A total of 15 new claimants are seeking an additional $5 million in compensation, on top of the $7.5 million already sought in previous claims.

Those filing multiple claims included Robert Moberger, Ronald Breteler and Wendy Patricia Nelson, Lawson Macartney and DSB RE Holdings Inc. The city has 150 days to negotiate settlements before lawsuits can be filed.

Planning board discusses vacation rentals The consensus was the city needs to address both guest behavior and structural design when addressing vacation rental concerns.

BRADENTON BEACH – Last week, the Bradenton Beach Planning and Zoning Board members engaged in a wide-ranging conversation on lessening the impact of vacation rentals in residential neighborhoods.

Some members felt the best approach would be the development of regulations that address guest behavior. This could be done by incorporating any desirable elements contained in the city’s dormant quality of life ordinance and combining them with elements taken from ordinances and regulations adopted in Holmes Beach and Anna Maria.

Other members favored an approach that focused on structural elements, design, lot coverage and allowed liv-

able space. The thought process here was that smaller structures hold fewer people who in turn create few problems in regard to noise, parking and trash accumulation.

In the end, the general consensus was that a two-pronged approach is needed. Behavioral issues could be addressed in the short-term by enacting new rental regulations and structural concerns could be addressed later as more long-range planning solutions.

Board member Jim Lynch supported tackling behavioral issues first by looking at the regulations already developed by the three Island cities, including the quality of life ordinance adopted by the previous Bradenton Beach City Commission, which was then scrapped by the current commission that contains three new members.

Lynch stressed the need to include representatives from the vacation rental industry in these preliminary conversations and he invites anyone from the industry, including members of the Anna Maria Island Vacation Property Association, to attend the board’s next meeting on Wednesday,

June 22. The meeting will take place at Bradenton Beach City Hall at 1 p.m.

By involving vacation rental industry representatives in the process, the hope is to avoid lawsuits and/or Bert Harris claims like those filed against the other cities.

Member Frank Harrison said he would like to look at parking, more specifically parking by contractors and service providers that crowd neighborhood streets during the day.

Member John Burns leaned more toward the structural ends of the debate, calling for tiered structures that offer smaller second story spaces, which in theory would hold fewer occupants, while also creating more aesthetically pleasing skylines. He also expressed support for limiting lot size and allowable living space, and encouraging more patios and decks.

Burns suggested following the city of Anna Maria’s lead in counting swimming pools as impervious space when calculating lot coverage.

Member John Metz agreed with Burns and expressed his opinion that the planning board should focus its

efforts on elements contained in or added to the city’s land development code. He feels the city commission is the body that should address behavioral issues and enforcement.

Member Patricia Shay also expressed support for the tiered structure approach, and she said she likes the effect it has had in the city of Anna Maria.

Chair Dan DeBaun supported addressing behavioral issues and adopting rental regulations first, and he was adamant that any grand considerations pertaining to design aesthetics be limited solely to their ability to address vacation rental concerns.

At the suggestion of City Planner Alan Garrett, the next step will be to review the quality of life ordinance to see what can be salvaged before reviewing the Anna Maria and Holmes Beach ordinances.

On Tuesday, June 7, at 7 p.m., a vacation rental town hall meeting will take place at the Annie Silver Community Center. All interested parties are encouraged to attend and provide their perspective on these complex issues.

House number must show Holmes Beach Police Chief Bill Tokajer announced that his code enforcement officers are advising homeowners about the requirement to display house numbers on their residences.

“If the homeowners are not home they are leaving red informational tags on the door making everyone aware of the need for house numbers so we, as first responders, can find you when you are in need of assistance,” Tokajer stressed.

The city code requires all residential and commercial properties to have the house number on the building or in the yard facing the street.

According to the code, all numbers “shall be at least three inches in height and clearly painted or mounted on an appropriate contrasting background so that such numbers shall be readily visible from the street. Numbers mounted on a post in the yard shall be marked so as to be readily visible from the appropriate street and such mounting shall be reasonably permanent.”

Speed limit to drop from LBK to BB Bradenton Beach Mayor Bill Shearon reported at the Coalition of Barrier Island Elected Officials meeting that the speed limit from Broadway on Longboat Key north past Coquina Beach to the S-curve in Bradenton Beach would be lowered from 45 mph to 35 mph.

He said he worked with Longboat Key Mayor Jack Duncan and made the request to Florida Department of Transportation officials, and it was acceptable to them. Longboat Key Town Manager Dave Bullock said it would take effect in the next week or two, and police would be enforcing it.

Bridge maintenance will close lanes The Florida Department of Transportation reports maintenance work on the Cortez Bridge will lead to some lane closures overnight, from 9 p.m. to 5 p.m. from May 31 to June 3. Drivers can expect delays and should be careful while in the construction zone.

Falcione takes one for the team On Monday, May 16, Bradenton Area Convention and Visitors Bureau Executive Director Elliott Falcione took responsibility for the advertising that appeared on the “Let’s Go Pens!” rally towels that promoted the greater Bradenton area, referenced Anna Maria Island and prompted a cry from Tampa Bay Lighting fans to boycott the area.

When explaining the ad buy, Falcione said, “I stand here being the sole responsible person who negotiated and cut the advertising deal for the Bradenton Area; one person, named Elliott Falcione. It doesn’t represent my staff, the residents of Bradenton nor the governments of Bradenton. During the Penguins-Capitals’ series the Penguins reached out to me. They offered advertising space on one of their rally towels. They said we have space available for game 1. I said ‘let’s go with it’ and we bought it. I didn’t think of who the opponent would be when I made that decision.”

Pier settlement floated

Talk of a settlement comes at a time when city officials feel the city has a strong case to present to a judge.

BRADENTON BEACH – Confidence in the city’s legal position left at least one commissioner questioning the need to pursue a potential settlement in the lawsuit involving the Historic Bridge Street Pier.

