DUTERTE HONORS SLAIN, WOUNDED SOLDIERS IN EASTERN SAMAR CLASH TACLOBAN CITY -- “Saludo ako sa iyo!” (I salute you) This was how President Rodrigo Roa Duterte greeted each wounded soldier belonging to the Army’s 14th Infantry Battalion based in Oras, Eastern Samar who are being treated at the Saint Benedict Hall of the Divine Word Hospital in Tacloban City. The President, on November 15, visited the seven wounded soldiers belonging to the Army’s 14th Infantry Battalion based in Oras, Eastern Samar and one police officer who was wounded in police operation. The President honored the soldiers, the youngest of who was 25 years old and the eldest was 30,

as he conferred on them the Order of Lapu-Lapu with the rank of Kampilan. It was learned that the Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extra-ordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy. Meanwhile, the Kampilan Medal is conferred on persons who were seriously wounded or suffered great loss of property as a direct result of their participation in such action. TACLOBAN CITY, Leyte -- Six years after super typhoon Yolanda hit Eastern Visayas, additional permanent housing units were turned over by the National Housing Authority to the beneficiaries in Eastern Samar and Samar. The ceremonial turnover of 10,835 housing units to nine local government units was witnessed by no less than Cabinet Secretary Karlo Nograles on Saturday in Cogon Village, Guiuan Eastern Samar which was part of the 6th Yolanda commemorative events. Nograles, chairman of the Inter-Agency Task Force Yolanda was very pleased to see this development. According to him, he is optimistic that by the end of 2020 all housing projects for Yolanda survivors will be completed and delivered as promised by the National Housing Authority. “Out of the 56, 640 targeted for Eastern Visayas, 34,140 have already been completed. TACLOBAN CITY -- The Calbayog City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) hopes to end insurgency and achieve inclusive and lasting peace through the Retooled Community Support Program (RCSP). The RCSP was designed for a corvergence team to immerse in a community in order to know first hand the conditions of the communities, where government workers themselves listen and take action to lessen the community concerns and problems. Lt. Col. Raymundo C. Picut Jr., Commanding officer of the 43IB, 8ID, PA, who recently attended the Convergence Meeting of the Calbayog CTF-ELCAC at Calbayog City, Samar said this is in support to the Executive Order 70 issued by President Rodrigo R. Duterte in order to institutionalized the Whole-of-Nation Approach in attaining inclusive and sustainable peace in the country. The said meeting was attended by the different Local Government Agencies such DILG, PNP, BFP, TESDA, DAR, DEPED, BJMP, and a representative from the City General Services Office. The said meeting aimed to get updates in the implementation of EO 70 towards achieving the goal of enduring peace in Calbayog City through cooperation and consultation among all agencies of the City government.

Bong Go groundbreaks housing project for Yolanda victims, pushes for long-term housing plan TACLOBAN CITY -- Senator Christopher Lawrence “Bong” Go took part in the groundbreaking and capsule-laying ceremony for the construction of the Primetown Housing 4 intended for survivors of Typhoon Yolanda in Brgy. Maribi, Tanauan, Leyte on Friday, November 8. In his message, Go expressed his appreciation over the project which sets to benefit families which lost their homes during the supertyphoon that struck the country back in 2013. “Today is indeed a momentous day for each and every one of us. We are all gathered here to witness the groundbreaking ceremony for the construction of more than 500 new housing units for those who lost their homes in the most unfortunate disaster in Philippine history, Typhoon Yolanda,” said Go. Go also recounted how he and then Davao City Mayor and now President Rodrigo Duterte came to the aid of the survivors after the typhoon in 2013. “Noong araw, pagkatapos bumagsak ang Yolanda, naroon kami ni Pangulong Duterte. Rumesponde kami kaagad, dala ang agarang tulong at assistance na pwedeng maiabot ng mga Davaoeños. Pina-deploy din niya ang kanyang police task force para matulungan ang mga lugar na naapektuhan ng bagyo na magkaroon ng kaayusan,” Go said. “Wala kaming hinintay o sinayang na oras at, mas lalo na, wala kaming hinintay na sukli. Ang sa amin lang, makatulong sa tao, lalo na sa oras ng pangangailangan,” he added. In the aftermath of the

