My Brothers of Alpha, Welcome to Indianapolis, Indiana also known as the Circle City! As we convene the 96th General Convention and 115th Anniversary Convention in this beautiful city, we are establishing several historic “firsts” for our dear fraternity. This general convention is the very first hybrid convention in the history of our dear fraternity. Also, while Alpha Phi Alpha has been in the District of Indiana, located in the Midwestern Region, since 1922 with the chartering of the Iota Lambda Chapter, this assembly marks the very first time that our general convention will be held in the Hoosier State and hosted by the Iota Lambda and Sigma Phi Chapters. This is an exciting time and a great opportunity for our fraternity, through the general convention, to deepen our impact on the city of Indianapolis and the District of Indiana. We are bringing the positive synergies of our Brotherhood, the Alpha Spirit, along with us to Indy and we will lift this community and not leave this city the same as we found it! Our convention theme, “Elevating the Alpha Spirit; Men of Distinction Impacting our Communities”, frames exactly what our work as a convention will be while in Indianapolis. We have gathered to carry-out the very mission of our dear fraternity and to uphold the true spirit of fraternity by engaging the Indianapolis community and one another as Brothers. We will touch the community through service by affirming new partnerships locally, internationally, and supporting the local economy and businesses as well. Again, I extend to you a warm welcome and thank you for the privilege of serving as your General President. Have a great time at our general convention!

I hope this message finds you mentally and physically well. It is my pleasure to welcome you to the 96th General Convention and 115th Anniversary Convention of our beloved Alpha Phi Alpha Fraternity, Inc. Brothers, as we gather here in the great city of Indianapolis, I want us to reflect on General President Willis L. Lonzer’s theme for this year’s convention: Elevating the Alpha Spirit: Men of Distinction Impacting our Communities. This past year has been one of the most challenging in our nation’s history. The global pandemic caused by the COVID-19 virus has greatly impacted our communities in all fabrics of our lives. As we begin to emerge from this pandemic, let us be thankful for the work from our first responders and the thousands of Alpha men who answered the call to action to serve their communities with an unwavering dedication to humanity. In addition, I want to thank our new and existing partners who have created spaces for our Brothers to learn about their services and have also established sustainable partnerships with the Fraternity to increase leadership development, employment opportunities, and brand awareness. I offer a special thank you to our General Office staff, who have also continued to work diligently to provide our Brothers exemplary and uninterrupted service throughout this pandemic and in preparation for this convention.

Finally, I ask that we all offer deep appreciation to the Host Chapters and the Convention Planning Team who have worked tirelessly to provide an engaging, never-before hybrid General Convention for our membership. For those of you participating in-person, I encourage each of you to take full advantage of the opportunities this General Convention and this beautiful city have to offer. I hope that you will leave Indianapolis with a sense of pride and encouragement as you take the lessons learned from this General Convention and apply them to your everyday lives and into your communities while “Elevating the Alpha Spirit.”

MIDWESTERN REGION Brothers of Alpha Phi Alpha Fraternity, Inc. It is an honor to welcome you to the Midwestern Region and to the 115th Anniversary | 96th General Convention in Indianapolis, Indiana. We are excited to have you in the region and the host chapters, Iota Lambda and Sigma Phi Chapters are working tirelessly to ensure you have a wonderful time and experience why the Midwestern Region is known as the spirit of Alpha. We assemble here at the Crossroads of America at the appropriate time for Alpha in our illustrious history. America is at a crossroads. We are emerging from the COVID-19 that forced many of us to reflect and reset from all aspects and continuously combatting the pandemic of systematic racism that has its roots driven deep into the fabric of our nation. The position that Alpha Phi Alpha takes in both areas is paramount to our existence for our next 100 years. Our General President has set the theme for this convention as Elevating the Alpha Spirit: Men of Distinction Impacting our Communities. As I say to the brothers in the Midwest, and to the teams I work with in training, for us to exemplify that theme, we need to comprehend and believe it. I ask that whether you are visiting us from another region or state within the region that you take the theme to heart as you attend the workshops, sessions, and social events. Take the theme to heart as you walk the streets of Indianapolis and experience the community. In the end I hope that you leave with the same feeling I had two years ago as I took the oath to serve as a Midwestern Regional Vice President and member of your Board of Directors. That Alpha Phi Alpha Fraternity, Inc. is comprised of Men of Distinction who consistently impact their communities.

