SAN ISIDRO, Leyte -- Some 2,000 people cheered at the civic center in this municipality as President Rodrigo Duterte arrived and delivered his speech in front of former rebels in Leyte during his visit on Thursday evening. The president, along with Leyte Governor Leopoldo Dominico L. Petilla distributed the various assistance of the government to about 262 former rebels in Leyte who returned to the folds of the law. Said former rebels are the beneficiaries of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) after being validated by concerned government agencies. Eight representatives of the former rebels received the financial assistance amounting to over P10 million as well as the ceremonial awarding of certificate of eligibility for lot award to the rebel returnees in the 52.2 hectares Peace and Prosperity Village, a resettlement project located in Sitio Limite, Brgy. Daja-Daku, San Isidro Leyte. Gov’t to spend P20-M for each insurgencycleared barangays, P1.5-M for threatened ones By: Ninfa B. Quirante

TACLOBAN CITY -- The national government is ready to spend P20 million for each of insurgency-cleared barangays and P1.5 miilion for each threatened ones. This was learned during the special meeting of the Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC) in Eastern Vissayas on January 23 at the DILG Regional Office 8. No less than the National Security Adviser Hermogenes Esperon Jr. attended the meeting with the Cabinet Officer for Regional Development and Security (CORDS) 8, Secretary Eduardo del Rosario and the members of the RTF ELCAC 8. Esperon said the proposed budget for threatened barangays will address the much needed projects like water system, barangay centers, repair of schools, support to livelihood programs, fishery projects, road openings and agriculture support. As to the P20-M per cleared barangay, the amount could provide for farm-to-market roads, school buildings, water and sanitation system projects, National Greening Program, health stations, electrification, agri projects, TESDA training, and the Department of Information and Communication Technology (DICT) connectivity projects. The National Security Adviser said that in the country, there are some 842 insurgency-cleared

SAN ISIDRO, Leyte -- President Rodrigo Roa Duterte is set to make history as the first ever Philippine President to step foot in San Isidro, as per Mayor Remedio Veloso. This, as he visits this 4th class municipality in Western Leyte on January 23, to lead in the distribution of benefits to 262 former rebels in Leyte province. During the coordination meeting at San Isidro, Mayor Veloso said, “The local government and the people of San Isidro are truly humbled by the gesture of the President, visiting this town no matter how poor it is.” He added that never before that a President of the Republic has dared to visit this poor town. In the activity which is hosted by the Leyte Provincial Task Force-ELCAC under the leadership of Governor Leopoldo Dominico L. Petilla, President Duterte is scheduled to lead in the distribution of Enhanced Comprehensive Local Integration Program (E-CLIP) benefits to 262 former rebels from Leyte who

returned to the folds of the law and were qualified to enroll in the E-CLIP. The rebel returnees include one NPA member from MacArthur, Leyte; one from Jaro, Leyte; one from Burauen, Leyte; 11 NPA members and 40 Militia ng Bayan from Sitio Catoogan, Barangay Daja, Daku, San Isidro, Leyte; two NPA members and 62 Militia ng Bayan from Barangay Taglawigan, San Isidro, Leyte; four NPA members and 63 Militia ng Bayan from Sitio Airport, Barangay Casiongan, Calubian, Leyte; five NPA members and 10 Militia ng Bayan from Sitio Sorosimbahan, Barangay Anislagan, Calubian, Leyte; four NPA members and 35 Militia ng Bayan from Barangay Jubay, Calubian,Leyte; and four NPA members and 25 Militia ng Bayan from Sitio Cabatoan, Barangay Casiongan, Calubian, Leyte. TACLOBAN CITY -- Twentyfive (25) former rebels in Calbiga, Samar, recently completed training on production of organic vegetables and fertilizer NC II conducted by the Technical Education and Skills Development Authority (TESDA) - Samar. The former rebels received certificates of completion in a simple graduation rites held on January 22, 2020 at the Headquarters of the 46 Infantry “Peacemakers” Battalion in Brgy. Cash assistance, housing program, livelihood assistance and livelihood training are only some of the benefits that FRs will be receiving from the government under the E-CLIP once they surrender and choose the peaceful way of life. LTC Roberto Beatisula, Jr., the Commanding officer of 93IB, reiterated the call on the remaining CTGs to lay down their arms and return to the folds of the law, to avail of the E-CLIP and come back to their families to live a free and peaceful life away from violence. The military continues its support for the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) to ensure that surrendering communist rebels have a holistic package of benefits that they can avail of, such as livelihood assistance, medical assistance, education, housing, and legal assistance. Government convergence projects pour to Can-avid barangays By: Ninfa Barcena-Quirante

