been filled up. The response has been quite good. There is provision for over allocation in the scheme ,” said a senior official of Software Technology Parks of India (STPI), the nodal agency for implementing the scheme. The target under the scheme is to create 48,300 BPO seats across states and Union territories (UTs) based on population percentage according to Census 2011. Metro cities such as Bengaluru, Chennai, Hyderabad, Kolkata, Mumbai, National Capital Region (NCR), and Pune, along with their urban agglomeration were excluded. Of the total seats to be created, 18,160 allocations have been made in the country, according to the project’s official website. The central government had approved IBPS under the Digital JULY 2017

India Programme to create 150,000 employment opportunities and promotion of BPO/ITes operations across the country, to secure balanced regional growth of the industry, with an outlay of Rs 493 crore. The scheme provides capital support along with special incentives up to Rs 1 lakh in the form of viability gap funding (VGF). About 15 companies have proposed to set up BPO centres in Andhra Pradesh, including Karvy Data Management Services and Omega Healthcare. Apart from Andhra Pradesh, the response in Tamil Nadu has also been satisfactory. Against 2,800 seats earmarked for Tamil Nadu, only 100 seats were left to be allocated, added the official. In the UT category, Chandigarh and Puducherry have exhausted all seats allotted to them. Chandigarh and Puducherry were given 100 seats each. Uttar Pradesh, the largest state by population, was allotted 8,800 seats under the scheme and 2,830 seats have been allocated to the companies, according to the latest available figure. The response in states such as Jharkhand, Gujarat, and West Bengal has been very poor. Similarly, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, Andaman and Nicobar Islands and Goa are yet to open their account.

first-of-its-kind hub to nurture ceramic tile manufacturing units has been undertaken by the State. The Chief Minister laid the foundation stone for a ceramic cluster at Thatiparthi in Thottambedu mandal of Chittoor district. He laid foundation for Kajaria Bathware, Floera Ceramics and Somany ceramics manufacturing plants. Floera Ceramics was founded by woman entrepreneur Manthena Venkata Visalakshi Ramaji, who, along with noted ceramic engineer Rajani Kumar, formed this joint venture with Kajaria Tiles, supported by its directors RK Sharma and Vishal Rastogi. The sprawling unit is established at the Andhra Pradesh Industrial Infrastructure Corporation’s (APIIC) 150-acre site in Srikalahasti constituency. Initiated with an estimated outlay of Rs 283 crore to produce 35,000 sq m of vitrified floor tiles a day and create 1,000 direct and 10,000 indirect jobs, the unit is expected to launch the first phase of manufacturing by September 2018. After commissioning of the second and third phases, the unit will churn out 90,000 sq m of tiles a day, considered the highest in the industry. Naidu expressed happiness at the leading brands like Kajaria, Floera and Sudha Somani expressing willingness to set foot in the ceramic cluster. The CM predicted lakhs of jobs to rain on the State when the 1,523 Memoranda of Understanding entered into by the State materialised.

Recalling the arbitrary manner in which the Congress divided the unified State of Andhra Pradesh three years ago, the Chief Minister said he was striving to get the Centre to deliver its promises to the State. He expressed confidence that the BJP-led NDA government would stand by its commitment to give more funds in the package than what was envisaged under the Special Category Status. Naidu said the TDP had tied up with the BJP to fight against the Congress, which ruined the country. The Congress, he said, had chosen to divide unified AP without taking the people into confidence, to serve its own interests. Devoid of a capital city and with a revenue deficit of Rs

Declaring that the ‘Deepam’ scheme had reached saturation point, he said the State government had provided 26.35 lakh cooking gas connections at a highly subsidised price to women from the urban and rural areas. During his hour-long address, Naidu touched upon various issues, from the division of the State to the circumstances that prompted the Government to accept the special package instead of the Special Category Status. He gave a detailed account of various welfare schemes being implemented in the State and called upon the people to continue to support him and his Government.

