A COMEBACK IN TWO YEARS
J
une 2, 2014 is a black day for the people of Andhra Pradesh. That was the day when the irrational division left the State in a lurch. The government that took over on June 8 that year was well aware of the challenges lying ahead. It was an unenviable task as Andhra Pradesh appeared to be an unviable state without a sustainable economy. Two years later, there is light at the end of the tunnel.
From the day of assuming the reins, the Chandrababu Naidu Government grappled with the legacy of an unfair and unjust bifurcation with a degree of success. But more importantly, the Chief Minister went about steering the state into a development mode with great fervour. Neither lack of finances nor absence of an urban industrial metropolis had deterred him in this mission.
Thanks to the administration’s commitment and frenzied pace of work in these last 24 months, we, as a state, are back in the reckoning. The overall growth rate attained as well as the national and international laurels received in various fields is a vindication of the efforts of this Government.
This issue of Andhra Pradesh Magazine is a special edition focussing on what has been achieved in these two years. The Chief Minister’s zeal has touched so many areas of governance, and so much was accomplished in a variety of sectors that it was indeed difficult for us to encapsulate all of that in this tiny volume. But in this edition, you will get a feel of the work that has been done in such a short time.
We still have our challenges, and they are too many. But what we now see is a state on a path of progress. The process is long and hard. But we know we have a leadership that knows what it takes to reach the top. And stay there.

Watching Chief Minister Chandrababu Naidu relentlessly resuscitating the down in the dumps Andhra Pradesh during these last couple of years would probably produce the same exasperation. And genuine appreciation for his incredulous energy!

wo years may not be an adequate time to bring about a transformation in the fortunes of a state. Especially, of a state like the disinherited Andhra Pradesh that had touched its lowest ebb in the aftermath of the unfair and unscientific division which left in its wake a plethora of almost insurmountable odds. But thanks to the iron-willed leadership provided by Chief Minister Nara Chandrababu Naidu, the residual Andhra Pradesh has witnessed tremendous progress since June 2014 when the new government took over the administration of the orphaned state. Two years later, a sea change is discernible. From a sense of despair, there is a now shining glimmer of hope. A new found confidence that the state's future is in the able hands of a leader, whose enormous experience, proactive approach and steely resolve have become legendary. Of course, even for a seasoned captain like Chandrababu Naidu, it was not easy to navigate the rocky ship in the choppy waters. It took him and his government that extra effort, that self-motivation to tide over, to make things work, to get results. Imagine a government that has no capital city to work from, no basic facilities for performing administrative functions, restrictive infrastructure and a debilitating fiscal scenario. Any faint-hearted Chief Minister would have found his spirits dampened in the face of such adversity. But not Chandrababu Naidu who jumped headlong into the business at hand. From creating a policy framework in the form of grids and missions to branding Sunrise Andhra Pradesh, from setting ambitious targets for various sectors to their monitoring in minute detail, from grounding projects in the shortest possible time such as Pattiseema to attracting bigticket investments from across the world, the journey of Andhra Pradesh in these two eventful years has been breath-taking.

The proof of the pudding, however, is in the eating. Let's savour some of
the tangible outcomes. The state that was born in financial deficit is now outperforming the national average, registering a double digit growth. The state that had power cuts even during winters not long ago is now power surplus, and is fast emerging as a model state in the sector. "Chief Minister Chandrababu Naidu's first wish was to supply 24x7 power in 12 months but he could achieve it in just seven months. And the state has been consistently doing it," gushed Union Power Minister Piyush Goyal. Pattiseema, the first ever linking of rivers in the country, completed in record time, has been celebrated nationally and widely described as the first major step towards Inter Linking of Rivers in India. The CM literally sleeping by the irrigation projects ensured that several projects that were moving at snail's pace have now picked up visible momentum. From the innovative land pooling for the capital city to the painstaking

planning that has gone into the making of a world class metropolis, the story of Amaravati is the stuff legends are made of. Any other would have baulked at the formidable challenges ahead in the conception and creation of a bustling modern city like Amaravati, but Naidu saw it as an opportunity to think out of the box. When the occasion demands, the Chief Minister has not hesitated to take a bold decision. The shifting of the key administrative functions to Vijayawada, even though there were too many logistics problems staring at him in the face, has proved to be a tough but wise decision. With CM himself choosing to sit in the make-shift offices, the senior staff too followed him. The Government is now truly closer to the people. A well-laid out policy framework is the bedrock of strong government. During the last two years, the Chandrababu Naidu Government has come up with a series of policies on investments, tourism, IT&Electronics, wind and solar power, Internet of Things, MSME, Retail, Port, Fisheries and many more. Besides branding the State as ‘Sunrise Andhra Pradesh’, the Chief Minister set a clear vision – to be amongst India’s three best states by 2022, and a developed state by 2029. There has been no looking back since then. For example, tourism sector had the target of Rs 10,000 crore by 2020, but already the Government was able to attract Rs 11,493 crore worth investments. Chandrababu Naidu was known as the darling of the IT industry in his previous stint, but unfortunately Andhra Pradesh has a lot to catch up in this sector. But that did not deter the CM from successfully conceiving the first of its kind state-wide enterprise architecture in governance e-Pragati, and a whole lot of other IT initiatives. The soon to be launched Fiber Grid Project, which will provide the cheapest bandwidth along with cable and telephony, is another trail-blazer.

No other Chief Minister visited so many foreign nations in pursuit of investments and technological expertise as Naidu did in a matter of two years. It takes no little amount of preparation to take up these arduous journeys. If Andhra Pradesh received more Foreign Direct Investment than some of the biggest states in India last year, it is because of these well-calibrated forays. Andhra Pradesh and Amaravati are now the most recognizable brands not only in China, Japan and Singapore but also in the corridors of World Economic Forum in Davos. Going that extra mile comes naturally to this government. In his previous stint, Bill Gates famously refused to give an appointment to the then CM Chandrababu Naidu initially, but ended up setting up the world's biggest software company's first-outside-of-America centre in Hyderabad. Likewise, few thought that AP can hope to become a hub for auto manufacturing. The Chief Minister, during a visit to Delhi, reportedly chose to drive down to Munjals of Hero Motors, who were scouting for a place, and himself convinced them of the location in Andhra Pradesh. With Hero Motors setting shop, and Isuzu Motors rolling out their vehicles from Sri City, the state is set to turn the tide in the automobile sector. ANDHRAPRADESHMAGAZINE.ORG

As a result, Andhra Pradesh has come up with one of the most comprehensive welfare schemes in the country, costing the exchequer huge money.

About Rs 6 lakh crore worth proposals for investment during the CII Partnership Summit and the launch of the assembly lines of a host of bigticket companies like Foxconn, Xiaomi , Mondelez and Pepsi became possible due to a series of well-coordinated reforms in the administration. Andhra Pradesh ranking a close second among states as the most business friendly state in the World Bank rankings was no fluke either. From ports to airports, from tourism to smart cities, from farm sector to women welfare the Chief Minister did not leave anything uncovered from his attention during these two years. Recent agricultural downturn is especially an issue of utmost concern for him. In an effort to make agriculture profitable, the CM came up with a slew of initiatives including energy efficient pump sets and encouragement to organic farming. In fact, Andhra Pradesh is ahead of many other States in investments in irrigation sector, according to a study conducted by the Associated Chamber of Commerce and Industry of India (ASSOCHAM). The Chief Minister is passionate about employment generation, skill development and a knowledge-based smart society. The establishment of more than a dozen premier central institutes including IIM, Visakhapatnam and IISER, Tirupati, during the last two years is a fulfillment of a part of the dream. A clutch of reforms including passing law for permitting foreign universities and the many skill development initiatives unveiled in the education sector are already yielding results, as the State emerged as number one in employability, according to the India Skills Report 2016. Urban infrastructure has received major focus in these last two years. The Government of Andhra Pradesh inked an MoU with the Delhi Metro Rail Corporation (DMRC), entrusting Visakhapatnam and Vijaywada Metro Rail Project to them. The DPRs for both Visakhapatnam Metro Rail and Vijayawada Metro Rail are ready. The CM has been investing so much in Swachch Bharath campaign that Andhra Pradesh could become the first state in the country to make all its urban areas 'Open Defecation Free' by October 2, marking two years of the launch of Swachh Bharat Mission.

Debt redemption was a promise made by the ruling party; hence despite the tight budget constraints, as much as Rs 19,669 crore was released to help 46.82 lakh farmers come out of debt. Likewise, pensions of all varieties - old age, physically challenged and widows - have been increased five-fold, with the government disbursing nearly Rs 6,000 crore a year, probably the highest in the country. Pro-active policies in the health sector have resulted in institutional deliveries increasing from 94.9 percent in 2012-13 to 98.3 in 2015-16

Looking back at these eventful two years, any impassioned observer would not fail to see the transformational change brought about by the Chandrababu Naidu Government. It is almost jaw dropping to think that so much could be pulled off in just two years. History is in the making. And Chandrababu Naidu has already written two of its remarkable chapters of AP.

and immunization increasing from 87 in 2013-14 to 95 percent in 201516. Besides All India Institute of Medical Sciences with an outlay of Rs 1,200 crore, three 1,000 bedded hospitals including Kings College and Hospital, London are in the process of establishment. Under NTR Vaidya Pariksha, as many as 63 medical diagnostic tests are done freely in Government hospitals. True leadership qualities are out in the open only during times of crisis. The devastating cyclone Hud Hud hit the vibrant city of Vizag causing the worst damage known in the recent history. The way the government responded, and the manner in which the Chief Minister stayed put in the ravaged city, leading the rescue, relief and recovery operations will be long remembered by the citizens of the state. In no time, Vizag is back on track, and showed the resilience of its people and the administration. Likewise, a freak tragedy threatened to mar the elaborately planned cultural and spiritual event Godavari Maha Pushkaram. But the tenacity of the Chief Minister, who chose to personally supervise the arrangements, restored the confidence of the devotees as nearly five crore pilgrims took holy bath under the watchful eyes of the ever-vigilant administration.

