RTF-ELCAC 8 focuses convergence efforts in 38 priority areas

TACLOBAN CITY -- Focus on “conflict-prone” communities to end insurgency in the country. This was stressed by President Rodrigo Duterte during a joint command conference with the National Task Force to End Local Communist Armed Conflict and peace and security forces on November 18. In the case of Eastern Visayas, the Regional Task ForceELCAC and the various provincial and municipal task forces will focus on 38 barangays. These are situated in four provinces particularly, Samar, Eastern Samar, Northern Samar and Leyte. For Eastern Samar, there are three priority barangays in the municipality of Can-avid. For Northern Samar, there are eight barangays in four municipalities which are included in the target. These include five barangays in Las Navas, and one barangays each in the municipalities of Lope de Vega, Mapanas and Mondragon. For the province of Samar, 20 barangays in four municipalities and city, have been identified as priority areas. These include four barangays in Basey, one in Calbayog City, 11 in Calbiga, and four in Pinabacdao. For the province of Leyte, seven barangays in LGUs are the priority targets. These include four barangays in Baybay City, two in Mahaplag and one in Inopacan. Following the President’s instructions, the twelve clusters must focus their efforts in these barangays towards ending

Enlightened Talalora creates MTF-ELCAC, declares NPA persona non grata TACLOBAN CITY -- The members of the Municipal Peace and Order Council (MPOC) and Municipal Development Council (MDC) of the Municipality of Talalora in Samar headed by Mayor Rosabel O. Costelo, in a joint meeting on November 26, unanimously created the Talalora Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC), to insulate their constituents from the Communist Terrorist Groups. Aside from the creation of the Municipal Task Force, the joint meeting also passed a resolution declaring the CPP-NPA persona non-grata. These development came about after the Situational Awareness and Knowledge Management (SAKM) Cluster of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) and the 46th Infantry Battalion conducted

orientation on Executive Order 70, Call to Action, and Retooled Community Support Program (RCSP) to the members of the Municipal Peace and Order Council (MPOC) and Municipal Development (MDC) of the Municipality of Talalora. The SAKM Cluster of RTF-ELCAC 8 has intensified its efforts in educating and spreading awareness on CPP-NPA-NDF infiltrations to Geographically Isolated and Disadvantage Areas (GIDAs) like the island municipality of Talalora. Lt. Colonel Rhomel Langcauon, commanding officer of the 46th Infantry Battalion, recognized the determination of Hon. This could be glimpsed at the November 22 activity of the Peace, Law Enforcement and Development Support (PLEDS) Cluster of the Pinabacdao Municipal Task Force to End

Awareness Symposium” to the students of Quintin Quijano Sr Agricultural School (QQSAS) in Barangay Mambog, Pinabacdao Samar. The activity was a convergence of multi agencies aimed at helping the youth, specifically the in-school students, to refrain from joining movements that are connected with the New People’s Army. The information drive sought to enhance the awareness of the students/youth to prevent them from being exploited by the CTGs and to have a better future since they are one of the most vulnerable sector of our society. It was an occasion to enlighten the youth about the deceptions and lies of the Communist Terrorist Group (CTGs) that abuses the rights of the minors. More importantly, the activity was an opportunity to make the students realize that they have a active role in attaining peace and development in Pinabacdao. (PIA 8 with data from 46th IB)

Regional Campaign highlights E-CLIP Committees best practices in Eastern Visayas MAASIN CITY -- In support to Duterte administration’s strong drive against insurgency, the “MAmamayan Ayaw Sa INsureksyon” (MAASIN) program was created by the Bureau of Jail Management and Penology (BJMP). The said program is a “contribution-effort against insurgency recruitment of minors at school level,” Senior Jail Officer II Sergio Maglines disclosed. “MAASIN program is the brainchild of our Bureau chief JSupt. Rill Fabella Sonon, who serves both as the Maasin City Jail Warden and Southern Leyte Jail

Administrator,” he said. It is aimed to empower students and the youth as well to be active and responsible citizens, and eventually avoid incarceration. The said program was also created to enlighten the minds of schoolchildren to be patriotic , law-abiding citizens, God-fearing professionals and productive citizens, Maglines added. BJMP-Maasin conducted series of information campaign regarding the MAASIN program where Persons Deprived with Liberty (PDLs) expressed their regrets and remorse over the

crimes they had committed in an audio-visual presentation. The video presentation narrated the stigma and difficulties of living in a congested jail , and hoping that “somehow can convince the children to be law abiding citizens and avoid school-based communist related activities for their own future,” the jail officer said. The MAASIN concept is now officially included in the Peace and Order and Public Safety (POPS) Plan for the year 20202023 of Maasin City. The city government through Mayor Nacional Mercado