Calling upon the people of the State to make a visit to the sites of capital city Amaravati and major irrigation project Polavaram at least once, Chief Minister said that it would be a moment of pride to witness the massive constructions of the generation during the works in progress.

The CM said that we had collectively achieved certain goals last year and now we will work harder in the areas where improvement is needed and will ensure that new initiatives are introduced in the process. The following pledges were taken on the occasion:

“We haven’t seen the construction of Nagarjuna Sagar, for that matter any major project, in our lifetime. Now, we got a chance to witness the building of both Amaravati and Polavaram, which would provide a special place for Andhra Pradesh in the world map,” Naidu said addressing a public meeting, during ‘Maha Sankalpam,’ the valedictory of the week-long Nava Nirmana Deeksha.

- Let us all pledge our commitment towards achieving a 15% growth rate in financial development and ensuring that the per capita income goes up to 1.47 Lakhs annually.

ata Trust has joined hands with the Andhra Pradesh Government to accelerate the Rural Prosperity Mission, in which the World Bank is a strategic partner. An MoU was signed between the Tata Trust and the Society for Elimination of Rural Poverty (SERP) of the State Government in the presence of the Chief Minister N Chandrababu Naidu in Vijayawada. World Bank is supporting the CM’s vision of ensuring a net income of Rs. 10,000 per month for each self-help group (SHG) household. A Centre of Excellence for Rural Prosperity will be established to study and catalyse practical applications of technology across agriculture, horticulture, animal husbandry, fisheries, handloom and non-farm enterprises, according to a press release. All the relevant technology, strategy and capacity building will be supported by a collaboration of the stakeholders, World Bank, Tata Trusts, SERP and AP State Development Planning Society (APSDPS). Training in enterprise and business sense will be provided by International Labour Organisation (ILO) and Kerala-based Kudumbashree, while skill development, training and placement facilities will be supported by IL&FS.

The AP Government intends to provide every citizen access to their health information through digitisation. A Knowledge Command Centre will be established, to help coordinate the HIE procedures. In addition the information would be used to prevent or tackle epidemics. Jitendra Sharma, Advisor to GoAP (Health and Medical Technology) said, "Digitisation will help identify disease hotspots, which can lead to early interventions, and will significantly lower the rate of hospitalization." This agreement is valid for three years and will cost the State Government Rs. 18 lakhs per month, a release said.

A significant step was taken mid-June when the Railway Minister Suresh Prabhakar Prabhu, and Andhra Pradesh Chief Minister N Chandrababu Naidu, launched various rail infra developmental works, including laying of foundation stone for Wagon workshop Vadlapudi and Augmentation of Diesel Loco Shed, Visakhapatnam through video link from Tummalapalli Kalakshetram, Vijayawada.

The foundation laying ceremony at Visakhapatnam was organized in august presence of Gajuwaka MLA Palla Srinivasa Rao, Divisional Railway Manager - Watair Mukul Saran Mathur and ADRM Ajay Arora. According to Mathur, a lot of rail infrastructure development activities being taken by railways, which is the largest transporter of goods and traffic, Wagon POH workshop at Vadlapudi will reduce wagon turnaround and will help Railways to generate additional revenue; the augmentation of the infrastructure facilities of the largest Diesel Loco Shed in Indian Railways at Visakhapatnam, presently holds a fleet of 285 locomotives and 79HHP locos, will enhance the holding capacity of HHP locos to 100.

Salient features of the Projects: Wagon Periodical Over Hauling workshop: Waltair Division of ECoR being the hub of freight transportation, there is demand for Periodical Over Hauling (POH) of Wagons for 200 wagons per month. At present, the POH of wagons of Waltair Division done at Rayampadu Wagon Work Shop (SCR), Raipur Wagon Workshop (SECR) and Kharagpur Workshop(SER).and Wagon POH workshop at Vadlapudi will reduce wagon turnaround and will help Railways to generate additional revenue. The new Wagon POH workshop at Vadlapudi, Visakhapatnam sanctioned in 2015-16 Railway budget with sanctioned cost of Rs 213.97 crores and it will cover 240 acres, railway land available at Vadlapudi. In 2015 Railway Board entrusted Workshop Project Organisation, Patna for execution of the work, later handed over to RVNL (Rail Vikas Nigam Limited) in 2016. The layout and drawing of the project finalized in 2016 and the detailed estimate sanctioned in April JULY 2017