Few could have missed the surge that the State was experiencing, and
accolades were aplenty. “AP ke pas Chandrababu Naidu hai”, said Nasscom president R Chandrasekhar on the difference between AP and other states. Senior Journalist R Jagannathan, commenting on the World Bank ranking on ease of doing business, remarked, “Naidu is stealing the show”. “Naidu has unmatched ability of making things happen,” quipped ADAG chairman Anil Ambani. Union Minister Arun Jaitley commended the ‘astute leadership’ of Naidu as an asset for Andhra Pradesh. “Andhra Pradesh I am sure will give Gujarat a run for its money,” DIPP Secretary Amitabh Kant remarked on creating investment-friendly ecosystem in the country. He even went to the extent of saying that if India has to grow in the long-run at 8-10 percent, Andhra Pradesh will be one of the main drivers of that growth. Many challenges, of course, remain. The promised Special Category Status has failed to materialise even two years after the heartless bifurcation. The revenue deficit was not met by the Centre as expected. In a way, the State Government and the Chief Minister Chandrababu Naidu have been able to achieve so much with their hands firmly tied to their back. Looking back at these eventful two years, any impassioned observer would not fail to see the transformational change brought about by the Chandrababu Naidu Government. It is almost jaw dropping to think that so much could be pulled off in just two years. History is indeed in the making. Amaravati has now become the symbol of the newly resurgent Andhra Pradesh. With a 2,000-year history, Amaravati resonates the glorious past of the Telugus. But the CM is not one to rest on the splendours of the past, as he meticulously set out to create a people’s capital that synthesises the ancient symbolism with a contemporay metropolis.
The spectacular event was attended by lakhs of enthusiastic people from across the state and beyond. A day eariler, the Chief Minister flew over the core area of the capital in a helicopter and sprinkled holy water and soil brought from 16,000 villages across the State. Naidu had flown in soil from the holy sites of Jerusalem and Mecca, sprinkled the site with holy water from the Ganga and Godavari, and gone to great lengths to seek blessings from people across the State and the rest of the country.
Maki and Associates, a worldrenowned Japanese architecture firm, is in the process of designing two iconic buildings - State Assembly and High Court - for the capital.
Once the name and place for the capital city was decided, the CM went about planning the capital city in right earnest. Singapore, which was entrusted with the responsibilty of drawing up masterplan for a world class capital city, submitted its draft soon after.
The capital region has been designed to cater for an 11.5 million population, with a provision for 3.3 million jobs by 2035, while the core capital area, spreading 16.9 sq km, will meet the requirements of four million people, creating close to 1.8 million jobs by 2050.
t was a masterstroke in branding as Chief Minister Chandrababu Naidu set out to give a world class city to the Telugus by reviving the historic Amaravati.
The first brick of the ‘People’s Capital’ of Andhra Pradesh was symbolically put in place by Prime Minister Narendra Modi on Vijayadasami (October 22) when he laid the foundation for Amaravati on the banks of the Krishna between Vijayawada and Guntur. On that afternoon, the newly formed state of Andhra Pradesh heralded the beginnings of its newest capital city, Amaravati. In his speech, Prime Minister Narendra Modi, referring to his gift of soil and water from the precincts of Parliament and River Yamuna in Delhi, said this endowment signified that the entire Indian nation stood with the people of Andhra Pradesh in building Amaravati and, in accordance, Delhi would stand shoulder to shoulder

Pictures of the planned Amaravati Government Core, Downtown, Gateway, Waterfront and the Road Networks prepared by the Singapore team have already mesmerised the people at large. Amaravati will be the fifth planned capital city in India. The city, the first phase of which is expected to be completed by 2018, will boast of both modern technology and heritage. Amaravati is envisaged to be developed as Smart, Green and Sustainable city. The aspiration, according to the CM, who is undoubtedly the driving force behind the capital city, is to create a vibrant, diverse, inclusive and modern city which will be a symbol

Once the temporary Secretariat works, which are going on at a brisk pace at Velagapudi, are completed, construction of capital city buildings will commence. In Hindu mythology, Amaravati is said to the capital of Indra, the king of Gods. In history, Amaravati was once the seat of power of Satavahana rulers. CM Naidu, too, plans a capital as grand. Naidu promised that Amaravati will rise again as the capital city that will last a thousand years. The CM has already been bringing in investments and institutes to the upcoming capital region. Already, a CII Start-up Centre of Excellence, a 1000 bed hospital to be set up by London’s King’s College Hospital, a National Institute of Design and the Income Tax Offices have been announced. Observers have noted the drive and passion behind Amaravati, in both conceptualisation and ambition, The new capital city would cost a fortune to build, but the Chief Minister has taken upon himself to devise ways to fund the construction without too much burden on the State’s finances. With Chandrababu Naidu in the saddle, there is a confidence that the dream city will become a reality sooner than later.

As the CM would say, it is not just the money, ideas too get the work done.

The innovative idea of land pooling for building an ultra-modern capital city for Andhra Pradesh has received admiring attention from across the country, riven by the contentious and volatile land acquisition issue.
he Bifurcated Andhra Pradesh was a state in search of a capital city. Given the sorry state of fiscal affairs, it was impossible for the state to acquire adequate land for the proposed capital. But it is in such difficult circumstances that true leaders come up with a win-win plan. The historic land pooling for the capital city of Amaravati from farmers, not surprisingly, has become the talking point across the country, where land acquisition has become a contentious and highly volatile issue. It is probably for the first time in the country’s history that nearly 33,000 acres of fertile land was voluntarily given away by small as well as rich farmers for a public cause. While land acquisition has become a contentious and long-drawn out affair across the country, Andhra Pradesh was faced with another dilemma: The government had no money to pay compensation to farmers under acquisition. “Necessity is the mother of invention and we were for forced to think out of the box. Land pooling was our answer, and I can proudly say we have achieved the impossible by involving people in capital building,” said a beaming Chief Minister. "Handing over our lands was not an easy thing. Our lives have been too tied with it to let go. But I was motivated by Chandrababu’s Land Pooling Scheme and his commitment to build an ultra modern capital for the state. I now know that I am part of history, of a new beginning," said Bandla Paparao, an octogenarian of Ananthavaram, one JUNE 2016
of the villages falling under the capital region. The Capital Region Development Authority (CRDA) had notified 45, 625 acres, out of which 37,624.15 acres is patta land. After the notification on January 2015, Nelapadu was the first village from which the land pooling exercise was commenced. The villagers welcomed the CRDA officials with open arms and willingly gave their consent letters. The entire exercise of land pooling for the brand new capital was completed in 3 months. The unprecedented response from land owners left the observers surprised all the more because desperate attempts were made to instigate farmers against participating in the land pooling. What turned the tide was Chandrababu Naidu’s novel scheme in which land owners were made stake holders in the development of an urban agglomeration, and even his critics admitted the plan worked out well. “We started the land pooling process in January last year, and within a short time, have managed to convince local land owners to take part in the development process. It was a smooth sail, as 33, 811 acres were pooled within stipulated time," CRDA special commissioner, N Srikanth said. “It was not just the compensation alone but the Chief Minister’s impassioned call for becoming partners in progress that inspired us,” said Maineni Girija of Dondapadu village. She not only gave away 4 acres of her land that falls under notified area, but also volunteered to give another 3 acres in

neighbouring village Vaddamanu, which is out of notified boundaries. "Hers is a case in example that farmers in the region were really fired by the idea of building a modern capital on their own soil," Tenali Sravan Kumar, local MLA representing Tadikonda constituency, told AP Bureau. However, the administration was careful in ensuring that the farmers of jareebu lands who harvested three crops a year did not feel their loss in comparison with dry-land farmers. The lands with irrigation facility spread across 10 river front villages got a better package. Rambabu, farmer from Thullur, says “The package offered by the government is better than leasing out or holding the land for progeny. As a matter of fact, cost of our land appreciated more than 10 times after the announcement of capital here,” he said. With farmers happy with their compensation package, land pooling has turned into the first achievement of the Chandrababu Naidu government in its effort to build a world-class capital. Many leading commentators suggested that Naidu model to nation on land acquisition. Well-known business journalist Swaminathan Anklesaria Aiyar referred to the stalled projects across the country due to issues with land acquisition, and commended the Chief Minister of AP for successfully converting ‘a problem into a solution’. When the leader is honest in his purpose, the farmer will not baulk from his contribution. This has been proved in the case of Amaravati land pooling.

