Safety and control, that’s our spirit
Overhauling a power plant entails a huge volume of inspection and preventive maintenance work. The entire installation is opened, inspected and repaired where required. Security has the highest priority here. Disturbance to those in the vicinity should also be as restricted as possible. We were asked to provide access control for the overhaul of a power station in our country. The objective was to achieve the highest possible security grade at all levels. During the overhaul some 1,500 extra people of 50 different nationalities are at work on the site. For our client a variety of access control management aspects are important. Firstly, it has to be secure but also cost efficient and flexible. Various aspects also have to be able to be recorded, such as knowing who is where on the site, when and for how long. Not only from a security aspect, but also as a question of productivity. All employees also have to be registered to check whether they are holding the correct permits to be permitted to work. So as not to have to complete this manually for every extra worker, they choose for the online registration procedure of IQ-Soft Profit with online ID-Check. By using IQ-Soft Profit, the registration procedure is faster, checking is automatic and the security staff-member can focus on other security issues. The details can also be forwarded to the tax authorities automatically, in compliance with the Working Hours Act. In this way you can work efficiently and effectively. 7

Securitas for Taqa Together with partner EBN, TAQA Energy constructed the Bergermeer gas storage facility in Alkmaar. The underground storage of natural gas is needed over the coming decades to ensure a stable and guaranteed availability of sufficient natural gas in all seasons. The Bergermeer gas storage facility is the largest freely-accessible gas storage unit in Europe, with a working volume of 4.1 billion cubic metres of natural gas – around 10 per cent of the annual gas usage in the Netherlands, and enough to supply the annual usage of 2.5 million households.
In cooperation with Securitas, IQ-Pass provides the security of the project at 2 locations: Bergermeer and Boeklermeer. Execution of the project is in the hands of around 8 main contractors, together responsible for the project’s success. On the site itself some 600 to 700 companies are active. In total around 9,000 people are working at the location. Some 10,000 access passes have now been issued. An important, extremely comprehensive and complex project. The most important conditions to be fulfilled alongside being able to work safely are preventing illegal employment, being able to provide correct reports to the tax authorities, exact time tracking and VCA (contractors’ safety, health and environmental checklist) checking. It is also stipulated that 80% of the employees must come from the region.
The location is protected physically by access control units at the entrance itself, but also at the various zones within the site.The Boeklermeer site has three entrances, with a total of 5 Control Gates XS. An extra zone has been created on the building site as a high-risk area, and is secured through another 5 Control Gates from IQ-Pass. There is also access control for vehicles, with barriers (Car Gates). The Bergermeer location has been secured with 3 Control Gates XS and one Car Gate. A total of 6 Musterpoints have also been deployed at both locations. ‘Mustering’ can take place here should there be an emergency, so that emergency services can be notified immediately of who is where in which location, if someone is missing. A counter display gives everyone at both locations information on the total number of those present. Both locations are protected with IQ-Soft Profit. There is a central server where all data is hosted and from which both locations can retrieve and store secure and encrypted information. IQ-Soft is deployed for the access control and the (sub)contractors’ time-recording is provided for the tax authorities and the mining supervisory body. IQ-Soft also delivers a Working Hours Act check. 14

Many of the steps in the process can already be completed before the visitor registers physically. For instance through online registration, after which only the identity needs to be checked, which itself can even be done with an online ID-check. In this case you can even replace your doorman or gatekeeper with a digital doorman. After this the access pass is then produced. An efficient and effective measure in your access control management. All the data entered in the system is checked quickly and efficiently, and is then either approved or not. The information is also retained, for any subsequent projects. Information about the validity of permits, diplomas and accreditations is also retained, and if necessary a warning follows if a permit or certificate is soon to expire. An associated administration (for example for auditing), up-to-date insights into the validity of permits or certificates, shorter lead times for issuing and the administration of passes, and significantly fewer administrative burdens. Construction case study “Our construction site is much more efficient now�
A new section is being built for a major office building in the Randstad metropolitan area. Work in the offices continues during construction. Alongside the 200 staff in the office, the project has 100 people extra working, with a variety of jobs and authorisations, often with flexible working hours. There is also considerable traffic for the entry and removal of materials. Naturally not everyone is authorised to be in all sections. All those involved need however to have access to one or more sections of the offices and the surrounding site. The most important for our principal is that the safety aspect is guaranteed for everyone. If there is an emergency, he wants to know who is present, where and for how long. To enable to work to be done as smoothly as possible with the least risk, IQ-Pass is approached to arrange the access control. First

we introduced different zones within the site and in the office premises themselves. Using mobile access control systems (2 Control Gates and a Car Gate) on the site and fixed access control at a variety of places within the premises, access can be managed properly where required. Additionally we implemented IQ-Soft Pro, to be able to know who is where. As an extra, for the fixed access control we also implemented a special registration module system in various departments in the building itself, so that you could see at a glance just who is present within a specific department. A fine combination of mobile and fixed access control, to manage access to the location well.
