Pattaya Vegetarian Festival 2017
Giving up meat in praise of Buddha It seems barely a month goes by during which there is not some event or festival in Thailand dedicated to praising Buddha, and October provides the same during the annual Pattaya Vegetarian Festival.
The 9-day event is held on the ninth lunar month of the Taoist traditional lunar calendar and in Thailand the festival, which occurs nationwide from Phuket to Bangkok, incorporates both Chinese and Thai traditions. This year’s event will run between the 20th-28th of October.
As the name suggests, Buddhists in Thailand take this opportunity to live without meat for nine days and nine nights, during which, many restaurants serve only vegetarian meals. Indeed, it has been stated previously that even 7-11 stores join in on the occasion, offering a larger array of
non-meat meals during this period. However, the Pattaya Vegetarian Festival is about much more than just eating veggies. Often referred to as the ‘J Festival’, this event also calls on participants to engage in 6, sometimes non-food related practices. These are to:
1. Eat only vegetarian food. 2. Avoid foods which are spicy in favour of sour, sweet and salty dishes. 3. Undertaking the ‘Five Precepts of Buddhism’, we will return to this shortly. 4. Keeping your mind and emotions pure and clean.
5. Embarking on charity work and donations. 6. Wearing white cloth in accordance with Buddhist customs. These 6 rules all seem fairly selfexplanatory, except perhaps for the use of the Five-Precepts of Buddhism. Allow me to explain further. Read more on page 5

TAT officials meet to discuss Eastern Region development At 2:00pm on the 5th of September, officials from the Tourism Authority of Thailand (TAT) met with local government and commercial executives at the Movenpick Siam Hotel, to discuss
plans for the tourism market of the Eastern Region for 2018. The TAT director of the department for the Eastern Region tourism authority clarified that the Eastern region has adopted the concept of Thailand 4.0 in order to continue building
awareness of the “Thai Local Experiment”. The three-fold plans for 2018 include promoting environmental consciousness in order to slow down the deterioration of tourism resources, local content creation and to add value to the Thai tourism market by offering tourists the opportunity to experience the Thai way of living. The Thai local experience project, entitled ‘East colors, the theme of the Thai way of life’, also emphasizes the potential of various other events, including the ‘Cross-Sectored Tourism Challenge’. The director of the Tourism Authority of Pattaya office has said that the TAT Pattaya office will implement strategies to promote the tourism market and stimulate the travel of potential tourists to the area of Chonburi through the implementation of projects that are in line with the Eastern regional operational guidelines. Primarily, this will involve focusing on multi-generational journeys, promoting women’s travel and branding Pattaya as the ‘Chonburi MICE City’. As a MICE or Meeting, Incentive, Convention, Exhibition city, Pattaya will seek to encourage the influx of people who wish to hold seminars, conferences and group travel events.

Pattaya hosts the 26 th Pattaya Marathon 2017 At 3.30am on the 2nd of September, at the Pattaya Beach Road area in front of Central Pattaya Beach, the Minister of Tourism and Sports for Chonburi, the Governor of Pattaya City and the Pattaya City mayor jointly presided over the opening ceremony of the Pattaya Marathon 2017. More than 10,000 contestants waited at the starting line and eagerly set off at the sound of the starter’s gun. Despite the
hour, there was a lively atmosphere as everyone waited to compete in various age and gender categories. This year’s event, which marks the 26th Pattaya Marathon, was held with great cooperation from the Athletics Association of Thailand under royal patronage. Within Chonburi province, Pattaya is the leading sports tourism destination and as such attracted thousands of entrants, many of whom from overseas,
to take part in this great event. The race also has a beneficial impact on the local economy of Pattaya as many people take this opportunity to enjoy everything which Pattaya has to offer. Kenyan runners dominated the top finishes, with Gilbert Muge completing the men’s full marathon (42.195km) in an astounding time of 2.31.55, with compatriot Margaret Wangui Njuguna triumphant in the women’s event with a time of 2.56.05.

Woman tricked multiple men into marriage arrested on charges of fraud A Thai woman who reportedly fooled at least 12 men into marrying her in order to make off with their money, was captured last week by Thai police. Mrs. Jariyaporn “Nammon” Buayai has been dubbed the runaway bride since the media picked up on her dubious story weeks ago. Police officers from the Thai Crime Suppression Division (CSD), had been looking to trace 32-year old Nammon on old charges of fraud and the embezzlement of money, prior to reports made by multiple men that she had also fooled them into marrying her before making off with their money. The men’s claims centre around the ‘bride price’ (the female equivalent of a dowry), which they paid in accordance with Thai cus-

