BORONGAN CITY -- In a statement posted on his official Facebook page, regional peace and order council chairman and Eastern Samar governor Ben P. Evardone condemned an attack against members of the PNP in Borongan City on December 13, 2019. According to Evardone, “the provincial government is appalled at the heinous acts of terror,” which claimed the lives of a policeman and a civilian. Five other policemen and four civilians were taken to the Eastern Samar Provincial Hospital after sustaining wounds from the firefight which happened at 2:30 PM in barangay Libuton. The civilians were onboard a public utility tricycle plying the Borongan-San Isidro, San Julian route. “We send our thoughts and prayers to the victims and their families at this incredibly difficult time,” Evardone’s statement read. The governor thanked the police and emergency personnel, “as well as the private individuals who put their own lives at risk to selflessly help and protect others.” According to him, the attack strengthens the provincial government’s resolve to bolster counterterrorism efforts and achieve real and lasting peace in Eastern Samar. TACLOBAN CITY -- The profound effort of the Pinabacdao MTF-ELCAC has gained very positive results by yielding 33 NPA surrenderers of armed members, Militia ng Bayan (MBs) Sangay sa Partido sa Lokalidad (SPLs), Underground Mass Organizations (UGMOs) and their mass supporters in the area. This was disclosed when the Pinabacdao, Samar Municipal Task Force-ELCAC headed by Mayor Teodorico Q. Mabag, convened its 2nd Retooled Community Support Program (RCSP) Summing Up meeting on December 9. The purpose of the Summing Up meeting was to update the MTF-ELCAC on the result of the RCSP team performance during the conduct of initial immersion in the town’s five barangays namely, Barangays Pelaon, Magdawat, Manaing, Layo and Canlobo to address the issues being exploited by Communist Terrorist Groups (CTGs). The said activity was attended by Hon. Teodorico Q. Mabag, Chairman of the MTFELCAC, LGU’s Department Heads, MSWDO, MPDC, BFP, PNP, SB Members, the five Barangay Captains, TESDA, Col. Lenart Lilena, 801st Deputy Brigade Commander and Lt. Col. Rhomel R. Langcauon,

Langcauon said that of the 33 surrenderees, four are regular NPAs, eight belong to the Milisyang Bayan (MB) and Sangay sa Partido sa Lokalidad (SPL) and 21 are mass supporters. Langcauon bared that the surrenderers are being assisted so they may be enrolled to the E-CLIP for former rebels. “The DSWD and the DILG just finished the profiling last werk,” Lancauon added. The RCSP Teams of Pinabacdao has commendable performance in delivering the basic social services in its contituents. To recall, the Pinabacdao Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC) held the first ever Community Support Program (CSP) summing up meeting in Samar sometime in October. In the meeting, the briefing on Primary and Secondary Issues identified in the barangays resulted to the transcript of their ideas about the dimensions of the issue and what can be done to solve the problems and preserve the strengths that provides the basis for subsequent planning that will yield to a positive result in order to transform these affected areas to a conflict-resilient and develop community. Archie Francisco Gamboa on December 15 awarded Pat. Mark Jerome Rama (posthumously) the Medalya ng Kadakilaan at the Eastern Samar Police Provincial Office. Rama’s remains lay in wake at the Eastern Samar Police Provincial Office and will be transferred to his hometown, Brgy. San Eduardo, Oras. Eastern Samar. The pregnant widow, Aileen, of the late patrolman Rama received the citation, while Gamboa placed the medal on top of the coffin of the slain policeman. In a statement to the local media, Gamboa said that the police extended some financial help to the family. “Nandito kami para tulungan, although hindi naman talaga mababayaran ang buhay ng pulis namin,” said Gamboa. He also asked the media to tell the people that what the NPAs are doing “hindi maganda.” He called the NPAs terorista. He also said that he is willing to help the widow. He added that Josephine, mother of Rama requested that the two siblings of Rama be admitted to the police force. “Nakita niyo naman kahit na may nangyari, they are still willing to serve,” Gamboa said. It will be remembered that on December 13, some NPAs ambushed the patrol car of the Dolores Mobile Force by using improvised explosive device in Barangay Libuton, Borongan City. Before the creation of the MTF-ELCAC, the members were briefed on Executive Order No. 70 by the representatives of the Situational Awareness Knowledge Management (SAKM) Cluster of RTF-ELCAC 8 led by Deputy Regional Director Eustacio Bacabac of the National Intelligence Coordinating Agency 8 (NICA-8). BRGY. PAMIGSIAN, Bontoc, Southern Leyte -- Personnel of the Southern Leyte Police Provincial Office (SLPPO) led by Police Col. Nelson Eucogco, provincial PNP director, trooped to this hinterland location on Thursday to deliver basic services the people badly needed. The activity, which was labeled “Gasa gikan sa Pulis Kasaligan (Gift from your trusted police) Outreach Program,” brought a team of private and public doctors to perform operation on circumcision or “tuli” for boys, and medical-dental consultation including tooth extraction, all free services, including medicines. The private physicians who responded to the PNP’s invite included Dr. Wenceslao Rich, Dr. Eutemia Bacus, and Dr. Joselito Trumata, while the public doctors were Dr. Eva Padalapat, Bontoc Municipal Health Officer, and Dr. Elpidio Sibod assisted by nurses from the LGU and PNP. For their part, the police team came prepared: a PNP lawyer handled legal concerns, some officers rendered free haircut for kids

