CORDS-8 ISSUES GUIDANCE IN CHARTING

EV PEACE AND DEVELOPMENT PLAN PALO, Leyte -- Cabinet Officer for Regional Development and Security (CORDS) for Eastern Visayas, Secretary Eduardo del Rosario, issued guidance to the Region 8 Regional Task Force-ELCAC in the charting of the 2020 action plan towards the realization of the collective aspiration of the people of Region 8 to attain inclusive and sustainable peace and development. Meeting with the RTF8 Cluster leads on February 19 at NEDA 8 Regional Office, Del Rosario who is also the Secretary of the Department of Human Settlements and Urban Development, as he went over the initial implementation plan of the various clusters and gave his comments for the improvement of the plan, showed the Cluster leads that he has full gasp of the mission and that he can lead and guide the Regional Task Forces to the right path in order to get to the vision of lasting peace and development in

the region. Among the guidance of CORDS Del Rosario is the full operationalization of the RTF8 Operations Center which is located at the DILG 8 Compound. The second floor of the building has a conference room, a radio and communications room, a work area for those on duty, and a dormitory for ladies and another for men. Another guidance is the establishment of a multi-advisory body for RTF8-ELCAC. Recently, SIPPAD, the Samar Island Partnership for Peace and Development, agreed to become an NGO member of RTF8ELCAC. To recall, EO 70 mandates that in the creation of Task Forces-ELCAC, the private sector, not only the government sector must be included to really attain the wholeof-nation approach.

Leyte PTF-ELCAC sustains implementation of life-changing program for former rebels TACLOBAN CITY -- The Leyte Provincial Task Force to End Local Communist Armed Conflict continues to move forward in the implementation of its life-changing program for former rebels. Governor Leopoldo Dominico L. Petilla, during the February 27 joint meeting of the Leyte Provincial Peace and Order Council and Leyte Provincial AntiDrug Abuse Council, disclosed that in one or two weeks, the egg-laying project for the Former Rebels will start at Sitio Limite, Daja Daku, San Isidro, Leyte. “Moreover, land preparations for planting of high value crops has also started,” Gov. You will also act as instruments in letting others know about the services of the government,” she said. The FR expressed willingness to help the government in its anti-insurgency endeavors. “As peace builders we must ready the minds of other FRs and assure them that there is nothing to be afraid of and that they won’t be harmed once they surrender,” he said. PNP launches P.U.S.O. to maintain peace and order, safety and security in Maasin City By: Ma. Rebecca G. Cadavos MAASIN CITY -- The Philippine National Police-Maasin City Police Station launched the Project P.U.S.O or the Public Information and Support to Operations held at Maasin City Integrated Terminal on Valentines Day. Project P.U.S.O. launched recently aims to fully involve the community through soliciting feedbacks, issues and concerns, among other information necessary for the maintenance of peace and order, public safety and security to

all community residents, PSSgt. Lunisa Obus said in an interview on Feb. 19. Ubos said it is anchored on the theme, “Together for Peace, Safety, Security and Development.” She said that a suggestion box was put in place at the city’s bus terminal where the audience during the launching activity filled up forms stating some issues and concerns they had observed and wanted to be solved within their area.

