The commission denied Barile’s request after he provided estimated time frames as to when Verizon and AT&T would install the carrier-specific equipment that will make the tower operational.

Barile said Verizon is expected to have its equipment installed and

operational in March.

He was unable to provide an accurate estimate for AT&T due to the company’s $43 billion acquisition of Direct TV, which has led to delays with capital expenditures. Barile guessed that AT&T’s equipment would be in place by see tower, page 13

HOLMES BEACH – After pleas from Commissioner Marvin Grossman and residents, city commissioners agreed to impose a moratorium on remodeling or construction of homes with four or more bedrooms/sleeping rooms.

“I’d like to call for an administrative moratorium to prevent an influx of another round of permits from coming in before we have an opportunity to fix anything,” Grossman said.

Resident Dick Motzer joined Grossman’s call and stressed, “We are losing the residents to big time investors of multifamily rental units. We need the city commission to step up to the plate once again and grab the bull by the horns.”

Recall petition signatures presented While the recall process plays out, the vice mayor intends to revisit forfeiture of office discussions.

BRADENTON BEACH – On Wednesday morning, Jan. 14, Pete Barreda submitted to acting City Clerk Terri Sanclemente 118 recall petition signatures gathered as part of the efforts to initiate a special election that would determine whether Mayor Bill Shearon remains in office.

Within an hour of receiving the signed petitions, Sanclemente drove to Bradenton and delivered them to the office of Manatee County Supervisor of Elections Michael Bennett.

Bennett’s staff was asked to verify the signatures and determine if at least 100 were submitted by Bradenton Beach residents who are registered city voters. If at least 100 signatures are verified, the recall process continues, and Shearon will be given five days to submit a 200-word written rebuttal to the original petition charges that allege he violated state Sunshine Law when he used e-mail to communicate with

commissioners outside of a public meeting.

The recall committee would then need to collect 115 verified signatures in order to force a special recall election that could Shearon be scheduled as early as March or April. Shearon’s inaugural term as mayor expires in November.

Wednesday afternoon, the mayor commented on the day’s developments.

“I can’t say I’m happy Clarke about it because I wish it wasn’t even going to happen, but I’ve said from day one let the voters determine this,” he said.

“I’m assuming there will be 100 valid signatures; and this will present me the opportunity to present my side, which I have not done because I didn’t think it was appropriate. Hopefully, this will resolve the forfeiture issues and concerns, and it can go back to the voters as the process is pursued. I’d much rather have this, because it will save the city a whole bunch of money compared to forfeiture,” Shearon said.

Forfeiture revisited

Vice Mayor Jack Clarke plans to revisit the forfeiture of office discussions during the Thursday, Jan. 22 commission meeting. He will seek commission’s approval to secure outside legal counsel to help clarify legal questions pertaining to the forfeiture process.

Clarke said the discussion might also include public disclosure of the 13 charges he previously intended to levy against Shearon, a list that now includes additional allegations.

The vice mayor was asked if he was concerned that revisiting the forfeiture efforts at this time might subject him to additional criticism from those who question the commission trying to remove an elected official from office.

“When a recall election is scheduled, I will support postponement of the forfeiture proceedings,” he said.

“First and foremost, the forfeiture is a different process than the recall. Forfeiture is a remedy sought by our city commission to compel any elected official to forfeit his or her office. Recall is a spontaneous voterdriven remedy sought by voters to expel an elected official,” he said.

“Charges outlined in the recently submitted recall petition are very limited in

Drainage and bridgework might cause overnight problems for motorists on and near the Island this coming week.

Crews are making drainage improvements along Gulf Drive from Coquina Beach to 13th Street and motorists can expect lane closures between the hours of 8 p.m. and 6 a.m. weeknights.

Meanwhile, work continues on the Cortez Bridge. Crews are working on the bridge piles and pile covers, installing bridge span hatches and completing electric work in the bridge tender house. Motorists are urged to exercise caution during the repair work. Work on this project includes general maintenance and repairs to the bridge span, beams, piling, seawall, and bridge tender house.

City attorney reports on issues Holmes Beach City Attorney Patricia Petruff reported on the following issues at the Jan. 15 city commission meeting: • The Mainsail lawsuits have been dismissed with prejudice meaning they cannot be refilled.

• The Florida League of Cities will provide legal coverage for the lawsuit regarding the home at 626 Key Royale Drive in which the petitioners are asking the court to compel the city to issue a building permit.

• The case of Chris Arnold, who is charged with scheming to defraud the city regarding paving work, should be going to trial soon.

Commissioner praised for help A Bradenton Beach resident sent an e-mail asking the city to recognize Commissioner Marvin Grossman for helping him when he fell off his bicycle. Mayor Bob Johnson read the email at the Jan. 15 city commission meeting.

“Mr. Grossman without hesitation came to my rescue,” said Fawzy Makar. “Not only was my pride injured, for having fallen off the bicycle in the first place, but my knees, as well as my bicycle were at his mercy.

“He took time out of his busy day to not only see that I was OK, but transported me and my bent up bicycle home. It is comforting to know that there are still some Good Samaritans like Mr. Grossman left on the Island.”

