ABSTRACT URBAN KNITTING Linking points, weaving paths, building a network The southeastern sector of the City of Milan is characterized by prominent boundaries within its urban fabric. These boundaries have caused critical fragmentation between the urban, peri-urban and rural tissues in the area. This is how URBAN KNITTING is born, as a conceptual strategy that aims to connect and enhance the local potential, while blurring the strong boundaries between the different urban tissues. In order to develop this conceptual framework, a detailed analysis of the site’s problematics and potentialities was made. Likewise, the process was based on 5 main layers: People, Morphology, Environment, Mobility and Energy. The conceptual framework of the proposal resulted in a combination of key elements. First, a group of strategic sites in need of intervention; second, a set of key potencialities to be considered; and finally, the development of three thematic threads or paths in charge of connecting the previously mentioned components. These thematic threads were cathegorized as: Buffer Thread, Socio-cultural Thread and Recreation & Environment Thread. Moreover, two critical intervention areas were defined: Scalo di Porta Romana and Vaiano Valle. Thus, a set of eco-actions were developed in order to implement this Concept Plan, with the main aim of creating sustainable transition areas within the fragmented urban tissue. This is how URBAN KNITTING is conceived as a strategic tool able to link potentialities and develop new urban tissues, through a set of thematic paths. The result is then a new integrated network, that re-uses the existing potential in innovative ways in order to transform this part of the city into a smart, sharing, and sustainable area.

