Today’s issue of the Wanganui Chronicle is read by 32,000 people on average. Aside from producing Wanganui’s daily newspaper, the Wanganui Chronicle is proud to be involved in local events and promotions and the production of special informative publications. “Welcome to Wanganui” is one of these publications, designed to provide information to new, as well as existing residents and visitors to our beautiful city.

You may have seen the name NZME. associated with the Wanganui Chronicle lately. This is because APN NZ, which owns the Wanganui Chronicle, and a number of other media organisations are being joined under the one name, NZME., which stands for New Zealand Media and Entertainment. WELCOME TO e are one of New Zealand’s oldest settlements and continue to be a thriving, innovative and creative community with a beautiful natural setting. The area was first settled by Whanganui iwi followed by European settlers in 1841. The town was called Petre until 1854, after New Zealand Company director Lord Henry Petre. Because local iwi pronounce the ‘wh’ sound as a soft ‘w’ sound, unlike the rest of New Zealand, where it is pronounced as an ‘f’ sound, European settlers wrote down the name of the city in English as they heard it. The city is recognised as both ‘Wanganui’ and ‘Whanganui’ with individuals and organisations able to choose how they want to spell it. Our rich cultural heritage is carried throughout the city

and district, with our preserved historic buildings and beautiful parks and gardens. Victoria Avenue is recognised as one of New Zealand’s most attractive main streets. Gaslights, wrought iron garden seats, exotic plants and hanging baskets all contribute. We also have a variety of markets selling local produce and craft, including the River Traders Market Whanganui’s Market by the River. We have a vibrant and talented artistic community. Students and participants come from all over the country and from overseas to attend classes and summer school. Galleries and studios feature glass, painting, sculpture, photography, ceramics, textiles and indigenous arts and crafts. Our district is also the home to two internationally renowned institutions – the Sarjeant Gallery

and the Whanganui Regional Museum. The vast number of sporting and recreational facilities available here have earned us an international reputation as one of the finest sports training regions, with an excellent selection of sports facilities and many committed organisations and clubs. Our Whanganui River, our awa, is at the heart of our district and stretches from the mountain to the sea. We make the best use of this beautiful natural asset for recreation, as a meeting place and as an inspiration for our creative community. The Whanganui District has been recognised by the Intelligent Community Forum as one of the 21 smartest communities in the world for the hard work we have put into getting everyone in our district globally connected. Our ultrafast broadband build will be completed in early 2015 which means everyone, whether they are connected at home, in our libraries or in parts of our central city, will have access to the technology needed to make their lives better and easier. We have talked to a lot of people in our district recently about what they think about the place they live and what they have said is, ‘Whanganui works for me’. We have affordable housing, excellent education, awardwinning parks and gardens and a thriving arts scene. New businesses, many of which make good use of our ultrafast broadband capabilities, have relocated or started up here and a number of established companies have moved into larger premises. Added to this we have excellent sporting venues, a beautiful rural hinterland and a busy city centre with boutique shops, plenty of cafes and restaurants and free access to wi-ďŹ . RATES REBATES

For property owners, rates are due quarterly. Rates for the 2014/15 year are due:

1 July 2014 – 30 June 2015

The Rates Rebate scheme provides a subsidy for low to moderate income home owners on the cost of their rates. If your income is low to moderate (maximum $24,250) then you may be eligible for a rates rebate of up to $605.

To assist with your application, please bring in the following: • Evidence of all gross income for the tax year ended 31 March 2014 (this includes income from interest) • Your Wanganui District Council rates assessment for 2014/15 • Your Horizons Regional Council rates assessment for 2014/15

Eligibility for a rates rebate is determined by: • The ratepayer’s income for the previous tax year (year ended 31 March 2014) • The amount of rates (for both Wanganui District Council and Horizons Regional Council) • The number of dependents

Ratepayers need to apply to the Wanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. The Department of Internal Affairs reimburses the Council from Crown funds.

