Introduction
T
he Bay of Plenty economy has undergone a significant transformation over the last few years, with an increase in business moving to the region, a rise in new start-up companies and strong job growth resulting in the diversification of key employment sectors. We continue to hold the top spot in the country for both economic growth and job growth, with a phenomenal 7,900 new jobs created across the region in the last year. This reflects robust confidence in the business community as companies expand and create new jobs, as well as the growth in new businesses moving to the Bay. Our region is increasingly becoming a hub for entrepreneurs and innovative companies, underpinned by investment in tertiary education and research. Development of the new University of Waikatoled tertiary and research campus is underway in Tauranga’s city centre. In addition, the university’s Coastal Marine Field Station has trebled in size since it was established five years ago. This has
positioned the region as a major international centre for marine-based research for pharmaceutical and agrichemical innovation. The establishment technology incubator WNT Ventures is contributing to the growth of innovation in the Bay. Supported by the government, it is working to grow start-up companies largely in the primary industries, technology and specialised manufacturing sectors. Work is also underway on the establishment of an ‘innovation lab’, which will provide businesses with access to capability to increase innovation, particularly in the areas of creativity and product design. The future is bright for the Bay of Plenty, which has planned well to provide world class infrastructure to support population and business growth. Exceptional art at Tauranga Art Gallery
T
auranga Art Gallery toi Tauranga, which opened in 2007, is the city’s public art gallery. The aim of the institution is to create exceptional art experiences that engage, inspire, challenge and educate. The gallery has a great reputation in the New Zealand art scene and it’s becoming more internationally noticed, too. It is housed in a modern building, centrally located on the corner of Wharf and Willow Streets, downtown Tauranga across the road from the library and council buildings by the main bus stop. The exhibition programme for the coming years is exciting and stimulating, consisting of high-quality local, national and international art and a diverse range of media. Occasionally there are historical exhibitions on
display but Tauranga Art Gallery has a strong focus on contemporary art. The exhibition programme is being developed by gallery director Karl Chitham and his staff. They aim to present an exciting mix of touring exhibitions from other institutions, shows that are developed in-house and site-specific artist projects. The gallery’s huge atrium with 7m high walls can be hired as a venue. Movie nights, fashion shows, musical performances, cocktail parties, book or product launches, presentations and even weddings can be held in this unique space. The gallery also has a range of education and visitor programmes that are developed around the exhibitions, to enhance visitors’ experience. Visitor programmes include debates, floor talks,

guided tours, seminars, screenings, performances and artist residencies. Education is a key focus for Tauranga Art Gallery. Practically every school-aged child has visited the gallery with their teacher, and enjoyed the tailor-made programmes that are inspired by the gallery’s current exhibitions and aligned with the national education curriculum. The learning and engagement team has developed a great programme for Early Childhood Education (ECE) providers, too. Locals and visitors to the region can come to the gallery free of charge, at any day of the week between 10am and 4.30pm. The only days Tauranga Art Gallery is closed are Christmas Day, Boxing Day, New Year’s Day, and ANZAC Day. Shows change regularly, so there is always something new to experience.

auranga City operates under a ‘user pays’ kerbside rubbish, recycling and garden waste collection system.
Kerbside Rubbish Collections Council offers a kerbside rubbish collection, using a pre-paid black bag with a pink sticker, which is available at supermarkets. Private service providers also offer kerbside rubbish collections, which need to be arranged independently. Bins or bags are available.

Dogs
O
wning a dog comes with a lot of responsibility and expense. Your dog must have shelter, water, food, daily exercise and veterinary care when necessary. Whether in the home, walking down the street, on the beach or at a park, it is the owner’s total responsibility to ensure your dog is controlled at all times and cannot cause nuisance, distress or danger to any person or other animal.
Exercise areas Dogs are not allowed on the Mount Main Beach, Pilot Bay or Mauao. You can walk your dog in most other places in Tauranga City as long as the dog is under control at all times. Dogs must be kept 10m from children’s playgrounds. A complete list of prohibited areas is on our website.

ates are sent out twice a year and provide just over half of Council’s income. They pay for a wide range of services and capital projects such as new roads, events, stormwater, libraries, reserves and so on. Annual rates are set in July each year and are GST inclusive. Rates invoices are sent out on 1 August and 1 February, and are due on the last working day of the month. Opt to receive your invoices via email and help save the trees! If you are on a low income you may be eligible for a rates rebate that Council administers on behalf of the Government. Visit our website for more information on rebates and remissions. Water rates Tauranga properties are charged for water by meter.Water rates are sent out four times a year. They help to pay for water collection, treatment facilities, and our water distribution network and water conservation measures.