INTRODUCTION In order to develop the URBAN KNITTING concept strategy, a detailed analysis of the ‘Today Scenario’ is realized, based on 5 main layers of study: people, morphology, environment, mobility and energy. The concept plan then emerges as the result of the site’s potentialities combined with a series of actions and strategies. In this was, a conceptual strategy is created: one that aims to connect and enhance the local potential, while blurring the strong boundaries between the different urban tissues (urban, peri-urban, rural).
Today Scenario & Concept plan The scenario of today’s conditions is developed through a series of steps: (1) Analysis of boundaries: located mostly between northern and southern urban tissues -where a lack of transitions takes place- segregating and disconnecting the local potential. (2) Analysis of local potential: multiple areas and networks that bring livability and added value to the area (diversity of population, cultural & social centralities, diverse morphology patterns, green & water networks, strong mobility axis). After the analysis of these set of findings, an overlapping of layers is developed as a first main strategy towards a further proposal. In this section -and according to the 5 main layers- the following aims are highlighted: People: create an identity in the community, and integrate the social dismissed areas into the city. Morphology: integrate the diverse urban patterns through transition areas. Environment: bring the nature back to the city through a natural network that promotes a healthy lifestyle. Mobility: increase the accessibility towards southern areas, through a thematic path that follows the existing water canal. Energy: promote the renewal of energy systems in buildings and the use of clean energy sources. The mix of these aims provides the physical framework of intervention. In this way, the URBAN KNITTING strategy serves as a tool that links points, centralities and main uses through thematic paths. The result is then a new integrated network: one that re-uses the existing potential in innovative ways with the goal of creating new urban tissues. This premise is what defines proposal’s conceptual core: Knitting the existing and creating new patterns. Regarding the application of the previous conceptual framework into the area, several strategic sites are identified in order to serve as reference points. In this way are created three thematic threads or paths, in charge of connecting these strategic points alongside with the identified local potential of the urban tissue. The main goal is to break the current boundaries and articulate the fragmented urban and rural patterns. These thematic threads are cathegorized as: (1) a Buffer Thread in charge of connecting the green areas that surround the railway, as well as serving as a buffer zone between dense-polluted city center and less dense areas towards south; (2) a Socio-cultural Thread that enhances the connection of related potentialities (e.g the network of cascine that goes from Cascina Cuccagna up to Chiaravalle Abbey, and other existing socio-cultural programs); (3) a Recreation & Environment Thread that follows the existing water canal and natural networks, and that hence serves as the main connector between the urban and rural morphologies (a thematic path that concentrates smart services throughout). The concept plan then emphasizes in the connection of the potentialities with the key intervention areas through the development of these threads. This strategy aims in general to upgrade and articulate the urban tissue while providing a more sustainable sharing district.
URBAN KNITTING . FINAL DELIVERY Eco-actions & Tomorrow Scenario A set of actions are then developed, in order to implement the previously explained Concept Plan. Their main goal is to create sustainable transition areas able to integrate the social, physical and economic elements within the area’s urban scope. Therefore, 2 intervention areas are defined: (1) Scalo di Porta Romana: a critical boundary within the urban tissue, where a transition is intended to be developed, and (2) Vaiano Valle-Nosedo: a startup sample site for further transformations, and potential energy generator. The first intervention area, Scalo di Porta Romana, is currently an urban void with physical, social and visual barriers. Hence, a set of actions are implemented to further transform it in a central urban park, with a series of pedestrian and soft mobility bridges that integrate both sides of the fragmented area. Diverse zones are planned within this intended urban landmark, such as exposition areas for products related to the Cascine Mobile circuit, recreation and sports sites with provision of mechanical energy generation, areas for cultural programs that enhance the already existing ones, a strategic site for the relocation of the Porta Romana Station, and finally other zones in charge of hosting complementary services that reinforce the feasibility of the project. In this way, this intervention area works as a dynamic path that connects nearby green areas, parks and squares, includes smart paving strategies, hosts new urban services, and supports the green transport hubs (with provision of sharing transport). In relation to the energy topic, a group of nearby buildings are intended to acquire energy retrofit. On the other hand, the second intervention area of Vaiano Valle-Nosedo presents a greater potential in terms of diversity and space availability, which allows a more drastic intervention to take place. In this sector the water is a key element, from which the connecting thread (with soft mobility, smart services, recreation and landscape areas) is developed. Since the current urban form has ruptures, it is intended to expand the blocks in order to host new housing with sustainable energy provision. Near the cascine Nosedo is projected the retrofitting of buildings; this with the aim of enhancing the existing neighborhood and improving its residents’ life quality. To achieve this, the provision of co-working areas (such as workshops and agriculture/recollection) and new urban services are proposed. It is important to highlight, that a key goal is the transformation of Vaiano Valle into an Energy pole, thanks to the implementation of an anaerobic digestor that will be fed with agriculture crops.
Towards an integrated sustainable proposal These set of findings, aims and strategies, intend altogether to develop an integrated network that connects the existing potentialities with a set of innovative actions and strategies. The result is then a new integrated network: one that re-uses the existing potential in innovative ways with the goal of creating new urban tissues. This premise is what defines proposal’s conceptual core: Knitting the existing and creating new pattern

Likewise, the process was based on 5 the main layers: People, Morphology, Environment, Mobility and Energy. This initial phase displayed important information regarding the location, the positive and negative aspects of the area, the significant number of transformation sites (existing, proposed and in process) and most importantly the contrasting urban patterns within the study area. All these findings were overlapped and synthesized in order to extract the strengths, weaknesses, opportunities and threats of the area.

The target area is part of two municipalities: Number 4 that has a population density coincident with the average of the entire Comune di Milano, and Number 5 which has more or less the middle (probably due to the fact that it is the starting of Parco Agricolo Sud, being covered by many agricultural areas). Considering population density at NIL levels, the relation with the percentage of immigrants and the old age index describes an interesting trend. More peripheral areas are characterized by low population densities, low old age index (which means that there is a larger presence of young people) but high values related to the presence of immigrants. In particular, the south-east area of Milan shows highest concentrations of foreigners; being the one of the Peruvian citizens the most relevant one for our district.