2017 . The value of detailed estimate is Rs 328.81 crores (Civil Engg: Rs 137crores; Mechanical: Rs 126 crores; Electrical:Rs 22crores; Signal& Telecom: Rs 8 crores and Miscellaneous Rs 36 crore. Status of Tender: Published on 06.05.2017 with tender opening date 20.06.2017 and value of tender is Rs 274.56 crores and the period of completion of the work is 24 months. Augmentation of Diesel Loco Shed: The Diesel Loco Shed (DLS), Visakhapatnam established in 1965 engaged in maintenance of various types of locomotives operated for Freight,Passenger and Shunting. At present, the DLS holds a fleet of 285 locomotives including 52 locomotives running in coaching link. The holding of HHP locos is expected to increase to 100 in near future and augmentation is required to accommodate these HHP locos. It is proposed to construct Shed campus in an area of 10acres with covered area of 6690Sq.Meters with lot of infrastructural facilities. The detailed estimated cost of the project is Rs 67.5crore. The work has been awarded to M/s IRCON by Railway Board in 2016. Suresh Prabhu said Andhra Pradesh was ahead of others in development of railways. Stating that Andhra Pradesh would emerge as a logistics hub, he said the projects would be taken up at a cost of Rs 1.31 lakh crore. Union Minister M Venkaiah Naidu said that 30 railway projects were launched in AP at a cost of Rs 41,563 cr. He said the railway projects launched today would help for the development of North Andhra and Rayalaseema region. The Chief Minister appealed to the Union Ministers to take a decision and announce Visakhapatnam as a separate railway zone at the earliest.

240 million US dollar loan agreement to support the Andhra Pradesh Government's 24x7 power for all scheme was inked by the Governments of India and Andhra Pradesh and the World Bank.

GoI, World Bank and AIIB, we are putting a strong foot forward towards ensuring 24x7 power for all in AP, said Chief Minister N Chandrababu Naidu, who spearheaded the reforms in the power sector, becoming a role model for other states in India.

The Asian Infrastructure Investment Bank (AIIB) also signed a $140 million loan agreement for this project, which is first in India being co-financed by the AIIB. The World Bank and AIIB will provide loans in a 60:40 ratio for all components of the project.

With the full backing of the State Government, students from disadvantaged backgrounds literally made it to the top of the Everest. As many as 14 students from Andhra Pradesh successfully scaled the world's tallest mountain peak in different batches last month. Chief Minister Chandrababu Naidu announced a reward of Rs 10 lakh each to the 14 students, who scaled Mount Everest in May. Their coach Sekhar Babu will also get Rs 10 lakh while five other students, who were also part of the expedition team, but could not scale the peak due to various reasons, will get Rs 5 lakh each. The Chief Minister, who profusely congratulated these students hailing from downtrodden families, announced the rewards after interacting with them in his office. "The state government spent Rs 2.75 crore on this expedition, but you displayed such courage and grit worth Rs 275 crore. The Everest bowed to you," Naidu said. The Chief Minister also promised government jobs for the students in future. It may be recalled that the Social and Tribal Welfare departments and the Youth Affairs department of the AP government chose 65 students pursuing Intermediate and undergraduate education and trained them in mountaineering. From the lot, 30 were filtered for the advanced training and of them 19 were chosen for the final expedition last month. Of them 14 successfully scaled the world's tallest mountain peak in different batches last month. The five others could not accomplish the mission due to inhospitable conditions. “These youngsters have proved that one could achieve anything with strong will, dedication, and determination. Their poor financial background did not deter them from scaling the highest peak. We must draw inspiration from these youngsters and work hard to realise our dreams,” the CM said. These students claimed a record for opening a fresh route to the summit. Sandhya Bhai Vadithe, G. Hari Prasad, R. Sundar Raju, Rani Boddu, G. Suresh Babu, V. Krishna Rao, K. Durga Rao, Bharat Thammineni, Nagaraju Sundarana, Satya Rao, Mothukuri Dharma Teja, Chenna Rao Gajavalli, Eeswar Seelam and Bodla Sagar made it to the top. The first two women climbers of Mt. N a first, several graduates of Indian School of Business (ISB), Hyderabad, will join as executive assistants to District Collectors in Andhra Pradesh, with the State Government making offers to 21 students of the institution this year. The others will join in strategy and planning areas of various departments of the state government — information technology, AP brand management, Fin-Tech (financial technology), Textiles, Tourism, and Infrastructure, among others. This is the second year that the government of the bifurcated state has made offers to ISB students; last year, the Government had made offers to 11 ISB postgraduate students. BOOST FOR URBAN HOUSING AP CABINET MEET