During general public comment at the Thursday, May 19, Bradenton Beach City Commission meeting, Paradise Boat Tours owner Sherman Baldwin said private conversations with Bradenton Beach Marina owners Allan and Michael Bazzy may have produced an opportunity to settle the lawsuit the Bazzys filed in November.

The lawsuit names Baldwin as a co-defendant, along with the city of Bradenton Beach, the Anna Maria Oyster Bar (AMOB) ownership group and unnamed subtenants AnnMarie Nicholas and Laura Shely.

Baldwin, Nicholas and Shely sublease city-owned commercial space from AMOB, who occupies the largest of the three structures west of the fishing pier.

“If there was a way to make any current and future litigation about the pier, the anchorage and the mooring field go away, I’d like to present that to you. I would like to know who to discuss that with,” Baldwin told the commission.

Baldwin did not provide any details and the commission posed no follow-up questions during general public comment, which is common commission policy.

The lawsuit alleges Sunshine violations occurred during the preliminary lease discussions and questions whether separate bidding processes should have occurred for each of the three spaces leased to AMOB. When contacted later, Baldwin said the settlement would require his tour boat business to utilize marina services provided by the Bazzys and a commitment from the city to pursue a managed anchorage. Baldwin said he does not currently use Bradenton

Beach Marina services and has mixed feelings about doing so. He planned to meet with Mayor Bill Shearon on Monday to engage in further discussion.

Commission conversation

Without knowing the details of the settlement Baldwin spoke of earlier, the commission later discussed the pier suit during the Bazzy litigation update listed on the agenda.

Shearon said he supported the pursuit of a settlement that could help avoid additional attorney fees. He told the commission the Bazzys’ attorney intends to file an amended complaint in response to the motion for summary judgement attorney Fred Moore recently filed on behalf of the city. Shearon said a court hearing could take place as early as June, barring additional delays, and offered to engage in settlement discussions with all parties involved.

Commissioner Ralph Cole reminded Shearon that the commission previously asked him to obtain from Moore a written summary of the case that stated the city’s legal position.

“We asked for it in writing and I don’t think I ever received it,” Cole said. “I think we need to get a clear path on how to end this, whether it’s negotiating or it goes to court.

We need to know what our options are so we can make a decision.”

In regard to Baldwin’s comments, Commissioner Jan Vosburgh said, “I’d like to know what his proposition is,” but he had already left.

Participating from afar using Skype teleconferencing technology, vacationing Commissioner Jake Spooner questioned the need to negotiate.

“Am I missing something? I thought we got the letter from DEP that says were fine; and the Sunshine violation I don’t think has any legs. I don’t understand why we’re talking about settling.

It seems to me we just need the judge to make a ruling.”

City Attorney Ricinda Perry said, “Commissioner Spooner’s point is well taken. The city has won every step of the way. Anything that the Bazzys have done, the city has prevailed on. The latest was they tried a red herring argument up to the DEP (Florida Department of Environmental Protection) and we won again.

“While we keep winning every battle they wage, there’s nothing in the court system that stops them from bringing something new into the game, which is what they are threatening to do with an amended complaint. It’s incredibly frustrating for the city,” Perry said.

The commission directed Shearon and/or Moore to discuss settlement possibilities with Baldwin and the other co-defendants, but directed Shearon to refrain from settlement discussions with the Bazzys.

Island officials to respond to FDOT letter Local officials were disappointed by the FDOT response to suggestions on reducing traffic congestion.

LONGBOAT KEY – Island elected officials last week expressed displeasure with a response they received from the Florida Department of Transportation (FDOT) regarding their list of suggestions to immediately impact traffic congestion on the islands.

In March, the four island mayors submitted the list to various entities that could implement changes such as the FDOT, neighboring cities, Manatee and Sarasota counties and the Sarasota/Manatee Metropolitan Planning Organization.

The received two replies – one from Sarasota County and one from FDOT. FDOT District Secretary Billy Hattaway said improve-

ments would be developed from the list as part of the planned Sarasota/Manatee Barrier Island traffic study.

Longboat Key Town Manager Dave Bullock, representing Mayor Jack Duncan, who was ill, said Duncan was disappointed in the reply and noted, “We were hoping that FDOT could see some of those things they could work on in the immediate term.”

Bradenton Beach Mayor Bill Shearon also expressed disappointment in the reply and said, “The idea was to pick the low hanging fruit, and it’s sad that it’s rotten and falling off the tree. The main objective was to get something we could move forward with.”

Anna Maria Mayor Dan Murphy suggested a letter asking for a time frame and deliverables. Bullock said he would include that in a letter to Hattaway and also prioritize the list and ask Hattaway to meet with the four mayors.

License plate recognition cameras proposed Longboat Key installed five cameras, three on one end and two on the other end, three years ago.

LONGBOAT KEY – Holmes Beach Commissioner Carol Soustek proposed that the Island cities work together to install license plate recognition cameras on the Anna Maria Island and Cortez bridges like those on Longboat Key. “We should think about doing it for the Island,” she said at last week’s meeting of barrier island elected officials.

“The Island is not utopia.

There are a lot of people with problems who come here.”

Longboat Key Town Manager Dave Bullock said the town installed five cameras, three on one end and two on the other end, three years ago.

Not all people who come across the bridges are good people.”

“They read every license plate that comes across north or south and run them against local and state data bases,” he explained. “The greatest value to us has been the ability to solve crimes that we didn’t think we could have solved nearly as quickly.

“We have used them in everything from boat thefts to wanted felons. They have been an investigative and alerting tool for us. Not all people who come across the bridges are good people.”

He said the Florida De-

partment of Transportation (FDOT) does not allow the cameras in FDOT right of way. The cameras have to be monitored, which Longboat Key does through the Sarasota County Sheriff’s Office dispatch center, and there are some operating costs and maintenance issues.