and adults, then by noon, food and gift packs were distributed for feeding the children. LAS NAVAS, Northern Samar -First Lieutenant Michelle Estares, the lone female officer of 20IB has been designated as Commanding Officer of the newly activated Delta Company in a ceremony held at Headquarters 20th Infantry Battalion on December 5, 2019. In accordance with the Philippine Army’s Force Structure, every Infantry Battalion is mandated to activate a Delta Company that will oversee the territorial forces in its area of operations. Hence, pursuant to General Order Nr 1343, Headquarters Philippine Army dated November 6, 2019, 20IB’s Delta Company is hereby activated effective November 1, 2019, and Bravo Company, 52IB is unfilled effective on same date. The nucleus of the newly activated Delta Company comprises the personnel and equipment of the aforementioned unfilled unit. Named as Delta “Daggers” Company, 1Lt Estares will lead the unit to provide command and

control (C2) to four (4) CAFGU Active Auxiliary Companies (CAACs) and 13 CAA Patrol Bases/Detachments deployed within the 2nd District of Northern Samar. Lieutenant Colonel Juan Gullem, 20th Infantry Battalion Commander said the designation of 1Lt Estares will strengthen the interoperability between the maneuver units and territorial forces. “In this changing operational environment, we should not just rely on the strength of our men, but also invest on the capabilities of women. A lady leading from the front, I therefore challenge 1Lt Estares to be resolute in the performance of her duties that the 20th Infantry Battalion, the 8th Infantry Division, and the Philippine Army as an institution can be proud of,” he added. 1Lt Michelle Floranda Estares is one of the few female officers to embark a career in the field. Organized by the 8th Civil - Military Operations (DANGPANAN) Battalion (8CMOBn) of the 8th Infantry Division, Philippine Army, the Symposium aimed to inculcate on the youth the culture of peace. LTC Mario Jose Chico, a retired Army officer and the convenor of Youth PH Guild, in his presentation, discussed the topics on Saving the Youth. It highlighted how communist terrorist groups (CTGs) infiltrate the youth and student sector to convince them to join the armed struggle. Senior Citizens of Borongan City to receive monthly pension By: Samuel D. Candido BORONGAN CITY -- Senior citizens of Borongan City who have not received the DSWD social pension will receive P250 per month, provided they are registered with the Office of the Senior Citizens Association (OSCA) of this city. According to City Mayor Jose Ivan ‘Dayan’ C. Agda, the city government will provide each senior citizen P250 per month retroactive from July to December, 2019. Agda added that the program aims to improve the living condition of eligible indigent registered senior citizens and protect them from neglect and deprivation. The target beneficiaries are 60 years old and above who are frail, sickly or with disability, with no regular income from family and relatives and without any pension from private and government institutions. Meanwhile, City Councilor Lyra Limbauan said the social pension of the city government is only for those senior citizens who are registered at OSCA, and do not receive subsidy from the national government through DSWD. She added that based on the OSCA data, there are some 6,339 registered senior citizens in Borongan City and only 2,228 are social pensioners from DSWD, so the remaining 4,111 registered senior citizens will benefit from this program of the city government. The 4,111 registered senior citizens will receive their cash payment during their Christmas Party. They will receive P1,500 each. Limbauan, who is the

