Beach bash concerns raised The Bradenton Beach Police Department has been made aware of an event that may require a police presence.

BRADENTON BEACH – City officials are concerned about a social media driven Floatopia-type beach bash potentially taking place at Coquina Beach on Saturday, April 30.

Mayor Bill Shearon addressed these concerns during last week’s City Commission meeting. He said the Bradenton Beach Police Department officers assigned to work the De Soto Grand Parade would be reassigned to work locally in case any incidents unfold at the beach. Shearon said he also spoke to Holmes Beach Mayor Bob Johnson and Anna Maria Mayor Dan Murphy about providing additional law enforcement assistance if needed.

“We’re aware of it, we’re ready for it and the other two cities are supporting us,” Shearon said.

The mayor said the beach bash is primarily being organized via social media and no special event applications have been submitted to the city. He also said Speciale has the authority to close the beach if things get out of hand.

After the commission meeting, Speciale discussed the annual Floatopia event that took place in Miami Beach in April. The event produced a larger than anticipated crowd that left a see bash, page 34

sary in 2008, is making the request in order “to save the church and preserve an iconic architectural resource,” according to the application.

The application narrative states that church officials “created a task force to review the economics of church operations, including cost saving measures. Interim steps were taken and to reduce costs and the church sold off its parsonage.”

Building moratorium to expire The restrictive covenants will remain in effect after the building moratorium expires.

ANNA MARIA – City Commissioners have decided to let the building moratorium expire as scheduled on Wednesday, May 11, rather than repeal it ahead of time.

This decision was reached during the special commission meeting on Thursday, April 21.

In effect for two more weeks, the moratorium prevents the review and issuance of demolition permits and building permits for the construction of a residential structure with more than four bedrooms.

An exception has been granted to property owners who sign a restrictive covenant that prevents the property from being used a short-term rental – less than 30 continuous days at a time – for the first five years.

According to Mayor Dan Murphy and City Clerk Diane Percycoe, as of Thursday, April 21, 14 covenant agreements had been signed, but six of those

Murphy said that while the moratorium has been in effect only two homes with more than four bedrooms were permitted without a restrictive covenant. The property at 423 Spring Avenue was permitted as the result of litigation, and a property belonging to Liza and Kit Walker was permitted because the permit was held too long by the building department.

Commissioner Chuck Webb voiced concerns about whether the six unrecorded covenants could be enforced if the moratorium was repealed or expired as planned. He said he did not want to extend the moratorium, but he wondered if it was possible to retain some of the provisions contained in the moratorium ordinance. His primary see moratorium, page 17

As of Thursday, April 21, eight of the restrictive covenants had been officially recorded by city staff. These properties are located at: • 100 Park Ave.; • 101 Linda Lane; • 106 Tern Drive; • 106 Willow Ave.; • 107 Pelican Drive; • 110 Gull Drive; • 111 Park Ave.; • 832 (B) South Bay Blvd.

As of last week, six more covenant restricted properties still needed to be officially recorded.

These properties are located at: • 749 North Shore Drive; • 881 North Shore Drive; • 205 Elm Ave.; • 791 Jacaranda Road; • 518 Villa Rosa Way; • 106 Beach Ave.

City debris collection April 30 The annual Anna Maria city debris collection is set for Saturday, April 30, from 8 a.m. to noon. All yard waste can be taken to the parking area at the south end of Bayfront Park.

Items that can be collected at the street in front of residences include furniture, bedding, stoves, wood, appliances and electronics. No paint or concrete will be accepted.

Officials hear nothing on transportation list Island mayors said they have not heard from any of the officials who received their list of transportation projects.

On March 23, the mayors submitted a list of ways to immediately impact traffic congestion on the barrier islands to be presented to Florida Department of Transportation, local city, county and Sarasota/Manatee Metropolitan Planning Organization officials.

Holmes Beach Commissioner Jean Peelen noted, ‘It’s respectful to respond,” and Bradenton Beach Mayor Bill Shearon added, “It’s common courtesy.”

City to sign beach patrol agreement On April 12, Holmes Beach city commissioners authorized Mayor Bob Johnson to enter into an agreement with Manatee County for $10,000 to patrol the Manatee Public Beach.

Commissioner Marvin Grossman said, “It’s frustrating to me that the county puts the burden of policing on us,” yet it gets all the tourist tax and beach concession money.”

“There’s a huge number of people at the beach,” Chair Judy Titsworth pointed out. “We need more police presence in the neighborhoods where there is overflow parking during the high use periods.”

Mayor Bob Johnson said last year the city asked county officials to increase the amount for beach patrol, but were ignored and that the city is developing a presentation for the next fiscal year.

Bird nesting begun The shorebird nesting season has begun on Anna Maria Island, and two snowy plover chicks have hatched from the first nest of the year, according to Anna Maria Island Turtle Watch and Shorebird Monitoring.

Three more threatened snowy plover pairs have laid nests in Anna Maria, and least terns, another threatened species, are nesting in Bradenton Beach. Black skimmers, a species of special concern, are socializing, but have not yet begun to nest.

Water off in Holmes Beach Manatee County Utilities Department has issued a water off notice for all residents on Palm Drive from 73 rd Street to 67th Street, including Bay Palms Drive, Clark Drive, Clark Lane and part of 67th, 68th and 71st streets.

A valve replacement is scheduled for Thursday, April 28.

The water will be shut off from midnight to 5 a.m. There will be no boil water order when service is resumed.

Sea turtle contest underway Find the Travelin’ Turtle and win!

In celebration of sea turtle nesting season, which opens on Sunday, May 1, Anna Maria Island Turtle Watch and Shorebird Monitoring is holding a contest with weekly prizes, and a grand prize to be awarded on May 7.

The Travelin’ Turtle will be hidden at a different Anna Maria Island business each week, and a clue is printed in this newspaper and on the Turtle Watch Facebook page.

The first person to find the turtle and call Laurie Crawford at 941-746-3611 will win the weekly contest.

A grand prize winner will be chosen from among the finalists, winning Turtle Watch gear, gift certificates from Island businesses and Sun souvenirs.

Sunday, May 1 is the official start of sea turtle nesting season on Anna Maria Island, although the turtles sometimes begin nesting earlier.

For the next six months, imperiled female loggerhead and green sea turtles will be laying their eggs on the beaches at night, and

their hatchlings will be making their way to the Gulf of Mexico.

During sea turtle season, May 1 – Oct. 31, please follow these tips: • Turn off lights visible from the beach and close blinds from sundown to sunrise; lights confuse nesting sea turtles and may cause them to go back to sea and drop their eggs in the water, where they won’t hatch. Light can also attract hatchlings away from the water.

• Don’t use flashlights, light sticks, lanterns or camera or cell phone flashes on the beach at night.

• Remove all objects from the sand from sundown to sunrise, including chairs, boats, umbrellas, umbrella anchors and tents; they can deter sea turtles from nesting and disorient hatchlings.

• Fill in the holes you dig in the sand before leaving the beach; they can trap nesting and hatching sea turtles, which cannot live long out of the water.

• Don’t use sky lanterns or fireworks; they litter the beach and Gulf.

• Do not trim trees and plants that shield the beach from lights.

• Correctly dispose of fishing line, so it won’t entangle sea turtles and other animals.

• Stay clear of sea turtles and never touch them; it’s the law. If you see people disturbing turtles, or see a sick, injured, entangled or dead sea turtle, call the Florida Fish and Wildlife Conservation Commission’s Wildlife Alert hotline at 888-404-FWCC (3922).