“The participants were asked to fill up forms where issues concerning their area that need to be solved, or any illegal activity they had observed, and were requested to put those in the box,” she said. For almost one week alone, the PNP gathered confidential reports, among other illegal activities from the public’s reports through the suggestion box, Obus reported. PNP-Maasin City Police Station is targeting schools, terminals, including Churches, among other public places, where suggestion boxes will be placed, Obus added. The Department of Interior and Local Government (DILG), Department of Education (DepED), the city government of Maasin, and other stakeholders including the Karancho, Modulators Action Group of Maasin City (MAGMA) attended the Project P. OPAV’s Serbisyong Malasakit Caravan serves 762 residents of Matuguinao, Samar TACLOBAN CITY -- The Serbisyong Malasakit Caravan of the Office of the Presidential Assistant for the Visayas (OPAV) went to Matuguinao on February 26 and was able to cater to the needs of some 762 grateful residents. The Serbisyong Malasakit Caravan, which is a one-stop-shop of government services that serves Filipinos in the far-flung areas, was held at the Municipal Covered Court of Matuguinao town, a landlocked municipality in the coastal province of Samar. This is very much in line with President Duterte’s EO 70, institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace. The said activity was participated by the troops of 801Bde, 87IB, Camp Lukban Station Hospital, and 1368th Dental Detachment, CLSH all of 8th Infantry (STORMTROOPERS) Division, Philippine Army, HTOG8 of Philippine Air Force and the other different government agencies such as TESDA,

DTI, PDEA, PCA, PNP, DSWD, PSA, PHILHEALTH, DA, DOH, DEPED, LTO/LTFRB, DILG, DAR, PAG-IBIG, DOST, PHILFIDA, BFP, SSS, DENR, BIR, OPCDA, and LGU Matuguinao, headed by Hon. Aran Dela Cruz Boller, the Municipal Mayor. BPHO urges Biliranons anew to take extra precaution vs dengue By: Mary Lailani P. Tupaz NAVAL, Biliran -- The Biliran Provincial Health Office (BPHO) through Eduard Estroso, disease surveillance officer, urges again Biiranons to be extra careful against dengue carrying mosquitoes. During the first quarter meeting of the Biliran Provincial Disaster Risk Reduction and Management Council (PDRRMC), Estroso reported a total of 197 dengue cases from January to February 14, this year. Naval, the capital town of Biliran recorded 75 cases followed by the municipality of Kawayan with 66 cases. Other dengue cases were reported from the towns of Almeria - 19, Biliran - 17, Culaba - 9, Cabucgayan - 6, Caibiran - 3, and Maripipi - 2. BPHO data showed that in January 2020, a total of 147 dengue cases were recorded which is higher compared to 139 recorded in the same month last year while in February 2019, a total of 159 dengue cases were also recorded. As of February 1-14, 2020, some 50 dengue cases were reported by the provincial health office. Pinabacdao Peace Builders pledge support to ELCAC

Cadavos MAASIN CITY -- The Philippine Statistics Authority (PSA) Southern Leyte Office is now preparing for the Census of Population this coming May 2020. In a meeting held with the members of the Provincial Census Coordinating Board, Provincial Chief Statistical Specialist Eutemio Llevado Jr. said that the statistics department will be hiring more than six hundred teachers as enumerators. “We will be conducting an orientation this April 2020 for the teacher-enumerators in preparation for the coming national census which will start on May 4, this year, “ Llevado disclosed during the meeting held recently at the Provincial Boardroom here. Though, there will be additional enumerators that will also be hired, he said. “More than one hundred enumerators will also be hired that are non-teachers.” Southern Leyte has a total of five hundred barangays, those bigger barangays will have more than one enumerator, Llevado added. Llevado reported that in 2015, the province of Southern Leyte has a total of 421,750; Eastern Visayas has a total population of 4,440,150 while the Philippines has 100,981,437 total population of the same year. Pinabacdao, Samar -- The Local Peace Engagement Cluster of the Samar PTF-ELCAC initiated a Round Table Discussion with the peace builders of Pinabacdao town on February 22. The said discussion is an effort of the cluster to establish an insurgency-free community. Pinabacdao Mayor Teodorico Mabag explained to peace builders that through the Whole of Nation Approach, the different services of governmental agencies are brought closer to the people. “Slowly but surely, the government is addressing the different concerns of the community especially those from far-flung barangays,” he said. Mayor Mabag also shared that through the Provincial Government and the PTF-ELCAC, a Peace and Prosperity Village will be put up in Brgy. Catigawan, Pinabacdao, Samar. “The village will have 200 units for occupancy of former rebels. This makes the services of the government more accessible to the community,” Mabag said. Ms. Alma Austero, Provincial Social Welfare and Development Officer disclosed that per the orientation conducted, the main issues that were