DOG REGISTRATION ANIMAL CONTROL SERVICES Animal control Our animal control service encourages better care and control of dogs and other animals in the urban and rural community. Our team is also responsible for enforcing laws and regulations associated with animals and their owners in order to prevent inconvenience, nuisance or safety issues for the general public. We are based in the Wanganui District Council’s Guyton Street building and respond to a variety of requests from 8.30am to 5.00pm, seven days a week.

not classified as a dangerous dog (Section 32, 1(e) of the Dog Control Act 1996). If your dog dies, changes owner or leaves the district, you must advise the council. Dog owners are reminded that they need to deregister their pet from the council of the area where they previously resided. Be aware that some councils charge a penalty when a dog has been moved from a district and the owner has not had their dog deregistered. If your dog is registered with another council, you can bring in your dog’s registration tag and exchange it for one of our tags at no cost.

You can contact our team on 349 0001 at any time. After 5.00pm, we provide a limited range of services, determined by the urgency of the problem. After hours callouts are limited to dog attacks, serious aggressive behaviour, incidents where the Police are involved or when a member of the public has secured a roaming dog on private property for pick up.

Dog registration All dogs over three months of age must be registered with the Council. You need to register your dog when it turns three months old, or when you first get it and on July 1 every year. Registration fee rebates are available to dog owners with desexed dogs and where we have not received any complaints during the previous registration years. Registration fees for the 2014/15 year (1 July 2014 to 30 June 2015) are:

Microchipping of dogs From 1 July 2006 the following are required to be microchipped: • All dogs registered in New Zealand for the first time (excluding working dogs that are exempt) • All dogs that have been classified as dangerous or menacing on or after 1 December 2003 (including working dogs) • All unregistered dogs that are impounded • All registered dogs that are impounded twice in the same registration year The Council provides a Dog Owner’s Handbook which gives lots of information and advice on being a responsible owner. Dog pound The dog pound is located in Ridgway Street (opposite the old cemetery) and is open from Monday to Friday, 12noon to 1.30pm, or by prior arrangement.

Dog exercise areas Within our district there are 25 dog exercise areas where dogs are able to be unleashed. There are also public areas around the district where dogs are permitted on leashes, while in some areas dogs are prohibited. We encourage owners to use the dog exercise areas for the recreation and well-being of their pets. The dog exercise areas are signposted and most contain doggy doo bins. Dog owners are reminded of their responsibility to ‘scoop the poop’ and keep public areas clean and pleasant to walk and exercise in. RECYCLING AND RUBBISH COLLECTION/DISPOSAL Recycling The Whanganui Resource Recovery Centre, located at 79 Maria Place Extension (next to the Fire Station), is a one-stop shop for resource recovery and waste minimisation in the Whanganui District. The Centre is open Monday to Saturday, 8.30am to 4.30pm and Sunday, 10.00am to 4.00pm. It is closed on Christmas Day, Boxing Day, Good Friday and New Year’s Day. A monthly pick-up service is available for people who do not have a car or who have a disability which prevents them from easily leaving their house. Please contact the Council’s Customer Services

Rubbish disposal Wanganui District Council does not have a rubbish dump or waste transfer station. Waste transfer stations and refuse removal companies are owned by private operators. The two operators are: Midtown Transfer and Recycling Depot (Waste Management)

Green waste Green waste can be disposed of at the Whanganui Resource Recovery Centre or either of the waste transfer stations.

Kerbside refuse collections Urban

Domestic rubbish bags can also be dropped off at the Whanganui Resource Recovery Centre for $3.00 each.

Rural The Council provides a weekly bag collection service to rural properties through Budget Waste. The service is a combination of kerbside pickups and pick-ups from refuse bag collection points. As with urban refuse collection, standard black garbage bags are preferred; however, only the pink Budget Waste sticker may be used in these areas.