This beach rake is not the same one that picks up trash from Anna Maria Island’s beaches; this one is tilling the sand, making it fluffier to make it easier for sea turtles to dig their nests come nesting season, which begins on May 1, or whenever the first turtle comes ashore this year. In places, the soft, fluffed sand can be deep, so take care when walking on the beach.

Moratorium ordinance submitted The City Commission has not reviewed the proposed moratorium ordinance that would apply to homes with more than four bedrooms.

BRADENTON BEACH – Building moratorium advocate Pricilla VonAhnen has presented the city clerk’s office with a proposed citizen-initiated moratorium ordinance.

The proposed ordinance VonAhnen presented to the clerk’s office calls for a six-month moratorium on the acceptance, review and issuance of building permit applications for all residential units in the R-1 and R-2 residential zone districts. New duplexes would be limited during this period to two bedrooms per side.

If adopted by the commission, or later by city voters, the moratorium would apply to homes containing more than four rooms that can be used as bedrooms or sleeping areas.

The effort is aimed at halting the construction of large homes until new vacation rental regulations can be adopted.

Proposed ordinance 16-464 states that the first goal of the future land use element of the city’s comprehensive plan requires the city to maintain and protect the residential and family character of the city, while maximizing the enjoyment of natural and man-made resources by residents and visitors alike.

The proposed ordinance also states that city electors recognize that the nature of the Bradenton Beach community is shifting away from owner-occupied residential units to units intended for other uses.

As provided for in the city charter, the ordinance initiative allows citizen’s to present the commission with a proposed ordinance for considered adoption. If the commission fails to adopt the proposed ordinance, or significantly amends it in a manner deemed unacceptable by those who presented it, the citizeninitiated ordinance would be presented to city voters in November.

Pricilla VonAhnen informed commissioners last week that the citizen-initiated moratorium efforts were moving forward.

The documents turned in by VonAhnen also included a proposed ballot summary on the ordinance language and the ordinance’s intent.

The proposed ballot summary concludes by saying the ordinance

is “for the purpose of protecting and preserving our neighborhoods by identifying, discussing and regulating the impact of large residences and large vacation rentals in the neighborhoods of our community.

If voters were to approve such an ordinance, a temporary building moratorium would be enacted. If voters were to reject the proposed ordinance, the enactment of a building moratorium would again fall to the commission and require the support of at least three commission members.

The signatures of at least 50 registered Bradenton Beach voters were required in order to move the initiative process forward. According VohAhnen’s husband, Frank Harrison, 69 petition signatures were acquired, and three times that could have been acquired if needed.

The proposed moratorium ordinance has not yet been formally presented to the city commission for discussion and possible adoption. Two previous attempts to enact a moratorium have failed due to a lack of support from the commission majority.

EDITORIAL Let's make Earth Day everyday

I

n 1970, cars were polluting the air with big V-8 engines, factories were belching smoke freely into the skies and businesses were emptying their waste into rivers that served as water sources for cities downstream.

Public consciousness was at an all-time high. There were protests against the war in Vietnam and millions had read Rachel Carson’s book, “Silent Spring.”

Earth Day came about after Democratic Wisconsin Senator Gaylord Nelson witnessed the ravages of a massive oil spill in Santa Barbara, California. He felt he could harness some of the energy and dedication war protestors brought to the forefront if they directed some of their concern to the environment.

On April 22,1970, millions of Americans took to the streets and public forums to express the urgent need to clean up the environment.

T

he movement wasn’t politically onesided. Republican Congressman Pete McCloskey helped engineer the desire for a cleaner America into a massive national mission.

Every April 22 after that was Earth Day and it brought protests and increased efforts to educate the public about what was being done to the environment and what needed to be done to correct it.

Last weekend, the Island Branch Library held an event for kids to build a shrine to Earth Day and we would like to report the meeting room was packed. But we can’t.

One family showed up. A mom and her son and daughter participated with children’s librarian Trudy Bell.

If you’re too young to remember how it was back then, the next time you see an old classic, high performance car from the 1950s though 1970s, smell the air as it passes by. You’ll get a taste of how untreated car exhaust smells, the kind of smell that made a sunny day into a hazy, miserable existence for people who lived in big cities.

We’ve come a long way since then, but it’s not time to pull the plug on Earth Day. As John Denver sang, “Let’s make Earth Day everyday.”

LETTERS TO THE EDITOR An honest person Do you know the sinking feeling when you can’t find your wallet?

That happened to me last week. The day before I bought a few groceries at Publix and came straight home.

I searched the house and car for my wallet. As a last resort I called Publix. Some kind, honest person, an employee or customer, had turned it in. Words cannot express my gratitude. My credit cards and money were intact. Thanks a million. I hope the person who found the wallet reads this.

Signs are bad I am dismayed by the increasing number of signs that compromise the relaxed feeling and natural beauty of our Island. Of all the terrible places to put more signs, the beach is the worst, and I disagree with the recent letters saying street signs on the beach are a good use of taxpayer money.

The most enchanting, iconic beaches of the world are pristine and empty, beckoning us to escape the ordinary, to stop trying to keep track of everything, to lose ourselves in a simple, serene environment.

“Getting lost” is part of the appeal of paradise. Street signs are not. The pervasive visual pollution of signs is bad enough on our streets, and now

it is creeping onto the beach.

As for beach emergencies, I believe our rescue professionals and an alert public can keep rescue times short, even without street markers. If we want our Island to remain “real,” and not feel like an amusement park or assisted living community, it's time to stop posting instructions, warnings, directions and protections for every imaginable situation that might occasionally challenge people who are not paying attention.

Signs are good As a full time resident of Anna Maria and a beachgoer every day, I beg to differ with Scott and Deneen Knisely regarding the street signs on the beach.

I think they are great and it’s about time. I cannot count how many times people will ask us “What street is this?” And just ask a foreigner where they are? And for those of us who do not carry a cell phone or after a couple of hours in the sun, remember which two houses we passed coming onto the beach, the signs are great.

And have the Knisely's looked down on Holmes Beach lately? They have signs and it’s one of the things that people are not objecting to there.

So let’s get our priories in order

Simple rules work fine Reading your paper one might think that controlling noise is undermined if the complainant wishes to remain anonymous. The reality had been different. A review of valid noise reports shows that there were 92 related to residences in Holmes Beach in 2015.

Most were due to noise in the backyard or people in the pool after 10 p.m. The only times belligerence was reported was with parents of local teenagers who were having a party.

People in vacation rentals apologized and moved inside.

There are 849 weekly rentals in Holmes Beach, which on average may be rented 150 days in a year. Even if all the complaints had been related to them are these the statistics that justify the claim of an extreme noise problem? The simple 10 p.m. rule enforced firmly but diplomatically worked fine but now we have a 14-page ordinance, which makes property owners as well as renters liable for a citation. The courts are the only recourse when council runs amok with regulation.

The owner fought his citation in court and now you need to identify yourself when complaining.

$15 million grant would benefit AMI County officials will apply for a federal TIGER grant this week.

BRADENTON – Manatee County officials are putting together a $15-17 million TIGER grant application that, if approved, would help fund multiple county and city projects on the Island.

The grant would provide federal funding for North Coquina Boat Ramp improvements, county and city stormwater improvements and the development of the AMI Sun Trail bike and pedestrian path.

The grant application was discussed at the Tuesday, April 19, Manatee County Commission work session.