Shortly after the marriage ceremonies were complete, she waited several days before disappearing with the large sums of money which ran into the tens and hundreds of thousands from each husband. It is believed that in total, Nammon duped the men out of millions of baht. The men have stated that Nammon typically contacted them on a Facebook account using the alias of Soipet Paleewal. She then tricked the men into believing they were in a genuine romantic relationship before asking them to deposit money into her bank account, also using the same fake name, before they could be married, in accordance with Thai traditions. Police had earlier tracked down a friend of Nammon’s, whose name was infact Soipet Paleewal. Ms. Paleewal told officers that she lent Nammon her ID card under the pretense that Nammon needed to appear younger than she was in order for a job application. Ms. Paleewal, aged 27, reported that the ID card in question was never returned to her and officers suspect that the same card was used to set up various bank accounts which were then used to receive monies from her victims. Ms. Paleewal denied knowing anything of the acts of fraud committed by Nammon and stated that she did not receive any money for her role in the use of the ID card. After being interrogated by officers from the CSD, Ms. Paleewal was released from custody. Pol Col. Arun Vachirasrisukanya, who is one of the officers investi-
gating the case, has stated that Ms. Paleewal may still face charges of conspiracy following the results of the police investigation into the case. Nammon herself, was apprehended by police in Nakhon Pathom province on the 7th of September. At the time of arrest, she was travelling with one of her many husbands. Police have not yet brought charges relating to the theft of money from the men, instead choosing to wait until they have sufficient evidence to ensure that she is found guilty of fraud against
her love-struck victims. In a further twist, charges may also be brought against Nammon’s parents, Boonliang and Samrong Buayai, for their involvement in their daughter’s actions, as it has been revealed that both parents attended all of the marriage ceremonies. For now, the future penalties against Nammon and her potential co-conspirators remains unknown. What is certain however, is that the long list of men seduced out of their money by her, would advise other men to use their heads rather than their hearts when caught in a similar situation.

Youth Firefighting Local school hosts firefighting training for kids Recently, Ban Nern Plub Wan School launched its first youth firefighting program and the opening ceremony was overseen by the deputy mayor of Nong Prue. Over 145 3rd grade students and their teachers took part in the project and leading officials from local government agencies as well as the school’s directors were also present on the day. Nong Prue municipality helped organize the fire awareness program after recognizing the importance of disaster relief. Those who took part in the training were taught what to do in the event of an emergency so that they may in turn help their family members and neighbours in the case of a fire. Expert speakers from local fire departments and the Sawang Boriboon Foundation of Pattaya were invited to conduct the training, also providing first aid education and techniques on how to correctly move injured people.

Pattaya Rotary Club holds event for the Hand to Hand Foundation Recently, at the Robin Hood Tavern, located on Pattaya Second Road, the Pattaya Rotary Club hosted a buffet cabaret evening to raise funds for the Hand to Hand Foundation. Mr. Niels Colov, the chairman of the board of directors for Pattaya People Media Group was joined on the night by Mr. Stephen Devereuy, Mr. Colin Mearns, the Robin Hood Tavern’s executive
manager and Mr. Steve Murphy, as well as members of the Rotary Club of Pattaya and Mrs. Margaret Grainger from the Hand to Hand Foundation. The charitable evening was organized by the Rotary Club of Pattaya in cooperation with the Irish Society of Pattaya and representatives from the Robin Hood Tavern restaurant. Dinner tickets were made available for 500 baht per person and guests were treated to a banquet of Thai and European food,
served in buffet style. There were also musical performances from the club’s members to entertain the guests, after which, Mr. Colin Mearns, the executive director of the Robin Hood Tavern, donated 6,000 Baht to the Hand to Hand Foundation. Donation boxes were also available for people to donate clothes and shoes to the foundation which helps to support impoverished children in the area.
Understanding ASEAN
Local school holds ASEAN community event Recently, the director of Ban Nern Plub Wan school presided over the opening ceremony of the ASEAN +3 event. The event was attended by the heads of social studies, religion and culture groups, as well as school administrators, teachers, and students from kindergarten up to mattayom (secondary) level. The day’s activities were arranged with the following 3 goals in mind: 1. To provide students with an understanding of the Asean community, 2. To make students aware of the importance of an integrated ASEAN community, 3. To help students adjust to the changing nature of ASEAN. Administrators, teachers and students all took part in dressing in the national costumes of the 10 member countries, each representing; Myanmar, Malaysia, Indonesia, Philippines, Singapore, Vietnam, Laos, Cambodia and Brunei.
To develop the student’s understanding of the ASEAN community, the school held drawing and painting competitions, staged traditional dance performances of each of the nations as well as having students answer questions about
ASEAN. The day’s activities culminated in the crowning of the Miss ASEAN Queen 2017 much to the entertainment of everyone in attendance.

Thailand took the gold medal in both the men’s and women’s Windsurfing RS One competition. Now national self-taught coach and former world champion, Mr. Ek Boonsawat, is optimistic that Thailand can perform well in the next competition which will be held between the 10th-24th of September in Japan. The competitors will be flown to Japan by Thai Airways and will have their first opportunity to see the stadium which will feature in the upcoming Tokyo Olympic Games 2020.

