The Lake Erie Beach Volunteer Fire Company’s location with one of its boundary lines along the shore of Lake Erie, and an access to the lake at Point Breeze creates a need for a Water Rescue Team for water emergencies. This team is active summer and winter training with the Coast Guard in mutual agency drills; pool time for in water swim evaluations; and ice rescue drills in winter. On August 24th the team responded to a drowning at Evangola State Park Beach. In a letter of commendation to the L.E.B.V.F.C. from Town of Brant Chief of Police, Donald Hepkins he stated “Officer Dawley informed me that the responding units from your fire department had to overcome at least two obstacles and still entered the water, recovered the victim, and started CPR in less than 30 minutes from when the call was received. I believe that your department’s response along with all of the other agencies on location gave the victim the best possible chance of a save.” The water team consisted of Capt. Charlie Walker, CoCapt. Guy Canonico, Jr. and Cody Catalano. The shore team was Asst. Chief Charles Klepfer, Mike Richardson, Clark Chaplin, Walter Gawlak, Bill Hamm, Jr., Kim Heath, Paul Heath, Nathan Southworth and Ted Wygant. According to Capt. Walker the shore team kept witness in the area where the victim was last seen. This gave the boat team a line of reference that made for a fast recovery. Contributed By Pat Marchant __________

BOY SCOUT TROOP 713 VISITS THE EVANS POLICE DEPARTMENT

Angola Boy Scout Troop 713 visited the Evans Police Department on October 28th, 2013 to work on their Law merit badge. During this trip the Boy Scouts were shown how the Evans Dispatchers send police and fire units to calls. They also learned how the Evans Police process a person into custody. They were able to see how evidence is collected and processed along with the jail cells. Boy Scout Troop 713 would like to thank the police officers and dispatchers who took time out of their schedules to explain what the Evans Police do to protect our community. A MESSAGE TO EVANS VOTERS Dear Friends, I would like to take this opportunity to thank everyone who helped in any way in my re-election campaign for Superintendent of Highways. I am grateful to the Republican, Conservative and Independence Parties for their endorsements and ask unaffiliated voters to please consider me on Election Day. Also, to IBEW Local 41 & CSEA Local 815, I thank you for your endorsements. To all my Democratic friends, I sincerely appreciate and look forward to your continued support. I apologize to everyone who requested a sign and did not receive one, we fortunately had more requests than signs. Over the past few weeks it has been my pleasure to renew old acquaintances and speak with many new residents in town. My message has been about the responsibilities of the position, cost savings I have initiated and my accomplishments. I believe my performance as a proven administrator with a clean, honest and scandal free record is a clear statement of my qualifications, experience and family values. With the town’s present financial problems the department needs a proven administrator and not someone who will use a four year term as a learning experience of on the job training. I have dedicated and given you 50-60 hrs. a week to bring you good government. By attending various meetings I am able to network with different communities and government agencies to acquire grants that help to keep our taxes down. Unlike my opponent who has stated that he will work 20-30 hours a month for the same pay and thinks this will be sufficient to run our town. He voted no on a budget to lower taxes and no on a grant to obtain solar panels for our town hall, which would save approximately $12,000 a year in utility bills and help to lower taxes in the future. He tried to obstruct my objection to keep sex offender group homes from being built in our community. He has no concept of good government and no understanding of the budget. He refuses to work with the town board and has done absolutely nothing when asked to help with projects, except to complain and stroke his ego. One thing he does do well is to lie to the community for his political gain! By the way, I do not charge the Town of Brant one cent for my travel expenses to and from meetings. Just check the records. I ask for your vote of confidence on November 5th.