We need to protect and maintain our precious natural resources, such as water, air and land because they’re are vital to how we live. Our natural resources give us sustenance, form the basis of our economy and generate our sense of community. Over the coming 10 years Bay of Plenty Regional Council will deliver five key outcomes for your community: • Clean, healthy water that’s sustainably managed • Thriving natural environments and biodiversity that sustain local people, now and in the future • Resilient infrastructure and sound planning that improves natural hazard and flood protection
• Regional collaboration and strategic leadership • Economic development that boosts the region’s performance Caring for the Western Bay and Tauranga In Tauranga and the Western Bay we’re working with landowners and the wider community to care for land, air, water and wildlife in the Tauranga Harbour, Kaituna/Maketu¯ and Pongakawa/ Waitahanui catchments. Land around Tauranga Harbour is used extensively for urban, horticultural and agricultural purposes, which must be carefully monitored and managed to ensure the harbour’s waters are protected. We’re also working on solutions to community concerns about excessive growth of native sea lettuce and mangroves. Residents’ Guide 2017 23 Across the region In Rotorua, we work with Te Arawa, Rotorua Lakes Council and the various communities to protect and restore water quality in the Rotorua Te Arawa lakes. We monitor and research the area’s geothermal resources, and are working to improve Rotorua’s poor air quality. In the eastern Bay of Plenty we work with the community to balance development and recreational activities ¯ hiwa Harbour and around other in O sensitive areas. We are also providing up to $18 million towards the Opotiki Harbour Transformation project, a new harbour entrance to facilitate the development of the off-shore aquaculture industry. We work closely with other councils and agencies to develop economic opportunities through our Bay of Connections economic strategy. The region has eight major rivers emptying into the Bay - the Wairoa, Kaituna, Tarawera, Rangitaiki, Whakatane, Waioeka, Motu and the Raukokore river. We work with the communities that live alongside these rivers to help protect people, land and property from flood damage.
Our work also includes maintaining the region’s biodiversity (variety of living things), reducing plant and animal pests, protecting our coastal environment and encouraging sustainable land use. We manage the effects of flooding, help prevent pollution of land, water and air, manage maritime safety and public transport, coordinate regionwide emergency management and work with iwi to implement Treaty of Waitangi settlements. The Regional Council also supports thousands of volunteers who give their time to caring for our beaches, rivers, estuaries and parks to make the Bay of Plenty the best place to live, work and play.

Opportunities to Learn and Grow

here are more than 40 schools in Tauranga, which include primary and intermediate schools plus colleges. When counting the schools in the surrounding areas of the Western Bay of Plenty, the total comes up to around 65. There are also preschools, early childhood centres, and kindergartens in most areas. Tauranga has Christian and Catholic schools, as well as recognised indigenous education providers. There are Montessori schools, as well as a Steiner/Waldorf school. ACG, a Years 1 to 13, independent co-educational school, providing the Cambridge International curriculum, opened in Pyes Pa in 2015. In May 2016, the Bay of Plenty Polytechnic in Tauranga and Waiariki Institute of Technology in Rotorua merged to better meet the education and employment needs of the region. The new name of the organisation, Toi Ohomai was revealed in October. Toi Ohomai Institute of Technology is

the largest tertiary provider in the Bay of Plenty and the third largest institute of technology in New Zealand, with 14,000 students, more than 1,000 staff and more than 150 programmes ranging from certificate to post-graduate level. The five main campuses are in Rotorua, Taupo, Tauranga, Tokoroa and Whakatane and they teach from more than 68 delivery sites around the Bay of Plenty and South Waikato. The University of Waikato already has a presence in Tauranga but by
2020, the Bay of Plenty will have a new tertiary campus in the heart of the city. The new university, which the University of Waikato is leading on behalf of the Bay of Plenty Tertiary Partnership, will enhance the current range of qualifications and study options available to students. In October, a proposed design concept for the campus development was approved by its three regional funders – Tauranga City Council, Bay of Plenty Regional Council, and Tauranga Energy Consumer Trust.

Hospital Care
P
ublic hospital care in Tauranga is organised by the Bay of Plenty District Health Board. Tauranga Hospital provides health services to the people, which include medical, surgical, paediatrics, obstetrics, gynaecology and mental health. There are 349 beds at Tauranga Hospital, which includes the Special Care Baby Unit and maternity ward. The hospital is also a base for a range of associated clinical support services and allied health such as rehabilitation, speech therapy, physiotherapy, stroke and cardiac support, district nursing and addiction programmes. The hospital was officially opened on March 6, 1914, just before the outbreak of World War I, by the Inspector-General of Hospitals Dr T.H.A. Valentine. At that time, it had a live-in staff of four, a cow

