IATF AFFIRMS LEYTE'S WEARING OF MASK PALO, Leyte -- Leyte Governor Dominic “Mic” Petilla said he is happy that today, the national Inter-Agency Task Force (IATF) through Cabinet Secretary Carlo Nograles, announced that “Filipinos are now required to wear face masks or other protective equipment when leaving their homes to minimize the transmission of the 2019 coronavirus disease (COVID-19).” This is an affirmation of

the Executive Order issued in the Province of Leyte requiring Leyteños to wear mask and strictly observe frequent handwashing or sanitizing with the use of alcohol, Governor Petilla said. In an interview with PCOO Secretary Martin Andanar at the PCOO Network Briefing on April 1, Gov. Petilla intimated what measures, the province of Leyte is implementing to prevent the spread of COVID-19.

Farmers, fisherfolks not left out in government’s Social Amelioration Program TACLOBAN CITY -- Farmers and fisherfolks are not left out from the government’s Social Amelioration Program. The Department of Agriculture is implementing the Social Amelioration Program for farmers and fisherfolks pursuant to Republic Act No. 11469 or the Bayanihan to Heal as One Act, to provide financial assistance to low-income families who are affected by the Enhanced Community Quarantine (ECQ) implemented to mitigate the impact of the Corona Virus Disease 2019 (COVID-19) in the country. The Department of Agriculture in Region 8 through Mr. Francis Rosaroso, Chief Regional Information Officer for Agriculture and Fisheries, in an interview with the Philippine Information Agency via Suruswerte Ha PIA, disclosed that DA is implementing the SAP for

farmers and fisherfolks through three programs. The first is the cash assistance to rice farmers dubbed Financial Subsidy to Rice Farmers. As of April 13, some 3,977 farmers in Eastern Samar and some 1,283 farmers in Northern Samar have received the P5,000 cash assistance thru LandBank using cash cards of farmers issued last year. DA-8 is also implementing the Survival and Recovery Assistance (SURE) Program for Marginalized Small Farmers and Fishefolks. The masterlist for this P25,000 zero

Foremost to this is the wearing of masks. Governor Petilla said that COVID-19 could only be acquired through droplets coming from the carrier. Wearing mask can protect a person from getting the droplet. If a person accidentally gets the virus through his hand, the mask will hinder him from putting his hand to his mouth, eyes and nose, the Governor added. He said he is happy that the Leyteños are religiously following this directive. NPA continues to create chaos over COVID-19 pandemic in Northern Samar TACLOBAN CITY -- The troops of the 20th Infantry Battalion of the 8th Infantry Division, Philippine Army, while conducting community protection patrol in response to a report from concerned civilians on the presence of armed group, were fired upon by about ten (10) Communist NPA Terrorists (CNTs) at the vicinity of Brgy . NPA members snatch relief goods in Eastern Samar

Region 8 to have its own COVID-19 lab TACLOBAN CITY -- Region 8 will soon have its own laboratory capable of detecting COVID-19 at EVRMC along Magsaysay Blvd, Tacloban City. Department of Health Eastern Visayas Regional Director Minerva Molon disclosed the establishment of the lab is being worked out through the collaborative and collective effort of the DOH-Eastern Visayas, Office of Majority Floor Leader Rep. Martin Romualdez, Eastern Visayas Regional Medical Center (EVRMC), Tingog Party-list, Philippine Association of Medical Technologists (PAMET), the Province of Leyte for the use of the building and lot, and other agencies. Molon said she is happy with the progress in the testing accreditation process. Molon bared that the Proposed Regional COVID-19 Test Center has completed its self-assessment and risk assessment. About 80 percent of safety infrastructure requirements are done and 90 percent of the machines needed are available. The RT-PCR machine is also for delivery. DOH-8 is awaiting for the assessment team from DOH-Central, WHO and RITM to conduct an

on-site visit to check the correctness of self-assessment. “We are ready for 3rd stage laboratory accreditation,” Dir. Molon said. “We are also working for the signing of MOA with Leyte Province for the use of the building,” Molon added. Molon said one of the strategies of the Department of Health to combat COVId-19 is the establishment of subnational laboratories nationwide. Eastern Visayas region does not have a specialized molecular biology laboratory capable of performing biohazard tests like the COVID-19. Molon added that confirmatory testing for COVID-19 requires Real-Time Polymerase Chain Reaction (RT-PCR). Polymerase Chain Reaction or PCR tests detects the actual presence of the virus. It determines if an individual is positive with the virus even when he/she is asymptomatic. Hence, it is the gold standard in testing for COVID-19. “There are available conventional PCR in the region but not for COVID laboratory RT-PCR,” Molon said. “This is a highly technical

