AMI: The book

Just about everything you ever wanted to know about Anna Maria Island is included in a draft version of the briefing book prepared for the Urban Land Institute to use in its study of the Island next month.

The ULI, a not-for-profit consulting group, plans to survey more than 100 people being selected now about Island problems and potential solutions that will be detailed in a presentation and a comprehensive report in February.

To inform ULI staff about the area, a local committee has been assembling background information in book form to help them understand the issues the Island faces.

Among the highlights: • The Island’s transition from a residential to a rental population; • City government efforts to address vacation rental problems; • Parking, traffic and congestion problems; • Environmental concerns; • Tourism; • Island history;

• Island demographics; • Real estate and housing statistics; • Major employers and businesses; • Organizations; • Annual events.

The briefing book also asks the ULI to address several questions, including: • How to redevelop while balancing residential and vacation rental populations • What’s the long-term viability of positioning the Island as “Old Florida” and how does current land use policy affect that characterization?

• How can the three Island cities leverage a shared vision for the Island to influence lawmakers, and gain efficiencies by sharing services?

• How can traffic problems be improved?

• What are some design considerations for recreation and business areas?

• What could the Island look like in 10, 20, or 50 years?

Brockman retiring After 21 years as head of the Anna Maria Island Chamber of Commerce, Mary Ann Brockman has announced her plans to retire.

Brockman was a Chamber member before being hired as executive director, and according to Chamber board Chair Larry Chatt, the Chamber has grown exponentially the past 21 years under Brockman’s guidance.

Brockman will stay on until a replacement can be hired and trained.

Cortez Bridge work continues Maintenance work continues on the Cortez Bridge. Crews will work on the bridge piles and pile covers, install bridge span hatches, and complete electric work in the bridge tender house.

Work on this project includes general maintenance and repairs to the bridge span, beams, piling, seawall, and bridge tender house.

City to offer online services People will soon be able to take care of a city parking ticket in Anna Maria with an iPad or smart phone. Mayor Dan Murphy told the Anna Maria City Commission the city has a new vendor for its website and services online will expand.

“You’ll be able to hear a recording of city meetings, and we will be able to send out a newsletters to keep people informed,” he said. “When people e-mail us to subscribe to the newsletter, we’ll be able to capture those addresses and send notifications to them.

In other news from the meeting, city commissioners approved special event applications for the Vintage Flea across from Ginny’s and Jane E’s on Sunday, Feb. 1 and March 1, from 8 a.m. to 4 p.m.

They also agreed to waive permit fees for installing an electrical shutoff switch on the land, repairing a fence at Roser Memorial Church and enclosing a porch at city hall.

They reappointed Margaret Jenkins and Carl Pearman to the planning and zoning board.

Seeking Cortezians The Cortez Village Historical Society wants to know where the village’s former residents have gone to include them in a directory of Cortez families.

Mayor avoids dredging mess

The project to dredge Lake LaVista was a product of the West Coast Inland Navigation District and Manatee County.

Mayor Dan Murphy used the power of persuasion last Friday to divert the C & D Dredging Co. from cleaning out Lake LaVista and placing the dredged material, known as spoil, on City Pier Park for up to five months in bladders that allow the material to drain and dry.

Faced with this possibility, which was unknown to him until a few days earlier, Murphy called officials from the company into city hall and talked with them about the project.

“I told them this would be a smelly mess right in our commercial district, and we are in season right now,” he said after the meeting. “I asked them if they could use that money somewhere else, and they agreed to abandon their project.”

Murphy told the city commissioners at their Thursday night meeting that the West Coast Inland Navigation District (WCIND) made arrangements with Manatee County for the project, leaving the city out of the loop.

At Friday’s City Pier Park Committee meeting, he said things changed since the county and WCIND agreed to the project in 2012.

“At the time that decision was made we had no trees and no no-trespassing signs in the empty lot,” he said. “I don’t understand why they decided to dredge the lake because most of the people who boat there know where the shallows are, and it really isn’t that bad to navigate.”

At Friday’s meeting, the committee members decided to continue with their planning for the future of the park.

Knoxville-based interior designer Lee Tweedle brought some plans for the area, if they wanted to make it a gathering spot. She offered plans for benches, an elevated area with stairs, a water park type fountain, a stage, structures for vendors and a swimming pool.

Member Stevie Coppin had invited her, and committee chair Bob Patten said that was an example of thinking outside the box. He urged others to do the same.

Member Jack Brennan said he liked the ideas and urged the committee to investigate uses that could make money for the city.

Member John Chambers ran the numbers and said the city will pay $4.251 million.

“It’s a huge investment,” he said. “The annual expense is about 10 percent of the city’s budget.”

At earlier meetings, committee members surveyed people for their suggestions. Committee member Ruth Eucker turned in a detailed survey of people from telephone calls, personal contacts, local businesses and cold contacts at the entrance to the city pier.

She reported responses ranging from selling half of the property to installing a gazebo.

Some favored open space or a passive park and others wanted a place for community events smaller than Bayfest. She said only one local respondent wanted to see the space reserved for parking, although 33 percent wanted to use at least some of it for parking. Only six interviewees wanted bathrooms at that site. Three of them were locals.

Liza Walker suggested moving the parking for the City Pier to the lot and develop the current parking lot as a park.

“It’s on the water, and all you can see are parked cars,” she said. “That land is too valuable to be used for parking.”

Coppin said she interviewed neighbors and friends and got suggestions including one to make it a happy place.

“It should be a destination, a spot where people could rest after shopping,” she said. “Some people suggested a carousel, put in a lake or pond, utilize the waterfront, have a small stage or gazebo and an open space for yoga or a community garden.”

Dusty Crane said she surveyed city residents, and suggestions ranged from a walking path to moving the shuffleboard court and horseshoe area from city hall to the park.

Chambers talked with locals who suggested selling the park, and making it dog friendly.

Injunction request denied The Judge ruling allows for the construction of a small, beachfront city parking lot

BRADENTON BEACH – Circuit Court Judge John Lakin dismissed Tjet Martin’s and Jo Ann Meilner’s request for an emergency injunction that would have prevented the city’s construction of a five-space public parking area west of Gulf Drive and south of the BeachHouse restaurant.

Represented by former Bradenton Beach City Attorney Ralf Brookes, Martin attended the Thursday, Jan. 22, hearing that took place in downtown Bradenton. She was the only witness to testify and respond to cross-examination, and Meilner was not present.

The city of Bradenton Beach and Ed Chiles’ ELRA Inc. restaurant ownership group were listed as co-defendants in the injunction request filed on Jan. 11.

Attorney Charles Johnson represented the city, and ELRA Inc. was represented by Robert Lincoln, Andrea Flynn Mogensen and Michael Barfield.

The small amount of supportive evidence Brookes succeeded in getting admitted consisted of photographs Martin took of the undeveloped city

property she referred to as a pocket park – a description Johnson objected to and Lakin sustained – and copies of the city’s comprehensive plan and development code.

Johnson successfully challenged Martin’s right to testify regarding the native and non-native plant species found on the city property because she is not a certified botanist. On a personal level, Martin was allowed to testify

that replacing the plants, trees and wildlife with a parking lot would affect the personal enjoyment she derives from visiting the property.

A soon-to-expire Florida Department of Environmental Protection permit dictates the invasive plants must be removed, which played a factor in the commission’s 3-2 decision on Jan. 8 to construct the $14,500 public parking lot the city is contractually obligated to build, according to the development agreement ELRA Inc. and the city reached in 2012.

Lakin refused Brookes’ request to enter the development agreement as evidence, and he was critical of an injunction filed more than two years after that agreement was reached.