According to the U.S. Department of Transportation website,

the Transportation Investment Generating Economic Recovery (TIGER) competitive grant program funds capital investments in transportation and infrastructure and grants are awarded on a competitive basis for projects that will have a significant impact on the nation, a metropolitan area or a region.

During last week’s workshop, Director of Property Management Charlie Bishop and Construction Services Manager Tom Yarger presented county commissioners with an overview of the grant application.

When introducing the Coquina Beach TIGER grant application, Bishop said, “We should probably change the name to the Anna Maria Island TIGER grant.”

He then recognized Bradenton Beach Mayor Bill Shearon and Holmes Beach Mayor Bob John-

son, who were in attendance.

Bishop said a consultant would help county file the grant application on Tuesday, April 26, ahead of the April 29 application deadline.

Bishop said the county already had funds and permits in place for $1.2 million in improvements to the North Coquina Boat Ramp, and plans and funds in place for $1.8 million in stormwater improvements at the southern end of Coquina Beach. Preliminary plans had also been developed to repave and extend the Coquina Trail near the boat ramp and Leffis Key. These already budgeted funds would serve as the county’s 25 percent match if the TIGER grant is approved.

Peelen to leave TDC Holmes Beach Commissioner Jean Peelen has told Manatee County Commissioners that she will not be reapplying for reappointment to the Tourist Development Council (TDC) when her term is up in June.

Tree house hearing set for May 4 On Friday, tree house attorney David Levin filed a motion for a continuance to stay the hearing.

HOLMES BEACH – Tree house owners Richard Hazen and Lynn Tran were served with a notice of hearing on Wednesday, April 20, to appear before a special magistrate on Wednesday, May 4, regarding a fine that was first imposed by the Code Enforcement Board in 2013.

However on Friday, April 22, tree house attorney David Levin filed a motion for continuance to stay the hearing because another case involving the structure was scheduled for a court hearing in June.

The June 6 hearing involves an initiative petition filed by Tran and Hazen seeking to put an ordinance on the ballot for voters to decide if the tree house is legal.

According to the motion for continuance, “If respondents prevail at summary judgment and the ordinance is summarily adopted, the tree house would not be in violation, and there will be no basis to assess a penalty.

“As such, proceeding with a penalty hearing and the potential assessment daily fines while respondents attempt to address the

Tran and Hazen built the tree house on the beach in front of Angelino’s Sea Lodge at 103 29th St. in 2011. Shortly after that, it came to the attention of the Florida Department of Environmental Protection and the city.

In 2013, the city’s Code Enforcement Board

ruled that the tree house was constructed without a permit and encroached 20 feet into the erosion control line. The board ordered the couple to remove the violations or demolish the tree house.

When they did neither, the board imposed a fine of $100 per day. The couple appealed the order and the fine, and in March 2014, they were granted a stay from the fine.

In September 2014, a judge upheld the board’s original order. The couple appealed, and the circuit court also upheld the board’s order.

The special magistrate hearing is the next step in this process in which the special magistrate will determine whether to re-impose the code board fine.

In September 2013, the couple filed the initiative petition, but the city alleged that an election would be invalid under state law and requested a declaratory judgment.

In February, Levin filed a motion arguing that the prohibition in state law applies to a development order and that the tree house is an accessory structure.

Tran said she and Hazen spent $26,000 to $30,000 to build the tree house and likely $100,000 in legal fees. City treasurer Lori Hill said the city has spent $37,506 in legal fees on it.

Legendary hammerhead immortalized

CORTEZ – “Go big,” Eric Grimes likes to say.

So why not commission a life-size replica of the biggest, baddest, meanerthan-a junkyard-dog hammerhead shark ever known to prowl southwest Florida’s waters?

Ol’ Hitler is slated to greet people at the luxury vacation motor coach resort and marina that Grimes is planning at the canalfront 17.8-acre property at 12444 Cortez Road W. His company, Florida Land Enterprises, recently purchased the land, formerly known as Hunter’s Hill and HH Marina and tentatively renamed Capt. Frank’s after Grimes’ grandfather.

Grimes said customers and motorists going to the beach will stop to have their pictures taken with Ol’ Hitler and write their names on a chalkboard hanging on the dock as if they had caught the beast themselves.

Ol’ Hitler is more than a local legend.

Probably a girl – hammerhead females are generally larger than males – the shark has not only been reported off Anna Maria Island, but from Tampa Bay south to Florida’s 10,000 Islands.

Recognized as real on Shark Week on cable TV’s Discovery Channel, Ol’ Hitler is dark – hammerheads are thought to be able to tan if they spend a lot of time cruising near the water’s surface – and sports a swastika-shaped scar that gave birth to a moniker that may also be a reference to shark-shaped German

submarines that patrolled local waters during World War II. It’s not the first time Ol’ Hitler has been on TV. Before cable was invented, Tampa outdoorsman "Salty" Sol Fleischman of WTVT-TV Channel 13 spread the shark’s lore on the airwaves. Longer than some fishing boats, Ol’ Hitler has reputedly been shot, harpooned, stabbed and axed, but the legend swims on.

That legend is probably a combination of shark tales that date back longer than any one hammerhead could live – up to 50 years.

But there’s no arguing the fact that

southwest Florida waters, with their plentiful hammerhead fare, tarpon, are a favorite hangout for really big hammerheads.

In 2006, a 14.5-foot, 1,280-pound hammerhead was brought to A.P. Bell Fish Co. in Cortez to be put on ice. The International Game Fish Association awarded Capt. Bucky Dennis a sport fishing world record title for catching the fish, which he hooked about 300 yards off Boca Grande beach.

In true Ol’ Hitler style, the shark towed Dennis’ boat 12 miles from Boca Grande Pass, for five and a half hours.

Long live the legend.

Ol’ Hitler and the sea

This event of meeting Ol’ Hitler happened in the spring of 1963 while I was fishing on the fishing vessel named the Warren Jr., captained by Buster Bell, a friend and a very knowledgeable commercial fisherman.

I learned a lot from Capt. Buster.

He loved teaching us young Cortezborn boys the art of being a successful commercial fisherman. The boat was named after Warren Bell who lost his

life in World War II on a naval ship fighting for our freedom. Warren and my dad went to school together and were very good friends.

Buster was instrumental in teaching me how to mend net, which was very valuable, because I was only paid a half share if I could not mend net. So one of the first things I did was learn how to mend net and to this day I still am very good at mending.

We were mackerel fishing during the dark nights of this spring. We fished

the dark nights because we could see the fish firing in the water. The water firing was a term we used – actually it is the phosphorous in the water that causes the fish to glow when they are swimming. When we run into a big school of fish, the water would glow a bright fluorescent green; the bigger the school of fish, the brighter the glow.

We iced up that afternoon and left the A.P. Bell fish dock just as the sun was going down. We were headed to

the Gulf and wanted to be ready to fish when it got dark enough. We were running south in a zigzag pattern offshore off Longboat Key. We run in a zigzag pattern inshore and offshore to find the fish. We made our first strike a little past 10 o’clock. All the fishermen use the term strike for running the net out in a circle, enclosing the fish. Deli delicious at Scott's Deli

Picture this – you’re lounging on the beach the sun is shining, the Gulf water is that ideal color, and there’s a soft breeze. The only problem is it’s getting near lunch time, and the last thing you want to do is give up your perfect spot on the beach and get in the car. Well, the only thing you actually have to do is move your fingers to dial Scott’s Deli, and someone will bring lunch right to your beach chair.

Scott Mason and his mother, Trudy Hussey, opened Scott’s Deli in April last year. Mason was working for six years as a chef in a golf and country club in Kansas when his mother discovered Anna Maria Island after visiting some relatives. It didn’t take too many visits to the Island before she told her son that this would be a great place to open a restaurant and to raise his children.