MOTIONG, Samar -- The Municipality of Motiong, on December 10, through its Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) delivered basic services to its constituents. With the support and participation of the different MTFELCAC members, a peace and development caravan was conducted in Brgy. Canvais to reach out and bring government services to the people. The activity is part of the ongoing Retooled Community Support Program (RCSP) headed by Mayor Renato T. Cabael, who is also the Chair of Motiong MTF-ELCAC. TACLOBAN CITY -- The volume of chicken production in Eastern Visayas has increased by 32.4 percent during the second quarter of 2019. The production went up to 17,335 metric tons (MT) in the second quarter of 2019 from 13,097 MT in the same quarter of 2018. Eastern Visayas accounted for 3.6 percent of the country’s total chicken production during the second quarter and ranked eighth among regions with highest chicken production. The chicken population in Eastern Visayas as of July 1, 2019 stood at 3,140,048 birds. This figure was lower by 4.6 percent compared with the 3,291,860 birds as of July 1, 2018. All provinces contributed to the decline in chicken population except for Northern Samar and Biliran, which posted increases by 3.8 percent and 3.3 percent, respectively. Among provinces, Leyte recorded the highest chicken population at 1,808,531 birds, which comprised more than half (57.6 percent) of the total chicken population in the region. Samar ranked second with 433,040 birds accounting for 13.8 percent of the region’s total chicken inventory. Eastern Samar, meanwhile, registered the lowest inventory of chicken with 2.9 percent share or 90,070 birds. Among the type of chicken, layer chickens posted the highest growth of 14.3 percent, from the 428,206 birds as of July 1, 2018 to

Northern Samar was declared under a State of Calamity after Typhoon ‘Tisoy’ caused considerable damages to the province’s infrastructure, agriculture, including the electric poles, which caused power blacout in the whole province on December 2.

Former ‘drug users’ in Maasin City complete community-based rehab program

BILECO dispatched the 10-man team on December 5 with no less than General Manager Gerardo N. Oledan accompanying the team to Northern Samar to also assess the damages brought by ‘Tisoy’. BILECO also dispatched one manlift vehicle and one boom truck as part of the Power Restoration Rapid Deployment (PRRD) Task Force. Some electric cooperatives in the Eastern Visayas Region not heavily affected by Typhoon ‘Tisoy’ have dispatched linemen numbering to 100 including some logistical support to Northern Samar as of December 5.

PRRD Task Force is a volunteer service of the Federation of Rural Electric Cooperative in Region 8 (FRECOR 8) to mobilize their personnel and logistics to restore electricity to the affected electric cooperatives in the region, and bring back electricity to its member-consumer-owners. MAASIN CITY -- A total of 21 former drug dependents have successfully completed the three months rehabilitation activities and sessions in Maasin City under the Community-Based Rehabilitation Program (CBRP). “The three-month rehab program is a holistic approach facilitated by the city government of Maasin through the City Anti-Drug Abuse Council (CADAC),” city Health Officer II Dr. Francilisa I. Tan said. The said drug users who underwent the CBRP were employees of the city government of Maasin. “They underwent 24 sessions, every Fridays at the SP Session Hall extension room from 5 p.m. to 8 p.m.,” Tan said adding that these individuals who underwent the rehab process are still working with the city government. Some interventions included in the rehab sessions were lectures by the Philippine National Police, City Social Welfare Office,