“We do not think the Preservation category is a silver bullet and smoking gun to block development west of Gulf Drive,” Johnson said of the zoning designation that is at the heart of the lengthy development dispute.

fter 21 years of leading the Anna Maria Island Chamber of Commerce and visitor center, Mary Ann Brockman has announced her plans for retirement. The contributions Mary Ann has provided our small knit community are immeasurable and we will forever be grateful for the leadership she has provided in the last 30-plus years of working and residing on the Island.

The business leaders Mary Ann has taken part in developing over the years are countless and their contributions to the community are massive.

W

ith Mary Ann’s direction the chamber has grown exponentially in the past 21 years. She has always viewed the Anna Maria Island Chamber as her passion and this is likely a huge reason for the scale of her contributions to our community. Mary Ann will reside as the President of the Chamber until a replacement has been hired and trained. Chairman Larry Chatt notes, “Mary Ann has been a gift to this community and has helped to form fairly lofty expectations for her successor. In the upcoming weeks the Chamber will form a small team to assist in the hiring process. We target the transition to take place in six months. I am so very thankful to have had a chance to work hand in hand with Mary Ann over the past several years and my brief time only provides more first-hand experience of the challenge we face in our transition. I do find solitude that I know Mary Ann will always be available for guidance and our membership, chamber staff and board of directors will further ensure a successful transition."

Moratorium goes too far I think some clarification is needed of what I have read about the Holmes Beach building moratorium. From all reports, the moratorium suspends permits for nine months for any building or remodeling of housing with four bedrooms or more. If a homeowner has a pre-existing home of four bedrooms and is planning on doing some remodeling that has nothing to do with the bedrooms, say renovating a kitchen or bath, is this now prevented? What about work in progress? If so, how does that affect the city agenda of studying the overbuilding problem? I understand the need for careful progress to avoid ruining the Island, but if the moratorium extends to simple home improvements without any additions, it seems to me the city government is overreaching. HOLMES BEACH – City commissioners plan to discuss allowing the sale and consumption of alcoholic beverages on public property at their Jan. 29 work session.

The issue came to light when questions arose regarding whether the sale and consumption of beer and wine was allowed at Manatee Public Beach.

According to a memo from Planner Bill Brisson, “The city commission authorized the sale and consumption of beer and wine on a limited area of Manatee County Beach. I believe this is generally the area of the Manatee Beach Cage and pavilion. The specific areas are delineated on the approved site plan.”

However, Brisson pointed out that the city’s code:

• Specifically prohibits the consumption of any alcoholic beverage on any publicly owned park or publicly owned recreation area within the city, except as provided in 6.3 (b); • Provides for city commission approval of a temporary use permit for the sale and/or the consumption of alcoholic beverages on publicly owned property.

“At this time there is no provision in the code allowing the city to approve a long term permit for the sale or consumption of alcoholic beverages on public property,” Brisson concluded.

He said the commission could: • Recognize the prior approval for the Manatee Public Beach; • Provide for a long-term permit; • Expand the opportunity for a temporary use permit on public property and/ or on privately owned recreation properties in the Private Recreation/Open Space zoning district; •Require a special exception permit in Public/Semi Public and Public Recreation zoning districts.

HOLMES BEACH – City commissioners gave Island Congestion Committee Chair Jayne Christenson permission to produce flyers to explain the committee’s residential parking proposal to the public.

The plan would eliminate street and right of way parking in residential areas, except for residents, property owners and renters that obtain decals from the city. Christenson said the committee wants to educate residents about the plan, so they can comment when the commission

discusses the plan on Jan. 29.

“I suggest we put these flyers with ‘draft’ written on them in the lobby of city hall or wherever you feel is appropriate and possibly uploading them to the city ‘s website,” she told the board.

‘We also want to hold a town hall meeting once the ordinance is in the final stage.”

Commissioner Jean Peelen said they should only post the page explaining the plan and not the permit application form and added, “Make it really clear it’s your committee’s proposal and not ours.”

Peelen said they have not communicated the plan to the other two Island cities for feedback, and Chair Judy Titsworth said they could do so at a meeting of the Coalition of Barrier Island Elected Officials.

Christenson said they have made that presentation in the

past, but could do so again.

Commissioner Carol Soustek, the former chair of the committee, said if Christenson is not available for the presentation, she could make it.

However City Attorney Patricia Petruff cautioned, “It’s a sticky issue for an elected commissioner to represent a committee. You can’t wear two hats.

“You could authorize Commissioner Soustek to attend the meeting and provide the perspective of what the city is doing to see if there’s any opportunity for comment.

Commissioner Pat Morton said he disagrees with charging residents $10 for a two-year decal.

Christenson said the money is to be used to implement the plan and that residents don’t have to buy a decal.

Sergeant urges crime awareness The city of Anna Maria crime report shows the number of crimes reported in 2014 was 63, up from 56 in 2013 but lower than the 87 in 2012.

ANNA MARIA – When it comes to reporting suspicious circumstances, Manatee County Sheriff’s Office Sgt. Paul Davis wants citizens to remember this phrase, “See something, say something.”

Davis addressed the city commission on Thursday, Jan. 23, and reported crimes in the city increased by 13 percent. He said he and Mayor Dan Murphy had talked about crime since before the mayor was sworn in, and Murphy’s views mirror his own.

community policing with deputies on bicycles, their ATV and Mule, patrol cars and even walk and talks with business owners and residents.

“Because of our See something, say something campaign of reporting suspicious activity, our calls for service continue to increase, which means the residents and visitors are helping us by calling to report anything out of place,” he said. “Yet, with all our combined efforts this past year, our crime stats increased 13 percent. What happened?”

Davis said the answer is stunningly simple.

“We became complacent in paradise,” he exclaimed, pointing to 33 highlighted crimes in his report.

“These 33 crimes were completely preventable,” he said. “One very simple solution would have eliminated each of these 33 people from becoming victims of crimes – ‘Like it?

Lock it!’”

He said most of the reported crimes were crimes of opportunity, where the thief saw something not secured.

The report said of the 15 residential burglaries, five happened while a door to the home was unlocked. In addition, there was one unsecured shed and two unsecured bicycles stolen from a carport.

Three of the four vehicles burglarized were unlocked and 11 of the 37 thefts occurred to unsecured bicycles, seven were unattended items on the beach and three thefts were of unsecured fishing gear. The city’s lone stolen vehicle was left unlocked with the keys on the driver’s floor mat.

Davis finished by asking everyone to help deputies by remembering the phrase, “See something, say something.”

BRADENTON BEACH – Steve Deal, from Jacksonville, won The Sun’s 2014 Football Fever contest, and Friday morning his dad, Bob Deal, from Ellenton, stopped by Island Time Bar & Grill to pick up his son’s winnings.

According to Sun statistician John Reitz, Steve Deal correctly picked 176 or 69 percent of the 255 games spread out over the 17-week contest.

Phil Dupee finished a close second with 174 correct game selections, followed by Bob and Marilyn Deal, who each picked 173 winners in the weekly contests that produced the winning cumulative total.

For his efforts, Steve Deal won a gift certificate for two at Island Time Bar & Grill, along with a twonight stay across the street at the Island Time Inn. The first place prize winner also took home a Budweiser/ Island Time prize package that included a Budweiser beach cruiser bike, a Budweiser cooler and more.

TV show promotes county’s No Kill efforts Holmes Beach City Commissioner Jean Peelen is the show’s co-host.

HOLMES BEACH – Commissioner Jean Peelen is going to the dogs … and cats as co-host of the new TV show, “To the Rescue: The Journey to No Kill.”

“My co-host, Debra Starr, came up with the idea of the TV show,” Peelen said. “She is a public relations expert and an animal advocate.

