Sandy Springs adopts Safety Action Plan

SANDY SPRINGS, Ga. — Sandy Springs adopted the Safety Action Plan April 15, working with the Georgia DOT to achieve zero fatal and serious injury crashes by 2040 on city-owned streets.

The yearlong planning process began with a $360,000 federal grant to prepare a strategy to eliminate roadway fatalities within the city limits.

Sandy Springs Transportation and Traffic Manager Kristin Wescott said her staff recommends approval of the final draft.

Fatal and serious-injury crashes jumped 50 percent from the 2013-17 to 2018-22 reporting periods in the city. The most overrepresented factors involved distracted driving or texting, large trucks and impaired drivers.

More than two-thirds of car crashes in Sandy Springs occur on state routes or interstates. In fact, only 34 percent of the 27,502 crashes occurred on city streets.

The Safety Action Plan is more than 130 pages laying out ways to make driving around Sandy Springs easier and safer. Recommendations include nearterm policies and strategies around education and emergency response with

City celebrates new police, courts facility

SANDY SPRINGS, Ga. — The stateof-the-art Sandy Springs Police Headquarters and Municipal Court gives the city and its largest public safety department legitimacy on the North End.

A few hundred people, including high-ranking members of neighboring law enforcement agencies, Sandy

Springs officials and department heads, gathered at 620 Morgan Falls Road April 12 for a ribbon-cutting ceremony and open house to celebrate the city’s new $56 million public safety investment.

Police Sgt. Leon Millholland, public information officer for the department, said bringing the departments into one secure facility helps ensure safety for court employees, police personnel and visitors.

“The biggest change from our old headquarters to our new one is first and foremost the legitimacy, and also the transparency; It’s the citizens’ facility,” Millholland said. “Not being spread out over a business complex, allows us to work with our court services and other divisions within the department.”

The department is set to officially make the move from the Morgan Falls Office Park, just a block up Ga. 9 at 7840 Roswell Road, to new the state-ofthe-art facility April 21. The four-story, more than 130,000-square-foot police headquarters and municipal court includes the “bones” of the 35-year-old former office building with its internal courtyard, or open-air atrium.

Most of the facility is dedicated to the police department’s 110,000-squarefoot command center, not including the 8,500-square-foot sally port.

Spacious courtroom

The courtroom, designed to accommodate more than 100 people and outfitted with state-of-the-art technology, is just over 11,000 square feet. Municipal Court Judge Donald Schaefer told the crowd that the secure holding area makes a huge difference for the safety of staff members and the public.

“We have the ability to expand [into another court room] because this city is booming,” Schaefer said. “We could even hold two court sessions at the same time.”

Before cutting the ribbon, Police Chief Kenneth DeSimone said officers have been touring the facility for the last few weeks to get accustomed to their new workspaces and locker rooms.

“This building here will replace four separate buildings that we’re operating in currently,” DeSimone said. “This will help us be much safer and do our job much more efficiently; the technology that’s in this building is absolutely amazing.”

The city and its partners on the project, Jericho Design and Reeves + Young, kicked off the project in August 2020 with the purchase of 7.42 acres for around $11 million.

Sandy Springs says after around $45 million in construction costs, the project is just over $56 million.

The Sandy Springs Police Headquarters and Municipal Court at 620 Morgan Falls Drive is the culmination of a five-year project to create a new facility large enough to house public safety and judicial officials for the next 50 years. The $56.2 million project brings the Sandy Springs Police Department and Municipal Court from an office park along Ga. 9 to its own 7-acre site on Morgan Falls Road.

During the open house, the public had access to nearly the entire facility, including the new Sandy Springs Intelligence Operations Center, Judgmental Shooting simulator and some holding cells.

Separating divisions

Each division, Patrol, Special Operations and Criminal Investigation has its own wing of the building different floors. There are meetings spaces for various task forces with the Drug Enforcement Administration and Federal Bureau of Investigation.

Civilians with different departments like records supervisors, clerks and crime scene investigators have brand new offices designed specifically for their work.

Mayor Rusty Paul said the Sandy Springs Police Department is a leader in Metro Atlanta and sports a waiting list

with dozens of names at a time when other departments struggle to stay fully staffed.

