Cette lettre d’information est destinée aux parents d’élèves du LFAY, adhérents de l’APE. Nous essaierons de produire cette lettre 3 fois par an. N’hésitez pas à nous faire part de vos commentaires, suggestions et questions. En espérant que vous trouverez ce premier numéro utile.
This newsletter is for the parents of pupils at the LFAY who are members of the APE. We will try to publish this letter three times a year. Feel free to send us your comments, suggestions and questions. Hope you find this first edition useful.

L’APE est une association française à but non lucratif, enregistrée légalement auprès des autorités vietnamiennes. En janvier 2009, le LFAY est passé d’un établissement conventionné géré par le Bureau de l’APE à un établissement en gestion directe par l’administration française via l’Agence pour l’Enseignement Français à l’Etranger (AEFE – voir en fin de document). L’APE LFAY est membre de la Fédération des Associations de Parents d’élèves des Établissements d’enseignement français à l’Etranger (FAPEE – voir en fin de document).
The APE is a French non-profitmaking association, legally registered with the Vietnamese authorities. In January 2009, the LFAY went from being a contracted establishment managed by the Office of the APE to being an establishment managed directly by the French government through the Agency for French Education Abroad (AEFE - see end of document). The LFAY APE is a member of the Federation of Associations of Parents of pupils in French schools abroad (FAPEE - see end of document).
Hội PHHS là 1 tổ chức phi lợi nhuận Pháp, đăng ký hoạt động hợp pháp với chính quyền Việt Nam. Vào tháng Giêng năm 2009, trường Pháp đã chuyển từ cơ chế quản lý bởi PHHS sang cơ chế quản lý trực tiếp bởi chính phủ Pháp thông qua Cơ quan Giáo dục Pháp ở nước ngoài (AEFE - xem cuối tài liệu). Hội PHHS trường Pháp là thành viên của Liên đoàn các Hiệp hội PHHS các Cơ quan Giáo dục Pháp ở nước ngoài (FAPEE xem cuối tài liệu).
Le Bureau de l’APE, constitué d’un maximum de 12 membres bénévoles, est élu par les adhérents lors de l’Assemblée Générale au début de chaque rentrée scolaire et présente un rapport d’activités et un rapport financier lors de l’Assemblée Générale à la fin de chaque année scolaire. La gestion quotidienne de l’APE est assurée depuis Janvier 2011 par l’assistante du BAPE en la personne de Madame Doan Cam Van, employée à plein-temps. A la date d’écriture de cette lettre, l’APE comprend 313 adhérents soit 59% des familles du LFAY. Nous invitons les familles non adhérentes à le devenir.
The APE Committee, consisting of a maximum of 12 volunteer members, is elected by members at the General Assembly at the beginning of each school year and submits an activity and financial report at the Annual General Meeting held at the end of each school year. The daily management of the APE since January 2011 is carried out by the Assistant to the BAPE in the person of Ms. Doan Van Cam, a full-time employee. At the time of writing this letter, the APE has 313 members representing 59% of LFAY families. We encourage families to become members.

Le 29 septembre, les adhérents de l’APE ont élu les membres du BAPE 2011-2012. Ce bureau a ensuite nommé président, viceprésidents et trésorier. Le Bureau a ensuite établi une liste de candidats pour élection comme représentants des parents aux différentes instances du LFAY. Au total, 25 parents seront donc impliqués bénévolement dans le Bureau de l’APE et les différentes instances du LFAY en 2011-2012. La liste est jointe ciaprès avec le courriel de chacun et les classes de leurs enfants.
On 29 September, members of the APE elected the members of the 2011-2012 BAPE committee The committee then appointed a president, two vice presidents and a treasurer. Next, the committee established a list of candidates for election as parent representatives to the various bodies of the LFAY. So a total of 25 parents will be involved as volunteers in the APE committee and in the various bodies of the LFAY in 20112012. You will find the list below with their emails and their children’s classes.
