OurviewatCouncilisthatwehaveto dothebitsweareresponsibleforreally welltocreateaplatformtoenable localsuccess–webuildrelationships andcreateleveragetoensurelocal successes.Councilandratepayers can’taffordtodoeverythingontheir ownandwegetcreativetofind solutions!

Infrastructurecontinuestobethe mainfocusofcorecouncilactivities. Allofthe“cool”stufflistedabovehas leveragedexistingwork,relationships orexternalfundingtomakeithappen. Leavingthepriorityroleofratestobe fortheinfrastructure.

Andwealsoknow,fromthelast two,verytough,Three-YearPlan conversationswe’vehadwithyou–‘FacingtheFacts’in2021andour‘Road toRecovery’in2024–infrastructure isdefinitelywhereourkeychallenges lieandaredrivingourratesto uncomfortablelevels.Wecanquibble ontheedgesaboutlibraryopening hours,paintingplaygroundsorplanter boxes,buttherealconversationsare aboutthecostsofinfrastructureand theimpactonrates.

So,whatdoesthismeanin2025? Ourhouseholds,farmsandbusinesses knowit’schallengingwiththecurrent economicconditionstobetheplace wearestrivingtobe.Inparticular,the householddollarisspreadverythinand thepressureofratesinthatmixisin theforefrontofcouncillors’minds.The focusoncoreinfrastructureneedsto beevenmorerazor-focussed,andwe needtogetevensmarterabouthowto useinnovativeteamworktogetahead. Surviveorthrive?Eitherway2025is abigyeartoaddresssomebigthings. I’mexcitedabouttheprospectofbig

movesthisyearthatwillhelpshiftthe dialonthisuncomfortableaffordability positionandchallengeoursystemto setanewpathwaytothriving.That pathwaywillnotlookthesametoany thatwehavedonebefore.

We’relayingbuildingblocksto changethesystem.Thefirstonemay havesnuckuponsomeofyou,butit’s onethat’sbeenyearsinthemaking. It’stheonethatinvolvesourwater infrastructure.

ThefourcouncilsinHawke’sBayhave beenworkingtogethersince2019about howweasaregioncandoitbetter,as aunitedapproach.Werefertoitas ‘TheHawke’sBayModel’.

newHawke’sBayModel,whichsits underthecurrentGovernment’svisions forwatermanagement,called‘Local WaterDoneWell’.

Thesecondbuildingblockisour continueddeliveryontheroading recoveryfromCycloneGabrielle, andastep-changeinthewaywe operatetheworkwedoonourroads. Youwillseeamovetomorevisibility intheprioritisationtrade-offsbeing made,moresealing,moregravel maintenance,andmoreinvolvement fromlocalcontractors.

Whatstartedasaninitiativetogetfarmerstotakeabreakawayfromtheir farmshasgrowntobeagroupexpandingto25beachesnationwide.

SurfingforFarmers(SFF)wasfoundedinGisbornebyStephen Thomsoninspring2018.Itsanoutletthatliberatespeoplefromthedailygrindand overwhelmingto-dolists.

Localcoordinatorsgenerouslyvolunteertheirtimetoprovidethisinvaluable opportunity,offeringarespitefromtheall-encompassingdemandsofrurallife andfosteringsocialconnectionswithinthecommunity.

FarmerAndyLee,alongwithJasonWyn-Harris,cameupwiththeideaof bringingSFFtooCentralHawke’sBayduringthedrought,afewyearsago.Theyare joinedbyfourpeopleonthecommittee.

NowinitsfifthseasonSFFcanattract40-50farmersalthoughgenerally attendancehoversaround20-30people.ThegreatthingaboutSFFisthatitisall freethankstosponsorshipby“Locallegends.”Localsponsorsallowparticipantsto surf,enjoyaBBQandpossiblywinaspotprize.EveryyearRabobankgivesaway onesurfboard.

Thesponsorsboughtthesurfboardsandwetsuitswereorganisedthroughthe nationalSFF.Sponsorsalsoprovidedanoldhorsefloattotransportallthegearto thebeach.