BRADENTON BEACH – The weather was cool and cloudy last Wednesday morning, but the mood was cheerful and celebratory as Mayor Bill Shearon and Pier Team Chair and Police Chief Sam Speciale led folks on a preliminary walkthrough of the reconstructed pier that will open to the public on Friday, Jan. 23.

“This is the day we’ve been waiting for,” Shearon said.

“I want to thank everyone for coming today. Let’s go see our new pier,” Speciale proclaimed.

“We had some hiccups in the beginning, but the way the pier looks now is far beyond what we thought it would be. It’s an icon, a focal point of the city, and a fishing pier, so I can’t wait to see people using it again, especially the kids,” Speciale said.

“We’ll do the final punch list and get it open to our fishermen,” Shearon said.

With the city holding a license, no fishing license is needed to enjoy fishing on our pier; and there’s going to be two underwater lights that help attract bait fish,” the mayor added.

“I give tremendous credit to our pier facilitators: our chief and the members of our Pier Team. Even with the setbacks, our builders (Duncan Seawall) and engineers (ZNS Engineering) got this done on schedule,” said Vice Mayor Jack Clarke.

“I’m thrilled for our visitors. I want to thank former Mayor John Shaughnessy for all the work he did in getting the money to do this; and we can’t forget Nora Idso, because she had a lot to do with this too,” said Commissioner Jan Vosburgh.

“This is a vision come true,” Shaughnessy said.

In reference to the late city clerk’s efforts that contributed to Manatee County splitting the cost of the $1.4 million project, Shaughnessy said, “Nora was the person that put away this money so we could get the matching funds.”

Building Official Steve Gilbert said he is glad the work is winding down.

“We really started talking about this back in 2012, when Tropical Storm Debby did the significant damage to the pilings, but we knew since 2007 that we had issues we needed to deal with,” he explained.

“I think we made the best choice we could have made in terms of contractors. The few things we found were things Duncan was already aware of. I’m happy, be-

“We’ve been getting calls for months from people asking when they can bring their boats back to the pier. I expect we’re going to see a tremendous increase in recreational boating, and that will be a blessing for the pier complex and the Bridge Street merchants because now you can bring your boat in and spend the day,” he added.

Public Works Director Tom Woodard said the 20-foot city welcome sign would be installed later that day, with benches and other amenities to be installed before the soft opening. A grand opening ceremony will be held in February.

Injunction hearing scheduled A circuit court judge will determine whether city-owned beachfront property can be converted into a small public parking lot.

BRADENTON BEACH – On Thursday, Jan. 22, 12th Judicial Circuit Court Judge John Lakin will conduct a hearing to address the emergency motion for temporary injunction filed on behalf of Tjet Martin and Jo Ann Meilner.

The injunction is an attempt to prevent the city from constructing a small public parking lot on the west side of Gulf Drive, adjacent to the south end of the BeachHouse restaurant property.

The hearing will take place at 3 p.m. in courtroom 6E, at the Manatee County Judicial Center in downtown Bradenton.

The injunction filed by attorney Ralf Brookes names the city and the ELRA Inc restaurant ownership group as coplaintiffs, which means City Attorney Ricinda Perry and ELRA Inc attorney Robert Lincoln will match legal wits

The city property where the parking lot construction has been proposed is part of a 2012 development agreement the city and ELRA Inc. entered into.

The agreement allowed Chiles to make

parking related improvements on the south side of the restaurant and also obligated the city to build the adjoining city parking lot.

The development agreement approved by the commission in 2012 led to a lawsuit filed by Shearon, Martin and Meilner that has been tied up in court since. The lawsuit contends the commission violated the city’s comprehensive plan by allowing parking on two properties located in the city’s Preservation zoning district, where parking is prohibited.

The Jan. 8 commission discussion was initiated because there is a Florida Department of Environmental Protection permit tied to the 2012 development agreement that requires the city to remove exotic and non-native plants and trees from the city property.

When addressing the injunction, Lakin will rule on whether the construction of the city parking lot is allowed or not allowed.

Because Lakin was also recently assigned to take over the unresolved 2012 lawsuit, Perry believes the judge’s opinion on the injunction may provide some insight as to where he stands on the 2012 lawsuit as well.

Center treasurer reports positive cash flow Other reports were given on staffing, programs, special events and the health and fitness center.

ANNA MARIA – Island Community Center Treasurer Jim Froeschile reported to the board of directors on Friday that halfway through the fiscal year, the Center has a positive cash flow and positive net income.

“December was the second month in a row of good results,” Froeschile said.

“We are seeing significant improvement in membership that shows the interest is there from the community.

We are seeing costs beginning to come under control with the things the two directors are doing.”

He said cash reserves are $100,000, and with the upcoming events, memberships and donations, the positive cash flow should continue. That also includes continued support from grants and the Island cities.

“Working with the financial committee and directors, we have already introduced substantial controls over

expenditures and the charging process, we are implementing a paper trial on other expenses and documenting and developing a very rigorous set of financial control policies that will govern the future and create some continuity in how we provide management oversight on both revenue and expenses,” he explained.

“We’re also driving the accountability for that down into the organization so it isn’t just one or two that have to be the watchdogs. With that and some of the changes in systems, reporting and documentation, you’re going to see a dramatic improvement.”