“She works with the Animal Network, an umbrella group that supports rescue groups. A mutual friend, Sue Kolze, who knew I had a background in broadcasting, brought us together.”

The pair approached METV (Manatee Education TV), which embraced the idea of a television show that supports Manatee County’s efforts to become No Kill.

“In October 2011, 50 percent of the dogs and cats in Manatee County’s Animal Services were killed,” Peelen pointed out. “We were the first Florida county to declare we would become No Kill and

She said five other communities in Florida made that declaration after

Manatee County did, and there are 400 nationwide. In order to be considered No Kill there must be 90 percent save rate.

“We realized that to become No Kill, it can’t be just the efforts of the board of county commissioners or one group,” Peelen explained. “It needs the support of businesses, non-profit groups and others to make it work. It takes a whole community to be involved.

“The show talks about No Kill, and each show has two parts – the formula to stop the flow of animals coming into the shelter and getting animals in there out.”

The first part includes topics such as training, the county’s feral cat program and the trap, neuter, release program.

The second part features an animal adoption group, and every show ends with a word from Samantha Wolfe, the volunteer coordinator at Animal Services, on volunteer opportunities.

“We’re grateful f to METV for letting us do the show,” Peelen said. “We didn’t want to have a boring show.

‘I’m loving it. Hopefully, we’ll become a showplace for No Kill in Florida.”

Close call: New boat owner rescued in high seas The man was headed for Marina Jack, in Sarasota, when the waves and wind nearly sank him.

A boater taking his new sailboat from Clearwater to Sarasota may have learned a boating lesson Monday: get an update on the weather.

According to the U.S. Coast Guard office in St. Petersburg, the sister of the unidentified boater

called around 11 p.m. and said her brother had called her on a cell phone but that she lost contact with him. She said she was worried for his safety because of high waves and wind.

The Coast Guard sent an MH-60 Jayhawk helicopter from its Clearwater station, a 29-foot response boat from the Cortez station, and a medium crew boat from St. Petersburg. Boats from Florida Fish and Wildlife and the Hillsborough County Sheriff’s Office also joined in the search. They located the ves-

sel near Passage Key floundering in the high waves.

The rescuers were unable to get close enough to the boat, so the man put on his life jacket and swam to the Sheriff’s Office boat and was pulled on board. They took him to the Cortez Station where it was determined he was not injured.

The fate of the boat was unknown. It is Coast Guard policy to have the boat owner arrange salvaging, according to a spokesperson Tuesday morning.

National Guard and Reserve service members and their employers can count on Anna Maria resident Dave McCormick.

McCormick, who retired from a senior level human resources management position at Owens, a Fortune 500 glass container company, now volunteers with the U.S. Department of Defense Employer Support of the Guard and Reserve (ESGR) program.

Guard and Reserve members account for 48 percent of the country’s military strength, said McCormick, who was an Army medic on Okinawa in the Vietnam war and worked with service members at Owens.

Employers who hire service members get workers who are on time, conscientious and have other good work habits instilled in military service, he said. In return, they must make special allowances for the service members when they leave for training or are called to duty, complying with the Uniformed Services Employment and Reemployment Rights Act. Some employers, recommended by their employees, receive Patriot awards from the ESGR. The organization educates employers on their obligations to service members they employ, and assists employees in making the transitions from civilian employment to deployment and back, he said.

If you haven’t seen KoKo Ray perform, you are in for a treat when he plays two saxophones at the same time – harmony on one and melody on the other.

“I learned to play double sax in the late 1970s when I saw Roland Kirk,” he said. “I was supposed to study with him but he died in 1977 and I decided to carry on his legend so I learned how to play two saxes at the same time.”

Energy price drop a boon to average American

T

he recent drop in energy prices has caused angst among workers and investors in the energy sector where pink slips are coming to some and where corporate failures may occur among the higher cost energy producers, namely the American and Canadian shale oil companies.

But, aside from the potential problems in those areas, falling energy prices are a boon to the average American family. Less than 10 percent of workers are employed in the energy industry and only a small percentage of those have jobs at risk. After all, we’re not going to stop using oil, so those energy industry workers who keep their jobs will also enjoy lower prices when they fill up their gas tank, pay their utility bills or perhaps buy a lower price airline ticket in the coming months.

The five and a half year old economic recovery we are in has, so far, benefitted investors and the higher income earners more than the average family. The drop in

Investment Corner TOM BREITER oil prices from over $100 a barrel six months ago to under $50 today doesn’t mean that much to the high income earner who is going to fillup his/her SUV regardless of the price of gas. But to the family making $30,000 to $50,000 a year, the savings on filling up the gas tank is a bigger deal – effectively the same as a tax reduction.

The U.S. Energy Information Administration recently advised that the average American household would save about $750 this year due to the drop in gasoline prices from almost $4 a gallon several months ago to under $2 for most of the country today. In addition, for those who live in the Northern part of the nation and heat their home with oil or natural gas, an addition-

al $750 may be saved this winter.

These families will now have more disposable income, which may be spent on other goods and services, providing a boost to the economy’s growth rate and possibly creating more jobs. Of course, they may also choose to save some of this money, which would help the savings rate, which is always a positive factor.

I would also point out that in the two previous decades, the 1980s and 1990s, where oil prices were generally in decline, the economy was able to grow with lower inflation rates for long periods of time, allowing for better fiscal conditions. In the mid-1990s we had several years where the U.S. budget ran at a surplus due to steady economic growth and some practical spending measures put in place by deals between President Clinton and a Republican controlled Congress.

The difference this time around is that the decline in energy prices has been precipitous, which created

fear and uncertainty about how far the decline may go and the consequences which may follow. Since the world is not close to weaning itselves from the use of crude oil, and, in fact, we may see more being used as prices are low, the bulk of the decline is most likely behind us. However, predicting the future is hazardous business, and I would be remiss to declare that oil will not decline further. But, most of those now calling for oil to drop into the $30 range didn’t predict the drop from $100 to $48, so they don’t have a lot of credibility in my opinion.

BRADENTON BEACH – In addition to serving as a popular and fun means of alternative transportation, the free trolley system also produces revenue for Island-based non-profit organizations.

Tuesday, Jan. 20, representatives from 13 local non-profits joined city and county officials inside the Tortuga Beach Resort beach pavilion to share in the redistribution of more than $50,000 of Save the Trolley: Giving Back revenue.

The dispersed funds were generated by advertisers who support the Island-wide free trolley system operated by the Anna Maria Island Chamber of Commerce and Manatee County Area Transit (MCAT).

The system also connects riders with public transportation to and from Longboat Key and Sarasota.

Legislative subcommittee hears plea on vacation rentals

HOLMES BEACH – Tearful Holmes Beach Commission Chair Judy Titsworth told the Florida House Local Government Affairs Subcommittee last week in Tallahassee that short-term vacation rentals are pushing residents out of her city and off Anna Maria Island. “We are losing residents,� she said, adding that the exodus is affecting churches, the elementary school, the voting pool and the number of people who can run for elected office. “Weekly rental is the death of Holmes Beach,� she said. “It’s the death of Anna Maria Island.�

Titsworth was one of several local government officials from around the state asking legislators to modify the 2011 shortterm vacation rental law that prevents local

municipalities from regulating vacation rentals unless they previously had such ordinances on their books.

Ground level homes are being overshadowed by three-story rentals “causing residents to leave their homes,� she said, adding that city officials are outgunned by developers’ Bert Harris lawsuits and public records requests that bring small city hall operations to a standstill.