And it didn’t take Mason too many on line searches to find the perfect spot for his gourmet deli.

Mason and Hussey put their own stamp on the petite space painting the walls sky blue, adding a mermaid painting and setting up an inside and outside bar for in house dining as well as two outside tables. But what they really changed was the menu, starting with Scott Mason’s signature sandwiches and homemade baked goods.

Some of Scott’s Deli gourmet sandwiches are chicken banh mi wrap, which is buffalo chicken with vegetables and spicy Asian cream sauce in a spinach wrap; turkey bacon, avocado sandwich; Italian sandwich and BBQ turkey ranch wrap. There are also hot sandwiches like Reubens, Cubans, tuna melts and more. They also have a weekly sandwich special and the week I was there it was turkey, bacon, brie, arugula, sweet pepper jam, roasted apples on a ciabatta roll, really a meal between two slices of bread.

And the sandwiches are just the beginning, Scott’s also has some unique breakfast choices like peameal bacon, provolone, red pepper jelly and fried egg on an English muffin, and steak and eggs made with roast beef, peppers and onions, Swiss, garlic aioli on a ciabatta roll . You can of, course, create your own sandwich with one of the Boar’s Head meats, cheeses, toppings, sauces and breads.

Jamie will become an important part of the business, and, hopefully, Logan will create a few more paintings for the walls to add to the one already there.

So keep the beach chair and umbrella in place and your cell phone handy for those days you just don’t want to move, and for all the other days, drive on over to Scott’s Deli in Holmes Beach and get ready to be wowed.

Castaways has cast away Last weekend marked the closing of MaryAnn’s Castaways Tavern in Bradenton Beach. Owner MaryAnn Speciale has sold her business interests to Mark Rosato, owner of the Tommy Knockers Saloon in Bradenton.

Speciale said Rosato plans to open a Tommy Knockers in the commercial space located off of Gulf Drive, near the Wicked Cantina. Speciale now plans to focus her business efforts on a laser hair removal service.

the net was half gone. Half gone is the term we use to let the captain know half the net was overboard and he needed to go back to the lighted buoy. I would yell real loud, “Half gone,” so the captain would hear me over the sound of the engine and the rattle of the corks and leads beating on the stern of the boat.

I had a real knack of telling when the net was half gone, better than some of the other fishermen and could yell real loud, and Capt.

Bell trusted me. If we didn’t get the net closed shut, the fish would escape out the hole, so we would have to tie on the net and drag the net shut if possible.

The fish were not easy spotting that night because the water was not firing as good as other times, so it made it hard to see the fish. There are times when the phosphorous does not glow as much as other times, and I still don’t know why.

We made our next set about 2 a.m., and that is when something happened that none of us had ever experienced! The net went overboard just right and Capt. Buster Bell got back to the let go just right. Let go is the term we used for the end of the net, which we would throw in the water with the lighted buoy. We used a lighted buoy so we knew where the let go end of the net was. I was also the let go man; the let go man had to stay awake and alert so when the captain would yell, “Let’r go,” the let go man would throw the let go end overboard. Let’r go was the term the captain uses to throw the end of the net in the water.

Now to the exciting part of this story.

We beat the compass real good. I

think I need to explain about how we beat the compass. Beating the compass is when we encircled the school of fish, the captain has a bright spotlight he blinks off and on, shining it in the water, and we would stomp our feet and take the poling oar and splash the water, making a popping sound that scared the fish and they would hit the net. The poling oar is a long piece of wood fashioned into a long 18-foot oar for pushing the boat from the bottom or using it as an oar when the water is too deep.

More fish in the net would make the net glow, and we could see how many fish were being caught, and that would make us yell with glee because we were making money!

Now again to the exciting part – we were clearing the net of the fish and putting it back on the net table and could hear a lot of thrashing noise out beyond where our pick up light reached. As we retrieved the net, we noticed that the net was not in a circle anymore. Both the cork lines were only 10 feet apart. We could not understand what the heck was going on as there was no tide current where we were, just a couple miles north of New Pass off Longboat Key. There was no explanation, and we kept hearing this splashing and thrashing sound out in the dark that made us a little jittery.

Finally, we got to where the noise was coming from. It was the largest shark that any of us had ever seen. It was a hammerhead that had somehow got a half hitch of net rope around both of his eyes and could not get loose. The shark was completely worn out from try-

ing to get loose and that was lucky for us because he would have destroyed the Warren Jr.! We had to somehow get this behemoth out of the net. There was three of us trying hard to get away from this monster. We finally got the shark up alongside the boat and saw just how big he was! We tried measuring him and from the tip of his tail to the tip of his head was 25 feet.

When he opened his mouth it was wide enough for me to crawl into and some of his teeth were well over five inches long!

I had an axe that I kept on board to tame the sharks we caught by hitting them on top of the head, so I decided to do this shark in and hopefully drag him back to Cortez.

I started hitting the shark with the razor-sharp axe to no avail. I couldn’t cut his hide, it only made a small dent in his skin. I did this until I was tired. We finally got his eyes or the hammer, I call it, cleared from the net and he slowly swam off into the night.

I kingfished and mackerel fished for several years, and we caught a lot of really big sharks, hammerheads, nurse, bullheads, black tips and great whites, some up to 15 feet long, but none ever came close to the monster we caught that spring night. I have thought of that night many times through the years, but never gave it a whole lot of thought until Eric Grimes started building the likeness of Ol’ Hitler.

Now I wonder if this is the same hammerhead we caught so many years ago. I wonder if that night we were introduced to Ol’ Hitler and he slipped away to be caught by another.

Owners make new request for B&B The owners’ attorney asked to make B&B a special exception use and allow it in all residential districts.

HOLMES BEACH – An attorney for Robert and Liz Lang, of 5601 Flotilla Drive, has requested that the city amend its code to include a bed and breakfast category in all residential zoning districts.

The Langs twice have asked the city to allow them to convert the residence into a bed and breakfast.

The structure has seven bedrooms and six bathrooms on a .527-acre lot. It has three driveways that can park 18 cars off the street.

It has a future land use designation of low density residential and is zoned R-1. In addition to residential, uses in R-1 include a community residential home, a family day care home and a foster care facility.

The first request to convert came in April 2015 and at the time, City Planner Bill Brisson recommended against the request. The second request came in October 2015 and Brisson said the Langs could seek amendments to the comprehensive plan and land development code to change the zoning to commercial.

In his new request, Attorney Bradley Ellis asked the City Commission to adopt a bed and break-

Bradley noted that a B&B is defined as “a family structure with no more than 15 sleeping rooms, which has been modified to serve as a transient public lodging establishment, which provides the accommodation and meal services generally offered by a bed and breakfast inn and which is recognized as a bed and breakfast inn in the community in which it is situated or by the hospitality industry.”

He argued, “To exclude B&Bs in the residential zoning districts frustrates the intent and residential char-

A citizen-requested, vacation rental-themed town hall meeting has been scheduled for Tuesday, June 7. The town hall was requested by Pricilla VonAhnen on behalf of a group of Bradenton Beach residents who wish to enact a building moratorium while the city commission, planning and zoning board and staff develop new vacation rental regulations that would replace the dormant quality of life ordinance.

The time and location for the meeting have not yet been determined. Two commissioners are in favor of holding the meeting at Bradenton Beach City Hall and two commissioners are in favor of the discussion taking place at the Annie Silver Community Center.

