Poor timing! TPT to shut down computer system By Alan Peat Port users are fuming because Transnet Port Terminals (TPT) has decided to shut down the entire SA port network’s new computer system on a normal business weekend – when the very next weekend is a holiday weekend. This is so that the new Navis Sparcs N4 system can go on-line at the Durban container terminal (DCT) on March 28. According to Siyabulela Mhlalaka, divisional executive manager of TPT, in the transition from the Cosmos system to Navis, DCT operations shut down from 06:00 on Saturday March 27 to 06:00 on Sunday March 28. At the same time, he advised, all the other Navis sites at Cape Town multipurpose terminal and container terminal and the container terminals at Port Elizabeth, Ngqura, East London and Pier 1 in Durban, will also shut down from 18:00 on the 27th to 06:00 on the 28th.

But road transport and industry at large have serious concerns about this choice of dates, according to Malcolm Sodalay, MD of Sammar Investments and chairman of the KZN harbour carriers’ section of the SA Association of Freight Forwarders (Saaff). “As we are all aware,” he told FTW, “the next weekend after the proposed shutdown is a long weekend (Easter weekend). This means that industry will be preparing to take advantage of the long weekend, and we can expect to be quite busy during the proposed shutdown period.” But, with the way the shutdown is proposed, port users anticipate major delays and problems at the terminals. “We are already experiencing tremendous delays at DCT without any shutdown delays,” said Sodalay, “and one hates to imagine what this shutdown will cause. “We know from history with wind delays that 24 hours lost results in a catch-up that takes approximately 14 days To page 8

The amendment is introduced with retrospective effect from 31 December 2009. Regional Economic Integration Task Force On 04 February 2010 the 9th meeting of the Southern African Development Community (SADC) Ministerial Task Force on Regional Economic Integration took place at Emperors Palace Convention Centre. The Task Force reaffirmed its commitment to deepening the SADC economic integration agenda as enshrined in the Treaty and the Regional Indicative Strategic Development Plan. The Task Force discussed progress made in implementing the SADC Free Trade Area (FTA), noting the need to address the outstanding implementation issues in order to reinforce the region’s ability to maximise

the benefits. It is expected to meet again before the SADC Summit of Heads of States and Governments, scheduled for August 2010 in Windhoek, Namibia to review progress and prepare its report for the Summit. From an annual handling capacity of 52 000 units since Grindrod opened the port’s first terminal dedicated to motor vehicles in 2007, Phase 2 expansion will allow 180 000 cars a

year to pass through the port. Accommodation for high and heavy vehicles will be provided in Phase 3, which will up total capacity to 250 000 units a year “Depending on take-up and contracts awarded, Phase 2 capacity will be added in 2011 and is expected to be taken up by 2012,” Paul Leisegang, manager of Grindrod Terminals told FTW. Phase 2 work is set for conclusion in 2011, by which time southern Africans may

be buying more cars and the investment in making Maputo a viable port of entry for SA-destined vehicles will be put to the test. “Growth in volume in 2009 was very small. The potential growth this year will come from contracts with importers and exporters,” said Leisegang. Second-hand units brought in from the Far East for resale in Mozambique comprised the bulk of imports at the terminal last year.

Freightmax invests millions in ‘full-spectrum’ facility By Alan Peat The general freight business unit of the Imperial Logistics group company, Freightmax, has recently carried out a multi-million rand refurbishment of a Durban port-side container freight station (CFS), according to MD Brian Giddey. “This,” he told FTW, “was designed to enhance the Freightmax national presence and the core activities of supply chain management, the national linehaul fleets, and the separate rail logistics division.” It means that the company is able to offer customers a full spectrum of transport logistics services from this one harbour-side depot, according to GM Jacques de Villiers. “It’s a 70 000 m2 site, which comfortably accommodates 3 000 TEUs and 50 000 tons of bulk minerals,” he told FTW, “located only

2.5-kilometres from the Durban container terminal (DCT). “It has everything a port user could want in containerisation, cargo handling and port container transport services.” In the lengthy list of services, De Villiers highlights that the CFS is a customs-licensed container depot for uncleared full container load (FCL) overstays and customs examinations and offers FCL depot storage and empty (MT) container depot services (including container wash bay and husbandry facilities). It also has two weighbridges, a 17-wagon rail siding, a 22 000 m2. high-bay undercover warehouse, OS and SOS bond stores and has a certificate of acceptability to handle and store imported foodstuffs. “We’ve also got both road and rail facilities,” De Villiers added, “with a rail

