the CIvItAS eLAn project is the result of an intensive cooperation and exchange process between the five CIvItAS eLAn cities Ljubljana (Slovenia), Gent (Belgium), Zagreb (Croatia), Brno (Czech Republic) and porto (portugal).

THE Mobility Treasure Hunt 1. About the game Within the CIvItAS eLAn project a school children congress was designed. A youth congress was originally planned, which would enable a certain number of school children and students to travel to another CIvItAS eLAn city and experience the CIvItAS measures of this city. Soon it was clear that CIvItAS eLAn wants to work with school kids between 15 – 17 years old. each city sends 8 pupils to the city of Brno in May 2011, together with two teachers of their schools.

8. How to do that? Following certain guidelines may help you crack a code. this may not always work but it can help you make certain decisions at least help you narrow your options. • •

If a code has groups of 1 – 4 characters (not necessarily letters or numbers) – try MORSe COde. If a code has approx. 26 objects – how about LetteRS OF ALpHABet? If a code has many characters with varying occurrence – it may suggest LetteRS OF ALpHABet again. If the frequency of the letters in the code is similar to that in the language – try tRAnSpOSItIOn, i.e. shift of letters. If a code consists of meaningful sentences which seem strange or unnatural, they may be hinting at something else – i.e. SteGAnOGRApHIC method. A code consisting of text may appear normal but still may suggest something else (a route – try SteGAnOGRApHy. How to encode the riddles Codes can be divided according to many different criteria into types. Only the basic types, commonly encountered xamples of codes are described here. examples and their solutions are included.

BYPAD was developed by an international consortium of bicycle experts in 1999 as part of a project of the European Union.

Even good things can be improved! BYPAD provides an in-depth analysis of the current status of your cycling policy. The method is simple: politicians, civil servants and user groups each fill in a detailed questionnaire which provides insight into different views on the state of development in various areas of the local cycling policy. Controversial viewpoints are then discussed in a moderated process, guided by the neutral national auditor. The goal is to come to a collective assessment of the questions and to derive quality aims and measures for the future on the basis of the assessment results. In this self-evaluation process all actors play an active role.

Anreize und Beschränkungen gehen Hand in Hand, und, um die maximale Wirkung zu erzielen, sollten sie in Kombination verwendet werden. Sie können jedoch in unterschiedlicher Weise und Kombinationen, abhängig von den Zielen und Vorgaben, implementiert werden. Der gemeinsame Ansatz, sowie die Struktur für Anreize und Beschränkungen, wurden in einem Projektbericht über Erfolgsgeschichten und Rahmenbedingungen umrissen. Er enthält eine Analyse aktueller Bedingungen sowie Erfahrungsberichte für die erfolgreiche Umsetzung von Regelungen. Obwohl sich sowohl Städte- als auch Terminalsysteme, sowie die Anwendung von Regulativen in SMARTSET unterscheiden, sind diese für eine Entwicklung von nachhaltigen Geschäftsmodellen entscheidend.

2 target groups BENEFIT has two essential target groups: on the one hand the direct beneficiaries – people working in public and private companies – using public transport already or potential new users. On the other hand lobby groups (trade unions, chambers of commerce), public transport operators as well as stakeholders in public and private companies. These groups play an important role as supporters for current projects, but also as multipliers for future projects in other cities.

Europe-wide motorised individual traffic is on the rise despite the fact that fuel costs increase continually and even dramatically. Obviously, energy-efficiency and environmental awareness are contradictory to the need of individuals to drive to work in their personal car. To counteract this trend by promoting attractive alternatives in the area of public transport, is one of BENEFIT’s most important tasks.

FEWER POLLUTANTS The transition from private car to public transport automatically reduces the emission of toxic substances. At the same time, broad awareness for the importance of public transport with regard to the quality of life, air quality and the reduction of pollutants shall be raised.

LESS INDIVIDUAL TRAFFIC The attractiveness of public transport is increased by companies cooperating with public transport operators, e.g. by reduced tickets for employees. This automatically results in a reduction of individual traffic.