T

he Andhra Pradesh Cabinet approved construction of 1.2 lakh houses in the urban areas of the State. Three models — 270 sft, 365 sft, and 420 sft — had been approved. In the first model, a hall-cum-bedroom, kitchen, and toilet would be constructed. A bedroom, hall, kitchen, and toilet would be provided in the second model. In the third model, the beneficiary would get two bedrooms, a hall, kitchen and toilet. The three models would be constructed in two types — totally finished and semi finished — taking the options to six for the beneficiaries.

In the first type, vitrified tiles and ‘putti plastering’ would be used in toilet and kitchen and for flooring. In the second type, cement flooring would be done, he said. The beneficiary would have to pay Rs 25,000 to Rs 1 lakh in a year, depending upon the model they choose. The State and the Central Governments’ share would be Rs 3 lakh. The remaining amount would have to be borne by the beneficiary. The government would provide bank loans, he said. The Government intends to invite tenders in a week at places where there were no MLC elections. The Government would write a letter to

the Election Commission seeking permission to invite tenders in the areas where elections were slated. The tenders would be opened only after the elections, he said, adding that construction would be completed in 18 months. The State Cabinet has approved the formation of three more urban development authorities (UDAs). They are the Godavari Urban Development Authority (GUDA), Kurnool Urban Development Authority (KUDA) and the Anantapur Urban Development Authority (AUDA). Cabinet gave its nod for increasing the retirement age of employees of organisations falling in the purview of Schedules 9 and 10 of the A.P. Reorganisation Act to 60. This will benefit employees of 89 companies, corporations and cooperative societies. Authority, Puttaparti Urban Development Authority, AP-CRDA, Machilipatnam Urban Development Authority and the Nellore Urban Development Authority, according to Municipal Administration Minister P Narayana. The Municipal Minister said the GUDA’s jurisdiction would be spread over 2,215 square km covering six Urban Local Bodies (ULBs) and 280 villages. “There are 1,384 villages in East Godavari district. The UDA would come up between Rajamahen-

The Cabinet also decided to complete the 24 pending irrigation projects within one year. The Cabinet gave approval for complete linking of Vamsadhara and Nagavali rivers by March 2018 and rural roads maintenance policy. Further, decision was taken to improve basic facilities in government schools in the next two years for which the Cabinet allotted Rs 4,139 crore.