2007 and is Tauranga’s only private specialist surgical hospital, owned and managed by Norfolk Southern Cross Ltd. The purpose built facility initially provided 5 operating theatres, 48 inpatient beds, a two-bed HDU, and a procedure room for endoscopy. auranga is growing at a rapid rate. Our population has almost doubled in the last 20 years, and that growth is set to continue. With a new university campus to be completed in the central city by 2020, further investments in infrastructure plus commercial and residential developments, it is expected that the city’s population will reach 141,000 by 2021. 28 Residents’ Guide 2017 Downtown Tauranga is showing some very interesting developments. Funky new shops and cafes have opened up and a great coffee or scrumptious lunch is never far away. There is plenty to see, do and enjoy downtown. A new favourite, especially for teens, is the 10 by 6m Dance-o-mat on Waterfront. When Trustpower relocated their head office to the city centre, they donated the Dance-O-Mat as a welcome gift. The Waterfront also has a fantastic playground for children with plenty of grass, plus park and picnic benches to sit and relax on. The ‘Access to Water’ Project - the construction of tidal stairs, Masonic Pier and pontoon, is currently underway and set to be completed this summer. Green light for the project came at a Council meeting on 15 December 2015, following responses from the community, iwi and water users on the proposed concept. “Feedback from the community on the concept was an overwhelming ‘yes please, go ahead and make it happen. This will be a new dimension for our waterfront,” said former Mayor Stuart Crosby at the time.

auranga means “safe anchorage” or “resting place”. The earliest known settlers were Maori who arrived in Tauranga from the Takitimu and the Mataatua waka in the 12th century. Guarding the entrance to Tauranga Harbour in the Bay of Plenty, Mauao (Mount Maunganui) was the landing place of the waka about 1290 AD. One of Tauranga’s first European visitors was Captain James Cook, who sailed past Mauao in November 1769. Cook’s explorations paved the way for European settlement. During the 1800s, missionaries established mission houses in Tauranga these missions included competing Catholic and Anglican missions. Te Papa (flat land) was the original name for both the mission station of the 1830s and the military township of the 1860s. The original mission house, The Elms, with its beautiful gardens still stands today, and it’s a fascinating place to visit.
Tauranga was a significant site of the New Zealand Wars between the British Empire and the local Maori tribes. The most notable of the battles of the New Zealand Wars to be fought around Tauranga was the battle of Gate Pa in 1864. Tauranga struggled through to the 1880s, and the population dropped to around 1,000 people. But the arrival of George Vesey Stewart from Ireland in 1882 brought new hope to the town. Tauranga was made a borough, and Mr Stewart was made the first Mayor of Tauranga. If you would like a deeper look into the history of the city, head to Tauranga City Library. On the first floor, you will find the New Zealand Room where you can discover a range of interesting collections including Maori, Local History and New Zealand History. Collections are available in a variety of formats including monographs, journals, photographs, newspapers, ephemeral
and vertical file materials, microfiche and microfilm. Online, you can find a lot of information on Tauranga’s rich history, too. Greerton Village
T
here is something very special about Greerton. The friendly village, 6km outside of central Tauranga, has so much more than it seems on the surface. There are great cafes (some offering live music), award-winning hair salons, interesting clothing and shoe stores, antique and furniture stores, plus no less than 9 opportunity shops, which makes it affectionately known as “The Op Shop Capital of the World.” Due to a significant investment in streetscape development in the 1990s, the once rural village has become a lively, multicultural area. With two large subdivisions at its doorstep - The Lakes and Pyes Pa – as well as nearby Welcome Bay and Ohauiti, Greerton Village is popular with shoppers who appreciate the free parking, convenience, and something a little different. Throughout the year, there are plenty of familyfriendly events organised in Greerton, from the Irish Mile on Saint Patricks Day to the Christmas Variety Show and parade, from the annual IlluminART Festival to the wonderful Cherry Blossom Festival in spring. Things get rather exciting in winter, too. Every year, Greerton Village gets “attacked” by a group of yarn bombers who call themselves the Greerton Guerillas. They go out to
cover trees, bollards, signs and other things with their colourful knitted and crocheted creativity. Greerton Village also has Tauranga’s newest library, which opened in July 2016. It is twice the size of the old library, and offers a contemporary and engaging space for the village community. The building includes a community meeting room and Learning Centre, where people can learn about IT and improve their digital literacy. “Greerton library is a great example of how libraries have evolved to become community knowledge hubs offering traditional book-based services like activities for children and adults, spaces to read, study, to meet friends, community history and centres for people to access the internet and learn more about digital technology”, Tauranga City Libraries manager Jill Best told the Bay of Plenty Times.