Kerbside refuse collection is available in urban areas, operated by the companies mentioned above. These companies can also supply wheelie bins. Refuse bags must be accompanied by a prepaid pink (Budget Waste) or yellow (Waste Management) sticker. Prepaid stickers are available from the Council, dairies and supermarkets. Prepaid garbage bags, which do not require stickers, are also available at selected supermarkets (yellow = Budget Waste, orange = Waste Management).

he Council maintains off-street car parks and a network of on-street meters and time restricted areas, which are monitored by parking officers.

Off-street leased car park spaces are in the following locations: Kingsway (51), Winstone (58) and the Royal Wanganui Opera House (20) in St Hill Street, Phoenix (18), Drews Avenue (8), and Regent (18) in Ingestre Street, Museum (47) and Hannah (40) in as well as parking in the newly-developed area of Taupo Quay. All off-street car parks are sealed, marked, have security lighting and are sign posted. Winstone, Wharenui, Taupo Quay and Phoenix parks have ‘pay and display’ machines installed. The others are mostly rental parks. There are 615 kerbside metered parking spaces and 1118 time restricted areas around the central city area. These are monitored to ensure regular turnover and availability of spaces. Offenders are infringed, fined and followed up. Suburbs are serviced on demand. Payment for parking is required between 8.00am and 5.00pm on weekdays and Saturdays. Typical parking charges are: • Victoria Avenue - $2.00 per hour • Drews Avenue - $1.00 per hour • Taupo Quay - $1.00 per hour • Side streets - $1.00 per hour • Lower Drews Avenue - $1.00 cents per hour. LIQUOR BAN AREAS There are liquor bans in a number of areas of Wanganui. The bans apply 24 hours a day, seven days a week. In the central city, the ban covers all public areas including streets, service lanes, lanes and footpaths, car parks, parks and reserves within the area bounded by (and including) the Whanganui City Bridge, Whanganui Riverbank (along Taupo Quay), Wilson Street, Bassett Street, Nelson Street, Castlecliff Branch Railway Line, London Street, Wicksteed Street, Cameron Terrace, Bell Street and Market Place. In the Victoria Park area, a liquor ban covers all public places including streets, footpaths, car parks, parks and reserves within the area bounded by and including upper Parsons Street, boundary line between Fergusson Street residential zone and Council (Victoria Park) Reserve, bounded by but not including London Street from Glasgow Street to Victoria Avenue and Great North Road from Victoria Avenue to Parsons Street. A liquor ban also applies to all public places including streets, footpaths and car parks in the following area: Anzac Parade by the entrance to the Whanganui City Bridge to the bottom of Portal Street, and Taylor Street from Anzac Parade up to Rees Street. A liquor ban covers the area from where the Durie Hill Steps meet Hipango Terrace, to Blyth Street, including the Durie Hill Tower.

SARJEANT GALLERY Sarjeant on the Quay is the temporary home of a nationallyimportant collection which spans four centuries of New Zealand and European art history. The collection has been moved to Sarjeant on the Quay, at 38 Taupo Quay, while earthquake strengthening and redevelopment work takes place at the Sarjeant Gallery in Queens Park. Sarjeant on the Quay host a variety of exhibitions, talks and educational sessions.

WHANGANUI RIVER Te Awa Whanganui Ko au te awa, ko te awa ko au I am the river and the river is me. These words embody the spiritual, cultural and historical relationship of Whanganui Maori with the river which holds their ancestry. This important saying traditionally used by local Maori has become increasingly relevant to locals of European descent whose lives and history have also become interwoven with the river. The Whanganui River begins high up in the volcanic plateau of the central North Island at Mt Tongariro, and travels north towards Taumarunui before heading south toward our urban centre Whanganui, nearly 300 kilometres. Its journey to the sea passes through the native tree and fern clad hills of the Whanganui National Park. Tree ferns and rare native plants cling to the steep riverbanks and morning mist clings to the surface of the water from dawn, rising slowly with the light of day. This dramatic landscape opens out in the lower reaches of the river to follow farmland and open valleys to the coastal dunes which border the Tasman Sea.