raised were lack of access road, lack of classrooms and day care center as some were previously damaged by typhoons and lack of capital, farm tools and farm equipment. Ms. Adelfa Gadin of the Office of the Provincial Agriculturist, advised the peace builders to organize a farmer’s association and have it registered. Ms. Gadin said,”The benefit of this is that you can request for farm tools and farm implements from the LGU once you have legitimate organization. You can also request for training on vegetable production and fertilizer production.” Engr. Enrico Banario said that through TESDA, he is willing to provide skills training to the community. The courses in demand were dressmaking, and organic vegetable production. However, Engr. Banario said that he will check if the courses selected are aligned with the Barangay Development Plan. Ms. Austero also shared to the peace builders the different benefits offered by the government that former rebels may avail of such as those from the E-CLIP Program and the provision of the Provincial Government of home lots and farm lots.

NAVAL, Biliran -- In line with the national Civil Registration Month this February, Philippine Statistics Office (PSO)-Biliran and all the eight Local Civil Registrar Offices of the province of Biliran laid out activities for their clients to avail. PSA-Biliran led the monthlong celebration with activities such as the symposium on civil registration and civil registration quiz in the different secondary schools from January 27 to February 10, and On the Spot Poster Making Contest on February 12. The Provincial Civil Registration Quiz battle of the champions is set on February 18 to be held at the BiPSU Hostel in Naval. The activities for PSABiliran continue until February 21 for the judging of Bench Yell Competition on Civil Registration with competing high schools students. The Essay Writing Contest on Civil Registration with college students competing will follow. Meanwhile the eight Local Civil Registrar Offices in the province of Biliran are to conduct a simultaneously free registration on February 20 of those who have no birth certificates or late documents to senior citizens; and incoming Grade 1 pupils, first year high school and college students. Catbalogan City -- The 8th Infantry Division, Philippine Army demilitarized 215 Captured, Confiscated, Surrendered and Recovered (CCSR) firearms and explosives on February 25, 2020 at Camp Lukban, 8ID Philippine Army, Maulong, Catbalogan City. By demilitarization, the army meant the cutting of specific parts of the firearms using a metal bond circular saw. This will be followed by burning all parts of the weapon by a technically skilled personnel.

BORONGAN CITY -- Sulat Vice-Mayor Amado Amigo, president of the Vice-Mayors’ League of Eastern Samar, vowed to champion Freedom of Information (FOI) in the local government units (LGUs) in the province. At the PCOO Roadshow and Transparency Caravan on Feb. 18, done at the Eastern Samar State University (ESSU) Borongan Campus, Amigo accepted the challenge posed by PCOO Asec. Kristian Ablan. “I am the President of the Vice-Mayors League, I will convince my colleagues to pass an ordinance, “ Amigo told Ablan while he sat in the audience with Can-avid Vice Mayor Vilma Germino. Ablan said that in Samar, it is only Northern Samar that has passed the FOI ordinance while in the province of E. Samar, only Borongan and Guiuan have FOI ordinances. Vice-Mayor Germino just nodded to show assent.