t was indeed a record-breaking task, and it was completed in record time. Pattiseema Project, the first ever riverlinking project to have been completed in the country, has become a reality thanks to the commitment of the political leadership. Pattiseema Lift Irrigation Scheme (PLIS) was completed within the scheduled time of one year. Intended to draw flood waters of Godavari River and flow it to Krishna at Prakasam Barrage through Polavaram Right Main Canal, the project was all set to draw 80 tmcft water from Godavari as on March this year. Pattiseema has been widely welcomed across the nation, especially for the determination with which Naidu completed the project. National newspaper DNA called Pattiseema as ‘Chandrababu Naidu’s feat’, said, “Through improvisation, Andhra Pradesh has linked two rivers by utilising existing irrigation infrastructure without facing the pitfalls of conventional river-interlinking”. The construction of PLIS began on March 29 last year and has been completed a day before completion of one year. According to Megha Engineering & Infrastructure Ltd (MEIL) the company which executed the project, completion of an irrigation project within the scheduled time was a record of sorts. Usually, when the project is delayed, the estimated cost goes up, thus entailing an additional expenditure on the government. But in case of JUNE 2016
PLIS, the government did not have to spend additional money on the project since it has been completed on time. The pump house of the project is also the largest in Asia, with 24 pumping units. Though the project constitutes critical civil works where foundation levels are far below mean sea level, MEIL has completed these works with local technological expertise. First pump set commenced on September 18 last year in record time. Now all 24 pump sets have been tested successfully installed and being pumped. Administrative sanction was accorded for PLIS on January 1 last year for Rs.1,300 crore. The work was entrusted to MEIL with one year agreement period.

Right Main canal (at KM 1.50) MEIL officials claimed that that it was the first-of-its-kind project not only in the sub-continent but also the entire world. They said that the project was unique because of the diaphragm wall foundations. “This is the first time that foundations were designed with diaphragm walls in the irrigation sector. The diaphragm wall design was used either in metro rails or in ports,” officials explained. The commissioning of all the 24 pump sets was completed on March 24 this year. Twenty-four 6,300 horse power motors and another 24 numbers of 5,300 horse power with the capacity to lift 8,500 cusecs were commissioned. The construction of a delivery cistern was also completed. The PLIS has the capacity to lift 80 tmcft of water in 110 flood days. The CM lauded Megha Engineering and Infrastructure Limited (MEIL) and the Irrigation Department engineers for completing the project in one year after overcoming the technical glitches. An enthused Chief Minister promised to divert 100 tmcft of water from Pattiseema lift-irrigation project to the Srisailam reservoir through Pothireddipadu head regulator and complete all the irrigation projects to drive away drought from the region. Promising Krishna-Pennar river linkage, Chandrababu Naidu said his goal was to network all the rivers in the State.

he Andhra Pradesh government is prioritising irrigation projects, making efforts for interlinking of rivers and introducing drip and sprinkler irrigation to make the state drought-free. Having completed Pattiseema Lift Irrigation in record time, the Government is now committed to completing the seven priority irrigation projects in a time-bound framework to provide sustainable irrigation. The Chief Minister took it upon himself to complete Thotapally Barrage, Polavaram Right Main Canal, GaleruNagari Sujala Sravanthi, and Handri-Neeva Sujala Sravanthi in 2016-17 financial year, and Vamsadhara (Phase II) project, Poola Subbaiah Velugonda project, Gundlakamma Reservoir and the Polavaram Left Main Canal in 2017-18 financial year and Polavaram Phase-I Works by June 2018. To speed up the completion of projects, CM Chandrababu Naidu himself has been camping at project sites at regular intervals and inspecting the ongoing works.

In tune with priorities, the Plan allocation for the Water Resources sector was increased by 57 per cent, from Rs 4,678.13 crores in 2015-16 financial year to Rs 7,325.21 crores in 2016-17 financial year. An amount of Rs 3,135.25 crores was allocated for accelerated execution and completion of other major irrigation projects in accordance with the time schedule. The Government has earmarked Rs 3,660 crores for the Polavaram project, which being a National Project, will be financed by

assistance with a total project outlay of Rs 291 crores that would create an additional irrigation potential of 49,330 hectares.
After the linkage of Godavari and Krishna rivers, drinking and irrigation water would be supplied to Rayalaseema from Srisailam project. By 2017, water from Polavaram left canal will be released to Yeleru project. From Yeleru project, water will flow to Visakhapatnam to cater to the drinking and industrial purposes.
The works taken up under NeeruChettu programme has contributed to substantial improvement in the ground water levels, especially in the drought-prone districts of Chittoor, Kadapa and Anantapuram. Installation of 1,254 piezometers has enabled realtime monitoring of ground water availability and facilitated scientific management of water resources. The Chief Minister has taken the lead in encouraging building 10 lakh farm ponds under “Panta Sanjeevini” to promote farming in dry spells. The scheme required a huge outlay with an average farm pond of the size of 10 x 10 x 2 metres costing Rs. 61,000, but the Government is sparing no effort to make the program a success.

The Chief Minister promised to bring under irrigation 9 lakh acres in north coastal Andhra by linking the Vamsadhara and the Nagavali. “While the Krishna, the Tungabhadra, and the Penna face ever lesser inflows due to projects in the upper riparian States, close to 3,000 tmcft of water is drained into the sea through the Godavari, the Vamsadhara, and the Nagavali. Hence, the government has decided to accord top priority to interlinking of rivers,” said Naidu. The State is implementing the Andhra Pradesh Community Based Tank Management Project with the World Bank assistance to rehabilitate 975 minor irrigation tanks covering an ayacut of 1.2 lakh hectares in 12 districts with an outlay of Rs. 459 Crores. The State is also implementing the Andhra Pradesh Irrigation and Livelihood Improvement Project with JICA

Under the Pradhan Mantri Krishi Sinchayi Yojana (PMKSY), the Government has taken up 15 432 watershed projects in twelve districts, ensuring comprehensive soil and moisture management covering an area of 18.10 lakh hectares with a financial outlay of Rs. 2,290 Crores. Under NTR Jala Sri Phase-1, the administration is providing assured irrigation to 50,000 Scheduled Caste (SC) and Scheduled Tribe (ST) farmers covering an area of 2.19 lakh acres with an estimated cost of Rs. 385.55 Crores. In addition, during the 2015-16 financial year, 1.24 lakh bore wells, with an outlay of Rs. 196.7 Crores, were sanctioned.

he Chandrababu Naidu Government's most ambitious welfare scheme is agricultural debt redemption. It was a promise made to the debt-ridden farmers by the ruling party, and the Chief Minister made it his mission to implement this commitment at any cost. Given that the state of finances after the new Government took over was bleak, it seemed nearly an impossible task to fulfill this promise. But a determined Chief Minister's one of the first initiatives after the swearing-in was signing on the file related to debt redemption. Once the Farmers Agricultural Debt Redemption Scheme in June 2014 was approved, the Government evolved a comprehensive, transparent and IT based solution and used it for the systematic implementation of the scheme. The salient features of the scheme include the following: • Redemption of outstanding amount of crop loan upto Rs 1.5 lakhs per family • One – time – settlement (OTS) of the account in respect of families whose loan eligible for redemption is less than Rs 50,000. The Government had also announced a separate scheme of debt redemption for the horticulture farmers, at Rs 10,000 per acre. The Agricultural Loan Redemption Scheme has been implemented in 4 phases and amounts eligible have been adjusted to the bank accounts of the Farmers, by the Rythu Saadhikara Samstha. JUNE 2016

during dry spells and improve the declining ground water levels, state government has introduced a new farm pond scheme – ‘Panta Sanjeevani’, to help the farming community in case of failure between seasons. The target is to dig 10 lakh farm ponds across the state.
Agri Pumpsets
Nearly two lakh farmers across 13 districts in the state are being provided energy efficient agricultural pumpsets free of cost in fiscal 2016-17. The state government is set to distribute the pumps to the 2 lakh select farmers in all 13 districts. The Andhra Pradesh government aims to train 1.5 lakh farmers in organic farming in the next three years. An Andhra Pradesh project Harita Priya, which collects very specific climate data from farms and give farmers personalised information through SMS, has won the World Summit on the Information Society (WSIS) 2016 prize in the e-Agriculture category.
Food Parks
The State Government is promoting value addition to the food products, and has planned to set up a major food park in 50 acres in each district. Likewise, the Farmers Producer Organization (FPO) is a novel concept being planned by the Government of Andhra Pradesh to help our farmers. The State plans to help 5 lakh farmers in 13 districts of the State to sell 25 products across India and market them globally through the FPO.