ROLE MODEL FOR OTHER CITIES

Project partner cities BENEFIT concentrates on the new member states Czech Republic, Slovakia, Romania, Bulgaria, and Slovenia as well as on the two Mediterranean countries: Italy and Spain. 7 cities from these countries are BENEFIT project partners: Brno, Zilina, Bistrita, Sofia, Maribor, Bologna and Palma de Mallorca. The cities establish local working groups, consisting of traffic experts and representatives of public transport operators, e.g. trade unions, chambers of commerce, public transport companies, and universities. The whole project is coordinated by Austrian Mobility Research (Graz).

Other cities can use measures and results of BENEFIT as role models for their own mobility work. Therefore, it is important to communicate the results properly and nation-wide as well as to obtain multipliers.


Maribor (Slovenia)

INITIAL SITUATION The Slovenian City of Maribor fights against heavily declining passenger numbers: While in 2006 a total number of 225.000 tickets were still sold, in 2007 the number was only 180.000. The introduction of public transport to the highly frequented industrial zone – Tezno – with a high percentage of young employees was constructed.

MEASURES The implementation of measures is mainly concentrated on the industrial zone of Tezno. There, it is especially important to strengthen the awareness for public transport and to address the young target audience (e.g. by public transport internet bulletin boards, public transport hotlines).

Palma de Mallorca (Spain)

Bistrita (Romania) INITIAL SITUATION Daily approximately 9.000 persons travel between the regions of Subcetate and Valea Budacului respectively to reach the centre of Bistrita. However, only 50% of them use public transport. For comparison: in 1990 the number was still 75%.

MEASURES Several specifically trained mobility experts inform employees of companies about the advantages of public transport. In addition, there are new and attractive possibilities to buy a ticket, as well as raffles for everyone actively involved in the measures.

INITIAL SITUATION Approximately 18.000 persons, mainly students, commute to the university campus and its neighbouring business area (around 75% by car in spite of new subway). Subway and bus lines also connect Palma with the largest industrial estate in Mallorca, which has almost 20.000 commuters. The vast majority of them also use their private car.

MEASURES More accurate public transport planning and special mobility packages will be developed to enhance public transport services in the target areas. Information and promotion strategies are considered essential to increase public transport use because unsustainable mobility behaviours are deeply rooted on the island.

Sofia (Bulgaria)

Bologna (Italy) INITIAL SITUATION Bologna, as an exhibition and convention centre as well as an important inner-Italian interchange with a strong appeal for industry and agriculture, is faced with the typical traffic concerns of a middle-sized town. Heavy traffic resulting in permanent traffic jams strongly affects citizens and environment.

MEASURES The public transport operator negotiates agreements with big companies and organisations, facilitating and encouraging the use of public transport by employees, e.g. reduced tickets.

MEASURES A mixture of measures, ranging from promotion (folder & campaigns) and service offers regarding the issue of public transport, will be devised and implemented. In addition, people are asked to actively deal with their situation, for example by creative contests, e.g. special photo contests referring to public transport.

Zilina (Slovakia)

Brno (Czech Republic) INITIAL SITUATION In Southern Moravia there are 380 cars for every 1.000 inhabitants – between 2001 and 2005 the number of car owners rose by 15%. Commuters mainly use their own car. The University, a hospital and new shopping centres located in the outskirts pose additional problems to inner-city traffic.

INITIAL SITUATION Public transport in the Bulgarian capital currently undergoes a new structuring. The present situation is very difficult. More than 800.000 cars congest the roads. Since public transport is slowed down by this fact the interest in using it is very low.

MEASURES Face-to-face communication and a direct personal approach form the core of the implementation. Big companies and institutions further motivate their employees through raffles and information campaigns by a mascot created especially for public transport.

INITIAL SITUATION Zilina offers its passengers new perspectives for public transport, with an electronic ticket system and real-time information at bus stops. Nevertheless, the number of passengers decreases.

MEASURES A wealth of individual measures is supposed to increase the attractiveness of public transport. Part of it are mobile exhibitions in busses as well as target group orientated activities and the utilisation of information and communication technologies, like e.g. promotion of public transport through TV and radio spots.
