BAHRAIN’S CASH HABITS UNVEILED
Visa’s latest study in the Kingdom reveals why 17% of transactions are still cash-based and where opportunities for digital enhancements lie.
While Bahrain is at the forefront of digital payments, 17% of transactions of consumers surveyed are still in cash, according to the first edition of Visa’s ‘Where Cash Hides’ research in the country.
The research, based on a survey of 2,800 individuals across GCC, examined the overall frequency of and motivations for cash usage. It identifies cash-heavy categories and proposes easier, more secure digital payment solutions for both consumers and local businesses.
Where Cash Hides?
In Bahrain, P2P transactions (28%) and everyday spending (14%) form a large portion of cash usage.
Within the P2P segment, tips (54%) was the top category surveyed Bahrain consumers use cash. This was followed by money exchanges between friends and family (28%) and property rent (22%). International transfers through exchange houses saw the lowest cash usage at only 6%.
Everyday spending like petrol stations (23%), offline taxi (20%) and app-based taxi (18%) are mostly where cash is used. Bill payment saw the lowest cash usage at only 6%.
Motivators
The top reasons respondents prefer cash for P2P are speed (36%) and convenience (35%). For everyday spends, speed (31%) and habit (30%) were cited as the top reasons. For around 15% of respondents, cash was used for both P2P and everyday spends because cards were not accepted.
Implications and Solutions
Efforts to introduce convenient and secure solutions such as Visa Direct (P2P, tips and other disbursements, and remittances), Click to Pay (better online checkout experience) and Tap to
Phone (low-cost acceptance solution for SMBs, freelancers and taxi) will further drive digital payments and increase card acceptance in the categories identified.
Encouraging mobile and contactless payments also presents a pathway to increasing digital payments usage for everyday expenses. This requires education on acceptance and security of digital payments for both banked and unbanked populations.

Despite the cash usage, consumers’ overall reliance on cash is low. For 58% of respondents in Bahrain, only 1-2 out of their last 10 transactions were in cash. Only 17% of respondents claimed that none of their last 10 transactions were made with cash, highlighting the need for payment industry players to continue to collaborate in supporting the Bahrain government’s cashless agenda.

BIG WIN FOR SMALL BUSINESSES
Bahrain plans to slash annual commercial registration fees by half for small Bahraini-owned businesses.
Aplan to cut annual commercial registration (CR) fees to BD 30 for small businesses and BD 60 for Bahraini-owned companies passed through Parliament. The proposal, which also introduces changes for foreign-owned businesses, will see their fees set by the relevant minister with Cabinet approval. The reforms are aimed at easing financial pressure on entrepreneurs and encouraging small business growth.
Under the approved amendments to the 2015 Commercial Registration Law, the first three activities listed in a registration will be free of charge, with additional activities charged at BD 10 each. Currently, opening a registration costs BD 50, with another BD 100 for the first three activities, whether used or not. small business without being held back by the price tag.’
Supporters of the reforms believe they will simplify registration and remove barriers for local business owners. A member of the Financial and Economic Affairs Committee, which unanimously supported the proposal, called the new fee structure a more practical way to encourage entrepreneurship in Bahrain.
The Ministry of Industry and Commerce, while neutral on the proposal, stressed that any changes must match the services provided and comply with Bahrain’s trade agreements. A ministry official remarked, ‘It’s important to keep a balance between what’s fair for businesses and what’s sustainable for the government.’
Not all groups were fully behind the changes. The Bahrain Chamber of Commerce and Industry voiced concern, pointing out that the current fees were set after careful comparisons with other Gulf countries. The Chamber warned that altering them could unsettle businesses already operating under the established framework.
On the other hand, the Bahrain Businessmen’s Association welcomed the move, describing it as a relief for small business owners and a positive step for Bahrain’s economy.
Kadhem also praised the Ministry of Interior’s approach to administrative fees for ID cards and passports, where fixed costs and extended validity periods of up to 10 years reduce financial strain. ‘We need the same mindset for commercial registrations— reasonable fees that don’t burden citizens,’ he said.