NAVAL, Biliran -- The TESDA Biliran Provincial Training Center started on Wednesday, December 11, the Training Induction Program for Masonry NC I. The TESDA Biliran Provincial Training Center, which is a barangay day care center before, is located at the Biliran Provincial Capitol Compound in Calumpang, Naval, Biliran. “This is a way of bringing the government services nearer to the people,” Imelda C. Malatbalat, acting TESDA Biliran provincial director said in her message during the training induction program. She also told to some 25 trainees of the Masonry NC I to maximize their stay at the training center and avail of other training services to be offered by TESDA for the furtherance of their productivity. The Masonry NC I is a 16 -day training where the trainees will receive P60 per day within the duration of the training, free training cost and assessment and

This situation could have provoked insurgency, but Governor Mic Petilla was quick to come to the rescue by offering the government lot at Sitio Limite, Barangay Daja Daku, San Isidro, Leyte for the displaced farmers/ surfacing rebels, teaching them the rudiments of MIC compact farming. This uplifted the spirit of the poor dislocated farmers, opening their eyes to the fact that the Governor is sincere in helping them. Meanwhile, the military was also in the forefront in solving insurgency. Using his heart and his mind BGen Lope Dagoy exhibited a consultative leadership to solve the problem. He and his men/women in uniform coordinated with the proper agencies and followed what was best to do from the PSWDO and the E-CLIP Focal Person who were in direct contact with the clientele. With no holds barred the PSWDO and E-CLIP Focal Person are vocal and insisted on what is right and just let alone arguments to the contrary notwithstanding. It was not an easy task for the E-CLIP Committee. There were disagreements but at the end of the day, disagreements served as filters in sieving misconceptions, misinformation and the absent of know-how in effect. The consultant of the Governor in an informal conversation intoned that “it takes a General Dagoy to makes things happen” and if one may add, to make things happen correctly and with positive results. MAASIN CITY -- The local government of Maasin City now owns fogging machines after securing the much needed equipment in its fight against dengue. Through the initiatives of Maasin City Mayor Nacional V. Mercado, the city government recently bought three fogging machines through the City Disaster Risk Reduction Management Office (CDRRMO) as the procurement was categorized in response to calamities, it was learned. Earlier this year, the province of Southern Leyte was declared under a state of calamity due to alarming increase on dengue cases. According to City Health Officer Dr. Francilisa Tan, some 250 dengue cases were reported from January- December 2019 in Maasin City alone during the Local Health Board council meeting last Friday, December 6, 2019 at Mayor’s Boardroom, Maasin City. Upon learning that only two fogging machines from the Provincial Health Service Office were available to respond to the fogging operations needed across the province, Mayor Mercado immediately moved for the procurement of three fogging machines. Thus the agony for the long wait just to avail its services is over. Mayor Mercado further instructed City Health Officer Dr. Francilisa Tan to allow only those properly oriented health personnel to operate the costly fogging machines. “I want that only those health workers who are trained for the proper handling of fogging machines be allowed to operate these sophisticated equipment, “he added.