catastrophe, Duterte and Go were among the first government officials to help and bring aid to the Taclobanons who were worst hit by supertyphoon Yolanda. Widely considered as the worst typhoon in Philippine history, Yolanda claimed the lives of more than 6,000 individuals, while more than 1,000 remain missing. It also caused $2.98 billion worth of damage on the country’s economy. Having witnessed how the residents gradually rose up from the tragedy, Go lauded their resilience, saying “Noon ko rin naramdaman na ang pusong Pinoy ay hindi agad-agad sumusuko. At noon ko rin nakuha ang dagdag na lakas na ipagpatuloy ang pagseserbisyo para sa mga Pilipino.” He added that they inspire him to serve Filipinos better as a senator. “Kaya hanggang ngayon, sumusuko man ang aking katawan pero susuungin ko pa rin ang

bawat sulok at iskinita sa ating bansa, makita lang kayo at marinig ang inyong hinanaing. Army identifies six soldiers who died at Borongan encounter TACLOBAN CITY-- The 8th Infantry Division identified the six (6) soldiers who paid ultimate sacrifice during an encounter with the New People’s Army (NPA) Terrorists at Sitio Bangon, Brgy. Pinanag-an, Borongan City, Eastern Samar in the late afternoon of November 11, 2019. Major General Pio Diñoso, 8th Infantry Division commander, said, the troops were conducting a military operation in response for the persistent reports from the civilians about the presence of CNTs in the area. While the troops were on their way to their rebels’ lair which is also being used as a bomb-making facility, they encountered the NPA terrorists who employed several improvised anti-personnel mines. Diñoso said these valiant soldiers who sacrificed their lives against the NPA who used landmines as an attack are: Sergeant Rex Jadulco; Corporal Ronald Go; Corporal Limar Banug; Private First Class Kent Loyd Agullo; Private First Class Junmar Buranday; and Private Charlie Del Rosario. The 8ID Commander said the National Democratic Front (NDF) including the Communist Party of the Philippines (CPP) and the NPA are signatories, bans the use of landmines which they have neglected, the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. In connection with the “Ottawa Convention” or “Mine Ban Treaty” that seeks to end the use of Anti-personnel Landmines (APLs) worldwide to

E. Samar guv strongly condemns the brutal killing of gov’t soldiers

BORONGAN CITY -- Eastern Samar Governor Ben P. Evardone condemned the incident that killed six government soldiers in Sitio Bangon, Borongan City on November 11, 2019. In a text message to PIA 8, Evardone expressed his grief. “The incident the other day in Brgy. Pinanag-an, Borongan City was very unfortunate, tragic and a clear act of barbarism,” the governor said. “Definitely, this will not sit well in our desire to attain just and lasting peace in Region 8 in particular and the whole country in general,” he added. But like the proverbial good soldier who remains relentless and determined, the governor is firm not to give up the quest for peace. “But this will not cow us or deter us from pursuing peace and continued on page 20 development in the region. must relentlessly mobilize all our resources not only to bring justice to our fallen heroes but to ensure peace, stability and development in the region.” To show his support to the fallen heroes, Evardone vowed to give assistance to the families of the soldiers by extending financial assistance. “As a token gesture of support to our fallen heroes, the provincial government of Eastern Samar will give P25,000.00 cash/ livelihood assistance to the families of the six casualties and P 10,000.00 each to the wounded, “ his message read. He then asked all the Estehanons to rally behind him and continue to pray for peace. “Let us not waver in our commitment and desire to attain peace and development in our land,” the governor concluded his statement. Airstrike in Las Navas in accordance with International Humanitarian Law By: Olive Tiu

TACLOBAN CITY -- The airstrike in Las Navas is in accordance with the International Humanitarian Law, contrary to allegations of groups associated with the CPPNPA, Major General Pio Q. Diñoso III, commander of the 8th Infantry Division of the Philippine Army based in Catbalogan, told the Philippine Information Agency. MGen. Diñoso underscored that the Armed Forces of the Philippines is the protector of the people and will never put the lives of Filipinos in danger. “The operation was planned meticulously and executed precisely to ensure that only the terrorist camp is destroyed in order to stop the bomb making activities of the NPA and also to stop them from further terrorizing helpless civilians,” Diñoso added. The NPA encampment, Diñoso explained, was a bomb-making camp of the terrorists. Bomb components such

as anti-tank mines, blasting caps, wires, etc., were found at the site. The lair was a hiding place of rebel terrorists after attacks on military bases and soldiers doing community protection patrols. The place was laced with booby traps of explosives not only fatal to foot soldiers but also to civilians. Moreover, Diñoso disclosed that the site was in an uninhabited part of the town, about 2 kilometers away from the nearest community of Brgy. Caputoan. Civilians were prevented by the rebels to go near. Besides, the precision bombs were released by pilots who have visuals of their targets to ensure no collateral damage is inflicted. Information about the NPA lair have been provided by nearby residents themselves who have been victims of extortion, threats and intimidation by these NPA terrorists, Diñoso said. (OPT/PIA-8)