Bill Gates: Britain’s firms will boom after Brexit Four out of five Brits unhappy with pension pots Almost 30 percent of people over the age of 55 are unsure if they will be able to retire on their current savings, according to new research from Pension Geeks. Four out of five Brits are unhappy with the amount they are putting into their pension fund every month, while one in four people regret not starting to save for retirement earlier in life. According to the study, it is evident that there is a lack of pension knowledge among UK adults, with less than one in 10 confident they have an in-depth understanding. Almost nine in 10 think there is not enough information about pensions readily available to them, and a 25 percent believe the infor-
mation that is available is too complicated to understand. According to Jonathan Bland, co-founder of Pension Geeks, the research has “uncovered some thought-provoking findings on the state of pensions and pension awareness in the UK”. He added: “While auto-enrolment has been a success with four in five people planning to stay enrolled, as a nation we just are not engaged enough when it comes to how much we are saving and some of that responsibility is actually on us as an industry to do more to help”. The findings come after the latest Scottish Widows Retirement Report, which revealed the number of people saving sufficiently for retirement has stalled at 56 percent for the third consecutive year, with almost a fifth of the UK adult population not saving at all - that is more than nine million people. Pensions expert at Scottish Widows, Robert Cochran, said: “Automatic enrolment has undoubtedly been a success for millions of UK adults who have started saving towards retirement for the first time”. ”However, as the level of saving has stalled over the past few years, it is obvious even more needs to be done across the industry to better educate people on the importance of putting away as much as they can towards retirement,” he added. Britain will retain its place as a world-leading science and technology hub after Brexit, Bill Gates has said, provided the country continues to attract talent and invest in research and development. The billionaire-philanthropist and founder of Microsoft – which has $1 billion (£750m) invested in British research institutions - warned before the referendum that a vote to leave the European Union could endanger the UK’s booming science community. He said that universities in Liverpool, Edinburgh, London, Cambridge, and Oxford are institutions he invests in heavily “because they are the best at doing lots of this important work” The 61-year-old told the Telegraph he chose them “because they’re the best at doing lots of this important work”. The news of his change of mind came as it emerged taxpayers will carry on funding EU aid projects after Brexit – months after the billionaire called for Theresa May to ensure the UK didn’t let aid spending fall after we left the EU. The Microsoft chief also called on countries to take in more migrants only later to reverse his view later. Mr Gates said instead of opening EU borders, Brussels should fix the push-factors at the source by sending more foreign aid. He said the EU must make it “more difficult for Africans to reach the continent via the current transit routes” while also relieving “enormous pressure” by sending foreign aid.
He also said Germany and Sweden were “to be congratulated” for opening their doors during the migrant crisis and that the USA “had the capacity” to follow suit.
Google appeals against record 2.4bn EU fine
The tech giant has appealed against the European Commission’s decision to fine it a record €2.4bn (£2bn / $2.8bn) after the regulator ruled that Google had breached the EU’s antitrust rules. In June 2017, Google was found guilty of purposely placing its own comparison shopping services at the top of Google search results. The European Commission deemed this as an abuse of power as Google effectively eliminated all competition by demoting its rivals. The fine is the largest ever issued by the European Commission, which warned Google of further penalties if it failed to discontinue such practices. The Alphabet unit has been given 90 days to end the “anti-competitive” practices or face a further fine amounting to 5% of the average daily global earning of its parent company Alphabet. The deadline for making the changes is 28 September. A Google spokesman said at the time that the company “respectfully disagreed” with the ruling and now news has spread that Google has officially launched an appeal to the EU Court of Justice (ECJ). The EU competition enforcer will defend its decision in court, a spokesman said. Google’s chances of winning an appeal were boosted after Intel’s partial victory last week against an EU sanction. In a rare setback to the Commission, the EU Court of Justice (ECJ) told a lower tribunal last Wednesday to re-examine U.S. chipmaker Intel’s appeal against a €1.06bn fine. This will help to limit the amount of food eaten which makes the patients successfully lose weight. Many, but not all overweight people are able to have this surgery. Surgeons use the Body Mass Index (BMI) as a criterion for surgery, compared to the “normal” sized people having a BMI 18.5-24.9 kg / m². People with a BMI over 30 kg / m² or more are considered as overweight. But it is not yet considered as obese. The person with the BMI 35 kg / m² or more is considered as hav-
ing severe obesity and a BMI 40 kg / m² or more is considered morbid obesity. The obese person with a BMI 35 or higher is the person who benefits from the surgery. As a result of the study it has been found that people in this group will not lose weight despite diet, exercise or medication. That makes it very difficult to control ailments that go along with obesity, such as Diabetes, for example. The benefits of surgery to produce a smaller stomach lies from the fact that the patient will eat less without feeling hungry and feel full faster, thereby limiting the amount of food which in turn results in weight loss. Sleeve Gastrectomy is similar to Gastric Banding but has surgical removal of a large portion of the stomach along the greater curvature. The result is a sleeve like structure making for a smaller
stomach and they will eat less. Because the patients require general anesthesia for this surgery, the risk is the same as any other surgery. Complications can occur in patients with underlying diseases such as diabetes, hypertension, heart disease, etc. The anesthetic doctor will assess whether or not they are suitable for surgery. Being done by laparoscope, after care is short (3-4 days) but if patients have complications or need to have additional surgery, it may require a longer stay. After the surgery, the patients are given a diet immediately. They will receive a diet plan from the doctor and need to consult a dietitian. In general, they should do as follows: The first week after surgery: the patients may eat liquid food such as soups, beverages, but no sugar, (Do not take carbonated drinks) water, vegetable juice. Eat
a little at a time, but often. Two weeks later, the patients are able to eat a small piece of soft food, and then convert into a regular diet. It should be eaten in small amounts. They have to chew food thoroughly before swallowing and longer than usual. Do not drink water with meals. The doctor will arrange the appointments for periodic follow-up. Here is the usual scenario: Overweight… Weight gain becomes a health problem Diabetes, hypertension, osteoarthritis, back pain… Tried to diet, exercise and pills, but the weight does not come off. After successful surgery, the patient should eat three meals a day and limit unnecessary snacks between the meals. Weight loss is successful or not depending on what you eat. Snacking between meals stops weight loss and may actually cause weight gain due to the calorie intake more than necessary. Not chewing food thoroughly will cause stomachache, nausea, vomiting and stomach irritation. Chewing thoroughly is very important. You should cut the food into small pieces before eating. Avoid sugar. Reading food labels is essential to note that the sugar in foods is natural or artificial sweetener. High-Speed Connections Meeting held to discuss the new rail network in the EEC At 9.00am on the 30th of August, at the Asia Pattaya Hotel, the deputy governor of Chonburi was honored to preside over the first public meeting called to discuss plans to build a high-speed rail network connecting three local airports. During the course of the meeting, attendees were informed of how the project could link Don Mueang, Suvarnabhumi and U-Tapao airports, information about the proposed construction line and the benefits of the project. The public meeting was called to receive feedback from all sectors, including from representatives of local government agencies, private enterprises and members of the public, in front of a large media crowd. The high-speed rail project aims to seamlessly connect the three
airports as part of a wider government plan to redevelop and improve local and national infrastructure and logistical routes, particularly through the Eastern Economic Corridor (EEC). Development of the project is expected to begin soon with the allocated budget commencing during our current fiscal year (2017-18).
Rail links will be established between Bangkok’s airports and Rayong travelling through multiple provinces as it does so. These provinces will be Bangkok. Samut Prakan, Chachoengsao, Chonburi and Rayong. Up to 10 train stations are expected to be constructed along the route, namely in: Don Mueang, Bang Sue, Makkasan, Suvarnabhumi,
Chachoengsao, Chonburi, Sriracha, Pattaya, U-Tapao and Rayong. It is believed that not only will this network help improve the movement of workers and products throughout the area, but will also assist tourists in their travels between Bangkok, Pattaya and Rayong.

