CAN EVANS TAXPAYERS AFFORD THE EVANS POLICE DEPARTMENT?

Information quoted on the following pages has been obtained from the New York State Comptroller’s Audit of the Town of Evans Internal Controls Over Selected Financial Activities dated 9/14/2102 and Town of Evans records obtained under the New York State Freedom of Information Law.

The Town of Evans 2012 Budget is $16,424,928. The Evans’ Police Department Budget is $3,556,232 or 22% of the Town’s Budget.

The New York State Comptroller says that Evans is millions in the hole! Is the Police Chief properly monitoring his budget? Have part time accredited police officers been utilized properly saving the Town money? (Full time officers - $37/hour plus benefits / Part time $15/hour - no benefits). Has overtime been judiciously doled out?

The average income per person in Evans is $19,000 (per Wikipedia) Chief Masullo’s base salary in 2010 was $95,000, but he made $120,215. Chief Masullo’s base salary in 2011 was $98,086, but he made $125,154. Captain Danzi’s base salary in 2010 was $77,438, but he made $100,578. Captain Danzi’s base salary in 2011 was $79,954, but he made $100,258. There are 5 Lieutenants:

Their base salary for 2012 was $77,438, but on average they made $93,604. Their base salary for 2011 was $79,954, but on average they made $96,535.

There is 1 Detective.

In 2010 his base salary was $72,771, but he made $85,690. In 2012 his base salary was $75,136, but he made $87,226.

There are 15 Police Officers. In 2010 the 11 Officers with 5 years experience or more had a base salary of $67,536, but on average they made $81,081. In 2010 the 4 Officers with less than 5 years experience had a varied base salary of $48,392 to $61,592, but their final salary went from $64,609 to $70,227. In 2011 the 14 officers with 5 years experience or more had a base salary of $69,731, but on average they made $80,480. In 2011 the 1 officer with less than 5 years experience had a base salary of $58,953, but he made $63,084.

In addition, each officer costs the Town $20,479 annually in medical, dental and life insurance.

How can we keep paying for this police force?

The Erie County towns of Clarence, Newstead, Alden, Grand Island, Springville, North Collins and Concord are patrolled effectively by the New York State Police and the Erie County Sheriff’s Department. Maybe it’s time that the Town Board considers dissolving the police department and letting the Erie County Sheriff and State Police provide protection. The Comptroller’s Report advises that we are in a hole because of Evans’ Democratic Party leadership. It identifies the Democratic Supervisors and Finance Directors who were at fault.

Right now, we need the two Democratic Councilmen to step up and join with the current Supervisor to make the necessary corrections to cut our Police costs or dissolve the department.

The History of Willis Carrier and the Modern Day VFW Post 5798 The present site of the VFW Post 5798 at 8989 Erie Road in Angola dates back to the birthplace of Willis H. Carrier, the “Father of Air-Conditioning” and arguably the most famous resident of Evans. Originally the Carrier farm, it is now the Veterans of Foreign Wars post on Route 5 near Lake Street. In the year 2000, Time magazine named Carrier as one of the 100 most influential people in the 20th century. Willis H. Carrier was born on November 26, 1876, the son of Duane and Elizabeth Carrier. He attended the Evans District #2 school, now the home of the Evans Historical Society. He often gave credit to his mother for stimulating his intellectual curiosity and leading him to his future career. He graduated from Angola High School in 1894 and went to live with relatives in Buffalo to earn money for college. He won a state scholarship and was able to go to Cornell University sooner than expected. After his graduation from Cornell University, Willis H. Carrier returned to the area and went to work for Buffalo Forge. Along with a few of his co-workers, he left Buffalo Forge to begin his own company, now known as the Carrier Corporation. On April 26, 1946, the VFW Post 5798 purchased the land originally owned by the Carrier family. Today the VFW Post 5798 is a very active participant in community events and activities. They provide a number of charitable donations to the community, sponsoring among other things, food basket drives, fire company donations, children’s Christmas parties, Thanksgiving dinner for the needy, etc. In addition, their facility hosts regular social functions that are available to the general public throughout the year.

Congratulations Patricia, you have set a fine example for community service in the Lake Shore Central School District.

Patricia Seibold has been teaching for over 15 years. She holds a Bachelor of Science in Education from SUNY Fredonia, a Master of Science in Creative Studies from Buffalo State College and is Permanently Certified in NYS as both an Elementary and Gifted Education Teacher. She also spent several years as a NYS Credentialled Prevention Specialist; teaching healthy life choices to students, parents and teachers in Western New York. Throughout her teaching career Patricia has helped her students become community-minded by involving them in local service projects. She ran the Lake Shore “Leaders In Training” program in which the students participated in activities designed to make connections between the community and school district, such as working with the Lake Shore Hospital Senior Home, Meals on Wheels, “Take-A Stand”, “Plant the Promise”, and fundraising for local members of the community in need. She served on the “Citizens for Responsible Choices” Committee and participated in the local 5K run to benefit the Lake Shore Boys and Girls Club. She currently teaches the Elementary Gifted Education program known as “ALPHA” in the Lake Shore Central School District, and designs community-connected projects for her students to be involved with on a regular basis. Under her direction, her fifth grade ALPHA students embarked on a research project about the History of the Lake Shore Central School District in the fall of 2011. She identified nine different key community members who have strong ties to the district and a wealth of knowledge about certain time periods in the district’s history. Her fifth grade ALPHA student groups interviewed these “historians”. The students gathered information and documentation about each time period and worked together to develop a video presentation that recounts the history of the district from it’s inception to present day. The presentation is available for viewing on the district website.

