Thehousingmarketis improvingbutKiwisstill feelwaryaboutthestate oftheeconomy.

ANALYSIS:ThestateofNewZealand’s housingmarketismildlyimproving–andthe ReserveBank’sdecisiontodaytodropthe OfficialCashRate50basispointsto3.75% couldbringfurthersolacetothesector. Themarketturnaroundisbestseeninthe annualnumberofresidentialpropertysales inNewZealand,risingfromalowof59,000 inmid-2023tocloseto71,000now.Prices haveyettoshowmuchimprovementoverall, withanaveragegainofabout2.5%sincethe middleof2023.

Thedatatellusthatfirst-homebuyersare activeinthemarket,butowner-occupiersare stillhesitant.Concernsaboutemployment arelikelytobeanelementinplayalongwith generallowconfidenceintheoutlookforthe economy.

MymonthlySpendingPlansSurvey,for example,showsanet10%ofpeopleplan tocuttheirspendinginthenextthreetosix monthscomparedwithafewmonthsago whenanet10%ofpeoplewereplanningto spendmore.

Amorerealisticassessmentoftheeconomy’s likelyperformancehasoccurred,though businesssurveysstillshowbusinesspeople arehighlyoptimisticaboutwhatliesahead. Theirrealitycheckmayjustbestarting.

Whiletheabsenceofowner-occupiersfrom themarketisprobablytemporary,there isachancethattheso-farlowpresenceof investorscouldbeacharacteristicofthis cycle.Mymostrecentsurveyofrealestate agentsundertakenwithsupportfromNZHL showedthatanet48%ofagentswereseeing morefirst-homebuyersinthemarket.But onlyanet12%wereseeingmoreinvestors.

Theinterestingthingisthatwhilethereading forfirst-homebuyersisdownonlyslightly fromDecember,thereadingforinvestorsis asharpfallfromnet36%positivitybefore Christmas.

Whyareinvestorshesitanttobuy?One reasonisthatfewwillfeeltheneedtobeat pricerises.Pricesareonlyjustedgingupward ataveryslowpace.Investorswillfeelthat timeisontheirside,buttheywillalsofeel thatholdinganinvestmentpropertywhile waitingforthetax-freecapitalgainwillcosta lotmorethanithaddoneinthepast.

Councils(whichhavethepowerof monopolies)havesharplyincreased theirprices(rates),insurancepremiums havesoared,andlooksetforafurther boostfollowingtheCaliforniafires,and maintenancecostsareescalating.These costrisesareoccurringatthesametime thatrentsinmanylocationsarefalling,and landlordsarefindingitverydifficulttosecure agoodtenant.

Feedbackfromrealestateagentsindicates thatoneortwoinvestorsarestartingto bumpupagainstthenewdebt-to-income rules,whichlimittotalinvestordebttoseven timesthepropertyvaluation.Thenumbers aresofarquitesmallgiventhelackofhouse pricegains.Buttherewillberestraintonthe

Therecentrevisionstoeconomicgrowth datainNewZealandhaveencouragedthe ReserveBanktoacceptthatthereismore sparecapacityandthereforelessinflationary

pressureintheeconomythanithad previouslythought.

Willtheearlierachievementofthecyclical lowforinterestratesspurmuchextra investment?Atthemargin,someinvestors willlooktopurchaseearlierthantheyhad beenplanning.Butthenumbersmaynotbe large,anditstillseemsreasonabletoexpect onlymildgrowthinaveragepropertyprices thisyearandnext.