Board member Mike Coleman reported that BB&T, which holds the Center’s mortgage, is deferring principal payments for six months and accepting interest only.

Staff and programs

Executive Director Cindy Thompson and Managing Director Kristin Lessig reported on changes in staffing, facilities and programs.

Lessig said the staff has been restructured, new positions were created and new job descriptions were developed.

The health and fitness center could be a viable solution to solve all of the cash flow issues.”

They currently are focusing on customer service at the front desk, have met with instructors to share their vision of the future and are monitoring building cleaning and maintenance.

“We’re are looking a everything and working our way around the building to make sure it reflects a first class organization,” Lessig said.

Thompson said they would be purchasing equipment, tables and sup-

plies for the new childcare facility with money donated by board Chair Blair Schlossberg, and it should be operational soon.

“We’re working on all the programing,” Thompson continued. “We ‘ve been meeting with the teens and parents for feedback, have separated the youth and adult sports programs and are improving the tennis and pickleball programs.”

Thompson said a pottery wheel has been donated to the Center, and she would like to implement a tile project like she did at the elementary school when she was PTO president. Kids and adults would paint ceramic tiles, which would decorate the wall in front of the Center’s parking lot.

She said upcoming events include pancake breakfasts the third Saturday of every month, a Valentine Dance on Feb. 14 and a Neil Diamond show on Feb. 20.

ANNA MARIA – Bradenton Beach City Attorney Ricinda Perry made her first appearance as interim Anna Maria city attorney since the firing of James Dye, and she showed great skill in reacting to criticism and moving fast when time runs short.

After Mayor Dan Murphy introduced Perry to the commission and audience, resident Dave McCormick spoke, saying he felt getting rid of the former city attorney was a step in the right direction, hiring Perry was not because she had represented builders in the past and he was afraid she would have a conflict of interest.

That’s when Chuck Webb, an attorney, stepped in. “I have know Ms. Perry for 10 to 15 years, and I suggested her to the

mayor� he said. “I am confident of her ability; I am confident of her ethics.�

The rest of the commission expressed confidence in Perry, and Dale Woodland asked if she would answer the city’s upcoming request for proposals for a new city attorney. “I was not asked, but I am doubtful if I would,� she said. “I love Anna Maria. It’s the first city in which I practiced, but I wouldn’t rule it out.�

With that said, the commission voted unanimously to approve her, and McCormick wished her good luck.

The first order of business was talking about the seven properties whose developers and builders had sent the city notice of their intent to file a Bert Harris claim against the city for loss of value suffered when the city enacted living area ratios for new construction. By law, the city had a deadline of Jan. 22 to respond, and there were settlements for each case authored by Dye, but they had not been introduced to the commission for approval. To further complicate matters, Perry would be unavailable this week.

The settlements would not require the city to pay money for the claimants’ loss of value in six if the seven

homes. They would allow the houses to be built according to the original dimensions, but the claimants would have to modify the plans to include three of four suggested design elements to minimize the “big boxâ€? look that is spreading throughout the city. Those elements were elevated decking, vertical depth variations in the front building face, varied front façade materials or varied roof elements or roofline.

Commissioners were further distressed to find out the claimants had put dollar values on their claims that would need to be verified by an appraisal and they learned that the going rate for each appraisal would be $10,000 that the city would have to pay. They also learned the city had already gotten time extensions for the claims and the claimants would be reticent to approve another without They were faced with settling the claims without paying for loss of value by Jan. 22. HOLMES BEACH – During a discussion of a moratorium on homes with multiple bedrooms, resident Margie Motzer presented an idea to “alleviate the problems of mini-motels within our residential areas while still being very fair to our homebuilders.”

Motzer said she has looked at plans for eight-bedroom homes and found that almost each bedroom has a bathroom, similar to college dorms, and that the square footage has been moved from kitchens, living rooms and dining

areas to bedrooms and bathrooms.

She suggested that a new way to approach the issue is to consider the allocation of space and by establishing a maximum square footage for bedrooms and bathrooms based on averages.

“In October of 2013, the NAHB (National Association of Home Builders) published a report that showed the national average square footage for various rooms in new construction,” she explained.

She said according to the report, the average percentage of floor space allocated to all bedrooms and bathrooms is 41 percent, which she referred to as the BBAR. She said multiplying the LAR (living area ratio) of the home by 41 percent would give the maximum square footage that could be allocated to all bedrooms and bathrooms.

“You’re going to sell this before the tower is operational? I’m not so sure I like that, and I’m going to have to think about that,” Commissioner Janie Robertson said.

She also reminded Barile and the commission that the lease includes an aban-

donment clause that can be enforced after a prolonged period of inactivity.

“I would view the sale of the tower much more favorably if the system was up and running so we can say to our constituents we did a good thing, and not that we let Florida Tower Partners put up this tower and leave town,” said Vice Mayor Jack Clarke.

“This tower was supposed to be up and running by Thanksgiving, then we went to December, then there was conversation about January, and now we don’t have a commitment. When the cell tower is up and running, with the two carriers as indicated, then I would be receptive to a sale of the lease,” Mayor Bill Shearon added.

