Theroadingnetworkisextremely importanttoallofus Weuseittoget toworkandschool,andtoconnectus socially Trucksuseroadstotransport thegoodswegrowandmakeinthe districtandconnectsourruraland urbancommunities Councilhasalreadyfixed647 landslides,670bridgefaults,nine riverprotectionsitesandnearly1,300 drainagefaults-andwe’recontinuing
todeliveronroading.Nearlytwoyearsonfromthecyclone,wefinally havesomebreathingspacetoapproachourroadnetworkwithmore ‘businessasusual’than‘recovery’.
We’rekickingoff2025with30criticalroadingrecoveryprojects withinthenextmonth,cumulativelyworth$18.1million.
Thisworkwillbringreliefandreducedtraveltimesformanyofyou, andothersinourcommunity.
Gettingthismahidoneanddonerightisapriorityforthecouncil, asitisforNZTransportAgency,whichisourfundingpartnerforthe majorityofthiswork.We’rerequiredtoworkcloselywithNZTAtoagree thelocationsandengineeringscopefortherecoveryworksacross thenetworkbeforewecanprogresswiththedesign,tenderingand constructionphasesforeachsite.
Theseprojectsareadditionaltothe100percentfundedrepairwork wearealreadydoingonElsthorpeRoad,twositesonWimbledonRoad andFletcher’sCrossingBridge,whichattimeofwritingissettobe completedbeforetheendofthemonth.Manyofyoureadingthiswill havebeenaffectedinsomewaybytheseprojectsandwillbehappy toreturntoasenseofnormalityaswetickthemoff.
I’mnotgoingtotalktoyouaboutthesilverliningswecantakefrom Gabrielle,butwearebeingpragmaticabouttherepairworkwe’re doingandwe’reensuringwe’rebuildingbackstronger.
We’recommittedtokeepingcommunityattheheartofallour decisions,withsafetyournumberonepriority,whenapproachingthe designoftheprojectsandensuringateverystepofthewayeach projecthasabroadpositiveimpactonthedistrict.Thisincludes keepingitlocal-oneofourkeystipulationsthat15to20percent minimumofthecontractvaluemustbeallocatedtousingsmallto mediumcompanieswithabaseinthedistrict.Thisapproachsupports thelocaleconomyandensuresthebenefitsoftherecoveryworkis feltthroughoutthecommunity.Italsomeansthatwe’rehelpingto developlocalexpertiseinlarge-scaleinfrastructureprojects.
Inthedistrictlastyear,weprovedourresilienceanddetermination togetonwithitandlaidthegroundworktoensurethatwe’rekeeping ourcommunitiesandbusinessesconnected.
Therecoveryworkwillcontinueoverthecomingyears,withan expectedcompletiontimelineofthreetofiveyears,subjecttoNZTA approvalandthefinancialassistanceitcanprovide.
Asyoudrivearoundandseetheroadcones,thediggers,reduced speedsignsandotherstoolsweuseforfixingtheroads,bearwithus. Whilethesecanbefrustratingintheshortterm,inthelongterm,they arebringinggenerationalchangethatwillkeepourdistrictgrowing.

Localfarmer-ledcatchmentcollectiveTukitukiLandCare(TLC)is developingindependent,science-backedcatchmentplansfor eachofthe17sub-catchmentsoftheTukitukiRiver.