BORONGAN CITY -- The 14th Infantry (Avenger) Battalion, 8th Infantry Division, (8th ID), Philippine Army found partners to push End Local Communist Armed Conflict (ELCAC) with former army servicemen. In the Former AFP Servicemen Summit held recently, the 14th IB gathered some 130 former AFP servicemen. Under the leadership of LTC Jasper Justito M. Pecson, commanding officer of the battalion, the 130 former AFP Servicemen(Retired/Discharged/ Separated) committed to help their former organization to support the fight to end insurgency. “We updated them on the current thrust of the AFP and the government as a whole to end the local communist armed conflict,” said Pecson in a text message. They were also reminded of their roles on peace and development in the province as former member of the AFP and also on nation building activities. The organizers also invited the different financial Institutions from Philippine Army Finance Center Producers Integrated Cooperative(PAFCPIC), Armed Forces of the Philippines Savings and Loan Association (AFPSLAI) and ACDI Multi-Purpose Cooperative to update them on the policies and services offered for the former servicemen to support their finances. The financial institutions also distributed early Christmas gifts to the attendees.

SOGOD, Southern Leyte -- The regional office of the Department of Social Welfare and Development (DSWD) will try to exert all efforts at making the third Listahanan project this year to be accurate. “We want the 2019 Listahanan to be perfect, for this will also be used for Philhealth, and for the unified ID system,” said Yvonne Serrano-Abonales, policy and plans division chief at DSWD regional office. At the press conference with local media Monday last week at Neguilan Resort, barangay Kanangkaan here, Abonales revealed that by the ending days this month up to the early days next month will be the scheduled conduct of the third Listahanan, and this week, the training of area coordinators is held. Listahanan or the National Household Targetting System (NHTS) in 2009 was the basis for enrollment of beneficiaries in the government’s anti-poverty reduction program, the conditional cash transfer, otherwise known as Pantawid Pamilya Pilipino Program or 4Ps. The second listing was done in 2015 and this year will be third, so those eligible to be 4Ps beneficiaries but still not covered before would be included this time. Abonales said the trained enumerators will be accompanied by active 4Ps parent-leaders and barangay officials when they go out to the field so that no one will be left behind. TACLOBAN CITY -- Something must be done for the youth and the students to become advocates of government programs, reforms and activities. The youth are most vulnerable to exploitation by the enemies of the state. They are being swayed into thinking that the government is oppressive. One such positive move is the conduct of Campus Peace Dialogue which has great impact towards building a conflict-resilient community. Spearheaded recently by the 46th Infantry “Peacemakers” Battalion, the conduct of Campus Peace Dialogue is part of the institutionalization of the whole of nation approach to end local communist armed conflict. Representatives from DepEd, BFP, PNP and AFP converged to conduct the Campus Peace Awareness Dialogue to the San Sebastian National High School students in Samar purposely to insulate them