“It’s a win-win for both islands,” Bradenton Beach Mayor Bill Shearon declared.

Bullock said he would ask the town’s police chief to address the issue at the next meeting of the Coalition of Barrier Island Elected Officials in Anna Maria City Hall on Wednesday, June 15, at 2 p.m.

EDITORIAL The price of freedom

T

he path our forefathers took for this great nation wasn’t the easiest one. They could have decided not to become a nation and instead stay a colony of Great Britain. Instead, they rebelled, and with some help from France, they were able to repel the enemy and declare the land they occupied a sovereign nation.

There was a lot of blood spilled in the War of Independence and the nation took pains to remember those who made the ultimate sacrifice, but it wasn’t a formal observance until the end of the Civil War in 1868, when both the North and the South separately called for an observance on the last Monday of May to honor their war dead.

The separate observances finally merged into Decoration Day and by the 20th Century, it was known as Memorial Day. The day was not to honor our living servicemen and women or veterans; it was to honor the military members who died fighting for our freedom and the freedom of others. s this week’s cartoon points out, it’s also a big beach day on Anna Maria Island.

Memorial Day marks the beginning of summer and the school year will end soon, sending crowds of kids to the beaches.

But the cartoon also alludes to the fact that all the lives lost in wars, the human sacrifice from men and women of valor, should not be in vain. Keep the reason for Memorial Day alive and remind the newer generations of the sacrifices that were made.

Freedom is never cheap. Despots fear it, and those who think that they have to govern by force take power all the time. We have had to fight in many wars and we will likely fight in many more before we can finally achieve world peace, if ever.

Fly your flag high on this holiday and remember those who died for your right to do so.

LETTERS TO THE EDITOR Parking ticket blues On May 5, 2016 at 9:45 a.m., I was parked on the south side of Pine Avenue in the City of Anna Maria and was ticketed for parking with my tire on the sidewalk. Then at 14:15 I was ticketed again for the same infraction. I don’t dispute that I “broke the law” and I’m happy to pay for the infraction. I understand that ordinances are put in place for the good of the community although I have to believe that the Code Enforcer that ticketed me for the second time in one day, was trying to teach me a lesson. There was no need for the additional violation to be written four hours later. I went to the city to question the reasoning for writing two tickets for the same infraction and was told that by law code enforcers can issue the same ticket every two hours. Unfortunately, I was not aware of Sec. 58-97 –Violations; penalties (b) (1) Violations shall accrue every two hours. I have lived and worked in this community for close to four years and it occurred to me that I am unaware of the parking laws in the city of Anna Maria so I’d like to take this time to educate the community. The following has been taken directly off the City web site.

City and fire district approve dock agreement The fire district and the city will share a boat dock and lifts at the 63rd Street boat ramp.

HOLMES BEACH – Commissioners authorized the mayor at the May 10 City Commission meeting to sign an interlocal agreement with West Manatee Fire Rescue (WMFR) for a boat dock and lift at the 63rd Street boat ramp.

WMFR Chief Tom Sousa said the district has been launching its boat from a trailer for 16 years, and the dock would allow it to move the boat out of Station 1 in Holmes Beach and free up the space for fire apparatus.

He said the district has applied for a federal grant to hire more firefighters, which will enable it to have four firefighters at Station 1 to better serve the Island, especially during season.

“It will enable us to launch quicker and

get out on the water faster,” he said.

The agreement states that: • The district will be responsible for construction, permitting and funding; • The city will assist in securing permits; • The district shall provide funding not to exceed $60,000; • The district and city shall share the costs of utilities and maintenance; • The title shall be in the city’s name, but the district has the right to use the dock for 99 years with a 50-year renewal.

Commissioner Carol Soustek asked who has the liability on the dock, and City Attorney Patricia Petruff replied, “It will be on city property. It will be up to the city to notify the insurance agent of the upgrade.”

At their May 19 meeting, WMFR fire commissioners approved the agreement and awarded the bid for construction of the boat dock and two lifts to Wood Dock and Seawall for $58,020. The fire district’s portion is $29,010, and the remainder is grant funded.

Metz issues new threat John Metz informed city commissioners that he would turn to the courts if his demands are not met.

BRADENTON BEACH – Planning and Zoning Board member John Metz has made accusations against Building Official Steve Gilbert and City Attorney Ricinda Perry.

These allegations appear atop an e-mail Metz sent to the Mayor and city commissioners on Friday, May 20, in response to the denial of his request to appeal a building department decision. The appeal hearing Metz sought pertained to his demands that the city declare a neighboring vacation rental property abandoned. Metz based his demand on the fact that the two-story structure located at 308 Gulf Dr. S. has remained unoccupied by renters for more than 18 months after being sold to George and Wendy Kokolis in late 2014.

BRADENTON BEACH – Mayor Bill Shearon’s roles and powers, and those of future Bradenton Beach mayors, are now defined by city ordinance.

The final reading of Ordinance 16-467 took place at the Thursday, May 19 commission meeting. The final vote was 4-1 in favor of adopting an ordinance that clarifies the mayor’s limited supervisory authority in the weak mayor form of government, which is also clarified by the ordinance.

During general public input, city resident Jo Ann Meilner questioned an invoice submitted by City Attorney Ricinda Perry and used that as a launching point to express her opposition to the ordinance to be discussed later. “These charges need oversight. I think that we elected a mayor to do oversight such as this. You seem to be focused on limiting the mayor’s power, giving department heads more power and giving the clerk more power. We elected the mayor run this city.

He should do his job,� she said.

When the commission discussion began, resident Priscilla VonAhnen asked about the purpose of the ordinance and whether it was an attempt to change the city charter, which can only be done by city voters.

Two Scoops turns 10

If baseball is the all American game and hot dogs are the all American food, then ice cream must be the all American treat, and at Two Scoops in Anna Maria you’ll find two out of the three.