AndysaysthattheyaimfortwosessionsbeforeChristmas,takeabreak

overChristmas/NewYearand“kickoff”lateJanuaryandthenit’severysecond Thursdayuntilitgetscold,generallytowardstheendofMarch.

TheytendtoalternatebetweenPourerereBeachandPorangahau.However,in Januarytheyhadachangeofvenue,andparticipantsweregivenanopportunity totrywakeboardingatBackPaddocksLakes.Thevenuewasalsoselectedto captureafewfarmerswholivealongtheranges.“Itwasawickednightandgreat fun,”Andysays.

ThereserveisownedbyCentral Hawke’sBayDistrictCouncil.TheCentral Hawke’sBaybranchofForestandBird haveaMemorandumofUnderstanding withCHBDCtolookafterthereserve whichtheyhavebeendoingsince1993. Thereserveishometomanyspecies ofnativefloraandfauna.Themain PodocarpspeciesareKahikatea,Matai,

andTotora.TherearealsoPekapeka (longtailedbats)inthereserve.

Thereservehasaseriesofpesttraps maintainedbyvolunteersfromCHB ForestandBird.Incaringforthereserve, theBranchholdregularworkingbees tocontrolweedsandmaintaintracks. Atleastonceayearacommunity plantingdayisheld,andthesearewell attended.

Otherlocalgroupssuchasschools andpre-schoolswithsupportfrom CHBForestandBirdandCHBDC,have alsobecomeinvolvedincaringforthe reserve.Thebranch(andthereserve) isveryfortunatetohaveKayGriffiths andCraigSignaloftheConservation Companyasmembers.Withtheirhelp thebranchhasbeenabletoform acomprehensivestrategicplanfor

managingthereserve.Thishasalso beenhelpfulinapplyingforgrantsto purchaseplants,andtopayforwork whichisoutsidetheabilityofvolunteers.

LouisePhillipsandGrenvilleChristie areco-chairsoftheCHBbranchof ForestandBird.Alongwiththemahi theydoinŌtaiareserve,thebranch alsomaintainatraplineintheRuahine range.Themaintenanceofthesetraps isorganisedbyPeterMeredith.Allthree havebeenmemberssinceatleast2012 andareproudtobepartofthelargest environmentalgroupinNew-Zealand. Thenationalorganisationhasbeen goingforover100years.

TheBranchisastrongadvocate forallaspectsofnatureincludingour rivers,wetlands,andcoastalareasas wellasthebush.Manyofthesearenow underthreatparticularlyourrivers,to thedetrimentofourhealthandwellbeing.

monthintheWaipukurauPrimary schoolstaffroomat7.30pm.Everyoneis welcome.

Meetingscanincludespeakers,a quiznight,ordiscussiononvarious conservationtopics.Louiselovesbeing innaturewhetherathomeorinthe widerenvironmentandbelievesthat natureneedstobeprotectedforus andfuturegenerations.Thereisalso greatcamaraderieamongourgroup shesays.

Heather was born in Zimbabwe and spent her early years working as a graphic designer, but it was her love of wildlife that led her to a career as an artist

She moved to New Zealand in 2003 with her husband Peter and two young children “We were attracted to Hawke’s Bay for the sunny climate, and we moved to a lifestyle block outside of Waipukurau because Peter became a partner in an accountancy practise here”

Since her move to New Zealand the focus of her work has changed from the wild animals of Africa to the wildlife and gardens surrounding her rural property

My style changed after we had moved to New Zealand For the first months, I was quite homesick, and I decided to try and paint some of the cups and teapots that were family heirlooms and reminded me of happy times “

“Ithenstartedtoincorporatethebirds thatIwasseeinginmygardenanda newstyleemerged.Ithenrealisedthat theChinaIwaspaintingwasasdelicate andfragileasthewildlife.Thatbrought newmeaningtomywork,andIwas inspiredtocontinuethattheme.Some paintingshaveareallydeepmeaning, butIliketoleaveituptopeopleto decidewhatitmightmeantothem.”