It was built in 1905 by Saudi businessman Sheikh Mohammed Ali Zainal Alireza as the first boys’ school in Jeddah at a time when the Hijaz, the western part of modern Saudi Arabia, was partially under Ottoman Turkish rule and both poverty and illiteracy were common.
Although Zainal went through major financial crises, he continued funding the school with help from
other business families. Eventually, the Kingdom’s founder King Abdulaziz visited it and appreciated its great educational and social role, and arranged for government support.
The school marks the onset of modern education in Saudi Arabia and has been the alma mater of numerous national figures, including former Minister of Information Mohammed Abdu Yamani, former Minister of Commerce Abdullah Zail, former Minister of Petroleum and Mineral Resources Ahmed Zaki Yamani, and former Minister of Hajj Hamid Harasani among others.
Al-Falah School, is located in the heart of the historical area in Jeddah, has continued to the present day, and includes two buildings, the older of them dating back more than 120 years.
The school offers three levels of education — elementary, intermediate and high school — with each having its own playground.
According to Al-Sulimani the older building will be a fully integrated museum, including a cultural space, a cafe with a heritage theme and seating areas where visitors can learn about the historical area and the history of the school.

TRAVEL MADE SIMPLE
Kuwait eases travel requirements with simplified visa procedures for tourists.
Kuwait has introduced streamlined visa and residency processes aimed at attracting international visitors, boosting tourism, and enforcing stricter compliance with residency regulations, Brigadier Hamad Al Ruwaih, Director of the Special Services Department in the Residency Affairs Sector, announced.
Visitors from all nationalities can now apply for visas under conditions set by the Ministries of Interior and Foreign Affairs, with services facilitated both in-person and online through platforms such as the “Sahel” app and a dedicated e-Visa website.
According to Al Ruwaih, visa applications can be processed in as little as one minute or up to 24 hours, depending on the need for security checks.
Tourist visas are also available at border crossings for GCC nationals meeting specific criteria for exempted professions, while citizens from 52
countries can obtain visas upon arrival at Kuwaiti airports.
Additionally, family, tourist, and commercial visas are now issued through simplified procedures, encouraging more international visitors.
Inspired by the successes of neighbouring Gulf nations, Kuwait is ramping up investments in tourism and entertainment projects to diversify its economy. Upcoming initiatives include family-friendly attractions, large-scale events, and upgrades to entertainment infrastructure.
“These reforms aim to position Kuwait as a leading tourist destination while preserving its reputation for safety and security,” said Al Ruwaih.
The implementation of a new residency law has significantly reduced violations, Al Ruwaih noted. The law imposes strict penalties for breaches, including fines of up to KD 2,000 for specific violations, such as failing to report a newborn. Daily fines start at KD 2 for the first month and escalate to KD
4 per day after the second month, with harsher penalties for delays beyond four months.
Despite these measures, Al Ruwaih emphasised that the government’s primary focus is compliance rather than penalty collection, urging residents and visitors to adhere to regulations to avoid fines, deportation, or re-entry bans.
The Special Services Department has tailored procedures for diplomats and embassy personnel, governed by international agreements. A dedicated online platform for diplomatic families is set to launch soon, facilitating secure visa applications and transactions.
Al Ruwaih expressed optimism that the reforms would enhance Kuwait’s global standing as a secure and welcoming destination, while also improving the ease of doing business.
“These measures reflect Kuwait’s commitment to balancing economic growth through tourism and investment with stringent legal oversight to maintain order and compliance,” he said.

Dubai’s AI seal is enabling companies with a competitive edge, network and recognition in a major push for AI solutions.
Dubai has introduced a special seal to certify artificial intelligence (AI) companies operating in the emirate. Officially recognised by all Dubai government entities, the AI Seal will establish a network of companies that businesses can rely on for AI solutions.
Companies that want to partner with the UAE and Dubai governments for major projects must be AI Seal-certified.
All technology companies licensed in Dubai that provide AI-related products or services can apply free of charge at https://dub.ai/en/ai-seal-2/. However, the seal is not a business licence and does not replace the need to have one to operate in Dubai.
There are six tiers – E, D, C, B, A, and S – which reflect the level of economic contribution the recipient has, with S representing the highest impact. Applications will be evaluated on: The nature of the companies’ activities and services, the number of employees specialising in AI, current and future projects, and partnerships within the public and private sectors.
Certified companies will get a unique serial number and classification. Organisations can verify the business
as an AI supplier by checking the serial number on the Dubai AI Seal website.
Companies can display the seal across their digital platforms and promotional campaigns.
