M

eeting number 17 has come and gone. Yes, I am counting! I have prepared the 4th November meeting report in this bulletin and my comments about attendance are there for you all to read. Our task as members is quite apparent - increase the membership or face the potential closure of our Club after 50 plus years of service to communities locally, nationally and overseas. Not a topic that makes me feel comfortable. I realise that the continual mention of “membership” (or lack of it) grates with some if not all members. It is not something that I like to confront either but we will only improve our situation if we all work on a solution. I believe that we are making some progress but the job will not be done until we meet our “Vision” of 45 members. A challenge it may be but we can at least make a substantial start on the road to recovery. Remember that the collective “Vision” is the number you decided was our club membership target. There are some important dates on the club calendar for December, not least of which is the club AGM on 2nd December. If you have a special resolution that you would like included in the agenda, now is the time to make it known by referring to the club Bylaws Article 15with particular reference to Section 2. The Electronic Payment System Trial Report and vote will be one such special resolution. Next week the guest speaker is Rodney Riedyk and his subject is “Things you need to know before you go.” There is a touch of finality about the subject matter – hope it does not put anybody off! Perhaps there is a guest that you could invite? Remember that Hannibal and Joan would appreciate a phone call and Marie Ford is missing us all so give her a call as well! Not to mention poor old Geoff Duffy and his bung wing. Yours in Rotary

Notice of the 51st Annual General Meeting of the Rotary Club of Castle Hill Inc. In accordance with Article 15 of the Bylaws of the Rotary Club of Castle Hill Inc., the AGM of the Club will be held at Castle Hill Country Club, Spurway Drive, Baulkham Hills 2153, at 7:00pm on 2 December 2015. Article 15, Section 3 relates to the “Notice of special resolutions”. Any member who wishes to raise a special resolution should ensure that the details are provided to the Secretary, Geoff Duffy, (geoffduffy@internode.on.net ) at least 21 days before the AGM. Voting at the AGM requires a majority vote of not less than ¾ of the members of the Club entitled to vote who are present at the meeting. A quorum at the AGM as defined by the Club Bylaws Article 1, Definition 4 as: “Not less than 1/3 of the membership”. This number would be 10 entitled voting members from our membership of 30. Agenda: To confirm the minutes of the 2014 AGM and any special general meeting held since that meeting To receive from the President and Board reports upon the activities of the Club during the last preceding financial year. To elect the President-elect and Directors of the Club in accordance with Bylaws Article 3 To receive and consider the Financial statements and audit report as required by Bylaws Article 9, Section 4 To consider the special resolution to receive and vote upon the Electronic Payment Facility Trial Report. General Business Nomination forms for the election of office bearers are available from the Club Secretary, Geoff Duffy, and will also be made available on the Club website. Please consider the positions available and consider nominating a person to each of the roles. You may of course nominate yourself. Please complete a nomination form and return it to the Secretary by Wednesday 18 th November, 2015 with your nomination and the nominee’s acceptance. The form is for guidance only, and written emails containing this information will be accepted in lieu of this form where it is indicated the nominee accepts the nomination. Meeting Minutes th 4 November 2015 By President Mike Hallen

S

ergeant Phil Davis opened the meeting with a toast to Rotary International and introduced President Mike.

President Mike welcomed all to the Club Business Meeting – 9 other members and Honorary member Penny Burke – a total attendance of 11. A somewhat disappointing attendance at what was intended as an information delivery meeting where club officers provided information and feedback from the members was anticipated. With LOA, sick leave and a membership of only 30 Active members, the turnout was to be expected. President Mike provided the following information updates: Following the visit and guest speaker presentation by the Mayor, Councillor Dr Michelle Byrne, Mike wrote to the Mayor and thanked her for her support. He also formalized an invitation for the Mayor to become an Honorary Member of the Rotary Club of Castle Hill. Her positive response is anticipated. Sought additional help in the sale of White Ribbons at Bunnings stores in Castle Hill, and Dural on Wednesday 25th November in support of the Hills Domestic Violence Prevention Committee. Advised of changes to the Club Calendar and stressed the requirement for volunteers at upcoming BBQs, the date of the AGM on 2nd December and the Bush Christmas Parking at Bella Vista