students, faculty members and the school’s director as those present honoured the school’s longstanding within the field of education in Pattaya. Since being founded, the school has made a huge contribution to the education of people living within the local community, with
generations of students passing through the school’s gates. This history has been honoured many times over the years. Wat Photisamphan received the Royal Primary School’s Award in 1996, as well as honorary awards for outstanding service for the academic years of 1990, 1991 and

The annual ‘Be Inspired Awards 2017’ announces finalists With Thailand looking to develop their level of commercial and domestic infrastructure in a bid to achieve their national goals under the philosophy of Thailand 4.0, many professionals from within the project design, engineering, construction and operations industries will have a firm eye on this year’s ‘Be Inspired Awards 2017’. The ‘Year in Infrastructure 2017’ conference will be held in Singapore in just under a month,
between the 10th-12th of October. This event will draw a crowd of industry experts from around the world and will culminate in the ‘Be Inspired Awards 2017’ ceremony which will announce the winners of this year’s world leader’s in top projects, as chosen by a panel of independent industry experts. The Be Inspired Awards, which have been held annually since 2004, recognize more than 2,500 of the world’s most outstanding Building Information Modelling (BIM) infrastructure advancements. The program is open to all users of Bentley software, a
state of the art system which is used by professionals in the formation of such projects, and the unique competition features and recognizes the work of leading infrastructure projects from around the globe. More than 400 nominations were submitted by organizations from over 50 countries, and from that list, the event organizers Bentley, have recently announced the 51 finalists who will compete for the 2017 award. Tourists startled by crocodile sighting Tourists enjoying Phuket’s beautiful beaches were left startled after a 3-metre long crocodile was spotted recently off Bang Tao beach. The first sighting of the huge reptile occurred on the 25th of August between Lae Pang and Bang Tao beaches. The Thai tourist who saw the animal took photos to show the authorities. Following this, Phuket governor Mr. Noraphat Plodthong, contacted the Phuket fisheries office, the Thaland district office and animal experts in order to verify the sighting. Additional lifeguards and crocodile specialists were stationed around the area to ensure the safety of the large number of tourists visiting Phuket. The Chief of the Phuket Fisheries office, Mr. Paiboon Boonliptanont, had attempted to reassure people by stating that the crocodile was unlikely to attack unless provoked. He advised people to stay clear of the animal and contact the au-
thorities should they see it. It was not long before the large predator was spotted again. This time, an unnamed Australian tourist used a drone to capture high-quality footage of the animal swimming in the shallow waters. The video subsequently went viral online, prompting the authorities to recapture it sooner rather than later. Initially, it was not known whether the animal was the relatively smaller Siamese crocodile, a fresh water variety which exhibits little aggression, or the largest of all crocodiles, the infamous saltwater croc. Although officially listed at extinct within Thailand, it is possible that a saltwater crocodile could accidentally stray into Thailand’s Southern waters. One of the oldest of all reptile species, the saltwater crocodile can reach up to 6-7-metres long and weigh a whopping 1,200kg. However, it is believed that the animal spotted around Phuket is much more likely to be a freshwater crocodile which has es-