MIDWESTERN REGION Brothers of Alpha Phi Alpha Fraternity, Inc., Welcome to the Midwestern Region, home of the 115th Anniversary | 96th General Convention in Indianapolis, Indiana. It is a blessing we can convene at the tail end of the COVID-19 pandemic and a year of racial reckoning for the United States of America. As we reflect upon this year’s theme, Elevating the Alpha Spirit: Men of Distinction Impacting our Communities, I am immensely proud of our brothers who go to battle each day for their families and their communities to enact change for themselves and the generations to follow. Our Jewel, Brother Dr. Henry Arthur Callis reminds us that “there were no national organizations to marshal our forces in a crisis, or to cope with the increasing competition of industrialism and the growing power of capitalism. The eversaving faith of our fathers in a wise and all-seeing providence was waning. The most atrocious lynchings were good front-page stories. Our own press was without power. Our death rate evoked the prophecy that the race was dying out. The outlook was dark.” Out of that struggle birthed Alpha Phi Alpha, and more than 114 years later, we stand on their shoulders in the ongoing fight for the advancement of human freedom around the world. As men of distinction, you, our brothers, stand in the gap between business as usual and monumental change that makes our world a brighter place. As you take part in the following sessions and enjoy the good fellowship of our brotherhood, I ask that you reflect upon your role in that change. How will you take what you have gained from this experience and use it to empower and impact your community?

IOTA LAMBDA CHAPTER Brothers of Alpha Phi Alpha Fraternity, Incorporated, As Convention Chairman, it is my pleasure to welcome you to the 96th General Convention in Indianapolis, Indiana. It is here, in the heartbeat of the Midwestern Region that we will convene for our inaugural hybrid convention. We welcome brothers both in-person/virtually from coast to coast and across international territories to assemble with the aim of engaging and executing the work of our beloved fraternity. We must continue to develop the brand of the fraternity with willing and committed brothers who will help blaze new trails of innovation that build upon the rich legacy of our fabled fraternity. I implore you to engage in the plethora of workshops, meetings, and entertainment as we conduct the business of the convention. When we come together, sharing fellowship, and fulfilling the business of Alpha, we are truly capable of renewing the bonds of brotherhood. I know that you like I, embrace the words of Jewel Henry Arthur Callis, “The chief significance of Alpha Phi Alpha lies in its purpose to stimulate, develop, and cement an intelligent, trained leadership in the unending fight for freedom, equality and fraternity. Our task is endless.” To this end, our work spans further than our local chapters and district dimensions; we must continue to impact society through our selfless works of truly uplifting all mankind as men of distinction across countless communities. I would like to take the opportunity to congratulate the brothers of Iota Lambda Chapter, Gamma Rho Chapter (Purdue University) and Theta Xi Chapter (Ball State University) on hosting the General Convention and assisting with the hospitality that you will indulge in throughout your stay in Indianapolis. The local leadership team and I look forward to hosting our brothers and the camaraderie that we will share throughout the convention.