Due to the delays, the commission also denied Barile’s request to amend the legal description of the tower footprint to properly account for the fact it currently extends nine inches beyond the original land easement granted by the city.

On Friday afternoon, Barile provided some updated information that he plans to share with the commission at Thursday’s meeting.

“I clearly heard the commission’s disappointment that none of the carriers have been installed on the tower, but there have been new developments with Verizon. On Wednesday, they applied for their city building permit,” he said.

According to Barile, Verizon is also waiting on the shelter structure that will shield its equipment. Built by another manufacturer, the shelter must first be delivered to the company that installs the radios, batteries and other equipment before the 55,000 pound substructure arrives at the tower site and is hoisted onto the tower base by crane.

The exterior lattice that will cover the tower base is being installed this week, even though the preference was to wait until the carriers had their equipment in place first, and landscaping is also expected to take place this week.

Commission to establish vacation rental regulations Commissioners will begin discussing swimming pool and fire regulations at a Jan. 27 work session.

HOLMES BEACH – City commissioners agreed to discuss establishing regulations for vacation rentals beginning with fire and swimming pool safety.

Resident Dick Motzer presented the following list of life safety items for commissioners to consider: • Require annual inspections by a life safety inspector and issue rental certificates. • Require smoke detectors in occupancies with five or more bedrooms monitored by a licensed monitoring company. • Require sprinklers on all new construction in occupancies with five or more bedrooms. • Require emergency lighting in occupancies with five or more bedrooms. • Require fire extinguishers in garages and kitchens of all rental units and in those with four or more bedrooms on the top floor. • Require garage areas to be up to code regarding fire regulations and install a steel fire door between the garage and living area. • Require solid wood doors on all bedrooms on top floors. • Do not require a key to unlock dead bolts from the inside on exit doors. • Require a second means of egress for the top floor of occupancies with four or more bedrooms. • Inspect pools on a regular basis and require guards on the bottom drains and self-locking doors to the pool area.

One topic at a time

Commissioner Jean Peelen pointed out that commissioners should move quickly to establish regulations because state legislators could take away that ability, and City Attorney Patricia Petruff agreed. “My suggestion is to pick one thing at a time, and with the help of staff and the appropriate people we’ll have all the information before we make a decision,� Chair Judy Titsworth said.

Peelen suggested they start with fire and swimming pool safety and added, “I want to do the ones no one can argue with first, then tackle the tough ones.�

Titsworth asked how the city could fund a life safety inspector.

Petruff said they could consider charging impact fees, but added that impact fees must be based on a study, and such studies are expensive. Petruff said Manatee County and the School Board are planning a joint impact fee study, and the city could try and join it.

Titsworth said the city should require sprinklers, but Plans Examiner David Greene said according to the Florida Fire Prevention Code, it is not allowed to regulate one- and two-unit residences or target rental properties.

Peelen said pools at rental homes should be considered commercial pools, but Petruff noted, “We can’t just call them commercial pools and regulate them, but there are some very specific things we can do with pool loading and safety issues.�

HOLMES BEACH – Beautification board members raised questions about the maintenance of the butterfly park adjacent to city hall at a recent meeting.

“The park doesn’t look good at all,” said City Commissioner Marvin Grossman, the board’s liaison, and added that the butterfly group should take the money it raises with its art festivals and pay someone to take care of the park.

Member Dennis Groh said he understood that there is a gazebo planned, and once that is in place, the butterfly group will replant the park. He asked if there is any agreement regarding the park and said there should be minimum acceptable standards for its maintenance.

Member Jerry West said there is an agreement between the city and the North American Butterfly Association and that the city has no responsibility for the park. He suggested calling NABA representative Nancy Ambrose for further information.

Former Chair Melissa Snyder said there is another issue with the bricks and some people have been waiting a long time for them to be installed.

When contacted, Ambrose explained. “We had drawings from Emily Anne Smith and an engineering plan for the gazebo, but the city rejected it because of code

“I just got it back in December and will be getting bids. As soon as we get the gazebo built, we’ll replant the garden. The beautification board members are welcome to help.”

Ambrose said regarding the bricks, they were ordered, but were of unacceptable quality and added, “The company got new ones which are acceptable to us and I’ll reorder them. They should be here in three to four weeks.”

Board members discussed the plants at the traffic island at Key Royale/Palm/Marina drives that block the vision of drivers pulling out onto Palm Drive, creating a dangerous situation.

“You have to pull into the crosswalk to see around the fire bushes, and they grow up so fast,” Chair Bob Longworth said. “Public works prunes them, and in three weeks, they’re back up.”

“Those really are excellent native plants that are drought resistant,” Groh pointed out, “so there’s a chance we could save them.”

He suggested that five to eight of them be moved out of the visibility triangle, and he also suggested moving the silver buttonwood.

However, West said it would cost more to move them than remove and replace them. He made a motion to remove all except three of them, remove the silver buttonwood and have Groh design a replacement plan.

Groh said his design would be Florida friendly, but not necessarily Florida native. Former Chair Melissa Snyder said that Florida friendly means “right plant, right place.”

Longworth said the parks should be Florida native, and West noted, “Streetscape is different than parks.

