Tool Display

The Evans Historical Society has again created an exhibit at the Evans Town Hall entitled “A MAN’S WORLD IN THE EARLY 1800’S”. The display features primitive tools used by early farmers. Residents are encouraged to visit the town hall to view the display. During the spring through fall months more exhibits are available at the schoolhouse museum in Evans Center.

Sarah Goehle Earns Dean's List Highest Honors at Saint Mary-of-the-Woods College

The State University of New York at Potsdam recently named Carter Sterner of Derby, NY, to the SUNY Potsdam Dean's List.

Supervisor

It is hard to believe that a year has passed since I have taken office as Supervisor of the Town of Evans. During this past year, I have had the pleasure of working with many dedicated and hard-working town employees. Also, I have had the opportunity to meet and engage in conversations with many Town of Evans’ residents regarding the future of the town along with their concerns and suggestions. On a daily basis, every department in the Town Hall works diligently to keep the Town of Evans running smoothly and efficiently. Below is a brief overview of the results of that hard work and the accomplishments over the past year.

Town Clerk’s Office – The Town Clerk’s office has processed 5,565 transactions related to parks, pool and the Sturgeon Point Marina. They have issued 160 town licenses, 176 hunting and fishing licenses, 1,357 dog licenses, and completed 72 passport applications. The Town Clerk’s office is continuously striving to provide courteous and efficient services to our citizens and taxpayers through the most modern and cost-effective methods available.

Finance Department – The Finance Department provided financial information necessary to complete the Annual Fiscal Audit for the Town of Evans and the Town of Evans Court System, as well as having the Federal Single Audit completed. They received the findings from the NYS Office of the State Comptroller regarding a 4-year audit of the payroll practices of the Town of Evans, and worked with the NYS Office of the State Comptroller to formulate an acceptable action plan to address the deficiencies noted. The Finance Department closely worked with the Town Supervisor to prepare the 2025 Evans Town Budget, which was approved and filed in November of 2024. They have successfully migrated payroll preparation software to a new vendor, which produced a substantial financial savings, as well as being more compatible with the Town’s current systems.

Building Department – The Town of Evans Building Department consists of 5 New York State certified Code Enforcement employees. Their mission is to assist the public in completing their projects safely and accurately. In the past year they have conducted over 2,000 inspections which was a 28% increase from 2023. This included 30 new house builds, rental property, businesses, additions, and fire inspections. In addition, 40 dilapidated homes have been demolished, which improves the appearance and safety of our town. The Building Department answered 1,649 complaints this year. When necessary, the Building Department works in conjunction with the Planning and Community Development Department on projects, to assist with the Town Code aspects to complete those projects.

Parks/Marina Department – The Town of Evans Parks/Marina Department is comprised of 5 full time employees. The department services the Evans Town Park, Lake Erie Beach, John K. Thompson Pool, and Sturgeon Point Marina. They are responsible for snow removal and maintenance of town parking lots that are within the Town of Evans. Last year, the Evans Town Park shelters were painted with an updated color and new roofs were installed on Shelters #2 and #3. The Tot Lot playground was revitalized with new mulch

and drainage. A new roof and siding was installed on the building at the 18 Mile Creek Joel Harvey location. The roadway at Sturgeon Point Marina was paved, upper and lower parking areas were sealed and restriped, and the maintenance building and metal roof were painted for a more inviting and cleaner look. Plans for the 2025 year include revitalization of the beachside large pavilion and restrooms at Evans Town Park and upgrades to the courts.

Police Department – The Town of Evans and the Evans Police Department signed collective bargaining agreements with the PBA, UAW, and IBEW which represent the hardworking men and women in the Police Department, Dispatchers, and Dog Control. The Town Board approved the hiring of personnel to bring the department back to full staffing levels; police officers, SRO’s in our schools, dispatchers, and civilian personnel in the police department as public safety remains a top priority. There have been facility upgrades to the Police Department including several technology-based programs which will aid in efficiency and accountability. Grant funding has been secured to purchase 2 E-Patrol Bikes as Evans continues to secure and implement a bike/walking path through our town. Multi-year extension contracts have been negotiated and signed for shared services with other towns, saving operational expenses for our taxpayers.

Emergency Medical Services – The Town of Evans has created an EMS Task Force to identify and provide recommendations to the Town Board on emergency medical services within the Town of Evans. The Town has signed a contract extension with (AMR) American Medical Response and a partnership with Erie County EMS assists our residents with EMS coverage. Funding has increased to Volunteer Fire Departments for operational costs. They have helped secure alternative EMS funding through third party billing at Volunteer Fire Department requests. Funding has been made available for Volunteer Fire Department and EMS recruitment efforts.