Tactical implan of CPP-NPA-NDF among documents recovered by the Army TACLOBAN CITY -- Among the CTG materials recovered after the surgical airstrike at Barangay Caputoan, Las Navas, Northern Samar, is a document that stipulates the plans, programs and activities that would be be undertaken by the red and white areas. This was revealed by Lt. Col. John Gullem, commanding officer of the 20th Infantry Battalion of the 8th Infantry Division. Lt. Col. Gullem said, it is important that the public is informed about the planned activities of the CPP-NPA-NDF so that they will not fall prey to their lies and deceits. The document entitled “Tactical Implan Ha Kontra-Pasista nga Kampanya”

(Agosto-December 2019) showed the implan is divided into two phases. It’s a NO to NPA as all LGUs in NorSamar 2nd Dist declare CPP-NPA persona non-grata TACLOBAN CITY -- It’s a 100 percent NO to NPA as all the ten local government units in the second district of Northern Samar have declared the CPP-NPA persona non-grata. This came to pass as the LGU Palapag, recently passed a resolution declaring the CPP-NPA persona non-grata. Palapag will soon create its municipal task force to end local communist armed conflict in the area. When it does, Palapag will join the other 2nd District of Northern Samar LGUs: Las Navas, San Roque, Gamay, Catubig, Silvino Lubos, Pambujan, Laoang, Mapanas, and Lapinig, that have heeded the call of President Rodrigo Duterte to end the five-decade communist insurgency in the country. The declaration which adopted the resolution earlier passed by the Sangguniang Panlalawigan of Northern Samar,

is a manifestation that the people of Northern Samar can no longer tolerate the intimidation, deceit, and extortion activities brought about by the CPP-NPA-NDF. It was learned that for 2019 alone, various atrocities/activities by the CPP-NPA-NDF were recorded. Among them are the: • Shooting incident on Army personnel conducting community works in Brgy. Quirino, Las Navas, Northern Samar on April 13, 2019; • Ambush on two (2) Army personnel while conducting a survey with the Corps of Engineers on the proposed road project in Brgy Catoto-ogan, Las Navas, Northern Samar on April 15, 2019; •The killing of Jay Raymunde, then a 10-year old who was lobbed by an IED in Brgy. San Miguel, Las Navas, Northern Samar on April 17, 2019; • Harassment on Army personnel conducting community support program in Brgy. San Francisco, Las Navas, Northern Samar on

April 23, 2019; • The killing of Hon. Apolinario Lebico, Barangay Chairman of San Miguel, Las Navas, Northern Samar on April 25, 2019; • Attack on Army patrol base securing Samar Pacific Coastal Road Project in Brgy. EJ Dulay, Laoang, Northern Samar on May 21, 2019; • Harassment on Poponton Detachment, Las Navas, Northern Samar on August 9 and 11, 2019; and • Series of anti-government demonstrations/rally utilizing women, children, elderly and PWD in the municipality of Las Navas, Northern Samar by the communist NPA front organizations like Katungod Sinirangan Bisayas-Karapatan, Northern Samar Small Farmers Association, SAGUPA, and APKLAS. Leyte town organizes Municipal Task Force-ELCAC TACLOBAN CITY -- One of the latest additions to the growing number of Municipal Task Forces to End Local Communist Armed Conflict (MTF ELCAC) in Eastern Visayas, is that of Leyte town in the province of Leyte. The Joint Municipal Peace and Order Council and Municipal Development Council meeting of the Municipality of Leyte moved for the creation of the MTFELCAC in Leyte, Leyte on Nov. 22, 2019 at the Municipal Training Center. The creation was done after being oriented by the RTF8 ELCAC’s Situational Awareness and Knowledge Management (SAKM) Cluster on EO 70 NTFELCAC, Call to Action, CPP/ NPA Infiltration, and about the Retooled Community Support Program (RCSP) by the Department of the Interior and Local Government. About 60 council members composed of LGU department heads, Punong Barangays, community service officers, Sangguniang Bayan members led by Vice Mayor Armando Ysidoro were present. Officers of the 93IB PA Bravo Company and PNP Regional Maneuver Force also attended the meeting. MLGOO Alejandrino showed the DILG’s 7-minute video presentation on the Retooled Community Support Program and gave a quick explanation on the role of the LGU in the implementation of the EO 70 at the municipal and barangay levels. BORONGAN CITY -- Eastern Samar Vice Governor Maricar Sison Goteesan together with DILG Provincial Director Visitacion Giva, and officers from the 14th Infantry Battalion and 801st Brigade led the distribution of E-CLIP (Enhanced Comprehensive Local Integration Program) assistance to 16 Eastern Samar Former rebels and Militia ng Bayan at the Provincial Governor’s Conference Hall, Capitol Bldg, on November 18, 2019. Of the former rebels, two received P 65,000.00 each (P 15,000.00 immediate assistance and P 50,000.00 livelihood assistance) while the other Militia ng Bayan received immediate assistance worth P 15,000.00 after completing the required processes. E-CLIP is one of the flagship programs of the Duterte administration that seeks to address social healing and national unity towards the higher objective of having just and lasting peace. It aims to provide social

