A

splash of colour, a dash of culture and patriotic zeal marked the 67th Republic Day celebrations in Sunrise Andhra Pradesh. Governor ESL Narasimhan hoisted the national flag on the occasion at Municipal Stadium in Vijayawada. Chief Minister N Chandrababu Naidu and other dignitaries were also present on the occasion. The tableaux of various departments that took part in the Republic Day celebrations at the Stadium passed through main roads in the city. The tableaux passed through Bandar Road, Benz Circle, Nirmala Convent Junction, Government General Hospital, Ramavarappadu ring road, Gunadala, Machavaram, Chittigunta, Governorpet, old Bus Stand, Raghavaiah Park and IGMC Stadium. The tableau of Tirumala Tirupati Devasthanams (TTD) bagged first prize. The tableau of agriculture and CRDA won second and third prizes respectively.

Turning a new Leaf! This New Year has been the harbinger of good news for the state of Andhra Pradesh. The CII Partnership Summit on the one hand, and the World Economic Forum meeting on the other, have given a fillip to the brand image of Andhra Pradesh as Sunrise State for investments. The three-day CII Partnership Summit in Vizag, the first such after the formation of the carved out Andhra Pradesh, has indeed been a grand success. With as many as 328 MoUs inked, nearly Rs 6 lakh crore investments proposed, translating into almost 10 lakh jobs, the Summit has proved what good leadership can do even in the most trying circumstances. A point that was underlined by many a political and business leader at the Summit. Truly, Chief Minister N Chandrababu Naidu has pulled off a coup of sorts by hosting a big-ticket event like CII Partnership Summit and successfully promoting AP as the best investment destination. Buoyed by the overwhelming response the state got during the CII Partnership Summit in Visakhapatnam, the Chief Minister rightly went on to capitalise on the ‘Brand AP’ image during his four-day visit to Davos in Switzerland. Of course, all these efforts at ramping up economic activity will take time to bear fruit. Remember the growth story of information technology in Hyderabad. When Naidu embarked upon the seemingly impossible mission of transforming the city of Charminar into Hitech City, few believed that it could ever be a reality. Ten years down the lane, Hyderabad gave every other city in India a run for its money, becoming the second largest exporter of IT products. With an experienced leader at the helm, it may not take as many years for Andhra Pradesh to turn into an economic powerhouse. We got a taste of it at Vizag and in Davos.

Andhra Pradesh reaped a rich harvest of projects at the end of the prestigious Sunrise Andhra Pradesh Invest Meet and the 22nd Confederation of Indian Industries Partnership Summit it hosted in the beautiful city of Visakhapatnam from January 10 to 12, 2016.

H

eld on the eve of the Sankranti festival, the biggest harvest festival in South India, the event seemed symbolic, attracting investment proposals of a whopping Rs.5 lakh crore through nearly 330 memorandum of understanding (MoUs) in just three days, showing how a single event can change the face of a State. True to its commitment to assist the Andhra Pradesh state in the aftermath of bifurcation, the Central Government sprang a pleasant surprise by announcing some major projects for the Sunrise state as if to match the demand for special status. They include the Rs.600 crore National Institute of Pharmaceutical Education and Research (NIPER) in Visakhapatnam on 100 acres, for which the foundation stone will be laid shortly, and a full-fledged Central Institute of Plastics Engineering and Technology (CIPET) at Vijayawada. CIPET is already functioning in Vijayawada but with just 200 students doing diploma courses. Now, it will be transformed into a high learning centre with B.Tech and M.Tech courses and the student intake increased to 5,000 from the present 200.

Mous galore

Another major project sanctioned for Andhra Pradesh at the meet is the Medical Devices Park at a cost of Rs.20,000 crore. Only Gujarat on the west coast and the Sunrise AP on the east coast got the project.. Similarly, a Petrochemical Complex will also come up in AP, jointly under the Hindustan Petroleum Corporation Ltd.