Cities also are afraid that making changes to local rental ordinances could backfire and cause them to lose any regulations they had in place before the state law passed. “These cities had their zoning authority stripped, and they’re now seeing vacation rentals taking over their neighborhoods, and residents are moving out and the character of neighborhoods is being chipped away,� said Casey Cook, representing the Florida League of Cities. “Essentially you

have ‘mini Marriotts’ in residential neighborhoods that can sleep 26 people.�

When people go on vacation, their behavior sometimes changes, Cook said, including staying up later, drinking more alcohol and going for midnight swims in pools a few feet from neighbors.

Noise ordinances are problematic because even when a visitor is ticketed, new people are always coming in to rentals, he said.

A revision to the rental law last year “gave some control back to cities, but the preemption on zoning and the preemption on regulating duration and frequency of rentals stayed in place,� he said.

Mike Martinez, from the Florida Department of Business and Professional Regulation, told legislators that while the agency technically regulates vacation rentals, its authority is very limited because vacation rentals are exempt by state law from the

inspections required for hotels.

Some vacation rentals are licensed and registered with the department as required, but some operate without a license and are hard to find, he added.

The agency had 80 complaints last year about noise, litter, parking and rentals being inconsistent with the nature of the surrounding community, he said, adding that the agency can address little more than life safety violations. “It’s up to us little cities who have our little police departments and our one little code enforcement officer who has to handle all these complaints,� Titsworth said.

At least one of several rental reform bills currently in committees is expected to be filed by the March 3 deadline when the Florida Legislative session begins, Cook said.

Afterwards, Brooke’s questioned Lakin’s refusal to allow the development

Johnson said the case boiled down to a lack of evidence, and he doubted admittance of the development agreement would have impacted Lakin’s ruling.

Hotel request continued It remains to be seen if a last-minute rental concession will lead to project approval.

BRADENTON BEACH – A decision on Wendy and George Kokolis’ request to build a two-unit hotel on Ninth Street North has been delayed again.

During last week’s city commission meeting, commissioners unanimously agreed to continue the discussion at their March 5 meeting.

The Kokolis’ are requesting a special exception that would allow a small hotel to be built at 113 Ninth St. N. on vacant property holding a C-1 commercial zoning designation that allows for numerous commercial uses, but requires a commission-granted special exception for a hotel.

The debate surrounding the proposed development began 14 months ago. Many residents who live near the property have expressed repeated opposition due to concerns about traffic, noise, safety and a belief that their property values would be diminished. Some opposition stems from assertions that the Kokolis’ operations of the nearby Gulf Drive Café have disrupted the neighborhood.

Commissioners were well into their discussion when City Planner Alan Garrett informed them that a special exception falls under jurisdiction of the city’s comprehensive plan, which requires the supermajority support of at least four commissioners, rather than the standard three-vote majority, This came as a surprise because the supermajority requirement had not been previously mentioned.

Mayor Bill Shearon and Commissioner Janie Robertson had already expressed opposition to the request, while Vice Mayor Jack Clarke and Commissioners Jan Vosburgh and Ed Straight expressed support, which suggested 3-2 approval might be forthcoming.

Shearon’s opposition was based on the planning board’s 3-1 recommendation to deny the request. Shearon, a former board member, said the city might as well not have a planning board if the commission is not going to respect its opinions. It was later pointed out that the commission is not obligated to accept any advisory board recommendation.

Robertson expressed concerns about allnight traffic at a small hotel with no onsite management and suggested that one of the allowed commercial uses would better suit the neighborhood.

Representing the property owners, attorney Patricia Petruff reminded the commission that the property the Kokolis’ have owned since 1987 is located in a zoning district that includes a 40-unit condominium building and duplexes and triplexes used as vacation rentals, in addition to single-family homes.

Petruff also introduced documentation provided by real estate professionals that counters unsupported claims of diminished property values.

Garrett told the commission he felt the proposed project was suitable for the zoning district and would have no greater impact on the neighborhood than any of the existing allowed uses. He later said Wendy Kokolis informed him mid-meeting that she would be amenable to a one-week minimum stay requirement for the hotel.

In recognition of this unexpected concession, Robertson asked if the request could be returned to the planning board, so it could reevaluate its recommendation, taking into the account Kokolis’ offer, as well as the property value information submitted by Petruff, who noted that the city has no regulations regarding minimum length of stay.

Vosburgh reminded the commission that planning board member John Burns recommended approval of the request and stated her belief that the Kokolis’ property rights should be respected.

Clarke agreed with Petruff that a developed piece of property with three designated parking spaces would be more beneficial to neighbors than a vacant lot often used for unauthorized parking; and he suggested that “fair-thinking people” would view the minimum stay requirement as a major concession.

Participating from afar via Skype, City Attorney Ricinda Perry said the request could be remanded to the planning board.

She also said commission’s approval or denial of the special exception request must be based on specific code-related criteria rather than personal opinions. This led to the unanimous agreement that more discussion is needed.

Privateers to start repairing Skullywag The custom-built parade ship was hit by a Ford pickup Dec. 6 after attending a Christmas parade in Sarasota.

The official parade ship for the Anna Maria Island Privateers is repairable.

That’s the word from Privateer Tim “Hammer� Thompson, who said the damage looked a lot worse that it was.

The accident occurred when the ship, driven by Bob “Stitch� Dominas, pulled

out of the parking lot of Asia restaurant after dropping off members who had ridden it in a Christmas parade in Sarasota.

Dominas said the road appeared clear, but a truck being driven at a high rate of speed smashed into the side of the ship. Luckily, Dominas was the only one in the vehicle, and his injuries were not serious.

The driver of the other vehicle was arrested and charged with DUI. Witnesses said he was driving without headlights, and he never hit the brakes before the collision. The impact separated the rear axle from the frame of the Skullywag.

“Because the frame was from a school bus, the axle was made to separate from the frame,� Thompson said. “The frame was not bent, and it is repairable.�

Thompson said they found a man who works with Fiberglas, and he is going to make a mold to replace the portions of the unique skin of the ship that were damaged.

Thompson said insurance would take care of the damage, but since the ship is a one-of-a-kind vehicle, the Privateers had to hunt around for someone to make it like new again.

The Skullywag was custom made by

the late Jim “Skully� Hungerford in 1999 to replace the original ship, which was a trailer and had to be towed. Hungerford took a school bus and added a motor and cab from a Ford truck and then built the ship’s body over it.

The ship was a hit with crowds and the small cannons on the ship worked, adding a noise element to parades.

The Privateers had to borrow a ship from the Conquistadors for their Island Christmas parade, and they might have to borrow another one for their Fourth of July parade, unless they can fix Skullywag before that.

Under Egmont: History’s mysteries persist at Egmont Key The U.S.S. Narcissus was dedicated this month as the state’s 12th underwater archeological preserve.

EGMONT KEY – Underwater and underground at Egmont Key, mystery and history have intertwined since the mid-1800s.

Just off the northern tip of Anna Maria Island, which has bathed in its lighthouse beam since 1858, Egmont Key is mostly deserted, populated only by a lighthouse keeper, a few on-duty harbor pilots, a family of gopher tortoises and flocks of migrating shorebirds.

The voice of Capt. Robert E. Lee echoes on Egmont, which he surveyed in 1849. Lt. Col. Teddy Roosevelt’s unmistakable voice echoes there, too, among the ruins of Fort Dade, where he and his Rough Riders were stationed before leaving for Cuba in the SpanishAmerican War. Cries of Indians, slaves and other prisoners are forever embedded in the thick walls of the jail cells still standing at the fort, whose cannons once aimed westward at unseen enemies.

Two cemeteries, one underground and one underwater, hold the silent remains of Seminole Indians whose identities are protected by their tribe, a descendant of a famous Pilgrim, Navy men lost to yellow fever and nine children.

The waters around the key have silent tales to tell, too.

It was the second year of the Civil War, 1863, when the Mary Cook was launched in New York.