Withinputfromlocalfarmers,TLC’s BigPictureProjectisaddressing keyenvironmentalchallenges specifictoeachareawhileidentifying practical,affordablesolutions.
“We’retacklingthebigissuessubcatchmentbysub-catchment,withthe aimofpiecingtogetherthebiggerpicture,” saidRichardHilson,chairofTLC,agroup ledbyprominentfarmersfromacross CentralHawke’sBay.
Theseplanswillnotimposerulesor regulationsbutwillgivefarmersand catchmentgroupsaroadmapforfuture planningtoimprovewaterquality,boost farmproductivity,andopenthedoorto
futurefundingopportunities.
TLCisworkingwithenvironmental consultancyEnvironment,Innovationand StrategyLtd(EIS)tocompileessentialdata, includingerosionmaps,flowpathmodels, landusecapability,soiltypes,andwater monitoringinformation.Thisscientific foundationwillunderpintheplans,butkey totheirsuccessisinputfromlocalfarmers whounderstandthechallengesand opportunitiesuniquetotheirland.
InDecember,TLCvisitedthe17Tukituki sub-catchmentstogatherinsights directlyfromthefarmingcommunity.The discussionsprovedincrediblyproductive, withfarmershighlightingkeyissues specifictotheirland.“Byinvolvinglocal farmersinthisprocess,weensurethe
solutionsaregroundedinthepractical realitiesoffarmingandgrowingineach sub-catchment,”saidColinTyler,TLC boardmemberandBigPictureProject lead.
InMarch,TLCwillpresentfindingsfrom TheBigPictureProjectduringafarmer forum,offeringvaluableinsightsand solutionstailoredtothespecificneeds ofeachsub-catchment.Theeventwill unveileasilydigestiblesub-catchment summariesthatoutlinethecontext, challenges,andpriorityactionsforeach area.Thesesummarieswillalsofeature the‘BigTHR3E’-threepracticalsteps farmersandcatchmentgroupscan takeoverthenextthreeyearstoaddress keyenvironmentalissuesandimprove outcomesontheirland.
Additionally,theforumwillmarkthe launchoftheTLCFarmerToolbox,an intuitiveonlineresourcedesignedto empowerlandowners.Thetoolboxwill
helpfarmersmakeinformeddecisions, confidentlyimplementchanges, andensuretheirtimeandfinancial investmentsdelivertangibleresults. Withpracticaladvice,expert insights,andreal-worldsolutions,the eventpromisestobeaninvaluable opportunityforthefarmingcommunity. Complementingtheinformativesessions willbearelaxedatmospherefeaturing food,refreshments,andthechanceto connectwithotherfarmersacrossthe Tukitukicatchment.
TukitukiLandCarewaslaunchedin May2023tosupportsub-catchment groupsoftheTukitukiRiver,driving fundingandactiontobenefittheregion. Thecollectivereceived$970,000fromthe MinistryforPrimaryIndustriesoverthree yearsandhasquicklybecomealeading voiceincatchmentmanagement. SmedleyStationandCadetTrainingFarmwelcomed13new cadetsinMid-January.
Lastyeartherewere85applicants forthe13availableplacesand thecadetscomefromalloverthe country.Theyjoin13cadetswhoare nowintheirsecondyearoftraining.
Aspartoforientationweek,afun daywasheldwithteneventsrunby staffwithfourcadetsineachteam competing.Greatteamworkwas shownalongwithcompetitivespirit.The winningteamwasAngusKopua,Harry McGlade,JackAitken-CadeandPatrick Crawshaw(boardmember).
SmedleyStationisoneofNew Zealand’sbestfarmtraining establishments,comprising5,660ha westofTikokinoinCentralHawke’s Bay.Smedleyoffersauniquetwo-year trainingexperienceforyoungcadets lookingtofurthertheiragricultural education.
Thisyear’scadetsareRobbieEvans, SpencerNewman,SophieWhite,Sophie Orchard,HarryMcGlade,RoryKing, FletcherKopua,GedBilling,WillLong, CooperKing,JimmyThomas,Jack Aitken-CadeandSethMellis-Glynn.
Thefarmwasoriginallyownedby JosiahHoward,who,onhisdeathin 1919,passeditontotheCrown,tobe usedtoprovideagriculturaltraining totheyoungfarmersofNewZealand. TheHowardEstateActwaspassed laterthatyearprovidingthatSmedley StationbeheldbyPublicTrustin trustfortheCrown,asapermanent endowmentforthepurposesof agriculturaleducation.
Thefirstfarmingandagriculture trainingcoursewasopenedin1931 and,sincethenmorethan740young farmershavesuccessfullygraduated.