Beautiful Bethlehem
B
ethlehem is the northern gateway into Tauranga. The suburb features a fantastic winery, great restaurants and cafes, schools, a recently expanded shopping centre, and a fabulous new health club and fitness centre. There are many businesses here that service a growing community. Bethlehem Town Centre can be found a 10 minute drive from Tauranga’s CBD. The Maori name for the Bethlehem area is Peterehema. There are two Ngati Ranginui marae in the area, the Peterehama one belonging to the Ngati Hangarau hapu, and the Wairoa one belonging to the Ngati Kahu hapu. The first shop was built in Bethlehem in the 1930’s and in 1956 the Community Hall was built. The area today has a bustling shopping centre covering more than 20,000sq m of retail space. Stores to be found here include a large supermarket, Kmart, boutique fashion stores, unique home and living plus gift shops, hair and beauty salons,
and so much more. Most of the shops are locally owned and operated. There are plenty of food outlets and cafes, too. The new expansion brings all sorts of food outlets including sushi and kebabs. The award-winning Cafe Botannix is located in Palmers Garden Centre, across the road from the shopping centre. Somerset Cottage, one of New Zealand’s top restaurants, can be found in Bethlehem as well. Bethlehem has been famed for its warm climate and from the first settlers exotic crops have been trialled here, as well as traditional dairy farming. It is a popular place to retire, and some of Tauranga’s most exclusive retirement lifestyle villages can be found here. The surrounding area of Bethlehem is green and spacious, offering beautiful views over the Kaimai Ranges. If you like a nice walk or easy bike rides try the Gordon Carmichael Reserve, which is a 60 hectare oasis of plants and wetlands. The reserve has been
developed in 2002 and is located between the Mayfield subdivision in Bethlehem and the suburb of Brookfield. Features include a playground and an outdoor classroom area which is used for Learning Through Discovery programmes. More than two kilometres of walkways wind through the reserve, with 230 metres of boardwalk that is lined with stunning native plants.

Bethlehem Lifestyle Retirement
M
ore than fifteen per cent of Tauranga’s over 75s live in retirement villages - the largest percentage in the country. Retirement Village Association figures show that there are 26 retirement villages across Tauranga City and the Western Bay, which combined have about 2400 units, and are home to more than 3000 residents. The demand is growing at rapid rate, and building consents for Tauranga retirement villages have soared in the past year. The Bay of Plenty Times reported in August that local retirement villages literally cannot build villas fast enough to keep up with the demand. Data from Priority One that shows in the year to July 2016, 96 building consents were issued, valued at $51.8 million, compared with 87 consents valued at $33.6m for all of 2015 and 35 consents for 2014 valued at $14.3m. O
nce a quiet, sandy peninsula with a few holiday baches scattered around, Mount Maunganui has grown out to be one of the North Island’s favourite holiday destinations. Affectionately known as The Mount, this beautiful spot did not only grow rapidly in popularity as a beach resort, it has also become a much sought-after place to live. At the Mount, you can find some of New Zealand’s most exclusive and luxurious real estate. Last year, Mount Maunganui enjoyed a surge in sales of multimillion-dollar homes - including two properties that have sold for more than $5 million. The most expensive property, 92 Marine Parade, sold for $6.6 million on February 11, according to sales figures from the Real Estate Institute of New Zealand. In April this year, a beachside home in Mount Maunganui hit the market with an asking price of nearly $6.8 million, which was one of the highest listed in the Bay of Plenty. In June, a stateof-the-art home on Oceanbeach Road sold for $5.65 million - setting a new record for a non-beachfront property at Mount Maunganui. It’s easy to see why Mount Maunganui is so attractive to home buyers. It simply has the “wow” factor. People that are looking for a top quality lifestyle and have the money are looking for properties at locations like the Mount. Tauranga Master Builders Association president Johnny Calley
said Mount Maunganui had become a drawcard for bigger spenders that were developing sites and pumping money into the local economy. “I think it’s exciting for the area that we are being compared to successful areas around the world like the Gold Coast. With that comes a lot of tourism, the affluence of that area will create opportunities for other sectors in our region,” he said. House sales in Mount Maunganui/ Papamoa rose more than 20 per cent year-on-year, according to REINZ data. Traditionally, winter is a quieter time for Mt Maunganui real estate; however this winter there was strong buyer activity for all sectors of the real estate market, including the apartment market.

auao marks the entrance to Tauranga’s harbour, and the port has become the largest cruise tour port destination in New Zealand. This season shapes up as the biggest on record for ship visits. 83 ships are expected to call into the Port of Tauranga, with 153,000 passengers plus 66,000 crew members. Five ships will overnight. The overnight stays are set to bring some great nights for both the visitors and the locals. Shops will stay open until 7pm, there will be buskers down the street, and there will be different activities going on. “It will be fun, people can come and hang out and enjoy the atmosphere, have a drink at a bar and sit outside,” Mount Mainstreet manager Ingrid Fleming told the Bay of Plenty Times. Mount Maunganui’s main street features more than 30 specialist
clothing and shoe stores including highend fashion boutiques. There are gift shops, art galleries, souvenir shops and other unique retail outlets to discover, along with around 60 different cafes, bars and restaurants. A brand new multimillion-dollar shopping precinct is set to open on the corner of Mount Maunganui Road and Banks Avenue. Named Mount Central, the two single level retail buildings are connected with an architecturally designed canopy. Its high-level retail and hospitality tenants will make Mount Central a destination in its own right. Shopping sure is good at the Mount, but its biggest attraction will always be the beach. Mount Maunganui’s Main Beach has been crowned the ‘Best Beach in New Zealand’ by TripAdvisor, and ranks among the top 25 best