It should be pleasing to the eye.”

Permit challenge hearing scheduled Environmentalists are questioning the issuance of permit that allows for mangrove removal in a coastal area.

CORTEZ – During their January meeting, Jane von Hahmann provided her fellow Florida Institute for Saltwater Heritage (FISH) board members with an update on an administrative challenge the preservation-minded non-profit organization is part of.

FISH recently joined forces with former County Commissioner Joe McClash and the ManaSota-88 organization in challenging a Southwest Florida Water Management District (Swiftmud) permit issued to developer Pat Neal’s Harbor Sound Land Trust.

Neal’s permit pertains to four residential structures he plans to build on Perico Island and allows for the removal of environmentally sensitive mangroves. Opponents fear this might set an unwanted precedence for coastal areas, wetlands and conservation lands elsewhere in Manatee County.

“The process continues to move for-

ward, and we’ve had several requests to deny our standing in the Swiftmud permit challenge,” von Hahmann told her board.

She said FISH had to submit affidavits of eight FISH members who swore they were members of the organization and the environmental issues being discussed impacted them. FISH also provided the names of 25 FISH members as a means of proving the organization has been in existence for at least one year and has at least 25 members.

“It sounds like the Sierra Club will fund the attorney for FISH, ManaSota 88 and Joe McClash,” said von Hahmann, who is also a former county commissioner.

When asked what the permit challenge might accomplish, she said, “If the opponents win, that simply means the land owner has to start the process over.”

While this may not be a major victory, a do-over would allow for greater scrutiny of the permitting process.

Von hahmann said some FISH board members are expected to testify at the hearing that will take place in Hillsborough County beginning on Tuesday, Feb. 17, noting that the requests to hold the hearings in Manatee County or Sarasota County were not obliged.

Digital catch and release

D

igital cameras, including those in our smart phones, allow us to capture images of our catches, making catch and release all that much more rewarding. Photography has never been easier, and anglers can enjoy this amazing technology no matter what their level of expertise. Most digital cameras and most smart phones also come with software (or apps) that let you enhance the image, crop the size and share the final product in a number of ways. You can send the images via e-mail straight from a phone, or download them, edit, and print them out to frame and display.

Even though taking a picture may be easy, there are a few basic rules that will help you capture a better digital image.

• Before ever leaving the dock, be sure you have fresh batteries, memory cards with enough space to record your images, a clean lens and a cleaning cloth.

• There is almost always a certain

• Check the background through the view finder carefully for distracting and cluttered backgrounds. Make sure you don’t have any unwanted objects, like a rod appearing to stick out of someone’s head.

• Look to capture photographs that aren’t posed, and remember that the sooner you get your picture the more vibrant the colors of a fish will be.

First and foremost, fill the frame with the subject, eliminating anything that doesn’t add to the composition.

utes and shoot aperture priority, unless you’re trying to catch a jumping fish. When stopping action (use an ISO of at least 1/1000 second) is more important than the depth of field, shoot shutter priority.

• Many photographs taken on the water are exposed in bright light. A camera’s light meter averages light over the scene, so an angler’s face (especially if shaded by a cap) will often be dark and lack detail. Make sure you expose your shots with fill flash. (See exception below).

• Take a number of shots from different angles, and get the angler excited and talking to you.

One of the really great advantages of digital is that you can take lots of pictures and edit them on the go to make sure you have the shot you want.

If you have photo editing software like Lightroom or Photoshop you can lighten the shadows in post-production. This can sometimes eliminate the need for fill flash (if the contrast isn’t too great) and prevents a flash from creating unwanted reflections on fish. Since lighting is almost always challenging, shoot and

then review important shots. If you have a more advanced camera, you can bracket important shots in difficult lighting situations. Expose at least three images: one slightly (one stop) underexposed, one slightly (one stop) overexposed, and one at the setting suggested by the light meter.

There are a lot of excellent digital cameras on the market today. Phones can take amazing images, but they have their limitations.

If you’re really interested in photography I would suggest getting a camera that meets your needs.

Most come with a trial version of an image editing software like Adobe Elements. There are many cameras on the market from a few hundred to thousands of dollars.

Taking the time to capture the moments of life pays dividends that you can continue to relive by sharing them through your images.

He said one way to fund the fitness center was the rental membership program. In this program, property owners who use property management companies may acquire Center memberships for their renters, which allows them to enjoy all the amenities the Center offers.

He said his estimate for the fitness center is approximately $500,000, and other ways to fund

it would be seeking donations of supplies and labor from local contractors, grants and sponsors.

The time frame for the fitness center would be one month to get plans drawn and submit them for permitting, one month for permitting and four months to build.

Boat builder commences historic endeavor The 145-year-old wooden schooner now docked in Cortez is 10 years older than the historic fishing village itself.

Assisting Stewart is Herman Kruegle, a Boatworks volunteer who has championed Stewart’s leadership of the boatbuilding and restoration program.

Kruegle shares partial ownership of the San Francesco, and his duties will include publicity and private fund raising, beginning with the thousands needed to transport the ship to the Boatworks. The pair does not plan a public fundraising campaign or applying for government grants, but said monetary gifts would be accepted.

