California to Require Net-Zero-Energy Buildings
One of four demonstration net-zero-energy homes built by Clarum Homes in Borrego Springs, California, this home uses a 3.75kilowatt photovoltaic system. Each home takes a different approach to energy efficiency, with different wall assemblies and cooling systems. Net zero efikasnost je ukratko: sva energija koju jedan objekat potroši tokom godine jednaka je energiji koju proizvede. Kalifornijska komisija za energiju CEC na svake dve godine objavljuje Integrisani izveštaj energetskih planova (IEPR) u kom predstavlja preporuke korišćenja energije u državi, ukjlučujući izmene člana 24, o energetskoj efikasnosti zgrada. U izveštaju od 2007. godine, CEC preporučuje net-zeroenergy performance za stambene objekte do 2020, a za komercijalne do 2030. Iz CEC-a napominju da neće morati posebno da prilagođavaju zakone ovoj preporuci, jer se važeći zakoni već kreću ka ovom cilju (oblast preporuka 24 se automatski update u zakonima??) Ciljevi Kalifornije su inspirisani izveštajem 2030 , u kojem neprofitna organizacija Arhitektura 2030 poziva na prestanak upotrebe fosilnih goriva u zgradama do 2030. Međutim, ovaj pravilnik svakako da ne važi za već izgrađene objekte, ali CEC ipak proširuje zakone tako da njima obuhvati unapređenje energetske efikasnosti. Nešto slično je već postoji i primenjuje se u San Francisku i Berkliju, a nekolicina državnih zakonodavaca ispituje sve aspekte, uključujući i aspekt ekonomske izvodljivosti jedne ovakve ideje.

Senate Bill 1389 (SB 1389, Bowen and Sher, Chapter 568, Statutes of 2002) requires the California Energy Commission to: “[C]onduct assessments and forecasts of all aspects of energy industry supply, production, transportation, delivery and distribution, demand, and prices. The Energy Commission shall use these assessments and forecasts to develop energy policies that conserve resources, protect the environment, ensure energy reliability, enhance the state’s economy, and protect public health and safety.” (Pub. Res. Code § 25301(a)). The California Energy Commission adopts an Integrated Energy Policy Report (IEPR) every two years and an update every other year. This web section is for the 2007 Integrated Energy Policy Report, which was adopted by the Energy Commission on December 5, 2007. The Commission held nearly 50 public workshops and hearings. It published 70 supporting reports, scores of presentations, and received hundreds of public comments. The final main reports can be downloaded below. The initiative to require net-zero-energy buildings applies only to new construction. To achieve energy savings in existing buildings, CEC is pursuing legislation to require “retrofit at resale”—improvements in energy performance prior to an existing building’s sale. Ordinances of this type already exist in San Francisco and Berkeley. According to Bartholomy, several state legislators are looking at how such legislation would work and how the costs of required retrofits would be covered.