New liquor Policy

The Cabinet adopted the new liquor policy and resolved to allow 85 new bars in towns (one per 30,000 population) and give licences to new bars for five years with increase in fee by 10 % every year. Barring places of spiritual tourism, the Cabinet decided to give

2-B licences to star hotels and tourist spots. It also decided to allow microbreweries if they follow norms. The Law Department would be consulted to take a decision on recognising State highways passing through towns as local highways. The other important decisions taken by the Cabinet include payment of an additional Rs. 4.40 lakh per acre for the land acquired at Polavaram for dumping of project construction material. It approved allotment of 3.65 acres at Atmakur village in Mangalagiri mandal for the construction of Telugu Desam State party office, on a 99-year lease at Rs. 1,000 per acre. The Cabinet approved the MoU signed by the Government of AP and Singapore Consortium comprising Ascendas-Singbridge for the development of the Amaravati start-up area. The decks have also been cleared for the establishment of AP Railway Infrastructure Development Corporation for taking up new projects and expediting the pending ones. ndhra Pradesh Minister for Information Technology and Communications Nara Lokesh said that the State will generate around two lakh jobs in electronics manufacturing and IT sector within two years.

To achive this target, apart from manufacturing of mobile phones and consumer durables, focus will be also on manufacturing of medical devices, he said during a visit to New Delhi. Lokesh met Union Information Technology Minister Ravi Shankar Prasad during his visit and sought Centre's help to set up Centre of Development of Advanced Computing (C-DAC) in Vizag along with Centre of Excellence for Cybersecurity. He also requested him to speed up approvals for 5 electronic clusters in AP. The Union Minister assured help as the state is growing fast in both the sectors (electronics manufacturing and IT) with large investments pouring in. Lokesh also met and congratulated Ajay Prakash Sawhney who has recently been appointed as secretary for Electronics and IT, Govt of India. He also held talks with drone-manufacturing companies and Indian Cellular Association (ICA), a body comprising mobile manufacturers, brand owners and others, for bringing more investments to the state. "We received good response, feedback and suggestions from the ICA during the interactions," he said.

Lokesh said that Jalavani call centre was launched as

part of real-time governance. He said the project has been under implementation for the past six months on pilot basis. "People from any part of the state can call and we shall address their complaints immediately," he said. Lokesh said that the call centre has received 3,294 complaints so far. He sought the help of a dancing girl Madhuravani, and with her help, he contrived to dress a boy as a girl and proposed her hand to the intended groom in competition to the match already contracted. The old bridegroom was very willing to slip from the contract, and was overjoyed to have a more beautiful little wife for a lesser price. The marriage was duly celebrated instantaneously. The other marriage party arrived somewhat in advance of the day fixed for the wedding.

anya-sulkam (maiden-price) is a drama of seven acts- written in colloquial Telugu prose and its object is to expose the evils of selling bride for money to old men. This unholy practice was more rampant than now in the days when Kanya-sulkam (first edition) was written, though in these days, it is satisfied with a subordinate place in social life, having surrendered its well-earned place of honour to its sister usage, to Bridegroom price.

The chief merit of the play is that, while there is a very serious moral purpose running from one end of the book to the other, the whole play bubbles with frolic and laughter and the scenes captivate the attention and imagination of the reader. The author is an artist and a humourist par-excellence. The abstract from Apparao Pantulu’s letters which will be given here below. A distinguished Vedic scholar of advanced years gave his infant daughter in marriage to an old Brahmin

In the confusion, the young widowed daughter of the old man, the elder sister of the girl to be married, was found to have eloped with a certain young man Girisham, who was a tutor to her younger brother and was following the marriage party. The wretched old fool who married to boy dressed as a girl, soon found that his precious bride was missing. The police laid a charge of murder against this man and his widowed daughter. The dancinggirl Madhuravani who was “colourless iniquity” had yet a spark of virtue in her. Just at the proper time, she volunteered a hint to the advocate, scrupulously moral young man, defending the accused that the missing child was not a girl but a boy.

CELKON MOBILE Facility launched

O

ne more mobile manufacturing unit has come up in Andhra Pradesh. Chief Minister N Chandrababu Naidu inaugurated the Celkon Mobile devices manufacturing facility close to International Airport in Renigunta. The facility has been constructed on 22 acres of land at a cost of Rs 150 crore.

Under the policy investors would be provided the best infrastructure facilities with abundant land, power and water, he said, adding that government has already inked an MoU with 1,569 companies, of which as many as 813 had started works that are at different stages.