BORONGAN CITY -- The government convergence projects are pouring in to Brgys. Boco, Pandol and Balagon in Can-avid town. In the Task Force –End Local Armed Conflict (TF-ELCAC) for Can-avid town, the national government agencies, some civil society organizations met with Eastern Samar Gov. Ben Evardone and other regional directors, provincial directors, municipal employees and officials of Brgys. Pandol, Boco and Balagon. The so called PBB (PandolBoco and Balagon) barangays have been considered barangays in conflict by the security forces, prompting the provincial and municipal governments to focus interventions in these distant areas. The three barangays can be reached through Can-avid River for 3-5 hours mechanized boat ride upstream. The convergence meeting resulted to the conduct of the Retooled Community Service Program (RCSP), these teams will undergo immersion activities in order to assess the peace and development gaps of the said barangays and come up with Barangay Development Plans. The governor vowed to finance the P2 million electrification

program for some sitios and barangays within the PBB areas without power yet. He also said that the construction of the road-gap between Can-ilay to Salvacion will be shouldered by the provincial government through a P24 million fund downloaded to DA GAA 2020 for Balagon and Pandol road opening. He also promised that he will extend scholarships to college students from the three barangays. Imelda Bonifacio of the Office of the Presidential Adviser on the Peace Process - Regional Unit said the office has P3 million for the construction of a multi-purpose hall and water system. “These were identified in the 2019 CSP teams,” Bonifacio said. The National Housing Authority Regional Director Gavino Figuracion also promised to award the former rebels who will surrender to the government, houses worth P450,000 each, and if the former rebel has a house, he may opt to repair or improve the same with a P100,000 grant. Mahaplag MTFELCAC continues to bring gov’t services to hinterland barangays By: PIA 8 and 78th IB TACLOBAN CITY -- The Mahaplag Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) in the province of Leyte, has adopted “Barangayan: Bisita sa Barangay” as its umbrella program in the implementation of EO 70 in the municipality. Spearheaded by the MTF chair, Mayor Daisy A. Lleve, “Barangayan: Bisita sa Barangay” are conducted in far-flung barangays of the municipality. One such Barangayan was conducted in Brgy. Tagaytay, on Jan 14, to provide social and agricultural services to the indigent residents. The MTF- ELCAC also gave Christmas and New Year’s gifts to some 210 barangay residents. Mayor Lleve told the locals that the MTF-ELCAC Mahaplag will continue its mandate to bring government services to the hinterland barangays of Mahaplag. As a new year starts, the Task Force renews its commitment to work harder to sustain peace and attain greater development in the municipality of Leyte. NPA organizer surrenders to 8th CMO Battalion By: PIA 8 and 8CMOBN, 8ID, PA