“This is a significant milestone for the city for Sandy Springs as we are in our 20th anniversary year,” Paul said. “We’re putting a lot of resources on the North End.”

After announcing around $8 million in federal grant disbursements from the Atlanta Regional Commission for the North End Boulevard and PATH 400 projects, Paul said the city is planning to construct a “tactical instruction center” on the hill to the northeast of the complex. The de facto training facility with a simulated shooting range has been in city plans for a few years with sketches showing a potential Fire Station abutting Morgan Falls Road.

The Sandy Springs Police Foundation is currently fundraising to help construct the planned tactical instruction center.

Sandy Springs sets opening of Morgan Falls trail

SANDY SPRINGS, Ga. — Sandy Springs is hosting a ribbon-cutting for the first completed segment of its Springway Trail Loop May 2 at 1 p.m. near the Morgan Falls Dog Park.

Parking for the event is available in the lot adjacent to the park at 100 Morgan Falls Road.

The 2A segment is the first installment of the Springway Trail Loop, a 5-mile path around Morgan Falls Overlook Park. Plans call for addressing the project in five segments.

The Springway is the name of the city’s ambitious 31.4-mile trail master plan.

The new 1.88-mile segment connects Morgan Falls Overlook Park to Roswell Road at Cimarron Parkway. The multi-use path is 8 to 12 feet wide with a top-down boardwalk with concrete decking over Orkin Lake. The project consists of retaining walls, drainage structures, pedestrian bridges, roadway realignments, landscaping and trail signage.

The Georgia Natural Resources Department gave

the city $3 million for the project through a conservation grant under the Georgia Outdoor Stewardship Program. The city covered the rest of the $8.8 million construction cost of the first segment.

Work on the segment began in December 2022 but ran into some expensive delays when crews struck solid rock underneath Orkin Lake.

The extra work delayed completion of the project some 18 months.

After approving work changes to the contract, some related to drilling for the boardwalk and others more routine, the project cost jumped $1 million. City officials have directed staff to pick more feasible path projects moving forward.

In February, the city submitted a grant application to fund segment 2C, which runs 1.6 miles from Morgan Falls Overlook Park along the Chattahoochee River to Grogans Ferry Road.

Metro leaders outline State of Atlanta Housing

ATLANTA — Atlanta city officials and housing advocates met at the first-ever State of Atlanta Housing on April 15.

Mayor Andre Dickens and Atlanta Housing CEO Terri Lee say they’re optimistic about the future of affordable housing in the city.

As one of the largest housing authorities in the nation, the agency provides affordable housing resources for lowincome residents in the city.

“We are working very hard to make sure that people transitioning out of homelessness have safe, dignified homes to build their lives in,” Lee said.

In 2024, approximately 2,867 individuals were experiencing homelessness in the city, a 7 percent increase from the previous year.

As part of a 2022 strategic plan, the authority is working to create or preserve 10,000 affordable units by 2027. This month, the authority has reached 67 percent of its commitment. In efforts with Dickens, the authority hopes to reach 20,000 units by 2030.

“This has never been just about hitting targets,” Dickens said. “It has always been about people, families in Atlanta

Housing Authority CEO Lee called for more support from the private sector. Approximately 98 percent of the Housing Authority’s funding comes from federal sources.

“By the end of this year, we would have committed more than $270 million from our precious federal funding,” Lee said.

Lee said that a few months ago, the agency received a memo about potential funding cutbacks. The memo was later rescinded.

“It exposed a vulnerability, but it also showed us an opportunity,” Lee said. “Now more than ever, we need strategic, committed, local and national partnerships ready to lock arms with us and invest in Atlanta's future.”

The sites include the full-scale redevelopment of Bowen Homes in the Carey Park neighborhood. The full redevelopment will bring 2,000 homes across a mixed-income, mixed-use community.

Atlanta Housing is in the second phase of Englewood South in southeast Atlanta. The development will feature 200 units in a multi-family development. Alongside 22,000 square feet of retail space, the site will feature 100 Atlanta Housing-assisted units.

In fiscal year 2026, the authority plans to emphasize expanding resident services through financial education and coaching, providing aging-inplace for seniors and expanding youth programs with educational institutions for the more than 17,000 children in Atlanta Housing communities.

Officials stressed that the fight for affordable housing in Atlanta remains a group project.