According to Deputy Clerk Marie Montoya, Mayor Bill Shearon will make the final decision. Shearon said he expects a large turnout for this meeting. During last week’s commission meeting, the mayor expressed disappointment that the meeting could not be held earlier, but travel plans and other commissioner commitments contributed to the delay.

The plaintiffs contend occupancy limits do serve as a prohibition on rentals, which state law does not allow.

Resident complains about Waste Pro City Commissioner Pat Morton acknowledged problems with Waste Pro solid waste service after hearing complaints from a resident at a recent city commission meeting. Morton said complaints include drivers traveling at excessive speeds, turning trucks in people’s yards and not picking up yard waste.

Renee Ferguson said yard waste is not getting picked up; that drivers are crossing the street to get garbage cans, which is unsafe and creates traffic issues; and that she is paying extra for back door pickup, but the cans are left in the street.

Morton said yard waste must be in a container or cut into 4-foot lengths and that any resident who has problems with waste pick up can call him at 920-4061.

concern was ensuring that covenant homes are not used as short-term rentals for the first five years, and also that occupancy restrictions are adhered to. “What I’m concerned about is something that falls through the cracks,� Webb said.

Commissioners Nancy Yetter and Carol Carter shared some of his concerns. Commissioners Doug Copeland and Dale Woodland did not. City Attorney Becky Vose assured the commission that all signed covenants, whether recorded yet or not, would restrict the property owners to the agreed upon limitations.

In regard to a partial repeal of the existing moratorium ordinance, Vose said that would conflict with the introductory title language contained the proposed repeal ordinance. “It doesn’t say in phases or certain portions of them. So I’m uncomfortable recommending that you do that,� she said.

to expire on May 11. This gives city staff two weeks to record the unrecorded covenant agreements. It also gives the commission two more weeks to address any lingering concerns about the moratorium or the covenant agreements.

Moratorium goals

The current building moratorium was enacted by ordinance in July 2015 and further amended in November after some of the commission’s 11 moratoriumrelated goals had been met.

The moratorium provided the mayor, commission and city staff time to develop the vacation rental ordinance that was adopted in its final amended form in November.

The moratorium also provided the commission time to address

many of the 11 concerns listed in the moratorium ordinance.

During this time, the city established a minimum bedroom size, clarified the 40 percent living area ratio, passed an ordinance that include pools in impervious surface area calculations and passed an ordinance that prevents lot clearance or demolition until a building permit is acquired. A new procedure for determining legal, non-conforming property uses was adopted, and consistency between the zoning code and the comprehensive plan was addressed.

While working through the list, the commission also determined some of the listed items did not require or warrant further commission action.

BRADENTON BEACH – The muchanticipated follow-up letter from the Florida Department of Environmental (FDEP) has arrived.

Received Monday, April 18, the FDEP letter clarifies previous agency statements made in an earlier letter.

The new letter states that tour boats and commercial vessels are allowed to use the city day dock adjacent to the Historic Bridge Street Pier.

The letter also says the city-owned structures the Anna Maria Oyster Bar subleases to Paradise Boat Tours, Tide & Moon Jewelry and A Room with a Hue are not included in the stateowned submerged land lease area.

Therefore, they are not subject to FDEP restrictions in terms of how they are used.

Sent from the office of FDEP Southwest District Director Mary Yeargan, the letter was addressed to Police Chief and Pier Team facilitator Sam Speciale. “The city of Bradenton Beach’s submerged lands lease for the day dock allows for the temporary mooring of vessels on a first come, first served basis. This includes vessels that offer services to various public users that do not generate revenue within the lease area.

The lease does not prohibit mooring time restrictions, and the department is not opposed to the city establishing them in order to ensure compliance with the first come, first served nature of the day dock,� the letter says. “Some questions have arisen regarding the use of buildings and property that are not located on/over sovereign submerged lands. The conditions of the lease and amended dedication apply only to those structures and activities

occurring over sovereign submerged lands,� the letter states.

On Tuesday, April 19, Speciale sent an e-mail to the mayor and city commissioners expressing his views on the letter and recapping the conversations with FDEP representative Gerald Loesch from which the letter sprung. “Mr. Loesch stated that we were in compliance with the use of the day dock, that it is to be used by private and commercial vessels for temporary mooring on a first come, first serve basis. He also stated that any commercial vessels that offered services could not transact any business directly on the dock or within the land lease area,� the e-mail said. “The city is allowed to place time limits on vessels if we desire to as long as we comply with the first come, first serve rule on the dock. We also have the ability to designate an area for the water taxis and tour boats at the eastern end of the dock,� he wrote. “The DEP regulates only activities that occur within the area located within the boundaries over the sovereign submerged lands. The only building that lies within those boundaries is that of the restaurant and not those of any of the upland buildings. Mr. Loesch stated that the DEP does not have any jurisdiction on any of those structures located outside the land lease area,�

Speciale’s e-mail concluded.

Attorney Fred Moore is handling the city’s defense of a pier-related lawsuit filed last fall by Bradenton Beach Marina owners Al and Mike Bazzy. The commercial use of the upland structures is among the concerns mentioned in the lawsuit.

Moore addressed the FDEP letter in an April 19 e-mail to Mayor Bill Shearon. “It is good news; though not unexpected,� he wrote. see dock, page 27

The Brown family shared their past in a Sun story about five years ago.

HOLMES BEACH – It was cool Thursday, April 7, when the Brown family arrived at St. Bernard’s Catholic Church Memory Garden to view where the ashes of their father were buried. It had been a long week tracing their younger years. Off in the distance, the silhouette of the Skyway Bridge glistened above the waters of Tampa Bay. The original bridge was the reason they spend time living in Bradenton Beach because their father, Bud Brown, was an engineer who worked on that bridge starting in 1952. He and his wife, Helen, and their children – Ginger, Sandie, Bonnie, Mike and Walker – first lived in Palm View as the south portion of the bridge was being built. Three years later they moved to St. Petersburg as the work moved to the north end of the bridge. Then they moved to Palmetto as the work on the bridged progressed.

Their final stop was in Bradenton Beach, where Bud Brown, who had traveled around the world twice, said he’d never seen such beautiful beaches. The couple loved the people in the city, so they decided to make it their home for the rest of their lives, even though Bud Brown commuted to Tampa every day, where he continued to build bridges in the bay area.

Members of the family who made the trek this year were sisters Ginger Taylor, Sandie Stevens and Bonnie Elwood plus Suzy Brown, Mike’s widow, and Walker.

Remembering old times

After visiting Bradenton Beach, they wrote down some memories of their lives there.

Walker said the best thing about growing up on the Island was going to the Teen Club (now The Center) in Anna Maria each Friday night and getting to know the kids on the north end of the Island. He said he enjoyed getting off the school bus and meeting his buddies at the beach.

Ginger Taylor’s favorite memories were swimming, riding bikes, playing on the beach and wearing flip-flops all year long. Her one favorite memory was learning how to drive with Walker, driving down the south end of Coquina Beach in his 1949 Dodge.

Suzy Brown said during her 30 years with Mike, she heard many stories about his experiences in Bradenton Beach and Longboat Key. She said it was such a free time. She remembers camping on Beer Can Island all summer with their friends.

Sandie Stevens’ favorite memories were being a part of a neighborhood of a small community, knowing and helping each other. Their dad was a member of the volunteer fire department, and it had an annual chicken barbecue to raise money for the department. Their dad was there early to start the coals. The barbecues were a great success.