Keen to resolve the situation, authorities deployed 3 boats manned by a team of 15 fishermen and volunteers from the Department of Fisheries, to capture the reptile on the evening of the 31st of August. In the early hours of the 1st of September, the team were successful in capturing the animal alive after it was seen in a coastal marsh in Thalang district. The two-year old male croc tipped the scales at 200kg and its species was not initially categorized, although its size and weight are consistent with the saltwater variety. It was then taken to the Phuket Coastal Fisheries Research and Development Centre in Tambon Pa Klok to undergo examination by reptilian experts. For now, tourists in Thailand’s South can breathe a sigh of relief and enjoy the crystalline waters safe in the knowledge that they are unlikely to encounter another modern-day dinosaur.
Thai student’s bodies pulled from US canyon The families of the two Thai exchange students who sadly died when their car careered off the road and into a deep gorge in Calirfornia, can finally start to feel some closure after the pair’s remains were eventually pulled from the vehicle on the 5th of September. Pakapol Chairatnathrongporn, aged 28, and his friend, 24-year old Thiwadee Saengsuriyarit were on an exchange program at the University of South Florida and had decided to rent a car to explore the Californian wilderness when the tragedy struck back on July the 26th. The pair had been visiting Kings Canyon National Park in Sierra Nevada when it is believed they lost control of the vehicle on a sweeping bend and plunged into the deep gorge below. The car was quickly found but bad weather and fast flowing rapids
hindered the recovery process leaving their grieving families in a state of perpetual anguish. Once the waters around the vehicle had subsided enough to allow a retrieval operation, the Fresno County Sheriff’s Office were able to use a helicopter in order to pull the car off of the boulders on which it had been resting, onto the nearby riverbank which then allowed the rescue team to free the bodies of the young adventurers. The deceased were then transported to a coroner’s office in order for a postmortem to be conducted. As of yet, American officials have not released the precise cause of deaths although it is expected that the pair died as a result of the injuries sustained during impact. Fresno officials have since moved the remains to a local funeral home where they may be collected by the victim’s families before a traditional Thai crema-
tion ceremony takes place at a Buddhist temple in North Hollywood. It is has been reported that Thiwadee’s family will repatriate her remains back to Thailand whilst Pakapol’s ashes will be scattered in America as he “loved the US”. As the story which has captured Thailand’s sympathy draws close to a conclusion, by a strange twist of fate, another similar story is unfolding for the relatives of a missing Chinese couple. During the course of the search for the Thai students, American search teams found another vehicle submerged nearby which authorities believe may contain the remains of the missing couple from China. However, that section of the river still remains high and officials have said that they need to wait for the water level to drop before they can conduct a similar recovery operation.

Life of Luxury Recently here in Thailand there has been a lot of attention towards the illegal importation of luxury cars and the subsequent tax evasion that ensues, this has been a problem for many years but has only been brought to the nation’s attention in the last few weeks. Thailand has a very high tax on cars with none more so than imported luxury models. This tax can rise up to two hundred percent in some cases, though this is governed by what make and model of each specific
car. There are many ways car importers are avoiding to pay this tax and reap more profit from buyers, some of them unknowingly buying an illegally imported car. Some cars are imported as spare parts and assembled here locally, this is a huge risk to the safety and longevity of the car as many luxury vehicles require precision equipment and tools to assemble and maintain. Though buyers will be receiving a better price than a legally imported vehicle the question of
maintenance and warranty go unanswered. Another tactic used to avoid tax is importing the whole assembled car but listing it as spare parts, as imported spare parts are taxed lower at the rate of roughly half of an imported luxury car. Because of this there has been a crackdown of illegal imports of luxury cars, questions are being asked and investigations have started. Owners of cars that are proven to be imported illegally will have to surrender their vehicle to the au-
thorities, though unless they have been involved in the process the police will investigate the dealer and subsequently charge them. The investigators will also physically inspect the vehicle and make sure everything checks out right; on common change is a replacement of the car number and engine number with false ones in order to evade taxes. LAWYER COMMENT: In Thailand we have a lot of people who try to avoid from tax, most are companies that plan to import cars both new and second hand from abroad; actually they should do this the proper way with correct documents and following government regulations.
But they don’t care about it at all and are just looking to save costs and increase profits, it is important if you want to import a car from overseas or buy a new luxury car to hire a reputable company. You are strongly recommended to check with the proper authorities such as the police and customs officials to make sure that they are on the level. If not then maybe you will become the victim of this story and get charged and arrested for tax evasion and we don’t suggest you get involved in anything like that. The best way is to check and double check all the paperwork and documentation to ensure that it is being processed in the correct way; there are many good car dealers and importers in the coun-
try who do legitimate business. Another option is to obtain the car by hire purchase through a financer or bank; the financer will do all the appropriate checks with you and will inform you if any dealings are under the table as well as being partly responsible if any problem arises with the car. This is the best way as they are experienced with this system and will guarantee a level of safety. Opening ceremony for Community Enterprise Development Project At 10.00am on the 28th of August, at The Siamese Hotel Pattaya, the deputy mayor of Pattaya was honored to preside over the opening ceremony of the Pattaya Community Enterprise Development Project which aims to raise the living standard of the community in 2017.
The project was created by the Office of the Social Development Board as a means to support and encourage people to join and form professional groups and community enterprises. It is hoped that these community unions may produce goods and generate income for their families and for the wider community. Currently 13 such groups have been created through the scheme
with many more collectives expected to generate local income in a self-reliant, efficient and longlasting way. By encouraging, supporting and monitoring the progress of the different groups, the Office of the Social Development Board will help remove the barriers to independent trading and may oversee the progression of local entrepreneurs.
Thai Garden Resort celebrates its annual Family Day For the 9th consecutive year, the Thai Garden Resort invited the family members of their employees for a fun day at the resort. Nearly 300 spouses and children showed up to enjoy a day around the 63-meter long lagoon pool, and of course the party was not complete without delicious food and ice-cream that were served to all. Prue Stadium on Sunday the 10th of September. Thai League 1 fixtures resumed this weekend after a four-week international break which saw players join their national teams
to compete in the SEA Games and qualification games for next year’s World Cup 2018. Pattaya and Bangkok were both keen to restart their seasons with an important victory in this tie and
the close proximity of the club’s home grounds gave the match a local derby feel. The game looked set to end in stalemate after both sides had failed to capitalize on their ear-
lier chances in a closely contested match. With the minutes ticking away it would take something special to break the deadlock and Pattaya United defender, Surachet Ngamtip, duly provided a goal from a spot-kick to give Pattaya the lead going into the closing moments of the match. Pattaya United held on to their narrowest of leads to end Bangkok United’s eight-game winning streak and inflict their first loss since a narrow 2-1 defeat to league leaders Buriram United back in May. The result means that Bangkok United remain in 3rd place, 3 points behind reigning champions SCG Muangthong United in 2nd and 9 points adrift of Buriram United. It was a bitter pill for Bangkok to swallow and makes their goal of improving on last season’s 2nd place finish all that much harder with only 8 games left to play.