The PCOO Roadshow targeted local government units to solicit their support to the FOI. Asec. Ablan said that it is important for the LGUs to have their own FOI ordinance so that there will be transparency in the government’s transaction and operation. The FOI ordinance also seeks to elicit trust in the government. The FOI program is a product of Executive Order Number 2 issued in 2016 operationalizing in the executive branch the right to information and the policy for disclosure and transparency in public service. MAASIN CITY -- The Salvacion Oppus Yniguez Memorial Provincial Hosptal (SOYMPH) in barangay Dongon, this city, has provided an isolation room for those seeking consultation on mild sore throat, fever, common cold, and cough. These respiratory ailments have no cause for concern in ordinary times, but under the shadow of the Coronavirus Disease 2019 (COVID-19), the Department of Health (DOH) made sure Level 2 health centers, such as SOYMPH, provide such a space. “This serves as the holding area while doctors examine the person before referring, when needed, to the Eastern Visayas Regional Medical Center (EVRMC) in Tacloban,” said Joewil Napuli, the designated spokesperson on COVID-19 at the provincial health office. Napuli said he went to a private wellness facility in the city right away when he was informed of a potential case, but the walk-in patient was no longer there on his arrival, having been transported already to the regional center. The quick referral was the right and proper thing to do, Napuli said. That person has since been discharged for having complied with the mandatory 14-day quarantine period, her health found in good condition.

DOH-Northern Samar intensifies efforts vs dengue By: Ailene N. Diaz

CATARMAN, Northern Samar -- The Department of Health in Northern Samar is intensifying its information campaign efforts against the spread of dengue. This is in response to the latest report of 112 dengue cases recorded for the period January 1-28, as disclosed by Dr. Rommel Francisco, DOH Provincial Officer in a PIA radio program. The dengue cases came from 17 out of 24 towns of Northern Samar, namely: Catarman (Capital town), Mondragon, San Isidro, Capul, Palapag, Lavezares, Pambujan, Allen, Biri, Bobon, Laoang, Rosario, San Jose, San Roque, Catubig, Lope de Vegas and Silvino Lobos. “Dengue fever and dengue hemorrhagic fever are acute viral infections that affect infants, young children and adults caused by Aedes aegypti mosquito bite, transmitted by a day-biting mosquito, and these mosquitoes lay eggs in clear and stagnant water found in flower vases, cans, bottles, old rubber tires, among others,” explained Francisco. “If a person shows signs and symptoms such as sudden onset of high fever, joint and muscle pains, pain behind the eyes, weakness, skin rashes, nosebleeding, abdominal pain, vomiting, dark-colored stools and difficulty in breathing, give him sufficient amount of water, never give aspirin for fever, and if symptoms persist bring the patient to the nearest hospital,” Francisco advised.

BORONGAN CITY -- The Eastern Samar State University (main campus) announced the winners of the 2020 Transparency Caravan Literary and Arts Contest. A series of competition was held as a prelude to the Transparency Caravan of the Presidential Communications and Operations Office (PCOO), said Student Affairs Dean, Dr. Jonas Palada. In the Essay writing contest about Freedom of Information, Nina Eunice Cebricus of the BS Biology class bested 16 other writers. Following her are Renan Carlim, BS Agriculture, as the 2nd prize winner while Mary Jane Cantos, BA in Political Science came in third. In the photography contest, Johane M. BORONGAN CITY -- The three bishops of Samar island vowed to lead the peace negotiations with the insurgents in Samar. During the 43rd Samar Island for Peace and Development (SIPPAD) assembly, Borongan City Mayor Jose Ivan Agda moved that the three bishops of the dioceses of Borongan, Calbayog and Catarman lead the peace negotiations. MAASIN CITY -- The Bureau of Fire Protection (BFP)-Maasin City Fire Station conducted an “Oplan Galugad” (Oplan Greyhound) at the Bureau of Jail and Management (BJMP)-Maasin City Jail on February 20, 2020. Senior Fire Officer 2 Sal Jacobe who was with the BFP team said that the day activity was in relation to MAmamayan Ayaw Sa INsureksyon (MAASIN) program of the BJMP. “We had yielded negative on contraband inside the city jail,” he said. Workers in Eastern Visayas receive second tranche wage hike By: Rey S. Perosa