t is not just economic development that matters to this Government. Human development is the key to a robust and inclusive society. Towards this end, the Chandrababu Naidu Government has taken up a slew of welfare measures, impacting all sections of the people.
Health for All
In an effort to ensure affordable health care to the citizens duly ensuing equitable access to health care, the Government strengthened the existing programmes like NTR Vaidya Seva, which offers 1,044 surgical and medical procedures to the poor people, 108 for Emergency Health Services, 104 for Fixed Day Mobile Health Services, Family Welfare Programmes under National Health Mission etc. In addition, new programmes such as e-Aushadi, 102 Talli Bidda Express for Maternal and Child Health, NTR Vaidya Pariksha, Tele Radiology etc have been launched. The Government has secured sanction for AIIMS at Mangalagiri, which is under construction. The commissioning of Visakhapatnam Institute of Medical Sciences (VIMS) and Sri Padmavathi Government Medical College for Women at Tirupathi is under process.
Food and Nutrition Security
As part of the Integrated Child Development Scheme (ICDS), Supplementary Nutrition Programme is being provided to 26.45 lakh children and 8.56 lakh pregnant & lactating women. The Government is also implementing Anna Amrutha Hastam, which JUNE 2016
provides one full meal to Pregnant & Nursing Mothers in 104 high burden ICDS projects. This scheme was availed by 3.45 lakh mothers at an expenditure of Rs. 91.04 Crores in 2015- 16. A new scheme, ‘Giri Gorumuddalu’ (GG), with special and supervised feeding, was launched on August 15, 2015 to meet the nutritional needs of children in Tribal Areas in the age of 6 months to 6 years. This has benefitted 1,33,733 children in tribal areas. The Government has provided essential 33 commodities to 4.01 crore people through the Public Distribution System with an expenditure of Rs. 2,459.39 crores in 2015-16. In 2016-17, this expenditure is estimated to be Rs. 2,702.20 crores.
Education for the Poor
Financial support is being provided to students belonging to SC, ST categories who want to go abroad for higher studies under Ambedkar Overseas Vidya Nidhi. Likewise, professional guidance for civil service aspirants under NTR Vidyonnathi, skill upgradation for professional graduates and placement linked skill development for youth under Chandranna Cheyutha are also being implemented.
Community Development
The Government has established separate corporations for the Kapu community as well as the Brahmin community to help the poorer sections. Te Andhra Pradesh Kapu Welfare and Development Corporation and the Andhra Pradesh Brahmin ANDHRAPRADESHMAGAZINE.ORG
Welfare Corporation were constituted in 2015-16. During 2015-16, we have assisted 12,000 Brahmin families to advance economically. It is proposed to enable 50,000 Brahmin families to progress economically in 2016-17. The Government assisted 32,000 Kapu families with an outlay of Rs 100 crores during 2015-16 to help them advance on the economic front. An amount of Rs 1,000 crores to the Kapu Development Corporation was allocated this year, an increase of ten times the allocation in 2015-16.
Employment Guarantee
Andhra Pradesh received the national award for “Effective Initiatives under MGNREGS” in 2015-16. The State has utilised more than Rs 3,400 crores during 2015-16, to create not only productive employment to those in need but also to revitalise the rural infrastructure and the consequential public services. This has become possible by converging MGNREGS with Neeru-Chettu for water conservation, Swatch Andhra Pradesh for construction of Individual Household Latrines (IHHL), Wada Wadalo Chandrannabata for construction of CC Roads, etc. The State is the best performing state in the country in parameters .

Andhra Pradesh could become the first state in the country to make all its urban areas ‘Open Defecation Free’ by October 2, marking two years of the launch of Swachh Bharat Mission, Union Urban Development Ministry.

Under NTR Housing Scheme, the subsidy has been increased six times to general beneficiaries and eight times to SC and ST beneficiaries.
he State Government, committed to providing ‘Housing for All by 2022’, has taken up an ambitious housing scheme for the poor and the middle class sections. This requires a total of 10 lakh houses in urban areas and 30 lakh houses in rural areas to achieve this vision between 2016 and 2022. In pursuit of this vision, the State has launched NTR Housing Scheme by increasing the subsidy six times to Rs. 1,25,000 for general category beneficiaries and eight times to Rs 1,75,000 for Scheduled Caste and Scheduled Tribe beneficiaries with a total unit cost of Rs. 2,75,000. These houses will be equipped with all major requirements like tiled flooring, kitchen platform etc. Under Pradhan Mantri Awaas Yojana, the State received approvals from Government of India for 1,20,106 Economically Weaker Section (EWS) houses and in principle approval for another 73,041 EWS houses for beneficiary led construction. In total, the State will take up 110 projects in 59 Urban Local Bodies with a total project cost of Rs 10,623 Cr. To ensure that beneficiaries face minimal hassles in constructing their houses, the State is providing support for raw materials, facilitating supply of cement at concessional rates by negotiating directly with cement companies, geo-tagging, imparting training to construction personnel, constructing demo projects reflecting various technological options, transferring stage wise payments electronically etc. JUNE 2016
A total of six lakh double bed room houses would be constructed for houseless poor at a cost of Rs 16,000 crore across the State in the immediate future. Housing has been taken up under both the state and national programmes. The state programmes include NTR Rural Housing Programme, NTR Urban Housing Programme and NTR Upgradation Programme. The Centrally sponsored programmes are Indira Awaas Yojana (IAY), Integrated Housing and Slum Development Programme (IHSDP), Basic Services to the Urban Poor (BSUP) and Housing for All (HFA) under Pradhan Mantri Awas Yojana (PMAY). The Chandrababu Naidu Government has taken up mammoth housing program in Rural areas as part of which a total of 2 lakhs houses have been sanctioned during the year 2015-16 under NTR Rural Housing Programme. The unit cost of these houses sanctioned under NTR Housing scheme is enhanced to Rs 2,90,000 uniformly for all castes (including NREGS component). The subsidy component has also been increased and loan portion reduced drastically, so as to obviate the problem of bank loan tie up to poor beneficiaries with negligible incomes. The plinth area of these houses is also proposed to be 275 sq ft. Further toilet will be provided to all these beneficiaries under Swachh Bharat Abhiyan dulymaking a housing unit of 300 sq ft for each beneficiary. The Government is now embarking on this large scale rural housing program with a total project cost of

Rs 5,800 crores for housing and Rs 300 crores under Swachh Bharat Abhiyan. This is not only a quantum jump in terms of amount sanctioned per house, whcih is Rs 2,90,000 per house but more importantly provides a subsidy of Rs 1,25,000 to general category beneficiary, Rs 1,75,000 to an SC/ST beneficiary i.e., a subsidy higher than the unit cost earlier in the Housing program in the state.
NTR Upgradation
The Government has also sanctioned an amount of Rs 150 crores to be spent for undertaking repairs for dilapidated houses constructed prior to 2004 for making them habitable. A maximum amount of Rs 10,000 per house can be sanctioned as per the estimates for repair of these houses.
Central Scheme
Detailed Project Reports were prepared under central schemes for 1,93,147 houses involving the GoI assistance of Rs.2897.205 Cr. The tentative unit cost is proposed as Rs 4.80 lakhs per house. In addition Rs 0.70 lakhs is proposed for infrastructure per house. The Centre’s approval has been obtained for these houses under various schemes,to be implemented in 59 towns and cities of the state. The Government is also planning to come up with a novel scheme under which houses will be made available at subsidised rates to beneficiaries, especially in urban areas. These houses will be made available to beneficiaries at about Rs 3.5 lakh each.

The signifaicant acheivements in the power sector by the State have received wide acclaim from national and international observers. Government of India has decided to showcase AP model to other states so that they can emulate it in their respective states.
A
ndhra Pradesh, in the last two years, has made trail-blazing progress in the power sector. Despite starting off with a power of 22 million units (MU) deficit per day in June 2014, Chandrababu Naidu Government had brought it down to zero within 100 days. That was the first milestone in achieving the "zero power cuts" tag. Next was the inclusion of Andhra Pradesh in the Centre's Power for All programme. The State has successfully implemented the program providing uninterrupted power to the domestic and industrial sectors. Despite steep increase in the demand during summer, the utilities were able to meet the average daily demand of 158 million units for all categories of consumers, except for the agricultural sector, thus fulfilling the 24X7 supply under the ‘power for all’ scheme. Recently laurels were received for taking innovative steps to conserve energy. The state has bagged all the five National Energy Conservation Awards-2015 constituted by the Union Ministry of Power. This is for the first time that any State in the country has clinched all the national awards in energy conservation. Having become a power surplus State from a deficit one, the State would be able to sell 10,472 MU of power per annum to the other states. This is likely to yield income of Rs. 4,492 crore.
100% Electrification State
The Andhra Pradesh power utilities are gearing up to achieve the rare JUNE 2016
distinction of cent percent electrification of households, including those in the rural and remote areas. The Chief Minister is likely to declare completion of 100 per cent electrification of all households in the State tentatively in June, making the State the first in achieving the distinction.
Consumption up
The per capital energy consumption in Andhra Pradesh has gone up to 982 units in 2015-16, from 951 units in 2014-25, registering a growth of 3.3 per cent due to round-the-clock power supply. The State utilities are seeking to bring down the transmission and distribution losses to single digit, 9 per cent from 10.2 per cent, which is also amongst the lowest in the country. The energy deficit has been reduced from 10.6 per cent in June 2014 (22 million units per day), when the State was bifurcated, to zero level at present due to effective implementation of the ‘24x7 Power for All’ scheme. While the State has a total installed capacity of 12,730 mw, 1,175 mw was added during 2014-15 and another 3,090 mw in 2015-16. Providing fresh thrust to the renewable energy sector in the State, solar energy capacity of 4,000 mw is being developed in parks at Anantapur, Kurnool and Kadapa. These projects are at various stages of development and would be implemented in a phased manner over the next two years.