Chinese mobile company OPPO reportedly looking to set up a manufacturing facility. Though other details have not yet been shared, the Chinese company management had hinted at investment of about Rs. 1000 crore. Foxconn, the world's largest contract mobile handset maker set up a manufacturing plant at Sricity. The Chief Minister’s long-term target was to attract at least 30 mobile and electronic gadget manufacturers to the state for creating a large electronics hardware ecosystem.

TOLLYWOOD’S AGE OLD PIRACY PROBLEM AND WHY IT’S GETTING MORE COMPLICATED T

elugu film industry is waging a war on piracy like never before; however, despite all possible efforts to curb the menace, the industry is always a step behind in the game. The antipiracy cell, associated with the Telugu film industry, had set up a dedicated team to curb the pirated copies of films after their release and for the longest time, it seemed like they were making good progress. But the alarming increase in the number of incidents of online piracy in recent times has, once again, turned the spotlight on this menace.

Earlier this year, the makers of Baahubali 2 were stunned when they received a phone call prior to the film’s release that the entire film’s high-quality print has already been pirated. The anonymous caller is said to have demanded a large sum of money to keep the content away from being distributed on the internet. What was surprising about the whole incident is that a theatre owner in Bihar had decoded the digital version of the film prior to the release itself. The police officials, who eventually traced the culprits, opined that this couldn’t have been possible without the involvement of someone from one of the digital distribution companies. Whatever the case maybe, the incident sent out a clear signal to the industry that it needs to up its game in terms of protecting their material. Later, in the last week of June, the film industry was rocked with two back to back incidents, where an entire film (Duvvada Jagannadham) was streamed on Facebook, apart from multiple pirated versions appearing on the internet. And then, an unauthorised teaser of NTR starrer Jai Lava Kusa made its way on social networking platforms leading to the arrest of an assistant editor of

the film itself. The cyber crime officials were successful in nabbing the culprits; however, the damage was done by then. Piracy isn’t a new issue which the film industry has been fighting against. Looking at the damage being done to the industry, a group of producers got together in the late 2000s and traced some of the key members of the top piracy gangs across the state. Along with the police department, this group from the producers’ council was successful in putting the culprits behind the bars, and also conducting raids on DVD rental stores which had large stocks of the pirated films. Some of their licences were cancelled and a series of such incidents sent shock waves across the state. Later, through JULY 2017

a series of educational programmes, the film industry was able to curb piracy to a large extent, but all their efforts seem to be going down the drain with the rise of a new wave of online piracy. It’s clearly turning out to be a tricky proposition for all stakeholders and no solution seems to be in sight. Then, there’s the moral side of the whole debate. Of course, pirating a film or any copyright material is an offence. But dig deep into the issue you’ll come across several counter-arguments. On one hand, there’s a version from the general populace that it’s pointless to spend a lot of money on films which aren’t good enough. And then, there are those who rake up the issue of plagiarism. The point of debate seems to be, if filmmakers aren’t so concerned about plagiarism in their own films then they have no moral right to question those who pirate their films. Having said this, it’s also worth pointing out that even the good films are pirated all the time and it all boils down to a choice that the viewer has to make in the end - to watch a film illegally or shell out money to watch content through official means. Piracy, along with its other forms, will continue to exist for a long time in future. The only way to tackle the menace is to provide the viewers with ample choices, including making content available through legitimate streaming services like Netflix, Amazon etc, making the film available for viewing closer to their living spaces in cities and rural areas, and also driving home the point that encouraging piracy is wrong no matter how you look at it. Already, there are plenty of indicators that the industry is trying to spread its wings into other sources of revenue, especially the pay-per-view model, shortly after the film’s release. But till this trend becomes a more viable solution, all filmmakers and producers can do is to use every trick in the book to stop their content from falling into the wrong hands. HAPPENING AP think3D to open facility

