Is a standalone parking lot, not as associated with a principal use, allowed in our LDC? No, it’s not an allowable use, whether it’s free, tips or paid. It’s not about money, it's
suggested revisions pertained to the section of the agreement that sets forth the city’s proposed terms and conditions.
When appearing before the Anna Maria Commission on Aug. 11, Falcione said he hoped to pres ent a water taxi proposal to county commissioners on Tuesday, Sept. 13. When contacted Saturday, Falcione said some of those details were still being finalized and the presentation would be delayed.

The city’s proposed interlocal agreement was first discussed on Aug. 25 and the city commissionrequested revisions were pre sented by Mayor Dan Murphy on Sept.
The Bradenton Beach City Commission will meet at noon on Thursday, Sept. 15. After general public comment, the commission will conduct a public hearing on the proposed re zoning of several residential properties in the Azure Shores subdivision, just north of Bridge Street, from R-3 (multi-family residen tial) to mixed-use (MXD).
Short noted the revised agreement addresses Commissioner Jon Crane’s request to strengthen the language per taining to the liability responsibili ties and the city being indemnified against any harm caused by the water taxi service. The agreement proposes the county’s contracted water taxi operator be required to carry a $2 million insurance policy.
The county’s proposed roundtrip water service would begin in downtown Bradenton, stop at the City Pier, the Bridge Street Pier in Bradenton Beach and then at the City Pier again en route back to downtown Bradenton.

Murphy told the commission he hopes to present the proposed interlocal agreement to Braden ton Area Convention and Visitors Bureau Executive Director Elliott Falcione within the next week or so. Murphy will then await feedback from Falcione and the county commission regarding the city’s proposed agreement and any modifications sought by the county.
Anna Maria to hold final budget hearing
The consent agenda includes special event permits for the Bridge Tender Inn’s annual Halloween party, the Bridge Street Merchants annual tree lighting ceremony in November and the Christmas on Bridge Street celebra tion and Holiday Boat Parade in December. The commission will be asked to authorize payment of a $21,415 invoice from M.T. Caus ley for building official and city planner ser vices, a $9,397 invoice from the city attorney and a $6,420 from Wapro for drainage check valves. Under old business, the commission will engage in further discussion about paid parking in city-owned parking areas. Under new business, the commission will discuss buying banners to place along Bridge Street during the holidays. Under attorney business, the commission will discuss an ordinance pertaining to a moratorium and regulations on golf carts, low speed vehicles and other mo torized means of alternative transportation.

We strongly believe this should be focused on service workers and eliminating traffic coming back and forth across the bridge. Anything going astray of that is OK, as long as the focus is on bringing people back and forth between downtown Bradenton,” Murphy told the commission.
The county hopes to begin its contracted water taxi operations in February.
Rezoning, paid parking, golf carts on Thursday’s agenda
The Bradenton Beach Community Redevel opment Agency will hold its second and final budget hearing on Thursday, Sept. 15 at 5:05 p.m. The CRA members will adopt its $741,744 2022-23 fiscal year budget. At 5:30 p.m., the city commission will hold its second and final budget adoption hearing and adopt the city’s $4.24 million budget for the 2022-23 fiscal year, and the 2.3329 millage rate to be used for the collection of ad valorem property taxes during the new fiscal year that begins Oct. 1.

Anna Maria revises proposed water taxi agreement

The Anna Maria City Commission will hold its second and final budget hearing at 5:30 p.m. on Thursday, Sept. 22. During the hear ing, the commission will adopt the city’s $11.4 million budget for the 2022-23 fiscal year and the 2.05 millage rate to be used for the collec tion of ad valorem property taxes during the new fiscal year that begins Oct. 1.
Bradenton Beach holding final budget hearings
During the Aug. 11 meeting, Falcione said the county hopes to contract a Florida-based water taxi company to begin water taxi service to and from the Island in February. Falcione said the initial service would initially feature two pontoon boat-like water taxis operating on Fridays, Saturdays and Sundays from 10:30 a.m. to 9:30 p.m. Falcione said the fare might be in the $8 to $10 range, but those details were still being worked out at that time.

Regarding the previous Gulf Drive South undergrounding project, Perry said there are still 33 utility poles that FPL needs to remove from the side streets from Sixth Street South to 13th Street South. Perry said the long-awaited removal of those poles was hindered by the presence of an unknown utility carrier that placed utility lines on the FPL poles without FPL’s knowledge.

million state appropriation that was previously supported by the Florida Legislature but was vetoed by Gov. Ron DeSantis earlier this year. The appropria tion was sought to fund a largescale undergrounding project on the north end of the city.
Perry said if the cost estimates hold true, the remaining budget ed funds could possibly be used for additional undergroundingrelated work in the CRA district that extends from the Cortez Bridge to Fifth Street South.