‘One-stop’ security company offers comprehensive service range As security issues continue to feature high on every transport company’s agenda, Loss Elimination Organisation (PARD) trading as Leopard has come up with a “one-stop” solution. “Our philosophy is to assess the client’s needs and provide tailor-made, proactive solutions. “What we can’t offer in-house, we will outsource and manage in order to offer preferential rates,” says Leopard’s Johan Robinson. “For example, we would contract a security company to do armed escorts for high value products in the countries north of our borders and do tracking through our dedicated tracking company from Johannesburg. By Joy Orlek The shipping industry lost in the region of $20 billion in 2009, according to Drewry Consultants, and Safmarine did not escape unscathed. But there’s a plan in place and it’s already bearing fruit, says recently appointed CEO Tomas Dyrbye. The line’s recovery focuses on three core areas – costs, revenue and structures. “In terms of costs, we are keeping a tight rein on any kind of spending and looking carefully at head count,” Dyrbye told FTW. “While there have been some redundancies and more can’t be ruled out for 2010, it’s a small number and Safmarine has done well

compared with the rest of the industry. “We are fortunate with regard to vessel costs since most are jointly shared with Maersk Line, giving us the benefits of scale on which we constantly work to produce at a lower cost than if we were standalone.” While Safmarine carried marginally higher cargo volumes last year, revenue was severely depressed and freight rate recovery is therefore a priority. “Although we have achieved a lot, freight rates are still not at the levels they were at the peak of 2008. We are maybe halfway back up from where we came.” Responding to shipper allegations that lines have cut capacity by withdrawing

ships in order to increase rates, Dyrbye pointed out that it was a logical course of action. “When there is a drop in volumes, it’s logical for lines to withdraw capacity.” In addition to taking vessels out of service, slow steaming also saved a lot of money last year, he added. The bottom line is to create a leaner organisation but to improve customer service. A tall order, but with the right structures in place it can be achieved, says Dyrbye, pointing to Safmarine’s recently launched pilot scheme to process all e-commerce bookings through service centres in India, Manila and China.

“Effectively it frees up local staff, giving the customer speedier turnaround because the service centres deal purely with e-commerce bookings.” Globally 75% of bookings are handled via ecommerce, according to Dyrbye, who makes it clear that there will always be the option of human interaction if the client requires it. There’s no question that the worst of the crisis is over, but Dyrbye is realistic – that recovery will be slow. He is however confident that Safmarine has weathered the worst of the storm and that the groundwork has been laid for a return to profitability as the world economy stutters back into a cycle of growth.

Tomas Dyrbye joined Safmarine six months ago after a long background with Maersk Line. “The multi-branding is here to stay,” says Dyrbye, who has embraced the new culture with alacrity. Drawing on a sporting analogy, he explains: “On the soccer field you may be playing for Manchester United one season and Real Madrid the next – whatever your team, you play to win. And that’s no different for me at Safmarine. “I don’t have a grandiose plan – but my immediate vision is to emerge strong from the current crisis.”

357t transformer begins its journey from Rotterdam By Liesl Venter The first of seven transformers – and the biggest by power rating (910MVA) ever to be brought into South Africa – for the R120-billion Medupi Power Station being built near Lephalale in Limpopo province, is en-route to South Africa. Manufactured by Siemens in Europe, the transformer was shipped out of Rotterdam and is expected in Richards Bay at the end of February from where it will be moved by road to the power station. According to Kriba Naiken, managing director of African Project Logistics (APL), the projects division of logistics company ICM Group who are

responsible for transporting the transformer, it is set to reach the Medupi power station towards the end of March. “This is the biggest transformer ever to be brought into Africa. Weighing in at around 357 tons, it will be slow going by road.”

Measuring 12.1 meters in length, 4.1 meters in width and is 5 meters high, it is also accompanied by some 180 tons of accessories. “We are going to use a specialised beam trailer – of which there is only one in the country – to move the

transformer to the power station. We have worked very closely with all the role-players monitoring the route and all risks have been identified and dealt with.” According to Naiken there is no room for mistakes as any damage or delays have huge consequential impacts for Eskom's first large-scale power generation investment in more than two decades. The Medupi project, which is the biggest dry-cooled power station currently under construction internationally, will have six boilers each powering an 800 MW turbine, producing 4800 MW of power, making it probably the biggest dry-cooled power station in the world.