This is the 10th year that Two Scoops, located in Bayview Plaza in Anna Maria across from the city pier, has been owned by the LaBelle family, and I say family because it is truly a family affair.

Dave and Mary LaBelle, who also own Two Sides of Nature the clothing store right next door for 20 years, started running Two Scoops 10 years ago. Now their daughter, who worked at Two Scoops through college, and son-in-law, Brittany and Justin Sauveur, currently run Two Scoops on a full time basis.

Even Dave LaBelle’s mother still comes in to work a few days a week.

Comp plan review produces new ideas The Planning board would like to see more county money used to repair roads damaged by tourists.

ANNA MARIA – As part of its ongoing review of the city’s comprehensive plan, the Planning and Zoning Board has discussed adding some new plan elements to the eight already required by the state.

During the May 17 meeting, the board explored the possibility of recommending the city commission add a tourism enhancement and impact mitigation element and a historic district element to the existing comp plan elements.

At the request of Mayor Dan Murphy, the board deferred its discussion on the historic preservation element.

Board chair Jonathan Crane said Murphy and volunteer Jack Brennan are engaged in a related effort and would like more time before the board discusses the topic as a comp plan element.

When discussing the tourism enhancement and impact mitigation element, the basic gist of the conversation was the board would like to incorporate comp plan language that would give the city a stronger position when arguing the county should pay for the wear and tear and damage done to city roads and city infrastructure by tourists brought to the Island as a result of the county’s promotion of the area as a tourist destination.

After stating that the county spends millions of dollars a year promoting tourism, Crane said, “I do think we ought to create a backbone upon which we can communicate with the county and say, ‘Hey, repair those roads that have been broken.’”

It was also noted that nearly half of the resort tax collected in Manatee County is generated on the Island.

Echoing comments recently made by other Island officials, board member Margaret Jenkins said, “I think we should be getting back way more than we’re getting.”

She said it was still too cold to swim, but the port offered charter boats out to the cove for those who wanted to swim. For his devotion to wildlife preservation, Wildlife Inc. volunteer Devon Straight has been awarded the 2016 Anne Frank Humanitarian Award.

Straight is the grandson of Wildlife Inc. founders and Bradenton Beach residents Ed and Gail Straight and he attends Bayshore High School.

The award was presented by the Florida Holocaust Museum in St. Petersburg in recognition of humanitarian actions that better the lives of other individuals or a group.

“By doing the right thing, our recipients hold true to the nature and spirit of Anne Frank, who in spite of everything she endured, did not abandon her ideals,” says a statement that accompanied the award. A full page of the new Bayshore High School yearbook was also dedicated to 17-year old high school junior’s ongoing preservation efforts.

Obituaries David John Frenchak David John Frenchak, 74, wintering in Holmes Beach, since 2012 from Chicago, Ill., died May 15, 2016.

He was a pastor in Boston, Mass., for eight years, he was part of Baptist General Conference, and he was a consultant in theological education at Garrett Evangelical Seminary of Evanston, Ill. He was founding director of the Seminary Consortium for Urban Pastoral Education in Chicago for 36 years, and he attended Roser Memorial Community Church in Anna Maria.

Predeceased by his parents, Nicholas and Anne (Tratchet) Frenchak; survived by wife, Carol Ann McGibbon, of Chicago and Holmes Beach; daughters, Karis Renee Frenchak, of Orlando, Fla., and Janis Noelle (Farid Altaqi), Frenchak of Chicago; brothers, James, of Chesterfield, Va., and Steve of, Clifton Park, N.Y.; sister, Marjorie Danylak, of Okotoks, Alberta, Canada; and grandchildren, Kyle Martin Becerra and Gabriel Valentin Becerra.

5/9, failure to stop for a school bus, driving with no license, 6200 block of Marina Drive. The officer noticed the car in front did not slow as a school bus stopped to pick up students.

The driver did not stop for the bus’ stop sign, and when the officer turned on his lights, the driver sped up and made a hard turn and ran a stop sign before stopping. A passenger jumped out of the car while the driver slid over to the passenger’s side. When he approached the car, the female said she was not the driver, but he informed her he saw her slide over. The driver did not have a license, and he gave her a summons for that and a citation for failure to stop for the school bus.

5/9, battery, petit theft, 3500 block at the beach. The officer responded to a report from the lifeguards of an assault with injuries. He talked with the victim, who had a bloody nose and possibly some loose teeth. He said he fell asleep at the beach, and when he awakened, his bag with his contents was missing. He asked two people who were there what happened, and one of them sucker punched him, causing

Later, the victim called police to report the suspect was at the beach. When the officer arrived, he told the officer he only pushed the victim, and he asked why would he steal the victim’s wallet when there was no money in it. When the officer asked the suspect how he knew the wallet was empty, he hesitated and said the victim asked him for money. As he was talking to the suspect, the witness drove by and the officer flagged him down. The witness said he suspect hit the victim after he got in the suspect’s face about having his possessions stolen. The officer sent a request to the state attorney’s office to investigate.

5/12, burglary, possession of drugs, Publix, 3900 East Bay Drive. The officer responded to a man making threats to another man after he was caught trying to break into the victim’s car. The victim was still arguing with the suspect when the officer arrived. The victim said the suspect was trying to get into his car by pulling on the door handles and trying to push the windows down. The officers noticed the suspect was unsteady and could hardly talk. One officer handcuffed the suspect and another searched him and found prescription painkillers. The suspect admitted to “smoking some weed,” as well. He was put into a patrol car. A Publix employee said there had been another man in the parking lot trying to get into the store two hours before it opened. Another officer spotted the man in the CVS Pharmacy parking lot next door. He was summoned and a search of his pockets found marijuana and more pills. They found out later a car nearby was burglarized, and police are investigating.