Ngày 29/09, các thành viên của HPHHS đã bầu ra Ban đại diện cho năm học 2011-2012. Ban đại diện này sau đó đã bổ nhiệm chủ tịch, các phó chủ tịch và thủ quỹ. Sau đó Ban đại diện đã lập một danh sách các ứng cử viên cho cuộc bầu cử các đại diện phụ huynh cho các hội đồng khác nhau của trường. Les membres du BAPE représentent les adhérents de l’association tandis que les parents élus aux instances du LFAY représentent l’ensemble des parents d’élèves ; le bureau jouant un rôle de coordination de leurs interventions. Transport Scolaire Le BAPE continue à gérer à la fois le quotidien et la planification stratégique du transport scolaire du LFAY. Déjà, avant la fin de l’année scolaire 2010-11, nous avions déjà procédé à l’installation de ceintures de sécurité dans tous les bus, optimisé et échelonné graduellement les départs et arrivées au Lycée et ajouté de nouveaux trajets (de 19 lignes en septembre 2010 à 25 en novembre 2011). Un appel d’offre pour le contrat de transport scolaire nous a permis cet été de faire un constat des pratiques dans d’autres institutions ainsi que des prix du marché, pour améliorer davantage les services de bus aux élèves. Le Bureau continue également ses réflexions sur les défis auxquels nous faisons face pour assurer que le transport couvre ses frais, notamment la difficulté de prévoir les effectifs quand plusieurs usagers ne peuvent s’inscrire qu’en septembre. Ceci a mené à la décision de ne plus offrir le transport gratuit au personnel du Lycée, qui doit depuis septembre 2011 payer le même tarif que les élèves. Pour mitiger l’effet de cette décision, le BAPE a approuvé l’octroi pour le deuxième et troisième trimestre de l’année 2011-2012, d’une réduction de 10% sur la facture totale du bus, aux familles de 3 usagers à temps plein au moins et non bénéficiaires de bourses.
School transport The BAPE continues to manage both the daily and strategic planning of the LFAY school buses. Even before the end of the 2010-11 school year, we had already completed the installation of seat belts in all buses, and had also optimized and staggered departures and arrivals at the Lycée as well as adding new routes (from 19 routes in September 2010 to 25 in November 2011). A tender for the contract for school transport has enabled us this summer to compare our service with those of other establishments as well as market prices in order to further improve the service we offer to LFAY pupils.
Xe đưa đón học sinh HPHHS tiếp tục vừa quản lý hàng ngày vừa lập chiến lược quản lý đối với xe đưa đón học sinh của Trường. Trước tiên, trước khi kết thúc năm học 201011, chúng tôi đã tiến hành việc lắp đặt dây đai an toàn trong tất cả các xe buýt, tối ưu hóa và phân bổ thời gian hợp lý cho việc khởi hành từ trường và đến trường của các xe buýt và bổ sung thêm các tuyến xe mới (từ 19 tuyến vào tháng 09/2010 lên 25 tuyến vào tháng 11/2011). Việc đấu thầu cho hợp đồng đưa đón học sinh mùa hè vừa rồi đã giúp chúng tôi ghi nhận tình trạng thực tế ở các cơ sở khác cũng như giá thị trường, nhằm nâng cao hơn nữa dịch vụ xe buýt cho học sinh.
The Committee is also continuing to reflect on the challenges we face to ensure that the transport covers its costs, particularly the difficulty of predicting the numbers as several users are unable to register before the term begins in September. This has led to the decision to no longer offer free transportation to school staff. From September 2011 the latter must pay the same rate as pupils. To mitigate the effect of this decision, the BAPE has approved granting, for the second and the third term of 2011-2012, a reduction of 10 % of the full bus’ invoice for families of three or more full time users and non-beneficiary of a scholarship.
Chúng tôi vẫn tiếp tục suy nghĩ đến những thách thức mà chúng ta phải đối mặt để đảm bảo trang trải được các chi phí vận hành của nó, đặc biệt là khó khăn trong việc dự đoán số học sinh khi nhiều người không thể đăng ký trong tháng 9. Điều này dẫn đến quyết định không còn cung cấp dịch vụ miễn phí cho nhân viên của nhà trường, mà kể từ tháng 9/2011 họ phải nộp phí như học sinh. Để giảm thiểu tác động của quyết định này, Ban đại diện đã phê duyệt giảm 10% trên tổng hóa đơn xe đưa đón học sinh cho quý 2 và quý 3 của năm học 2011-2012 cho những gia đình có từ 3 cháu sử dụng xe buýt toàn thời gian và không được hưởng học bổng.