“We want your home to help to prepare you for the future,” Dickens said.

FIFA President Gianni Infantino celebrates World Cup in Atlanta

ATLANTA — FIFA President Gianni Infantino joined Atlanta Mayor Andre Dickens to celebrate the FIFA Club World Cup 2025 at the Mercedes-Benz Stadium on April 14, ahead of its summer kickoff.

The first of its kind, the tournament will feature 32 clubs from across the globe, taking place between June 14 and July 14.

“We can say Atlanta unites the world this year and unites the world as well next year,” Infantino said.

Atlanta will be one of 12 venues across the United States, with the final match at MetLife Stadium in New Jersey. Six matches will be played in the Mercedes-Benz Stadium between June16 and July 5.

Dickens said Atlanta is one of the few cities to have this opportunity.

“We've been growing and growing as a soccer town as you've seen throughout the history of Atlanta,” Dickens said.

During the tournament, eight groups of four teams will compete in a single-game roundrobin format. The top two teams from each group will advance to the round of 16. A direct single knockout stage will take place for the remaining games.

“We will finally know, after almost 100 years, which club team is the best in the world,” Infantino said.

Atlanta will also be one of 16 cities across three countries to host the FIFA World Cup 26. Eight matches, including one semifinal, will be played in the MercedesBenz Stadium from June 15 to July 15, 2026.

Possible federal grant cuts spark county to refine focus

ATLANTA — Fulton County anticipates it will receive nearly $92.8 million in federal grants this year to help fund the salaries of 70 employees across several departments.

The county is set to receive around $71 million directly from the federal government this year and $21.3 million indirectly through other agencies.

Chief Financial Officer Sharon Whitmore told county commissioners April 16 that she wanted to share the county’s exposure to federal funding cuts and their impacts on staffing and grants.

Whitmore said one of the things her department is doing to mitigate the impact of potential federal funding cuts is to track grant reimbursements monthly. Past policy was to request grant reimbursements quarterly.

In March, the county received $3.17 million for the Ryan White Program to fight HIV, just over $77,000 for community development and $484,000 in state passthrough grants that originate in Washington. So far, the county’s budget has not been hit by federal funding cuts, but it has significant exposure, officials say.

gram, which covers 19 employees; $11.5 million for the District Attorney’s Office, which pays for 17 employees; and $12.4 million for the Behavioral Health Network and its five staff members.

“Overall, our exposure is that $92.8 million, if we were to assume that the county would try to step in and continue to provide whatever programs and resources that are being provided to county residents

through these current federally funded grant programs,” Whitmore said.

Last year, the county spent around $867 million for its day-to-day operations.

County External Affairs Director Jessica Corbitt is coordinating with federal lobbyists to monitor the status of any changes to federal grants.

Impact of losing federal aid

County Commission Chair Robb Pitts confirmed with Whitmore that without federal assistance, the county’s property tax rate would increase “about a mill and a half or so.”

The Board of Commissioners set the 2024 tax rate on property at 8.87 mills, the same as the prior year. The addition of 1.5 mills would represent about a $350 higher tax bill for a home with a fair market value of $600,000.

Commissioner Bob Ellis said he wants to know which grants are more at risk than others.

“This is a great thing for you to have captured,” Ellis told Whitmore. “I think it’s great we’ve started inventory, and we’ve got a process in place where we’re doing the monthly reimbursements.”

County Manager Dick Anderson said he wanted to address overall financials.

“We have not taken any extraordinary actions, in terms of cost reductions or constraints,” Anderson said. “Our thought right now, absent different direction from the board, is to move toward a mid-year review and closer to June than August.”

After talking with DeKalb County Chief Operating Officer Zach Williams, Anderson said Fulton’s neighbor to the east is more reliant on federal grants and has taken basic steps, although he provided no specifics.

“[The mid-year review will] give us the best perspective on emerging expenses from the consent decree, as well as perhaps from these federal government grants,”

Anderson said. “[The plan is] to seek your direction then, but right now, it’s business as usual.”

Jail upgrades continue

Anderson is referencing the legally binding agreement between Fulton and the Department of Justice to ensure its jail system is no longer violating the constitutional rights of inmates, specifically the Eighth and 14th Amendments.