The joys of dining alone

n the past few years, I've become a connoisseur of dining alone – not out of misanthropy, but rather of necessity due to work schedules and, more recently, for the simple pleasure of it. I've found that I like the experience of sitting in a bustling restaurant, listening to the sound of clattering dishes and popping corks, catching the honey smell of freshly baked bread or the buttery sweetness of a creme brûlée. I like having snippets of conversation pass through without having to focus on anything but the meal sitting before me.

It wasn't until recently, though, that I discovered the pleasures of solo fine dining. On a vacation trip to Budapest last fall, I was taking

advantage of the delights of that beautiful city- long strolls along the Danube, cold beers in ruin pubs, garlicky mangos eaten under the dour stare of a Bronx Lenin in mime to park, when I stumbled upon a gourmet deli and store. Though I'm far from deprived of good food, I find that my imagination and Credit card balance run amok when faced with shelves of Sardinian fregola, Sicilian pastachio pesto, Middle Eastern baharat and Malaysian laksa paste.

After lugging my treasures back to my hotel and mentally menu planning for my return home, I decided that as delicious as it was, street food just wouldn't work for that evening. And so I found myself booking a table for one for dinner at Costes, the first Michelin starred restaurant in Hungary.

I showed up at 10:30 (the only time a available at such late notice) after a long walk through the city, hungry, cold and slightly intimidated. The latter two disappeared almost immediately.

Costes is a cozy and unassuming place, pretty and neat, but not the kind of atmosphere that

makes you worry about your posture and use of the appropriate fork. It conveys a feeling of warmth – small rooms, soft lighting, wood and cream decor. The service is also warm and casual, attentive, but not overpowering. But the highlight, of course, is the food.

I settled in and after hearing my mothers voice in my head repeating that my eyes were often bigger than my stomach. I shied away from the seven-course tasting menu and settled for four, with the wine pairing naturally. The meal began with a crusty, rustic bread paired with four butter options – plain, olive, garlic and basil and orange – and a lovely cauliflower salad with a horseradish purée. I admit to a moment of disappointment. I remain unconvinced by the new obsession with cauliflower, but it was fresh and delicious, managing to serve simultaneously as a welcoming starter and a palate cleanser. This was followed by a single, creamy, nutty ravioli in a slightly spicy pesto – a rich, melt in your mouth first course that sets the tone for what's to come.

The main course was a lesson in the power

of simple, fresh ingredients that eschew embellishment- gnocchi complemented by fresh artichokes.

But the dessert – that's where the creative presentation and delicious flavors came together to reinforce that I was indeed enjoying fine dining. A layer of dry ice created the illusion of fog, slowly clearing away to reveal a small forest centered around a brittle chocolate log, smooth and sweet with a touch of bitterness. It was almost too beautiful to eat, but food that is good is meant to be eaten, not just admired, and I enjoyed every bit of it.

Costes was an exquisite and surprisingly affordable experience, and it will definitely be on my list again should I ever return to Budapest. But perhaps even more than the food itself. This dining experience was about learning that the art of fine dining and the art of enjoying one's own company complement each other, and being a chef at heart, the insight I gleaned from these experiences will fuel my passions and ambitions for years to come.

Pork osso buco This dish can be made in a crock pot or a roasting pan.

Directions:

Ingredients:

Generously season 1 cup of flour with salt and pepper and mix well. Coat the shank with flour and place it in the bottom of the roasting pan after coating the bottom with olive oil. Rough chop onion, pepper, carrot, and celery and add to the pan. Add a about 2 Tbs. of garlic, a couple of bay leaves and 1 tsp. of salt to the vegetables. Pour the bottle of wine into the pan and add water until the shank is completely covered. Wrap with plastic wrap and foil and cook on high heat at 400º for 3 1/2 hours until fork tender. Remove the shank from the pan and place it on a platter. Put the remaining sauce into a blender and liquefy it. An immersion blender also may be used. Add water as needed to reach the desired consistency of gravy, then pour atop the shank.

Spanish mackerel are also around the Skyway and biting on an outgoing tide. Bluefish and trout are in Sarasota Bay, south of Longbar and in

the deeper waters. Tarpon are everywhere and biting well on crabs and pinfish. Bull sharks and hammerheads are around Bean Point.

Youth fishing camp in June The Center is partnering with Chasten Whitfield to present a youth fishing camp June 13 through 17 from 9 a.m. to noon at the Bayfront Park pavilion.

Whitfield is an avid young angler who is passionate about teaching children how to become more advanced anglers.

Campers will learn how to throw a cast net, cast a rod, tie knots, bait

hooks, and much more.

Camp is for children 5 to 12 years old. The cost is $115 per member and $125 per non-member.

Space is limited. Preregistration at The Center of Anna Maria Island, 407 Magnolia Ave, Anna Maria, is required by June 9.

Practice boating safety With Memorial Day weekend approaching, National Safe Boating Week underway, and the release of the 2015 Boating Accident Statistical Report, the Florida Fish and Wildlife Conservation Commission (FWC) encourages boaters to focus on simple, effective steps to make boating safer.

Many of the accidents in the report could have been prevented if boat operators had paid attention to everything going on around their vessel, maintained a proper lookout and ensured that everyone had been wearing life jackets, Capt. Tom Shipp, of the FWC Boating and Waterways section, said in a press release.

The FWC reminds boaters to take safety precautions such as

wearing a life jacket, using an engine cut-off switch lanyard, designating a sober boat operator, paying attention and keeping a proper lookout, having an emergency locator beacon, filing a float plan and taking a boating safety class.

In 2015, 72 percent of boat operators involved in fatal accidents had no formal boater education.

Florida’s current boating safety education law applies to boaters born on or after Jan. 1, 1988, and who operate a vessel of 10 horsepower or greater.

Nearly half of boating accidents in 2015 involved collisions and 34 percent of all collisions were due to inattention or the operator failing to maintain a proper lookout.