The State government is targeting 10 per cent of the country’s targeted 100 giga watt solar capacity and is making all-out efforts to encourage development of solar-grid-connected projects and roof-top units.
Ahead in LED
Andhra Pradesh is leading the country in DELP (Domestic Efficient Lighting Programme) by distributing 1.88 crore LED bulbs as against 7.87 crore in the entire country. Another energy efficiency initiative is the distribution of energy efficient ceiling fans and like LEDs, these too would be distributed at subsidised price of 1,100 each. Each family will be offered two fans and the cost is adjusted in the power bill in 24 monthly instalments or the customer can make upfront payment. In its efforts to drive energy efficiency programmes, the State is planning to become a “Incandescent Free Bulb State” by March 2017. This will be by replacing existing bulbs with LED ones. AP’s power sector management has drawn praise from all quarters, including the Centre. Impressed with the success story of AP in implementng LED scheme and other energy efficiency programmes, Government of India has decided to showcase AP model to other states so that they can emulate it in their respective states. “The measures we have taken in the power sector are reaping benefits. This will be replicated in other sectors too near future”, says an elated Chief Minister.

espite a plethora of difficulties faced by the newly formed Andhra Pradesh, the State has recorded impressive growth rate, surpassing all India average growth. Double digit Gross State Domestic Product is one of the main goals set by the new Government in the divided Andhra Pradesh. Chandrababu Naiduâ&#x20AC;&#x2122;s determined efforts at reaching a double digit growth has become a reality in the very second year of his Government. Andhra Pradesh registered an enviable growth rate of 10.5 percent at the end of the third quarter in the 2015-16 financial year and it is expected that it would continue the momentum to end the year with a double digit growth rate. Expressing satisfaction over the performance in the first three quarters, which is better than the all India average growth of 7.3 percent, Chief Minister N Chandrababu Naidu said it was imperative that the state continued to have a double digit growth rate in the coming years to bail itself out of the financial crisis it found itself after state bifurcation. State was able to achieve the double digit growth rate it had aspired for in the current fiscal, but it is paramount to continue in the coming years. Target for the this fiscal (2016-17) has been fixed at 15 percent by the Chief Minister. The CM feels it is achievable with coordinated and planned efforts. Backed by good performance by agriculture and allied sectors, JUNE 2016
Andhra Pradesh has achieved a growth rate of 10.9 percent in 201516, as against the natinal growth rate of 7.6 percent. Andhra Pradeshâ&#x20AC;&#x2122;s GSDP growth rate in 2014-2015 was 8.4 percent.

The performance in the second quarter at 13.94 per cent surpassed the target of 10.82 per cent. While the State had targeted a growth rate of 10.44 per cent in the first quarter, it managed to achieve 9.72 per cent. Together, the half-yearly growth performance was 11.77 per cent against the target of 10.62 per cent. The State Government is currently working on the comprehensive double digit growth plan while aiming to achieve a per capita income over Rs. 10 lakh by 2029-30. The growth target for 2015-16 at constant prices stands at 10.8 per cent. There is a swift upward surge in the agriculture and allied sectors which have registered a strong growth rate of 47.1 per cent at constant prices. Fisheries and livestock are the main contributors for the significant growth not only in agriculture but also to the overall Gross State Domestic Product (GSDP). Andhra Pradesh had started off with a revenue deficit of about Rs 16,000 crore following the bifurcation of the state in 2014. This posed an enormous challenge for us but still we could achieve a growth rate of 8.39% in 2014-15 and increase it to 10.5% in 2015-16. For the next year, our target is a 15 percent growth in the GSDP," he said. The agriculture sector registered a

growth of 8.40 percent in the current fiscal while the industry grew at 11.13 percent and services at 11.39 percent. The Andhra Pradesh government has initiated the process of releasing estimates of the state economic aggregates on a quarterly basis at par with the Central Statistical Organization. Elaborating on the Vision 2029, the Chief Minister said that Andhra Pradesh must be developed as the best state in the country by 2029 and best destination in the world by 2050. For this, registering double digit growth is an important step towards achieving inclusive growth and bringing about a structural change in the economy, he said. "Inclusive growth is very important and per capita income should also increase. Economic inequalities have to be reduced. Long-term sustainability is vital. Your focus should be on this," Naidu said.

rom the day he took over, Chief Minister Chandrababu Naidu put in place, various best-in-class policy instruments and fiscal incentives to spur industrial growth. And the results have been overwhelming. Andhra Pradesh has a healthy pipeline of over Rs 3 lakh crore of investments, which is more than the overall 5-year target envisaged under the Industrial Development Policy. The state has a strong investment pipeline of more than 300 projects, which when realized, could potentially create more than 6.7 lakh new jobs in the state. The Single Desk Policy which aims to create a conducive ecosystem to provide all clearances required to setup industry within 21 working days has ensured a strong second place among Indian states in the Ease of Doing Business in the World Bank rankings. As of April 23, 2016, around 7,623 applications have been received through the Single Desk Portal with over 6,577 applications approved with around 91% compliance of 21-days service level. The State Government is taking strong steps in developing robust infrastructure to promote manufacturing through two large Industrial Corridors Chennai – Bengaluru Industrial Corridor (CBIC) and Visakhapatnam – Chennai Industrial Corridor (VCIC). VCIC is being supported by the Asian Development Bank’s (ADB) with a policy-based loan USD 125 million to support policy reforms, and institutional development as JUNE 2016
well as a multi-tranche financing facility (MFF) of USD 715 million for priority infrastructure projects. Under CBIC, three potential Industrial nodes in Andhra Pradesh have been identified: Krishnapatnam in Nellore Dist, Yerpedu in Chittoor Dist and Hindupur in Anantapur Dist. Andhra Pradesh is the first State in which Government of India has announced a NIMZ (National Investment and Manufacturing Zone). India’s first NIMZ will be housed at Prakasam NIMZ at Pamuru. A second one at Chittoor is also proposed. High-level delegations led by the CM to China and Japan have yielded fruitful results. A total of 17 Government to Business (G2B) and 12 Business to Business (B2B) MoUs were signed during the visit; MoU’s were signed in several sectors including Energy, IT, Textiles, Construction and Engineering. Electronics giant Foxconn set up manufacturing facility in which Xiaomi and Gionee are making their mobile phones. Guizhou International Investment Corporation (GIIC) is setting up 1000 acres Industrial Park in Kakinada SEZ which would house leading Chinese manufacturing industries. The CM visited Japan twice in these two years with significant outcomes. During the first visit, 4 Government to Government (G2G) and 25 Government to Business (B2B) meetings were held, and MoUs were signed during the visit with METI, NEDO and Sumitomo Corporation; MoU’s were signed in sectors

including overall infrastructure, energy, agriculture; Food Processing, Smart Cities and Capital City etc. In the next visit, two MoUs were signed with – Mizuho Bank and NEC. During the Partnership Summit in Vizag held in January this year, a total of 328 MoUs with investment potential of Rs 4.67 lakh crores and employment potential of 9.58 lakhs, were signed, cutting across various sectors. t was a big feat for a fledgling state that was making its debut effort at an investment summit. The CIIâ&#x20AC;&#x2C6;Partnership Summit held in Vizag in January 2016 was a success way above the expectations of the organisers. The huge response has given a tremendous fillip to the industrial growth of Visakhapatnam city in particular and the state in general, setting the stage for the flow of future investments.
The State concluded the CII Partnership Summit by signing a total of 331 memoranda of understandings involving investment proposals of Rs 4.78 lakh crore that promise to create 10 lakh jobs. In addition, the union government, through its representative and the Chemicals and Fertilizer Minister Ananth Kumar, has doled out a slew of large national institutions. These include a large Greenfield Petrochemicals Complex, a Medical Devices Manufacturing Park, National Institute of Pharmaceutical Education and Research (Niper) and Central Institute of Plastics Engineering and Technology (Cipet), involving investments of over Rs 70,000 crore. In all, the state headed by the business-friendly Chief Minister was blessed with aggregate investment proposals from both the private investors and union government to the tune of around Rs 6.21 lakh crore. As many as 1,500 delegates, 350 them from abroad, participated in the summit. Buoyed by the success of the JUNE 2016
summit, Chief Minister has also announced that the next summit of the CII would also be held in the city to sustain the momentum. Essel group of Subhash Chandra was among the key private enterprises at CII Partnership Summit to announce large investments for two projects in AP. The media-to-infrastructure group has agreed to set up a large solar panels manufacturing facility over 2,000 acres and a smart industrial city over 10,000 acres, involving investments of Rs 13,000 crore. The smart industrial city would attract at least 200 industries with investment potential of Rs 73,000 crore, said Subhash Chandra. The Union Chemicals and Fertilizers Minister Ananth Kumar said the state would get a petrochemicals complex to be built by HPCL and GAIL involving at least Rs 25,000 crore of investments. Further, HPCL would expand its capacity near Visakhapatnam involving investments of at least Rs 25,000 crore. The state would also get a medical devices manufacturing park that could attract a minimum of Rs 20,000 crore of investments, he said.