TACLOBAN CITY -- An active mass organizer of the New People’s Army (NPA) has voluntarily surrendered to the 8th Civil-Military Operations (DANGPANAN) Battalion (8CMOBn) on January 28. In a report, the 8th Civil-Military Battalion said Alias “JR,” 25, single and a resident of Barangay Canlapwas, Catbalogan City, Samar surrendered to the 8CMOBn headed by Lt. Colonel Edgar Allan B. Orbito, commanding officer in Brgy. San Andres, Catbalogan City. The Communist NPA Terrorist (CNT) organizer also surrendered one caliber .45 pistol and voluminous documents of the Communist Party of the Philippines - New People’s Army - National Demoncratic Front (CPP-NPA-NDF). In an interview, alias “JR” revealed that he is a member of militiang bayan (MB) or Yunit Militia (YM) of the NPA under Central Front Samar-1 (CFS-1), Sub Regional Committee (SRC) Browser, Eastern Visayas Regional Party Committee (EVRPC). The surrenderee is also the Provincial Coordinator of ANAKBAYAN, Secretary General of KABATAAN-SAMAR, Spokesperson of People Surge Alliance (PSA) Catbalogan City Chapter and Coordinator of Kahugpungan Han Parag-uma Ha Western Samar (KAPAWA). Alias “JR” revealed that he was tasked to lure people to join in different mass demonstrations against the government, which are being organized by Alvin Rufo and Lea Sevilla. The target of organizing activities according to him are the youth, students, urban poor, and the victims of typhoons, specifically those of Typhoon Yolanda.

Among the rallies he participated were those in commemoration of Super Typhoon Haiyan “Yolanda” Anniversary held in Tacloban City, Catbalogan City and Calbiga, Samar. He also joined the 15 days “MANILAKBAYAN” program, a nationwide activity of different left-leaning organizations funded by the national organization. He further disclosed that he personally met KABATAAN Partylist Representative Sarah Elago, who was also present during the protest rally and the over-all facilitator of the MANILAKBAYAN. Accordingly, all the participants were accommodated at the United Church of Christ in the Philippines (UCCP) at Mendiola square area. Alias “JR” confessed that he already has undergone Basic Rifle and Pistol Orientation, Acupuncture Training, Cupping or Ventosa therapy. He was taught on the NPA courses such as the Espesyal na Kursong Masa (ESKUM) 1 - Para sa Sektor ng Magsasaka; ESKUM II - Para sa Sektor ng Kababaihan; ESKUM III - Para sa Kabataan; Halipot nga Kurso ha Katilingban ngan

Rebolusyon Pilipino (HKKRP); Pambansang Demokratikong Paaralan (PADEPA); and Araling Aktibista (ARAK). LTC Orbito said the Battalion is committed and more than willing to accommodate CNT members who want to go back to their normal lives and take part in peace-building for progress and development. “The surrender of this NPA organizer is a big blow to the CNTs. It proves that they are reduced as insignificant as they keep on losing their manpower and support. As our unit continues to gain the trust and confidence of the people and former rebels, we will expect more surrenderees in the coming days,” Orbito added. This also forms part on the efforts and initiatives of the government in the implementation of Executive Order 70 of President Rodrigo Duterte. Orbito commended the

Army intensifies support for Samar’s poverty alleviation initiatives By: 8CMO, 8ID, PA

CAMP DAZA, Hinabangan, Samar -- The 801st Infantry (Bantay at Gabay) Brigade of the 8th Infantry Division, Philippine Army has been taking steps to intensify its support to alleviate poverty situation in the geographically isolated and disadvantaged areas (GIDAs) of Samar. The Community Support Program (CSP) teams from the 801st Brigade in the conflict-affected areas have identified primary issues exploited by the communist New People’s Army (NPA) terrorists or CNTs. Through Executive Order No. 70 on Ending Local Communist Armed Conflict (ELCAC), the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) chaired by Engr. Enrico Banario, Provincial Director of the Technical Education and Skills Development Authority (TESDA) - Samar, in partnership with the 14th Infantry (Avengers) Battalion, 46th Infantry (Peace Maker) Battalion, 63rd Infantry (Innovator) Battalion and the 87th Infantry (Hinirang) Battalion has already conducted 11 various livelihood trainings to counter the propaganda of CNTs in the provinces of Samar and Eastern Samar with a total of 320 successful graduates. CAMP DAZA, Hinabangan, Samar -- Thirteen municipalities in Eastern Samar and three in Samar with seven barangays have declared the New People’s Army (NPA) as persona non grata in 2019 through a resolution, treating the presence of the armed communists as unwelcomed in their communities. Colonel Camilo Z. Ligayo, commander of 801st Infantry Brigade said these 16 municipalities include Can-avid, Guiuan, Salcedo, Quinapondan, Dolores, Balangiga, Maslog, Hernani, Mercedes, Jipapad, Taft, Sulat and Arteche, all of Eastern Samar while in the Samar province are the municipalities of Hinabangan, Villareal and Talalora. Col. Ligayo also bared that in their area of responsibility, a total of seven (7) barangays have also declared the NPA as persona non grata. These barangays are Pelaon and Manaing of Pinabacdao, Buluan, Guimbanga, Magdawat, Beri and Caamlunga, all of Calbiga, Samar. Various sectors in Samar unite, hold indignation rally vs. Reds By: 8CMOBN, 8ID, PA