Florida had 737 boating accidents in 2015, 103 more than in 2014; however, there was a 25 percent decrease in fatalities. A total of 55 people lost their lives last year in Florida boating accidents.

Falls overboard have been the leading type of fatal accident since 2003, with drowning as the leading cause of death - 87 percent of the victims were not wearing a life jacket. Boaters can choose from several new models of light and comfortable, inflatable belt-pack or over-theshoulder suspender life jackets.

Mullet documentary premiers

CORTEZ – “Mullet: A Tale of Two Fish,” a one-hour television documentary on commercial mullet fishing, will premiere on PBS affiliate WUSF-TV on Sunday, May 29, at 10 p.m.

The WGCU Public Media production tells the story of Gulf of Mexico mullet, including its importance as a food source for Native Americans, who caught it in palm fiber nets; Spanish explorers; and Cuban fishermen, who established ranchos along the Gulf coast to fish in the winter, when mullet carry roe, or eggs.

Covering the industry through the late 1800s, when railroads and ice allowed for long-distance shipping of salted and iced mullet to Northern consumers, through

Florida’s record mullet production during World War II and the rebranding of mullet as “Truman Turkey” in 1947, when the president of the U.S. called on Americans to cut meat consumption, the program documents the rise and, with the gill net ban in 1994, the fall of Florida’s commercial mullet fishing industry.

The program spotlights a plan

by Healthy Earth, funded in part with a grant from the Gulf Coast Community Foundation, to build a state-of-the-art multi-use mullet processing facility near Cortez to make fish oil, fish feed for aquaculture, fertilizer, smoked fillets and bottarga, or roe, for restaurants.

The business would offer equity ownership to participating fishermen, according to Healthy Earth’s Chris Cogan, whose partners include Anna Maria Island

Youth baseball league at The Center The Center will be offering a youth baseball league with games starting on Monday, June 13.The Center strives to provide a place for kids to learn about the basic skills of baseball, sportsmanship, teamwork and cooperation, all while having fun.

Players must be registered online at Centerami.org or at The Center, 407 Magnolia Ave, Anna Maria, by June 3. The league is free for members with a $5 processing fee and $90 for non-members.

Players will be evaluated on June 7 at 6:30 p.m. for 5- to 7-year-olds, June 8 at 6:30 p.m. for 8- to 10-year-olds, and June 9 at 6:30 p.m. for 11- to 13-year-olds. Schedules will be made after evaluations.

There will be a coaches and players clinic on June 8, 15 and 22 by Manatee High Baseball Coach Rob Vierra and MHS players. Attendance is recommended for all players.

Tear it down and build it up

o here’s the riddle of the day, “Where do you find three separate cities surrounded by water where it’s almost impossible to find a building lot?” Well that wasn’t really a tough one to figure out, but what really is tough on Anna Maria Island is deciding on how much of a renovation to tackle or to just go for it and tear down.

Tearing down a property, also known as infill in the never ending real estate vernacular, could be the solution you may be looking for when you can’t find the perfect house or a suitable building lot. The National Association of Home Builders says about 25 percent of the single-family homes built nationwide will ultimately be torn down, and one out of 10 sales will be teardowns. They go on to say that today’s buyers don’t want a house that looked like their grandmother lived in it, even if it’s at the beach. In addition, many older homes are hard to

So the answer to the age old question of renovate vs. teardown really lies with the location of the property. A functionally obsolete house with the main value in the land it’s built on may be the key for buyers who want new homes in specific desirable locations. A good rule of thumb according to teardown.com is if you can buy an older functionally obsolete but well located house for $300,000 and a newly constructed house on the same lot will support a

price of $600,000 to $900,000, it may be a suitable candidate.

Now that you know where you want to be, before you start tearing down, you have to find the right property to aim the bulldozer towards. It has to be a property that may be smaller than the average in the neighborhood, have outdated kitchens, baths, mechanical systems, electric and everything else. Or worse, it may only have one bathroom or even two that in today’s world could render it obsolete. In addition, frequently the perfect property has serious structural issues and may cost more to repair than tear down. The cost to demolish a house can range anywhere from $8,000 to $15,000, but I wouldn’t put too much stock in these numbers, which vary greatly depending on location and size.

However, demolishing the house will probably be one of the easier issues if

you decide to undertake a project like this. Wait till you start dealing with local bureaucrats and FEMA when you start filing for permits and just pray that you’re not in an historic district or some other defined area where you have to adhere to yet another layer of regulations. And what about financing your little nightmare? Well you better have a lot of cash and/or qualify for a construction or bridge loan or have a benefactor because most conventional mortgage lenders will not give you the time of day.

If your turn-on is a new house and you can meet and survive the financial and bureaucratic demands, then get out the sledge hammer and start whacking. Besides what’s more desirable than Anna Maria Island?

Whether the property is waterfront on one of the canals streets or a side street, there isn’t a bad location on the entire barrier island.

‘Boeing Boeing’ soars as audience roars May 29 is the last performance for this last play of the season for the Island Players.

ANNA MARIA – Director Kelly Wynn Woodward had the cast members ready for the premier of “Boeing Boeing” May 19, and they performed the heck out of an already hilarious script without a glitch.

“Boeing Boing,” by Marc Camoletti, was made into a movie in 1965, when men tried to emulate Hugh Hefner and flight attendants were referred to as stewardesses, or “stews.” Woodward updated the look and language of the play, which takes place in a Paris (France, not Texas) apartment rented by bachelor journalist Bernard Lawrence, played by Travis Rogers, who makes his Island Players' debut.

Lawrence has three fiancées, each a flight attendant for a different airline.

As the play opens, an old friend and fellow journalist and bachelor Robert Reed, played by veteran actor Joseph Mammina, comes to visit and maybe move to Paris. When he sees what

The two other flight attendants are Air Italia Airlines Gabriella, played by Maricel Cumbo, a college student also making her Island debut; and German attendant Gretchen, played by popular veteran actress Jennifer Eddy.