Consisting of Town officials, residents, Planning Board, and Building Department, this committee was formed to force our current Highway Superintendent to take action on neglected drainage issues. 4 I will work with Councilman Feldmann to get to a conclusion changing the flood maps in Derby. At this time, I learned of the huge burden (budget deficit) past boards had created by bad fiscal practices and the 2½ year delay in the Water Project. Due to the financial realities and implifications to residents, this board was left with the following decisions: • Water Project: 1st option - staying with Evans Water Department, which would have led to larger deficits and water rates over $7.00 per thousand ($7.15). 2nd option - lease management with Erie County Water which included payments for debt payments bringing water rates to $5.85 per thousand. I voted for option #2 realizing completion of Water Project is paramount to maintaining financial stability, the continuance of services and planning for future development in Evans. • Budget Deficit - New York State Comptrollers Report: - Restructuring of Finance Department - New, high deductible health care resulting in significant savings - Retirement incentives leading to reduced work force • Creation of Department of Public Works • Funded and settled issues with length of service award program with veteran volunteer firemen • Solar energy and LED lighting at town facilities leading to significant savings in utility costs and emissions of greenhouse gases • Approval of the Lake Erie Beach Revitalization Plan • Elimination of full time Assessor - Shared services agreement resulting in significant savings. • Proposed 54 Housing Development moved from planning to development stage in Derby • Several grants obtained by Economic Development Department • Grants totaling over $300,000 from Senator Grisanti’s office - Dredging of Marina, purchase of police vehicles, purchase of new rescue and patrol boat - all neglected by past boards. No cost to taxpayers. • Sturgeon Point Bluffs made possible at no cost by Planning and Economic Development Departments • Resolution to NY State to repeal provisions of Safe Act to protect our 2nd Amendment rights GOALS OF 2ND TERM - Continue to change flood maps, in cooperation with Assemblyman DiPietro and Senator Grisanti’s office, that negatively impacts Derby residents. - To investigate rezoning of Route 20 for business corridor (including thruway and rail service) to entice future development. - To continue putting Evans first, to continue financial accountability with no cuts in needed services. - I will act for all residents that benefit all and not “the good ole boy network” that benefits a few!!

This year’s town election is very important for our future. The town has benefited by record revenue from Erie County sales tax and our towns Court. At the same time the town has increased spending by 39% in the past few years. If this revenue source ends, we the tax payers will need to make up the difference. You should consider supporting candidates that have the best interest of the residents at heart and not for a few select individuals and groups. You should consider supporting a board that is not stacked or handpicked to follow personal agendas. At the tentative budget meeting this month the Supervisor stated he should make as much as the neighboring towns Supervisor, that’s about $40,000. I MAKE THE FOLLOWING RESPONSE TO THE ACCUSATION THAT THE AUDIO FROM THE MARCH 12, 2013 TOWN BOARD MTG. WAS EDITED: The Brant Town Clerk’s Office does NOT participate in dirty politics. For the March 12 meeting, the recorder was set up long before the beginning of the workshop & meeting because I had to attend the wake of a family member at 7 PM. Any dialogue inadvertently recorded BEFORE the workshop began between 2 Board members cannot be considered FOILABLE. Section 87(2)(b) of FOIL law states, “FOIL authorizes a Town to withhold records, or portions of records when disclosure would result in an unwarranted invasion of personal privacy”. To disclose a personal conversation between 2 individuals that occurred PRIOR TO A PUBLIC MEETING, when no quorum was present, would be, in this Town Clerk’s opinion, a lack of integrity on my part. When Ms. Ritz foiled for the recording of the ENTIRE workshop and meeting, she got exactly that. Councilman Don Clark’s copy was the full version, which he used to obtain the Republican endorsement because the only person discussed on that portion of tape was Chairman Vacco. LET'S TALK SHOP H FYI H ROADS: Town of Evans maintains 140 lane miles of road infrastructure. The town continues to add to the road inventory by taking over more roads associated with the water project. Overall our roads are in fairly good condition. We have a road network comparable to the Towns of Grand Island and Clarence but not the tax base. Since 2008 paving materials have doubled. One ton of Asphalt costs $80.00. To oil and stone one mile of road $18,000, one mile of Micro Paving $23,000, one mile of asphalt at 1½ inches thick $100,000. Last years resurfacing budget was $190,000. However, transfers were made from that account into other line items which were under funded. A major project for next year is the reconstruction of Newcomb Road off Gowans Road delayed because of the installation of 1500 feet of new water line. SNOWPLOWING: Town plows 140 lane miles of town highways plus an additional 70 lane miles of county highways under contract for a total of 210 miles. A driving distance comparable from Buffalo to Utica, NY each time the crews are out. Cost about $3500.00 per overtime callout. Town is divided into 6 plow routes which takes about 3 to 3½ hours to complete a route depending on snowfall. When trucks and manpower are available the town is divided into 7 routes to try to improve on travel time. Mains are done first because most of our mains are county highways plowed under contract. DRAINAGE: Towns drainage system has been greatly improved but requires constant maintenance. Most improvements were made in the Lake Erie Beach and Highland areas. A few problem areas remain, primarily due to the topography of the land. To date over 200,000 feet of pipe has been installed throughout the town. Residents have contributed to the program and are to be commended for purchasing pipe to cover their road frontage improving the water flow of the drainage system. DEPARTMENT OF PUBLIC WORKS: Because of the town’s financial problems the department was created to better utilize the work force/ manpower of our current employees. Employees are utilized between departments depending on workload and attendance. Positions have been eliminated through attrition and any future full time hiring is not planned. TAXES: The highway budget has been stable with no increase despite increased costs to asphalt, salt, fuel, etc. Last few budgets have been decreased to offset the deficit from the water project. Taxpayers should not be mislead or misinformed but should prepare for a large tax increase which would be necessary should the town consider purchasing expensive paving equipment. The “outsourcing” of paving equipment is a common practice among many towns because of the limited use. Outsourcing avoids the initial equipment cost, maintenance, fuel, insurance etc. TOWN MECHANICS: With the creation of the DPW, highway mechanics now maintain all town vehicles with the exception of the police vehicles.