Beautiful Mauao and Pilot Bay
A
t 232m high, Mauao dominates the horizon over Mt Maunganui. You can see the Mount from just about anywhere in Tauranga, and the sights of the iconic volcanic cone are always impressive. It’s been said that around 1 million people walk around or up Mauao each year, which makes it one of the most popular short scenic walks in the country. It takes around 45 minutes to circumnavigate Mauao’s 3.4kmlong base track. You will get treated to expansive ocean views, mature pohutukawa trees, peaceful beach inlets and plenty of places where you can stop and admire the view. To get to the summit takes between half an hour and an hour, depending on which track you choose and how fit you are. A reasonable level of fitness is required for the climb, but it is worth the effort. Once on top, you can enjoy breathtakingly gorgeous 360° views along the entire Bay of Plenty coastline,
out across the harbour to Tauranga and the Kaimai Range beyond. Please note: dogs are not allowed up or around Mauao. The name Mauao means “caught by the morning sun”. In Maori legend, Mauao was a nameless mountain, which had his heart broken and asked to be drowned in the ocean. Patupaiarehe, fairy-like beings from the forest with magical powers, dragged the mountain toward the sea in the night with a magic rope. But Patupaiarehe could not tolerate sunlight, so as soon as the sun came out, the poor heartbroken mountain was left fixed in place. On the opposite side of Mount Maunganui’s main beach, you will find Pilot Bay, a beautiful sheltered beach which sits on the edge of Tauranga Harbour. The bay runs along the southwestern side of Mount Maunganui’s peninsula and is sheltered from the open ocean. It’s a great spot for families who want to splash about in

the water without getting knocked over by big waves. A wooden boardwalk runs parallel to the road, so you can stroll along the full length of Pilot Bay even with a wheelchair or a baby in a stroller. Papamoa
P
apamoa is the largest, as well as one of Tauranga’s fasted growing suburbs but it wasn’t until the early 1980s that widespread settlement started in the area. Before then, Papamoa was largely a rural area with lush farmland. In recent years, many of the paddocks have been transformed into urban development. Hundreds of new homes have been built in recent years and many more residential developments are in full swing, but Papamoa has not lost that relaxed beachy feel that it’s become known and popular for. Papamoa Beach is a much-loved holiday destination for Kiwi families. It has 16km of white sand, and there are plenty of beach access points along Papamoa Beach Rd. The most popular spot for safe swimming is right outside the Papamoa Surf Lifesaving Club, where lifeguards patrol the beach during summer. This beach is wide and welcoming, with plenty of room to spread out and play on the sand.
The award-winning Papamoa Beach Holiday Resort, now in its 50th year of operation, is widely recognised as a top accommodation provider. The resort received an award for excellence in hospitality two years in a row, based on guest reviews on the world’s largest travel site TripAdvisor. For those who’d like something different than the beach, there’s the Papamoa Hills Regional Park (Te Rae o Papamoa). Walking trails are Papamoa Hills Regional Park’s main feature and it is an amazing walk to the top. The walk up the hills features a track that meanders through pine forest, native bush and open farmland. It also showcases the terracing on several
historic Maori pa sites. If you climb right to the top you’ll be standing 224m above sea level. It’ll take you about 45 minutes to complete. Once you reach the summit, you can enjoy panoramic views across Papamoa and the nearby islands of Motiti, Matakana, Rangiwaea and Tuhua. On a nice day, you can see as far at the Coromandel Peninsula. Please note: the main access track and surrounding areas of Papamoa Hills Regional Park will be closed to the public for approximately four months from 5 October 2016. The closure is due to a logging operation on Park and adjacent land. For your safety, please do not attempt to enter the closed areas of the Park.