Strangely, veteran actress Judy Glynn stole the show as Lawrence’s maid, Bertha, a woman who is tired of dealing with his swinging scheme, hiding the truth from each woman and cooking ethnic dishes for each of his lovers.

At the end of the play, out of all the leggy, beautiful maidens in the cast, it was Glynn who got the most applause.

Rogers and Mammina worked perfectly together, reacting to crisis after crisis when a scheduling problem puts all three women at his apartment at the same time. Each of the ladies was excellent at being provocative toward Lawrence, and the two non-Americans handled their accents well, without being hard to understand.

You’ll have to purchase a ticket to find out how it all ends, but you won’t regret watching this masterpiece of humor, slapstick and romance.

“Boeing Boeing” plays through May 29. The performances begin at 8 p.m., except for the final Sunday matinee, which begins at 2 p.m. The ticket office, at the playhouse, opens an hour before the performance. It was noted last week that making the city a wireless community would at some point include power lines and other cables being buried underground.

Vacation rental sign regs to stay After requests for more changes their vacation rental sign regulations, Holmes Beach city commissioners agreed they do not want to make any further changes. The regulations are as follows: • No more than one sign shall be placed on the property; • The maximum size of the sign shall

be four square feet (single surface) and the sign shall be oriented parallel to the street and located no further than 10 feet from the main structure on the lot or parcel. The maximum height of the sign shall be three feet from the surrounding grade. Fixe attachments or information boxes are prohibited;

• The sign shall be non-moving, freestanding and securely anchored into the ground; • Sign colors shall not be fluorescent; • All signage at vacation rental properties must be brought into compliance within 120 days of the enactment of the vacation rental ordinance.

which he did not do. In a previous e-mail to Metz, Gilbert said the permit application for foundation repairs indicated to the city that the associated use of the building as vacation rental, while unoccupied, was never abandoned.

Metz, a former attorney whose California Bar privileges were suspended in 2006, disputes Perry legal opinion.

He also disputes the timeline Perry provided in regard to appeal-related e-mail correspondence he and Gilbert engaged in over the past few months.

Metz’s letter accuses Perry of having a “reckless disregard for the facts or truth,” and condemns Gilbert for transmitting a letter which “he knew contained false information.”

His letter to the mayor and commissioners says, “This outrageous

conduct has occurred on your watch.

I expect that you will take appropriate action promptly to reinstate my appeal and discipline these contract employees for their lack of honesty and integrity. The failure to promptly remedy this situation by June 1 will result in a court’s resolution of these false and fraudulent misrepresentations.”

In 2015, Metz subjected the city to more than $11,000 in legal fees as a result of his failed efforts to have Jack Clarke removed from the recall election ballot. As a planning board member, Metz, in 2014, was part of a 3-2 planning board majority that recommended denial of a variance request the commission later approved for a small property the Kokolis’ own on Ninth Street North.

When asked about Metz’s response,

Perry noted that his appeal request was filed and stamped as received by city clerk’s office on April 28, although he referred to an April 1 filing date in his letter.

When Metz first attempted to file his appeal request on April 1 he was informed in an April 11 e-mail from Gilbert that his request lacked the necessary supporting documents, the $500 appeal fee and demonstration that the Kokolis property created a direct adverse impact that exceeds the general interest of the community good shared by all persons.

“Besides that, he was untimely in the fact that it has been nearly a year since the permit was issued and the administrative determination was made,” Perry said.

Term limit language presented The city attorney has raised questions about residency requirements adopted last fall.

BRADENTON BEACH – Ballot language intended to resolve confusion regarding term limits for city commissioners was presented to the commission last week.

In a surprise development, City Attorney Ricinda Perry also suggested the need to revisit the two-year residency requirements adopted by city voters as a charter amendment last fall.

In order to address these issues before the November elections, Perry recommended two separate charter amendment questions be presented to city voters during the Manatee County primary elections that conclude on Tuesday, August 30.

The term limit amendment was proposed in order to remedy a scrivener’s error in the commission-approved ordinance that accompanied a residency requirement amendment approved by voters last fall. The error inadvertently eliminated the existing term limit references from the city charter.

The ensuing uncertainty raised questions as to whether third-term commissioners Ed Straight and Jan Vosburgh could seek reelection to fourth consecutive terms this fall. Straight has said he would consider running again if allowed.

Vosburgh has been adamant that she would not.

The ballot language says, “Prior to November 2015, the city charter provided that no person may hold the same elected office for more than three consecutive terms for a total of six years. Should the city amend its charter to remove the term limits?”

If city voters eliminate term limits, Straight could seek reelection for the Ward 2 seat. In order to do so, he would have to submit his qualifying paperwork in June, not knowing yet whether he can actually run. If term limits are retained, he would forfeit his qualifying fee and be declared ineligible.

Vosburgh said she strongly supports the abolishment of term limits and noted that CRC members unanimously supported this action, in part because candidates are hard to find.

Commissioner Jake Spooner suggested a third option: permanent term limits that would end the current practice that

allows commissioners who term-limit out of office to seek reelection after sitting out a term.

During public input, resident Pricilla VonAhnen suggested doing away with the city’s four voting wards. She said she knew of four potential candidates on south end of the city, while potential candidates on the north end of town are scarce.

Vosburgh said she strongly supports retaining the voting wards because each ward is different and should be represented by someone familiar with that area.

No commission action was taken in regard to permanent term limits or eliminating voting wards.

Residency requirements

Listed as question 1, the ballot language pertaining to residency requirements says, “Currently the city charter provides that candidates for elective office shall be electors registered and residing in the city of Bradenton Beach for 24 months immediately prior to the date of qualifying. Should the city revise its charter to decrease the residency timeframe to nine months in accordance with state law?”