On Aug. 19, the Suncoast Wa terkeeper organization emailed a letter to FDEP compliance coordi nator Derrick Hudson, Boatwright, several other FDEP staff members and state legislators Jim Boyd and Will Robinson Jr.

“A recent visual observation from the water revealed that only the small portion of the mangrove for est contained within the inspection report was cleaned up. However, the extent of the trimming dam age was much more extensive suggesting that the investigatory measures taken by DEP have not been adequate to achieve compli ance,” the Suncoast Waterkeeper letter said.
MANATEE COUNTY – The Florida Department of Environ mental Protection (FDEP) has issued a warning letter regarding the mangrove trimming conducted earlier this year along the Aqua development shoreline.
FDEP inspections allege Coastline Tree Services did not fully comply with the state’s mangrove trimming and debris removal regulations.

ANNA MARIA – The city is reserving seven public parking spaces for periodic Sunday use by Island Players theater staff, cast members and volunteers. The reserved parking began on Sept. 11 and will remain in effect during the Island Players’ 2022-23 season on Sept. 18 and 25, Oct. 30, Nov. 6 and 13, Jan. 8, 15, 22 and 29, March 5, 12, 19 and 26, April 30 and May 7 andThe14.city commission unani mously approved the reserved parking on Sept. 8. During that meeting, Mayor Dan Murphy presented the commission with a map that illustrated the six regular parking spaces and the one handicapped space to be reserved for Island Players personnel.Murphysaid those spaces are already reserved for city staff Monday through Friday. The temporary Island Players parking signs will be placed at the designated parking spaces as needed on Saturday evenings and removed on Sunday eve nings, he said. Dashboard cards containing the city logo will also be provided to Island Players personnel.“Hopefully, this provides the Island Players with what they need, particularly on Sundays when we have a crowd looking
frequent visits from a persis tent student and a suspicious police lieutenant.

In response to a question posed by Commissioner Jon Crane, Murphy noted the re served parking spaces are not for theater patrons. Murphy said others who park in the spaces reserved for Island Play ers personnel will first receive a warning notice, but parking citations will be issued to repeat offenders.Whenaddressing the commis sion, Island Players President Sylvia Marnie said, “Over the years the parking situation’s gotten worse for us and unfor tunately, at the last play, three of our actors got tickets.”

The city of Anna Maria will soon begin levying an additional $85 fee on parking ticket fines that remain unpaid after 30 days. The initial fine for a parking ticket in Anna Maria will remain at $50 and the current $15 late fee will still be applied if the fine is not paid within five days. On Sept. 8, the city commission unanimously agreed to add an additional $85 fee to any parking fines that remain unpaid after 30 days. At that point, the unpaid fine will be turned over to a collection agency, which Mayor Dan Murphy said

The additional fee will take ef fect after the city secures the services of a collection agency that will take a percentage of the $150 in total fees and fines. Murphy told the commission the city’s uncollected parking fines have “skyrocketed” during the past three or four months, jumping from approximately 8% to approximately 20%. Regarding the additional $85 late fee, Murphy said, “It’s not meant to be punitive. It’s meant to cover our cost of enforcement.”

Loggerhead sea turtle Esther, who was satellitetagged on Coquina Beach on June 20 after nesting, continues to be a com petitor in the 2022 Tour de Turtles leaderboard, but she just can’t catch up with Waffles to regain her sixth place spot. Esther remains in the middle of the pack at seventh place, refusing to leave the area off the coast of Englewood where she has spent most of the past month. Esther has traveled 257 miles since the start of The Sea Turtle Conservancy’s 13th Annual Tour de Turtles race on Aug. 1. While impressive, Dobby, the current leader, has logged in over 800 miles, leaving our local girl some catching up to do. Esther is one of 15 turtles competing in her division, with the title going to the turtle that travels the most distance between Aug. 1 and Oct. 31, the end of turtle season. Esther, whose nest successfully hatched last month, is competing to raise awareness of light pollution, and is spon sored by Waterline Villas & Marinas and Mainsail Vacation Rentals.

National Estuaries Week is celebrat ed every year to showcase the value of bays and estuaries in providing for local communities. An estuary is de fined as an area where freshwater and saltwater meet. On the Gulf coast of Florida, estuaries provide habitat for over 70% of key recreational and com mercial fish species including snook, redfish, snapper, grouper and mullet. Estuaries also support a host of birds, dolphins and manatees. They are the main driver of the local economy, elevating property values and under pinning local economies. Habitats like mangroves and seagrasses help reduce erosion and storm damage, and add to the overall quality of life here in Florida.

While dolphins are not as likely as mana tees to be struck by boats, Wells said that about 5% of the dolphins that inhabit local waters show signs of boat strikes.

