Man-O-Man… the weather is Hot, hot, hot…, but hey, I’m not complaining, reminds me of home back in Texas and Tennessee… where the heat index gets up and past 110 sometimes! Be sure to hydrate and wear Sun Protection at all times.
Deputy Director of FMWR USAG Yongsan-Casey
Well, ‘gotta’ say that the 4th of July Independence Day Celebration “ROCKED” here at Camp Casey and it was well participated! Everything from Swimming, Free Food, Music, Competitions, Tournaments, 5K Run and much, much more and let’s not forget that awesome display of Fireworks!! Don’t say anything to anyone, but we even had community members from Area III sneak up here to celebrate with us, as well as the folks from the DMZ and Warrior Base! If you didn’t go to the “After-party” event at the Gateway after the Fireworks, then you missed out… it also “Rocked!” Okay, enough with the “Rocking and let’s “Roll” on to other topics (did you catch the pun?)…. So, check out what we have in store for you this month of August; nothing less than "Awesome!” - The Annual Hovey CAC Block Party (Sponsored by our friends at the Gray Sinise Foundation) - Comedy Show - 'Daniel Dugar and Friends' - Summer Bowling Week at all Bowling Centers ‘6-12 August' in the Casey/Hovey/CRC enclave - Live Music with “Street Beat” Band (10, 24 & 31 August at Gateway Club) - The Annual Summer Basketball League - Tours to include - DMZ / Caribbean Bay Tour / Andong Hahoe Folk Village Tour (UNESCO World Heritage) - 4th of July Photo Highlight – ‘Just in case you didn’t get any “Selfies” during the celebration “LOL!” Well, I’ve got to leave you now and work on my tan…. Be sure to drink plenty of water and protect yourselves from the sun at all times. See you out and about and enjoy this month's “ITZ Magazine/ CC Magazine!” Jammie

INTRODUCTION Hahoe Village is home to descendants of the Ryu clan of Pungsan and is well-known for its traditional houses. Birthplace of renowned scholars of the Joseon Period such as Gyeomam Ryu Un-ryong and Seoae Ryu Seong-ryong, the village became even more famous after Queen Elizabeth of England visited on 21 April 1999. Hahoe Village (translating to “Village Enveloped by Water”) gets its name from Nakdong River, which flows around the town’s perimeter. The village is located at the foothills of Hwasan Mountain, an offshoot of Taebaek Mountain that rises up to the east. The center of the village is populated by large tile-roofed houses belonging to the Ryu clan, adding their own unique charm to the surrounding thatched roofs.

Financial issues may impact your security clearance The process of obtaining a security clearance is often shrouded in mystery. Most clearance applicants are never aware of what happens between the time new applicants receive the email from their Security office or Security Officer regarding the granting of their clearance. CAMP CASEY
One of the most daunting tasks in the process is filling out the lengthy Questionnaire for National Security Position, also known as the SF86. Most of the time, this process is seamless and the applicant is only contacted by an Office of Personnel Management investigator asking to conduct an interview. When the employee returns the SF 86 to their Security Officer or Security office Security Specialist will review it for accuracy and reach out to the employee for clarification of potential issues. If there are no issues or minor issues that have been mitigated, the Security specialist releases the SF 86 to OPM who in turn conducts the investigation. Once the field work is complete, the investigation is transferred to the he DoD Consolidated Adjudication Facility for an adjudication decision. Some applicants, however, do have issues obtaining a security clearance. Security clearance determinations are made based on 13 adjudicative criteria from DoD CAF, covering issues from finances to foreign influence. The top reason clearances are denied for most employees often falls under the category of Financial Considerations. Financial considerations issues can range from delinquent debt over 120 days, foreclosure of a house, and even unexplained affluence in which an employee suddenly has a large influx of money for no apparent reason. Intelligence Security Specialists will review the forms submitted prior to going to OPM in an attempt to clarify questionable entries before submitting the investigation paperwork. This is the absolute latest time you should begin to address your debt. If you begin at this point, you should have several months of proof to show the DoD CAF that you have acted in good faith. Once the investigation is completed by OPM, the DoD CAF looks at an applicant’s financial history by reviewing credit reports from all three credit bureaus as well as information that is entered into the SF86. The DoD CAF is not as concerned with the amount of the debt as it is concerned with how debt is obtained and handled. They do understand life happens, and if the debt is incurred due to an issue beyond the person’s control, they will work with you to keep that security clearance. However, the DoD CAF wants to make sure that the applicant is living within their means and is meeting their financial obligations. Many espionage cases evolved when employees with large debt or a lifestyle that was above their income level attempted to sell classified information to foreign entities to pay the debt or keep living a lavish lifestyle. Incurring large amounts of debt and not making a good faith effort to repay that debt is a security concern because it also raises questions about the applicant’s reliability, trustworthiness, and the ability to protect classified information. The inability to handle debt can sometimes indicate poor self-control, lack of judgment, as well as the unwillingness to abide by rules and regulations. Government agencies do not want these qualities in its security clearance holders. With that being said, it does not mean that you cannot go and get a car loan or open a new credit card. What it means is that if you do apply for new financial obligations, security clearance holders are expected to abide by the terms of the loans that clearance holders take out. Essentially, if you open a loan, the government
40
USAG Yongsan-Casey Family and MWR
Army Community Service
expects you to pay it or otherwise resolve it legally. Not paying the debt and allowing it to go to collections is not a good faith effort to resolve debts. Avoiding the issue and letting the situation escalate is not recommended. Working with the activity that holds the loan to attempt to address it is the best way to keep your security clearance while you get your financial situation under control. Also, security personnel team experts have often noticed the employee’s lack of candor in completing their forms is also cited by the DoD CAF when recommending denial or revocation of a security clearance. Many employees undergoing this extra scrutiny did not list their financial problems, or only list one or two. The investigation will show all delinquent or bad debt, to include failure to file taxes and not paying student loans. Not reporting financial issues falls under the Personal Conduct guideline and will be another issue that the DoD CAF will use to deny a clearance. CAMP CASEY
The only sure fire way to avoid being put into this situation is to be open and honest about all debts to the government. If you are having financial difficulties, there are ways to resolve them, through payment arrangements and financial counseling. Ignoring debt will not be beneficial for those hoping to obtain and maintain a clearance. If you want to obtain a copy of your credit report, you can get a free copy from each credit bureau once a year by going to http://www.annualcreditreport.com/ If you need assistance with the financial aspect of your Security Clearance or working with your creditors, it is strongly recommended that Soldiers and DoD Civilians visit their nearest Army Community Service and speak with the Financial Readiness Program Manager or Financial Specialist