A CELEBRATION OF CULTURAL EXCHANGE

The entire seventh grade class at Lake Shore Middle School, along with over sixty parents and family members, took some time this month to celebrate the Columbian Exchange of animals, plants, food, and culture of Christopher Columbus’ first voyage to the Americas in 1492. This was the tenth year that the seventh grade has celebrated the exchange. Family members were invited to join the students for lunch and join them in sampling the various foods that were a result of trade established during this important era. Columbus brought from Europe cattle, citrus fruits, grains, horses, and sugarcanes. Columbus took back cocoa, corn, potatoes, squash, tobacco, and turkeys. After learning about the “Columbian Exchange” in their social studies classes, the students were asked to bring in a dish that included ingredients from Christopher Columbus's exchange. This year’s exchange was a great success, and we look forward to next years. SOUTHTOWNS CATHOLIC CARNATION EXPERIMENT

Students in Miss AnnMarie Busha's Grade 4 class used carnations for a science experiment. The kids filled a cup with water, mixed in food coloring and added a white carnation. They wrote down what the flower looked like at the beginning and then charted their discoveries throughout the day. Like any other plant, carnations get their nutrients through the water they absorb from the dirt they are planted in. When the flowers are cut, they no longer have roots, but continue to absorb water through their stems. As water evaporates from the leaves and petals of the plant, it "sticks" to other water molecules and pulls that water into the space left behind. The water in the vase travels up the stem of the flower like a drinking straw and is distributed to all of the parts of the plant that now need water. Stephanie Wattie, a 2010 Lake Shore Senior High School graduate, has parlayed her Lake Shore theater education into a college career at Niagara University where she has majored in theater arts, concentrating on acting and stage combat. At the same time, she has earned the distinction of Cum Laude and being named one of the top ten students at the university in 2012. When Mr. Desing decided that “Romeo and Juliet” would be this fall’s drama club production, he knew that stage combat would take a large role of the production. He called on his former student for help. “Steph was such a tremendous performer when she was here, and she has continued to excel at the collegiate level. She’s such a great actress, and so versatile. It’s a wonderful opportunity for our students to work with her and learn how theater works on the next level – and to learn how to do stage combat the right way,” Mr. Desing explained. Ms. Wattie has been working with students throughout the months of September and October, choreographing fight sequences and teaching students the fundamentals of stage combat, including stage safety, proper form and technique, and the ways in which stage combat differs from related forms such as fencing. Unlike a real fight, in stage combat the purpose is always to tell a story. The students will show off their work when William Shakespeare’s “Romeo and Juliet” hits the Lake Shore Senior High School stage. Performances are on Friday, November 1 and Saturday, November 2 at 7 pm in the Senior High School Auditorium. Tickets are available at the door for $5. Contributed By Lake Shore CSD __________

HALLOWEEN CAME TO ST. MARY OF THE LAKE

The annual haunted house gets better every year! This year’s theme was the “Haunted School House. As you walked through the haunted schoolhouse, the first classroom was filled with unruly children, all looking a little like ghosts that had just flown in! They were certainly not listening to their teacher. As you continued on, a one eyed monster would grab at your feet and the nurse was attending to a “sick” child. The science lab was concocting all sorts of bloody potions. You would not have wanted to eat the ghoul they were serving up in the school cafeteriamost of it was green. Once in the principal’s office, the next step was detention … the graveyard! This year’s seventh and eighth graders did a wonderful job for the whole community to share!