CentralHawke’sBayDistrictCouncilislaunchinganinnovativedigitalcemetery mappingserviceinmid-February.
ThisisacollaborativeprojectwiththeleadingdigitalplatformPlotBox,aiming tomakelocatingdeceasedfamilymemberseasier.
CentralHawke’sBayCouncillorPipBurnebelievesthistechnologywillbring thecommunityclosertoitsheritageandlovedones.
“Wearetransformingthewayweconnecttoourwhakapapa,ensuringthat everystoryishonouredandrememberedwiththeutmostcareandrespect, allowingfamiliestoexploretheirancestryandcommunityhistorymorereadily,” Burnesaid.
Thistechnologywillbeappliedtoall11councilmanagedcemeteriesacross thedistrict,allowingCounciltostreamlineprocesses.
Themapswerecreatedusingimagescapturedviaaseriesofdroneflights inNovember2024,amplifiedbyGISsurveyingtechniques.Thismeanswhen youhoveroverindividualgravesitesonthewebsite,youwillgetaccurate informationattachedtothatsite.
Thedigitalmapsmeancemeteryemployeeswillbeabletosearchrecords andviewrelatedinformationontheinteractivemap.Theywillbeabletoassist customersmuchfasterandthemapswillalsocreatenewwaysforpeople tointeractwithcemeteryspaces,CentralHawke’sBayDistrictCouncilProject LeadJessieWilliamssaid.

AftertheFirstWorldWar returningsoldiersdoubledNew Zealand’sT.B.numbers.Caring forthesereturnedsoldierswas partoftheon-goingwareffortand hospitalswereestablished,Pukeora becomingthelargest.
PukeoraSanatorium,(Pukeora translatedfromMāorimeaning “HealthyHill”),builtonahillsixand halfkilometressouthofWaipukurau, wasestablishedbytheDefence Departmenttohouseandtreat tubercularsoldiersreturningfromthe WorldWarOne.Attheendofthewar manyservicemenalsosufferedfrom permanentdamagetotheupper respiratorytract,lungs,eyesandskin
causedbygasexposure.Thefirst patientscametoPukeoraasearlyas August1919.
Thesanatoriumwasbuiltwith theconceptofthe“openaircure” promotedthroughout history.Inthemiddleof19th century,thefirstsanatoriumswere establishedinGermany whichfollowedtheroutineof freshair,rest,anutritiousdietand carefullymonitoredexercisebased aroundtheneedsoftheindividual patient.Someofthebuildingsat Pukeorawererelocatedbyrail fromthemilitarytrainingcampsat FeatherstonandTrentham. Fortheseriouslyillthefrontand
sidewallsofthebuildingswere abletobeopenedtothesunand air.Forthosewithmildersymptoms thereweresmall,isolatedbuildings (shacks),enclosedonthreesides, thefourthsidefacingNorthand Eastwasopenbutcouldbeclosed inbadweatherbytwolarge woodenshutters.Otherbuildings incorporatedadiningroomfor ambulantpatientswithabilliard room,acommodiousroomproviding games,booksandmagazines andaroomwiththecapabilityof presentingmoviesaswellasstaged performances.
Visitorswillbeabletoseea RedCrossdressinggownonloan fromtheAshburtonMuseum.This belongedtoRiflemanRalph‘John’ RamseyTempletonwhorecuperated fromwoundsattheNewZealandWar
ContingentHospitalinWalton-onThames,England,inSeptember1916. It’sconnectiontotheHawke’sBay andthemuseum’sexhibitionisthat itwasmadebyMrsRoseHopkinson, anursewhowasafoundational memberoftheWaipukuraubranch oftheBritishRedCross. Thisbranchwasformedat theoutbreakofWorldWarIand RoseHopkinsonwasresponsible formakingdressinggownsand pyjamastobesentoverseasfor NewZealandservicemen.Afterthe war,thebranchoperatedfromthe PukeoraSanatoriumwhichopened in1919.RoseHopkinsonandother memberscontinuedmakingdressing gownsforthepatientstherewhohad returnedfromservicewithrespiratory illnesses,largelycausedbyexposure tomustardgas.

IfyourtreeisgrowingwithintheCut-backorNotice Zone(TreeA),youmaygetalegalnoticesayingyour treesmustbetrimmedsoonbecausethey’regettingtoo closetoelectricalequipment.