The 82-foot, wooden-hulled tug traveled south in the Atlantic Ocean and into the Gulf of Mexico at an average

There, she was rechristened the U.S.S. Narcissus in 1864. Armed with a 12-pound cannon and a 20-pound rifle, she began blockading ships that were carrying food and supplies to Southern troops, capturing enemy vessels, transporting prisoners and serving as a towboat.

In August, 1864, she served in the battle of Mobile Bay, during which Union Rear Admiral David G. Farragut spoke his infamous quote, “Damn the torpedoes! Full speed ahead!”

Then came Dec. 7, an infamous date long before World War II. In Mobile Bay, a storm arose and the Narcissus struck a mine, known then as a torpedo. It tore a

hole in her starboard side amidships. She sank in 15 minutes. The crew survived.

The Navy refloated her, sending the Narcissus to Pensacola for repairs, where she sat out the rest of the war.

In 1865, with the war over, Narcissus began her voyage back to New York with the U.S.S. Althea to be decommissioned and sold. But on Jan. 4, 1866,

another storm struck, this one near Anna Maria Island.

Althea headed northwest while Narcissus took a western route, taking the wind and tide on her starboard beam.

At 6:15 p.m. Narcissus signaled with a flare, which Althea returned at 6:30 p.m. At 7 p.m.

Althea saw another signal from Narcissus, and responded.

But Narcissus gave no more signals. She ran aground on a sandbar off Egmont Key, and her boiler exploded, sinking the ship.

The next morning, Althea anchored off Egmont Key and saw wreckage from Narcissus, and the body of one of the crew, on the beach.

For two days Althea searched for survivors, but found none. The crew of 26 was gone.

The anchor of the Narcissus is just one of many artifacts visible at the states’ newest underwater archeological preserve.

Nearly 150 years later, the submerged tomb lies in pieces in 15 feet of water about 2.7 miles northwest of Egmont Key, the engine, shaft, propeller and fragments of the exploded boiler visible among the wreckage.

On Jan. 20, the Narcissus became Florida’s 12th underwater archeological preserve in an underwater ceremony televised live at the Florida Aquarium in Tampa, which nominated the site for preserve status in 2010 with South Eastern Archaeological Services.

The preserve is now a recreational diving and snorkeling site, a heritage tourism site reflecting local maritime heritage and an ecotourism site due to its marine habitat, according to a report by the Florida Department of State Division of Historical Resources Bureau of Archaeological Research, which compiled the details of the ship’s history.

Narcissus is still owned by the U.S. Navy, and is protected by Florida laws prohibiting unauthorized disturbance, excavation or removal of artifacts. As a military grave, the Navy requests that the site be treated with respect.

by National Geographic Egmont Key is one of the 50 Florida destinations featured on a new National Geographic website launched this month to spotlight wild and natural experiences in Florida.

The project is the result of a threeyear partnership between National Geographic and VISIT FLORIDA, the state’s tourism agency.

The evolution of the Sister Keys

A

primeval afternoon sea breeze powered by a scorching sun uplifted air over the mainland, drawing in the cooler Gulf air. A rush of wind drove a lone mangrove propagule (seed) across the submerged seagrass flat to its final resting place among debris on the partially exposed flat, a small beginning that would lead to a wonderful habitat. It held fast though cycles of rising and falling tides, eventually sinking its roots in the surrounding substrate.

Over the years the debris from the surrounding area multiplied around the rooted mangrove, trapping other propagules that clustered together to form what would eventually become a mangrove forest. That mangrove forest would become known as the Sister Keys although not much is known about its history.

Perhaps vegetation built up to a point that it was able to support the first land plants or maybe that was left to the dredging of the Intracoastal waterway in the 40s, a project completed to protect shipping from having to ply the open Gulf during the war years.

The Sister Keys today supports a host of new flora and fauna the north end of the Sister Keys and probably most of the two smaller islands along the Intracoastal waterway to the south. The larger two of the four islands may have been the only natural islands that didnâ&#x20AC;&#x2122;t depend on human intervention to shape, but hundreds of years passed before anything

resembling the Island we see today would be formed.

In the 1970s, local Longboat businessman Herb Field purchased the islands, and in the 1980s, they were marketed by a group of investors, including Field. Known as the Intermarketing Corporation they intended

to transform the islands into a tropical resort. Named Shangri-Isle, the development was only realized in a brochure touting a marina, luxury homes, a conference center, hotels and even an air strip. see reel time, page 27

Trout, snook, bluefish and reds abound Captain Rick Grassett

Anglers fishing with me on my Action Craft flats skiff the Snook Fin-Addict, out of CB's Saltwater Outfitters on Siesta Key, caught and released trout in Sarasota Bay, snook and bluefish in the ICW near Venice and trout and reds in Gasparilla Sound near Boca Grande on CAL jigs with shad tails and flies during the past week.

With a negative low tide on Tuesday morning, Nick Reding, from Longboat Key, and Mike Perez, from Sarasota, waded a couple of shallow flats in Sarasota Bay with me, and Nick caught and released a nice trout on my Grassett Flats Minnow fly. Anna Maria Island winter resident Bill Morrison and Sarasota winter resident Gary Marple snook fished with me in the ICW near Venice on Wednesday evening. We fished lighted docks, and they had some action catching and releasing a snook, bluefish and ladyfish on my Grassett Snook Minnow fly.

Keith McClintock, Dan DiCaro and

Chuck Hempfling, all from Illinois, fished Gasparilla Sound near Boca Grande with me on Thursday. They caught several slot size trout up to 20 inches and a couple of reds on CAL jigs with shad tails. Tony Merlis, from New Hampshire, and Chris Messick, from Delware, fished Sarasota Bay with me on Friday morning. With an approaching front, winds were above 20 mph by noon. We fished deep grass flats, where they managed to catch and release a few ladyfish and trout on an Ultra Hair Clouser fly and a CAL jig with a shad tail despite the tough conditions.

Trout, blues, Spanish mackerel, pompano and more should be good options on deep grass flats of Sarasota Bay. Look for reds and big trout mixed with mullet schools on shallow flats and edges of bars. Afternoons may fish better than mornings when water is cool.

Catch and release night snook fishing may also be a good option depending on conditions.

Fortunately the times were not right for such a development, and the islands supported only native and invasive flora and fauna brought in with the birds, tides and the wind. The keys would remain that way until the group put them up for sale in 1989. At the time it was advertised that there were 73 buildable acres. A spurt of development came to the area at this time. Tidy Island on the east shore of the bay sprouted homes at the expense of the mangroves, and Jewfish Key to the north was also undergoing development as blue septic tanks were deposited along the shore demarcating the newly platted lots.

The development galvanized citizens who worked to protect the Sister Keys from development. This group of

like-minded citizens asked the question, “Can’t we have at least one island in the bay that didn’t have a house on it?” This lead to the formation of the Sister Keys Conservancy (SKC), a group committed to buying and protecting the islands from development.

The asking price: $1 million.

In its infancy, the group did whatever it could to spread the word, creating ads in the local newspapers and courting the local news media. It appealed for help from local, state and national politicians and groups including the Nature Conservancy, The Trust for Public Lands and the Environmental Protection Agency. Unfortunately, the state of the islands did not fit the model for preservation established by these groups, although they did support the purchase in concept.

Admittedly somewhat naive about what it would take to raise a sum as large as one million dollars the SKC worked on raising money directly, as well as holding a number of fundraising events including a music in the park series and bake sale. The Conservancy even had a song and video that was developed by key supporter and SKC stalwart Virginia Sanders. Her son –in- law wrote the song, and images that Sanders shot of the Sister Keys and its wildlife were converted from a slide show into a video production.