Des réunions régulières avec les surveillants de bus sont maintenues, pour parfaire leurs procédures de travail et renforcer les pratiques que nous exigeons. Ces procédures ainsi que les lignes des trajets des bus peuvent être consultées sur le blog de l’APE.
Regular meetings with bus monitors will continue in order to improve their working procedures and reinforce the safety codes that we demand. These procedures and bus routes can both be found on the APE blog .
Các cuộc họp thường xuyên với các giám thị xe buýt sẽ vẫn được tiếp tục, để hoàn thiện các thủ tục làm việc và củng cố khả năng thực hành thêm mà chúng tôi yêu cầu. Các thủ tục này cũng như lộ trình các tuyến xe buýt có thể được tìm thấy trên blog của HPHHS.
Relocalisation Sans détenir un pouvoir décisionnel final sur ce dossier (géré par l’AEFE et le Lycée), le BAPE a été très actif pendant les derniers mois : préparation et diffusion de renseignements aux parents d’élèves; participation à plusieurs réunions de travail avec le cabinet d’avocats, la direction du LFAY et l’Ambassade de France; visites sur les sites et auprès des autorités locales (Comités Populaires, etc.). D’ici à fin décembre 2011, l’AEFE devrait être en mesure de prendre une décision finale entre les 2 options : le site d’Ecopark ou le terrain de Ngoc Thuy / Long Bien. Le Comité Populaire de la ville de Hanoi a en effet publiée le 17 octobre une décision (QD 4814) donnant la plupart des garanties nécessaires pour que l’option Ngoc Thuy puisse continuée à être étudiée. A noter que les 2 terrains sont mis à disposition gratuitement et qu’aucune expropriation ne sera à la charge de l’AEFE. L’objectif que la rentrée scolaire se fasse dans le nouvel établissement en Septembre 2014 est toujours recherché même si un délai de quelques mois peut être attendu.
Relocation Although it does not have the final word on this issue (it will be decided by the AEFE and High School), the BAPE has been very active in recent months: preparation and dissemination of information to pupils’ parents, participation in several working meetings with lawyers, the management of the LFAY and the French Embassy, site visits and meetings with the local authorities (People's Committees, etc.).. By the end of December 2011, the AEFE should be able to make a final decision between two options: the Ecopark site or the site at Ngoc Thuy / Long Bien. The People's Committee of Hanoi city has in fact issued a decision, October 17th (QD 4814) giving most of the guarantees necessary so that the Ngoc Thuy option can continue to be studied. Note that the two sites will be made available free of charge and any expropriation will be borne by the AEFE. Beginning the school year in September 2014 in the new establishment is still the aim, even if a delay of several months can be expected.

Từ nay đến cuối tháng 12/2011, AEFE sẽ phải có thể đưa ra quyết định cuối cùng giữa hai lựa chọn: đất ở Ecopark hay đất ở Ngọc Thụy / Long Biên. Trên thực tế Uỷ ban nhân dân thành phố Hà Nội đã ban hành ngày 17/10 quyết định (QĐ 4814) đưa ra hầu hết các bảo đảm cần thiết để việc lựa chọn mảnh đất Ngọc Thụy tiếp tục được nghiên cứu. Lưu ý rằng hai lô đất này đều miễn phí và AEFE sẽ không phải chịu bất kỳ chi phí nào liên quan đến việc giải tỏa. Mục tiêu khai giảng ở cơ sở mới vào tháng 09/2014 vẫn đang được dự kiến ngay cả khi có thể có sự chậm trễ trong một vài tháng.
Autres dossiers importants En plus de la coordination et appui aux parents élus aux instances du LFAY et des 2 dossiers mentionnés ci-dessus, le BAPE intervient ou interviendra sur les dossiers ci-après : - La mise en place d’une action humanitaire d’une valeur d’environ 100 millions de dongs auprès de 2 écoles primaires en zone montagneuse, afin de pouvoir conserver notre statut légal au Vietnam. - L’appui auprès de la direction du LFAY pour la préparation de l’appel d’offre « Cantine ». - L’appui auprès de la direction du LFAY pour la conduite d’un état des lieux sur l’enseignement des langues (classes bilingues etc.).