Stevens said she loved the freedom they had to get on their bikes and go see friends or hang out at the corner drug store and come home after dark with no worry for their safety. “We had the freedom to be kids within the confines of their love,� she wrote. “I have contacted other people who grew up on the Island back then and we all agree we were there in a golden age.�

This Brown family reunion brought back all the memories of their lives on Anna Maria Island when things were slower, more innocent and truly old Florida.

Once in a lifetime

ast week, I was lucky enough to have an experience that I would like to share with all of you, but first a little background.

As many of you remember, we held wine tastings at the Waterfront for many years.

Every Thursday evening we would bring in a vendor and pick a theme for the night, usually six wines from a given region or timed with a holiday. We would ask the chef to pair hors-d'oeuvres with the given wines for everyone's enjoyment.

We were able to taste and learn about a lot of wines over the years. We had a lot of regular clients who became friends with us and each other during that time. One of these people, Larry, and his wife, Deb, became good friends.

One year, Larry was gracious enough to extend to me an invitation to his home in Georgia for a Super Bowl Tasting. Each year he and a group of his buddies, all wine enthusiasts and collectors, would each bring a special bottle for a blind tasting, and they would all vote for their favorites. It became a special night for the guys to win bragging rights for the year.

I found a 20-year-old barolo to bring with me and bought my plane tickets. I couldn't wait. Fate, however, had different plans. The week before the tasting, I had an accident which prevented me from going to the event.

I was devastated.

Fast forward to 2016. I received a phone call a couple of months ago from Larry saying that he will be coming down to the Island in March with his friend, Jeff, who happens to be one of his Super Bowl collector bud-

dies. He wanted to know if I'd be interested in having a belated tasting to make up for the one I missed years ago. The only problem was I'd have to find some friends to help taste with us as they were bringing eight special bottles.

Jason and Leah were kind enough to let us set up a beautiful table in the courtyard at the restaurant and with the help of a few friends who joined us, we sat down to the tasting of a lifetime.

We started with a 1990 Dom Perignon, which was absolutely amazing after 25 years in the bottle – toasty rich flavors with plenty of life left and loads of little bubbles in this crisp, dry sparkler.

Next up, a 2006 Guigal Ex Voto Ermitage Blanc from the Northern Rhone in France. Only produced in exceptional years, this creamy giant of a wine lasts up to three decades and is powerful, aromatic and elegant all at the same time.

Chili infused orange marmalade Ingredients:

• 1Tbs. chopped red jalapeño • 1 tsp. chili powder • 1 tsp. sweet paprika • 1/2 c. orange marmalade • Pinch of salt

Following that we had the chance to taste a Mondavi 2004 I Block To Kalon Vineyard Fumé Blanc. This wine is produced with fruit harvested exclusively from this famous vineyard, said to be the oldest sauvignon blanc vines in North America.

It had giant flavors of citrus, banana and white pepper that seemed to last forever.

So far so good, but now on to the red wines. First off, a 1989 Jaboulet Hermitage La Chapelle, said to be one of the world's great wines.

Rated 100 points in numerous publications in multiple vintages, this wine is able to last 30-40 years and still be in its prime, and this meaty red was smooth as a whistle. Following this, no easy feat, was a 1999 Beaucastle Hommage de Jacques Perrin. A Chateauneuf du

Directions: Put jalapeño, chili, and paprika in a small mixing bowl with a pinch of salt. Stir and mash with spoon for about 1 minute to work the salt into the pepper. Stir marmalade into mixture. Put into container to store. Makes a wonderful zesty sweet accompaniment for mild creamy cheese.

Pape made from 13 different varietals, this stunning wine had loads of silky, ripe fruit flavors.

Next up, a Sandrone Cannubi Boschis Barolo 1985. 100 percent nebbiolo grapes from a single vineyard in the Piedmont is a rarity, and this one didn't disappoint with the power and structure to last for decades more – and it was already 30 years old – amazing!

How can you have a tasting like this without a first growth Bordeaux? You can't, so Jeff brought a 1983 Chateau Margaux from the Medoc. Frequently said to be the most elegant of the first growths as well as from one of the best vintages of the century, it was amazing. It lived up to its reputation of the “iron fist with a velvet glove.”

Last, but by no means least, a 1990 Chateau Montelena Reserve Cabernet Sauvignon from our own Napa Valley. A blend of grapes from 80 acres of different soils, this resplendent wine was highly concentrated with voluptuous flavors.

You are probably wondering how we could distinguish between all of these spectacular wines – no easy feat. Fortunately, the chef supplied us with a spectacular chefs' board, loaded with charcuterie, breads and cheeses, and Larry also picked up some super offerings from Kelly over at The Olive Oil Outpost. It was amazing to see how the wines interacted with all of the flavors of the dressings, cheeses and meats we had to choose from. I couldn't go to this tasting without contributing something, so I brought along a 1983 Pedro Ximinez Gran Reserva to take care of our sweet tooth for dessert.

Whew!

This affair was, without a doubt, a once in a lifetime occasion. I was able to share with some of my best friends some of the most exclusive wines in the world paired with delicious foods ~ hard to beat that. Thank you Larry, Jeff, Jason and Leah. Until next time...

Top water kingfish T

here is nothing quite like the sight of a hungry predator exploding from the water in a vertical 20-foot leap with your lure or fly planted firmly between its tooth studded jaws.

Late April and May are the perfect times to target these streamlined, small scaled rockets along the Gulf Coast beaches. Kings can be caught in a myriad of ways, but experience has shown me there is no more exciting method than top water plugs and flies.

While it’s certainly possible to target them by just exploring the edges of bait schools off the beaches, by far the most effective means is to attract them into a chum line, get them popping live baits and then tossing a big top water plug or fly right in the middle of the melee.

When rigging, you won’t need heavy gear, but you will need to pay special attention to your terminal gear. One thing for sure you don’t want your encounter with a big King to be terminal for you – just the fish.

If you’re using spinning or bait casting tackle, start by doubling your standing line using a Bimini twist. Then attach a 12-inch section of wire using an Albright Special.

There is a world of choices when it comes to wire. However the most versatile are relatively kink resistant and allow you to tie your lure or fly using your favorite knot. I’ve found the non-slip mono-loop to be the best

Fly anglers will need a rather heavy outfit, either a nine or 10 weight, not to fight the fish as much as to launch a fly big enough to attract a feeding king. Either a floating or sink tip fly line will work, but a sink tip actually accentuates the action of a popper.

Once you’ve located fish, make long casts and work the top water plug or fly vigorously, making sure to pause the retrieve occasionally. As one top water plug maker says, “You’ve got to give them time to read the menu.”

When your offering does get smashed, make sure you’re not too quick with your hook set and pull the lure or fly out of the king’s mouth. Wait a couple of seconds and then set the hook with a short, sharp jab.

Once securely hooked, make another couple of sets and enjoy the fight.

When the fist is ready to land, it’s best to release them while they’re still in the water, if you don’t plan on taking them to the smoker.

If you want to get a quick photo to document your catch, lift it quickly and carefully avoiding its razor sharp teeth. Get the shot and then release it by launching head first to give it a kick start.

When you’re fishing around bait schools in the spring, you never know what you might encounter.

There is always the possibility of a cobia,

little tunny, Spanish mackerel or maybe even a stray tarpon. Some of these species may be leader shy, so it wouldn’t be a bad idea to a couple of other outfits ready with 40# mono bit tippet or long shanked hooks.

Whatever your fishing style, take advantage of the opportunities that abound off the local beaches when bait schools show up.