INTRODUCTION TO THE CONCEPT PLAN DEVELOPMENT After the Site and SWOT analysis were developed, a set of TODAY scenarios of the 5 main layers were developed, to synthesize and outline the current situation of the area. Moreover, another set of TOMORROW CONCEPT MAPS were elaborated accordingly, with the aim of providing a first conceptual scheme for a future masterplan proposal. In this way, the scenarios were developed in the following cathegories: People & centralities of uses, Morphology & transition patterns, Green & water networks, Mobility & main axis and Energy. The Today Scenarios aim to display both the potentialities and negatives of each layer, in order to better understand the following Tomorrow Concept Plan maps. After the development of these scenarios, an overlapping of all layers was made, providing in this way the physical framework for the elaboration of a CONCEPT STRATEGY.

Based on the previous process, the final conceptual strategy was elaborated: URBAN KNITTING. This strategy aims to connect and enhance the local potential, while blurring the strong boundaries between the different urban tissues. Its framework consists in a combination of the following key elements: 1. A group of strategic sites in need of intervention 2. A set of key potencialities to be considered 3. Three thematic threads or paths: Buffer Thread, Socio-cultural Thread and Recreation & Environment Thread. Moreover, two critical intervention areas were defined: a. Scalo di Porta Romana: currently an urban void and barrier within the urban tissue b. Vaiano Valle-Nosedo: area with great potential because of its diversity and space availability In this way, URBAN KNITTING is conceived as a strategic tool able to link potentialities and develop new urban tissues, through a set of thematic paths. The result is then a new integrated network, that re-uses the existing potential in innovative ways in order to transform this part of the city into a smart, sharing, and sustainable area. INTRODUCTION TO THE MASTERPLAN PROPOSAL In order to implement the previously explained Concept Plan throughout the selected requalification area, a set of eco-actions were developed. Their main aim is to create sustainable transition areas, able to mitigate the main negative elements of the area, while enhancing the potentialities. This eco-actions were developed in 2 steps: 1. According to the 5 main layers: people, morphology, environment, mobility and energy. 2. Throughout each Thematic Thread: Buffer thread, Recreation & Environment thread and Socio-cultural thread. After the completion of this process, the entire requalification area was developed with their respective eco-actions. This provided the layout for the General Masterplan proposal. From here, the two selected intervention areas were developed intro more detail: a. Scalo Porta Romana with a ‘Guideline Masterplan’ b. Vaiano Valle-Nosedo with a ‘Design Masterplan’ Within these masterplans, other important components were addressed: The urban services (Cascine Mobile), a compilation of the proposed Energy strategies and finally, the Sustainability Matrix.

This area corresponds to the BUFFER THREAD, which is one of the 3 thematic threads previously presented in the CONCEPT MAP. Its name is given after one of its main aims: transform the existing urban boundary (Scalo Porta Romana) into a transition or BUFFER area, through the connection of nearby local potential (mainly green areas) and the development of new programs. Likewise, there is a set of existing potential sites articulated within this path: PARCO DELLE MEMORIE INDUSTRIALE, PARCO ALESSANDRINA AVVIZA (both related to Bocconi University programs), SCALO PORTA ROMANA, PARCO GIARDINO MARCELLO CANDIA and PARCO EMILIO ALESSANDRINI. One key goal of this path is to LINK THE EXISTING AND DISCONNECTED URBAN PATTERNS through the re-qualification of these set of open spaces (with ‘soft’ infrastructure interventions). Thus, a re-use and retrofitting of several existing buildings is proposed in a larger share, compared to the proposal of new constructions. It is important to highlight that this thread is characterized by Scalo Porta Romana, an important landark and urban transformation area that currently represents a barrier within the urban tissue. Due to its great relevance for the City of Milan, a vast group of proposals have been developed through time. For this reason, the present masterplan proposal consists in a set of Action Guidelines, with the aim of providing a common path for the existing and future proposals; these Guidelines are based on the main aims and strategies of the URBAN KNITTING concept plan.