On the opening day, Anil Ambani made the announcement that a naval ship-building unit would be set up at Rambilli in Visakhapatnam district with an investment of Rs. 5,000 crore, setting the pace. The Rashtriya Ispat Nigam Ltd - Visakhapatnam steel plant committed an investment of more

than Rs.38,000 crore on its future projects - mainly capacity expansion.
Trina solar project
Trina Solar (India) Pvt Ltd signed a MoU for setting up a Rs. 3,000-crore solar panel manufacturing unit in the multi-product AP Special Economic Zone at Atchyuthapuram in Visakhapatnam district. Unlike the other companies, Trina Solar laid the foundation stone for the project on the day itself at the site. The company representatives said the unit would start production by the end of the year and it would provide jobs to 3,500 people. The unit was allotted 90 acres in the SEZ.
NIPER to be set up
The Union Minister for Petroleum, Chemicals and Petro-chemicals made an announcement that the National Institute for Pharmaceutical Education and Research (NIPER) would be set up here at an investment of Rs. 600 crore and it would stimulate the growth of pharma industry in the region surrounding Vizag. If these projects fructify and take shape, there is no doubt that Visakhapatnam will become one of the major industrialised districts in the country. "The State Government will make all efforts to get the projects grounded and get them completed as early as possible. We will pursue them in right earnest and we will review the progress in the next summit of the CII to be held here," said the Chief Minister..

hief Minister Chandrababu Naidu, during the past two years, spent considerable time, wooing foreign investors to the cash-strapped state as he attempts to industrialize the primarily agrarian economy. Naidu, who is credited with transforming Hyderabad into an information technology hub during his tenure as Chief Minister of the united state, has been looking eastward this time around. He has so far visited Singapore, Japan and China to pitch Andhra Pradesh to potential investors. All through his trips, the Chief Minister batted for Andhra Pradesh as the gateway to the country’s hinterland, He has been successful in highlighting the potential for the state to become a logistics hub on India’s east coast. While stressing the enormous opportunities in India as an economic power, he sought to focus on the advantages of AP, as the gateway to India. His efforts to transform the state into a logistics and transportation hub by attracting investments from manufacturing economies such as China, Japan, South Korea, Singapore, and Malaysia are bearing fruit. The hands-on Chief Minister took considerable pains in getting down to the brass tacks during his foreign trips. Writing about Naidu's zeal in understanding ground situation during his foreign visits, financial daily The Mint wrote: “People who travel with him on foreign tours say Naidu has untiring energy. His day begins at 7am and he’s on the move JUNE 2016
till he rests at 11pm. All the while, he is meeting corporate executives or visiting projects—tourism and infrastructure—that he could replicate in AP.” So involved was the CM with these visits that he had ensured that even the business cards of the members of the AP delegation were printed in Chinese and Japanese, besides audio-visual presentations on AP’s potential being prepared in these languages.
Singapore
As a result of his efforts, Singapore prepared the master plan for the capital city Amaravati free of cost. The Lee Kuan Yew School of Public Policy in Singapore is helping the state to draft policy frameworks for ease of doing business.
China
Due to the CM’s initiative to start dialogue with the Chinese investors, a string of firms from the red dragon have shown more than passing interest in AP. Guizhou International Investment Corp. came forward to jointly develop a 2,000-acre industrial park with an investment of $500 million along with GMR Infrastructure Ltd. Guizhou International promised to bring in Chinese manufacturing companies making electronics, power equipment, wind and solar energy and smart technologies to the park at an estimated investment of $2-3 billion over five years. Chinese firms such as TCL Corporation, Trina Solar and JA Solar Holding Company were among several companies which expressed interest in investing in Andhra Pradesh. Chinese interest in

AP was also evident when Xinhua reported Naidu's meeting with Chinese vice-premier Wang Yang in Beijing. Naidu was also interviewed by Xinhua.
Japan
Naidu wants a large piece of the $35-billion pie Japan has committed to invest in India over the next five years. As a result of his persuasion, Japan offered help to build AP’s capital, including financing the construction of Amaravathi and providing for transportation. The state government is also in advanced talks with Japanese International Cooperation Agency and Asian Development Bank to finance pockets of the Vizag- Chennai Industrial Corridor. AP also signed a pact with METI to promote direct investment by Japanese firms in areas such as urban development, infrastructure, manufacturing, agriculture, food processing and IT. Mayewaka Manufacturing Co. Ltd., Japan’s largest poultry processing machinery manufacturer, has come forward to build a mega food park in Nellore district with an investment of $8-9 billion from 24 Japanese firms, including in cold chain infrastructure. Sumitomo Corp. will develop a 4,000MW coal-fired power station in Srikakulam district besides assisting the government get foreign investments in the food-processing industry. Japanese interest in investing in AP is so overwhelming that it spurred the State to introduce Japanese language course in its major universities.

T
he sunrise state of Andhra Pradesh has outshined Telangana in World Bank list of investor-friendly states in the country. In an acknowledgement to Chief Minister N Chandrababu Naidu’s relentless efforts to turn around the economy, AP has been selected the ‘second hot destination for investment in India’, according to the World Bank report on ‘Ease of Doing Business’. The state-wise report released by the World Bank on September 2015 ranked the new State of Andhra Pradesh at second place, after Gujarat, in terms of creating friendly atmosphere for investors. Telangana fared at 13th position in the rankings. According to the report, Gujarat is at the top place with a score of 71.14 per cent, whereas AP secureda close second rank with 70.12 per cent. This shows we're making an impact through our work, the Chief Minister said.
The Background
In December, 2014, at the “Make In India” workshop, State governments agreed to a 98-point action plan for business reforms to all States and Union Territories. The objective of the action plan was to lay out the first of a series of recommendations targeted at increasing transparency and improving the efficiency and effectiveness of various government regulatory functions and services for business in India. Simplifying regulatory burdens on business at the State level is an important component of the ambitious Ease of Doing Business in India initiative. JUNE 2016

The Assessment
This assessment, the first of its kind, has been conducted to take stock of reforms implemented by States in the period January 1 to June 30, 2015. Data was collected through a structured questionnaire that was completed by each State and UT Government. The responses were validated through a series of in-depth workshops with State Government representatives, and the collection of supporting evidence on each of the parameters of the questionnaire.
Overall Results
The implementation status of each State has been converted to a percentage, and, on the basis of this total percentage, the report calculated the State rankings as shown in the table (above). As per the report, AP is ranked in the category of ‘Aspiring Leaders’ which means the overall implementation status is to be between 50 per cent and 75 per cent. The report of the World Bank stated that AP has implemented an effective online single-window system

with provision for filing, payment, satus tracking, online scrutiny and approval of applications. The report also praises the VAT registration system followed by AP along with states such as Gujarat, Himachal Pradesh and Karnataka. The Chief Minister pointed out that this rating will act as a major indicator for prospective investors across the globe looking at investing in India. “We are now targeting the number one position. I'm confident that we will soon make it to the list of “leaders” category by falling in the 76-98 point score card,” he said.
Number One Soon
The difference between Gujarat and Andhra Pradesh is only 1 percent. The State administation is now working hard to ensure that AP achieves number one rank soon in the ease of doing business. The CM’s push in this regard was even noted by no less DIPP secretar Amitabh Kant. “Gujarat is really working hard to maintain its number one position simply because Andhra Pradesh is driving it too hard this year,” he remarked.

H
e is no stranger to the World Economic Forum, the International Organization for Public-Private Cooperation. Chief Minister N Chandrababu Naidu had been a regular to Davos meet, which is committed to improving the state of the world. During his previous stint as Chief Minister of united Andhra Pradesh between 1995 and 2004, Naidu was a regular participant in the summit and had moderated many sessions. Soon after taking the reins of the new Andhra Pradesh, Naidu moved quickly to capitalise on the ‘Brand AP’ image at World Economic Forum. During his 2015 visit, Naidu addressed a special session on 'Investment in Andhra Pradesh' organised by the state government. He had bilateral meetings with industrialists, businessmen and experts from different fields on the sidelines of the conference. He was also a special guest at a session on 'Future of Urban Development' along with ministers from various countries and CEOs of major corporations. He also participated as a special guest at a session on 'Japan, Vision for Tomorrow’. Naidu said he asked companies like Microsoft, Infosys and Wipro to set up their campuses in Visakhapatnam or other cities in AP during his the meetings with top executives, including Microsoft founder Bill Gates. In 2016 too, the Chief Minister has moved quickly to capitalise on the ‘Brand AP’ image at World Economic Forum in Davos, Switzerland. Being the only Chief Minister from India to be invited to the prestigious meeting, Naidu made the best of the opportunity to interact with the who’s who of the business and political world in this Swiss Alps town. The Forum, established in 1971 as a not-for-profit foundation, engages the foremost political, business and other leaders of society to shape global, regional and industry agendas. This year too, the CM held a series of meetings with various CEOs of top-notch companies across the globe in Davos and impressed upon the world business leaders of the conducive investment climate available in Andhra Pradesh. From heads of global businesses such as Lockheed Martin to Indian head honchos including Tata’s Cyrus Mistry, Chandrababu Naidu’s busy schedule left no important personality without a one-on-one meeting. Making a strong pitch before foreign investors, Chandrababu Naidu said the state offers great opportunities in areas ranging from technology to tourism to infrastructure to oil refineries. It has come forward to establish a Secretariat in Andhra Pradesh. During the Summit, Andhra Pradesh government came out with an innovative campaign on the streets of Davos to attract investments to the reorganised State. The State government undertook a unique initiative to project the might of the reorganised AP as an investment destination bringing it to the doorstep of the Western world. Executed with pleasing visuals - the state government has branded a special bus with ‘Make AP your Business’ posters. The special vehicle made rounds in the city towards attracting investments for ‘Sunrise AP’. ven as India emerged as the top destination for foreign direct investment (FDI) in 2015, the newly created Andhra Pradesh has registered an impressive growth in attracting foreign funds by ranking third most popular state in the country, according to fDi Intelligence, a unit of the Financial Times group. Among Indian states, Gujarat received the highest FDI in the country. Of the total inflows to India and China, the western state received 10%, with $12.4 billion in investments, while Maharashtra with $ 8.28 billion ranks second. Andhra Pradesh, the newly created state with a battered economy, rose to occupy the third place in a short period of just two years with $ 6.1 billion investments. It is indeed remarkable for Andhra Pradesh to be in the reckoning for FDI in such a short time. The state was down in the dumps after the truncated Andhra Pradesh was left with no resources, no large industrial base, no capital city and no proper administrative set up following the most unscientific and unjust bifurcation in 2014. It was a time when AP looked like it was destined to rot as one of the backward states in the country with a huge fiscal deficit and uninspiring economic brass tacks. The special category status that was promised on the floor of Parliament failed to materialise. The fiscal deficit and special assistance expected from the Centre remained unfulfilled for a variety of reasons. Despite all this gloomy scenario, the JUNE 2016
one thing that made a difference to the state was the newly elected government with the hugely experienced, self-motivated and die-hard Chief Minister Chandrababu Naidu at the helm. Indeed, Naidu was a seasoned administrator having turned around the sleepy city of Hyderabad into a bustling IT centre, rivalling the silicon valley of India, Bangalore. Still, very people believed that it was possible to make a difference to the residual state of Andhra Pradesh, battered as it was on all fronts in the division process. But the Chief Minister proved even his most bitter critics wrong by creating a positive environment conducive for investments through Sunrise Andhra Pradesh brand. While the cynics continued to sulk, Naidu went on whirlwind tours to China, Japan, Singapore, Britain and Davos and convinced them to invest in Sunrise Andhra Pradesh. From the Partnership Summit to several investement conclaves that the Government held to attract investments showed almost immediate results. The Partnership Summit in Vizag alone netted some Rs 6 lakh crore investments. The efforts to make the administra-