Tarpon arrive around Skyway Captain Rick Grassett

Anglers fishing with me on my Action Craft flats skiff the Snook Fin-Addict, out of CB's Saltwater Outfitters on Siesta Key, caught and released blues, Spanish mackerel and trout in Sarasota Bay on flies and CAL jigs with shad tails during the past week.

Gary Marple, from Sarasota, fished deep grass flats of Sarasota Bay with me on Monday and had some action catching and releasing trout and bluefish on Ultra Hair Clouser flies. Orvis Social Media manager Tucker Kimball and his son, Harrison, from Vermont, fished Sarasota Bay with me on Tuesday and had good action catching and releasing a variety of species including trout, Spanish mackerel and big ladyfish on Ultra Hair Clouser flies and CAL jigs with shad tails. Tucker also had a shot at a big cobia that chased his fly all the way to the boat. It was Harrison’s first guided fishing trip and he did well. On Wednesday’s trip in the coastal Gulf, we spotted several tarpon and had some action with tripletail on flies.

Tarpon will become more plentiful in the coastal Gulf as water temperatures rise. Trout, Spanish mackerel, bluefish and more should be good options on deep grass flats of Sarasota Bay. Look for reds, snook and big trout mixed with mullet schools or cruising shallow flats and edges of bars in backcountry areas of Charlotte Harbor and lower Tampa Bay. “In regard to the lawsuit, I communicated with attorney Moore. It was determined that we are going to move forward, and early next week we will be filing for a summary judgment to try and resolve the issue,” Shearon said.

Mike Bazzy attended the meeting but offered no public comment on the letter.

After the meeting, Speciale said, “The letter wasn’t a surprise; it just confirmed what we believed all along.”

Speciale said he will work with City Attorney Ricinda Perry on amending an existing pier ordinance in order to establish time limits for commercial vessels and to establish a single commercial space for commercial vessels to share at no expense on a first come, first serve basis.

Later in the week, Paradise Boat Tours owner Sherman Baldwin said, “I am glad the FDEP finally has put this issue to rest. I am especially pleased that the city will now feel empowered to regulate the pier and the day dock in a way that best serves the public’s interests.”

High end real estate market

here is some scuttlebutt around the country that the high end market has leveled off, and prices are starting to come down. Of course, you can define high end in a variety of ways. High end in New York City is not exactly the same as high end on Anna Maria Island, however, the general consensus is there has been a correction in the upper end of the market. If there is a correction in asking prices on Anna Maria Island and in Cortez, you can’t tell by what is currently on the market over $1,000,000, so let’s have a look at what a million dollars will buy you.

This analysis represents the number of properties in the three cities on Anna Maria and in neighboring Cortez over $900,000. As I stated last week when I analyzed closed properties, I include properties above $900,000, since many of them are very close to the million dollar mark. The properties are either available or pending at the time of this writing on the realtor.com website, which generally reflects properties listed on our local multiple

Castles in the Sand Louise Bolger listing service. Properties that may be available for sale directly from the homeowner or for some reason not placed on multiple listing are not included.

There are 10 properties in Cortez ranging from $1,800,000 to $1,139,000. Two are currently in a pending status. In July of last year Cortez had only four properties listed over a million dollars.

The city of Anna Maria has 57 properties listed over a million dollars, ranging from $5,995,000 to $1,000,000 with four of them pending. There are also eight properties between $900,000 and a million dollars. Last July Anna Maria city had 42 properties listed

over a million dollars.

Holmes Beach and Bradenton Beach are listing 79 over one million dollar properties for sale ranging from $3,595,000 to $1,029,000; eight of these properties are marked pending There is also a property listed for $12,000,000, which is a resort. In addition, there are 16 properties listed between $900,000 and one million dollars. Last July, Holmes Beach and Bradenton Beach combined had 42 properties listed over a million dollars.

What does this all mean? Basically, it means that the growth in listing price is substantial and has hit all of Anna Maria Island, as well as Cortez. In Cortez, the over one million dollar properties available have more than doubled; in Anna Maria city they have increased about 35 percent and in Holmes Beach and Bradenton Beach they have increased almost 30 percent.

This is all great news if everything is selling, but I’m a little concerned that so few properties are marked pending meaning sold.

Cortez actually has the highest percentage of properties pending at 20 percent. It also has the least expensive listings. Anna Maria city’s pending properties are only 7 percent of available properties. It also has the most expensive listings. And the combination of Holmes Beach and Bradenton Beach is about 10 percent pending of available properties.

Anytime you do a statistical analysis it represents a moment in time and can easily change within a few weeks. However, I would feel more confident if a higher number of these properties were pending, especially since we’re starting to approach the traditional end of the busy real estate selling season.

We certainly aren’t seeing a correction in the asking prices of properties in our area.

They just seem to be going up and up. That said, keep your fingers crossed that the only correction on our horizon involves the sunset.

Resort tax funds may be tapped for TIGER grant

HOLMES BEACH - The Manatee County Tourist Development Council (TDC) voted on Monday to support the county’s effort to obtain a $15 million TIGER Grant slated for extensive capital improvements on Anna Maria Island.

Up to $1 million in resort tax funds could comprise part of the county’s 25 percent match for the Transportation Investment Generating Economic Recovery (TIGER) Grant program sponsored by the U.S. Department of Transportation, according to Elliott Falcione, director of the Bradenton Area Convention and Visitors Bureau (CVB).

The grant includes parking and recreational trail improvements, showers, benches, picnic tables, docks, lighting and other Island improvements.

The TDC makes recommendations on the expenditure of resort tax funds to the Manatee County Commission.

“We’ve got a serious traffic problem” on the Island and in west Bradenton, TDC member and Island restaurateur Ed Chiles said, suggesting the money could fund transportation improve-

ments such as a shuttle in Bradenton Beach, or fix the confusing intersection of Marina Drive and Gulf Drive in Holmes Beach, he said.

Chiles also called for a traffic study to aid in moving people on and off the Island, possibly with an elevated, highspeed rail system connecting Anna Maria Island to Lakewood Ranch and the Sarasota/Bradenton International Airport.

More funds could be raised by charging for parking at Manatee Beach and charging visitors and residents for parking passes for public parking spaces, he said.

TDC member Jean Peelen suggested building paid parking garages at Manatee Beach and at Manatee Avenue and 75th Street and offering trolley service from there to the Island.

• The county’s tourism consultant, Research Data Services, reported that the February 2016 occupancy rate in Manatee County accommodations was down 2.1 percent from February 2015, with Anna Maria Island occupancy down 1.7 percent, the first dip in months.

• Falcione announced that the CVB will “step back” from promoting Manatee County’s beaches from January through April to help alleviate overcrowding in the high season.

• Ed Goff asked the TDC to consider recommending that $45,000 in resort tax funds be spent on hiring a recreational trail coordinator as part of the county’s public works department, saying that trails attract tourists.

TDC Chair Carol Whitmore said the county’s legal counsel would investigate whether a state Attorney General opinion allows the funds to be spent on a coordinator.

Yarger said, “We started talking about intermodal transportation and how can we move cars away from the downtown districts, the shopping areas and the tourist attraction areas and move people there.”

In addition to the trail improvements, Yarger said the grant would help fund a large parking lot at the north Coquina boat ramp that would allow employees who work in and near the Bridge Street district to park their cars at the ramp and catch a trolley, shuttle or bike to their workplace. Yarger said this could free up an additional 70 to 80 parking spaces in the Bridge Street area.