here are also plenty of excellent shopping opportunities in Papamoa. The revamped Papamoa Plaza is well underway. A handful of new businesses, including Tank juicebar, Spark and Omnitech have already opened their doors during a soft launch in October. More businesses will open up in the coming months. Papamoa Plaza manager David Hill told the Bay of Plenty Times that the project had progressed faster than expected. The completion of the full redevelopment of the shopping centre is planned for Labour weekend 2018. Between 50 and 60 stores will be operating onsite by then, providing many new jobs for the local community. “It’s very exciting. Papamoa is finally getting the retail offering it has long been crying out for, and deserved. This is the fastest growing suburbs in New Zealand and we wanted to ensure we future proofed what we were offering to the Papamoa community,” he said.
Although Papamoa Plaza, especially when fully redeveloped, is the area’s main shopping hub, there are plenty more shops and cute cafes to discover. Fashion Island, just across the road from the Plaza, offers great outlet shopping and there are some very good cafes and restaurants to be found here too, including some great takeaway shops. There are also two supermarkets in Papamoa, and you will find some amazing home and garden stores in the area as well. Another great place to wonder around in Papamoa is the Lions Market, which is held every second and fourth Sunday of each month, weather permitting. The market has recently moved from Simpson Reserve to Gordon Spratt Reserve, adjacent to the soccer fields. The Little Big Markets, packed with handmade, high quality products made by talented local craftspeople, also venture out to Papamoa at times.
The organisers launched their Papamoa location at the Papamoa Pony Club grounds over the summer of 2014-15. It has proven to be popular and is set to continue.

It is free for all expectant women eligible for publiclyfunded maternity services in New Zealand to give birth here, and stay three nights at the centre after the delivery of their baby. The facility also offers private options, and it has the support of the Bay of Plenty District Health Board. Te Manu Toroa Trust Western Iwi Health was established in 1997 to provide a Kaupapa Model of Health Care that linked and integrated services to Maori in the Tauranga and Western Bay of Plenty area. Key drivers were accessibility, affordability, services that were culturally appropriate and available in a culturally appropriate setting. GP surgeries are strategically placed throughout the rohe so that Maori have ease of access. Consultation fees are kept low and partnerships with pharmacies allows the organisation to reduce prescription costs. They have GP clinics in Tauranga, Papamoa and Te Puke.

Our great District is home to 43,692 residents living within the three wards of Waihi Beach/Katikati, Kaimai and Te Puke/Maketu. Animal Services
W
estern Bay is home to more than 8500 registered dogs. Our animal services staff work in the community every day making sure dog owners are keeping their dogs under control, well looked after and that nuisance from stray, barking, aggressive and wandering dogs is minimised. We also provide education on the correct care, welfare and training of dogs; maintain the shelter facilities; look after dogs in our care and ensure Council’s bylaw and dog policy is adhered to. We promote responsible dog ownership through community events such as dog walks (see Wander Dogs of Western Bay and join Alfie’s Facebook page) and regular “Dog day out” events with guest speakers, displays and dog competitions. We also take care of any wandering stock on the roads or livestock trespassing on private property.
Registering your dog Your dogs must be registered every year – the registration period is 1 July to 30 June. All dogs and puppies over three months of age must be registered and failure to do so may incur a fine of $300. All dog owners with registered dogs receive a new registration form each year – these are sent out by post or emailed. We have an online registration process that’s easy to follow and makes registration convenient. Any dog owners new to the District can contact our Customer Services
team to get their dog/s transferred from their previous address and registered with Western Bay. De-sexed dogs and working dogs receive discounted registration fees. Adopt-a-Dog We’re always on the lookout for new permanent, loving homes for the wonderful dogs that come into Council’s care. These dogs, for one reason or another, are looking for new homes and would make great, loving pets. Many of these dogs have been fostered prior to rehoming and have already learnt the key commands and walk on lead. We are always looking for new foster homes, so if you wish to offer a loving temporary environment for a rescued dog please talk to our team. All of our dogs for adoption have undergone a behavioural and temperament assessment by our experienced Animal Services Officers, are de-sexed, vaccinated, microchipped and treated for fleas and worms. You will find more about this programme and meet our dogs ready for adoption by visiting our website.
Exercising your dog Dogs can run off lead in any public place not listed as prohibited or restricted in the Dog Control Bylaw. Dogs must be under control at all times (under voice command and within sight) and must not endanger, intimidate or cause any distress to other people, domestic animals or livestock. When exercising your dog you are reminded to please pick up your doggy’s doos – exercising your dog and not having a bag to pick up the poo and failing to pick up the poo, can incur a fine of $300. S
tretching from the Kaimai Ranges to the sea, Katikati offers countless options for those interested in tramping, fishing, swimming, and recreational boating. Real estate is still relatively affordable, and it’s only 30 minutes from central Tauranga. Known as the Mural Town of New Zealand, Katikati has so much more than the many charming wall paintings on the buildings on the main street that depict the history of this rural town. They are something special, though. In 1990, when Katikati was facing tough times, a group of volunteers formed Katikati Open-Air Art Incorporated. They aimed to cheer up the locals and attract visitors by painting Katikati’s history on the walls of the town. Today there are around 60 works of art including sculptures, carvings and weaving. Visitors can take a fun and informative guided tour of the murals.
Katikati is surrounded by kiwifruit and avocado orchards as well as plenty of farmland. Market gardens, dairying, orchards of kiwifruit, avocado, olives, and citrus have provided a sound economic base for the area. Locals love getting wonderful fresh produce from the roadside fruit stalls, and visitors enjoy driving the Katikati Cuisine Trail to meet artisan food producers and sample their products along the way.