Father Ray’s “Charity Bike Ride 2017” At 2:00pm on the 30th of August, at the main hall of the Corporate Development Office for the Father Ray Foundation, the foundation’s vice president officially oversaw the opening ceremony for the upcoming “Charity Bike Ride 2017” fundraising event. The ceremony was attended by project coordinators, s national fund raising consultant for the foundation, the chairman of the board of directors for Pattaya People Media Group, Mr. Niels
Colov, as well as the deputy tourism director and the head of Pattaya tourism. The Father Ray Foundation, which is a charitable organization which helps care for and educate over 850 children who suffer from disabilities or deprivation, held the event to help raise funds for the organization’s activities. The Father Ray Foundation runs such projects with cooperation from both private and public agencies and organizations which come together to help support this worthy and important cause.

It is hoped that the bike ride will not only encourage people to engage in healthy activities, but also help raise awareness of environmental issues such as air and noise pollution and global warming. Now in its second year, the main event will be held on Sunday the 5th of November 2017. The starting point will be the Rayong Children’s Village, from there cyclist will head to K9 via the tree tunnel, before coming back to the starting point, a total distance of 35 kilometers.
Singha Pattaya Open Tennis 2017 On the 2nd of September, the Greta Sports Club Pattaya hosted the opening of the Singha TATP Tour 2017 (or Singha Pattaya Open), a professional tennis competition to be held in Pattaya between the 2nd and 12th of September. The competition is divided into 4 categories: men’s singles, women’s singles, men’s doubles and women’s doubles. Qualifying rounds are scheduled to take place before a draw is held for the main competition. The ITF,
ATP, WTA and the Lawn Tennis Association of Thailand will all be involved in the championship. For the third round of the Singha Pattaya Open, a total prize pool of 500,000 baht will be established for competitors and the men’s singles final will be televised on True Sports at 10am on Sunday the 10th of September. In addition, the Singha TATP Seniors 2017 will take place between the 9th and 10th of September. During this competition, senior tennis players may compete to win a share of the 44,000-baht prize
money. This event will be divided into 2 categories, doubles teams with a combined aged of 90 years (each aged over 40) and doubles teams with a combined aged of 110 years (each aged over 55). The final two days of the tennis competitions will host the Singha Grand Slam Experience. Held between the 10th and 12th of September, singles players aged 16 and over may compete in order to win the opportunity of representing their nation at the Singha Grand Slam Experience in Australia during the Australian Open in 2018.
Luo Ying leads True Visions team to victory
More action at the PTT Thailand LPGA Masters 2017" Bangkok, 11th of September 2017 – Luo Ying, a 24-year old CLPGA player from Guangzhou, China, led the True Visions team to victory in the Pro-Am Tournament of the PTT Thailand LPGA Masters 2017, the last significant ladies golf tournament of the 2017 season of the Thai LPGA Tour held at the Panya Indra Golf Club. The Sports Authority of Thailand (SAT) together with the PTT Group and the Singha Corporation are joining together to support the PTT Thailand LPGA Masters 2017, which will be held between the 13th-15th of September 2017 at the Panya Indra Golf Club in Bangkok. The tournament features a total purse of 4-million baht and world ranking points for the best performing competitors. It is the first tri-sanctioned leading ladies golf tour to be held in the region, along with the: Thai LPGA, China LPGA and Australian LPG. The tournament featured 36 teams consisting of 1 professional and 3 amateurs in each team. The competition was held in an 18-hole stroke play format with the bestscore in each team being recorded and an individual score in a 36point system. The CLPGA True Visions team,
holes in 3 rounds. There will be a cut-off after 2 rounds for top 50 competitors remaining in the tie and eligible to compete in the 3rd round to be held on the 15th of September. The 2017 champion will earn
600,000 baht as prize money. Live Broadcasting of the event will be shown on Thursday the 14th of September (13.30-16.30 hrs.) and Friday the 15th of September (11.30-14.30 hrs.) on True Sport HD 2.
Admission tickets are available at Panya Indra Golf Club during the 13th-15th of September, at a price of 100 baht per person (3-day pass) and free entry if offered for spectators under 18 years old and over 60 years old.

Sattaya Golf Association elects new president At 6pm on the 31st of August, at the club house of Siam Country Club Pattaya, a party was thrown to mark the closing ceremony of the Sattaya golf competition which had concluded the day before and also to celebrate the arrival of Mr.
Rawai Khunpluem the newly elected president of Sattaya Golf Association. Mr. Rawai Khunpluem was joined by the association’s board of directors and members, as well as members of the golf club and golfers from the Golf Organization for the Eastern region.
After the conclusion of the final match of the Sattaya golf tournament, members cast their votes in order to choose their next president. The results of the election were announced by the outgoing, current president Mr. Ittiphol Khunpleum.