TACLOBAN CITY -- About 30 Communist NPA Terrorists (CNTs) swooped down at Sitio Bangon, Barangay Guinmayohan around 9 a.m. of April 7, 2020 and grabbed relief goods intended for the people. According to witnesses who refused to be named due to fear, barangay officials were distributing relief packs to the needy families when an NPA group led by Gavino Guarino aka Mael summoned some of the barangay officials and forcibly took away some of the relief goods. Because of this, there was a shortage of relief goods depriving beneficiaries of their share. Reports indicate that the CNTs are taking advantage of the COVID-19 crisis by locating relief distribution points where they can collect logistical supplies for themselves at the expense of the people. To recall, an armed skirmish occurred also on April 7, 2020 in Barangay Lakandula, Las Navas Northern Samar when people reported to soldiers the house-to-house forced collection of foodstuff by the NPA. Colonel Camilo Z. Ligayo, commander of 801st Infantry Brigade, condemned the unchristian act of the NPA saying, “This is a time to help our people and not to add to their burden. What the NPA did is pure robbery during the Holy Week. These terrorists who do not believe in God robbed the poor people of their food at this time of COVID-19 crisis.” “We condemn this dastardly act of the NPA in Northern and Eastern Samar, and we assure our people that your soldiers will bring these criminals to justice. PCOO radio programs enlighten public on SAP

PALO, Leyte -- The Social Amelioration Program (SAP) under the “Bayanihan to Heal as One” Act, will be implemented in Eastern Visayas and in all the regions of the country. This is the clarification provided by Regional Diector Marie Angela Gopalan of the Department of Social Welfare and Developmenr 8 (DSWD-8) amid questions and with several LGEs informing their constituents that their LGUs are not included. “Opo, lahat ng LGUs covered. The thinking here is to arrest or slow down the spread of COVID. So we encourage and assist needy citizens to comply with the government’s call for them to stay at home, “Director Gopslan said through a message sent to PIA Dir. Olive Tiu. To recall, the SAP has been the topic at PCOO Laging Handa Public Briefing hosted by no less than PCOO Secretary Martin Andanar. The SAP was also the topic of the Suruswerte Ha PIA radio program on Thursday over DYVL Action Radyo with Olive Tiu as

host and with Joshua Kempis of DSWD-8 as guest. Kempis said that in Eastern Visayas, the city and municipal social workers are currently being briefed and oriented regarding SAP, what it is all about, who are qualified and the process of implementation. DSWD 8 starts distribution of SAP emergency subsidy in Eastern Visayas TACLOBAN CITY -- The DSWD Field Office VIII has started distributing emergency subsidies under the Social Amelioration Program (SAP) that aims to help the poor sector of society to meet their basic needs like food to fight Coronavirus Disease 2019 (COVID-19). This was disclosed by DSWD Regional Director Marie Angela Gopalan at the Suruswerte Ha PIA TV program over ATV 24 hosted by PIA Director Olive Tiu. According to Febie Palines, 4Ps Provincial Link, some 300,425 families from 4Ps have started getting their P3,650 augmentation fund aside from their health benefits at P750 and rice allowance at P600 for a total of P5,000.00. While local government units are still processing the documents of some 60 thousand non-4Ps families, the Pantawid familes have started availing of the benefits since Saturday, until the last day of April, Palines said. In Eastern Samar some 91,388 families are entitled to benefit from the social amelioration program, but the LGUs are still sorting out the list of the most vulnerable sectors like senior citizens, solo parents, PWDs and those who need the assistance most. “The Pantawid families were immediately considered as their list is organized and ready,” said Palines. MAASIN CITY -- The Department of Social Welfare and Development (DSWD) has released the number of family-beneficiaries for the entire province of Southern Leyte who are entitled to receive funding assistance as provided under a new law. Target beneficiaries for the whole province reached 79,366 families comprising the total sum from 18 municipalities and one city, with the city getting 16,101 families as its share. “As a response to the COVID19 threat, our government has implemented the Bayanihan to Heal as One Act. This Act includes a provision for the delivery of Social Amelioration Program (SAP) to provide assistance to the families affected by enhance community quarantine,” the DSWD said in a statement. “To ensure that the budget allocated for the program is followed,” the statement further said, “attached here are the number of target beneficiaries for the SAP, as estimated and budgeted by the Department of Finance.” According to widely-published reports, the national government through the DSWD was empowered by the Bayanihan law to extend P5,000 to P 8,000 per listed recipient, the range