July 13, 2021 Greetings! On behalf of the City of Indianapolis, it is my pleasure to welcome members of the Alpha Phi Alpha Fraternity to the 96th General Convention hosted in the Circle City at the Indianapolis Convention Center. As the first intercollegiate Greek-letter fraternity for African American Men, founded in 1906, Alpha Phi Alpha has amplified the voices and vision of African Americans and people of color around the world for over two centuries. Today, the organization boasts over 700 chapters worldwide and 200 thousand members. Alpha Phi Alpha members share an ethos for creating positive change in their respective communities. I have no doubt that this week at the convention will be any different as members deepen their commitment to “Elevating the Alpha Spirit’. Whether you are visiting the Circle City for the first time or returning after some time away, I hope you have time to enjoy the wonderful attractions our city has to offer, including the Indianapolis Zoo and White River Gardens, the Eiteljorg Museum of American Indians and Western Art, and the 8-mile Cultural Trail that winds through downtown connecting dining, shopping, cultural amenities, and entertainment options in all six of our eclectic cultural districts. Dear Alpha Phi Alpha Fraternity, Inc. Conventioneers: I am honored to welcome you as brothers and visitors to Indianapolis! As a member of Alpha Phi Alpha Fraternity, Inc., I’m particularly pleased to welcome the 96th Alpha Phi Alpha, Fraternity, Inc. General Convention as one of the earliest “in-person” events of its kind to return to the Indianapolis Convention Center after the disruption of the global COVID19 pandemic. If you watched any of the 2021 March Madness tournament, you know our city has worked diligently to facilitate the safe return of these types of gatherings. I look forward to seeing my Alpha Brothers in the halls of the Convention Center and on the streets of downtown Indianapolis enjoying all this beautiful city has to offer. I am mindful, though, of the many brothers who aren’t with us to gather this year. COVID-19 and community violence continue to have taken a disproportionate toll on the lives of Black men in our communities; in many ways, Alpha’s commitment to help correct the educational, economic, political, and social injustices faced by African Americans is no less urgent today than it was at our founding in 1906. Those of us able to gather in 2021 are truly blessed to be so, and we must forge ahead with this work in the name and memory of those Men of Distinction we’ve lost as we “Elevate the Alpha Spirit!” In fact, it is the determination to uplift humanity, to be “first of all, servants to all” that makes me proud to be an Alpha. I’m always struck by the generosity with which the Jewels conceived this brotherhood. Barely 40 years after the end of the U.S. Civil War, these men could have easily let the oppression of Jim Crow and the racial violence of that era derail their scholarship, impoverish their fellowship, and undermine their good character. Instead, they committed themselves to the highest and noblest form of manhood: to becoming useful in the causes of humanity, freedom, and dignity of the individual. More than any other individual achievement, I believe it was this common commitment that marked them as Men of Distinction. May each of you find your Alpha spirit elevated and your commitment to our shared values renewed during your time in Indy! In service,

Alpha Phi Alpha Fraternity, Inc. develops leaders, promotes brotherhood and academic excellence, while providing service and advocacy for our communities. FRATERNITY VISION STATEMENT
The objectives of this fraternity shall be: to stimulate the ambition of its members; to prepare them for the greatest usefulness in the causes of humanity, freedom, and dignity of the individual; to encourage the highest and noblest form of manhood; and to aid down-trodden humanity in its efforts to achieve higher social, economic and intellectual status.
ALPHA PHI ALPHA A BRIEF HISTORY Since its founding on December 4, 1906, Alpha Phi Alpha Fraternity, Inc. has supplied voice and vision to the struggle of African-Americans and people of color around the world.

Alpha Phi Alpha, the first intercollegiate Greek-letter fraternity established for African-Americans, was founded at Cornell University in Ithaca, New York by seven college men who recognized the need for a strong bond of Brotherhood among African descendants in this

principles of scholarship, fellowship, good character, and the uplifting of humanity. Alpha Phi Alpha chapters were established at other colleges and universities, many of them historically black institutions, soon after the founding at Cornell. The first Alumni Chapter was established in 1911. While continuing to stress academic excellence among its members, Alpha also recognized the need to help correct the educational, economic, political, and social injustices faced by African-Americans. Alpha Phi Alpha has long stood at the forefront of the African-American community's fight for civil rights through leaders such as: W.E.B. DuBois, Adam Clayton Powell, Jr., Edward Brooke, Martin Luther King, Jr., Thurgood Marshall, Andrew Young, William Gray, Paul Robeson, and many others. True to its form as the “first of firsts,” Alpha Phi Alpha has been interracial since 1945.
ALPHA PHI ALPHA TODAY Alpha Phi Alpha today continues its commitment to members of the Fraternity and the AfricanAmerican community through its national programs, partnerships and initiatives. Additionally, through the reestablishment of the groundbreaking Alpha University training program, the Fraternity has rededicated itself to fostering a spirit of Brotherhood within the ranks of the Fraternity, preparing a new generation of leaders and bringing consistency to chapter operation and to the implementation of the Fraternity's national programs.