Establish a home fire safety plan People rely on fire and smoke detectors to help keep them safe in their homes. Though fire and smoke alarms are effective, a firm fire safety plan that will keep everyone calm should a fire occur could make the difference between life and death. The U.S. Fire Administration says that more than 3,500 Americans die each year in fires, while roughly 18,300 more men, women and children are injured each year. Cooking accounts for the greatest percentage of residential fires, followed by arson. Dryer vent fires are also a big concern. FEMA says that smoke, rather than the fire’s flames, is responsible for 75 percent of all deaths by fire. In addition to physical injury and material damage, fires can cause a host of problems. Psychological distress, monetary damages and loss of pets may come with fires. Loss of irreplaceable personal items is also a concern. Although fires can be devastating, they’re also highly preventable, and smoke alarms and a home fire safety plan are two precautionary measures everyone should take. Creating an evacuation plan doesn’t have to be complicated. Such a plan can be established in a few minutes and then reinforced through practice every so often to keep everyone fresh on what to do. • Begin by assessing the layout of the home. Figure out the two best exits from the home. • If your home doesn’t have two doors, invest in a fire ladder so that one of the windows can be a point of exit. • Know how to gain access to the exits, including the best path to take to avoid injury. It’s a good idea to consider a few different scenarios. A kitchen adjacent to the upstairs staircase may become engulfed in flames and make exit by way of staircase impossible. Just because you have doors to the outside doesn’t mean they’ll present the best type of exit. • Sketch out the layout of the home and the escape plan. Smoke can make it difficult to know up from down. Be sure everyone can reach the exits even if vision is obstructed. Try it with your eyes closed. • Check fire alarms routinely, and change batteries at least every year. • Make sure windows can be easily opened if they are an exit point. • Make note of who will be helping children or the elderly out of the home. • Establish a place where the family will meet outdoors. This area should be far enough away from the home so that everyone will be safe from smoke, flames and falling debris. Fires may ignite fuel explosions, so be sure the meeting spot is a good deal away. • Children should be instructed to run to the meeting spot immediately without waiting behind for anyone to catch up. No one should reenter the home after arriving at the meeting spot. • Do a few practice runs so that everyone will be accustomed to getting out quickly. • While in most cases it is better to escape and let the fire department extinguish a fire, in the event of a small fire, occupants may be able to stanch it with a personal fire extinguisher. Follow the acronym PASS to properly put out the fire. – PULL the pin in the extinguisher. – AIM the nozzle or hose at the base of the flames. – SQUEEZE the trigger. – SWEEP the foam across the fire base; do not just aim in one place. Fire safety is very important. In conjunction with smoke alarms, a fire safety plan can help everyone get out alive.

Establishing the pink ribbon symbol

The pink ribbon has been synonymous with breast cancer for years. Nowadays, people rarely think twice when they see pink ribbons, having grown accustomed to the pink ribbon and what it symbolizes. Breast Cancer Awareness Month has been celebrated each year since 1985, and many other breast cancer awareness initiatives have been devised since then. While the pink ribbon may seem like it’s been in use for just as long, it was actually established only about 20 years ago. Ribbons have long symbolized something important. For decades, yellow ribbons have been used to alert others to soldiers at war or hostages that hadn’t yet come home. People often tie yellow ribbons around trees at home until their service men and women came home safely. During the height of HIV/AIDS activism and awareness, red ribbons were worn to symbolize support for those with the disease. Although the pink ribbon evolved because pink

expresses femininity, calm, health, and youth, the first breast cancer ribbon was actually peach. Charlotte Haley is credited with devising the first breast cancer ribbon in 1992. She was a breast cancer survivor and came from a family of women who also fought the disease. She created peach-colored loops at home and then distributed the ribbons at her local grocery stores. Haley encouraged people to wear the ribbons and contact legislators to demand more funding for breast cancer research. An attached note was distributed with the ribbons stating, “The National Cancer Institute annual budget is $1.8 billion, only 5 percent goes for cancer prevention. Help us wake up our legislators and America by wearing this ribbon.” The same year Evelyn Lauder, senior corporate vice president for the Estee Lauder company, and Self magazine editor Alexandra Penney teamed up to produce a pink ribbon. It was distributed at makeup counters all across the country. The company

collected more than 200,000 pink ribbon petitions asking the U.S. government for increased funding for breast cancer research. Although Lauder and Haley reached people on different levels, their goals were the same: To educate the public on the lack of funds allotted to breast cancer research. Pink ribbons are now seen all over and have become the uniting force for millions of women who are facing breast cancer or supporting someone with the disease. In 1996, Nancy Nick created a blue-andpink ribbon to symbolize male breast cancer ribbons in honor of her late father. The ribbons remind others that breast cancer can affect men as well as women. Although you can see waves of pink every October for Breast Cancer Awareness Month, many people don their ribbons year-round. Great strides have been made with respect to breast cancer, but with about 225,000 new cases popping up each year in the United States alone, there is still work to be done.