depending on the minimum wage by region, in which for Region 8 the financial assistance was pegged at P5,000. For Maasin City, Mayor Nacional Mercado reported in a Facebook post Friday that the DSWD regional staff conducted an orientation Thursday. “We learned that the allocation for Maasin City is only 16,101 families despite the estimated 20,000 families who are low income earners,” Mercado said. “As much as we want all our low income Maasinhon families to be part of the SAP, we are bound to follow the directives from the national government and follow the allocation they have provided,” Mercado further stated. Social Amelioration Program benefits 7,043 PUV drivers in Eastern Visayas By: PIA-8 TACLOBAN CITY -- The national government’s Social Amelioration Program for Drivers will benefit some 7,043 Public Utility Vehicle drivers in Eastern Visayas. This was disclosed by Land Transportation Franchising and Regulatory Board Region 8 Director Gualberto Gualberto in an interview with the Philippine Information Agency Region 8. The SAP for Drivers is a program of DSWD — pursuant to Republic Act No. 11469 or the Bayanihan to Heal as One Act — to provide financial assistance to low-income families who are affected by the Enhanced Community Quarantine (ECQ) implemented to mitigate the impact of the Coronavirus Disease 2019 (COVID-19) in the country, Gualberto said. Beneficiaries of the program include families of drivers of Public Utility Vehicles (PUVs), such as Public Utility Jeepneys (PUJ), UV Express (UVE), Public Utility Buses (PUB), Taxis, Transport Network Vehicle Services (TNVS), School Transport, and Motorcycle (MC) Taxis. These families will receive an amount of P5,000 to P8,000 depending on the regional maximum subsidy in their respective regions, Director Gualberto said. TACLOBAN CITY -- The second COVID-19 patient in Eastern Visayas who is a 63-year-old male doctor from Calbayog City, Samar, was released from the hospital here on Easter Sunday and was advised to do home quarantine for another 14 days. Ma. Rosario Juntilla, head of the Health Promotions Division of the Department of Health 8 (DOH8) said, after more than a week of being confined in the hospital, the patient was able to return home after his second swab test turned negative for COVID-19. Per advise of the Department of Health in the region, despite the negative test result, the recovered COVID-19 patient was also advised not to immediately report for work especially that the local government unit where his place of work is located had imposed an enhanced community quarantine. Meanwhile, the first confirmed COVID-19 patient from Catarman, Northern Samar with travel history in Japan has also recovered and was earlier discharged from hospital following two negative results. As of 3 p.m. today, Apr. 13, and based on the DOH new classification of cases, DOH-8 has reported a total of 293 suspected cases for COVID-19, of which 34 are currently admitted in referral hospitals in the region while 259 are in home isolation. Leyte extends quarantine period to April 30 By: Consuelo B. Alarcon