BORONGAN CITY -- The Pedro E. Candido Memorial National High School (PECMNHS) received a Plaque of Recognition as Brigada Eskwela (BE) Best Implementing School (Medium, Secondary School Category) on November 28, 2019 at the Philippine International Convention Center (PICC), Pasay City. PECMNHS is located in Hernani, Eastern Samar, named after the late Mayor Pedro E. Candido, Sr., who was the founder. Ms. Noemi A. Villarino, School Principal, of PECMNHS personally received the plaque from Undersecretary for Legislative Affairs, External Partnerships, and Project Management Service of the Department of Education (DepEd), Tonisito Umali. The school was awarded based on the expanded scope of work, mobilization of diverse and active volunteers, and generation

of resources under the Brigade Eskwela Program. The lady principal said that the school is the only awardee as Best Brigada Eskwela School Implementer in the entire Eastern Visayas Region of DepEd-Region-8. The nomination for the award started in the district level with 27 districts for Eastern Samar Division. Villarino was also cited for her strong leadership. The regional awardees were selected through a set of criteria to identify best school implementers under different categories such as: Scope of work – 35%, Diverse volunteer participation – 25%, General resources – 15%, Alignment to BE theme – 10%, Creativity and Innovation – 10%, and Increment of resources and volunteers - 5%. Cadavos MAASIN CITY -- A total of eight municipalities throughout Southern Leyte are National Performance Awardees for the 2nd Anti-Drug Abuse Council (ADAC) Awarding, according to ADAC Focal Person Blossom T. Escuyos of the Department of the Interior and Local Government (DILG) - Southern Leyte. In a meeting with the Provincial ADAC members in Southern Leyte held at the Provincial Board Room on December 4, Escuyos said these eight municipalities are Hinunangan, Liloan, Saint Bernard, Macrohon, Malitbog, Padre Burgos, Pintuyan and Silago. “There are a total of 10 ADAC national awardees throughout Eastern Visayas, the other two awardees are Kawayan of Biliran and Hernani from Eastern Samar province,” Escuyos said. Escuyos disclosed during the 4th quarter meeting that the

evaluation and validation of the Municipal ADACs were based on the 2018 accomplishments. Indicators evaluated include financial and physical accomplishments, functionality of the indicators targeted, including its timeliness of program implementation, among the few. Escuyos disclosed further that the awarding ceremony is set to be held next week at the Manila Hotel. The meeting, which was presided by PADAC Chair Gov. Damian G. She then recalled the last time Rama came home, he was stationed in the next town Dolores, where the Mobile Force was. “It was on December 10, he surprised me, it was my time to have a pre-natal check up and I so looked forward to the days of his coming home as I am worried about our baby,” Aileen recalled. After the check-up, the couple decided to visit Rama’s parents in Brgy San Eduardo, some 5 kilometers north of Oras town proper. The couple was residing with Aileen’s parents in downtown Oras. His parents were so happy to see the couple. As it was almost Christmas, the couple brought along a big lantern as gift to their folks. “It was Mark with his father and siblings who installed the lantern in

their terrace for everyone to see.” Aileen recalled. For the two women that Mark loved, Aileen and Mom Josephine, that was the most memorable day of their lives, the lantern and the anticipation of a happy Christmas. But a happy Christmas was not meant for the family of Mark. The news about Mark’s demise was unacceptable, said Aileen. On December 13, she was anticipating for the usual ‘lunch call.’ It never came. The next few hours were numbing to the pregnant wife. “My father, who was outside the house, rushed home to tell me the sad news, I could say that Papa had so much difficulty to break the news.” “I called a friend of mine in Borongan to confirm the worst fear I had.” “And the worst news, the confirmation that it was Mark who died on the spot, in that ambush crushed my heart. I could not believe it, or maybe I just did not want to believe, that I could be dreaming, that Mark is just in Dolores.” “My friends also asked me if I could bear to see what the NPAs did to him, his injuries, the blood, I could not bear to see how they desecrated the man that I loved, the man whose smile I just would miss, the man who gave me reason to live.” “So I just decided, I would wait until they have cleaned him up, I wanted to preserve that handsome face in my mind, the face I love.” The widow admitted she lost sleep and appetite, but as she slowly accepted her fate, she told herself to remain strong, “maato ak para kan baby.” Yesterday, after seeing Mark in his coffin, she somehow managed to get the needed sleep and woke up a little refreshed.