tion responsive to investors paid off with the World Bank ranking the state second among businessfriendly states in the country. The CM was dogged in his pursuit of transforming the state favourable for businesses and investments through policy changes, pro-active governance and personal initiative. Meanwhile, India was the top destination for foreign direct investment (FDI) in 2015. Asia’s third largest economy raced past China—which was at the top for many years—with $63 billion worth of foreign investment. Andhra Pradesh has the distinction of attracting a few high-profile projects the last year. Foxconn, the Taiwanese manufacturer which makes iPhones, has set up shop in Sri City. Globally, AP has made it to the fifth place in attracting FDI in states and municipalities. AP has also been named as the Aspiring Leader category in World Bank rankings. But as important to note is the emergence of AP as the challenger within India. The state is set in every way to rise up the rankings sooner than later.

t is the first of its kind in India, and is already making waves for its innovation.
The Fibre Grid Project, taken up by the Andhra Pradesh Government with the objective of providing world's cheapest internet connection to its citizens has become a model for other states in the country to follow. The first phase of this ambitous project has already been launched in Visakhapatnam. Extending support to the novel initiative was the Networking giant Cisco executive chairman John T Chambers, who was also present on the occasion. The main objective of the project is to provide digital services to all the 1.3 crore households in the state by July end. Cisco will design and implement a broadband project in Andhra Pradesh, the first state to implement such a project in India as part of the centre’s Digital India initiative. The project will include putting in place 22,500-km-long broadband network that will cover two million households. Cisco signed an agreement to this effect with the Andhra Pradesh government. With the fiber optic rollout, Andhra Pradesh becomes the first Indian state to bring all its households online. Under the Digital India initiative launched in July last year, the union government is aiming to connect 250,000 gram panchayats with high speed Internet by 2017. “Andhra Pradesh is a blueprint for a digital state for other states to follow,” Chambers said. Households in the state will get broadband connection with speed of 2-20 Mbps while institutions will receive 1-10 Gbps connectivity by 2018. Households will receive Internet, cable and phone connection, all on the same line, for Rs.149. The project is being implemented using fiber to the home (FTTH) technology at 2,500 locations in the State. The Andhra Pradesh government is initially investing Rs 333 crore to implement the statewide optic fiber project. Andhra Pradesh State Fibernet Ltd., a government-owned corporation, is responsible for implementing and maintaining the fiber grid project in the State. The project cost came down to Rs 333 crore from the initial estimate of Rs 4,700 crore because the Government opted for aerial fiber network, wherein optical fiber lines were laid over existing infrastructure such as electric poles to save costs. The network will be laid in three districts initially—Visakhapatnam, Vizianagaram and Srikakulam. By July, all 13 districts of the state would be connected to the fiber optic grid. Speaking on the occasion, Chief Minister Chandrababu Naidu unveiled his vision. "My vision for the state is to digitally empower every citizen, enhance quality of life of citizens, accelerate economic competitiveness, boost local innovation and become a knowledge and technology hub of the country. towards realising that vision. We envision Andhra Pradesh as a role model for digital transformation for other states to follow,” he said. Cable Network
The Andhra Pradesh State FiberNet Limited (APSFL) is setting up a state wide Optical Cable Network by pulling 24 core ADSS Fiber Optic Cables for a length of about 23,000 km aerially. The backend electronic systems are being setup at around 2,449 identified electrical substations to serve as Point of Presence (PoP), from which the MSOs/LCOs can get connected to this network. The Network Operations Centre (NOC) has been setup on the Andhra University campus, Visakhapatnam.

nown for his passion to bring technology in the service of the common man, Chief Minister N Chandrababu Naidu envisaged e-pragati as a citizen- centric initiative. Andhra Pradesh has become the first state in India to execute full enterprise architecture model in the form of e-Pragati. The Rs 2,400 crore project is essentially a comprehensive e-governance project simplifying the process of delivery of government and citizen services. The success ratio, in terms of e-governance, has Andhra Pradesh in the numero uno position among the 29 states in our country. Going all-for-technology, Andhra Pradesh’s journey to the top began way back in 1999 with the introduction of online citizen services platform e-Seva, when internet was the fancy of a rather small section of society. e-Seva currently tops with a maximum number of e-transactions involving state-level citizen services. The state of Andhra Pradesh registered 659.2 million e-transactions pertaining to state government services for 7 months alone (January 2015 – August 2015; as per the data released by the Department of Electronics and Information Technology, GoI). Andhra Pradesh accounts for close to 23 per cent of total e-transactions registered across the entire country. The state government offers nearly 332 services through its online Mee Seva platform including utility bill payments, caste or family income JUNE 2016
And now, with the state already topping the country’s e-transactions, the government embarked upon the comprehensive architecture to leverage the latest advances in e-governance tools, which will bring all the government services under one roof. e-Pragati has been designed with an estimated investment of Rs 2,358 crore of which the State will share Rs 1,528 crore over a period of three years. The project is aimed at bringing together 745 G2B (government to businesses), G2C (government to citizens), G2E (government to employees) and G2G (government to governments) services offered by 33 departments and more than 300 government agencies. With e-Pragati, Andhra Pradesh also becomes the first state in India to conceive and execute state-wide enterprise architecture. The ground work for the ambitious project, which has been entrusted to IT major Wipro, has been going on since January 2015. As many as 72 projects of various departments of similar nature such as welfare departments, works departments, land management wings and sectors (tourism, industries etc.) have been grouped under 14 packages. The government is gearing up to invite expression of interest from interested companies/enterprises for developing appropriate software programmes for the projects. “This will become a model in

Government Enterprise Architecture in India. e-Pragati aims at achieving a unified and connected government with citizen-centricity at its core. ourism and hospitality have always been priority sectors for Chief Minister Chandrababu Naidu. The residual Andhra Pradesh has benefited immensely from his commitment to tourism development during these last two years, as he sees the sector a big revenue churner. Soon after taking over, the CM came up with a tourism policy with a target to attract an investment of Rs 10,000 crore by 2020, but due to the potential of the State as well as the efforts of the administration, in just one year the government was successful in attracting Rs 11,493 crore, crossing its target by more than Rs 1,000 crore. This is because of the several attractive features of the new Tourism Policy which accelerated investments. According to officials of the Tourism Department, tourism projects worth Rs 2,933 crore are already at various stages of grounding. Projects worth Rs 1,372 crore had already been grounded and another Rs 1,132 crore worth projects will be grounded in next 90 days. Tourism contribution to GSDP increased by 7,000 cr to 40,000 cr – that is upto 8% of GSDP. Domestic Tourist footfalls too witnessed a dramatic increase from 8.6 million in January 2015 to 36.7 million at present. International tourists rose from 11.6 thousand to 47 thousand at present. The State is known for its pristine beaches, sacred places of worship, lush green forests, spicy cuisine and hospitable people. Some of the major tourism projects on the anvil are development of Beach road from Tada to Ichchapuram, Hill tourism in Lambasingi, Araku and surrounding regions, Tourist Development plan for Bhavani island (Krishna district) on the lines of Sentosa (Singapore), Tourist Development plan for Visakhapatnam and other projects like floating cruises, restaurants etc.
The Indian Institute of Tourism and Travel Management (IITTM) coming up at Nellore will not only give a fillip to existing tourism infrastructure in the state but also boost tourism in the districts nearby. Work has commenced on the buildings of Indian Culinary Institute at Tirupati at a cost of Rs 95 crore.
Under the Visakhapatnam Hub, 55 projects are being developed with a total investment of Rs 3228 crore. Out of these, 23 projects at a cost of Rs 883 crore are nearing completion. The Kakinada-KonaseemaRajahmundry Hub too is witnessing investments in the tourism sector with nearly Rs 1978 crore worth projects on anvil. Work on Development of Konaseema-Hope Island-Kakinada project under Swadesh Darshan Scheme commenced at a cost Rs 70 crore is completed. Development of Papikondalu – Konaseema Mega Tourism Circuit at a cost of Rs 45crore is nearing completion. For Amaravati Hub, a total of 43 projects are being tracked at an outlay of Rs 4102 crore. Out of these 22 projects worth Rs 1212 crore are nearing completion. These include building 5-star hotels and beach resorts in the hub. The Tirupati hub, which includes Chittoor and Nellore, 26 projects with an investment of Rs 1,427

