Best™ Carrier Center Criminal Justice Students Team Up With Farnham Volunteer Fire Department

Students in the Criminal Justice program at the Erie 2-Chautauqua-Cattaraugus BOCES (E2CCB) Carrier Educational Center were recruited by Chief Peter Chiapetta of the Farnham Fire Department to investigate a brush fire and possible arson. During the investigation, the students used a drone to capture aerial photographs and videos of the potential crime scene. The photos will be used to determine the point of origin and possible ignition source. Fire Captain Evan Russell also plans on using the photos and video for training purposes. The Carrier Center offers seven two-year Career and Technical Education programs that allow high school juniors and seniors to gain experience and technical knowledge in highly specialized fields while earning a Regents Diploma. Students who complete program requirements receive a Technical Endorsement on their diplomas and are prepared to enter the workforce immediately upon graduation or pursue more advanced levels of study at post-secondary educational institutions. Throughout the month of December the Lake Shore Central School District's "Be the Best You" health initiative topic will be physical activity. Evans Author Publishes New Book

Town of Evans author Kevin Siepel has published his third book, this one a two-volume set that provides a new look at the Spanish Conquest of the Americas begun by Columbus more than five centuries ago. The product of six years of research and writing, Conquistador Voices looks at the Spanish Conquest from within, featuring the original accounts of the men who participated in that historic event—all such “sound bites” interconnected and set into context by the author’s narrative in the manner of a modern TV documentary. Volume I covers the four voyages of Columbus and the conquest of Mexico by Cortés. Volume II covers the seizure of the Inca empire by the Pizarros, the ill-starred expedition to North America of Hernando de Soto, and the years-long odyssey in the North American desert of Álvar Núñez Cabeza de Vaca. In the interest of providing a more modern-sounding translation of original documents, Siepel—who speaks fluent Spanish—translated most of these documents himself. Siepel is also the author of the groundbreaking Rebel: The Life and Times of John Singleton Mosby, and Joseph Bennett of Evans and the Growing of New York’s Niagara Frontier. Responds to Veterans Exemption Status

Angola, NY (December 9, 2015) - The Lake Shore Central School Board of Education is aware of the concerns that have been raised regarding the Board's decision not to adopt the New York State Alternative Veterans Exemption. Recent changes to the Alternative Veterans Exemption now allow school Boards of Education the ability to offer a partial property tax exemption to veterans, similar to what is currently granted on county, town, and village property taxes. In the past, only local governments were authorized to offer such exemptions, school districts could not. This is not an easy decision for the Lake Shore Central School District Board of Education Members as our decision would not just affect veterans; it would affect the community as a whole and our students. Approving this exemption will shift the tax burden to all other taxpayers in our community. The Alternative Veterans Exemption would redistribute the cost of the exemption to the district taxpayers who do not qualify for this exemption. In other words, non-qualifying taxpayers would see their school taxes increase for qualifying taxpayers to receive the exemption. The Board recognizes that many people, not only in this school district but across the State, are having difficulties making ends meet. Recently, it was announced that the Town of Evans taxes are scheduled to increase by 8%. The Erie County Water Authority has also scheduled a 4% cost increase to consumers in 2016. Individuals and families that rely on Social Security Benefits will not receive any cost of living increase next year, and Medicare and health insurance costs continue to increase. If the Board were to adopt the exemption in this financial climate, non-qualifying taxpayers would be facing an increase in school taxes as well. Currently, the state offers three different property tax exemptions available to eligible veterans who have served in the United States Armed Forces. These exemptions are available through your local governments (county, city, town and village) and will not be affected by the Board's decision. Information about these exemptions can be obtained from each local municipality assessor. Current veterans' exemptions remain in place for all eligible property owners. If this Alternative Veterans Exemption were to be adopted, 11 % of the local share of the Lake Shore Central School Budget, approximately $1.9 million, will have to be obtained at the local level as this exemption is currently unfunded by the state. The District does not have adequate reserves to fund this property tax exemption. In a recent NYS Comptroller's report, the Lake Shore Central School District was identified as a School District in Moderate Fiscal Stress. Since the District does not have the money to fund this exemption, how would the Board raise this amount of money? 1. School taxes would have to be raised for all taxpayers not eligible for the exemption. The potential for impact for non-exempt taxpayers will be an increase of 2.09% (Level E - $55.50 for a property valued at $150,000) in annual local school tax bills in addition to any anticipated increase in the 2016-17 school budget. 2. As with all Boards of Education, students are our priority. If our budget vote in May were to fail, we would be forced to enact a contingency budget that would result in cutting student programs. These cuts could include eliminating art and music programs, elective courses, sports, extracurricular activities, transportation, staff, increasing class sizes, and more. We as a Board believe our veterans are very deserving of our nation's respect and gratitude for their service and sacrifices; however, we are concerned about shifting the costs of this tax exemption onto all other taxpayers, some of whom may be unemployed, on fixed incomes, disabled or retired. The Lake Shore Central School District is grateful for the service of all veterans, and we are forever indebted to them for their sacrifices. Therefore, we ask for your help to petition the State to fund the Alternative Veterans Exemption by providing school districts with an Alternative Veterans Exemption Reimbursement. Please contact Governor Cuomo and our legislators, Senator Marc Panepinto and Assemblyman David DiPietro, and call on them to fully fund an Alternative Veterans Exemption Reimbursement so this exemption can be implemented in our community, and we can honor and assist our veterans without detriment to our children's education. We hope this has helped to clarify the reasons behind the Lake Shore Central School Board's decision to not adopt the Alternative Veterans Exemption at this time, and has explained the impact this exemption would have on all other taxpayers and students. Our Board will continue to evaluate all avenues to reduce expenditures and financial burdens on our local taxpayers, including advocating the State to fully fund education and to fund any additional tax exemptions adopted in Albany. As a Board of Education, we sincerely appreciate your understanding as we once again face another unfunded initiative from Albany.
