Indy’s Historic Park and Boulevard System
The Kessler System The Indianapolis Greenways System that is in place today is the result of a series of planning efforts that have allowed the system to develop and evolve. These efforts have occurred for over a hundred years and each individual planning effort has left a tangible mark on the city, one that continues to be built upon today. The system reflects the noticeable traits of all of those planning efforts and styles, but more importantly, it reflects the vision established by residents over the years.
The City Beautiful
During the last half of the 1800s, overcrowding and pollution led to the belief that American cities were unhealthy environments. A movement known as City Beautiful emerged at the turn of the century as a remedy to these urban problems. The City Beautiful movement was comprised of a range of beautification efforts including park and boulevard planning, the establishment of civic centers, tree and flower plating, factory smoke pollution regulation, and billboard and trash removal. In Indianapolis, as in numerous other American cities during this time, various civic and business leaders recognized the need for a concerted effort toward city clean-ups and park establishment. 2
A Plan for Indy
In 1908, the City’s Park Board enlisted the help of George Kessler. As one of the preeminent landscape architects in the nation, Kessler was a leading figure of the City Beautiful movement. Kessler spent a year researching Indianapolis’ parks, waterways, and transportation system. In 1909, he submitted his Indianapolis Parka and Boulevard Plan (known today as the Kessler Plan) as part of the Board of Park Commissioner’s Annual Report. Kessler identified the key natural features of the city and built his plan around these features. To encompass all areas of the city, Kessler identified six waterways as the cornerstone of his plan. Along these waterways would be landscaped boulevards linking the park system together.
Garfield Park, which includes the 1915 sunken gardens, was designed by kessler in 1913.
These boulevards served a practical purpose as well, providing flood control and routes into the downtown business district. In addition, ornamental bridges would connect portions of the boulevards and serve as landmarks for the city. After World War I, Kessler expanded his plan in response to city growth. He added a northern boulevard that was later named Kessler Boulevard in his honor. After Kessler’s death in 1923, landscape architect Lawrence Sheridan extended the plan further to include all of Marion County.
George E. Kessler
(right,) born in Germany in 1862, moved to the United States at the age of three. He returned to Germany as a young man for instruction in botany, forestry, landscape design, civic design, and civil engineering. In 1882, at the age of 20, Kessler returned to the United States to begin his career. He first gained national attention with the development of a park and boulevard system for Kansas City, Missouri, in 1893. Eleven years later, he provided the landscape design for the 1904 World’s Fair in St. Louis, and later adopted St. Louis as his home city. During his 40-year career, Kessler prepared plans for 26 communities, 26 park and boulevard systems, 49 parks, 46 estates & residences, and 26 schools. Trail Etiquette
• Always be aware of your speed and trail conditions. • Be considerate of all trail users, especially small children and senior citizens. • Communicate before passing others. • Share the trail courteously. • Respect private property. • In-Line skates and bikers yield to pedestrians. Bicyclists yield to all other trail users. • Yield to trail users when entering the path. • Keep to the right and pass on the left. • Keep pets on short leashes and remove pet waste. • Dispose of trash properly. • Wait for a clear walk signal before crossing streets. Look both ways and cross carefully. • Always give vehicles extra time and room to stop and see you. • Do not disturb animals or vegetation.

In the 1830’s, the Central Canal was envisioned as part of an eight-canal system to cross the state and link major Skiles Test points of commerce. After three years Nature Park of construction Ft. The 21-mile Eagle Creek corridor is located in the northwest portion of Marion County. The creek enters Marion County from Boone County and flows into the White River just south of downtown Indianapolis. CROOKED CREEK
The Monon Trail is the best known of all of the trails in the Indy Greenways system. Its 10.3 mile length stretches from the Cultural Trail downtown at 10th Street and extends north to Hamilton County at 96th Street, passing through several neighborhoods, communities, commercial districts, and park facilities. It provides a regional connection extending north through Carmel and Westfield with ultimate plans to extend all the way to Sheridan, Indiana. Its length has made it Indy Greenways’ most highly used trails and a major alternative commuter route.

e The Pennsy Trail corridor utilizes the old Penn Central Railroad corridor between Pik on let Lawrence d n the east, a distance of Pleasant Run Parkway and the Town of Cumberland to e P Community DEVINGTON Park approximately 7 miles. It is the second rail-trail project to be initiated in the Indy Greenways system and is one of four former rail corridors planned for the system. The 46th St. Pennsy Trail is part of the former Indiana Central Railroad corridor which spanned 78 miles from Indianapolis to Richmond and was completed in 1853. It was over this railroad on April 30, 1865 that the slain body of President Abraham Lincoln was FAR EASTSIDE returned to Springfield, Illinois. After numerous acquisitions and name changes, the Pennsylvania Railroad began operating the line in 1921, which was later abandoned 38th St. and its track pulled up in 1980.

The Pleasant Run corridor is one of the original creek corridors to be developed into a parkway based on the Park and BoulevardNEAR Plan of George Kessler. Pleasant Run Parkway flanks both sides of the creek for EASTSIDE NORTHSIDE most of its length. Older, well-established residential neighborhoods can be found on either side of Park Light to the parkway. Commercial uses exist only where major streets intersect theBrookside parkway. NEARand I-70E interchange, medium industrial uses are found at the headwaters near the I-465 WARREN EASTSIDE PARK Spades Park south of the Christian Park area and where Pleasant Run flows into the White River. Commute on Trails & Improve Indy’s Air Quality We’re pretty lucky in Indianapolis. Most of the time our air is clean, but it’s not perfect. Occasionally, Pollutants exceed federal air quality standards. When this happens the air can be unhealthy, especially for children senior citizens, people with breathing-related illnesses like asthma and those who are active outdoors. When City of Indianapolis officials expect air pollutants to exceed federal air quality standards, the City will call a Knozone Air Quality Action Day. These days are called when air quality is low and those who are especially sensitive to air pollution may have difficulty breathing. Because poor air quality affects the health of Indianapolis Residents, the City offers a free email notification service to alert those interested in Knozone Action Days. If you are interested in receiving email notification of Knozone Action Days, you may sign up at Knozone.com. You may also call (317) 327-4AIR On a Knozone Action Day, the City encourages those who are affected by poor air quality to reduce the amount of time spent outdoors.
