Van Ostenbridge, Baugh Sunshine Law compliance questioned BY JOE HENDRICKS SUN CORRESPONDENT | jhendricks@amisun.com

MANATEE COUNTY – Constituent Dave Tank says he heard Manatee County Commission Chairman Kevin Van Ostenbridge and County Commissioner Vanessa Baugh discussing county business in a manner that was not compliant with Florida’s Government-in-the-Sunshine Law. The Sunshine Law requires elected city and county officials to conduct and discuss their official governmental business with one another in properly noticed public meetings, and the state prohibits them from doing so in non-public, non-noticed settings. On June 8, Tank expressed his Sunshine Law compliance concerns in an email addressed to Van Ostenbridge and Baugh. Tank’s email was also shared with the five other county commissioners, County Ad-

ministrator Scott Hopes and County Attorney Bill Clague. “I ate lunch at Robin’s Downtown today. You sat down at the table next to me and talked loudly about various Manatee County matters. Van I assume you are aware that a Ostenbridge conversation between two or more commissioners about public business, without public notice, violates the state’s open meetings law. I’d appreciate you avoiding this sort of thing in the future,” Tank’s email said in its entirety. Tank also included a link to the Office of the Attorney Baugh General website that includes information on the Sunshine Law and a SEE SUNSHINE, PAGE 31

City to stop resort from monopolizing beach access parking Bradenton Beach is working to reclaim public parking that the Seabreeze at Anna Maria Inn has illegally staked out for its guests. BY JOE HENDRICKS SUN CORRESPONDENT | jhendricks@amisun.com

BRADENTON BEACH – The city is addressing complaints about the city-owned beach access at the west end of 23rd Street North being used as guest-only parking for a privately owned resort. According to the Manatee County Property Appraiser’s Office, the Seabreeze at Anna Maria Inn resort property located on both sides of the city-owned western street end of the 2300 block of Gulf Drive North is

owned by Tri Star Properties LLC. According to state records, the LLC lists attorney Louis Najmy as its registered agent and Shawn Kaleta and Daniel Zoller as principals. As of last week, several signs placed in or near the city-owned beach access area said, “Anna Maria Island Inn. Guest Parking Only. All Others May Be Towed at Owner’s Expense.” On June 16, Police Chief John Cosby told the city commission he received three complaints about the resort trying to use public property for guest-only parking. Cosby also said the current parking configuration blocks and hinders access for his officers and other first responders who use that beach access point to respond to water rescues, SEE PARKING, PAGE 31