Highway Department – The main mission of the Highway Department is maintenance and improvement of a network of approximately 140 lane miles of town highways to ensure a safe infrastructure for the motoring of the general public. In addition to road maintenance, within the borders of the right-of-way, the department maintains drainage, cuts grass, and removes brush for the town residents and community. The department is accountable to keep 4 bridges in repair and during the winter months, the de-

partment is responsible for snow removal and ice control, not only to the Town of Evans 140 lane miles, but also an additional 70 lane miles of Erie County Highways.

Planning and Community Development – The Evans Office of Planning and Community Development (OPCD) has made improvements to the Lake Shore Road Corridor including constructing a portion of the Shoreline Trail multi-use path, new drainage infrastructure and water main replacements.

The OPCD was also successful in securing funding and completing construction of the pedestrian bridge over Muddy Creek and critical repairs to the shoreline stone revetment wall at Lake Erie Beach Park. At Sturgeon Point Marina critical repairs and additional mitigation measures were successfully implemented on legs 3 and 4 of the break wall, while additional funding has been secured to continue similar resilience measures on legs 1 and 2.

The Town of Evans was most recently awarded two significant NYS grants. The first being $1.3 million towards the replacement and reconfiguration of the aging docks and slips at Sturgeon Point Marina, and an additional $600,000 towards the replacement of the pool house and site improvements at South Creek Park.

Transportation and roadway improvement projects include recently completed replacement of the culvert bridge over Delaware Creek on Derby Road.

Recent construction of a new 1.5 million gallon elevated water tank which serves the current water needs of the town has been completed.

The Evans OPCD has been working closely with the Evans Economic Development Committee on managing a town-wide marketing campaign in order to bring more regional attention to all the new improvements and opportunities occurring within the Town of Evans. This includes developing social media strategies, promo video production, and a new state-of-the-art website. To complement these efforts, the Town was recently awarded a $50,000 grant from the Empire Statement Development Market NY Program to broaden our reach and attract new visitors to the Evans’ waterfront.

Over the past year, the Evans Planning Board has reviewed dozens of applications for site development, special use permits, subdivisions, and has implemented multiple zoning and code amendments.

Community

Events Committee –

The Town of Evans Community Events Committee works hard to provide recreational events for all citizens of all ages. Family activities included an Easter Egg Hunt with 4 age categories and a Sensory Trail, which provided an inclusive opportunity for our residents unable to participate otherwise.

Senior citizens at the Senior Center filled the eggs for the hunt, making this an event for all ages.

We offered three movie nights at our Town Park, with the town sponsoring one movie night in the Village of Angola for all our families to enjoy. During the fall we continued the tradition of Trunk or Treat at the Evans Town Park were residents of all ages transformed themselves into their favorite character to be given treats from our very generous community members.

New for the year 2024 was the House Decorating Contest, in cooperation with ACE Hardware, we awarded prizes to encourage all to light up and share the beauty of the Christmas season. The town continued their Thursday Evening Music Nights throughout Evans. Evans Town Park, Lake Erie Beach Park, Graycliff, and Sturgeon Point Marina were hosts to talented musicians with an Evans connection, including Big Daddy Rich, Joe Atti, Ten Cent Howl, The Panfil Brothers and the 198th Army Brass Band with Iggy Golombek. The Brass Band played for our Annual Veterans event, which included an information booth, A Magic Show by Ted Burzynski, and free hot dogs sponsored by Connors’ Hot Dog Stand. The Park was host to the Rockin Reunion with Stroh’s Social Club working with the committee to provide a fun evening of music and refreshments for all. Recycling Committee – The Recycling Committee was able to again offer free electronics pickup for Veterans, Seniors and the disabled in the spring and fall of 2024. All other residents were able to dispose of their electronics for recycling at the Highway Department. Working with National Fuel Gas the town arranged for 50 Energy Conservation bags to be given away to residents who were in need of them. The Committee also organized an International Coastal Cleanup Day for town resident volunteers who cleaned up pounds of debris that was removed from the beach. The Town of Evans Conservation Committee sponsors the Environmental Fair which has been held for over 20 years at the Evans Center Fire Hall and includes many local, state, federal groups and agencies.

In closing, it is the hope the above 2024 summary of achievements reinforces, to all residents, the commitment of the Town of Evans employees, Town Board and myself to continue to make the Town of Evans a great place to live.