Farm on 16th December. A key date in December is the Club Christmas Party on the 9th at Castle Hill Country Club. He also invited those who had comments or changes to the calendar to advise Administration Director Chris Dunwell and Bulletin Editor, Anil from Cobar! St Michael’s Cottage painting will continue with the second cottage being painted on 21/22 November by painters arranges by Hannibal Shabaz (many thanks, Hannibal). Preparation and masking of the cottage will be done on Friday 20th November and the following have volunteered to assist Chris Dunwell; Mike Hallen, Peter Marcer, David Bull. The work will commence at 0800 and should be completed by 1600(or sooner if the first cottage is an example). Many hands make light work so any more volunteers will be more than welcome – just let Chris Dunwell know. Marie Ford has now moved into her new permanent accommodation at Unit 210, Lutanda Manor Retirement Village, 14 Victoria Road, Pennant Hills. Her phone number is 9481 9674. She is as cheeky as ever and wants to continue to attend our Club but is not able to drive at this stage. Penny Burke has offered to help. Thanks, Penny. The “Electronic Payment System Trial Re8


port” will now be presented at the AGM on 2 December due to the unavailability of Mike Blair. He and his fellow committee members, Terry O’Mara and John Cooper, will present their findings and recommendations to the members at the AGM and a vote on the future of an electronic payment system will be taken at the AGM as a special resolution. It should be noted that a quorum for the AGM is ⅓ of the Active members– in our case 10 members. It is hoped that all those who are able to attend find the time to do so. President Mike also provide more information on the progress of the Domestic Violence Prevention and Support focus of the Club this Rotary year. He gave an overview of the “Online Men’s Behaviour Change Program (OMBCP) ” developed and trialled by Violence Free Families in Victoria. The original OMBCP was developed by the Rotary Club of Brighton in Melbourne and came to Mike’s attention at the Rotary International Convention in Sydney in 2014. With closure of the St Michael’s Family Refuge, Mike saw a potential opportunity to bring the OMBCP to NSW, particularly to The Hills region where there is a demonstrable need for such a service. The OMBCP is an addition program that will complement the existing Men’s Behaviour Change Programs that are conducted in NSW by approved providers. A major benefit of the online program is that it is delivered by computer to men who may not otherwise want to attend a formal face to face meeting (like an AA meeting). This also means that men in remote locations across NSW who may not want, or have no access, to attend a meeting can receive counselling and support online and in private. Mike’s contact with Violence Free Families (The Family Violence Prevention Foundation of Australia) has lead to a meeting in Parramatta of many interested parties in the Hills region and

beyond at which the OMBCP was explained by their Chairman, Dr David Smyth. Since then, the State member for Castle Hill, Ray Williams, has been approached and he is promoting the program to his peers in the State Government and the Premier. Another meeting has been scheduled with the Premier in the second week of December 2015 to discuss the OMBCP and its benefits to NSW. Meanwhile, the OMBCP is being prepared for approval by the NSW Department of Justice so that government agencies such as the police and courts, can refer men to the program. Action is progressing and the latest report from Violence Free Families is summarised below: Firstly, we are now 'open for business' at “On the Line” for referrals into the first regular online men's behaviour change program and it is scheduled to commence on 19 January. Men from NSW are welcome and Mike has let this be known in his area. Secondly, we are in the final stages of preparing a proposal to the NSW Government and plan to send it to Linda Millsom of the Department of Premier and Cabinet over the weekend.The proposal headlines in broad terms are: 750 men to enter programs over four years; total cost $2m but less if men pay fees. Lifetime cost-benefit indicative only estimate: reduction in costs of reoffending is $100 for every $1 spent on the program plus over $100 in community cost savings (health, welfare, lost productivity etc), making a total of over $200 return for every $1. We make no great claims about the accuracy of these estimates but they 9

The Rotary Club of Castle Hill Board has approved an allocation of $2000 to subsidise 2 or more men from the Hills region to participate in a Victorian-run OMBCP. If identified by a nongovernment agency (Domestic Violence Counsellor or legal advisor) they would be eligible to participate the 19th January 2016 course. Membership Director Rod Williamson spoke about the Business Networking Meeting and sought the support of members who nominated attendees for the event to follow-up on a personal basis to see if their nominee(s) who attended or had apologised to invite them to a

Geoff Duffy has arrived home from his trip to the UK with a souvenir of the visit – a dislocated shoulder! Seems he was taking one last stroll along Southend Pier when, close to the end of the walk he tumbled over and did the damage. Get well soon Geoff! We also heard that Hannibal Shabaz requires some knee surgery – nothing too serious. Joan is being looked after at home by Hannibal and she sends her love to all members and partners.