equity to former members of the CPP-NPA-NDF and the Militia ng Bayan to reintegrate them into mainstream society. Unlike the previous government’s reintegration programs, the E-CLIP provides a wide array of benefits based on the particular needs of the former rebels and their families such as financial

assistance, shelter, education, skills training, healthcare and legal assistance through a convergence of various national and local government agencies. In her message, Vice Governor Goteesan who represented Governor Ben P. Evardone said, “We are happy that you decided to return to mainstream society, the government is ready to accept anyone who will surrender.” “These FRs are victims of circumstances and exploitation by the local communists whose desire is to grab political power at the expense of our indigent brothers and sisters. The local communist leaders deprived our people of the opportunity to improve their lives,” said Col. Camilo Z. Ligayo, Commander of the 801st Bde. Catubig town in NorSamar creates Municipal Task Force-ELCAC TACLOBAN CITY -- The Catubig Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC) was organized on November 18, 2019 with Mayor Galahad Vicencio as the chairperson. The organization of the Task Force was done during the joint meeting of the Municipal Peace and Order Council and the Municipal Development Council which was attended by about 85 Local government Unit (LGU) department heads, Punong Barangays, community service

officers, and Sangguniang Bayan members. Also present were Vice Mayor Dionesio Galit, MLGOO Fotunato Legarde, 20IB Battalion Commander LTC Juan Gullem, LGOO Malou Ortega LGOO of the DILG Northern Samar Provincial Office. MACROHON, Southern Leyte -- Several local government units (LGUs) in the province of Southern Leyte, and some individuals and an agency, received citations from the Department for Health (DOH) during the Provincial Health Summit held at Kuting Reef Resort in this municipality Tuesday, Nov. 26. They were cited in recognition for their efforts and contributions in pushing DOH programs and advocacies that promote the overall well-being of the people. “I am delighted that this year we are able to recognize some individuals and LGUs, inter-local health zones, and health workers who enormously contributed to the improvement of health status of our people,” Gov. Damian Mercado said in a written message read for him by Nap Regis, provincial board member, who is in-charge of the health committee. The governor’s message added: “Good health is the foundation for individuals to fulfill their potentials, for families to flourish, for communities to