Three-dimensional printing solutions provider Think3D will be setting up a 3D printing facility in collaboration with Andhra Pradesh Medtech Zone (AMTZ) with an investment of $6 million, announced a top company executive. The facility, to come up on an area of 20,000 sft, will offer prototyping and low volume manufacturing to medical devices companies in AMTZ. Prudhvi Reddy, cofounder, Think3D said, “The facility will come up on an area of 17,000-20,000 sft in the first phase and then look at expanding in the remaining land of the one acre that has been allotted to us. While the infrastructure would be taken care of by the government, sourcing of devices and upkeep of the facility would be the responsibility of the company. We will be catering to over 400 companies including X-ray manufacturers at the park”. The profit sharing ratio between AMTZ and Think3D is 70:30 which could change depending on the future investments made by each of the players, said a senior executive of Think3D seeking anonymity. AMTZ, is an enterprise under the Andhra Pradesh government, a 270 Acre zone, dedicated for medical devices manufacturing.

The Andhra Pradesh State Public Service Commission has given the green signal for the appointment of Rio 2016 Olympic badminton silver medallist PV Sindhu as a Group-I officer. The badminton player is soon expected to receive the letter of her appointment in the cadre of a revenue divisional officer. In May, the state legislature had passed a Bill amending the State Public Services Act to appoint Sindhu as a Group-1 officer in the government.

Andhra Pradesh has staked a claim to the country's second largest state-owned coal firm, Singareni Collieries, now being controlled by Telangana. The erstwhile undivided Andhra Pradesh owned 51% stake in Singareni Collieries with the Union government holding the balance 49% equity. The entire stake of the state was transferred to Telangana post-bifurcation in June 2014. The current Andhra Pradesh Government has taken objection to it, seeking division of assets and liabilities of Singareni Collieries between the two states in a communication to the Centre.

Motorcycle ambulances on the cards

Medical and Health Minister Kamineni Srinivas declared that the Government planned to provide 114 motorcycle ambulances for Agency areas in the state and also strengthen all primary health centers (PHCs). He said they had decided to shift all patients in Chaparai, who

had fallen ill reportedly due to contaminated water, to the Rajamahendravaram or Kakinada Government Hospital. There were 32 fever cases in Gondhikota and the patients were shifted to the Rampachodavaram area hospital.

The State Government has revised with immediate effect the tuition fee structure for MBBS/BDS courses in unaided minority and non-minority medical and dental professional institutions in the State. According to Government orders issued in this regard, the tuition fee for MBBS course for ‘A’ category seats in both private, unaided minority and non-minority medical colleges has been fixed at Rs.10,000 per annum and Rs.11,00,000 for ‘B’ category seats. For ‘C’ category (NRI), it should not exceed five times maximum chargeable fee to ‘B’ category students per annum. For undergraduate dental courses in private, unaided minority and non-minority dental colleges, the fee has been fixed at Rs.10,000 per annum for ‘A’ category, Rs.4,50,000 for ‘B’ category and not exceeding five times maximum chargeable fee to ‘B’ category students.

The State Investment Promotion Board (SIPB) headed by Andhra Pradesh chief minister N Chandrababu Naidu cleared six investment proposals worth Rs 3,808 crore. The companies whose proposals were cleared are KCP Ltd, Chettinad Cement Corporation Pvt. Ltd, Rain Group, Mohan Spintex India Ltd, Indo Count Industries Ltd, and Vishwaa Apparels. The highest investment proposal was made by the Chettinad Cement at Rs1,350 crore to set up cement grinding units and cement manufacturing plants at Tallapalem, Gytulapalem and Narasapuram villages in Visakhapatnam district and at Pedagarlapadu village in Guntur district. This project will start its commercial production in March 2019, and is expected to provide employment to 1,250 people, said the statement. Similarly, KCP proposes to start a cement manufacturing unit on 100 acres at Muktyala village in Krishna district, with an investment of Rs 531.61 crore. The investment is estimated to generate direct employment for about 100 people and indirect employment to 1,900. The project is expected to generate Rs.174.14 crore of revenue in its first year and Rs.403 crore by its fifth year.