CORTEZ – Florida Institute for Saltwater Heritage (FISH) Boatworks Manager Rick Stewart has embarked on his most ambitious project yet – restoring the San Francesco, a 66-foot wooden schooner built in Italy in 1870 and currently docked at the Seafood Shack.

In addition to serving as the Boatworks program manager, Stewart also sits on the FISH board of directors, and earlier this month, he received the board’s permission to move the ship to the Boatworks property on 116th St. W. “I want to take the Boatworks to the national level, and this will give us national credibility,” he told the board.

He said he plans to invite students from Northern boat building schools to spend their winters restoring a ship that is 10 years older than Cortez.

“This might bring some amazing boat artisans to the program,” said board member Linda Molto.

Stewart sought no FISH funding for the project. As the ship’s principal owner, he expects the volunteer-assisted private restoration to take at least two years, at an estimated cost of $2 million. He hopes interest generated by his “Tales from the Teak” documentary show that debuted last week on the Sarasota County School Board’s Edu-

cation Channel will bolster the private fund raising efforts.

The first episode of the planned multi-part series provided an overview of the Boatworks and included footage of the San Francesco being towed to Cortez by John Banyas on Dec. 19.

Future episodes will further chronicle the ship’s restoration.

Standing aboard the San Francesco, Stewart said, “She’s got stage-four cancer, and I feel a moral obligation to save this ship.”

He does not intend to sell the restored schooner for profit, and he hopes to keep it in Cortez as a public asset.

“This isn’t about money. This is the diamond of my career and the last boat I’m going to restore. I hope the community will rally around the Boatworks and preserving craftsmanship. I’d like volunteers to have the opportunity to touch a piece of history, and I intend to see schooner, page 38

Into the spin zone

I

t’s all about the spin, whether you’re talking about politics, negotiating with your 14-year-old about appropriate school clothes or analyzing real estate sales numbers. If the facts don’t support your argument, just give it a little nudge into the spin zone.

According to recent statists, the U.S. housing market has not delivered the lift to the economy during the past year that economists predicted. According to the Standard & Poor’s/Case-Shiller home price report released the last week in December prices nationwide increased only 4.6 percent for the year that ended October 2014. This was down from 4.8 percent in September and far below the 10 percent plus gains that we were seeing in the first quarter of the year. Also, the National Association of Realtors estimates that 2014 sales will ultimately end up below the 2013 level, the obvious wrong direction.

However, many economists, including Stan Humphries, the chief economists of

Castles in the Sand Louise Bolger the real estate data firm Zillow, indicated that slower price growth should be helpful down the road for the economy. When prices of homes rise at levels closer to wages, more people are usually able to buy homes.

He goes on to say, “A slower moving housing market is inherently more stable, more balanced between buyers and sellers and more sustainable over the long term.”

The spin doctors feel that the slowing trend is positive for this year’s housing market, indicating that price appreciation of about 5 percent is closer to a “sweet spot” where more buyers are able to purchase a home and current owners can still

accumulate housing wealth. This balance will presumably avoid a price bubble triggering a financial crisis similar to the one in 2007. In addition, those in the economic know feel that 5 percent appreciation is a healthier market, encouraging first time buyers who are frequently uncomfortable with sharply escalating appreciation rates.

Spin or not, I’m actually OK with a modest 5 percent appreciation rate. I agree that a slower moving marketplace is healthier and does not allow for the frenzy that home buyers were subjected to when prices hit their peak in 2006. After 2006 home prices nationwide fell almost one third before they began to rebound in February 2012, rising almost 25 percent through October of 2014, according to the Standard & Poor’s/Case-Shiller index.

So a leveling off of pricing combined with still very low interest rates, the end of December hit a 3.83 percent rate for a 30-year, fixed-rate mortgage, will provide affordability to many buyers. According to

the National Association of Realtors, during 2014 first time buyers only accorded for 29 percent of existing home sales. This is less than the historical norm of 40 percent. Therefore, getting new blood in the market is essential, so that existing homeowners are able to sell their property and move on or up keeping the cycle going.

Never-the-less all real estate is local, and what’s happening in and around major cities may not be what more rural areas are experiencing. The Standard & Poor’s/Case Shiller index, which analyzes 20 cities and regions around the country places the Tampa region at a 6.17 percent appreciation rate from October 2013 to October 2014.

Rose colored glasses aside, we should all be happy with sale prices moderating slightly. As I’ve said before in this column, the housing market we’re experiencing now feels more solid and lasting than 10 years ago. That’s my spin, and I’m sticking to it.

Learn to cook mullet

Guess about everybody has heard me say over and over, “If you don’t like mullet, it’s because you don’t know how to cook it.”

So take it from me, this is the way to do it. After all, my first cooking instructions from my mother were, “Stir the grits and turn the fish.” These were from Edith Wilson Fulford, who as an 18-year-old bride came to live in Cortez.

Her husband, Tink Fulford, had more boats, more nets, a bigger crew and caught more fish than anybody of his day. From age 14 until his death at age 62, he fished – loving every minute of every day of it. So mama learned to cook mullet from her mother-in- law, Sallie Adams Fulford, the first bride to move to Cortez in 1889.