TE AWA O WHANGANUI

INTRODUCTION TO THE WHANGANUI RIVER ROAD The Whanganui River Road follows the majestic Whanganui River (Te Awa o Whanganui) from just north of our urban centre to Pipiriki. A journey along the River Road is a step back in time, revealing the heritage of the local iwi, the remnants of early European settlement as well as many historic landmarks and features. This is a fascinating drive for those wanting to experience the real New Zealand. Taking over 30 years to construct, the Whanganui River Road was opened in 1934. Construction was delayed many times because of floods and slips. Prior to the 1930s almost all access to these remote settlements was from boats that operated along the Whanganui River. Key settlements along the River Road include Hiruharama (Jerusalem), Koriniti (Corinth), Atene (Athens), and Ranana (London). At Hiruharama there is a beautiful village and convent. This settlement is also famous as the location for Mother Aubert’s mission and poet James K Baxter’s commune.

Throughout time, custodianship of the river has been bestowed upon the descendants of three sibling ancestors, who are Hinengakau of the top reaches near Taumarunui, the eldest Tamaupoko, assigned the middle reaches and Tupoho the lower reaches. The District falls across the ancestral boundaries of Tamaupoko and Tupoho. Also crossing over into our district is the South Taranaki iwi Nga Rauru Kitahi and also Ngati Apa of the Rangitikei.

Once the longest operating flour mill on the river, Kawana Mill is now a beautifully restored building and museum. Near Ranana you can find a cairn commemorating the ‘Battle of Moutoa’ . This 1864 battle on Moutoa Island was between Whanganui Maori and invading warriors from the north.

Throughout the region a growing number of Maori share their cultural and spiritual connections with visitors of many countries. Customs and protocol (tikanga) and values including hospitality (manaakitanga) and guardianship (kaitiakitanga) emphasise their ancestral landscapes and culture.

The journey from the city centre to Pipiriki takes 2 to 4 hours, depending on the number of stops. For an ideal day trip, you can complete a loop from Wanganui to Pipiriki, across to Raetihi and back to Whanganui along the Parapara Scenic Highway. This round trip can be completed in 4 to 6 hours, depending on the number of stops.

Pipiriki is the end of the Whanganui River Road and is a base for many river operators. Jet-boat trips are available from here to the famous ‘Bridge to Nowhere’ and many canoe tours start and end here too.

GET GOING WITH HORIZONS’ BUS NETWORK

eed to get from A to B? Go by bus with Horizons Regional Council. Wanganui’s public bus network is made up of five urban services to help you get around. Four of these services travel in alternating routes and all pass through the main terminal at Trafalgar Square. The full bus timetable is available and easy to access via the passenger transport section of website www. horizons.govt.nz Limited hard copies are also available from the iSite in Taupo Quay,

Wanganui District Council’s office at 101 Guyton Street, Tranzit in Ridgway Street or Horizons at 181 Guyton Street. You can catch the bus at any stop along a route. Most services, with the exception of Saturday’s combined service, take between 30 and 50 minutes to complete a loop and provide a great way to see the city. You can pay by cash or, if you’re going to be a regular traveller, pre-pay and save with a Horizons GoCard.

GoCards are pre-paid travel cards that save you money and the hassle of having the correct change. Your initial GoCard will cost $12 with $5 of travel already loaded and must be purchased from the Tranzit office in Ridgway Street. GoCards can be topped up on the bus using cash or by eftpos at the Tranzit office. No matter how you pay, once you have your ticket, you’re free to transfer to another service within one

