AMENDMENT 1 INFORMATIONAL MEETINGS
There will be two Amendment 1 informational meetings, open for the public. The first being Thursday, July 24 at 6:30 p.m. at the Home Bank of Hannibal. Guest speakers will be Rep. Shumake, Rep. Redmon and Senator Munzlinger. The Second, will be Saturday, July 26 at approximately 12 noon (immediately following the parade), at The Flower City Park, Palmyra. A light lunch will be provided and guest speakers will be Rep. Shumake, Senator Munzlinger, and Senatorial Candidate Ed Schieffer. Everyone is welcome to attend! UNITED METHODIST CHURCH VACATION BIBLE SCHOOL
As summer for our area youth is over half over it is time to visit local attractions such as Mark Twain Lake - visitors can enjoy the 54,000 acres of land and water at Clarence Cannon Dam and Mark Twain Lake. The lake is located both in Ralls County and Monroe County. Mark Twain Lake provides opportunities for outdoor recreation including boating, swimming, fishing, picnicking, hiking and hunting. St. Paul Catholic Church Ice Cream Social
The United Methodist Church Vacation Bible School will host a “Jungle Safari” on Sunday night, July 27 to Thursday night, July 31, from 5:30-7:30 p.m., at Hydesburg Methodist Church on Hwy 61, south of Hannibal two miles out on HH. St. Paul Historic Catholic Church sits just off Rt. EE in rural Ralls County. The limestone church will once again host its annual Ice Cream Social on Sunday, August 3 starting at 4 p.m. Parishioners are volunteers for the Perry and Center area provide homemade ice cream and delicious cakes. BBQ sandwiches and chips will also be available. There will be a drawing for several handmade craft items and other items. Many people enjoy this yearly event which provides an excellent chance for fellowship, a tour of the historic church, its small museum and the cemetery. And is this election year candidates will have the opportunity to introduce themselves and speak to current issues beginning at 6 p.m. Come visit one of Ralls County’s historic treasures, visit with your friends and enjoy homemade cake and ice cream.

VOTERS ASKED TO MAKE PROSECUTING ATTORNEY FULL TIME POSITION On Tuesday, Aug. 5 the voters of Ralls County will be asked to make the office of the Prosecuting Attorney a full-time position. The work load of the prosecuting attorney’s office has grown over recent year. In addition to the felony and misdemeanor case filings the office also handles citations and infractions issued by the Missouri State Highway Patrol, Sheriff ’s Department and Department of Conservation in Ralls County. Additional duties include Probation violation reviews, filings and hearings, compilation of annual forfeiture and seizure reports to the Missouri State auditor, bad check collection, representation of the Missouri Department of Revenue in drivers license suspension and/or re-
vocation cases involving Ralls County residents, release of evidence reviews, child fatality review board, planning and zoning matters, drafting, reviewing and interpreting County ordinances, review of County contracts and leases, and general legal opinions and advisement as requested by the County Commission. One of the most important tasks of the prosecutor’s office is the crime victim notification, explanation of victim rights, assisting in crime victim compensation applications and collection and disbursement of restitution to crime victims. Ralls County does not operate a jail or detention facility and as a result must house its inmates in facilities in nearby counties. According to the Ralls County Clerk’s office in 2013, Ralls County paid $377,240.28 to house its inmates. Marion County handles most of Ralls
County inmates but inmates have also been housed in Pike, Lincoln, Audrain and Lewis Counties. As of May 1, 2014, Ralls County had expended $194,697.77 to house its inmates making the projected board bill for 2014 $592,030.00. If the voters pass the proposition to make the Prosecuting Attorney a full-time position there are plans to curtail some of this expense. With the anticipated cooperation of the Court and law enforcement the current prosecutor, Rodney Rodenbaugh, will develop and implement a drug court program for Ralls County. Drug court programs are time and labor intensive. Offenders in the program are not incarcerated and, if successfully completed, are released on probation. Roughly 30% of the felony and misdemeanor cases are exclusively drug and/or alcohol related. If only 30% of those offenders qualified for
Drug Court Ralls County could reduce projected board bills by $177,609. The transition to a full-time prosecutor will cost the county an additional $88,224 a year. If only 15% qualified, a very conservative view, the county could save $88,804. The goal is not to cost the county money. The prosecutor’s office will work diligently to offset the increase in the prosecutor’s budget by reducing the board bill through drug court and other programs developed with the input and cooperation of the Court and law enforcement. A full-time prosecutor also means that the Prosecuting Attorney cannot be affiliated with any other lawyer or law firm, engage in private practice of the law, or represent any individual, entity or political subdivision in any legal matter. A full-time prosecutor can only exercise the duties of prosecuting attorney for the county.