More to Discover in and Around Katikati
K
atikati’s main street has plenty of unique and interesting shops to discover, and it’s easy to find a great coffee and baking. You could go for a wonder around the Haiku Pathway – one of New Zealand’s Millennium Projects. It’s the largest collection of haiku boulders outside Japan and the only haiku pathway in the Southern Hemisphere. The pathway meanders along both sides of the Uretara Stream just behind the town’s main street and is popular with locals, as well as national and international visitors. It is a tranquil spot in the heart of this lovely country town, and features a specially designed footbridge across the stream. Another great place to visit is the tranquil Katikati Bird Gardens. Many species of native birds wander free,
or live happily in spacious aviaries. With lilly ponds, mature trees from around the world, flower gardens and natural wetlands, the Katikati bird gardens are a delightful place to visit all year round. Katikati’s old fire station is now home to the Western Bay Museum, which is nothing like what the previous Katikati Heritage Museum was, according to Museum curator Paula Gaelic. The new museum is located in the centre of town, and proudly shares the history, culture, arts and stories of our Western Bay communities. Taonga Maori holds centre stage at the entrance of Western Bay Museum with kete, stone, whale bone, pounamu and more. It’s an outstanding collection, proudly displaying the Whakapapa.

Omokoroa Peninsula
O
mokoroa, a gorgeous small settlement by the sea, translates as the ‘place of the long lizard’. The peninsula, where you actually get greeted by an enormous lizard as soon as you enter, stretches from SH2 into the Tauranga Harbour. Omokoroa is located a twenty minute drive from Tauranga’s CBD. As it is an easy commute and surroundings are just beautiful, Omokoroa has become a sought-after place to live. Locals describe it as their peninsula paradise. There is a tight-knit community, and residents like to go fishing or launch their boats from the jetty. There are plenty of other water sports to take part in as well, such as kayaking and swimming. Plus there is a wonderful golf course to enjoy and a skate park has recently been opened. When walking around the perimeter of the Omokoroa Peninsula, look out for the signs for the Bird Walk.
The map shows the location of all the signs, which have been designed and erected by a passionate group of local volunteers. The signs are unique to each location and show landscape pictures and information of the birds you are most likely to see. The Gerald Crapp Historic Reserve at the end of Omokoroa Point is a special place to find peace and tranquillity. Most of the reserve, which has been classified historic, is located on relatively flat land situated at the top of steep cliffs. At the northern end there is an area of raised ground which was the site of a Maori Pa (Wai-Huri) which is an important archaeological site. The area of the Pa has many native trees. Walkers, runners, and cyclists also enjoy Cooney Reserve, with its walkways north to the Esplanade and Omokoroa Domain and south to Tinopai Drive. It is noted as an outdoor recreational area but it is also a bird roosting area, and a dog exclusion zone applies.
If you walk or drive around Omokoroa, you will also notice the amazing displays of public art and other creativity. The lizard on the corner of Omokoroa Road and SH2 has been the major project for the Omokoroa Public Art Group. It was blessed and unveiled on April 10, and a new public art project is now underway.

New Cycleway Under Construction
T
o the delight of many locals, work has started on the long-awaited Omokoroa-Tauranga cycleway. The $7.7 million project is part of a $17m package of cycling and walking projects to be rolled out in the region over the next five years. The 19km route, made up of both new and existing off-road shared paths and local road connections, will provide a link between the growing township and Tauranga City’s existing urban cycleway network. It’s a high profile project for the region with significant community support. Once completed, it will provide an alternative way to access the urban communities in the area, schools, parks and reserves, the Tauranga Harbour area and the higher density rural development areas planned for under the sub-region’s Smart Growth partnership. The cycleway is set to provide a much safer alternative to the existing state highway corridor with its heavy
and high volume traffic. The scenic new route will encourage more walking and cycling between the communities, and is highly likely to increase the number of children that cycle to school. The cycleway will include a walkway and a bridge across the Wairoa River. The sing-span bridge, about 106m long and 3m wide, will be located upstream from the existing state highway bridge and link into Taniwha Place. The Wairoa bridge project is managed by Tauranga

City and Western Bay District councils, who made a joint funding application to TECT in 2015. The new route is expected to attract no less than 130-200 commuter cyclists a day, as well as a high number of recreational users. The New Zealand Transport Agency anticipates that the trail will become a key part of the tourist trail from Waihi to Maketu. Construction began in August, and is planned to be completed by mid-2018.