hour of your original purchase – just remember to take your ticket with you. Free transfers do not apply to return trips, just transfers to other Horizons’ services. It’s best to arrive at your stop approximately five minutes before your bus is set to depart and signal the driver to make sure they know you’re there. nter Liquorland in Victoria Ave and you’ll be greeted, personally. Jenny Murphy owns and manages Wanganui’s only locally owned liquor store, employing nine smiling staff members. “It’s critical your staff are friendly and welcoming with a certain amount of product knowledge,” she says. It’s the “customer friendly” attitude that turns casual shoppers into regulars and ensures everyone feels comfortable in the store. Even with limited space, Liquorland is well stocked and product is laid out in “rooms” where customers can browse. The stands are well spaced, easy to access, with room for mobility scooters and wheelchairs. Jenny says she is also keen to bring in new product at customers’ requests. And Liquorland is a Flybuys store. “Download the Flybuys app on to your smartphone,” says Jenny. “Come in to the store, look at the Flybuys app to see how many points you’ve got, you can push ‘redeem’ right there on the spot and walk out with product.” The idea is perfect when looking for gifts and there’s a stand in the store with product redeemable for Flybuys points. Throughout the shop there is variety, from tried and true to new imports and seasonal promotions. An increased selection of European wines includes the new proseccos – lighter than standard Kiwi bubblies – and a variety of sparkling wine from home and abroad. From Lindauer Fraise, now only available from traditional liquor stores, a good lunchtime wine, to higher end sparkling wines and champagnes for special occasions – Dom Perignon, Bollinger, Moët... Due out is Moët Ice. Fill a goblet (not a flute) with ice, pour your Moët in and add a slice of lime, a sprig of mint or freshly slice pineapple, for example. “It just transforms it,” says Jenny. “The stickies [dessert wines] are still a nice option.” Jenny recommends a sticky wine over ice as a summer treat.

The Edenvale zero alcohol wines are in stock as well as lower alcohol wines from the likes of Belle by Invivo. Of course, old favourites like Mateus Rose will always have a place on the shelf. “There’s still a big demand,” she says. Liquorland has an expanded range of craft beers for those willing to experiment with flavours and there are even more single malt whiskeys in stock, including Monkey Shoulder, a blend from Glenfiddich Balvinie and Kininvie. CIVIL DEFENCE IN THE WHANGANUI DISTRICT

C

ivil Defence is all about people helping people. It is all of us working together to take care of our community’s needs in an emergency event. If there is an emergency, everyone needs to be self-reliant and prepared to survive in their own homes for at least three days without assistance, other than from their neighbours. In an emergency, Civil Defence co ordinates a wide range of groups and agencies to: • Help prevent loss of life • Help the injured and relieve distress • Help return the community to normal Wanganui Civil Defence Emergency Management is there to help people in an emergency event. The Wanganui District Council and the Police, Fire and Ambulance services may not be able to manage the situation on their own. The Civil Defence network is able to bring together extra resources to help these services cope. An emergency could occur at any time in our district. Possible emergencies include: • • • • • • • •

Floods Storms/high winds Hazardous chemical spills (industrial/transport accident) Loss of water or power supply Earthquakes Volcanic eruptions Tsunami/pressure sea waves Influenza pandemic

In the case of an emergency, civil defence welfare centres may be opened. We have 12 civil defence centres throughout the Whanganui District. It’s helpful to know where your nearest emergency welfare centre is so visit www. wanganui.govt.nz and click on your nearest centre to see a map of it on Google Maps. In an emergency, these centres are the base for a mobile support team, which is made up of volunteers.

The support team’s role is to gather information and advise Civil Defence Emergency Management of the degree or level of problems in that area.

Civil Defence sirens A number of electronic warning sirens are stationed along the lower Whanganui River estuary and the Castlecliff coastline. These are primarily for warning of possible tsunami impact in the Wanganui area, with a separate large siren at Mowhanau. Visit the Civil Defence page of www.wanganui.govt.nz to listen to “The Sting”, the electronic warning sound which is broadcast for official Civil Defence warnings. The local urban sirens use the exact same sound. The Civil Defence sirens are tested on the first Wednesday of each month at 8.30am. If you hear a continuous sounding of the sirens, please tune in to your nearest working radio station and listen for information. Civil Defence will send correct information to the media as soon as possible.

NATIONAL The Whanganui National Park is home to the mystical Whanganui River, New Zealand’s longest navigable waterway which winds its way from the mountains to the Tasman Sea through countless hills and valleys.