Most of those boat strikes happen in shallow water and are largely avoidable by maintaining a safe speed and being observant.“Aswimming dolphin is about 3 feet tall. Typically, if a boat comes by, they’ll dive to get below it,” Wells said. “If they’re in the seagrass meadows on Anna Maria Island looking for fish and they’re in 4 feet of wa ter and a boat comes by with a 2-foot draft, they have nowhere to go.”

“The works I’m showing now are a combination of etchings and water color,” Dean said. “When I first moved to Florida, I began combining etchings

HOLMES BEACH - Island Gallery West’s featured artist for September, Shirley Rush Dean, uses her skills as a lifelong artist and teacher to create works of art that are unique, blending multiple media and going where few, if any, have gone before.
Dean has a background that includes many years as a potter, oil painter and other media she enjoyed, but she says when she moved to Florida, she began using watercolors because the colors here are so bright, and painting in watercolor would allow her to reflect that brightness.

All of this said, Florida so far seems to be inoculated from any serious price reductions. There is a slight downturn in median selling price, but not as much as other areas of the country. Tampa was ranked ninth overall in July based on data received from Florida Atlantic University. The average home selling in Tampa was 58.5% more than the expected price. Fort Myers came in third and Lakeland was seventh. In addition, every city in Florida increased slightly from June to July.

According to the Core-Logic Case-Shiller National Home Price index for the year ending in June, prices rose 18%, down from 19.9% for the prior month. Most economists are saying the housing market has cooled in recent months and nation ally, existing home sales have fallen for six straight months through July.

However, Lei Wedge, a professor of finance at the University of South Florida College of Business, said she believes Tampa real estate prices have already peaked. She points out that statistical models often lag behind what is actually happening in the market. Not every finan cial guru agrees with this, and points to the large influx of buyers from out of state who will prevent prices from dropping as radically as we’re seeing in other parts of the country.

The other potential problem for buyers looking for mortgages in a changing mar ket are where the appraisals will come in. The appraisers and the lenders who hire them are very careful with their final ap praisal, which the mortgage amount may be based on. In an escalating market, it is sometimes hard for appraisers to project what the value of the house is without sales comps to support their numbers. In a declining market, it could work to the buyer’s advantage, depending on how the appraisers view and project the market. Either way, appraising is an art, not a sci ence, and appraisers almost always stand by their appraisal numbers, particularly for buyers who are putting down the mini mum amount of cash.

The blame here rests with higher mortgage interest rates, which is adding additional pressure on buyers when they attempt to qualify for mortgage loans. As of this writing, the fixed-rate mortgage av erage was 5.99%, looking like it will likely go over 6%. This is pushing 3% more than it was a year earlier, accounting for many

buyers to be hitting the pause button on homeKeeppurchases.inmindthat 6% is not a terrible inter est rate and should not in and of itself keep buyers from purchasing a home if they can qualify. Nevertheless, sellers are starting to think they may have missed their best oppor tunity to sell by waiting too long. The reality is that there is a slight downward movement in sale prices and the days of bidding wars and sellers getting over asking price are likely over. This doesn’t mean that sellers are still not making a lot of profit on homes they have owned for even three years, it’s just a little more competitive and adjustments to their marketing plan need to be addressed.
Missing the wave isn’t always a bad thing. It gives you a chance to reposition yourself and get ready for the next one. It’s impossible to predict mother nature or the real estate waves.

She was an active lifetime member of the Anna Maria Moose Lodge where she provided years of ser vice working and volunteering and met lifelong friends. Diane could often be found enjoying sunsets, a cold beer and Maryland blue crabs or leading the conga line on the dance floor. She was an avid reader, fascinated by the royal family and enjoyed mysteries and

9/2, 9:35 p.m., public urination, 5353 Gulf Drive. Two officers arrived at the trolley stop bench and observed a man sleeping on the bench. As the officers spoke to the man after waking him up, he went to the side of the bench and began to urinate in view of the officers and the public. The man was given a notice to appear, but was not

crime shows. Mom was a true practicing Catholic. Her favorite St. Anthony was always her sav ing grace when it came to finding her misplaced items - St. Anthony always came through! She will be missed most by her only daughter and best friend Megan RadzavageBratlee, whom she adored. She was blessed with three grandchil dren, Gregory, Colin and Julianna. She tolerated her son-in-law, Dean, although came to love him as a son. Diane was a lover of all animals, in particular her seven grand-pups. It gives us peace to know she is in heaven amongst the angels, with her husband, Greg, her mother, Anne, her brother, Steven, her cousin, Cathy, and her sister-in-law, Joan Marie.

