hank you all for attending a most encouraging Club Assembly and EGM last week. They are dry affairs I know but very necessary to ensure that members are informed and engaged in Club matters.
On this occasion we heard from all Directors regarding their summary of the current Rotary year that will appear in the booklet for Changeover. Hopefully it was an informative session. The EGM that was embedded in the Club Assembly was to address Club Constitution and Bylaws matters. In the case of the Constitution it was to receive and adopt the recently updated RI Club Constitution following the 2016 Council on Legislation. A Special Resolution was circulated to members with details of the proposal. The Constitution was adopted by a unanimous vote from the members present who represented a quorum. The EGM was closed on completion of this vote The Club Bylaws required some fine tuning and were the subject of 4 other resolutions to amend 3 existing Bylaws and insert an new section to the fourth. A summary of the changes is included in this bulletin for the information of all members. As this is my final “Mike’s View” for my time as your President, I would like to thank all concerned for their support during the year. This includes Members, Partners, Honorary Members and Friends of Rotary. I hope that you will all join me and Chris on 29th June to celebrate our club Changeover. Yours in Rotary ,

Motion #1: Bylaw Article 16 Section 2 To add the word “club” in the wording below to clarify the responsibility: Section 2 – Any amendment to these bylaws or the Standard Rotary Constitution will be advised by the club Secretary to the Department of Fair Trading within 1 month pursuant to section 10 of the Associations Incorporation Act 2009.
Motion #2: Bylaw Article 18 – Castle Hill Foundation To include reference to the submission of an Annual Ancillary Fund Return to the Australian Tax Office. The proposed new wording is as follows:
Motion #3: Bylaw Article 19 – Trusts and Awards – Section 2 A change is required to the Warren Bowden Memorial Scholarship to remove the untended potential conflict between “Heritage” and “Conservation”. The current wording states: Section 2 – The Warren Bowden Memorial Scholarship for Heritage and Conservation will be awarded to a Primary School within the boundaries of the Hills Shire Council on an annual basis. Each Primary School in the Hills Shire shall be eligible to nominate either a single student or an identified team of students once in each year The Objects of the Scholarship are to encourage young students: To appreciate and value the true meaning of our heritage; To appreciate and demonstrate sound conservation and practice in our community; and To allow them to develop ideas and identify those things or places within our Shire that they consider worthy of preserving as part of our history for future generations. Proposed clarification
The scholarship intent is applicable only to the “conservation of our heritage” and the Section 3 – The Rotary Club of Castle Hill is proposed changes and new wording are shown below. By adding the word required to submit an annual Ancillary “heritage” in the second bullet point the Fund Return to the Australian Tax Office (ATO Form NAT 73640 applies). The Club purpose and intent of the scholarship is clarified. Treasurer is responsible for this action. Section 2 – The Warren Bowden Memorial Scholarship for the conservation of our Heritage will be awarded to a Primary School 4
within the boundaries of The Hills Shire Council on an annual basis. Each Primary School in The Hills Shire shall be eligible to nominate either a single student or an identified team of students once in each year. The funds shall be presented to the School for disbursement commensurate with the project and the student participants.

s you are no doubt aware we conducted a garage sale at the home of our late esteemed member Warren Bowden through the generosity of his lovely wife Olive and Family. Typical of most builders that I know except myself (Ha, Ha ), Warren was a hoarder in the true sense of the word. He kept everything that was surplus to his job requirements and more, always reckoning that it would be useful for “Ron” (later on). Well the sale was a fantastic success, and is still continuing with some further sales expected during the week. At this stage it appears that we will raise in excess of $3,000.00 after expenses. I want to offer my sincere thanks, firstly to the Bowden family for giving our Club this opportunity and allowing us to conduct this sale at their home. I also wish to extend my sincere thanks to David Bowden who on behalf of the Family liaised with the purchasers of the property to allow us to conduct the garage sale. There are two Club Members that must be thanked separately, as it was through their efforts and close relationship with Olive and the Bowden family that we were able to conduct this event. Thank you PP Terry O’Mara and PP Phil Dunn. Finally to all of you that were able to assist on the lead up days and the day of the sale, I say a BIG THANK YOU.