NATIONAL PROGRAMS The fraternity’s national programs are community outreach mentoring initiatives that have been adopted by the organization’s governing body and mandated for implementation by all of its chapters. The organization’s national programs include: GO–TO–HIGH SCHOOL, GO–TO–COLLEGE The “Go-to-High-School, Go-to-College” program, established in 1920, concentrates on the importance of completing secondary and collegiate education as a road to advancement. Statistics prove the value of this extra impetus in making the difference in the success of young African-American men, given that school completion is the single best predictor of future economic success. Through the Go-toHigh-School, Go-to-College educational initiative, young men receive information and learn strategies that facilitate success. Alpha men provide youth participants with excellent role models to emulate.

PROJECT ALPHA Project Alpha is a collaborative effort between the March of Dimes Foundation and Alpha Phi Alpha Fraternity, Inc. This program was developed to increase the knowledge of the African-American male of the consequences of teenage pregnancy from the male perspective. This program seeks to assist young men in developing an understanding of their role in preventing untimely pregnancies through responsible attitudes and behaviors. The goals of Project Alpha are to: reduce the rate of adolescent sex and pregnancy; stress the concept of abstinence as a personal choice while promoting the use of contraceptives to those that choose to be sexually active; increase the knowledge of anatomy and physiology of the human body and the awareness of sexually transmitted infections; clarify and emphasize the roles and responsibilities of fatherhood; and reduce the rate of sexual abuse and violence among African-American teens.

A VOTELESS PEOPLE IS A HOPELESS PEOPLE “A Voteless People is a Hopeless People” was initiated as a national program of Alpha during the 1930's when many African-Americans had the right to vote but were prevented from voting because of poll taxes, threats of reprisal, and lack of education about the voting process. Voter education and registration has remained a dominant focus of this outreach activity for over 65 years. In the 1990s, the focus has shifted to include political awareness and empowerment.
A. CHARLES HASTON BROTHER’S KEEPERS PROGRAM Brother’s Keeper is a service program developed with the mission of advocating for and improving the quality of life for Alpha Phi Alpha Fraternity, Inc. brothers, their spouses, and widows who are retired, elderly, have disabilities or are ailing. Upon identification of need, the Brother’s Keeper Program provides assistance to mature and ailing members of its communities, to assist with limitations caused by advanced age place demands on family members, caregivers, and the larger community to ensure that elders remain independently functional. The goal of the Brother’s Keeper Program is to promote dignity and independence among Alpha family and community members who need help in keeping their lives and home functional.

SPECIAL PROJECTS Alpha Phi Alpha’s special projects are programs and activities that are sustained through collaborative efforts, memoranda of understanding, and/or outside financial assistance, which Chapters are encouraged to implement. Current Special Projects include: (1) Big Brothers, Big Sisters of America (BBBSA) mentoring partnership— implemented in 1991, Alpha Phi Alpha and BBBSA assist each other in mentoring African-American boys and young men. (2) Boy Scouts of America—through this alliance, Alpha Phi Alpha focuses on mentoring through the Scouting program. (3) Leadership Development Institutes—the program prepares outstanding high school students in the vital skills of leadership, college preparation and effective group interaction.
COLLEGE LIFE TO CORPORATE LIFE INITIATIVE (C2CTM) In concert with the mission of Alpha Phi Alpha Fraternity, Inc., the College Life to Corporate Life Initiative (C2CTM) was created to develop the human resources of Alpha Phi Alpha and cultivate mutually beneficial relationships with corporate partners resulting in rewarding career opportunities for the members of Alpha Phi Alpha and increased critical mass of diverse talent for its corporate partners.