There are long-standing problems at the Rice Street jail requiring a lengthy and costly process spanning at least two years with a consent decree monitor reviewing facilities to ensure the county is not violating the rights of incarcerated citizens.

The probe into the county’s Rice Street facility and three annexes, including one in Alpharetta, began in 2023 after the murder of an unindicted inmate who had been in custody for eight months.

There were 25 inmate deaths from 2022-23, according to the Sheriff’s Office. The Fulton County Jail ended a previous consent decree less than 10 years ago after spending $1 billion to comply.

Fulton County Sherrif Pat Labat, District Attorney Fani Willis and the Board of Commissioners have come under fire for the management of the jail facilities, backlogs in the judicial system and a lack of funding for a solution.

In other business at the meeting, commissioners received an update on the $13 million “jail blitz” repair program, which moves inmates to other areas of the jail so damage can be addressed. The work at Rice Street is 64 percent complete with seven out its 11 housing units finished, according to staff, and includes fixing cell doors and locks, repairing plumbing and sealing concrete walls.

The blitz project is expected to wrap up this summer after a couple years of work, but the consent decree monitor is set to remain until minimum requirements are met.

Since the beginning of the year, the Rice Street population has increased 6 percent to 1,707 inmates, which is down from the more than 3,200 incarcerated people there in summer 2023.

Because 575 beds out of a total of 2,644 beds are currently unavailable during the repair work, the county is using programs like its new diversion center to reduce the jail population as work continues.

Pitts said the county has invested around $2.5 million on policing alternatives and diversion initiatives. He said money is tight, referencing the county’s operational budget, and asked if countyfunded diversion programs are working.

“It looks like the bookings are increasing on a monthly basis,” he said. “Are we going to use it or are we not going to use it?”

Brian and Silvia Eufinger co-founded Edison Prep in 2010, offering 1-1 tutoring in students’ homes and local coffee shops. At Dunwoody Baptist Preschool, we offer 2, 3 ,4 and 5-day Playmates classes for children ages 6 months to 2 years as well as 5-day Preschool classes for children in 3's, 4’s Pre-K and our unique Young 5’s class. Early Morning drop-off, Extended Day and Enrichment classes in cooking, phonics, science, Spanish, art, ballet, piano and music are also offered.

That’s where Backpack Buddies of Metro Atlanta steps in—with a mission to bridge the weekend hunger gap by providing weekly nutritious meals to 2,500 food-insecure children across Metro Atlanta.

Since its founding, Backpack Buddies has steadily grown from a grassroots effort into a vital support system for the 50 Title I schools and children it serves. This spring, the organization will proudly serve its 1 millionth meal—a testament to the power of community and the dedication of its volunteers, donors, Community Buddies and partners.

Moving the timeline

City Councilman John Paulson motioned to amend the resolution and one of the safety targets.

“Last time we talked about this, I asked about moving the 2050 deadline to 2040 because as I said before, I’m not getting any younger,” he said. “I’d rather the goal be 2040 and we not hit it … I will not support this unless it moves to 2040.”

Paulson said he thinks staff can develop a plan to reach the goal quicker, and if there are financial implications, elected officials can reconsider them later.

Wescott told elected officials that there’s a lot of work ahead to achieve zero roadway fatalities by 2040, but the final draft would not need to be rewritten because of the amendment.

City Councilman Andy Bauman said residents have told him that the city’s Traffic Calming Application and Petition is not user friendly and requires a high threshold to approve projects.

Bauman said he remains focused on traffic calming policies in District 6 and all

around the city, which is sometimes “low hanging fruit.”

“This is great opportunity in the upcoming budget year to take a good, hard look at traffic calming policy, numbers and amounts of money,” Bauman said. “There would be cheers all throughout District 6 if we made our traffic calming policy more user friendly, lowered the threshold, forget the cost-share.”

Setting city priorities

During their work session, council members Bauman, Jody Reichel and Melody Kelley pushed back on a discussion of an activity held during the City Council’s annual retreat in February. The activity directed elected officials to list the strengths, weaknesses, opportunities and threats within Sandy Springs.

The council members said they want to make it clear that public safety remains one of their priorities for the city, even though the topic was not designated during the activity.

With the Nov. 4 municipal election approaching, city meetings have become more tense.