After three years of working every angle they could think of, the Conservancy had raised just $46,000 and realized that in order to make the protection of the keys a reality the town see reel time, page 29

New Center directors implementing changes Changes in staffing and programing are aimed at making the Center more efficient and user friendly.

ANN MARIA – Executive Director Cindy Thompson and Managing Director Kristin Lessig continue their quest to make the Island Community Center a first class operation.

“We have looked at best practices for administrative systems to improve efficiency in staffing plus implementing financial controls,” Lessig said. “We looked at other community centers to see how they operate and found that the way we do some things is outdated.

We’re looking at each area of operation.”

Lessig said they began with the front desk because that’s the face of the Center for people who walk in the door. There are now two main front desk staffers – Melissa Lukitsch from 6:30 a.m. to 2:30 p.m. and Aris Thompson from 1 to 9 p.m. They are planning

to hire two part timers for busy times between 8 and 11 a.m. and 2 to 6 p.m.

They also have added weekend hours, which Lessing said are becoming popular, and plan to add classes on the weekends. Weekend hours are Saturday from 9 a.m. to 5 p.m. and Sunday from noon to 4 p.m.

“We hope to create a volunteer work force,” Lessig continued. “We’ll create a program by looking at the areas such as sports or seniors and what type of volunteers they need. We’ll market the program and have orientation and training sessions for them.”

She said they are seeking ways to simplify program fees and membership rates.

“We would like to package it so you don’t have to go to the ATM every time you come to class. It would make the front desk more efficient and benefit the members,” she pointed out.

“Staff was used to doing thing a certain way, and we’re trying to shift the mindset. My job is to help everybody in their new roles and provide them with support to do their job efficiently. We want to create administrative systems that will allow us to be the best in the class.”

His rebuttal will accompany the two alleged Sunshine violations contained on the original petition form.

The amended petition form will be used by the recall committee that is headed by former City Commissioner Pete Barreda, in their efforts to collect the 115 verifiable signatures required to initiate a special recall election that would allow city voters to determine if Shearon is removed from office or allowed to finish the second year of his two-year term as mayor.

According to one recall committee member, the goal is to conduct the special election as early as April, if not sooner.

Shearon’s term expires in November.

Forfeiture attorney in limbo

At the request of Vice Mayor Jack Clarke, the idea of hiring outside legal counsel to assist the commission in the not yet dead forfeiture of office proceedings still possibly facing Shearon was discussed at last week’s meeting.

Clarke provided the names of three attorneys he felt were qualified to review the forfeiture resolution and represent the commission at a future forfeiture meeting, but the other commissioners said they too wanted the opportunity to suggest attorneys, so no formal action was taken.

of Longboat Key would have to lend its support and funds to the effort. The Conservancy took its case to the town, where on Thursday June 18, 1992, the commission voted unanimously to buy the keys for $975,000. The sum was made up of the Conservancy’s $46,000, a transfer of $720,000 from the town’s open space acquisition fund and $209,000 from the infrastructure surtax fund. Based on a recommendation from then commissioner Charles Savidge, the commission agreed to a deed restriction stating that camping, picnicking and similar activities would not be allowed on the islands. The Sister Keys were safe from development.

When the town purchased the Keys, they were covered in Australian pines, Brazilian peppers and many other exotic and invasive species. Species like the pines left a dense mat of vegetation on the island, preventing native species from establishing. The keys stayed in that condition until 2007, when a deal was struck with St Joe Paper Company to perform a $1 million mitigation. This was in return for dredging that would adversely affect oysters and mangroves at a site St. Joe was developing on Manatee Avenue.

Mitigation eventually removed all of the invasive species from the keys, planted native plants and created a two-acre wetland where exotic vegetation had existed.

Soon after, an unusually high tide brought mangrove propagules into the wetlands where they lodged in the dense grass. Mangroves naturally propagated over time, establishing a thriving ecosystem. Exploring the wetland today reveals a wealth of life including sea grass, crabs, minnows, shrimp and wading birds that take advantage of the abundant food.

The restoration of the Sister Keys demonstrates the potential for creating healthy ecosystems that will keep Sarasota Bay thriving in the face of development and loss of valuable

habitat. The success points to the need to protect areas that can be restored to a natural state. The islands are now one of the best examples of a thriving native marine environment on the west coast of Florida.

It is critical to protect and enhance the natural areas we have, not only for their ecological, but also their economic value. The Sister Keys will bring bird watchers, kayakers and nature enthusiasts to our area in increasing numbers. They spend money in our hotels, restaurants, marinas, as well as providing an income to people who make a living renting to and guiding eco-tourists.

Buying, protecting, and restoring areas like the Sister Keys is just the start. To preserve their new natural diversity, they will have to be monitored for the regrowth of invasive species. Birds, winds and tides will all contribute to the re-introduction of invasive species, which will need to be monitored and removed in order to keep the keys in a natural state.

In 2010 Sarasota Bay Watch, a nonprofit environmental group adopted the Sister Keys through an agreement with the town of Longboat Key. Yearly clean ups are conducted on the islands, and plans are underway to combine forces to maintain the islands’ natural diversity. The Sister Keys are a striking example of how humans can harness the restorative power of nature, a way to ensure the continued health of the resource while providing an economic benefit to the local economy.

New seating coming soon Manatee County crews are installing seating areas along the Gulffront sidewalk fronting Cortez Beach in Bradenton Beach. Bump outs will feature benches, solar-powered trash compacters, recycling containers and landscaping, each marked by new ropes connecting the pilings, or bollards, that already line the sidewalk. As funding permits, the project will continue south toward Coquina Beach, according to the county’s Parks and Natural Resources Department.

Former Mayor John Shaughnessy enthusiastically reopens the pier to the public

BRADENTON BEACH – The newly-reconstructed Historic Bridge Street Pier is open.

At 10 a.m. Friday, former Bradenton Beach Mayor John Shaughnessy cut the ceremonial ribbon and opened the entire pier to the public for the first time since it sustained storm damage in 2012.

“1921, 2015 – for 94 years the spirit of this pier has been here.

How beautiful it is; I hope I look this good when I’m 94,” Shaughnessy said, before cutting the ribbon.

He thanked the Pier Team and its chair, Police Chief Sam Speciale; city and county commissioners and staff; Elliot Falcione and the county’s Tourist Development Council and Convention and Visitors Bureau; County Administrator Ed Hunzeker; and the engineers and contractors who renovated the structure.

“It goes to show what happens when people work together for a common cause. My hands on the ceremonial ribbon represent all those who made this possible,” Shaughnessy said, before cutting the ribbon and raising his arms in jubilation.

Assisted by City Clerk Nora Idso, Shaughnessy’s administration laid the administrative and financial groundwork for the $1.4 million restoration project co-funded by Manatee County and completed during Mayor Bill Shearon’s administration.

In recognition of the variety of people who will enjoy the pier, Shearon asked for a Bradenton Beach resident, a county resident, and an out of town visitor to be among the first to walk it, and he presented each with a piece of the

Pines Mobile Home Park manager and city resident Brien Quinn said, “I think it’s fantastic. A lot of our snowbirds like to fish here and come out and enjoy the restaurant to catch a sunset.”

Rasa Rezgiene, from Lithuania, also received a piece of the old pier and walked the new pier.

As the 100 or so people gathered for the ceremony headed out onto the pier, Speciale smiled and said, “I’m in awe.

I’ve been here almost 30 years and saw the pier when it was in good shape and when it was in bad shape. We’ve pulled boats off this thing and held it together with Band-Aids and bubble gum. This will be here long after we’re gone and this is a historic moment.”

County Commissioner and former Mayor John Chappie said, “This is amazing. This is an example of the county partnering with the city and investing in infrastructure, and I can’t stress this partnership enough.”