CAMP DAZA, Hinabangan, Samar -- With the aim of upholding peace and development in the municipality of Matuguinao, this province, around one thousand peace-loving individuals from various sectors actively participated in the Indignation Rally held on January 20, 2020. Being part of its Peace Advocacy Program, the local government unit of Matuguinao through Mayor Aran D. Boller, spearheaded the said rally, together with the 801st Infantry (BANTAY at GABAY) Brigade, Indigenous Peoples, former members of Communist Terrorist Group (CTG) - New People’s Army (NPA), non-government organizations, local government officials, Philippine National Police (PNP) and heads of line government agencies. In unity, all hoisted banners and placards bearing messages of peace. Coming from the different barangays, the participating sectors marched through the main thoroughfares of the municipality and campaigned for peace by expressing their support to the government’s Executive Order 70 of

Ending Local Communist Armed Conflict (ELCAC), with the hope to build peaceful communities for their families and for the future generations. It can be recalled that on December 26, 2019 thousands of peace-loving individuals all over the country showed their strong support during a simultaneous peace rally against the CNTs in the midst of 51st Communist Party of the Philippines’ (CPP) anniversary. In his message, Mayor Boller, underscored that the LGUMatuguinao will never stop in taking the lead towards peace building effort so that progress will be achieved. He further encouraged his constituents to cooperate in all government undertakings and never support the terrorists again. During the last quarter of 2019, the municipality of Matuguinao declared the CNTs as “persona non grata” in time with the town’s peace and order council (MPOC) special meeting. Pathway makes distant barangay closer to town proper By: Ninfa Barcena-Quirante BORONGAN -- A simple pathway that kept distant Brgy. Trinidad closer to the town proper of Oras in Eastern Samar brought inspiration to some rural folks. The three kilometer pathway from the crossing of Naga to Sitio Maycorot, Brgy. Trinidad completes the 10-minute motorcycle ride to Maycorot from Brgy. Agsam, Oras town. It is just called a pathway as it is narrower than a road, paved just for single motorcycles to pass to make their load lighter when transporting crops. On Monday, January 27, the rural folks and their town officials inaugurated the newly-paved pathway. Senator Bong Go pledges support to Media Welfare Act By: PIA-8