prosper, and for the nation to thrive.” “We have great challenges and great opportunities ahead of us and with your help we will meet them,” Gov. Mercado further said. Aside from Board Member Regis, the occasion was also attended by provincial administrator Jason Calva, Philhealth Provincial Manager Misael Paigan, local Red Cross Administrator Jonas Maco, Dr. Feliciano John Matibag, provincial health officer, local officials or representatives of LGUs, and a number of health personnel. Gandara town in Samar creates Municipal Task Force-ELCAC after EO70 orientation TACLOBAN CITY -- The Municipality of Gandara is the latest Samar town to have organized a Municipal Task Force to End Local Communist Armed Conflict pursuant to President Rodrigo Roa Duterte’s EO70. Earlier, in February of 2019, Gandara passed a resolution declaring the CPP-NPA persona non grata. The creation of the Gandara Municipal Task ForceELCAC was done on November 21, 2019, during a joint meeting of the Municipal Peace and Order Council and the Municipal Development Council composed of the Sangunian Bayan members, Department Heads and Punong Barangays. Also in attendance was the 87th Infantry (HINIRANG) Battalion under the leadership of LTC Reynaldo Balido Jr., the commanding officer. Mayor Eufemio Oliva, in approving the creation of the Gandara MTF-ELCAC, underscored the need to unite the efforts of all stakeholders in addressing the root causes of the insurgency problem. He exhorted all the members especially the Punong Barangays, to actively take part in the implementation of EO 70 by also organizing their respective Barangay Task Forces. TACLOBAN CITY -- The Department of Social Welfare and Development 8 (DSWD 8) in coordination with some government and non-government institutions has started conducting series of activities on Tuesday, November 26, to commence the observance of the 18-Day Campaign to End Violence Against Women (VAW) observed from November 26 to December 12 of every year. With the theme, “VAWfree community starts with Me,” the kick-off activities were held at Barangay Sto. Niño, where the most number of cases of violence against women particularly wife physical battering has been recorded, and Tacloban City with the most number of same cases in the Eastern Visayas region. In this year’s observance, activities were focused at the barangay level with barangay officials, parents and women’s organizations as target participants, highlighting their roles in helping end VAW in their respective communities. The day’s activities included a motorcade around the city, followed by a forum on topics related to the campaign such as advocacy and prevention; protection, rehabilitation and reintegration, and; prosecution and law-enforcement. Topics on human trafficking were likewise discussed. In an interview with Carmela Pullantes, project officer and Lead Secretariat of the Regional Inter-Agency Council Against Trafficking and Violence Against Women (RIACAT-VAWC), she said, “Unlike in the previous years where

we focused on the partnership with other stakeholders, this year, we targeted the barangay constituents particularly in this barangay where most cases of violence has been recorded.” Pullantes added that other activities are also lined up for the 12-day campaign such as regionwide radio guestings, press conference and school-based campaigns so as to intensify awareness on this menace, as well as learn on the government programs and interventions geared towards addressing VAW problems. Leyte Provincial Prosecutor Arlene Cordoves in her statement said, “As member of the RIACAT Task Force, our office is actively coordinating with other concerned agencies particularly on the aspects of complaints and prosecution.” She added that there is a need to intensify the campaign at the barangay level for them to have full awareness of the program, and likewise disseminate to other people on what to do whenever someone is subjected to abuse whether at his/ her own home or anywhere in the community. Espina, Jr. of the Lone District of Biliran to pass a bill converting the municipality of Naval into a city. The local government unit of Naval cited Section 450 of the Local Government Code of 1991 now superseded by Republic Act No. 9009 of June 2001, authored by the late Senator Aquilino Pimentel for the possible conversion of the town. Naval’s Resolution No. 80 stated, RA No. 9009 requires municipalities to become cities if they locally generated income of at least P100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance; and a population of at least 150,000 as certified by the Philippine Statistics Authority or a contiguous territory

MAASIN CITY -- The Department of Information and Communications Technology (DICT) held a ceremonial launching on “free wi-fi for all” in Maasin City at Maasin City hall, November 20, 2019. Asec Felino O. Castro V in his message said that DICT is targeting to install 34 Wi-Fi sites by the end of this year and a total of 1,078 sites throughout the province by the year 2022. “For now, we prioritized Maasin city hall, public plaza and the city gym with free wi-fi connection,” Castro, said. Other places targeted for the free internet access are state universities and colleges, government hospitals and rural health units, public schools, public plazas and parks, bus terminals, among other public places. On the other hand, Sangguniang Panglungsod (SP) Committee Chair on Information and Communications Technology Atty. Jezzene Gail Paler-Acasio disclosed that the said program will not only benefit students who

Two apprehended CTGs confess of being tasked to implant IEDs along path of govt troops TACLOBAN CITY -- The 20th Infantry Battalion, while conducting combat patrol at Barangay Henogawe, Gamay, Northern Samar on November 17, 2019, apprehended two persons carrying improvised explosive device and a caliber 45 pistol with one magazine loaded with six rounds of ammunition. The troops identified the suspects as Agosto Baldoza @ Allan and Ricky Capoquian, both residents of said barangay. Baldoza was identified by the operating troops as he surfaced on August 3, 2017 and surrendered his M14 rifle. However, he returned to the NPA in October of same year. He admitted that he was