9/4, 4 a.m., drug possession, 1800 Gulf Drive. While patrolling Leffis Key Preserve, two of ficers made contact with a vehicle parked in an area that is closed after 9 p.m. occupied by a male and female. The officers immedi ately smelled marijuana odor and asked the occupants to get out of the vehicle so they could search it. The officers found multiple containers containing a total of 16 grams of marijuana, a digital scale and plastic bags. The male driver claimed ownership of the marijuana and was arrested for possession of drugs and paraphernalia. The female passenger was released to her father and the vehicle was towed from the scene.

9/2, 4:30 p.m., Marchman Act, 100 Third St. S. The officer was dispatched to a man under the influence of alcohol stumbling down the street. The officer reported the man had slurred speech, bloodshot eyes and was al most falling down. A second officer arrived, and when they were helping the man to the police vehicle, he asked them to get him an other beer. The officers filed Marchman Act paperwork since the man was unable to care for himself due to his impairment. He was taken to Centerstone in Manatee County. No further action was taken by police.
The Florida Offender Alert System reports registered sexual offender Marvin Charles Bradley Jr. at 206 Church Ave.
9/1, 6:30 p.m., trespassing, 3200 East Bay Drive. After receiving a call from an employee at the Beach Cafe about a man cursing at customers, the officer made contact and told the man to leave the area. Less than an hour later, the officer was dispatched to Walgreens in reference to the same man causing a disturbance. The man ager asked the officer to trespass the man from the property for one year. After the man was told to leave, he came back intoxi cated and was difficult and uncooperative. On two separate occasions, the man yelled racial slurs and told the officer it was his constitutional right to say what he wanted. He was arrested for trespassing.

The easements will allow meandering sidewalks to be constructed in the same locations as the unpaved meandering paths currently located along Pine Avenue.
During the Sept. 8 meeting, Mayor Dan Murphy said the five properties for which the city has been granted ease ments were formerly part of the Pine Avenue Restoration (PAR) project that created me andering paths that veer away from Pine Avenue and closer to the buildings occupied by local
businesses. The new sidewalks will be installed in those same meandering footprints.
Murphy said one more ease ment is needed for the Duncan Real Estate property owned by Darcie Duncan, and that ease ment is in the KinganCommissionerworks.Robertsaidhewaspleased to have the easements in place that allow the city to install and maintain the new mean dering sidewalks on properties not owned by the city. The remaining portions of the new sidewalks will be installed in city-owned rights of way.
ANNA MARIA – Five of the six easements needed to install new sidewalks on privately owned properties along Pine Avenue have been secured. A sixth and final easement is pending.

Pine Avenue sidewalk easements granted
The new sidewalks will be installed along both sides of Pine Avenue as part of the Rei magining Pine Avenue safety improvements that are also expected to include new and upgraded crosswalks and new streetlights.OnAug.25, the commission decided the sidewalks will be constructed with permeable pavers rather than the rubber ized Flexi-Pave material pre sented as a possible alternative.
Murphy noted the easements
affiliated with the privatelyowned properties. Those prop erties are located at 210/212, 216/218, 306/308, 315/317 and 401/403 Pine Ave.

Learn emergency care for infants, children
The Center of Anna Maria Island, 407 Magnolia Ave. in Anna Maria, is offering an infant and child CPR and first aid class on Wednesday, Sept. 21 from 6:30-8 p.m. The class covers how to deal with choking, injuries and when and how to perform CPR on a small child. For anyone suffering from Parkinson’s disease, and their family and friends, The Center of Anna Maria Island is offering a free workshop to discuss the disease and how to manage its chal lenges through exercise and self-care. The workshop will help participants un derstand the disease and how exercise and other activities can help to improve quality of life and overall wellness. Pre-registration for the educational event is not required; partici pants are asked to simply show up at The Center, 407 Magnolia Ave. in Anna Maria, on Monday, Sept. 19 at 1 p.m. The workshop is provided in conjunction with the Neuro Challenge Founda tion for Parkinson’s.

The Key Royale Club Annual Labor Day Golf Tournament on Sept. 5 drew 48 golfers who played a combination of a scram ble/shamble, enjoying perfect weather and course conditions. Finishing first was the team of, from left, Art McMillan, Jackie Gorski, Quentin Talbert and Tom Nelson, with a score of 53, even par. Second place went to Kathy and David Johnson, Warren Stevens and Jon Pala, one shot back at 54. Diane Miller won the long drive contest for the ladies while Steve Vasbinder bested the men. On hole #3, Pat Olesen was closest to the pin (13' 2") for the ladies and Tom Nelson hit the pin, finishing 1' 9" away for the men, almost having to buy all the refreshments for the golfers. Pat Olesen continued her winning ways and won the putting contest with a play-off against Dan Hoversten II. Everyone enjoyed fried chicken, salad and dessert with their favorite beverage after the event.

Four age group leagues enjoyed the newly conditioned Center fields during the season kick off practices organized by The Center. With the fields split for simultaneous training and play, the en ergy at The Center felt like times of old.