from the deceptive propagandas and recruitment of Communist Terrorist Groups (CTGs) on the youth sector. Topics such as anti-drug awareness campaign and other related topics were discussed during the activity. The activity increased the awareness of students to inhibit themselves from engaging or participating in any activities involving communism in alliance with the CPP-NPA-NDF and from engaging in any drug-related activities. The concerted effort of the school management, the participants and the various agencies resulted to the success of the endeavor. The initiators went home with a smile on their faces hoping that they have increased the awareness of the students who are now ready to say No to insurgency and drugs. Lapinig, Mapanas towns of NorSamar create Municipal Task Force-ELCAC TACLOBAN CITY -- The local government units of Mapanas and Lapinig, both in Northern Samar, have organized on November 11, their respective Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC). In the same occasion, both Task Forces also passed their respective resolutions declaring the CPPNPA persona non-grata. The meeting which was held in Mapanas was attended by the members of both towns’ Municipal Development Council and Municipal Peace and Order Council. Before the creation of both Task Forces, the Regional Task Force-ELCAC 8 Situation Analysis and Knowledge Management Cluster presented the salient points of EO 70, Call to Action while the DILG-Northern Samar gave a briefing on Retooled Community Service Program and the role of the LGUs in the EO 70. The 803 Brigade presented the ECLIP while the 20th Infantry Battalion Commander gave a briefing on the Security Situation in Mapanas and Lapinig and its adjacent areas. Mapanas Mayor John Tejano and Lapinig Mayor Maria Luisa Menzon expressed their gratitude for the attendance of all government agencies concerned during the activity. Although, they were not able to place a Tarpaulin indicating the Resolution and statement declaring the CTG as Persona Non Grata, they promised to implement it as soon as possible. 20IB Commander will follow up said compliance. He said, the two awards were earned from the total of 180 Persons Deprived of Liberty (PDL) who finished courses from the Technical Education and Skills

Melissa who is a native of Alangalang, Leyte successfully made it to the national team after months of grueling try-outs conducted by the Philippine Track and Field Association (TAFA). Donning the national jersey is a dream come true for the track and field athlete. She is doubly happy that she will be competing infront of her countrymen. BORONGAN CITY -- The City Government of Borongan through Mayor Jose Ivan “Dayan” C. Agda launched a Free Transportation Program through an Electric Vehicle (E-Vehicle) for senior high school students, college students, Persons with Disabilities (PWDs), senior citizens, and tourists (local and international) in a test run on November 11, 2019. Agda had the test run to check whether the vehicle is durable. He added that the e–jeep is good for the environment and costs less on fuel. This kind of vehicle is safe as it runs only 40 kilometers per hour and has a Closed-Circuit Television (CCTV) and Global Positioning System (GPS) to know the location. He said this is the “First City-run” E-vehicle to transport the public, free of charge to different sectors of society. “This will be a game-changer throughout the country, because nobody ever runs a public transport for their constituents,” Agda added. Candido BORONGAN CITY -- To boost disaster awareness in the Province of Eastern Samar, the Eastern Samar State University (ESSU) hosted the 4th Nationwide Simultaneous Earthquake Drill (NSED) leading to Tsunami on November 14, 2019 at ESSU-Main Campus, Brgy. Maypangdan, Borongan City. Regional Director Henry Anthony M. Torres of the Office of Civil Defense (OCD), Regional Office 8 and chairman of the Regional Disaster Risk Reduction Management Council (RDRRMC) said the quarterly NSED aims to evaluate the effectiveness of contingency plans and protocols in relation to earthquake scenarios and other similar events. Torres said that it is now the right time to involve universities, considering that this University is well populated, and ESSU is facing the vast Pacific Ocean where the Philippine Trench is located, and vulnerable to tsunami. ESSU has 420 faculty members and staff and 6,700 students.

Engr. Jaime J. Voces, city disaster risk reduction and management officer (CDRRMO) said, “We should all be prepared always since earthquake strikes without warning, unlike the typhoon that we can prepare prior to landfall.” Engr. Voces added that Borongan is vulnerable to tsunami because Philippine Trench lies some 87.80 kilometers east of the city, that there is only 8 to 9 minutes to run to reach the higher grounds or evacuation areas. “That is why I encourage everyone that when earthquake drills are to be conducted, we must be serious, because this is for our safety,” Voces added. In his Message, Mr. Levi Nicart, assistant provincial disaster risk reduction and management officer (PDRRMO) said this drill is very significant to raise awareness for people to be guided on what to do during and after an earthquake. “We cannot predict when an earthquake will occur, so we must be ready,” Nicart added. Disaster Risk Reduction Management Office (IDRRMO) briefed the students and faculty members at exactly 9 a.m. about the pressing of the first alarm for one minute to signal that there is an ongoing ground shaking or earthquake. He stressed the need to practice the “duck, cover and hold.” “No one leaves the classroom, office or station yet. After this, a second alarm will be sounded to alert that there is approaching tsunami. This is now the time that we will commence or activate the evacuation plan of the University.” Based on the possible effects of a strong earthquake, this drill tested the community’s readiness, responsiveness, and capacity to assess and respond to various situations. These involved capabilities on Rapid Damage Assessment and Needs Analysis (RDANA), Incident Command System (ICS), Search Rescue and Retrieval (SRR), Emergency Medical Response (EMR), Emergency Communications and Management of the Dead and Missing, among others. Some 3,000 students, faculty and employees, eight Emergency Rescue Teams (ERTs) from Oras, Can-avid, SanJulian, Borongan, Maydolong, Balangkayan, Gen. ORMOC CITY -- Some 86 Calubian farmers and peoples organization members who were former supporters of CPPNPA-NDF completed the 90-day training of the More Income in Countryside (MIC) compact farming for high value vegetables and fruit crops production held in two sites with Techno Demo Farm in Sitio Kwarenta, Brgy. Jubay and Sitio Airport, Brgy. Casiongan, Calubian, province of Leyte, respectively. The beneficiaries were former members of an association affected by the communist-NPA-terrorist (CNT) in the 3rd District of Leyte but who returned to the mainstream society and the ones who surrendered last April 13 of this year. The project More Income in Countryside (MIC) farming in Leyte headed by Governor Leopoldo Dominico “ MIC “ Petilla focuses more on providing hands-on, season-long technology transfer trainings, technical