Chappie also reflected on the

efforts of Idso, the longtime city clerk who passed away last year.

“She was able to keep track of the funds to get us where we are today,” he said.

Vice Mayor Jack Clarke said, “I’m blown away by the end result.”

On behalf of the TDC, Falcione said, “We need assets like this to showcase something more than just the sugar-white beaches, and this is something for the visitors to enjoy that represents old Florida, the bay, and the Island.”

Tour boat captain Sherman Baldwin said, “I’ve been waiting for at least two years. I used to go on this pier with my father when I was a little kid, so this is special.”

Cast-n-Cage restaurant owner Roland Pena said he hoped the increased foot traffic would be good for business, and his business partner, Rusty Roberts, said he planned to open the pier bait shop the following day.

A grand opening ceremony will take place next month.

Following his service, he met his first wife, Louise Wallen and followed her to Racine, Wisc., where they raised three children. During this time, Pop devoted his life to raising his family, his Lord and working as a retail salesman. After the passing of his first wife, he moved to Bradenton Beach to escape the cold weather. Here he met his second wife, Doris (Howard) whom he married in 1992 and shared a wonderful 11 years. With his intelligence, tenacity, and spunkiness, he was able to live on his own until the incredible age of 92, when he then moved in with close family and friends Wayne and Joan Lensert, who cared for him for nine years until he was admitted to Sunny Bower at the ripe age of 101.

Pop was incredibly dedicated to the Catholic Church, his family, his friends and the Boston Red Sox. In addition, one of his main passions in life was music and dancing. You could always find him in the front row at concerts at Sonny Bower Adult Care Center, and he continued to dance frequently, even on his 102nd birthday.

Richard 'Ricky' George Martin Richard "Ricky" George Martin was born Dec. 31, 1955, and died at the age of 59 on Jan. 14, 2015, in Bradenton.

Ricky was preceded in death by his father, Samuel David Martin, who was an F-4 Air Force fighter pilot. Ricky followed in his father’s footsteps and served his country as a member of the United States Marines.

Lance Corporal Martin served as a maintenance administrative clerk. A highly decorated Marine, Ricky earned the National Defense Service Medal, Rifle Expert Badge in 1974 and Rifle Marksman Badge in 1975 and 1976.

Ricky is survived by his loving mother, Jane Grossman, and stepfather, Marvin Grossman, of Holmes Beach and two sisters, Shelly (Dan) Hill and Nicole (David) Skaggs, both of Bradenton.

Chiefs tame the Lions

Under the Friday night lights of the Anna Maria Island Community Center, the Future Guardian Insurance Chiefs quickly made their mark on the scoreboard in their defeat of the Bowes Imaging Lions during youth flag football play in the 8- to 10-year-old age division. The first play of the game saw Cailyn Connor dash across the field for a 12yard run for the Chiefs. Cole Pearson took the Chiefs to the five-yard line of the Lions with a huge run. Pearson showed his passing skills in the third play of the game when the Chiefs’ quarterback, Parker Storey, gave the ball to Pearson, who threw the ball back to Storey in the end zone for the first score of the night. Pearson took the Chiefs’ lead to 7-0 with the successful point after.

The first half looked promising for the Bowes Imaging Lions. Despite strong passing by quarterback Luke Bisio and the speedy wheels of Anthony Monetti, the Lions remained scoreless through one half of play. The Chiefs continued with their strong offensive attacks, scoring two more touchdowns by Storey and Pearson along with an

interception by Connor.

The second half of the game saw the Lions come out strong and determined. Showing a defensive front, Luke and Mikey Bowes and Lincoln Sauls helped the Lions hold the field. The Chiefs could not put any additional points on the scoreboard in the second half.

The Chiefs’ never stopped playing hard.

Team contributions by Jackson Rush, Tristan Starkey and Dylan Jacques helped to keep the Lions contained during their first two drives of the second half despite making good yardage.

Connor Allen made a critical flag pull for the Chiefs, stopping the Lions from making a first down during their second possession.

The Lions’ first points of the game would have to wait until next set of downs. Bisio showed off his strong arm with a 20-yard pass to Monetti who ran the ball in for the Lions’ first touchdown. Failing to score the extra point, the Lions lessened the lead of the Chiefs bringing the score to 21-6.

With the last possession of the game, Jordan Pasco caught a 10-yard pass from Bisio, and Fiona Turner-Leathem moved the ball with rushing yards, leading the way for the second TD of the night for Monetti. With the missed point after, the game finished with the Chiefs claiming the victory.

ealthier eating for the New Year, right? Want to get the best in organic, fresh, high quality food without having to go to the store?

Want to have it all year long? Impossible you say? I know, nothing good grows in the summer in Florida. Well, actually some really good things grow here in the summer. On second thought, make that some really great things! Love spinach?

Me too! My two favorites are Bloomsdale, which is an heirloom variety that we grow at our Gamble Creek Farm, and Chinese spinach, which we grow in our raised bed organic, community gardens on Pine Avenue.

The Pine Avenue Community Edible gardens started as a result of the Pine Avenue Restoration project. Restoring our historic Main Street beget platinum rated green buildings which resulted in losing the asphalt and pavers that contribute to run off into coastal waters. Mike Miller’s native landscaping provided an additional benefit by negating the runoff from conventional landscaping that uses fertilizers and pesticides.

All this got us thinking about how we could grow

our own food on what has become “The Greenest Little Mainstreet in America.”

Miller stumbled across ECHO in Fort Myers.

ECHO is short for Educational Concerns for Hunger Organization. They work with 118 countries around the planet and teach people how to grow super nutritious varieties of plants, helping them to become self-sustainable and feed their communities. Miller’s collaboration with ECHO was the beginning of our organic, community gardens.

Eight gardens, sponsored by the shop owners on Pine Avenue, turned into 16 gardens thanks to Lizzie Vann and Mike Thrasher, who own the Historic Green Village on Pine Avenue. Anna Maria residents got in on the act, and now we have over 30 on the island.

Word spread just about as fast as the plants were growing, and now they have migrated to Lakewood Ranch. Katuk, Moringa, edible hibiscus, Okinawa spinach, and Seminole pumpkin are a few of the varietals. Want in? It's easy. Just contact Mike Miller. If you want to start small, just drop by one of the gardens on Pine and take a cutting of the Chinese spinach. Stick it in water, and it will root in 10 days or so. Then plant it. You'll be overrun by fresh spinach in no time.

Sautéed Chinese spinach

Method • Sauté the Chinese spinach in a touch of olive oil. Add a little fresh garlic and some chile flakes.

• Rub a little olive oil and salt and pepper on the leaves and place on a grate in the oven at 350 degrees until they are light brown and crispy.

• Use them fresh in salads.

Method

• Mix 3 parts ricotta cheese to 1 part goat cheese. You can add fresh garlic paste if you would like. Adding a little chopped sautéed spinach is good too.

• Spoon it all into a ziploc bag and snip the corner so there is a small opening.

• Pipe the stuffing into the blossoms.

• Dip the blossom in a beaten egg and then roll it in almond flour.

• Sauté in olive oil till golden brown.

• Rinse out inside and outside of squash blossoms and pat dry.

• Toss lightly in a bit of olive oil. Dust with a little salt and pepper.

• Roast on a grate in a 350 degrees until they get light, golden brown and crisp.

Celebration of life for Captain Glenn Corder Captain Glenn F. Corder, of Anna Maria Island, sadly passed from this world into heaven Saturday, Jan. 10, 2015, after a long fight with cancer.