Spring break tickets reported Holmes Beach Police Chief

Bill Tokajer reported that during spring break between March 5 and April 10, officers increased patrols and issued 402 parking violations and 63 alcohol violations.

In addition, officers are continuing education and enforcement of the 25 mph speed limit from the Manatee Public Beach to the Island Branch Library. Speeding fines are $131 to $456, depending on location and speed.

BASH: Concerns raised about possible beach party FROM PAGE 1

Floatopia attendees bring a wide and wild variety of flotation devices to the beach during these celebratory affairs.

The number of flotation devices left behind this year, combined with other trash and litter deposited on the beach, prompted Miami Beach Mayor Phillip Levine to issue his own Facebook declaration.

“The disruption to our beaches, residents and visitors caused by Floatopia will not be tolerated,” he wrote.

His April 17 Facebook post was accompanied by an event photo with the words “Never Again” imposed atop an image of the Floatopia crowd.

Speciale said he was recently made of aware of something similar possibly taking place at Coquina Beach.

“We got some intel from the Sheriff’s Office that one of the deputies had seen

it on his daughter or son’s Facebook page. That’s all we really know about it,” he said.

In reference to the Miami Beach event, Speciale said, “They literally trashed a beach.”

Speciale likened the spontaneous nature of an event like this to the social phenomenon known as a flash mob, and he has been informed that it could begin around 2 p.m.

His primary concerns pertain to the large number of people that may show up and the likelihood that there may be drinking and underage drinking in areas where alcoholic beverages are prohibited.

“There’s no alcohol allowed on the beach except at the concession stand,” Speciale said.

“We’re expecting everyone from everywhere. We’ll not only have our kids, but kids from here to Miami,” he said, noting that he and his officers will be ready if and when the beach bash transpires.

The application involves two parcels of 1.06 acres north of and adjacent to the church site, which has been used for overflow parking. In addition to the rezone, church officials seek to amend the future land use designation in the comprehensive plan from PSP to MDR (medium density residential).

Bridge timing update provided Much like the traffic that crosses them, the efforts to change the timing of the Island drawbridge openings are progressing at a slow pace.

Around this time last year, the three Island cities, working through the Island Transportation Planning Organization (ITPO) and Sarasota/Manatee Metropolitan Planning Organization (MPO) requested a letter be sent to the U.S. Coast Guard requesting the bridge openings take place at 30 minute intervals on a year-round basis.

If approved by the Coast Guard, the amended bridge timing schedule would eliminate the seasonal 20-minute opening intervals that occur from January 15 through April 15.

During the April ITPO meeting, MPO Executive Director David Hutchinson provided a progress update.

“Not much had happened that would involve the opportunity for public comment or moving the item forward. It seemed like the Coast Guard was waiting on something. We found out that they thought they were waiting on the barrier island traffic study, which isn’t scheduled just yet. That communication issue has been cleared up, things are moving and we’ll have a better report in the next several months,” Hutchinson said, noting that it could be another year before any timing changes are implemented.

Obituaries Deena Jean Armstrong Deena Jean Armstrong, 61, of Palma Sola, passed away at home peacefully from heart disease on Friday, April 15, 2016.

She was a longtime resident of Anna Maria Island. She owned and operated Dinghy Deena’s at Anna Maria Yacht Basin and Marina in the 1980s and was a cook at Fast Eddie’s on the Anna Maria City Pier. She was also first mate for Capt. Tim O’Bryant of Let’s Go Fishing charters during the 1980s.

She loved the ocean. She also worked at the Holmes Beach Post Office during the 1970s.

She is survived by her mother, Betty Lou Armstrong, 91, of Palma Sola; sisters Gail Studema, of Washington State, and Terri Rodman, of Oregon; and numerous nieces and nephews, as well as longtime friends and companions Dawn O’Bryant, of Bradenton, and Karl McClennan, of Palma Sola.

A private ceremony was held by her immediate family members, and a celebration of life for all who knew and loved here will be held at a later date to be announced.

We will miss her beautiful spirit and kind heart.

He was predeceased by his beloved wife, Marion, in 2005, and a sister, Evelyn Grant. Richard is survived by his two sons, Michael and his, wife Angela Pack, of Seattle, Wash., and James and his wife, Nina Pack, of Norwalk, Conn.; a daughter, Sharon, and her husband, Gary Stanizesk, of Norwalk, Conn.; six grandchildren, Sarah, Jennifer, Sara, Lindsey, Gary Jr., Wyatt; two greatgrandchildren, Allison and Luciano; and many extended family members and friends.

Private family services will be held at a later date and time.

Alice R. Trent Alice R. Trent was born into this world March 30, 1934, and left to be with her husband Kenneth Trent on April 14, 2016.

She was an active member of the Orchid Club, lived on Anna Maria Island as owner of the Rod and Reel Motel and a retired artist.

She is survived by her daughter, Debra Gregrich and son-in-law, Butch Gregrich; two grandsons, Nicholas and Brad Gregrich; and two great grandchildren, Jeremyah Mattson and Gabriella Gregrich. A graveside service was held Thursday, April 21, 2016, at Manasota Memorial Park, Bradenton.

Arbor Day festivities planned Several tree plantings are scheduled to take place in Manatee County on National Arbor Day, Friday, April 29.

The Arbor Day festivities on the Island will begin at 9 a.m., when the city of Anna Maria and Manatee County plant two green buttonwoods and three gumbo limbos to complete the tree enhancement plan for Bayfront Park’s pavilion on North Bay Blvd. The trees were paid for by Keep Manatee Beautiful, the Osceola Chapter of the National Society of the Daughters of the American Revolution and the Women of

Manatee County Republican Club.

At 10 a.m., the Holmes Beach Parks and Beautification Committee will plant a silver buttonwood at the beach end of 67th Street paid for by a donation to Keep Manatee Beautiful from Modern Woodmen of America.

At 11 a.m., the city of Bradenton Beach will celebrate at the newlynamed City Park across the street from city hall by planting two geiger trees.

These plantings will serve as recognition of the value of trees in the 165 Florida communities and

thousands nationwide that have been designated as Tree City or Tree County USA. Local Tree City USAs include Anna Maria, Bradenton, Bradenton Beach and Holmes Beach; Manatee County is designated as a Tree County USA. 4/11, domestic violence, 6800 block of Palm Drive. A couple got into a fight, and one of them was arrested.

4/12, DUI, 5600 Marina Drive. The officer stopped the suspect for not driving within his lane. He noticed the suspect’s eyes were watery and red and asked him to step out of his vehicle to take a field sobriety test. When asked how much he had to drink, the suspect said five beers. Based on his performance of the test, the officer placed the suspect under arrest.

4/12, petit theft, 6700 block of Gulf Drive.

A bicycle was stolen. It was later retrieved at Anna Maria City Hall.

4/13, possession of drugs, 5200 Gulf Drive.

The officer observed the suspect vehicle swerve into the oncoming lane, and he initiated a traffic stop. As the officer approached the suspect vehicle, it began to roll forward. He yelled at the suspect and told him to shut off the motor. The officer observed the driver’s eyes were red and watery and his speech slurred. He asked the driver if he had been drinking, and he said no.

By that time, another officer arrived.

The first officer noticed the passenger was moving around her purse, which was on the floor. The other officer noticed a prescription bottle in the open glove box. The suspect said it was for his attention deficit disorder. The officer found more pills and one of them was a soma. The driver did not have a prescription for it, but the passenger had more drugs in her purse, including amphetamines. They found drug paraphernalia in a clutch purse behind her regular purse. They placed the driver and passenger under arrest.