A detailed project report is being prepared for ‘Akhanda Godavari’ tourism project. A sum of Rs. 100 crore would be spent on developing infrastructure and facilities at tourist spots in and around Rajamahendravaram. Ajay Devgn and Kajol have come forward to be the brand ambassadors of Andhra Pradesh tourism. Devgn also proposed to build an entertainment and media city in the state’s upcoming capital Amaravati. Essel Group executives evinced interest in developing an island for tourism purposes and in constructing a multi-storeyed centre for “fun and recreational purposes. The State Government also plans to convert aircraft carrier INS Viraat, the world’s oldest aircraft carrier, into a 500-room hotel or resort after it is decommissioned from service later this year. The 28,700-tonne aircraft carrier would also used to promote tourism in the State. The Government is establishing Museums at Visakhapatnam, Vijayanagaram and Eluru and a Coastal Museum at Vijayawada.

he geographical advantages of Andhra Pradesh lend themselves beautifully for a Port-led development of the state, and no one understands this better than Chief Minister N Chandrababu Naidu. No wonder, he has been making every effort to make Andhra Pradesh the most preferred logistics hub and India’s gateway to East and South East Asia by 2029. Naidu has his homework done thoroughly. He saw what Singapore has done in this regard. The island nation has always been a strong performer in the global logistics industry, and transportation and logistics sector contributed between 7 to 9 percent to Singapore GDP in the last decade. and the island nation has been ranked the world's busiest port in terms of shipping tonnage. Given its natural advantages, AP can dig into this resource and build a competitive logistics hub. As a United Nations Public Administration Network (UNPAN) study pointed out, “Andhra Pradesh’s central location within India, its strong transportation links with other parts of the country and the access it provides into India make it a suitable location for a distribution and logistics hub”. Andhra Pradesh has the second longest coastline in India, covering a length of over 974 km stretching between Srikakulam and Nellore with deep draft coastal waters. A network of 14 notified non-major ports and one major port provides strong potential for the State to become India's gateway to the JUNE 2016
world, especially the Asian and South East Asian region. Andhra Pradesh has the unique advantage of having three deep draft ports – Visakhapatnam, Gangavaram and Krishnapatnam that is a critical enabler for attracting bulk cargo from East and South East Asian economies. To reap the potential benefits and position of Andhra Pradesh as India's Gateway to the World, the Government is integrating the development of ports, industrial clusters and, hinterland and efficient evacuation systems through road, rail, inland and coastal waterways under the Sagarmala Project of the Government of India. The Government has also encouraged private participation for port development. Currently there are six ports in the State that are operational and several others under various stages of development.
Cargo Movement
In 2013-14, the ports in Andhra Pradesh handled over 12.25% (117MT) of the total cargo moved through sea in India. Vishakhapatnam Port accounted for 59 MT, while the non-major ports accounted for over 58.94 MT of the total cargo movement. Andhra Pradesh is the second largest handler of cargo through non major ports in the country and Vishakhapatnam Port is the fourth largest major port in the country in terms of cargo handled. The current capacity of the operational ports in the state is over 180 MT with traffic

of around 120 MT. The state government has its task cut out for providing thrust to the sector. Visakhapatnam-Chennai and Chennai-Bengaluru Industrial Corridors would provide better connectivity for faster evacuation of cargo. A parallel beach road from Ichhapuram to Tada, Sagar Mala first phase covering Visakhapatnam to Kakinada, constitution of AP Maritime Board and promoting Brand Andhra Pradesh by encouraging second generation infrastructure firms like GVK and GMR would remain on top of agenda, the Chief Minister disclosed. The Chandrababu Naidu government has targeted that by 2023:

ost bifurcation, State Government accorded top priority for starting higher educational institutions promised under the State Reorganisation Act. With the cooperation from the Centre, Andhra Pradesh has ensured that many of these institutions started functioning, enabling local students to gain access to premier institutions.
Five institutes already functioning include- IIM at Visakhapatnam, IIT and IISER at Tirupati, NIT at Tadepalligudem and IIIT at Kurnool while process is on to construct new buildings. The IISER, to come up in Tirupati will be the sixth one in the country and is meant for basic science education and research. IIT-Tirupati, which is being mentored by IIT-Chennai, is operating temporarily from one of the campuses in Tirupati and later move into its own campus at Merlapakka village close to the temple town.
The Indian Institute of Petroleum and Energy will function from academic year 2016-17 from Andhra University premises. The proposed Energy University, being set up at Penugonda in Ananatapur district, and Logistics University, being established at Kakinada, will start functioning from the next academic year. The IIIT is being set up in Sri City, Satyavedu Mandal, Chittoor district. Of the remaining, Tribal University will come up in Relli village of Kothavalasa mandal in Vizianagaram for which 526 acres of land was identified, while the Central University would be set up in 491 acres in Anantapur. Both expected to function from the new academic year 2016-17 after completing procedural formalities. JUNE 2016
Foundation stone was laid for Agriculture University in Guntur district, and for AIIMS at Mangalagiri where 183 acres of land was alienated. The National Institute of Disaster Management will come up at Gannavaram in Krishna district and Urdu University is being set up at Kurnool.

Private Universities
The State government has decided to permit private universities as part of efforts to create world-class centres for higher learning. Towards this end, Andhra Pradesh Private Universities (Establishment and Regulation) Act was passed.
Foreign Languages
The Government is encouraging universities to teach foreign languages. Already, Andhra and Nagarjuna Universities have taken up Japanese language teaching. The Government is also supporting launch of massive open online courses for certificate and diploma courses. Choice Based Credit System has already been introduced since 2014-15 academic year.
Skill Development
The Government had signed an MoU with the Tata Institute of Social Sciences (TISS) for improving employability of students. The Government is also proposing to establish a Skill Development University.

he Godavari Maha Pushkaralu, held last year on a grand scale, attested to the personal touch that the Chief Minister N Chandrababu Naidu brought to the cultural fete. All roads led to Rajahmundry, the 1,000-year-old historical place as well as modern town in Andhra Pradesh, for the grand celebration of Godavari Pushkaralu in July, 2015 for twelve days. The Andhra Pradesh Government made elaborate arrangements in both East and West Godavari districts for the holy event that saw an average of 60 lakh pilgrims pouring in to the banks of Godavari. making it one of the largest congregations in recent times across the country. The CM, the force behind the gala event, lodged himself in Rajahmundry for the next 12 days and monitored the arrangements with minute care. He was everywhere, conducting aerial surveys, making midnight inspections, giving suggestions on easing traffic, observing from police control room, issuing directions on preventing health hazards and ensuring that the congregation is facilitated in taking the holy dip in all comfort and peace. Besides conducting aerial surveys and frequent field visits, the CM moved on a river cruise and inspected all the ghats around Rajahmundry. While sitting in the control room, he personally reviewed the situation at various ghats and instructed the officials |accordingly. He took utmost care for providing basic amenities like JUNE 2016
sanitation, drinking water, to the pilgrims and engaged the Fire Services to continuously clean up the ghats with huge water pipes. His personal involvement and initiatives ensured that the devotees had a memorable spiritual and cultural experience. The State government of Andhra Pradesh made an array of arrangements on an unprecedented scale, spending nearly Rs 2000 crore for this humungous event. Be it free transport in Rajahmundry, or facilities like water, food and medication – they were all made available in plenty. About 275 ghats in the twin districts were made ready, the most prominent one being the 1.5 km long ghat at Kotilingala in Rajahmundry. Pushkar Nagars with amenities for pilgrim stay were built at several places in the city. Pushkaram Highlights in a nutshell: w A whopping 4.9 crore pilgrims took holy dip in river Godavari in both districts w As many as 287 bathing ghats served on both sides of the river

Pushkaralu, has turned out to be the highlight of the 12-day event. The light and sound show conducted at the inaugural event, too, was much appreciated for its creativity. It is to the credit of Chief Minister Chandrababu Naidu that millions of believers and nature lovers poured into East and West Godavari even after the first day’s unfortunate incident. The CM’s strenuous efforts in containing the damage and standing steadfast to repair the damage and provide the best care for the pilgrims was appreciated by one and all. His staying put at Rajahmundry all through the Pushkaralu, along with many of his cabinet colleagues, instilled a sense of confidence among the devotees who made a beeline to the ghat from across the state and the country. Those who took the holy dip did not fail to mention their appreciation at the fool-proof arrangements made and facilities provided to the surging crowds. While the administration took every care for the smooth conduct of the Pushkaralu, the Chief Minister has to be credited with making the event a grand cultural and social affair.