The masterplan is developed in the intersection of two of the three proposed threads that are the base of the already developed and presented CONCEPT MAP, that links different elements of the entire district. This area is the MEETING POINT OF THE ENVIRONMENTAL AND THE SOCIO CULTURAL THREADS. The areas covered are the following: LODI-CORVETTO, VETTABIA, VAIANO VALLE AND CONNECTIONS WITH THE SYMBIOSIS - FONDAZIONE PRADA AXE, SCALO ROGOREDO, CHIARAVALLE ABBEY AND RIPAMONTI NEIGHBOURHOOD. The main aim is to LINK EXISTENT AND DISCONNECTED PATTERNS through the requalification of open spaces (soft interventions), the improvement of the existent fabric (proposing mainly new uses inside existent buildings, and only a few completely new ones) and the development of new connections. This areas has an important potential and is a source of value for the entire city of Milan, considering the presence of agricultural fields, water courses, parks and the proximity with the south agricultural park. So making it ACCESSIBLE AND ATTRACTIVE would be completely useful for the entire city (and a testing area for new and innovative developments within the frame of a smart and sustainable district). The interventions, above all the figurative image of the masterplan, are just a simplified representation of the main intentions we would like to apply in order to express our strategies in the territory. *FOR THE UNDERSTANDING AND LOCALIZATION OF THE MAIN ACTIONS AND STRATEGIES TO BE IMPLEMENTED IN DIFFERENT AREAS OF THE MASTERPLAN CHECK THE CATALOG OF MEASURES.

The idea of the masterplan is to GENERATE AN EFFICIENT AND SUSTAINABLE NETWORK OF SOFT MOBILITY, prioritizing the presence and the completion of bike lines and pedestrian paths, also determining pedestrian areas and pedestrian priority areas. The CASCINA MOBILE CIRCUIT (and the connected stops distributed in specific areas) is a complement for connecting and making more attractive the entire district. It extends from the north to the south, through the three thematic threads, linking the CASCINAS and other points of interest. Even though there is a priority for the use of means of transport that are not the car, some parking areas are located closed to hard mobility lines, in combination with the presence of smart islands for electric cars and bike sharing stations.

In order to AVOID SOIL CONSUMPTION, just a few new buildings were proposed (located in brownfields, or in places were there were unused structures with no historical or cultural value, so proposing their demolition, to build new structures with better energetic performance). It is important to prioritize the existent structures and uses, enhancing them while adding new cultural activities and hosting areas. The proposal of mixed uses is crucial for the generation of a more livable and attractive area, avoiding the need to travel long distances to find services, and generating a local economy that stimulates the reduction of pollution. The SOCIAL ISSUE is quite relevant too, so most of the uses proposed are related with prompting processes of social inclusion.

Environment & Recreation Thread Composed by urban facilities for recreation and focused on soft mobility. It has a linear park following the water canal, bike lane and agricultural areas.

CASCINA RADICE corresponds to the proposed Urban Service. It consists in a path that connects the existing cascine within the south-east sector of the city of Milan. This with the aim of promoting food & goods production, while providing spaces for hosting and educating citizens (regarding sustainability & technology related topics).

The system consists of three main channels: Fixed Cascina (citizens go to the Cascina), Cascina Mobile (a cascina system that goes where the potential users are located) & App (provides data of the cascine network to citizens).

The main characteristic of Cascina Mobile, is that it reaches out the neighborhood. Hence it consists of a mobile system (instead of only traditional fixedspaces) that aims to engage a larger share of citizens. Such engagement is achieved through the sharing of knowledge and tools with the community.

In 2015 mostly the entire public lighting system in Milan was changed from Standard Bulbs to LED.
Most of the existent buildings are older than 1971 (high energy consumption, obsolescence) but they belong to the most efficient typology Apartment blocks (Building density is a favorable factor for decreasing energy consumption for heating issues VS isolated buildings).
Generating energy through the use of PV panels is the only RES with enough technical potential (compared to Wind Energy, Biomass Cogeneration and Anaerobic Digestion from manure).

CO2 emissions are associated with the increase in global temperatures, generating an associated increase in energy for cooling systems (among other issues).
Permeable pavement does not get extremely warm as the result of the direct exposition to the sun. It can be made using recycled materials. The pavement stays cool in the summers due to the circulation of precipitation and water, also allows the passage of water avoiding floods.
Green surfaces and trees are essential to reduce the effects of the URBAN HEAT ISLAND, also absorb CO2 avoiding the increase in temperatures due to the greenhouse effect and produce oxygen.