rom Bethlehem to Omokoroa, this area offers much more than just a great place to live. Waihi Beach
T
he beautiful beachside town Waihi Beach, situated between the Coromandel Peninsula and the Western Bay of Plenty, boasts one of New Zealand’s safest surf beaches and has a friendly community. Waihi Beach had a population of less than 2000 people, but this number shoots up to around 16,000 during the summer months. The word Waihi translates to “Rising Water”. The main beach extends for about 10km to the south, with the settlement of Bowentown at the southern end. The headland is the entrance to Tauranga Harbour. This authentic Kiwi beach is appreciated for surfing, safe swimming, and family fun.
At the northern end of Waihi Beach, the Orokawa Scenic Reserve offers some fantastic walking tracks along the coast and towards Orokawa Bay which is tranquil and undeveloped, surrounded by native bush and trees. It’s a little slice of heaven where you can walk along the 45 minute walkway and enjoy spectacular ocean views. At a short distance from Waihi Beach, you will find Athenree. This tiny coastal settlement is situated on the edge of Shelly Bay in Tauranga’s inner harbour and overlooks an estuary. At low tide, you can walk across the estuary from there to Waihi Beach and Bowentown. A very special place to visit is Athenree Homestead and its beautiful
gardens. Take a guided tour and learn about the early history of Ulster settlement in the area, or discover the beautifully presented authentic late Victorian and early Edwardian homestead rooms by yourself. The house was originally built in 1978. In the Refreshment Rooms at the old Athenree Station, you can enjoy the Athenree Tea – a traditional, freshly baked scone topped with jam and cream with tea or coffee – order a delicious Ploughman’s Platter while enjoying the rural views from the deck, or sit inside and enjoy the history of the station. The Refreshment Rooms are run by volunteers and you’ll find them open most Sundays.

Te Puke
T
e Puke means The Hill, which refers to its hill-side location near the Papamoa Hills, and the town has a rich history. From as early as 1830, the people of Te Puke engaged in international trade, and the development of thriving agricultural and horticultural industries. The settlement was established by George Vesey Stewart, and the first British settlers arrived in 1881, but it was through dairying in the early 20th century that the town flourished. A second boost came in the 1970s with kiwifruit production. Recently rebranded as the nation’s Goodness Capital, there is much more to Te Puke than meets the eye. It’s the centre of the country’s $1.5 billion kiwifruit industry, and the small town is internationally recognised as the global capital of kiwifruit. According to the 2013 census, Te Puke has 7496 residents. The town

has a warm and inviting vibe, with a community that is proud of being part of a multicultural township full of hardworking people. It’s not only kiwifruit that Te Puke produces. The area is also home to around 1,000 avocado orchards and other fruit such as feijoas and citrus are grown here in abundance. The orchards sit alongside dairy and sheep farms, making Te Puke the perfect example of a typical New Zealand rural town. Seasonal work is usually available in Te Puke for the majority of the year, with winter pruning running between July and September, summer kiwifruit pruning running from October to March

and finally the busy picking and packing season that starts in April. People from all over the world take up the opportunity to work in the industry, often to finance their travels. With the opening of the Tauranga Eastern Link highway in 2015, much of the heavy traffic now bypasses Te Puke. In April 2016, the Western Bay of Plenty Council’s Operations Committee approved a $1 million upgrade for Te Puke’s main street. The council is currently working on these plans, with the aim to transform the ambience of Te Puke into a destination town as well as making it safer for drivers, cyclists and pedestrians.

Residents’ Guide 2017 63 Although there is some controversy over the chosen option, work is already underway to turn the existing double lane road layout between Boucher Ave and King Street into a single lane and build a new roundabout at Boucher Avenue. The upgrade is being funded by the NZ Transport Agency as part of its agreement with Council made during the handover of Te Puke Highway, previously State Highway 2. Further improvements for Te Puke town are planned for 2017, and include a new large signage at entry points where 100km/h speed restriction becomes 70km/h. There is also a proposed plan to contruct a wide centreline project for rural sections of Te Puke Highway, from Domain Rd roundabout to Paengaroa. Becoming a destination An important part of the rebranding of Te Puke and the new tagline “Goodness Grows Here” has been to attract tourists. The town is not too far from Rotorua, and relationships are being built between Destination Rotorua, Tourism Bay of Plenty, and the Te Puke Economic Development Group.
Up until recently, the best-known tourism drawcard was the big slice of kiwifruit at Kiwi360. As part of the massive expansion and growth in gold kiwifruit production, the Kiwi 360 buildings and orchard has been bought by one of the largest kiwifruit growing and post harvest organisations in New Zealand. They plan to utilise the site for their new head offices and future packing and cool storage capacity. The family owners of the tourism business which operated at the property are relocating to another
orchard nearby. The new facility will be designed as a hub for the departure to other local destinations and will have the capacity to accommodate cruise coaches that are either visiting Te Puke or are on their way to or from Rotorua. Country tours and shore excursions will be their core business, and it’s expected that the facility will be open for the 2017-2018 summer season.