Now here’s the way they did it and all the rest of us do it who really like eating mullet.

Fried mullet

I prefer the backbone out. You can

fry it, scaled, of course. Rinse under cool water. Lightly salt and pepper.

Press into cornmeal, not flour. I like white cornmeal. You do not need to meal the skin side.

Use your cast iron skillet or frying pan if you have one. Heat the grease or oil until it is hot. Fry flesh side down first, otherwise it will curl up. Turn over after it is good and browned. Turn and fry the other side.

Drain on paper.

Now I like it best covered with lemon juice, served with grits, with or without cheese, and your favorite cabbage slaw.

During the depression, we ate mullet at least five times a week and never got tired of it. We were blessed that we had fish, scallops and clams to eat during that time. My father was paid one half cent a pound for the mullet he caught then.

One night I would eat it plain, the next I would put catsup on it, the next stir it up in grits, and sometimes mama put sautéed onions on top.

Mullet is high in omega-3 and is mercury free. It is good brain food.

My proof of that is that I graduated

valedictorian of the class of 1942 from what was then called Bradenton High School.

Broiled mullet

I’d like for you to try another recipe. This is for my mother’s broiled mullet (page 102 in the Cortez Village Historical Society cookbook, “What’s Cooking in Cortez?”) The recipe first appeared in the Miami Herald in 1958. A friend of my father’s told the food editor he should go up to Cortez and get this recipe.

The recipe was accompanied by a picture of my mother washing off the mullet on the Fulford Fish Company dock. Of course, she never had to do that. All she had to do was tell her son Ralph to “clean her a mess of fish.” No, I don’t know why we call it a “mess of fish.”

Keep the scales on; split and remove the backbone. Lightly salt and pepper. Place under the broiler and cook until the fish is almost done.

Remove from the oven and spread with this mixture of one tablespoon prepared mustard, two tablespoons salad dressing and three tablespoons

catsup. Spread evenly and return to the oven. Broil for 4 to 6 minutes at a temperature of 375 degrees until the fish is a golden brown and the fish flakes with a fork.

This is a good way to serve company as you can fit more than one fish in your oven.

Fried, broiled or smoked – mullet is good eating.

I remember seeing a smoker made out of our old refrigerator. The fish is to be salted and peppered. Use buttonwood for the best. Never use any liquid smoke on it. Smoking fish is lots of work. An easier way is to look up Cousin Donald Fulford at his Jack Fulford Smokehouse. He knows how to do it.

We do cook and eat mullet in Cortez. In fact, in our cookbook, we have 12 or more of our favorite recipes just for mullet, along with over 500 of our favorite recipes. Remember to eat fish to live longer and eat oysters to love longer.

The ship will eventually be towed to the nearby N.E. Taylor Boatworks, where the wooden masts will be removed, and the 14-ton vessel will be hoisted onto the hydraulic semi-trailer that will carry it to the neighboring FISH Boatworks.

The ship’s condition will be thoroughly documented before the European Southern pine hull is replaced with cypress, a waterborne wood Stewart says is termite resistant and more conducive to Florida’s subtropical climate.

When the structural improvements are done, the ship will return to the water, where new teak decks will be installed, and the staterooms, bathrooms, lounge, galley and other features will be restored to their previous glory.

An international odyssey

Assisted by a Sarasota librarian, Kruegle located the ship through an online search. Once the Hungarian owner was located, a translator helped broker the sale.

When sailing ships gave way to steamers, she was used to transport

contraband, including elephant tusks and art, but capture by the British Navy led to decades of non-service before she was converted into a sailing yacht

by wealthy Italian owners in 1966.

Her last oceanic voyage began in Aruba in 2007 and continued through Jamaica, Cuba and Key West before landing in Clearwater in 2008, where she fell into disrepair. A few months before Stewart and Kruegle bought her, the ship sank and remained submerged at the dock for two hours, where the water damage was later magnified by the failure to air the boat out after it was raised and kept afloat by pumps.

Before Banyas towed the ship to its new home, Stewart hired a scuba diver to affix pre-constructed patches he created in order to make her seaworthy for the journey.

Aboard the San Francesco, Kruegle said, “This will be a living, breathing museum.”

He also suggested the Boatworks may be FISH’s greatest contribution to the community because it preserves Cortez’s boatbuilding heritage.

The commission began its special meeting by approving the first settlement with Mark and Katherine McLean, who want to remodel their house at 114 Tern Drive to allow for a wheelchair to accommodate Katherine McLean’s degenerative medical condition. Their plan added too much living area on the second story to allow for the wheelchair to enter and exit an elevator being installed.

The original settlement also had the city paying for their legal expenses, which is not required under the Bert Harris Act. The couple came back asking for $700 in additional legal expense, and commissioners were divided between those not wanting to pay the extra money and those who wanted to let it go and settle the claim. The latter prevailed and they voted to accept it 3-2.

There were two claims for homes by Shawn Kaleta. The homes are located

at 101 Willow Ave. and 881 North Shore Drive. They said Kaleta had committed to accepting the agreements, and they voted to do the same.

Four properties were under the development of Eric Abrahamson at 104 Magnolia Ave., 607 N. Bay Blvd., 508 Spring Ave. and 857 North Shore Drive.