The Centre has decided to shift the proposed 6,000 MW nuclear power plant in Mithivirdi village near Bhavnagar to Andhra Pradesh. This decision of the Union ministry of environment and forests (MoEF) was conveyed to the National Green Tribunal (NGT) on May 18 during hearing on an appeal challenging the grant of coastal regula-

tory zone (CRZ) clearance by the expert appraisal committee (EAC) to the project in November 2015. The project is now proposed to be set up in Kavvada in Andhra Pradesh. The project is being implemented by the Nuclear Power Corporation of Indian Ltd.

rs 1,66,806 crore credit plan for 2017-18

Chief Minister N Chandrababu Naidu unveiled the state credit plan of Rs 1,66,806 crore for the fiscal 2017-18, 14.04 per cent higher than the previous year. Of this, Rs 87,471 crore is allotted for agriculture sector, which includes short-term production credit finance to tenant farmers, agriculture term loans and agriculture infrastructure etc. In the three-hour 199th State Level Bankers' Committee (SLBC), the Chief Minister said since the agriculture sector is largely dependent on credit, the bankers should effectively provide loans to eligible people. The CM insisted that 10 per cent of the credit be given to tenant farmers. "All cultivators should get the loan amount they ask for and they must not borrow money at high interests. Since we are expecting a good monsoon this time, we can have a better kharif if the credit is disbursed effectively," he said.

No gst on tirupati laddu

The Goods and Services Tax (GST) Council has decided to exempt prasadam and human hair at the Tirumala Tirupati Devasthanams (TTD) from tax following a request by the State Government. At the 17th GST Council meeting held in New Delhi, AP Finance Minister Yanamala Ramakrishnudu said the TTD was a reputed religious trust involved in services to lakhs of devotees every day. Hence, the TTD be exempted from GST registration. With regard to other services, the State would take necessary action within its purview.

azure Power commissions 100 MW solar project

Azure Power has commissioned a 100 MW solar power plant in Andhra Pradesh. The project was auctioned by state-run power producer NTPC, Azure Power said in a statement. According to the statement, the solar plant has been set up at Kurnool Ultra Mega Solar Park with a total capacity of 1,000 MW. The solar park is being developed by Solar Park Implementation Agency (SPIA) and Andhra Pradesh Solar Power Corporation Limited (APSPCL). An air ambulance with roof-top helipad and add-on facilities like wellness centres are in the offing at a 10floor corporate hospital being opened with an investment of Rs. 220 crore in Vizag, abutting the National Highway by a team of local doctors. After obtaining clearance from the Civil Aviation Ministry, the hospital with bed strength of 600, which the management says is the largest so far in the private sector in Andhra Pradesh, is awaiting a ‘no objection certificate’ from the Fire Department and clearances from other statutory agencies. Air ambulance will be of great help in saving lives of the victims of industrial accidents, those injured in police-Maoist encounters and major road accidents in evacuating the patients within a few minutes to the hospital for expert care.

eesl to replace 10 lakh street lights

State-run Energy Efficiency Services Ltd (EESL) will retrofit 10 lakh conventional street lights with LED lights in Gram Panchayats of 7 districts in Andhra Pradesh. This is the first project for rural LED street lighting in the country under Street Lighting National Project (SLNP), the EESL said in a statement. According to the statement, the project is specifically designed for the people living in villages. The replacement drive will help gram panchayats cumulatively save approximately 147 million units of electricity annually, and lead to reduction of 12 crore tonnes of CO2.

Westinghouse’s aP nuclear reactors are on

US nuclear major Westinghouse which proposed to set up six nuclear reactors in Andhra Pradesh will supply technology and construction to be undertaken by an Indian partner. This was discussed as a way out —to have Westinghouse presence in India following troubles faced by it over bankruptcy—during PM Narendra Modi’s just-concluded visit to Washington. The finance for the project from the US Exim Bank remains intact and the initiative could kickstart only in 2018. v