When explaining this question, Perry cited a 1993 case that involved a candi-

date for the Sarasota County Commission. She said the case eventually made its way to the Second District Court of Appeal, which is the highest court before the Florida Supreme Court. Perry said the appellate court decision is binding in Manatee County.

“In that specific case, it said that the two-year residency requirement is a violation of the fundamental right to move about; and the arguments that people are not familiar with a particular town because they’re newer there didn’t pass muster.”

Vosburgh questioned this interpretation and said the cities of Anna Maria and Holmes Beach have two-year residency requirements.

“It’s my job to tell you when something’s illegal. It’s your job to decide what you want to do with it. You can go ahead and adopt the two-year residency requirement, but if you get challenged it will probably be overturned,” Perry said.

The ballot language for both questions was approved on first reading by a 4-1 measure, with Vosburgh casting the lone opposition vote. The second public reading was scheduled for Thursday, June 2.

Commissioner Jan Vosburgh said the ordinance simply clarifies the duties of the mayor. She then deferred to Commissioner Ralph Cole, who initiated these efforts during previous work meetings.

“It’s clarification of the system of government we have too. The weak mayor system has never really been clarified.

We took something that wasn’t real clear and made it clear,” Cole said.

Before casting his opposition vote, Shearon said, “For the record, this

means that the mayor has limited authority in leadership, and there’s limited responsibilities in regards to no supervision of department heads.

Without the responsibilities, I want to make it clear I can’t be held accountable. I don’t see where this ordinance is necessary.”

Spending limits

In a separate act of commission business pertaining to requests for professional services, the commission agreed to raise department heads spending

limit for professional services from $250 to $500.

The commission made no attempt to reduce the $2,000 discretionary spending limit provided to the mayor, which can be used to assist department heads or address an issue without commission consent.

During the commission discussion, Vosburgh questioned Shearon’s oversight of legal expenditures associated with a pier lawsuit filed by the Bazzy Marine Corporation. In November, the commission authorized Shearon to spend up to $10,000 working with attorney Fred Moore in defense of the suit.

These expenditures were addressed in an e-mail City Treasurer Shayne Thompson sent to Shearon on May 18.

“To date we have exceeded the initial request of $10,000 by $9,826, which is for invoices submitted through today.

has not been placed on the agenda yet,” Thompson wrote.

Vosburgh questioned why Shearon did not instruct Moore to stop providing legal services when the commission-approved $10,000 limit was reached. She suggested the mayor should have come back to the commission with a request for additional funding.

“I’m not the attorney’s supervisor. It’s very difficult to control litigation expenditures,” Shearon said, noting that the commission approved payment for all of Moore’s invoices.

When discussing placing preordained limits on lawsuit expenditures, Vice Mayor Ed Straight cited his lengthy employment as an administrator for Manatee County. He said this would impractical because of the unpredictable nature of the legal process.

“It doesn’t work that way,” he added.

Bark and Company kick it with Beach to Bay Construction

With their coaches on the field to guide, encourage, teach and cheer them, two teams of three-to five-yearold preschoolers with new boots and tons of energy took the field on May 16. Team Bark & Company Realty and Team Beach to Bay Construction kicked the soccer ball up and down the field in the Florida spring heat and humidity.

These little players spend the season learning to dribble the ball and learn foot-eye coordination, as well as the basic rules of the game with their volunteer coaches. Volunteer coaches James Lynch, for Bark & Company, and the substitute coach for Jason Suzor, coaching for Beach to Bay Construction, spent their time on the field for the love of the game and kids.

Playing on half of the small field, the youngest soccer players at the Center had parents, grandparents, friends and family watching the game that is played for fun with no score kept.

Despite their age, Johnny Monetti for Bark & Company Realty showed his advanced skills with shots on goal throughout the game. Ben Kaleta dribbled the soccer ball up and down and all around the soccer field for his team, Beach to Bay Construction.

Bark & Company’s Katie Lynch had strong defensive clears. Hayleigh Lambert on Team Beach to Bay epitomized the beauty of youth soccer on the Island for the youngest age groups. Lambert came in and out of the game and participated as she was comfortable, while still joining her team on the field – no pressure, just fun in the sun.

Colin Bankert protected the Beach to Bay goal. Monetti and Claire Lynch took turns for Team Bark & Company.

Kellen Hunt made strong defensive plays for Bark & Company Realty.

Beach to Bay’s Maggie Sue Niedzwick supported her team on the field, while the brother-sister duo of Wade and Nina Kasten helped both offensively and defensively for Bark & Company.

Londan Chatt’s throw in for Beach to Bay Construction was met by Hunt who took a shot on goal that went just left of the post. As the game went on, the Beach to Bay’s roster dwindled as the preschoolers began to get distracted and tired. Their coach reengaged his players, keeping his team in the game.

The players in the 6- and 7-year-old soccer league got to test their skills in the first competition of the season. The score didn't count, but the experience was invaluable.

To keep the game simple and cut down on confusion for these relatively new players, the teams did not switch sides after halftime. The second half of play saw June Moore in the goal for Team Bark & Company.

Kaleta scored a goal for his Beach to Bay team to the cheers of all of the fans in the stand. The preschoolers look to the stands for the smiles of approval from their parents throughout the game. In the spirit of what has been the community center, the spectators show their support of all of the children regardless of individual team support.

As the game went on, non-soccer activities on the sidelines kept the players busy while they were not on the field.

The three-to five-year-old age group is not only for soccer development, but also teaches the littlest players patience, how to pay attention to the coach and how to be a team player.

Sportsmanship is the biggest lesson taught by the volunteer coaches. At the end of the game, both teams lined up giving the opposing team high-fives, while telling each other they played a good game. This is a ritual that is carried through to the 14- 17-year-old age group and on to the adult league in a less formal way. This is youth soccer at the Center– fun on the pitch, lessons learned and skills with the futbal.