NAVAL, Biliran -- Senator Christopher Bong Go gave the assurance that he supports the welfare of the media practitioners in the country. Bong Go witnesses turnover of assistance to Typhoon Ursula victims in Biliran; visits Biliran Malasakit Center NAVAL, Biliran -- Senator Christopher Lawrence “Bong” Go witnessed on Thursday, January 30, the turnover of calamity assistance from the Office of the President (OP) to the province of Biliran and eight of its municipalities that were hit by Typhoon Ursula last December 2019. OP, represented by Director Jone Rechie L. Gigayon from the Office of the Deputy Executive Secretary for Finance and Administration, issued checks to the province and the municipalities of Almeria, Biliran, Cabucgayan, Caibiran, Culaba, Kawayan, Maripipi, and Naval to aid in the recovery and rehabilitation of the affected areas. TACLOBAN CITY -- Regional Director Wilma Perante of the Philippine Statistics Authority 8 on Friday, Jan. 31, reported that the poverty incidence among families in the region in 2018 has improved significantly to 24 percent from 32.9 percent in 2015. Among the six provinces in the region, Biliran registered the lowest poverty incidence pegged at 13.8 percent in 2018 from 17.4 percent in 2015 while Eastern Samar registered the highest poverty incidence at 40.9 percent followed by Northern Samar at 27.4 percent, Samar at 22.1 percent, Leyte (including Tacloban City) at 21.9 percent, and Southern Leyte at 17.2 percent. Perante added that significant improvements in poverty incidence among families between 2015 and 2018 were noted in three provinces -- Northern Samar, Samar, and Southern Leyte. Said provinces moved one cluster higher from 2015 while Eastern Samar and Leyte maintained their 2015 cluster categories -- Cluster 2 and Cluster 3, respectively. Only the province of Biliran belonged to cluster 4 in 2018 and no province in the region was included in Culster 1. All provinces in the country were clustered from 1 to 5 using poverty incidence among families as the clustering variable. Cluster 1 comprises the bottom poor provinces and cluster 5 comprises the least poor provinces. The 2018 poverty incidence among families implies that about 1 in every 4 families in the region has

income below the poverty threshold or the amount needed to buy the basic food and non-food needs, Director Perante said. Perante said that in 2018, a family of five in Eastern Visayas needed at least P10,408 on the average in a month to meet these needs. This represents an increase of 11.7 percent from the poverty threshold in 2015 which was estimated at P9,321. For her part, OIC-Regional Director Meylene C. Rosales of the National Economic and Development Authority - Region 8 expressed elation on the remarkable decrease in poverty incidence in the region and in all the provinces. “The decrease in poverty

incidence was fairly broad-based and that progress has been made not just in terms of increasing overall income but reducing inequality as well,” Director Rosales said. MAASIN CITY -- The Department of Labor and Employment (DOLE) distributed motorboats to identified fisherfolks in Maasin City, Southern Leyte Labor Extension Officer III Dahlia Aseo said. Some 23 motorboats were distributed in a ceremonial turnover held on January 29 at the city hall grounds. The boats are made of fiberglass with a machine, a Kenbo Marine Japan Technology and is a Philippine-registered trademark, worth P40,000 each. “A total of 46 beneficiaries can benefit the said motorized boats,” Aseo said adding that each boat will be operated by two fishers, she said. “The distribution of the said bancas is a livelihood program of DOLE which aims to sustain the fisherfolks’ livelihood income,” Aseo said. Previously, the labor department distributed 20 motorboats to 40 beneficiaries in Barangay Mambajao, this city, last December 16, 2019. “This is the second release

with a total of 43 motorboats in all for barangays Asuncion, Combado, Mantahan, Ma. Clara, Guadalupe Sto. Rosario and Rizal as recipient-barangays,” Aseo said. The turnover ceremony was led by Mayor Nacional V. Mercado with the presence of the beneficiaries. Lopido NAVAL, Biliran -- The people of Biliran on Thursday expressed gratefulness in loud cheers at the gym-packed Civic Center in this municipality as President Rodrigo Roa Duterte fulfilled his promise in just a week time to extend assistance to the Biliranons heavily affected by typhoon Ursula’s devastation in December 2019 placing the entire province under a state of calamity. On behalf of the President, no less than Sen. Christopher “Bong” Go led the distribution of financial assistance for the provincial government of Biliran which was received by Governor Rogelio Espina and to all the eight municipalities through their respective town mayors. “Sa ating mahal na senador na talagang sa maikling panahon na tayo po ay nagkaroon ng isang malagim na bagyo o kalamidad sa ating probinsya, agad-agad napansin ang ating munting probinsya sa Biliran upang magpakita ng malasakit,” Governor Espina said in his message. Espina thanked the President saying, “Maraming, maraming salamat po lalong-lalo na sa ating mahal na Pangulo Rodrigo Duterte. million total damage for the entire province of Biliran both on infrastructure and agriculture. “Sa laki ng damage ng typhoon Ursula in the province of Biliran, and practically all the municipalities were affected, with partially damaged houses of 22,643 and totally damaged houses of about 2,432,” he said. The good governor said he had a conversation also with Regional Director of the National Housing Authority Gavino Figuracion for the release of Emergency Shelter Assistance ranging from P5,000 to P20,000 depending on the extent of damage (partially damaged houses) while for totally damaged houses, a cash assistance of P30,000 will be provided. Though the province of Biliran posted the lowest poverty incidence among provinces in eastern Visayas in the latest survey, Gov. Espina was amenable that the Internal Revenue Allotment of the eight municipalities are not that much adding that the province has no city yet.