PALO, Leyte -- Leyte Governor Leopoldo Dominico L. Petilla on Tuesday has announced the extension period of the General Community Quarantine for the province from April 17 to April 30. Governor Petilla, who chairs the Leyte Inter-Agency Task Force for COVID-19 said, the extension materialized following a unanimous approval of the members of the task force during the 4th IATF Meeting to prevent the spread of COVID-19. “As long as cases in other regions are increasing everyday, we still need to continue this by enhancing travel restrictions in our borders,” Petilla said. Although there is no reported COVID-19 case yet in Leyte, the governor reiterated the importance of wearing face mask in public places to avoid being infected by the virus. He also said that if a local transmission will be reported

in the province, an enhanced community quarantine could be imposed. Petilla appealed to Leyteños of their continued support, cooperation and patience. The decision of the Leyte IATF came following a statement from the Health Emergency Management Office of the Department of Health in Eastern Visayas stating that it is still premature at these days to lift the community quarantine imposed by the local government units in the region considering the local transmission in Tarangnan, Samar. As of April 15, DOH-8 has recorded four confirmed COVID-19 cases in Eastern Visayas with two recoveries (from Calbayog City, Samar and Catarman, N. MAASIN CITY -- The Provincial Inter-Agency Task Force (IATF) for Emerging Infectious Diseases (EID) decided to continue enforcing the Heightened Community Quarantine (HCQ), spelled out under Executive Order No. 22, to be effective for 15 more days after its coverage expires on April 15. The decision was reached in a meeting Monday, Apr. 13, presided by Gov. Damian Mercado and attended by member agencies from the national and provincial level who are at the frontline of the battle against the deadly coronavirus disease, including some private sector groups. Local chief executives from the different municipalities and city of the province also attended the IATF meeting held at the old DPWH function room building here in the city. The quarantine extension of the province is the subject of the new Executive Order No. 23, hard copies of which will be out expectedly on April 16, or a day after EO 22 shall have ended. During the lively discussion in review of EO 22 that was steered by Geraldine Maquilabit, provincial director of the Department of Interior and Local Government (DILG), most of the key provisions were retained, like travel restrictions, wearing of face masks, and social and physical distancing. The actual provisions of the ordinance will depend on the deliberations of the provincial legislators when the proposed ordinance is presented, Loreto said. The DILG call was issued following reports of discrimination against frontline workers, to include health professionals, police, military, essential services personnel, and government and non-government social workers. Leyte SP to pass ordinance on mandatory wearing of mask in public TACLOBAN CITY -- The Sangguniang Panlalawigan of Leyte is set to pass an ordinance for the mandatory wearing of mask in public in the Province of Leyte. This was disclosed during the Eastern Visayas Virtual Presser held recently with DILG Undersecretary Jonathan Malaya and some members of the local media. Usec Malaya reiterated the call of the Department of the Interior and Local Government (DILG) urging local government units (LGUs) to pass an ordinance requiring their constituents to wear face masks in public as a precautionary measure to combat the spread of COVID-19. In his response, Vice Governor Carlo Loreto said the wearing of mask in public is already a part of Governor Dominic “Mic” Petilla’s Executive Order placing the province of Leyte under General Community Quarantine, however, the Provincial Legislative Body will pass an ordinance as mandated by DILG. Following the resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID), DILG Secretary Eduardo M. Mercado on Wednesday has set a timeline to all Punong Barangays in this city to have a smooth processing of the Social Amelioration Program (SAP) for the residents affected by the Enhanced Community Quarantine (ECQ). In a gathering with all the 70 barangay chiefs and barangay treasurers, Mercado said, “All barangays will be given one week to process the SAP forms to be distributed by the barangay officials to affected families amid the Coronavirus (COVID-19) threat.”

Timeline April 13 (Monday) - All barangays are required to submit the list of qualified beneficiaries. April 14 (Tuesday) - The local Social Welfare Office will validate the list submitted and prorate allocations for each barangay. The two new COVID-19 female patients aged 56 years old and 32 years old are both from the municipality of Tarangnan, Samar and are co-employees of the second COVID-19 positive from Calbayog City, Samar. MAASIN CITY --The Department of Labor and Employment (DOLE) has acknowledged that most local government units (LGUs) in the province are compliant in submitting the needed papers in behalf of the informal settlers in their locality. “Fifteen out of 19 LGUs in the province have complied,” Marites Vinas, DOLE provincial director, told PIA when reached by her cellular phone this morning. The other four LGUs are still in various stages of completing the documentary requirements, Vinas added without giving specifics. Financial assistance to informal workers – tricycle drivers, vendors, daily wage earners, etc. – was spelled out under DOLE’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), in which the amount of P5,000 can be availed per individual concerned. TUPAD was also enshrined in Republic Act 11469, or the Bayanihan to Heal as One Act, as an emergency employment scheme to those workers who are badly affected by the strict quarantine orders now being imposed, provided they exert efforts to clean and sanitize their houses as a way to ward off the raging coronavirus disease. Maasin City’s PUMs, PUIs decreasing By: Ma. Rebecca G. Cadavos