“[The retreat activity] is being way overrepresented as I see it now,” Bauman said. “Would you acknowledge that the way this is represented could lead to misunderstandings from people that don’t know the process we went through?”

City Councilwoman Kelley said she echoes Bauman’s comments that the public needs to take the results of the analysis

with a grain of salt.

“I would like to see this become normalized, refined and tweaked; when you’re at the beginning of something, it’s always a little bumpy,” Kelley said. “What I appreciated about the exercise is that it was one of the first times where I truly felt our creativity was being stimulated synchronously.”

Mayor Rusty Paul and City Councilman Tibby DeJulio discussed the theme of “public apathy” and said they think the label is too strong. Paul said he thinks Sandy Springs has lost some of its community engagement since incorporation, in part because the city can do now more for its residents.

Freeman said representatives from the Sandy Springs Police Foundation are scheduled to speak to elected officials at an upcoming meeting in May.

“We’re going to have the executive director of the Police Foundation come and give an update,” Freeman said. “It is a standalone entity … they are still affiliated with the city, but they are not a part of any of our financial management.”

The announcement came after a mention of the April 12 ribbon-cutting for the new Sandy Springs Police Headquarters and Municipal Court off Morgan Falls Road. City Councilwoman Jody Reichel asked Chief Financial Officer Toni Carlisle about how to get updates from the organization.

In Memoriam

Joseph “Joe” Lehman Drummond

October 2, 1930 - March 4, 2025

Joseph Lehman Drummond, 94, passed away peacefully on March 4 at his home in Highlands, NC with his wife by his side. He was born to parents Irene O’Neal and John Lehman Drummond of Sipsey, a small community near Jasper, AL Maternal Grand Parents, Molly Jones and Joel Harrison O’Neal, and Paternal Grand Parents, Ada and Dr. Isaac Freeman Drummond, all of Sipsey. Joe’s Alma Mater was The University of Alabama at Tuscaloosa where he was a member of the Theta Chi Fraternity. He studied art with Richard Brough, a well-known Water Colorist and Distinguished Teacher, who combined his teaching with a successful career as a Commercial Artist and Graphic Designer. Joe never tired of rooting for the Crimson Tide. During the Korean Conflict, Joe served in the Army as a Cryptographer, while stationed in Hokkaido, Japan. His career centered around Commercial Art as it applied to advertising. It began in Huntsville, AL where he worked for Chrysler Engines at Red Stone Arsenal. In 1971 he moved to Atlanta, GA, working for companies, including Art Service and The Alphabet Group, that provided all services that an advertising agency might need. His primary client was the Export Division of the Coca Cola Company. In that role he created Calendars and Points of Sale pieces for the company to use internationally. Perhaps his most interesting project occurred in 1972 when President Nixon visited the People’s Republic of China after 25 years of no communication or diplomatic ties between the two countries. Joe’s assignment was to create a Robot that would accompany The President. And, of course, the robot needed a passport. For that task, he called the US.

Department of State to determine exactly how closely this Passport could resemble a real one before becoming a forgery! After his retirement, Joe served as a Docent for the Atlanta Botanical Garden. He was also a member of the Rotary Club and a Lay Reader and Chalice Bearer for Holy Innocents Episcopal Church in Atlanta. He was married to Pamela Johnson Drummond of Athens, Tennessee. They enjoyed reading, traveling, music, and cooking. He began his favorite hobby when he was 11 years old. And he would rather have been in the kitchen than anywhere else. For the first 25 years of their marriage they cooked with two other couples and good friends, Jill and Ernest (Woody) DeLong and Barbara and Chris Gellner. Mr. Drummond is survived by his wife, his Sister-in-law Deborah Johnson Hamilton (Thomas) of Athens, TN, Niece Perrin Spigener Marchionne (Arnaldo Cesare), Great Nieces, Liana Elizabeth Marchionne and Mary Adrienne Marchionne of Kirkwood, MO, and a nephew, Alan Johnson Hamilton of Bassett, NE. A Celebration of his life was held at a private Memorial Service with Communion earlier in March with The Reverend Doctor Diane Cox McPhail officiating. Joe will be remembered as a curious and vibrant man with integrity, dignity, and courage, whose smile could light up a room.