Commissioner Carol Carter said she spoke with Abrahamson who said he had other properties that he would file Bert Harris claims on, but the city had allowed a window of opportunity for filing claims, and it is too late for Abrahamson to file.

The commission had problems with Abrahamson’s settlements because some of his figures did not appear to be correct.

They voted to have City Planner Alan Garrett work on the allowed square footage on the properties, and they would try to get extensions to the deadline and come back on Wednesday, Jan. 28, at 6 p.m.

Saint Stephen's soccer benefits from Island talent

For so many young boys, the Anna Maria Island Community Center is the backdrop for their first experiences on the soccer field. The Centerâ&#x20AC;&#x2122;s recreational league was exactly this for 10 special young men who are now proudly wearing green and gold for the Saint Stephenâ&#x20AC;&#x2122;s Episcopal School Falcons middle school boyâ&#x20AC;&#x2122;s soccer team.

Under the coaching expertise of Anna Maria Island resident Paul Hayward, these players, who have their roots in the Island sand, had a spectacular season this winter.

Leading this yearâ&#x20AC;&#x2122;s team were Dylan Joseph, Josh Class and Alex Rodriguez. These three eighthgraders were team captains for Saint Stephenâ&#x20AC;&#x2122;s and were seen as the players to emulate by the sixth graders new to the team.

Jack Groves and Jim Cass proudly represented the seventh grade to help the team to its success. The

strength of the sixth-graders who joined the team this year came from Jack Barnes, Sean Rodriguez, David Daigle, Tony Rappold and Grayson Chatt. All of these boys have or still play soccer at the Community Center.

Hayward led the team of 38 players from the Manatee County area, including the 10 Islanders. Because of the immense interest in middle school soccer, two teams were created at Saint Stephenâ&#x20AC;&#x2122;s for the boys.

The A Team comprised the more seasoned athletes and the B Team provided just the right coaching environment to develop the younger or less experienced boys to one day take over the starting roles for the team. Hayward was assisted by Saint Stephenâ&#x20AC;&#x2122;s coach and teacher Blake Hoonhout. Hoonhout, a former Florida State University club soccer player, and Hayward trained the middle school players five days a week.

This team compliments the powerful Saint Stephenâ&#x20AC;&#x2122;s varsity boyâ&#x20AC;&#x2122;s program under the direction of Marc Jones. said, â&#x20AC;&#x153;Five seasons ago I had 14 kids who were more like the Bad New Bears kids. So I told them to come back tomorrow if they wanted to become a real soccer team, and they all changed.

Now we have the largest sports program at the school as middle school boys soccer with 38 players.â&#x20AC;?

The teamâ&#x20AC;&#x2122;s season came to a close Friday night, with a record of 10-3-0. The boys went undefeated in district play, scoring a record 51 goals and only allowing 13. The top scorer was Joseph with 14 goals and 10 assists. The schoolâ&#x20AC;&#x2122;s record for boyâ&#x20AC;&#x2122;s middle school soccer over the past five years since Hayward joined the program now stands at 35-171. Youth drama classes offered at Center sports: The Island’s own Two separate eight-week classes for kids 4 to 6 years old and 7 to 11 years old will start the first week of February at the Anna Maria Island Community Center, 407 Magnolia Ave., Anna Maria.

This class provides experienced, professional instruction in drama, comedy and improvisation, which can help children increase focus and self-control.

The 4- to 6-year-olds will meet on Tuesdays from 3:30 to 5 p.m., and the cost is $140/members and $190/non-members.

The 7- to 11-year-olds will meet on Wednesdays from 4 to 6 p.m., and the cost is $160/members and $210/non-members.

Children must be pre-registered and pre-paid for both classes. Space is limited.

“If we get more club players, we can compete with the bigger Tampa Bay schools where every kid also plays club ball.” Haywardsaid. “It is hard to play only three months a year and take nine months off and expect to play soccer at higher levels such as varsity and NCAA.” Hayward, creator of the 11ManGang™ brand, has nine seasons of NCAA coaching experience including a national finalist team. He was mentored by one of America’s top clinicians, Graham Ramsey, under The Soccer School, and had an allAmerica/South playing career under Dr. John Cunningham, one of most successful soccer coaches in NCAA history. Hayward was inducted into the Bethany College Hall of Fame and was named to the 60-year anniversary of PAC Small College All-Time Soccer Team.

Originally from Canada, Hayward made the Island his home several

years ago. He is known for bringing his playing and coaching talents to Anna Maria by playing adult co-ed soccer at the Community Center and holding soccer camps for the kids. Hayward will be bringing his training academy back for private training sessions and small camps beginning with a spring break camp.

So what is next for these marvelous boys? Three of them will be moving up at St. Stephen’s and leaving middle school play – the team will be losing a total of 16 players to high school play. Their talents will only improve and strengthen the current junior varsity and varsity teams.

Perhaps a repeat of this strong winter season will be in the future for the remaining middle school seven players. These Island boys could be part of one of the nation’s top soccer coaching teams with Jones, Tim Mulqueen, Eric Howell and Hayward, with a goal to make Saint Stephen’s a nationally known and respected school soccer program.