MAASIN CITY -- Maasin City’s reported cases on Persons Under Monitoring (PUMs) and Patients Under Investigation (PUIs) showed a decrease in numbers from March 17 to April 1, 2020. Evidently, the number of PUMs recorded for March 17 at 214 showed an increasing trend on March 22 to 513, and a big decline for the next ten days with 25 PUMs as of April 1, Maasin City data showed. While for PUIs, which reported 15 cases for March 17, it declined to 7 as remaining cases until April 1. The declining number of PUMs and PUIs in Maasin City was the result of the 14-day home quarantine completion of the said individuals and the strict implementation of Executive Orders issued by Mayor Nacional V. Mercado on the preventive measures against the spread of COVID-19. The identification and management for travellers and public awareness campaign among the residents down to the barangay level were also some of the

contributor in achieving to flatten the curve for PUIs and PUMs in the city. Other preventive measures on COVID-19 threat include the implementation of curfew hours, both for minors and adults, installation of check points and setting up decontamination areas along the borders of Panan-awan and Pasay, suspension of classes and cancelation of events. Gorne MAASIN CITY -- Despite the lack of thermal guns, Barangay Health Emergency Response Teams (BHERT) in Tomas Oppus, Southern Leyte employ other means to get the body temperature and ensure people are fit to travel from their barangays. According to Department of Health Provincial Officer Dr. Verna Fernandez, the good practice of Tomas Oppus using the armpit thermometer to determine the body temperature of their constituents seeking Health Declaration Forms is an innovation. Dr. Fernandez clarifies that this is fine as long as health measure protocols such as disinfection of thermometer after every use, social distancing, and proper washing of hands are observed. Fernandez also noted that due to scarcity of thermal guns coupled with the high cost per unit, most of the local government units do not buy such basic health essential equipment. All of the 19 municipalities were recipients of at least ten thermal guns each distributed by the Provincial Governor Damian Mercado earlier. MAASIN CITY -- The local legislative board in the province has passed a resolution requesting the health department to accredit the Salvacion Oppus Yniguez Memorial Provincial Hospital (SOYMPH)“ in this city as sub-national COVID-19 testing center” equipped with enough testing kits. The main purpose was to conduct coronavirus test “to presumptively infected persons under monitoring (PUM) and patients under investigation (PUIs) not only in the province of Southern Leyte but also to the adjoining municipalities of the province of Leyte” that are very far from Tacloban. “Early detection of the virus is appropriate in order that corresponding medical or mitigating measures shall be adopted for those who are found positive,” Sangguniang Panlalawigan Resolution No. 244, which was discussed and issued during the March 23 regular session, pointed out. Copies of the resolution, primarily addressed to Health Secretary Francisco Duque, III, were furnished to Rep. Roger Mercado, and senators Emmanuel Pacquiao, Francis Tolentino, and Ronald De La Rosa.

The initiative of the provincial legislative body propped up during a media forum Tuesday attended by Gov. Damian Mercado along with heads of agencies such as DILG, provincial health office, disaster office, and lawyer Teopisto Rojas representing the provincial board. On the question of when the province could possibly have testing kits, Board member Rojas disclosed that the SP already passed a resolution that was earlier mentioned, citing the need for massive testing nowadays. For now, the only laboratory for the Visayas regions to determine results is the Vicente Sotto Medical Center in Cebu. For his part, Gov. Mercado said he was aware testing kits need matching machines to read samples taken from patients, whether negative or positive results, and if such kind of machine is available the province would certainly procure one. “Definitely, if there is a machine certified by the DOH (that can read swab specimen accurately), the provincial government is willing to purchase so we can make our own tests here,” Gov.