ALPHA PHI ALPHA’S FOUNDATIONS THE JEWELS PROJECT The leadership of Alpha Phi Alpha Fraternity, Inc., in partnership with its non-profit, charitable affiliate, the Alpha Phi Alpha Education Foundation, Inc., recently created “The Jewels Project” committee. The goal of the committee and The Jewels Project is to reclaim, restore, and revive, historic sites in Ithaca, New York, that are a part of American history and were instrumental to the founding of Alpha Phi Alpha: namely, 411 East State Street and 421 North Albany Street. 411 East State Street was the early meeting place of Alpha Phi Alpha Fraternity, and, 421 North Albany Street was the meeting place of the social study club, a precursor to the fraternity. THE ALPHA PHI ALPHA CHARITABLE FOUNDATION The Alpha Phi Alpha Charitable Foundation is a nonprofit foundation dedicated to uplifting humanity. The mission of the foundation is to promote scholarship and academic achievement and provide resources, services and advocacy to the global community. Recent efforts of the foundation have been focused on urban education and growing resources and partnerships to aggressively attack the lack of innovation, achievement and preparation often found in these

environments. Some current programmatic efforts include technology-based efforts to maximize the human capital found in our inner-city school systems and prepare them for future academic and corporate success. The foundation is also developing a scholarship program for collegiate youth who wish to enter the academic field and work in disadvantaged urban school districts. Former Senator Edward Brooke provided the initial funding for this scholarship effort. THE ALPHA PHI ALPHA EDUCATION FOUNDATION, INC. The Alpha Phi Alpha Education Foundation, Inc. is the non-profit charitable arm of the Fraternity, which focuses on scholarship, programs, and training and development of the membership. Education Foundation encompasses the implementation of Go-toHigh School, Go-to-College, Project Alpha, Voter Education / Registration efforts, The Belford V. Lawson Oratorical Contest, the Collegiate Scholars Bowl, Leadership Development Institutes, and the professional and personal development thrusts of the Fraternity-Alpha University. THE ALPHA PHI ALPHA ECONOMIC DEVELOPMENT FOUNDATION, INC. The purpose of the Alpha Phi Alpha National Community Economic Development Foundation is to “promote and encourage economic development in minority and disadvantaged communities by expanding the opportunities for the residents of those communities to enter into, own, manage, operate and / or be employed in business enterprises, which are based upon the substantial participation of the low income community.” Additionally, the Foundation’s
aim is to promote a dynamic business environment in under-served communities through franchise opportunities, family financial planning and an aggressive Wealth Building Initiative.
WORLD POLICY COUNCIL The Fraternity formed its much heralded World Policy Council in 1996 to address United States national and foreign policy issues. At its inception, Former U.S. Senator Bro. Edward W. Brooke of Massachusetts, the first African-American to serve in the Senate in the 20th century, was named chairman of the council. Senator Brooke succeeded by Bro. Dr. Horace G. Dawson, Jr., former Ambassador to Botswana. The Council’s formation reflects two realities in America: 1) The U.S. government’s national agenda has become more closely linked to world affairs and non-governmental organizations are part of the network of influential voices in foreign affairs. 2) Alpha Phi Alpha’s legacy of activities in civil rights and education has broadened to include foreign policy. The Fraternity’s leadership has been careful to stress that Alpha Phi Alpha’s new foreign policy interest will not diminish the organization’s involvement with domestic issues.