Other important issues In addition to the coordination and support given to parents elected to the LFAY bodies and 2 above-mentioned dossiers, the BAPE is currently intervening or intends to intervene in the following dossiers: - The establishment of a charity project with a budget of about 100 million dongs which concerns two primary schools in mountainous areas. Participating in this project will allow us to maintain our legal status in Vietnam. - Support to LFAY management for the preparation of the next “Canteen” tender. - Support to LFAY management to assess language teaching at the school (bilingual classes etc.).
Các vấn đề quan trọng khác Ngoài việc phối hợp và hỗ trợ các phụ huynh được bầu trong các hội đồng của trường và 2 hồ sơ nêu trên, HPHHS còn can thiệp hoặc sẽ can thiệp vào các hồ sơ sau: - Việc thiết lập hoạt động nhân đạo với giá trị khoảng 100 triệu đồng cho 2 trường tiểu học ở miền núi. Do đó Hội có thể duy trì tính pháp lý tại Việt Nam. - Hỗ trợ Ban lãnh đạo nhà trường để chuẩn bị hồ sơ mời thầu "Nhà ăn". - Hỗ trợ Ban giám hiệu trường để tiến hành đánh giá tình trạng giảng dạy ngôn ngữ (các lớp học song ngữ vv) ..
Hanoi Club Vacances La société HCV a organisé sa première semaine d’activités sur le site « Chez Xuan » pendant les vacances de fin octobre. L’assistante et quelques parents du BAPE se sont rendus sur place avant et pendant la semaine et ont pu constater le bon fonctionnement du centre.
Hanoi Vacation Club The HVC held its first week of activities on the site "Chez Xuan" during the holidays in late October. The assistant and several BAPE parents went there both beforehand and during activities and have seen how the center functions.
Trung tâm vui chơi Hanoi Club Vacances đã tổ chức tuần hoạt động đầu tiên trên khuôn viên "Chez Xuân" trong kỳ nghỉ vào cuối tháng 10. Trợ lý và một vài phụ huynh của HPHHS đã đến đó trước và trong tuần và đã thấy trung tâm hoạt động tốt.
Décès de Phoebe Adams Toute la communauté du LFAY a été particulièrement touchée par le décès de la petite Phoebe le 6 Octobre. Nous renouvelons ici nos sincères condoléances à toute la famille.
Death of Phoebe Adams The whole LFAY community was particularly affected by the death of little Phoebe on October 6th. We would once again like to offer our sincere condolences to her family.

La FAPEE ( www.fapee.com) La FAPEE (Fédération des Associations de Parents d’élèves des Établissements d’enseignement français à l’Etranger) a été créée en 1980 par des élus et des parents de toutes nationalités et regroupe exclusivement des associations de parents d’élèves des établissements d’enseignement français dans le monde (en gestion directe, conventionnés, homologués). Elle est indépendante de tout groupement politique, syndical ou religieux. Elle est reconnue d’utilité publique et contribue activement aux structures de gestion et de concertation de l’enseignement français à l’étranger. Elle a professionnalisé la représentation des parents d’élèves du réseau pour qu’aujourd’hui ils soient partie prenante de ses orientations stratégiques et promoteurs de son évolution pédagogique. La FAPEE siège au Conseil d’Administration de l’AEFE, à la Commission Nationale des Bourses etc. Elle réunit les APE indépendantes de plus de 130 établissements sur tous les continents. En Novembre 2010, elle a organisée à Bangkok une réunion des représentants des APE des établissements de la zone Asie Pacifique, lesquels n’hésitent pas depuis à échanger leurs problèmes et expériences d’un pays à l’autre.