HINUNANGAN, Southern Leyte -- The local government here is putting up a structure to house its new municipal building, as the present one is already 30 years old and had sustained cracks due to past earthquakes. The multi-year project has an overall cost of P93 million with an initial funding of P20 million for this year, the funds to be sourced from the town’s savings, and with a P 20 million assistance pledged by Cong. BORONGAN CITY -- The Borongan City Social Welfare and Development Office (CSDWDO) spearheaded the Shoe Making Training for Persons with Disabilities (PWDs) on January 13–24 in Brgy. Cabong, Borongan City. Assistant CSWD Officer Ms. Elsie M. Ador said the training aims to help the PWDs earn a livelihood and have their own income. Ador said that the shoe materials were sponsored by the Department of Labor and Employment (DOLE) and the City Government of Borongan augmented the fund for other needs. The Department of Trade and Industry (DTI) provided an honorarium for the trainer. Some 20 PWDs who are polio survivors, partially blind, and hearing impaired attended the said training. The 20 PWDs are from four PWDs Association of Brgys. Libuton, Sabang South, Lalawigan, and Cabong. Ms. Zenaida Magbago, Vice President of Federation of PWDs Association of Borongan is partially blind but was able to make a step-in. She said that the shoemaking was the idea of Mr. Manuel Bobis, former President of the PWDs Cabong Association. She added that in 2015, the PWDs Cabong Association had a DOLE livelihood grant in the amount of P500,000. According to Magbago,

they purchased machines, equipment and shoe materials for the Shoe Making. It stopped when Bobis died. “I then asked Ms. Ador and encouraged her to re-open the shoemaking venture in Brgy. Cabong as the machines and equipment are still in good condition,” Magbago said. “PWDs don’t really need CHARITY, what we need is OPPORTUNITY,” Magbago further said. The machines and equipment are intact and they are in the nursery building, which was donated by the Barangay. DTI Provincial Director Ruthelma S. Samonte said that she will invite the shoemakers during Trade Fairs. After the 10-day shoe making training, the 20 PWDs also attended the training on Business Management-Simplified Bookkeeping on January 28-29,

NAVAL, Biliran -- Land Transportation Office (LTO)Biliran Chief Grace Carsido disclosed new requirements in applying for driver’s license starting 2020. The new requirement for student permit is the 15-hour training for road safety and actual driving from a driving school. For renewing applicants, an 8-hour driving enhancement program or a development training certificate from a driving school is required, she said. Also, a National Certificate (NC) -II is now required for driver-applicants operating articulated vehicles or those heavy equipment and buses with pivot joints to allow the vehicle to turn sharply. Carsido reminds the driver-applicants who were cited for violations may face penalty, demerits, and revocation of license depending on the gravity and number of violations. The “no contact policy” will soon be implemented at LTO offices where all those with transactions with LTO have to register online. Carsido added, LTO central office instructed them to implement the new requirements for application of driver’s license in January of 2020. He said that the P180M worth bridge was supposed to have started in 2018 but was delayed due to some processing technicalities in 2018, and the delay in the approval of the 2019 national budget. The project label as “repair” instead of “construction” by the DPWH is one major cause of the delay as the project has to go back to square one in the project implementation process, Governor Espina explained. From 2016 to 2019, a total of 117 school buildings with 395 classrooms amounting to P636 million, were built in Biliran. The list goes on, Governor Espina said as projects continue to pour in Biliran.