CONVENTION INFORMATION

Brothers of Alpha Phi Alpha Fraternity, Inc. We are pleased to submit the report of the Committee on Rules and Credentials outlining the procedures governing the conduct of this 96th General Convention of Alpha Phi Alpha Fraternity, Inc., to wit:

The General President shall appoint the Officials of the General Convention, who shall include, but shall not necessarily be limited to, the following: Director of Conventions, Parliamentarian, Chaplain, and Sergeant of Arms.1 The following shall be Committees of the General Convention: (a) Committee on Rules and Credentials (b) Committee on Resolutions and Recommendations (c) Committee on Awards and Achievement (d) Committee on Grievances and Discipline Convention Committees and such other special committees as may become necessary shall be appointed by the General President from among members registered at the General Convention.2 Convention officials and presiding officers will govern with consideration of the 2017 Constitution and By-Laws and applicable written policies of the fraternity. Delegates shall present their credentials, including the convention badge, to the Committee on Rules and Credentials to be certified for the convention.

The General Convention will follow guidance issued by the United States Centers for Disease Control and Prevention (CDC) with regard to safety protocol and may issue additional requirements to help protect the health of participants.

All participants agree to follow rules established by the local municipality, host hotels, and the convention center as required and necessary.

Only registered members and invited guests of the General Convention will be allowed to participate in convention functions. Convention participants shall refrain from recording, taking photos, or videotaping
any portion of the proceedings of the General Convention. (General Convention officials are excluded). 8.
Except during public sessions, all participants are responsible for selecting a secure connection site to ensure that business discussed is not witnessed by any person(s) who are not members in good standing in the fraternity.

All chapters must be in good standing with the General Organization before their delegates are certified.
10. Delegates shall present their credentials to the Committee on Rules and Credentials for certification. The credentials required are the convention badge and chapter delegate certification form with chapter seal. 11.
All delegates will be registered and certified prior to being seated as a convention delegate.
12.
Chapters may not transfer credentials during an active business session.
13.
Delegates, standing committee chairmen, past General Presidents, and General Officers shall each be entitled to one vote on matters before the General Convention, all other members of the Fraternity in good standing may attend the General Convention and participate in its proceedings, but shall not be entitled to vote as described in the 2017 ΑΦΑ Constitution and By-Laws (Constitution Section 3 - Composition of the General Convention).
14. One-fourth of the delegates registered at the General Convention shall constitute a quorum. Rules for Debate 15.