(HPCL) and Gas Authority of India Ltd (GAIL), and the investment is in excess of Rs.50,000 crore, The expansion of HPCL and also a brand new Petroleum, Chemical, and Petroleum Investment Region (PCPIR) in Andhra Pradesh will be started in AP shortly, Uniion Minister of Chemicals and Fertilisers Anant Kumar announced at the valedictory function of the Partnership Summit. He had already held discussions with his Cabinet colleague - Union Minister for Petroleum and Natural Gas Dharmendra Pradhan. According to him, a structured meeting with the Chief Minister Chandrababu Naidu at New Delhi in the coming days will clinch the issue, but in principle, AP will have the projects. In all 328 MoUs with Rs.4.78 lakh crore investment proposals for projects which generate one million jobs were signed at the three-day Summit.

Smart industrial Township

ESSEL Group will build a smart industrial township on 10,000 acres with an investment of ten billion US dollars or Rs.73,000 crore. According to its chairman Subhash Chandra, a minimum of 200 industries will be invited to the SIT. An MoU towards this and another for making solar panels from silica with an investment of Rs.13,000 crore were signed during the Summit. The solar unit will be set up on 2,000 acres of land and provide jobs for 15,000 people. CEO of OCI Global Woo Hon Lee also promised they would come to Andhra Pradesh and do what ESSEL

did and find ways to contribute to the great country of India, and particularly Andhra Pradesh. Anil Ambani promoted Reliance ADA Group also signed an MoU at the summit for setting up a world class naval facility at Rambilli about 70 km south of Visakapatanam, Also, the Pune based Bharat Forge Ltd will investment Rs 1200 crore in Andhra Pradesh to set up an integrated automotive component factory in Nellore. These decisions would not only help in pushing the growth rate of the state and create millions of jobs but also give a boost to the country’s economy, it is hoped. The eco system is inherently businessfriendly and there is the astute leadership of the Chief Minister who aims at a 14 per cent growth to contribute to the nation's economy. I have not the least doubt Andhra Pradesh is

moving towards a situation where people not only from the country but from all over the world would come to see new cities coming up here,� he observed. In this context, Jaitley referred to the proposed new capital Amaravati `which probably would be one of the most outstanding global cities being planned'. He also noted that India was not only a cooperative federation with regional cooperation from all States irrespective of political leadership, but also a competitive federation. Today's world was facing a difficult situation. There is economic crisis across the world and the growth rates were extremely low. A large part of it had spilled over into our system also. But India with seven to 7.5 per cent growth rate, stood out as a bright spot in the global economy. Some of the reforms had to be pursued with single-minded focus on it. After bifurcation, Andhra Pradesh state was left in a more difficult and challenging situation since the revenue-generating Hyderabad had gone to Telangana, "The State really has to be built once again," Jaitnley remarked and assured all support to the FEBRUARY 2016

Chandrababu Naidu “is a performer and a reformer, and not because he is our alliance partner." He is taking the State forward. Like Mr. Modi, Chandrababu Naidu in AP was `an able leader providing stable government'. "That gives us assurance and insurance to make investment in Andhra Pradesh. Mr. Chandrababu Naidu is a missionary and a ‘visonary’ He converts people into entrepreneurs, makes people work. We worked with him earlier FEBRUARY 2016

Thanks to his effort, under the housing for all by 2020 scheme, out of 2.3 lakh houses, as many as 1.93 lakh homes were sanctioned to Andhra Pradesh alone, the Union Minister disclosed.