SIAM COUNTRY RESORT On Tuesday 5th September we went to Plutaluang, where we played the East and South course. The course was in perfect condition, but the greens a little bit slow. We had nice weather and enjoyed our game. Today was it Ian Waddell, who was the most consistent. He played a good round and won with 37 stable ford points. Second was Daniel Oshiro with 34 stable ford points and third Stan Rees with 33 stable ford points. The nears to the pin were for Daniel Oshiro, Dave Smith and David Lusha twice. On Thursday 7th September we visited Pattavia. It was already some time ago we played here. Again today we found a course in very good shape. Again good weather and good results could have been made. We always
struggle with putting on this course and today it was the same again. Daniel Oshiro was the most consistent and won with 36 stable ford points. Second became Paddy Devereux with 34 stable ford points and third Neil Harvey with 33 stable ford points. The nears to the pin were for Dave Smith and Neil Harvey. This week we booked an extra day on Friday 8th September. We took the long drive to Wangjuntr, where we played the Jungle course. As always is the course in very good condition and we enjoyed the nature and the nice views. Again nice sunny weather with a cool breeze. Before going back to Qatar Ian Waddell wanted to show us his good form. He won again today with 34 stable ford points. Second became Daniel Oshiro with 32 stable ford points. The nears to the pin were for

GROWLING SWAN Khao Kheow – 8th September, 2017 Buffalo Bill Beats the Demons With a smallish group of 14 golfers we headed up the Highway to the popular Khao Kheow Golf Course, where previous night rain left the course a little damp. White tees were selected and lift, clean and place was evoked given the aforementioned overnight precipitation. The conditions were overcast most of the day. No rain was evident even though most of us got wet heading to The Growling Swan in the morning. Greetings were handed out to Rod Weekes, Makito Homma and Lorraine Percy who was returning after a short stint in Queensland. Cooky will now have revert back to behaving himself. Farewell’s were given to both Terry Dreier and our regular visitor, Eric “The Judge” Black. So only one Division today, and it was Bill Steinmann who forgot about his putting demons for the
time being to record a very handy 42 points, which saw him home by a comfortable margin of 3 points. Bill was happy to drain a few lengthy putts to give him some much needed confidence with the flat stick going forward. Regular podium finisher, Steve Younger ran second with 39 points after a sluggish start, which gave Jockey false hopes of finishing ahead of him with a scintillating 24 point back 9. Only theory for the sluggish start after conjecture from his peers is that possibly he was early to bed. Mashi Keneta was 3rd place with a solid 37 points. We all got back to the bar quite early where a chicken curry was awaiting us. Then a beer and a chat about what we can do better next time we venture out onto a golf course. LINKS GOLF SOCIETY Colin Smith Rises To The Top Colin Smith, the happy Welshman, is having a wonderful holiday here in Pattaya. He has also been playing very good, consistent golf. So much so that his win today takes him to the top of the leaderboard in our “Golfer of the Month.” Although this Eastern Star course is in great condition, the best most can remember it, many found it tough going. Why? It wasn’t the course, nor an issue with weather. The fairways are well grassed and mown, greens are quite quick. One in our group thought they varied from one green to another, but generally they ran well, except my ball didn’t know how to get into the hole.. Apart from the first three placings, scores were pretty ordinary, in that 5 of the players had
26 pts. But it was Colin Smith and his new found buddy, the also very consistent Bob Watson, racing away from the others, both scoring 35 points, with Colin doing better on the back nine. It seems the Watson name figures somewhere in the results a lot lately. Greg Gawron is not a name that arises very often in the results, but today he managed a respectable 33 points to take third spot on the podium. TROPICAL GOLF GROUP Friday September 08, Bangpakong – St John and Graham Win Score Fest At Bangpakong As we get into the month the Tropical Golfers took a much anticipated trip to Bangpakong. Many of the golfers were eager to use discount coupons they received the last time. Not easy to keep track of that little slip for over a month and maybe not all did or remembered to bring it. Never mind, twenty two golfers signed up for the longer ride to this course, among the “favorite” courses on our list. Bangpakong was in its usual excellent condition. Wide (most of the time) well groomed fairways
and greens that run pretty much as expected usually provide plenty of good scores. This day proved to be the same – and how! Don’t take the course for granted though, most golfers still lost a ball or three somewhere on the course. And it was HOT, as in really, really, with nary a hint of breeze. Still, when all the counting was done if you didn’t at least make handicap you were part of the audience not part of the show. Last Friday at Treasure Hill we reported the course won. This week the Tropical Golfers regained some pride. A-Flight (0-17): Tying for the best score of the day, John Pierrel (c/h 15) took first place with an amazing 43 points, beating Paul
Sharples (16) with the better finish. Right behind was Andre Van Dyk (17) showing he has the form back with 42 points, and then big Steve Truelove (11) with 39 points, getting the nod over Brian Parish(12) also with 39. Great scoring! B-Flight (18+): Good scores but slightly lower than A-Flight saw Graham “Buckers” Buckingham (26) win his flight with a fine 40 points. Next Nigel Perry (24) with 38 points took second, followed by Mashi Kaneta (18) earning 37 points, and Tom Herrington (18) with 36. Best Nine (non-winner): The best half rounds went to Brian Parish and Takeshi Hakozaki