Virtual participants shall maintain internet and audio access throughout the convention whenever present, but shall sign out upon any departure. Virtual participants are required to maintain a video connection for active participation and will display their video when addressing the General Convention. No action shall be invalidated on the grounds that the loss of, or poor quality of, a member’s individual connection that could prevent intermittent participation in the meeting. The Secretary shall designate an online area exclusively for the display of the immediately pending questions and other relevant information which will also be available for in person participant access. Virtual participants agree to mute audio connections unless speaking and consent to being muted by technical support as necessary to maintain order by the General Convention.
20. The presiding officer or designated member may direct the disconnection or muting of a member’s connection if it continuously causes undue interference with the meeting. 21.
24. Votes shall be taken by “voice”, “rising/ show of hands” and/or by “electronic voting software.” 25. Alpha attire is required for all business sessions. 26. Still images (camera off and background) will be professional by all participants and will conform to fraternity standards. 27. General Convention participants consent to still image, video, and audio capture during business and social sessions. 28. Inappropriate language (verbal or written) may be subject to disciplinary action up to and including removal from the General Convention. 29. Firearms, knives, physical/ verbal abuse, etc. are STRICTLY PROHIBITED. 30. The latest published edition of Robert’s Rules of Order Newly Revised (12th Edition) shall be the parliamentary authority and provide guidance absent written rules of the fraternity. 1. 2017 ΑΦΑ Constitution and By-Laws (Article IV- General Convention- Section 2- Officials of the General Convention). 2. 2017 ΑΦΑ Constitution and By-Laws (Article IV- General Convention- Section 3- Committees of the General Convention). Only those rules adopted by the General Convention will be binding upon participants; additional rules and instructions may be issued by fraternal leadership based on changing business and safety conditions.
Assignment of the floor by the presiding officer will alternate between in person and virtual participants. Those seeking recognition in person will queue at established locations in the convention hall. Those seeking recognition virtually will queue by typing their name and membership ID number in the online chat feature.
General Rules 22. All speakers recognized shall give their Name, Alpha Membership # (Not Life Member number), and Chapter Name prior to addressing the General Convention. 23. The Branding of Alpha Phi Alpha workshop provides participants an understanding of Alpha’s brand, how we and others perceive it, as well as what we do to shape, influence, contradict, or damage it. IMDP APPLICATION TRAINING
IMDP Application Training, which is a workshop for District Directors, Presidents and Chief Deans/ Area Directors, provides instruction on how candidates submit applications, the approval process, and what happens after those candidates become Brothers, including how to transition a candidate to a Brother after initiation. Instruction on how to submit the Affidavit of Rejection (AOR) and also how to submit the Notice of Initiation (NOI) is also provided. Speakers: Brother Terrence D. Byerson, Jr. & Ms. Christina A. ALPHAMX TRAINING During this workshop, the basic functions of AlphaMX along with what chapter officers (President, Treasurer, Financial Secretary and Recording Secretary and Alpha Advisors) are authorized to do in the platform. AWARD OF MERIT
AARON CRUTISON, SR. ACTING GENERAL PRESIDENT (APRIL-DECEMBER 2012) Brother Aaron Crutison, Sr. served as the first and only Acting General President (AGP) in Alpha Phi Alpha’s 115-year existence after being unanimously selected from the serving Regional Vice Presidents by the Past General Presidents during the incapacity of the 33rd General President Herman “Skip” Mason. Sworn into office by the late 25th General President, James R. Williams, he served Brother Mason’s remaining term from April-December 2012 before transitioning the gavel to the then-incoming General President Mark S. Tillman on January 1, 2013. During Brother Crutison’s tenure, he provided tactful leadership as well as principled vision and direction during a turbulent time in the Fraternity’s history. Among his efforts, he oversaw the Fraternity’s General Presidential election, a public lawsuit against the Fraternity, a new General Counsel appointment; established a special committee that developed financial protocols to ensure the fraternity’s financial policies and procedures were modified and approved; established a Fraternity’s National Day of Prayer; worked with the
Executive Director and his team at the General Office to ensure the business of Alpha Phi Alpha continued; signed more than 600 shingles and life membership certificates; presented two Presidential Citations; and represented the fraternity across the nation and internationally at fraternal events, including: the Black Caucus in Washington D.C., where he served on the Council of Presidents on the role of Fraternities and Sororities on the National Agenda on Black America and presented and received the report of the World Council. During the holidays, he was also invited to the White House as the Acting General President of Alpha Phi Alpha, where he was accompanied by his wife, Suzanne Crutison, and met President Barack Obama and First Lady. Brother Crutison, who served as the 27th Western Regional Vice President, is a 1983 Alpha Epsilon Chapter initiate at the University of California at Berkeley, a Life member of the Fraternity, and member of Gamma Phi Lambda Chapter. He and his wife have four children, of which two of his sons, are members of the Fraternity.

RECIPIENTS In 1952, the General Convention established the Alpha Award of Honor and The Alpha Award of Merit. These have become, by tradition and practice, our greatest awards. The awardees were initially chosen by a committee headed by the venerable Brother Taliaferro (Tolly) Harris. At some point in our history the selection became a function of the Office of the General President. In recent years the Award of Honor has been presented to non-members and the Award of Merit to members.

BROTHER CONGRESSMAN ROBERT “BOBBY” SCOTT, a Spring 1966 Sigma Chapter initiate at Boston University and member of Zeta Lambda Chapter, has represented Virginia’s third congressional district in the U.S. House of Representatives since 1993. Prior to his service in Congress, he served in the Virginia House of Delegates from 1978 to 1983 and in the Senate of Virginia from 1983 to 1993. Brother Congressman Scott has the distinction of being the first AfricanAmerican elected to Congress from the Commonwealth of Virginia since Reconstruction and only the second African-American elected to Congress in Virginia’s history. Having a maternal grandfather of Filipino ancestry also gives him the distinction of being the first American with Filipino ancestry to serve as a voting member of Congress. Brother Congressman Scott currently serves as the Chairman of the Committee on Education and Labor. In this capacity, he is advancing an agenda that improves equity in education, frees students from the burdens of crippling debt, protects and expands access to affordable health care, ensures workers have a safe workplace where they can earn a living wage free from discrimination, and guarantees seniors have a secure and dignified retirement. He also serves on the Committee on the Budget where he is a leading voice on fiscal policy and reducing the deficit. In addition, he is a recognized champion of the U.S. Constitution and the Bill of Rights, and he has fought to protect the rights and civil liberties of all Americans and a strong supporter of our nation’s military readiness as well as our troops and their safety. He will be the speaker for the Fraternal Luncheon.