The detailed project report for Vijayawada metro project was ready and tenders would be called shortly, he revealed. I

n a big boost to the efforts of the Andhra Pradesh Government to attract big-ticket investments, the Reliance Group signed a memorandum of understanding (MoU) with the Andhra Pradesh government to build a naval shipbuilding facility at Visakhapatnam with an investment of Rs 5,000 crore. The MoU was signed at Partnership Summit 2016 in Visakhapatnam in the presence of Reliance Group chairman Anil Ambani and Andhra Pradesh Chief Minister Chandrababu Naidu. The facility will be set up to build strategic assets like nuclear submarines for the Indian Navy. The facility, to be set up at Rambilli along the East Coast near Vizag, would also lead to creation of a multi-tier array of defence ancillaries with further investments of Rs 5,00010,000 crore and thousands of skilled jobs, he said. Speaking at the Summit after his group signed a memorandum of understanding (MoU) with Andhra Pradesh government for the facility, Ambani said it would complement Reliance Group's existing facility at Pipavav in Gujarat and will have a clear focus on building strategic assets for the Indian Navy.

"It is estimated that Indian Navy will spend over Rs 3 lakh crore or nearly Rs 20,000 crore a year on acquisitions and fleet modernisation of submarines and aircraft carriers over next 15 years, creating a huge pipeline of opportunity for the proposed worldclass naval facility," he added. "At an initial investment

outlay of Rs 5,000 crore, it will represent the singlelargest investment at one location anywhere in Andhra Pradesh," Ambani said. The diversified group's chairman further said Reliance Group has had a strong business engagement with Andhra Pradesh and it has already invested Rs 15,000 crore and created thousands of jobs in the state across a range of sectors from telecom to power. Stating that Vizag has for long time been a hub for commercial and maritime activities, Ambani said it has now grown to be one of the busiest harbour cities in Asia and it was ideally suited for the manufacture of strategic assets such as nuclear sub-marines and aircraft carriers. The billionaire industrialist said one of the most important part of India's policy of a "credible minimum deterrence" is SSBN or a nuclear submarine and the proposed Vizag facility "will play in critical role in complementing this mission and bringing it to fruition". Besides, it will also further Prime Minister Narendra Modi's Make in India mission in the defence sector, he said. "The world class naval facility will also help translate Make in India into Make in Andhra Pradesh and leapfrog the state to the top of the manufacturing revolution in India's defence sector," Ambani added. he Andhra Pradesh government announced its retail policy — the first state to do so. It offered greater flexibility in labour laws pertaining to working hours for ease of doing business in the retail sector.

The state has included food and grocery retail enterprises under the Essential Services Maintenance Act (ESMA) to dissuade strikes. It has also declared distribution centres and warehouses of retail enterprises as public utilities under the Industrial Disputes Act, 1947 .. , to prevent flash labour strikes. The state, which currently accounts for nearly 8 per cent of India's total retail market of 13 million stores, hopes to attract at least Rs 5,000 crore investment by 2020. After unveiling the retail policy during the three-day Partnership Summit organised with the Confederation of Indian Industry ( CII) in Visakhapatnam, Chief Minister N Chandrababu Naidu announced signing of some memoranda of understandings. Retail giants such as Walmart, Future group, Spencer's and Arvind Lifestyle are among those who have agreed to set up large format stores, involving an aggregate investment of at least Rs 1,500 crore. Together, they promised to provide at least 25,000 new jobs. Naidu said, "We expect the new retail policy to help Andhra Padesh emerge as a hub for retail logistics and promote setting up of warehouses and distribution centres. We also hope it will help accelerate investment flows and socioeconomic development." Future Group CEO Kishore Biyani said, "Andhra Pradesh's retail trade policy is a new beginning and a good start," adding that his group was also looking at setting up new stores in seven cities over the next 6-8 months. K Raheha Corporation's president Neel Raheja said the group has identified four Andhra cities to set up new shopping malls. Walmart India CEO Krish Iyer said they were looking at opening 15 new stores, apart from opening a facility to source agriculture produce from small and marginal farmers across Andhra. Leading forging major Bharat Forge announced plans to set up an integrated auto components hub in Nellore in Andhra Pradesh with an investment of about Rs 1,200 crore. "We plan to set up a fairly large integrated automotive component manufacturing hub in Nellore district with an investment of about Rs 1,200 crore and will employ 3,000-odd people directly and almost similar amount indirectly and hopefully create a substantial ancillary economic structure," Bharat Forge Chairman Baba Kalyani said. He was speaking at the inauguration of Confederation of Indian Industry (CII) Partnership Summit. Announcing the plans, Kalyani said another Memorandum of Understanding (MoU) has been signed with the state to set up a multimodal facility.