TROPICAL GOLF GROUP Tuesday the 5th September 2017: Khao Kheow ( Stableford) The object of Golf, in my opinion, is to test yourself against the Course and to come off satisfied that you have done your best under the circumstances. Khao Kheow is an ideal place to test your will to win, in other words it has an ability to slice you into little pieces and slowly grind you down. Indeed I know golfers who will not play the Course because they say it is too hard. However it is a masterpiece of sadism all laid out before your eyes. Hit a wrong shot on this Course and you will have great difficulty playing a good one next shot, you sort of get as if there is no end to the hole. What a great design. However as said if you are in a great vain of form, or simply a good golfer, it can be a pleasure to test yourself against the Course. I once ran a several hundred round check of how often the
Golfer beat the course and it was a very low percentage. On this day the test was the C & B Nines, I do prefer A & B but it was not to be. Despite the rains of late we were still able to take carts on the fairway but in the first four holes I lost two balls one hit seemingly down the middle, one in the rough, and even though all the golfers and caddies looked we never found them, the fairway was soft, rough long with many leaves and who knows!!. After 4 holes I was ground down, still one had to finish. As said the fairway was soft, so not much run and the rough was long and as is usual here a problem to get out of. The ball always sits well down in the grass here, maybe where the lost golf balls were. However the greens, despite being a bit soft were fast and true, it was nice however to be able to drive in the cart to the ball on most holes. Really tiring day, it was really hot as well, and
we got around really fast but good to get back into the showers. Soon back at BJ’s it was soon into the results. The results agreed with what I thought, the one good score of someone who played out of his skin and the rest of the players who struggled. The winner with a great 37 points was the inform Brian Parish. He was a street ahead of the rest. In second was Barry Elphick with 32 points ahead of a countback on 31 points that saw Mashi in third and John Pierrel in fourth. The rest were in the dust!!. The winners of the best score on each Nine, non winners, was Paul Sharples on the C Nine with 17 points and Dick Warberg on the B Nine with 16 points After a really hot and tiring day a cold drink, or two, was appreciated. GROWLING SWAN Bankpakong – 4th September, 2017 Younger Wins by a Whisker A keen group of 14 golfers headed up Highway 7 to the marvelous Bangpakong Golf Course. The conditions were sunny with a gentle breeze about, and it seemed perfect for good scoring, which proved to be the case. The course was in great nick with spongey fairways and nicely paced and true greens. Greetings were handed out to Bill Steinmann returning from the US, as well as Patrick Poussier and Takeshi. A farewell was given to Graham Laurie, you will be missed Patch. So only one Division today and it was the highly competitive Steve Younger who snuck home by one point from evergreen Frank Riley.
Frank finished second by way of a countback from Jayson Schembri, who was seen staring up a palm tree on the 18th, wondering if his ball was going to drop out of that palm tree…..which of course it never did, thus finishing his chance of victory. Fourth place was filled by the improving Glenn Smith who motored home with an impressive 25 points on the back nine. LINKS GOLF SOCIETY Birdie Man Paul Smith Wins A Countback Phil Davies commented “ I’ve never played with an amateur golfer and seen 4 birdies in a row”. But that’s what Paul Smith (h/c 4 )did today on the “C” nine at Khao Kheow. In all, 5 birdies for the round. It was 21 golfers, after a no show, making their way to one of the best courses around. Khao Kheow was presented in the usual wonderful condition. Weather plays a big part at this time of the year. On Tuesday I played here with carts on fairways, which were quite firm. The Greens ran true and quick. By Thursday, another group played the same nines, but a big rain the in the morning meant carts restricted to path only and the greens slower. What awaited us today? Same as Tuesday, carts on firm fairways and greens quick.. Currently in form Kevin Rogers, after his 41 points on Wednesday came within a whisker of taking first spot again, however, Paul Smith had one point more in the countback. Both players scored 40 points, a very good score for this
course. Phil Davies is returning to form, and his new handicap of 13 looks in danger after he came third in “A” Flight with 37 points. Because of the cut off to decide flights, Wayne Peppernell just sneaked into “B” Flight, and with another big round of 40 points easily took out the flight first prize. Vero’s flight from Australia was late getting in to BKK and she and John Carlton raced straight to Links Bar and onto the bus. Vero grabbed second place with a good first up 32 points. John Anderson took third in the flight with 30 points. Enough players to have near pins available. Maybe lack of experience with near pins, because only two of the four available were won. Wayne Peppernell and Kevin Rogers were successful. Some more prizes…. There was a big crowd back at Links Bar, as just about all players attended the presentations. With so many prizes on offer, and the famous free meal, it seemed like the thing to do. First time wearer of the Green Jacket, Paul, nearly disappeared in the jacket made for Phil’s size, but he was a grinner, Tip Briney, after the first nine, was having his worst round in his memory, and convinced himself the “Wig” was going on his head. SIAM COUNTRY RESORT On Tuesday 29th August we went to Khao Keow, where we played A & C course. When we drove down the “7” we saw many dark clouds, thinking should we get the same rain as the night before. But when we were at the course the weather was getting better and better. The course was in quite good conditions despite of the rain before. The fairways were wet but good to play. No really high scores today, but Willem Lasonder was playing consistent until hole 16, but enough for 34 stable ford points and the winner of the day. Second became Dave Smith with 28 stable ford points. The nears to the pin were for Jonathan Pratt and Willem Lasonder. On Thursday 31st6 August we went to the Emerald. Again the same with the weather. Dark sky
in the morning and later sunny and hot. The course was also in pretty good shape, but also very wet. But it was nice playing there. Today it was Alan Wilson who was the most consistent, he won with 31 stable ford points. Second became Daniel Oshiro with 28 stable ford points. After a long holiday was also Jonathan Pratt back. We played the B & C course. We had again nice sunny weather with a strong breeze. The holiday did its work for Jonathan Pratt. He won today with 38 stable ford points. Dave smith became second with 37 stable ford points and Stan Rees third with 33 stable ford points.