assistance , inputs such as quality vegetable seeds, garden tools, fertilizers and other farm needs. This aims to bring back the livelihood of many farmers through growing of high value vegetables and fruit crops. This livelihood training will also provide adequate knowledge and skills to former rebels in order for them to earn a decent and a more sustainable livelihood to become more productive members of the society. The closing ceremony was conducted on October 24, around 10 o’clock in the morning in Sitio Kwarenta, Brgy. Jubay, Calubian, Leyte. This was participated by the Jubay Farmers Association with 29 farmer-beneficiaries. At one o’clock in the afternoon, the closing ceremony was held at Sitio Airport, Brgy. Casiongan, Calubian, Leyte. GUIUAN, Eastern Samar, Nov. 9 (PIA -- Cabinet Secretary Karlo Nograles urged the young people of Guiuan, Eastern Samar to help save lives in the face of climate change. He urged the youth to teach their families make disaster preparedness a way of life. This, he asked them in his message during the 6th Yolanda Commemoration, a DRRM conference, with some 200 students in attendance. “Disaster preparedness must not only be the government responsibility nor an academic exercise, it should be a way of life,” the young Cabinet Secretary said. “Palala ng palala ang climate change, we need adaptation, mitigation to save lives.” Nograles is the Chairman of the Inter-agency Task Force Yolanda. “Knowledge and preparation are two most critical elements that can save lives,” he continued. The least he said are those least capable of dealing with life changes, lost are those who lose their love ones, and their properties, and least are those who receive government or any disaster response, last. “Let us reach out to the last community, let us capacitate them, empower them to be resilient.” He stressed that in any disaster, there is always the goal of ‘zero casualty’ like in Bicol, he added. Las Navas town in North Samar creates municipal task force ELCAC By: PIA 8 and NICA 8 TACLOBAN CITY -- The Las Navas, Samar Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC) was officially organized on November 6, 2019. The members of the Las Navas, Northern Samar Joint Municipal Peace & Order and Municipal Development Councils moved for the creation of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC). The LGU’s Outline in the creation of the MTF-ELCAC for Las Navas locally dubbed “Sumpayan Para ha Kamurayaw ngan Kauswagan,” which will serve as guide for the MTF’s core team and Punong Barangays, was also presented and adopted. Moreover, the Mayor issued an Executive Order for the adoption of the Retooled Community Service Program and the formation of the Core Team. Significantly, the MPOC and MDC made a Joint resolution also declaring the CPP/NPA/NDF Persona Non Grata. The joint meeting was attended by 110 participants composed of LGU officials, department heads, community development officers, Punong Barangays, NGOs and civil society groups led by Municipal Mayor Arlito Tan. He said that at present, there are seven core areas for evaluation for the SGLG, but there will be an additional three categories to be evaluated with the approval of RA 11292 such as youth development, health, and education. This is in addition to financial administration, social protection, business friendliness and competitiveness, tourism, culture and arts, disaster preparedness, peace and order, and environmental management. “As an officer of the League of Cities, I was asking for a gradual implementation of said law, even partial implementation so that we can also manage at the city level those additional core areas,” Mercado said. Housing programs for low-salaried government employees will also be made available.