"Second, we propose to make a multi-modal manufacturing facility for industrial components, defence and aerospace components including a supply chain and this will be located in Anantapur district," he said. He said for both these locations, the company has already finalised the land and "I think in the next few weeks, we will actually get physical possession of the land and start our work". Pune-based Bharat Forge is the world's largest forging company with manufacturing facilities spread across India, Germany, Sweden and France. It manufactures a wide range of components for the automotive and nonautomotive sectors. It is part of the $2.5 billion (nearly Rs 16,670 crore) diversified Kalyani Group, which has about the 10,000strong global workforce.

ADB to provide $625 mn loan for Vizag-Chennai corridor

he Asian Development Bank (ADB) will extend a $625 million loan for Vizag-Chennai industrial corridor, ADB India country director Teresa Kho announced.

Addressing the CII Partnership Summit in this coastal city, she said ADB would work with Andhra Pradesh in developing the infrastructure nodes as part of the Vizag-Chennai Industrial Corridor(VCIC). She said VCIC will play a critical role in Prime Minister Narendra Modi's Act East policy. She told the summit that VCIC has the potential to create 11 million jobs in next 30 years. "It is estimated that GDP in corridor districts will increase by six times and manufacturing output by seven times over the next two decades," she said. The $850 million project is expected to change the face of Andhra's coastal belt from Srikakulam to Srikalahasti. Four major infrastructure nodes will come up in Andhra Pradesh along 900-km long coastline. These nodes are Vizag, Kakinada, Gangavaram-Kankipadu and YerpeduSrikalahasti. East Godavari and Krishna districts are employment intensive and are poised to grow faster with VCIC, she noted. The comprehensive development plan show Strong growth potential over three decades. According to this, pharma can grow by 12.2 percent, electronic by 44.4 percent and auto at 24 percent in the next five years. Confederation of Indian Industry (CII) President Sumit Mazumdar said the VCIC would attract investment of $17 billion.

On behalf of the Centre, I am making in-principle announcement that HPCL and GAIL together would establish a greenfield petrochemical complex in Andhra Pradesh. This will also bring huge downstream investment opportunities to the state apart from refinery and cracker units,” Ananth Kumar told the cheering audience. The project is in addition to the ongoing brownfield expansion of HPCL refinery at Visakhapatnam, and would be set up at a different location in the state, the minister said. Expansion of refinery entails an investment of Rs 25,000Rs 30,000 crore, while establishment of a petrochemical complex would mean additional investment of more than Rs 25,000 crore. ndhra Pradesh will have port-led development with focus on export manufacturing, Chief Minister N. Chandrababu Naidu said. If information technology and knowledge economy was his mantra for development of Hyderabad as the then chief minister of undivided Andhra Pradesh, this time coastal development tops his agenda, he said. Unveiling his vision before the investors and captains of industry at CII Partnership Summit in Visakhapatnam, he vowed to make sunrise Andhra Pradesh the most preferred destination for investments. Stating that the ports of Visakhapatnam, Gangavaram and Krishnapatnam are doing very well, Naidu said during the current financial year the state will become number two to Gujarat in handling cargo. Though Gujarat is far ahead, he is keen to compete with the state on west coast. "Our prime minister says Look East. India has to Look East only through Andhra Pradesh," he said. In his keynote address at the plenary on 'Sunrise Andhra Pradesh: Turning Aspirations into Reality- Vision 2029,' the chief minister said with his out of box thinking and turning a crisis into an opportunity, he plans to make the state one among the top three states by 2022 and number one state by 2029. He told the gathering that the state achieved a growth rate of 11.8 percent in the first half of the current financial year against national average of 7.4 percent. "Once we begin the economic activities, I am confident we will achieve 14-15 per cent growth," he said.