FAPEE (www.fapee.com) FAPEE (The Federation of the Associations of Parents of students in French schools abroad) was founded in 1980 by elected officials and parents of all nationalities and groups together exclusively the parents' associations of French teaching establishments institutions throughout the world (directly managed, government-regulated, approved). It is independent of any political party, trade union or religious group. It is recognized as a public service and actively contributes to the management and consultation structures of French education abroad. It has professionalized the representation of parents of the network so that they are now actively involved in the direction of its strategies and champions of its pedagogical evolution. The FAPE has a seat on the Board of Directors of the AEFE, on the National Commission for Scholarships etc.. It brings together the independent APEs of more than 130 schools on every continent.

In November 2010, it organized a meeting in Bangkok with the representatives of the APEs of schools in the Asia Pacific zone, who no longer hesitate to share their problems and experiences from one country to another.

Elle assure les missions de service public relatives à l’éducation en faveur des enfants français résidant hors de France et contribue au rayonnement de la langue et de la culture françaises ainsi qu'au renforcement des relations entre les systèmes éducatifs français et étrangers. L’objectif de l'AEFE est de servir et promouvoir un réseau scolaire unique au monde, constitué en 2011 de 480 établissements implantés dans 130 pays, qui scolarisent 300 000 élèves dont 110 000 Français. Tous sont homologués par le ministère de l’Éducation nationale. Nombre de ces établissements entretiennent des relations très étroites avec l’AEFE puisque 75 sont gérés directement par l’Agence (établissements en gestion directe - EGD) et 163 ont passé une convention avec elle (établissements dits conventionnés). Ces établissements proposent un enseignement conforme à l’exigence des programmes de l'Éducation nationale française. Ces établissements homologués sont porteurs de valeurs universelles – tolérance, humanisme, égalité des chances, curiosité intellectuelle, promotion de l'esprit critique... – et permettent de suivre une scolarité sans rupture, de la maternelle au baccalauréat.
The AEFE (www.aefe.fr) Founded in 1990, the Agency for French Education Abroad (AEFE) is a national public institution under the supervision of the Ministry of Foreign and European Affairs. It is responsible for public service missions related to education for children residing outside of France and contributes to the dissemination of the French language and culture and the strengthening of relations between the French and foreign education systems. The objective of the AEFE is to serve and promote a network of schools which is unique in the world: in 2011 it was composed of 480 schools located in 130 countries, which teach 300 000 students of which 110 000 are French. All are approved by the Ministry of Education. Many of these institutions maintain very close relations with the AEFE as 75 are directly managed by the Agency (directly managed establishments - EGD), and 163 have signed an agreement with it (so-called regulated institutions ).
These institutions provide education in line with the program requirements of the French national education system. These establishments are approved vectors of universal values - tolerance, humanism, equal opportunities , intellectual curiosity, promotion of critical thinking ... - And allow to pupils to continue a school program without interruption, from kindergarten to the baccalaureate.

Chịu trách nhiệm về hoạt động công liên quan đến giáo dục cho trẻ em Pháp cư trú ngoài lãnh thổ Pháp và góp phần làm tỏa rạng tiếng Pháp và nền văn hóa Pháp cũng như tăng cường quan hệ giữa các hệ thống giáo dục Pháp và nước ngoài. Mục tiêu của AEFE là để phục vụ và thúc đẩy một mạng lưới giáo dục duy nhất trên thế giới, năm 2011 có 480 trường học nằm ở 130 quốc gia, có 300 000 học sinh theo học trong đó 110 000 là học sinh Pháp. Tất cả đều được chấp thuận của Bộ Giáo dục. Nhiều trường trong số các tổ chức này duy trì quan hệ rất chặt chẽ với AEFE bởi vì 75 cơ sở trực tiếp quản lý bởi Cơ quan này (trực tiếp quản lý EGD), và 163 cơ sở đã ký một thỏa thuận với Cơ quan này (gọi là tổ chức theo thỏa thuận).
Các tổ chức này đề xuất chế độ giáo dục phù hợp với yêu cầu chương trình Giáo dục Pháp. Các cơ sở được cấp phép này đã mang lại giá trị phổ quát - khoan dung, nhân đạo, bình đẳng cơ hội, sự tò mò trí tuệ, thúc đẩy tư duy phê phán ... - và có thể tiếp tục theo học mà không gián đoạn, từ mẫu giáo đến tú tài.