He is survived by his mother, Pauline B. Corder, of New Mexico; a brother, Captain Greg J. Corder, of Two C’s Clearwater Beach, Fla.; and a Capt. Glenn sister, G. Elizabeth Corder Corder Pa., of Jensen Beach, Fla. Glenn’s extended family included daughter, Kristi; son, Kelly, of Kentucky; nephew, Pierce P. Cordier, of

Aspen, Colo.; nephew, Andrew, and niece, Jessica, of Clearwater. Glenn had a surviving wife.

Glenn was born in Pennsylvania July 31, 1947, and graduated from Camp Hill High School. He served in the Air Force with his father, Col. Flloyd “Jerry” Corder, Jr., also a charter boat captain (deceased).

Glenn came from a professional fishing family and was a local charter boat captain. He prided himself on being able to bring in a great catch for his friends and clients. He was loved by all who came in contact with him, and he will be greatly missed as a local legend. A celebration of life will be at D Coy Ducks on Feb. 8, 2015, from 1 to 3 p.m.

This is a celebration of life for Glenn’s friends and family. Please bring some potluck; it would be greatly appreciated. Bring any photos or notes for Glenn’s mother. There will be a storyboard at D Coy Ducks to post to.

Real estate fees and taxes

N

owhere to run nowhere to hide. No matter where in the world you’re buying real estate, you’re going to get hit with fees, taxes and most of it will not make much sense. But it’s the price we pay for the privilege of becoming homeowners.

Closing costs vary widely depending on the state you live in, the day of the month you close and the lender you choose. But some of the fees that you can count on are paying mortgage lender fees, appraisal fees, recording fees, title search and title insurance, survey costs and possibly attorney fees. Real estate commissions are the responsibility of the seller, unless you’re using a buyer’s broker.

When you apply for a mortgage, lenders are required by federal law to provide within three days of the loan application a written good faith estimate outlining estimated fees for the loan. The lender’s fees are firm, but the fees for appraisals, surveys, inspections and title services are

In addition, if you are placing a mortgage on the property, you will be required by the lender to purchase title insurance, which will guarantee that the title to the property is free and clear based on a full search of the title records.

Not all lenders are created equal, and not all lenders charge the same fees.

Origination fees vary among lenders, and comparison shopping could result in lower fees. Lenders may also offer lower origination fees for their customers based on length of time banking with them and deposit amount.

And the age old question about when to hire an attorney and when not to is usually decided by a combination of regional culture and the purchaser’s comfort zone. For example, the real estate culture in many parts of the Northeast, especially near the major cities, is primarily to hire an attorney as opposed to most of Florida, where the real estate agents and title companies handle the sale.

In fact, it is almost impossible to purchase real estate any other way in an attorney area. Attorneys draw up the contracts, negotiate with each other regarding the terms of the sale and go to the closing. Most real estate agents in these regions never touch a contract once they brought the buyer and seller together. Again attorney’s fees vary and should be something clear from the outset of the transaction.

If you’re lucky enough to be purchasing a high end home, you may be required to pay a Mansion Tax depend-

ing on where you live, which may turn out to be the biggest big ticket item on your closing costs list. The so called Mansion Tax is a tax levied on property transfers that are sold over a certain price point. For example, in the state of New York, the tax is 1 percent of sales at or over $1 million. Just think about how many $999,999 sales are booked. The tax is generally paid by the seller, if not the buyer is responsible. Either way, the state of New York gets their money. In addition, New York is considering raising this tax and also instituting a new tax on second homes. The Mansion Tax is also applicable in San Francisco and Los Angeles, as well as many international cities like London, Singapore and Hong Kong, but thankfully, not in Florida so far.

When purchasing real estate, trying to hide from the fees is impossible. What is possible is educating yourself so when you see that good faith estimate you don’t run away.

Grits and gravy at Island Players The Island Players production of “Dearly Departed” runs through Feb. 8.

ANNA MARIA – The cast of “Dearly Departed” had the Island Players Theatre laughing and wiping tears from their eyes.

Written by David Bottrell and Jessie Jones, this comedy is a fast-paced look at life among the working class South.

It was based in and around Lula and Timson, somewhere below the MasonDixon line, according to the program.

The story consisted of funny vignettes and in between, the cast and staff were busy moving around the furniture in the dark, preparing for the next setting. All was done and in a timely manner.

The play begins with Ray Turpin, dropping dead in front of his wife, Raynell, played exceptionally by Cathy Hansel-Edgerton.

That’s what brings together the family, and as it prepares for the funeral, the lives of the kinfolk become the comedy. The problems were mostly

The cast was up to the storyline and so were their accents. It’s hard to sustain a Southern accent for two hours,

but for the most part, they did.

by Mark Woodward, facing the loss of his father and the problems of his children. Raynell has to move on with their late-born daughter, Delightful. Alex

Scott plays Delightful and spends most of the play nibbling on food and staring blankly. He was hilarious.

Ray-Bud’s son, Junior, is having trouble with his marriage after a huge financial loss makes their future look bleak. Joseph Mammina played Junior to a T, mixing drama with comedy and Jennifer Eddy plays his wife, Suzanna, expressing scorn for his loss of a job and their money. Jennifer continues to amaze in her ability to play different roles.

Ray Bud’s wife, Lucille, played adeptly by Jeannie Hudkins, is trying to cope with a series of miscarriages.

One of the Island Players’ favorites, Robin Rhodes, shines again as Bud’s sister, Lucille, who wants to spread the word of the Lord.

Other notable performances came from Mike Lusk, as Royce, Lucille’s lazy son; and Todd Butler, who played Rev. Hooker. The rest of the cast includes Laura Morales as Veda, Bethany Dhennin as Nadine and Janet Rainse as Juanita.

It was two hours well spent, and it’s a fun look at life down south, y’all.

Photo contest of Manatee County preserves A new local photography contest gives Manatee County’s amateur photographers a chance to publicly show their incredible images of Manatee’s natural beauty.

The Manatee County Parks and Natural Resources Department is sponsoring the contest. Cary Catts, education and volunteer specialist, says the department plans to host the contest every year.

“Local photographers constantly send in beautiful images of our parks and preserves,” Catts says.

“We thought a photo contest would be a great way to display some of the best of the best and to give photographers greater publicity for their work.”

Now through Feb. 28, photogra-

phers may mail images to Catts at 5502 33rd Ave. Drive W., Bradenton, FL or e-mail them to cary. catts@mymanatee.org.

Photographers may send up to 10 photos in the following categories: • Landscape – Photos that display the habitats found within Manatee County’s natural preserves; • Wildlife – Photos that feature a particular plant or animal found within Manatee’s preserves; • People – Photos that display people enjoying Manatee’s preserves.

The best photos will be featured in a gallery presentation in the Valentine House at Robinson Pre-

serve in April. By March 15, the county will notify photographers whose shots have been selected for the Valentine House display.

The photos will be used on the county’s website and social media pages. Some photos also will be considered for the county’s annual wall calendar that is distributed throughout the area.

This event is for kids 12 and younger.

Bait will be provided, and a limited number of fishing poles will be available for use. Participating anglers will be treated to free grilled cheese sandwiches. Registration will begin at 10:30 a.m., and fishing runs from 11 a.m. to 1 p.m.

Local author addresses retirement Holmes Beach author Dan Hazewski, of the recently published book, “Exit Right: Avoiding Detours and Roadblocks Along the Baby Boomer Highway,” will be at the Island Branch Library, 5701 Marina Drive, Holmes Beach, on Thursday Feb. 5, at 2 p.m.

His presentation, “Exit Right: Avoiding Crisis in Aging,” offers a humorous and interactive approach addressing many of the issues that may face us as we age.

Hazewski has been a financial planner for more than 30 years. He is a self-proclaimed “snowflake,” spending his time between Anna Maria and his Northern home in Upstate New York since 2002. The presentation is free and open to the public.