hief Minister N Chandrababu Naidu announced that the next CII Partnership Summit would be hosted in Visakhapatnam. After consulting Union Minister for Commerce Nirmala Sitharaman, CII Director General Chandrajit Banerjee and president Sumit Mazumder, Naidu said the second Partnership Summit in Andhra Pradesh post-bifurcation would be organised in Visakhapatnam only. Appreciating the convention hall created temporarily with AC hangars at APIIC Harbour Park, he said this clearly buttressed the need for a world-class conventional hall to host international events in the city. Naidu pointed out the association with the CII in organising four Partnership Summits earlier during his stint as the Chief Minister of the undivided Andhra Pradesh. “The summit has been possible because of my long-standing relationship with CII. I have, in my earlier term, promoted CII Partnership Summits several times.,” he said. Naidu said his government also had plans to construct an international convention centre at Visakhapatnam as the city had its importance as the State’s largest city with good industrial base. “I would also like to inform you that next year too, Andhra Pradesh will be holding the CII Partnership Summit in Vizag. I see this as an opportunity for investors to review our work and progress in Andhra Pradesh when they visit us next year,” the CM told the delegates. Suggesting industrialists to focus on manufacturing where we not only increase domestic production but chalk out an export-led growth plan for manufacturing, the CM assured that as an investor, ‘you will not only profit but also enjoy doing business with our v state’.

Foxconn plans to double smartphone capacity

aiwan's Foxconn will more than double smartphone manufacturing capacity at its Andhra Pradesh factory site this year and aims to establish a campus in the state as the world's largest contract manufacturer ramps up Make in India plans, according to Economic Times. "The intent is to take total production capacity to 2.5 million smartphones a month by the year-end and add 1,000 people to its existing workforce," the paper quoted a source. Foxconn makes about 1 million smartphones a month at the facility, which has 25 assembly lines and employs about 6,000 people. "The number of clients could also double," the source said, citing anonymity. The expansion may incur a "few million dollars" of investment. Three new buildings of a total 500,000 square feet will be ready in the next five to six months and have 10 smartphone assembly lines.

Labour strife saw the plants being shut early last year. The largest assembler of Apple's iPhones began making smartphones at the current site in July last year following policy changes, which made this cheaper than importing the devices from China. The latest production targets are likely to be met with ease as many Chinese smartphone companies are making their way to India, the fastest-growing smartphone market that's set to become the second largest in absolute numbers by 2017, surpassing the US. Since July, Foxconn has added Microsoft, Xiaomi, Oppo, Gionee, Asus and American brand Infocus to its list of clients that get phones made locally. The new production facilities will cater to increased orders from these companies besides new smartphones.

Foxconn declined to comment on the plans, but said it is "encouraged by the productive dialogue that we have had with key stakeholders, including relevant government officials and industry partners, in India." The company added that "significant" plans for India are being finalized and will be rolled out in phases over the next five years.

India has become Foxconn's key focus since 2015 when Chairman Terry Gou visited the country and committed to invest $5 billion in Maharashtra over five years on a new electronics manufacturing facility. Hon Hai Precision Industry Co. Ltd窶認oxconn is the trade name-aims to develop 10-12 facilities in India, including factories and data centres, by 2020 and employ millions directly and indirectly.

The company will acquire more space and establish a campus in Andhra Pradesh on the lines of what it had in Chennai. Foxconn Chennai's plants, which opened in 2006, became defunct after Nokia stopped making phones there.

The company would want to solidify operations in Andhra Pradesh before moving to other states, even though conversations to begin new businesses in other states, such as Maharashtra, were on.