MASTERPLAN TIMELINE
INTRODUCTION TO THE INDICATORS ANALYSIS After proposing the layout of the Masterplan (as a result of the application of the conceptual guidelines), some indicators were used to identify the changes generated, in a more qualitative than quantitative way. This section is organized in 3 parts: The first one presents a general mapping of the area, that analyzes the UHI effect in the entire Comune di Milano, and the particular conditions of the district through the graphical representation of the NDVI, the emissivity index based on a LCC and the LST. This is quite relevant since most of the measures proposed are oriented to increase green surfaces in order to reduce surface temperatures. The second one, applied to the masterplan areas, shows a simple and graphic adaptation of the indicators proposed during the lessons applied to the 4 layers: Energy (the improvement of the energy classification of the residential built environment based on the year of construction and typology), people (the increase in available services), Environment (The increase in the amount of green areas and its comparison with the built environment and paved areas) and Mobility (the disposition of new transport networks and the increase in the connectivity index). Once again, the reason why these particular indicators were developed is due to the main aims of the masterplan. Also, within this section, there is a morphological analysis performed on the particular area where new buildings were proposed, in order to understand the influence of sunlight and the shadows cast. Finally, the third section includes a timeline that organizes the different strategies and actions proposed, linking them with different international policies such as the EU Agenda 2020 and the UN SDGs.

Sector A and sector B have clear differences considering the vegetation coverage index. Built up areas are represented with red colors. It is interesting to see that Corvetto area has a great potential, the form of the urban fabric allows the presence of more vegetation. Towards the south there is a presence of green areas (mostly agricultural) but with higher values than the ones closed to the urban boundary in Vaiano Valle. The emissivity is the property that indicates the efficiency with which a surface emits thermal radiation. Perfect reflectors do not absorb energy.

Focusing on the target area it is possible to identify that the highest temperatures are perceived in coincidence with the built limit between Vigentino and Vaiano Valle getting extended to the south in the open areas because of the influence of the “urban plume”. This is a consequence of the wind direction and the urban shape (among other factors).

In general terms, the majority show a slight improvement of the district in terms of connectivity, green area, energy and density of inhabitants (compact fabrics and greater amount of population per m2 have a direct relationship with energy efficiency in addition to the establishment of social ties, among other issues).
*Most of the values of Energy Indicators were found through research and by the Model provided by Morello, Bignardi, Rudini. According to our calculations the energy produced covering half of the roof surfaces of the target area (not feasible) would produce energy to supply almost 30.000 households per month.

SKY-VIEW FACTOR (SVF)
In general terms the average SVF on the whole site remained at the same values, with a slight increase in the project because of the reorganization of the fabric (from 0.82 increased to 0.83, being 1 the maximum sky visibility) - LOW BUILT DENSITY.
MEAN SHADOW DENSITY (MSD)
WINTER SOLSTICE. Most unfavorable condition for the internal courtyards of the proposed buildings. The buildings´shape generates an increasing in the % of the permanent shadow projected on the streets and on green areas.
The chosen area is located in the limit between Corvetto neighborhood and Porto di Mare transformation area, along via Fabio Massimo. This is almost the only part of the masterplan where there is a proposed transformation at buildings level, thus the demolition of some structures and the addition of new ones; the other is located along via S. Dionigi, but because of the isolation of the surrounding was not interesting enough for the morphological point of view.
SUMMER SOLSTICE. The condition of the internal courtyards is quite favorable since they are not exposed to direct sun, reducing the surface temperatures, increasing the comfort levels and reducing the need to use cooling systems.
TARGET AREA
EQUINOX. Intermediate condition where exposure or sun protection is not required, producing even shadows in all the terrain (shadowing conditions are more favorable in the proposed fabric than in the existent neighborhood).