TACLOBAN CITY -- Regional Director Yahya A. Centi of the Department of Labor and Employment announced on Tuesday the effectivity of the second tranche of wage hike through Wage Order No. 21 prescribing the new minimum wage rates in Eastern Visayas. On July 22, 2019, the said wage order was approved through “motu propio” increasing the minimum wage by P20 into 2 tranches, P10 from the first 6th months and another P10 thereafter. The board fixed the minimum wage to P325 for industries with at least 11 workers and above such as non-agricultural, wholesale or retail and services after conducting the sectoral wage consultations in cities of Ormoc, Maasin and Borongan and the provinces of Northern Samar and Biliran. Meanwhile, same wage increase was given to employees under handicraft and agricultural industries that pegged at P295. The Department of Labor and Employment Region VIII (DOLE-8) remarkably hit its target

of 1642 establishment subject for labor inspections in 2019. “In 17 regional offices throughout the country, we are in a compliance rate at 94 percent and a record-breaking for the region,” director Centi said. According to Centi, one of the indicators that the employers in the region are complaint is by giving out the 13th month pay amounting to P110 million for workers in year 2019. Centi added that DOLE is implementing online services in the region for the transparency on the implementation of program. This program eyes to employ 50 to 100 youths in the said municipality. Meanwhile, the DOLE Integrated Livelihood Program (DILP) and Tulong Pangkabuhayan (Tupad) were implemented in Sogod, Leyte and for some municipalities in Southern Leyte.

According to Ms. Marites S. Vinaz, chief LEO of So. Leyte, the office has allotted P4.1 million for the livelihood program by giving tools and training on how to plan, set-up, and start and operate the livelihood undertakings to 369 beneficiaries. The office, moreover implemented the Tulong Pangkabuhayan Program (Tupad) with 150 beneficiaries from various municipalities in Southern Leyte for 30 days. concern on the lack of access road saying that it remains to be the biggest challenge of the government. “The people in the uplands feel this problem. Having access roads will be a big solution to the different problems we face including peace and order,” Mayor Nacario said. Gov. Reynolds Michael Tan reiterates the submission of list of needed infrastructure projects in the municipalities/cities. “We will find a way to work on these projects, we may not do all these all at once but we will work on it to address the insurgency problems of the province,” Gov. Tan said. As to rebels surrendering, the governor also mentioned that aside from what the former rebels will receive from the different national line agencies, the provincial government will be giving P100,000.00 to regular members and P10,000 for the militia ng bayan members. There will also be a home and farm lots to be given to these former

Another guidance of CORDS Del Rosario is for RTF8-ELCAC to speed up the organization of Task Forces-ELCAC up to the barangay level. Secretary Del Rosario said he is happy with the accomplishment of RTF8ELCAC but more TF must be organized at the barangay level. So far, all the six provinces and all the sever cities in the Region have organized their Task Forces-ELCAC. Some 120 out of 136 municipalities have organized their task forces- ELCAC. The governor who is the Chairperson for the Leyte Provincial Task Force-ELCAC informed the participants that some 456 houses will be constructed by the National Housing Authority at the Peace and Prosperity Village for Former Rebels at the Leyte government-owned property at Sitio Limite, Barangay Gaja Daku, San Isidro, Leyte. Of that number, 262 house will be from NHA E-CLIP fund while the remaining houses will be from other sources like the Yolanda Rehabilitation Fund, Governor Petilla said. He added that DepEd has committed to construct a school building. The DILG has downloaded P5million for the Halfway House for FRs while also in the pipeline is the construction of a Multi-purpose Center and an Evacuation Center. The Governor is optimistic that these former rebels will not go back to the mountains for as long as the government will continue to assist them as they go back to mainstream society. “Let us keep them (former rebels) out of poverty. I am sure, they will not go back,” Governor Petilla said as he called on the stakeholders, not to relax, not to rest just as yet, as his wish is to see the FRs become middle class earners in two years time. To recall, on January 23, 2020, no less than President Rodrigo Roa Duterte led the distribution of E-CLIP benefits to some 262 former NPA members and Militia ng Bayan in San Isidro, Leyte. (PIA8).