Krishnapatnam port to set up Lng regasification Terminal

etrogas Pvt Ltd has joined hands with Krishnapatnam Port Co Ltd and the Andhra Pradesh government to set up a liquefied natural gas (LNG) regasfication and floating storage terminal at Krishnapatnam Port in Nellore district with an investment of around Rs.3,000 crore. Petrogas is joint venture of Isomeric Holdings bhd of Malaysia and LEPL Venture Pvt Ltd of Vijayawada, the company behind Air Costa. Regasification involves converting LNG to natural gas. The pact was signed at the CII AP partnership summit in Visakhapatnam. “With a green and clean concept, the government of Andhra Pradesh is encouraged to have Petrogas type of companies to come forward and invest in the state. Under its purview, it will facilitate all possible approvals,” said Ajay Jain, principal secretary (energy, investments and infrastructure), Andhra Pradesh. The Petrogas facility will initially have a capacity of five million tonnes per annum (mtpa) along with ancillary facilities like floating LNG storage tanks. The first phase of this project would cost $500 million. FEBRUARY 2016

The investment is likely to create 500 new jobs in the state. The project is estimated to start operations in three years, after which capacity will be raised in the next three years. Andhra Pradesh government will help with land acquisition and infrastructure development by providing incentives. “To ensure adequate supply of gas for the power and industrial sector of Andhra Pradesh and neighbouring states and to propose a long term solution to address the energy requirements of the state, we are working on a cost-effective and competitive supply of gas,” said Krishna Kumar, CEO, power of LEPL Projects Ltd. In phase two of the project, the company would add another 5 mtpa capacity for regasification and supply gas for industrial and commercial needs of the state. The project also includes building derivative plants like urea, methanol, ceramic, LPG bottling and other petrochemical plants. It would develop all plants relevant to supplying gas to compressed gas to industrial hubs. To tap the required funding, the company said it is in talks with banks like Deustche Bank, ICICI Bank and BNP Paribas.

almart India said it plans to open 15 more cash-and-carry stores in Andhra Pradesh apart from setting up a centre for sourcing agriculture products from small and marginal farmers. Walmart India president and chief executive officer Krish Iyer said the company has three stores in the state and it "plans to open another 15". Meanwhile, four leading retail chains Walmart India, Future Group, Spencers and Arvind - have signed MoUs with the state government to invest Rs 1,500 crore in Andhra Pradesh with a commitment to generate 25,000 jobs. Iyer said Walmart India would engage in areas like working with small farmers, and investing in training. Talking about ease of doing business in India, he said both at the centre and the state several steps are visible in this direction. "The efforts are visible. The events on the ground do take time and I believe that in the next 12-18 months, we are going to see some significant results visible on the ground itself," he said. When asked whether the big retailers would impact small mom and pop stores, Iyer said both the models would work in India.

he Centre has granted the one-time financial assistance of Rs. 540 crore for constructing underground drainage system (UGD) for the Guntur Municipal Corporation (GMC). The project, which is part of the Essential Urban Infrastructure Scheme of the Union Ministry of Urban Development, was sanctioned last year. The UGD project is unique in the sense that a one-time financial grant of Rs. 540 crore has been sanctioned for it.

he Andhra Pradesh government announced release of 400 convicts who have shown good conduct in the prison. The decision was taken at the cabinet meeting chaired by the Chief Minister N Chandrababu Naidu. Information minister P Raghunatha Reddy said the order of release was a "Republic Day gift" for the families of these convicts.

he temporary capital city buildings of Andhra Pradesh would come up at Velagapudi village in the permanent capital area near Vajayawada, state Municipal Administration Minister P Narayana said in Vijayawada. It was decided to construct the temporary capital in about 26 acres. Soil tests found lands in the village to be suitable for construction of temporary capital and the tenders for the constructions would be called quickly. The state government has already announced that the state Secretariat would start functioning in the permanent capital region from June this year.