CATARMAN, Northern Samar -- The Provincial Veterinary Office (PVO) of Northern Samar conducted an information campaign and consultative meeting on African swine fever (ASF) disease at Casa Miguel, Brgy Lapu Lapu, Catarman on November 20, 2019. Acompaniado said the provincial government has implemented precautionary measures to prevent the possible entry of the African swine fever in the province. He said PVO has strengthened the inspection and monitoring of frozen and processed pork products that are coming in to make sure these products are still fit for human consumption. He explained that shipments of live animals with incomplete shipment documents appearing healthy upon inspection will be held within 24 hours to complete required documents, otherwise, the shipper will be ordered to return. Likewise he said shipments with dead or sick animals with incomplete shipments documents shall be confiscated and disposed of accordingly by apprehending officers. The veterinary officer informed that consultative meetings were conducted with commercial and backyard raisers, meat dealers, butchers, meat shop owners, and local officials to prevent its entry. AN REHIYON OCHO YANA November 16-30, 2019 TESDA-8 promotes Dual Training System thru school-industry partnerships TACLOBAN CITY -- Over a hundred participants composed of representatives from Technical Vocational Schools (TVIs) and private companies/establishments in Eastern Visayas attended the Industry Forum on Dual Training System (DTS) conducted by the Technical Education and Skills Development Authority – Region VIII (TESDA-8) on Nov. 11 at the Ritz Tower de Leyte, this city. Regional Director Dante Navarro of TESDA-8 said the forum was a venue to encourage all industries as well as TESDAaccredited schools in Eastern Visayas to venture into this kind of partnership for the DTS implementation in the region. “We try to encourage our industry partners and at the same time our school providers to have a partnership wherein there will be an in-school training, at the same time in-plant training, theory muna and then practical training,” Navarro said. Navarro said the combination, which is different from its regular programs, will be able to

training and the distribution is 40 percent in school (theory) and 60 percent in the industry (in-plant training),” Navarro added. If a company is in the welding business, partnering it with the school offering welding course will be the best match for the school-industry training, he said. “Ang kagandahan nito, may training allowance, aside na scholars sila, which is 75 percent of the minimum salary in Region 8,” he added. Under the old IRR, only 30 percent is received by the trainees as their allowance while the institution retains 70 percent of the balance for their operational expense. DTS programs, which are now covered by TESDA’s scholarship slots, also offer daily training hours of eight hours and may be rendered from 6 a.m. to 10 p.m. only with no grave shifts. Navarro said once the school has already an industry partner, announcement to open the program for interested individuals will follow. The program, he said, is open especially to unemployed, at least high school graduates who aret 18 years old and above. To implement the DTS programs, TVIs and partner establishments have to comply the TESDA accreditation process as well as the documentary requirements which include among others, a Training Plan, Training Agreement and a Memorandum of Agreement of said partnership. Cadavos PALO, Leyte -- The National Nutrition Council 8 (NNC-8) on Wednesday has recognized Nutrition Champions in the Eastern Visayas region in an awarding ceremony held at the Oriental Hotel, this municipality. NNC-8 commended the exemplary efforts of the Local Government Units (LGUs), local chief executives (LCEs), nutrition workers, Barangay Nutrition Scholars (BNS) and local health officers for their dedication and commitment in the implementation of the nutrition-related programs in their respective area of responsibility. Recognized during the awarding ceremony were the LGUs /LCEs of Anahawan, Limasawa, Padre Burgos and Maasin City, all in Southern Leyte province; Caibiran in Biliran province; Gamay in Northern Samar and La Paz, Jaro and Dulag of Leyte province. The Municipal Nutrition Action Officers of Caibiran in Biliran and Hindang in Leyte were also acknowledged as Provincial Outstanding Nutrition Action Officers. Eight BNS throughout the region were also awarded as Best Provincial Outstanding BNS where Maasin City’s Rosita S. Acsibar was chosen as the Regional BNS who represented the region at the national search where she bagged third place. Acsibar brought a cash incentive in the amount of P20,000 from NNC-8. The coir, usually formed like a knitted mat, is often spread in eroded areas along mountains and plains to restore the richness of the soil and thus revive natural lush vegetation and greeneries of the environment. Coco husks, often considered a leftover, taken-for-granted waste material thrown everywhere after harvesting the coconuts, are sourced from coco buyers in other towns such as in San Francisco, Pintuyan, Libagon, Silago, Hinunangan, Anahawan, and other places, Acasio disclosed. With the sharing of the strategies of the government in addressing the five decade problem of insurgency, the government is now motivated that the members of the media would join the journey for the success of EO70. With barely months after the operationalization of the task force ELCAC all the 12 clusters have already showed some significant accomplishments. In the region, more than 100 advocacy campaigns were already conducted by the Regional Task Force to End Local Communist Armed Conflict.
