First Native-American Wins Distinguished White Plume Award Written by Denver Beaulieu-Hains Director, PAO, USAG Yongsan-Casey
It’s a fitting lifetime achievement for a lifetime of public service, Keith Wayne Colbert, Business And Recreation Division Chief at the US Army Garrison Yongsan-Casey, was inducted into the Order of the White Plume, March 25, 2021 for his outstanding service, leadership and extraordinary contributions to the U.S. Army. Serving some 40 years, Colbert has inspired projects and programs that impacted and influenced thousands along the way. The management, overhaul and development of a high-school football program and state-of-the-art sports field at Osan Air Base to touch the

community’s youth; also, reaching the wounded warriors around the U.S. to visit Anniston Army Depot through a premier hunting program for Purple Heart recipients spanning from WWII to Desert Storm. It’s a program that’s still active today. “Seeing the Soldiers together was like a reunion,” Colbert said of the program he initiated during 2013. “The first night we built a bonfire and sat around telling stories until the early hours of dawn when we took them to their stands for a fantastic experience harvesting nine, record bucks.”
CASEY / HOVEY
The award citation demonstrates a body of work all over the world. Innovative, thoughtful programs and services – the kind of services that make Soldiers and families glad to be where they are stationed. There’s a Creek proverb that says, “Let every step be as a prayer.” Colbert is a living, breathing representation of that sentiment. He is the first Native-American tribal member to receive the “White Plume” award. He is of the Creek Nation. If asked, he’ll tell you he stands on the shoulders of proud ancestors who served before him. “I’m a former Marine, my whole family has served in the military except my mother,” he said. “I’m related to David Moniac. He is my third great grand-uncle and the first native American to graduate the United States Military Academy at West Point.” Moniac graduated in 1822 and served as a lieutenant in the U.S. 6th Infantry Regiment. He led the Creek Volunteers in Florida during the Second Seminole War and died during the conflict. Colbert said his family’s history is one filled with patriot service. “My father’s sister worked at the Mobile Shipyard during WWII,” he said. “I was taught to work hard as young boy, I watched my family pick cotton.” According to History.com, during the early 1830’s there were more than 125,000 Native Americans living and working acres of land in southern states like Georgia, Tennessee, Alabama, North Carolina and Florida. By the end of the decade, few remained. European settlers sought these lands to grow cotton. Colbert’s tribe were able to stay as farmers and river guides. “We were allowed to stay on Native lands,” he said. Before the Marines and his civilian-Army service, Colbert enjoyed simpler times as a paperboy at age nine. However, he says watching his family work in the Alabama fields, and dragging those long sacks of cotton left an impression on him. “It taught me about perseverance,” Colbert said. “I am the youngest of three sons and grew up in Pensacola, Fla. We were poor.”
“Mom always made sure we went to church; my father made sure we worked hard; my grandfather made sure we laughed [had a sense of humor]; my grandmother made sure we knew we were Indian [Native American],” he said. “There’s a lot of tears, smiles and really good memories when you think back,” he said. “Family and MWR is my life. Being inducted into this order means more to me than I can express, I only wish my father were here to witness it.” The White Plume award, established in 1982 by the Adjutant General of the Army recognizes outstanding service and contribution to Family and MWR programs. It’s the Army’s highest medal for achievement in support of Army Family and MWR programs. Colbert is the 467th in this line of professional awardees to receive the lifetime achievement award. “I sold fruit and vegetables on the side of the highway from 7 a.m. to 7 p.m.,” he said. “Today, I build programs and services that support, heal and keep Soldiers ready for the next mission no matter where that takes them.” “Back then, I felt accomplishment and pride after buying my own clothes with the money earned,” he said. “Today, my pride comes when I look into the eyes of those we serve,” he said. “I make the quality of life of our Soldiers a little better.”

troy.edu /msir For nearly 70 years, Troy University has proudly supported United States servicemen, servicewomen and their families. That commitment is just as strong today as it ever has been in the University’s history. Founded in 1887, Troy University is a public, historic, international University with more than 165,000 alumni. Students choose TROY for its quality academic programs, reasonable cost, outstanding faculty and flexible in-class, online and blended class offerings. TROY’s history of service to the military dates back to 1950, when it began offering voluntary education to soldiers at the Army’s Camp Rucker. The University continues that tradition of service by delivering undergraduate, graduate and post-graduate degrees through a variety of on-base, near-base and online programs.
In a world that is becoming increasingly interconnected, the ability to interpret and analyze global trends and concepts, as well as understand other cultures, is of greater importance now than ever before. TROY’s Master of Science in International Relations (MSIR) equips students with the knowledge and skills to be successful on a global stage.
Through TROY’s MSIR program, students will emerge with the analytical and theoretical skills necessary for understanding and evaluating the impact of global and national issues on world events. Through extensive course and scholarship offerings, TROY continues its commitment to keeping higher education affordable for those who sacrifice so much. TROY’s Military and Family Scholarship caps the cost of tuition at $250 per credit hour for active duty U.S. military, National Guard and Reserve, as well as their spouses and dependents. This capped tuition rate matches the amount covered by Military Tuition Assistance, so military members will have no out-ofpocket costs associated with their tuitions as they pursue undergraduate or graduate degrees. The scholarship also provides significant savings of up to 50% on tuition costs for spouses and dependents. As a result of the University’s continued commitment to serving the men and women of the United States military, TROY has been recognized by SR Education Group as a “Top Yellow Ribbon” online college. TROY has also ranked in U.S. News and World Report’s “Best for Veterans” and Military Times’ “Best for Vets” rankings. In addition, the University has been named to The Princeton Review’s “Best of the Southeast” rankings for 16 consecutive years and is among the top regional universities and most innovative universities in the South, according to U.S. News & World Report.
One of the largest international relations graduate studies program in the United States, TROY’s MSIR program offers students of diverse backgrounds and undergraduate levels the opportunity to acquire knowledge and understanding of international political and economic trends and activities that help to shape and define the world in which we live and work. Offering concentrations in Global Studies, National Security Affairs and Regional Affairs, the MSIR is a 12-course, 36-credit-hour program that will expose students to a diverse curriculum covering history, regional studies, comparative government, foreign policy studies, political economy, geography, conflict management, international organization and law, and intercultural relations.
Whether you are looking to advance in your career or chart a new path, you can start your journey with TROY today. Learn more at troy.edu/pacific or by calling DSN 784-8151 (OSAN AB) or DSN 755-3534 (CAMP HUMPREYS).