BROTHER REV. DR. OTIS MOSS III, a Fall 2020 Xi Lambda Chapter initiate and member in Chicago, IL, is senior pastor of Trinity United Church of Christ in Chicago. He is a preacher, activist, author, and filmmaker with an eye toward justice and equality, as evidenced through the gospel of Jesus Christ. He espouses Black theology and speaks about reaching inner-city Black youth. He founded the Unashamed Media Group, a justice centered faith-based agency committed to producing and curating stories to inspire the heart and challenge the mind. His most recent book is Blue Note Preaching in a Post-Soul World: Finding Hope in an Age of Despair (2015). Dr. Moss is ordained in the Progressive National Baptist Convention and the United Church of Christ. He is married and has two children. He will be the speaker for the Interfaith Service.

AIDS HEALTHCARE FOUNDATION
AARP
Alpha Phi Alpha, in partnership with the AIDS Healthcare Foundation, will rigorously leverage its deep connections and already-established programming in educational institutions, national, state, and local partnerships, and communication platforms in order to facilitate awareness of the risk for HIV, help to delay initiation of sexual activity, to increase condom use for those who are sexually active, prevent unintended teen pregnancy and to decrease other behaviors, such as alcohol and drug use.
American Association of Retired Persons (AARP), nonprofit, nonpartisan organization that works to address the needs and interests of middle-aged and elderly people in the United States. Its membership is open to all persons age 50 or older, whether working or retired. It is headquartered in Washington, D.C. The AARP was founded in 1958 by a retired teacher, Ethel Percy Andrus, with the goal of helping older Americans remain physically and intellectually active by serving others. In 1982 the AARP merged with the National Retired Teachers Association (NRTA), an organization that Andrus had founded in 1947 to obtain pension and health insurance benefits for retired educators. The AARP offers a broad range of service sand benefits to its members. Among these are a group health insurance program; special discounts on automobile rental, airline, and hotel rates; automotive insurance; a credit union; and pharmacy and travel services. It sponsors community-service programs in such areas as crime prevention, defensive driving, adult education, consumer affairs, and the counseling of widowed persons. A program on retirement planning is also offered, and special services to retired teachers are provided through the NRTA.
The AARP issues video programs and printed materials on various health topics and on other aging-related issues. It publishes a bimonthly magazine, Modern Maturity, as well as the monthly AARP Bulletin. Volunteers implement most of the community service and other programs through the local chapters of the AARP. The AARP’s board of directors serve on a voluntary basis and are elected at a biennial convention.

TULANE UNIVERSITY SCHOOL OF PUBLIC HEALTH AND TROPICAL MEDICINE
The Tulane University School of Public Health and Tropical Medicine has entered into a five-year agreement with Alpha Phi Alpha Fraternity, Inc., the oldest intercollegiate fraternity for AfricanAmerican college men in the United States, that will streamline the admissions process for the organization’s members. Through the partnership, Tulane will develop a pipeline program for undergraduate members of Alpha Phi Alpha, to prepare them for graduate and professional school. The fraternity will share information about the partnership with Tulane to its members and encourage participation from those looking to further their education.
WESTERN GOVERNORS UNIVERSITY Alpha Phi Alpha Fraternity, Incs., has formed a partnership with Western Governors University that will be focused on creating post secondary educational opportunities for their members.
